Commons ChamberI recognise the difficulty and I am happy to meet my right hon. Friend to discuss the issues in his constituency. We have invested considerably in the post office network and I am meeting the Lending Standards Board to look at the mechanism for transfer to the Post Office and to consider solutions on a case-by-case basis.
As the right hon. Gentleman would have heard me say if he had been in his place earlier, I announced in the spring statement that it is the Government’s intention to conduct a three-year spending review, concluding this autumn, subject to a deal with the EU being completed. He asks whether I plan to launch the spending review before the summer recess: I can tell him that Departments have already been commissioned to carry out the work necessary for such a review. It must be for the new Government to decide, in the circumstances, whether it is appropriate to conduct a full three-year spending review or a one-year exercise.
I can assure the Chancellor that I saw him give that response on television earlier. What would be the impact on the comprehensive spending review of either the proposal of the Secretary of State for Foreign and Commonwealth Affairs, the right hon. Member for South West Surrey (Mr Hunt), for a £13 billion cut in corporation tax and a £12 billion increase in defence spending, or the proposal of the right hon. Member for Uxbridge and South Ruislip (Boris Johnson) for a £9 billion higher rate income tax threshold cut, £11 billion national insurance contributions cut and showing the public sector “some love”? Would those unfunded bribes be paid for by tax increases, cuts in services or both?
I fear that the right hon. Gentleman is manifestly asking the wrong person that question. I literally cannot answer it. The purpose of a spending review is that such matters can be looked at in the round, and the responsible way to do a spending review is first to set the envelope of what is affordable, and then to look at the different bids, which will—I can confidently predict—greatly exceed the available spending power, and prioritise. That is the difficult business of government, and that is why I am not in favour of ad hoc spending commitments or tax cut commitments being made.

Commons ChamberAs far as I am aware, rates is a devolved matter in Northern Ireland; it is a matter for the Northern Ireland Executive, which I very much hope will be back in operation very soon.
We have a proud record as a nation, reducing carbon emissions faster than any other G7 country since 2000. We have done that with a combination of spending measures and market mechanisms.
The Liberal Democrats were the first major political party to call for a zero-carbon Britain. We believe that target must be met by 2045. What assessment have the Government made of the climate change mitigation costs that would be incurred by 2045, of the support that would be needed for businesses to help them achieve a zero-carbon Britain by 2045, and of the health and environmental benefits?
We are currently assessing the report of the Climate Change Committee on this subject. No doubt the right hon. Gentleman is a regular reader of the Treasury Green Book on the way we assess investments. Last year, in the new Green Book, we specifically included looking at natural capital as a way of making that assessment. That is one of the lenses through which we shall be looking at the spending review.

Commons ChamberThe hon. Gentleman makes an important point. The experience of our disabled fans across the country is not equal, not fair and not good enough. The whole House is listening and the UK is watching: football, give everyone a fair experience, particularly our disabled fans.
As a Palace season ticket holder, I spend many a happy Saturday afternoon chanting, “He’s just too good for you” about Wilf Zaha, as he runs rings around opposition defenders. Does the Minister agree that Wilf Zaha needs to be recognised not just for the wizardry he displays on the pitch, but for the work he does for Football for Peace to unite communities?
I think the fact that such players still feel they have to stand up like this shows the problem. The fact is that they do, and we absolutely have to support them, as the right hon. Gentleman does on the terraces. We should do that as they speak out.

Commons ChamberWhen Mr Speaker gave the admonishment from the Chair, it clearly had an impact on the hon. Member for Edinburgh East (Tommy Sheppard), who I think thought that it was perhaps targeted at him, given the reference to not making long speeches about matters that are not pertinent to the motion we are debating. I must say that I felt that, rather as with Mona Lisa’s eyes, Mr Speaker was indeed looking directly at me, given his reference to taking a “liberal pen” and crossing out great swathes of a speech. I have therefore written my speech on the back of the Order Paper.
Absolutely—two minutes, or thereabouts.
This debate is clearly about the rights of the House and the consequences of failure to observe those rights. I am pleased that the Lord Commissioner of Her Majesty’s Treasury, the hon. Member for Blackpool North and Cleveleys (Paul Maynard) opened the debate, because I would have had some reservations had the Leader of the House done so. She of course has a connection with the Vote Leave campaign, and in the circumstances it might have been inappropriate for her to open the debate. We have heard from—
Order. We are discussing somebody who is not here. I do not think it is quite fair to suggest what that person would or would not do. The right hon. Gentleman would be right to stick to his two minutes about the subject, rather than go into matters relating to the Leader of the House.
My speech may be a bit longer following that intervention, Mr Deputy Speaker, but I will stick to the subject in hand.
The hon. Member for Stretford and Urmston (Kate Green) did a good job of setting out exactly how arrogant Mr Cummings has been in relation to the inquiry and the false allegations he has made about the way he has interacted with the Committee. His lack of accountability rather fits a pattern of a lack of accountability in relation to the whole Vote Leave issue. I know I am not allowed to speak about that at any great length, but given the role that she played, perhaps the Foreign and Commonwealth Office should consider revisiting the appointment of Gisela Stuart as the chair of Wilton Park, which is in the business of promoting good governance around the world. Other key players in the campaign include the co-convenor of Vote Leave, the Secretary of State for Environment, Food and Rural Affairs—
Order. We are not going to go through the people involved in the campaign. You were advised, Mr Brake, and you know much better than that. You are a much better politician and you do not want to test my patience or that of the House. Let us just move on with your two minutes.

Let me conclude. It is clear that the action the Committee has taken and that we are going to take today is entirely appropriate. As the hon. Member for Folkestone and Hythe (Damian Collins) said, it will send a message to others. It would certainly send a message to others if we did nothing. As others have expressed today, I have doubts about whether the panoply of powers or punishments we have at our disposal is sufficient, but it is right that we pass this motion today.

Commons ChamberFE spending is a priority, and we have protected the base rate of funding between 2015 and 2020. I was grateful to receive that letter from colleagues and have organised a meeting on 19 March. I am not sure whether we will be able to fit 164 people in a room, but I hope my hon. Friend will be able to attend.
As I have told the House many times—I will elaborate more at the spring statement next week—in what I now think is the unlikely event of a no-deal exit, the Government have both fiscal and monetary tools available to them to support the economy. Of course, the likely shock would be on the supply side of the economy, and we would have to be careful that fiscal interventions did not merely stimulate inflation. If we are to find ourselves in that situation, we have the firepower and the clear intent to intervene to support the economy.

The hon. Lady urges us to get serious. We have been extremely serious in negotiating a deal with the European Union for a considerable amount of time, and we continue to engage in that endeavour. She is absolutely right to say that most of us in this House wish to avoid no deal, but the way to do that is by Opposition and Government Members uniting and making sure that we avoid no deal and have a good deal for our country.
We know that the Government have done no economic impact analysis of the proposed deal, but has the Minister done an economic analysis of the failure of the Secretary of State for International Trade to secure the 40 roll-over trade deals the he promised would be signed one minute after 11 o’clock on 29 March?
The right hon. Gentleman says that we have done no analysis of the deal, as he refers to it, but as he knows, the deal is actually the political declaration, which inherently will include a range of particular possible outcomes for that deal. That is modelled in the sensitivity analysis that we have brought forward to Parliament. [Interruption.]

Commons ChamberThis is clearly very bad news for staff and passengers. I know the Minister does not like mentioning the B-word—Brexit—but the fact is that Flybmi has said that Brexit uncertainty was a factor. Not the total reason but a factor, as it was for Jaguar Land Rover, Ford and, as we will no doubt find out shortly, Honda. Is it not time for the Prime Minister to do two things: one, rule out no deal; and, two, establish a Brexit redundancy fund to support businesses that have been put out of business as a result of Brexit?

Yes, we are looking at that. We are looking across the board at the value for money of Government investment, which is significant in the education system, but also at the impact on individual students.
The Chief Secretary to the Treasury has confirmed that this makes no change to the national debt, so can she confirm that the ONS decision will not lead to a new round of spending cuts?
I have been extremely clear that this is fundamentally an accounting decision. It is not about the reality of the fact that Government debt is being brought back over time, one of our key fiscal targets. The amount the ONS is estimating is, in fact, under our other fiscal target for the deficit. We will do the right thing by students in the Augar review.

Commons ChamberMy hon. Friend makes a very good point. I have regular meetings with the Scottish Finance Secretary, and of course the Scottish Government have the opportunity in their budget tomorrow to match the business rate cuts we have made in England.
I think I have been perfectly clear and consistent in expressing the view that no deal would be a very bad outcome for this country, and I will do everything I can to make sure that that is not an outcome we face.
A White Paper on the Government’s future migration policy will be published shortly.

Given that this is about the fifth time that I have been asked that specific question, I hope you will forgive me, Mr Speaker, if I refer the hon. Gentleman to my previous answers.
If the Prime Minister will not rule out no deal for sound economic reasons, will the Minister do so for vital health reasons? Is he aware that, according to specialist cancer charities, patients are already scaling back on their doses and stockpiling medicines because of fears over the prospect of no deal? Why will the Government not deal with their concerns and rule out the prospect of no deal now so that those patients can have the reassurance they need?
It will be for Parliament ultimately to decide whether the Government’s deal prevails. I think that the right hon. Gentleman and I are on the same side here, because I believe that the prospect of a no deal is deeply unattractive—notwithstanding the fact that we are making extensive preparations for no deal—partly for the reasons he has identified. We want a deal. We want this deal. We want a deal that is good for our country, and we want to avoid the very situations that he has elaborated on.
