It is extraordinary that there has still been no mention of the malign influence of Iran in this whole tragic situation. The humanitarian crisis has got far worse since we last debated the situation in Yemen back in September, with 2 million children now out of school, half of all medical facilities having been destroyed and at least one child dying every 10 minutes, as we have heard. Will the Minister undertake that, at the pledging conference in March, the UK will maintain its very generous aid towards Yemen and perhaps work with partners to see how we can make vaccines available in the battle against covid, which is just one of many battles that that country faces at this time?

My hon. Friend makes a very important point about the UK’s contribution in Yemen. As I have said, we have contributed £1 billion since the conflict started. He will know that the official development assistance budget will be constrained because of the economic situation brought about by coronavirus. He also made the very important point that cash is not the only way that the UK is supporting people in Yemen. We have worked with our international partners to try to pursue peace. He also mentioned vaccinations in response to the coronavirus. I am very proud of the leading role that the United Kingdom took in working with international partners to raise funds to roll out vaccinations to those countries that were unable to do so, and I have no doubt that the UK will continue to be a leading player in the equitable and global distribution of vaccinations, as they are manufactured.

We would certainly welcome such a special envoy, but, as I said in answer to a previous question, the reality is that China will block that if we formally propose it. That is why, as I have said repeatedly, what really matters is that an authoritative, independent, non-partisan individual or body can have access to Xinjiang. The UN human rights commissioner would seem to me to be one such individual who could perform that role—there are others—which is why we have raised it with our international partners and I have raised it with the UN Secretary-General.

Last week, the Chinese embassy in Washington proudly proclaimed that employment policies in Xinjiang promoted gender equality for Uyghur women, so now we know that the Chinese Government are an equal opportunities slave labour employer. I strongly welcome these measures, but will my right hon. Friend go further? Will he not just call out this persecution at the UN as genocide and invoke Magnitsky sanctions, as colleagues have suggested, but follow the example of Congress in passing a reciprocal access Bill—I have my Tibet (Reciprocal Access) Bill on the Order Paper—to prohibit Chinese officials from travelling to the UK if UK and western human rights inspectors are denied access to factories and prisons in Xinjiang and Tibet, for example, to verify the new measures that he has announced today?

I thank my hon. Friend for his support for the measures that we have taken. I understand that he wants us to go even further. He knows—he is an expert in this area—the challenges in cajoling and carrying an international coalition to advance those goals. He is right to say that scrutiny and accountability are key. That is why we want to see an authoritative third party such as the UN human rights commissioner have access to Xinjiang. I will await with great interest his Bill, and I am sure Members will scrutinise it very carefully when it comes before the House.

I beg to move,

That this House has considered the conflict in Nagorno-Karabakh.

Nagorno-Karabakh is one of those places that few people can pronounce properly, let alone spell, let alone locate on a map, yet in recent months it has been the location of a bloody war involving thousands of fatalities and casualties; bombardment of civilian areas and destruction of towns and cultural sites; the use of internationally banned munitions; and now a return to ethnic cleansing. It has involved not just Armenians and Azerbaijanis, but global powers such as Russia and Turkey, with significant implications for geopolitics far beyond this remote area of the southern Caucasus.

I declare an interest as the chairman of the all-party parliamentary group for Armenia. I am well aware that this has been a long-running dispute between Armenians and Azeris over many years, which was only contained during the days of the Soviet empire, and which flared up again in the 1990s after the fall of the Soviet Union. I am also aware that most of the international community recognises Nagorno-Karabakh as, most recently, largely Azeri territory, and I do not want to reopen that centuries-old argument. Whatever one’s view on the future government of Nagorno-Karabakh—as part of Azerbaijan, as an independent state per an earlier referendum result, or as part of an extended Armenian state—I hope we can all agree that engaging in a bloody war and an almost medieval-style battlefield invasion is not the way to resolve the dispute. However slow and problematic it has proven, a legitimate, internationally supported resolution process has been in place, namely the Organisation for Security and Co-operation in Europe’s Minsk group. The current status of that group is rather unclear after the conflict, with the boots on the ground now provided by Russian troops, and others supported by Turkey.

I am not going to go through the whole history of the conflict—certainly not in an hour-long debate. The recent military action started at the end of July, when Azeri forces launched unprovoked attacks at various points on the Armenia-Azerbaijan border in the north-east corner of Armenia, far away from Nagorno-Karabakh. That attack was defended against robustly by Armenia. It was accompanied by bellicose statements from Azeri Government Ministers, especially the Ministry of Defence, which raised the prospect of the Armenian nuclear power station at Metsamor being within the range of Azeri missiles. It was followed by deliberately provocative joint Turkish-Azeri military exercises close to the Armenian border and words of encouragement from the Turkish Government under the slogan, “Two countries, one nation”.

I wrote to the Foreign Secretary on behalf of the all-party group and that letter was published. I received chastisement, as I would call it, from the Turkish ambassador, who criticised me for the deeply biased tone of my letter that failed to reflect the current situation in the region. He said that he had irrefutable evidence, both circumstantial and concrete, that clearly indicated that the current aggression and violence were once again started as a result of Armenian actions. When I asked him what that was, he failed to produce any evidence—concrete, circumstantial or otherwise. I think it is widely accepted that this conflict was started, completely unprovoked, by Azerbaijan, yet there was hardly a whisper from western powers, including, I regret to say, the United Kingdom, beyond the usual diplomatic niceties about returning to the negotiating table. That was clearly a prelude to the serious assault on Nagorno-Karabakh that started on 27 September—again unprovoked.

I agree with the hon. Gentleman. This might seem a conflict in far-off lands, but the diaspora communities here have brought it to our attention. I know that he knows my constituent Annette Moskofian, from the UK branch of the Armenian National Committee, the ANC. The Hayshen centre and the Navasartian centre are also in my constituency, and they played a vital part when it felt as if the eyes of the world were looking elsewhere.

Absolutely. I know that there is a large Armenian community in the hon. Lady’s constituency and I pay tribute to Annette Moskofian—I will supply Hansard with the spelling later—and the work of the ANC, which so ably represents the Armenian community here.

The invasion took place almost 100 years to the day since the Turks invaded the newly independent republic of Armenia against the backdrop of the Armenian genocide, which the Turks still deny took place. On 27 September, Azerbaijan launched sustained air and artillery attacks as well as an infantry offensive along the entire line of contact with Nagorno-Karabakh, indiscriminately shelling civilian populations and peaceful settlements, including the capital Stepanakert. We should remember that Nagorno-Karabakh has a population of just 146,000, 91% of them Armenian in origin. They are supported by the small country of Armenia, which has a population of just 3 million. It was attacked by oil-rich Azerbaijan, which has a population of 10 million and a defence budget of almost $2 billion annually. It spent $1.6 billion on a defence deal with Israel alone—almost the equivalent of a single year’s budget. That attack involved the use of F-16 Turkish fighter planes and rocket launchers brought in from Nakhchivan, which neighbours Turkey. Turkey has one of the largest standing armies and is one of the largest spenders on defence in the whole world.

During the 45-day bloody conflict that followed, countless soldiers on both sides lost their lives; bodies are literally still strewn across the battlefields, making it difficult to tot up the numbers. I was reminded by the International Committee of the Red Cross that 5,000 people are still unaccounted for from the conflict back in the 1990s. The Red Cross also estimates that there have been 150 civilian fatalities and more than 600 injuries. Fourteen thousand civilian structures—homes, schools, hospitals and heritage sites—were damaged or destroyed, and there were attacks on churches full of people at prayer.

The most worrying aspect of the conflict has been the use of Israeli so-called kamikaze drones—silent killers that hang over a battlefield; before anyone knows they are there, they explode their deadly cargo. That was a gamechanger for this conflict in a notoriously impenetrable mountainous area of the world. Also worrying was the use of banned cluster bomb munitions—the so-called Kinder surprise ribbon bombs. They have ribbons on them and are often picked up by children who think they are a trinket, only for them to explode. Those cluster bombs were used on a maternity hospital, schools and Shushi Cathedral, as witnessed by journalists from The Telegraph and other western representatives. They were delivered in Russian-made 9M55 Smerch rockets, described by Amnesty International as “cruel and reckless” and causing “untold death, injury and misery”. Also deeply worrying about this conflict was that Turkey, a NATO member, illegally transferred NATO-grade director drones to a non-NATO member country for use against civilians. That did, at least, attract a cancellation of export licences for certain defence items from Canada, Austria and the United States.

Most worrying of all was the importation by Turkey of thousands of jihadi insurgents brought in from Syria and Libya. Videos have been circulating of them openly involved in the conflict, and in some cases openly parading the decapitated heads of executed Armenian soldiers. It is reported they are paid a bonus—literally—for the heads of members of the Armenian military. Armenian families report having received gruesome videos of the mutilated bodies of their relatives, which were sent to them by these terrorists. Apparently, it is advertised in northern Syria that those who sign up for settlement in Nagorno-Karabakh will be given a parcel of land.

The UN Office of the High Commissioner for Human Rights said

“reports indicate that Turkey engaged in large-scale recruitment and transfer of Syrian men to Azerbaijan through armed factions, some of which are affiliated with the Syrian National Army”.

Chris Kwaja, who chaired the working group, added:

“The alleged role of Turkey is all the more concerning given the similar allegations addressed earlier this year by the Working Group in relation its role in recruiting, deploying and financing such fighters to take part in the conflict in Libya,”

The report said:

“The way in which these individuals were recruited, transported and used in and around the Nagorno-Karabakh conflict zone appeared consistent with the definition of a mercenary, as set out by relevant international legal instruments”.

That is the UN Human Rights Office of the High Commissioner speaking; it is not just hearsay.

This is deeply worrying. After 45 days of bloody conflict, a ceasefire was signed on 10 November, brokered by President Putin and the Russians. The Armenian Prime Minister signed this declaration clearly under duress, without any reference to the President, Ministers or Parliament, because it was a fait accompli imposed by Russia and Turkey. Under its terms, the indigenous Armenian population from three regions were given just days to evacuate their lifelong homes. The Russians gave nine Armenian villages just 48 hours to leave their ancestral homes, without any chance to organise their exodus or get support from the UN High Commissioner for Refugees, for example.

The Russians and Azeris continue to draw arbitrary borders without involving representatives from Armenia or Nagorno-Karabakh itself. What has become an island of remaining Nagorno-Karabakh territory is to be connected to Armenia through a narrow Lachin corridor under Russia-Azeri control and a new link between Nakhchivan and Turkey in the west, and Azerbaijan in the east has been carved out of land in the south of Armenia itself.

Baroness Cox, who has been an extraordinary champion of the Armenian nation and people, recently visited the war zone—I think it was her 87th visit to that part of the world. She reported back on what she had seen in deeply distressing terms:

“Lines of refugees taking their belongings heading for the safety of Armenia carrying whatever possessions they could … taking with them livestock, even digging up the graves of loved ones fearful for their bodies being desecrated after they had left and torching their houses so they would not fall into the hands of the Azerians”.

This is ethnic cleansing pure and simple. No Armenian feels safe in lands that have been their homes for years; they are being intimidated out, to be replaced by Azeris and jihadi terrorists. That should raise serious security alarm bells for the west as well.

Genocide Watch declared a genocide emergency alert last month, but the cleansing continues apace. We had a briefing from the International Committee of the Red Cross through the Inter-Parliamentary Union last week. It calculated that there have been many thousands of military casualties, but the figure is still unknown because the bodies are still unretrieved. It has no idea of the number of detainees on each side. It is hard to access those prisoners, but there have been reports of torture and executions. Russian peacekeeping forces and Turks in some places actually turn out to be Syrian mercenaries.

Why is that small population in a remote part of the world significant? It is significant because we should all take an interest when a nation and the peace-loving people in those territories are persecuted in an unprovoked way. It is also significant because of the geopolitical implications. Turkey has extended its influence eastwards to the Caspian, in an unholy alliance with the Russians. Russia has reasserted its influence over former Soviet republics and effectively stamped on the independent credentials of Armenia, one of the few democracies in the area. Russia will effectively exert control over the Armenian military, take over Armenian oil projects, effectively gain a military base in Nagorno-Karabakh and take over Armenia’s foreign policy. Those are all significant shifts in the spheres of influence in that volatile region. Russia has been extending its influence in Ukraine, Turkey and Syria, getting a taste for territorial expansion by force or stealth.

The Azeris will be given free rein to continue the ethnic cleansing of Nagorno-Karabakh and the suppression of its Christian culture. In the past 15 years, Azerbaijan has been more aggressive in destroying UNESCO-protected Armenian world heritage sites than even ISIS was in Syria. Not a single church or Armenian cross stone has survived in the historic Armenian Nakhchivan area. More than 189 churches and 10,000 Christian crosses have been blown up by the Azeris.

Israel does not come out of this well either. It is trading high-tech weapons, which have made the strategic difference in the war, for energy. It relies on Azerbaijan for about half its oil. It supports an Azeri President who embraces militiamen who behead prisoners, mutilate bodies, destroy churches and engage in anti-Christian campaigns. As the US writer Michael Rubin put it,

“Armenia is a democracy, while Azerbaijan has become a family-run dictatorship. Armenia embraces religious freedom while Azerbaijan works with Islamist extremists.”

Yet few have come to the aid of Armenia in the past few months. Armenia and the Armenian people in Nagorno-Karabakh are the victims in all this.

All this happened when the US was somewhat preoccupied by the controversy over the presidential elections. There have been minimal sanctions on weapons, and everything I have described has largely gone unchallenged. I welcome the meetings that we had with the Minister, and I acknowledge the calls by the Foreign Office for an end to the conflict, a return to the negotiating tables, and respect for human rights. We have also given some aid in the region. However, when a UN motion was proposed to prevent intervention of third parties in the conflict and to denounce the presence of Syrian mercenaries in the region, which was so important, it was reported that the United Kingdom Government stood in the way of the proposal. I would welcome a response from the Minister on that.

Where has been the condemnation of the use of Syrian mercenaries? Where has been the condemnation of the illegal use of cluster munitions? Where has been the condemnation and pressure on Turkey, a NATO member and ally, which has allowed NATO-grade weapons to be used against a democratic, sovereign country—Armenia—and is now exercising a worrying extension of its power into the Caucasus and beyond? I am afraid that the silence has been deafening. Many in Armenia are claiming that their ally, the United Kingdom, has let them down, and I can see why.

We urgently need western peacekeepers in the region to monitor ethnic cleansing and the activities of the Syrian mercenaries. We need a proper investigation into war crimes and the treatment of prisoners. We need to consider the future independence of Nagorno-Karabakh, which the citizens voted for many years ago and which was recently supported in the Parliaments of France, Holland and Belgium. I think it is time, at last, to recognise the Armenian genocide by the Ottoman Turks—a century-old outrage in which between a million and a million and a half men, women and children were massacred by the Ottomans, in the first genocide of the modern age. I should tell the Minister that, with Members of both Houses, I have prepared the Armenian genocide 1915 to 1923 recognition Bill to commemorate the Armenian genocide through official recognition and remembrance, and to put formal recognition of that genocide on a statutory basis. I hope that there will be considerable support for that measure in both Houses.

Terrible things have happened in the southern Caucasus. They are no less terrible because of the remoteness of a country that few know about; but those terrible things, perpetrated specifically by Azerbaijan and its Turkish allies, need to be acknowledged, called out and punished. I ask the Minister to start that process today.

I thank my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) for bringing this debate today. He started by saying that Tibet is something of a forgotten issue. Over 20 years, as a member of the all-party parliamentary group for Tibet, and as chair and co-chair for the last five years, I have been in this Chamber—a very lonely Chamber—raising the cause of Tibet, so it is good to see many more hon. Members from across the House here in support.

Last year, we marked 60 years since the invasion of Tibet. Since then, more than a million Tibetans have lost their lives at the hands of the Chinese. The regime has brought about the suppression of basic human rights, such as religion, cultural identity, free movement and assembly, as well as subjection to arbitrary arrest, detention, disappearances, torture and racial discrimination. It is also imposing an environmental catastrophe on the world with the degradation of the Tibetan plateau, which is responsible for the water sources that feed or refresh almost 40% of the world’s population. That must not be a forgotten or hidden disaster any more.

China is now widely recognised as a serial abuser of human rights and cultural identity. It has been doing it in Tibet for years, but now because of what is going on in Xinjiang province with the Uyghurs, with the suppression of the Mongolian minorities that we have seen more recently, and, of course, in Hong Kong, this human rights abuse is at last getting the attention that it so rightly deserves.

I am proud to be a member of IPAC, to which my right hon. Friend alluded, and very much welcome this report. A few days ago, when we marked the international global action day on China, I issued a statement on behalf of the all-party parliamentary group on Tibet, which I want to put on the record. I said:

“On the day that the Chinese Communist Party celebrates the National Day of the People’s Republic of China with a characteristic display of military might and global arrogance, we join the great majority of the free world in remembering the victims of Chinese oppression past and present. For over 60 years now, the peace-loving people of Tibet have seen their liberty, their culture and their heritage systematically suppressed and over one million have lost their lives upholding everyday freedoms that we take for granted in the free world. They continue to be persecuted within Tibet and increasingly amongst the widespread communities forced to live outside their homeland.

In the last few years, the suppression of minorities within Chinese borders has taken an even more sinister turn, as we see the latest assault on the liberties of the Uyghur people forced into concentration camps and subject to appalling sterilisation programmes that constitute genocide under UN definitions. In Hong Kong, which has for long been a beacon of freedom and creativity, China has thought nothing of reneging on international agreements to bring that population to heal and we stand shoulder to shoulder with the brave citizens who continue to take a stand against the world’s most oppressive superpower”.

I hope that all hon. Members concur with that.

The report contains the most extraordinary revelations. The labour transfer policy mandates that pastoralists and farmers are to be subjected to centralised, military-style vocational training which aims to reform backward thinking and includes training in work, discipline, law and the Chinese language. I gather that the Chinese authorities ordered Tibetan nomads to wipe out Tibetan goats. The Chinese authorities deemed that the goats were detrimental to the environment, which is rather ironic given the environmental carnage that the Chinese Communist party is waging in that region. Last year, all the goats in western Tibet, especially in the Tingri region, were wiped out. Tibetan nomads and farmers are now being turned into menial labourers and are concerned by the sudden change of their traditional nomadic or farming lives. This is the equivalent of the Westminster Government telling Welsh farmers to kill all their Welsh lambs and retrain as Ikea shop assistants, for example. It is extraordinary. Why can we not call this out for what it is? It is absolutely appalling.

In the last two years, more than 10,000 monks and nuns have forcefully been evicted from hundreds of destroyed monasteries and placed into internment camps for political re-education as part of the Sinicization of Tibetan Buddhism. Retired Tibetans are not allowed to go on pilgrimages to holy shrines. Tibetan children are not allowed to participate in religious activities during vacations. Possession of a photograph of the Dalai Lama is an imprisonable offence. The hon. Member for Bristol East (Kerry McCarthy), the hon. Member for Dundee West (Chris Law)—who, alas, cannot be here to today—and I went to Dharamshala and again had the honour of meeting his holiness the Dalai Lama. A more peace-loving group of people could not be found on this planet. The torture and the horrendous suppression that they have been through is quite extraordinary, yet they retain their dignity in the face of such adversity. They have seen their holy sites Disney-fied for Chinese tourists.

A new law passed by the Tibetan People’s Congress in January this year, “Regulations on the Establishment of a Model Area for Ethnic Unity and Progress in the Tibetan Autonomous Region”—I use “autonomous” loosely—is all part of the Sinicization programme, despite Tibet’s constitution supposedly guaranteeing the autonomy and cultural identity of those minorities within the Chinese border. The Tibetan language has been replaced by Mandarin in schools and is banned from being taught in monasteries, and Tibetans certainly have reduced job prospects if they continue to use it. Tibetans have to register and seek permission to travel across the Tibetan autonomous region. In contrast, Han Chinese do not need permits to travel anywhere they like in China or the whole Tibetan autonomous region. There is mass surveillance of the population. We have debated in Parliament what Huawei is up to; it is part of that surveillance, certainly in Xinjiang province and in the monitoring of mobile phones used by Tibetans.

On the minoritisation of Tibetans, we have seen a mass inflow into Tibet of Han Chinese and of Chinese companies that employ only Chinese-speaking migrants; they reluctantly employ Tibetans where they have to, because in the higher parts, only native Tibetans can withstand the altitude. There is no freedom of assembly. Escape routes through Nepal for Tibetans who cannot tolerate the oppression anymore have now been cut off because the communist Government in Nepal have done a deal with the Chinese. There is persecution of the Tibetan diaspora around the world, who live in fear of the long reach of the tentacles of the Chinese Communist party.

China denied what has been going on in Xinjiang province until satellite photographs of the concentration camps caught them out in the end. What should we do? I am pleased that the hon. Member for Bath (Wera Hobhouse) mentioned my Tibet (Reciprocal Access) Bill, which I reintroduced again in this Session. It is based on legislation passed in Congress unanimously, with cross-party support, which has been put into effect. It was backed by Marco Rubio from the Republicans and Jim McGovern from the Democrats, and as a result neither is allowed to go to China—a badge of honour, frankly. The Bill calls for reciprocal sanctions against officials who do not allow representatives of the British Government or others to visit Tibet to see the human rights abuses going on at first hand. We need this law to send out a strong signal from this country that Governments cannot abuse their own people in secret, because we will call it out. Human rights abuses of this magnitude, wherever they happen, must be called out. China has no divine right to immunity.

We need a UN special investigation into genocide and the use of slave labour. We remember the Tesco Christmas card incident last year, when somebody found a message from a slave labourer being used to produce Christmas cards in part of China. We must resist Huawei. We must resist the influence in UK boardrooms, with highly paid British directors taking the Chinese shilling.

Does my hon. Friend not agree that right now there must be a very public statement by the Government saying to those who take money from China and then promptly defend it that that has to cease?

I completely agree, and perhaps we will get it at the end of the debate. We must also call out the Confucius institutes, which wield sinister influence in our universities and increasingly in our school classrooms. They give money supposedly to teach Mandarin, but there is another, subtler agenda going on. As my right hon. Friend said, the Magnitsky legislation is absolutely made for such abuses. We must bring that forward.

Last year, I was at the Riga conference of international parliamentarians with the hon. Member for Dundee West, where we issued the Riga declaration—we all signed up to it—which asked China

“to give unimpeded access to Tibet to foreign journalists, scholars and researchers, diplomats and other foreign citizens, including those of Tibetan origin.”

It called on China to

“cease its policies and practices that harm the natural environment of the Tibetan Plateau and to resume the dialogue with envoys of His Holiness the Dalai Lama without preconditions.”

Let me end by quoting the Global Alliance for Tibet and Persecuted Minorities, which produced some of the information in the report. It said:

“The silence of the world community has emboldened the Chinese aggression and onslaught against Tibetans and Uighurs, who are being stripped of their human rights. Although much damage has already been done, it is high time that the international community should wake up and recognise the threat posed by the Chinese Communist party to peoples living under its role and to those countries which are under the influence of China due to their monetary benefits and the huge debts which they offer. The crimes against the Uighurs and Tibetans should be recognised as genocide according to the International Genocide Convention.”

Hear, hear to that. It is time we vociferously called out the oppressive regime that is the Chinese Communist party.

I beg to move,

That this House has considered the situation in Yemen.

I am delighted to move the motion, and I am aware of the very great interest in this debate, so I will make my comments as quickly as possible. If people would not intervene, that would be helpful, and I do not propose to take the few minutes at the end to respond to give as many Members as possible the opportunity to come in. I thank the Backbench Business Committee for granting this debate. We have tried many times—it was aborted some six months ago because of lockdown—but now, at last, we are able to debate this situation.

The trouble is that the situation has not got any better. I am not surprised that there is so much interest in Yemen today, because it has become the victim of the most lethal and complex cocktail: an extended and ostensibly insoluble civil war with international ramifications; various other man-made disasters; numerous natural disasters and potentially catastrophic environmental ones; an economic meltdown; and now, on top of it all, a deadly pandemic that Yemen was least prepared and equipped to deal with.

There is also great interest beyond Parliament; I gather that more than 210,000 people have signed a petition calling for a ceasefire, and that that petition has been tagged to this debate. Alas, in the six months spent trying to secure this debate, the situation has deteriorated yet further on multiple fronts. It is vital that, despite all the distractions at home and across the world in dealing with the pandemic, we neither forget nor neglect the world’s worst humanitarian disaster, which Yemen remains.

I chair the all-party parliamentary group on Yemen, and I pay tribute to my predecessor, my hon. Friend the Member for Meon Valley (Mrs Drummond), who I am glad to see will be participating in the debate, and to the secretariat provided by Jack Patterson, who has kept members updated and arranged briefings, including just this Tuesday with the British deputy ambassador in Yemen, Simon Smart, the military attaché and representatives from Oxfam and Médecins Sans Frontières, which, with many other agencies, are doing such an amazing job in almost impossible conditions in Yemen. I pay tribute to all those agencies and workers

To deal with the political and military situation first, 2020 marks five years of a devastating conflict in Yemen and almost 10 years of chaos since the Arab spring in that country. Yemen desperately needs an effective and lasting ceasefire. Out of a total population of some 30 million, 24 million people rely wholly or partly on aid, and they desperately need protection now.

Yet ceasefires and peace agreements in Yemen have a reputation for being broken almost as soon as they are brokered. The comprehensive Stockholm agreement, brokered in December 2018, set out a comprehensive peace plan. It was backed in January 2019 by the United Nations’ unanimously adopting the UK-drafted resolution 2452, which established a special political mission and special envoy, Martin Griffiths, who has worked tirelessly to secure a settlement.

The agreement promised the withdrawal of Houthi and Government-led forces from Hodeidah, a large-scale prisoner transfer, UN observers and various other urgently needed measures. The United Arab Emirates, which had been very involved with the conflict, ostensibly stepped back and withdrew its troops from Yemen. The position has been complicated, though, by the emergence of the Southern Transitional Council, who have taken control of Aden, fragmenting the Government position in trying to present a united resistance to the Houthis.

Great importance has been placed on the Riyadh agreement, signed in December 2019 between the Yemeni Government and the STC, outlining a series of measures to bring peace to the south of Yemen; but the agreement broke after just eight months, although Martin Griffiths and others work hard to revive it. The fragile pause in the conflict in 2019 broke down in 2020 after an attack in northern Yemen. A unilateral ceasefire by the Saudi-led coalition in April 2020 in the light of covid-19 expired in May, but The Guardian reported that the Houthis had broken a truce no fewer than 241 times in the space of just two days.

I could talk about abuses on all sides: the 42 airstrikes in July alone, which particularly impacted and killed civilians; drones dropping grenades on civilian targets; and Houthi missile strikes on Riyadh in Saudi Arabia just earlier this month. The catalogue of abuse, devastation, destruction and mistrust on all sides goes on. As a result, 10 new frontlines have emerged since the beginning of 2020, with particularly intense fighting in the past four months, especially around the strategically important areas of Ma’rib, which controls access to the oilfields, Taiz and in the Hodeidah governate on the west coast.

Peace is as elusive as ever, yet death and suffering are worse than ever. More than 250,000 Yemenis, at least, have died since 2015, including 100,000 as a result of combat and 130,000 from hunger and disease. That is probably a very conservative estimate. It includes an estimated 1,000 civilians killed or seriously injured in the conflict in the first six months of this year, including 100 children. There are more than 2 million internally displaced people, with a majority in and around Ma’rib, which is currently under siege from the Houthis, who are throwing everything at that city, despite suffering very high casualties. Clearly they view the lives of their troops as cheap.

Some 24.3 million people need humanitarian aid—24.3 million out of a population of 30 million. That includes 12.2 million children. A total of 20.1 million people are food-insecure, and 20.5 million people lack clean water or sanitation. There have been more than 2.3 million cholera cases since 2017, as a collapsed health system has been woefully inadequate even before covid hit.

The exact impact of covid is unknown; the 1,000 cases reported in Sana’a is surely a woeful underestimate of the reality. We all saw the images on the news of mass graves being dug in the capital. The International Rescue Committee projects that the most likely scenario is that covid could infect nearly 16 million people and kill more than 42,000, making the fatality rate in Yemen one of the highest in the world. There is little chance of testing. We might think we have a problem with testing in the United Kingdom, but there are just 118 tests for every 1 million people in Yemen, compared with 41,500 in the UK. Just 0.01% of the population stands a chance of being tested, and there is no clue about how they will cope if they are hit by a second wave.

Since 2015, air raids have hit water and health facilities more than 200 times. Oxfam reports that those remaining often lack electricity and fresh water, and even if a hospital is operating, fuel is so expensive that people in remoter areas cannot get transport to hospital, and their conditions worsen untreated. Médecins sans Frontières, whose volunteers have done incredible work under fire, reports that many medical staff—if not most—have not been paid for years, and they struggle to survive and carry on their jobs in the most extraordinary circumstances.

The water shortage has brought big challenges for food supply, as farmers cannot irrigate their crops, and more than 90% of Yemen’s food is now imported. With a collapsing currency and an economy that has shrunk by 45% since 2015, UNICEF forecasts that the number of malnourished children under the age of five will grow by 20% over the next six months, to reach 2.4 million—2.4 million malnourished children.

I thank the hon. Gentleman for leading the debate; he is making it clear just how heartbreaking the situation is for the people on the ground in Yemen. Does he agree that that is why we should stand proud and firm by the 0.7% of gross national income that this country gives in aid to other countries? It is so sorely needed, especially during this pandemic.

I agree with the hon. Lady, and I will finish on the figures about the United Kingdom. We have been the third largest donor and are one of the most important donors at the moment. The reasons are obvious, and the results are so important.

To cap it all, ironically, recent floods in Hajjah and Amran have destroyed crops, and they have now been hit by swarms of locusts—truly a human tragedy of biblical proportions. Added to that, the Red sea faces a potential environmental catastrophe from the FSO Safer, a 45-year-old oil tanker loaded with more than 1 million barrels of crude oil, anchored 60 km off the rebel-held port of Hodeidah and left to decay for the last five years, with no agreement over access for engineers.

So we can see why the country is almost totally dependent on aid from the international community and the heroic efforts of aid organisations and their staff, who are working in extremely dangerous conditions as a result of conflict and disease, with the added challenge of getting aid in through blockaded ports under fire or via the main airport, which has now closed again, as well as the everyday problems of corruption and bureaucracy on all sides using access to aid as a military weapon. Indeed, the Houthis tried to impose a tax on aid supplies coming in. NGO buildings have been looted and aid workers arrested.

The aid itself is now seriously in question. So far this year, only 37% of the requested funding in the humanitarian response plan has been met, as some of the most generous donors previously—including the US, Saudi Arabia and Kuwait—have reduced or withdrawn their funding at the worst possible time. As the International Rescue Committee points out, it was that funding that narrowly prevented famine two years ago, but now more than 9 million Yemenis have seen their aid cut, driving them to the brink of starvation; 12 of the UN’s 30 major programmes have already been scaled back; and a further 20 programmes could be reduced or closed completely if funding fails to emerge urgently.

Yemen is facing a perfect storm of a crumbling economy, reducing aid, restrictions placed on humanitarian access by warring parties, the continuing impact of an intractable conflict and now the additional pressures of covid. Amid all this, the support and financial aid from United Kingdom has been a rare, but desperately needed, constant. We are the third largest donor behind the US and Saudi Arabia. The UK has committed nearly £8 billion of assistance since the conflict began, including £160 million at the recent pledging conference. UK support has met the immediate food needs of more than 1 million Yemenis every month. It has treated 70,000 children for malnutrition and provided more than 1 million people with improved water and basic sanitation. The new money in the latest round will provide medical consultations, train 12,000 healthcare workers, boost 4,000 crumbling health centres and help in the fight against covid. The Education Cannot Wait campaign has helped girls, especially, who are missing out on education and helped programmes against the rise in violence against women and girls in particular, and against child labour. These are all problems affecting Yemen, as if it did not have enough problems already.

As the penholder on Yemen at the UN Security Council, the UK is in a crucial position. It is leading the international community to do more to respond to the Yemen crisis, and Martin Griffiths is doing an extraordinary job. We have a proud record of support and I hope that when the Minister speaks, he will confirm that that support will continue. However, there can be no real progress without a sustainable ceasefire leading to peace talks that are broad and inclusive, not just with Government forces, the STC and the Houthis but with all aspects of civil society and with the support of the regional powers, who will hopefully return to the donor table. Again, I hope the Minister can update the House about the UK continuing to play a leading and proactive role to help to bring this about.

Yemen is the world’s worst humanitarian disaster, and the world’s preoccupation with fighting covid at the moment cannot be an excuse for sidelining the unfolding tragedy that continues to engulf the Arab world’s poorest nation. It is difficult to think of a more tragic combination of circumstances affecting a nation and its people quite as toxically and systematically as is happening now in Yemen, and it has been going on for far too long. It is time for peace. It is time for the world to put pressure on the warring factions and their backers, and time to rally around the people of Yemen to regroup, recover and rebuild. I am sure that the whole House will want to show its support for that.

I thank my hon. Friend, who will be able to see the list and check individual names for himself. There are 25 individuals under the Magnitsky designation, 20 under the Khashoggi one, and two under Myanmar, and two organisations in relation to the Democratic People’s Republic of Korea. As I said, in the interest of maximum transparency, they will be published. I take his point and commend him for the full-hearted and full-throated way he has championed human rights in this House.

I strongly support the measures and personally congratulate my right hon. Friend on pioneering them. May I echo the words of many right hon. and hon. Members that it will be good to see representatives of the Chinese regime included, whether it is because of Tibet, the Uyghurs or Hong Kong, where we learn today that, free speech by protest having been suppressed, libraries and bookshops are now being purged? All three of the criteria apply in those cases. Will he look closely at my Tibet (Reciprocal Access) Bill, which I shall be re-presenting straight after this statement? It would ensure access by UK officials to investigate human rights abuses in places like Tibet, and if access were denied, there would be repercussions for Chinese officials based on legislation that had unanimous support in Congress. That would be another tool to confront serial abusers of human rights.

It is absolutely the case that the Government remain committed to defending freedom of religion and belief for all people—for people of all faiths or none. The Prime Minister has his own special envoy, my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti), working on this issue, and through our extensive diplomatic network we continue to lobby Governments for changes in laws and practices, and raise individual cases of persecution. We also continue to use our influence to speak up for persecuted Christians and individuals of other faiths in multilateral institutions, including the UN and the OSCE.

For more than 60 years, the Chinese regime has sought to snuff out the culture, religion, heritage and liberty of the Tibetan people, and more than a million Tibetans have lost their lives. Now we hear of even more sinister tactics to suppress the Uyghurs, beyond even the outrageous concentration camps we already know about: sterilisation and eugenics. What is the Minister doing to enable UK officials to gain access to Uyghur areas, where they might find evidence of surveillance technology from Huawei aiding and abetting that suppression? Will he specifically take on the point made from the Opposition Front Bench about whether he, on behalf of the British Government, thinks that the measures meet the genocide criteria under article II(d) of the UN convention on the prevention and punishment of the crime of genocide?

British diplomats visit the region periodically. Although access is not particularly easy, we do require to observe the situation first hand. British diplomats visited most recently in November 2019. Their observations supported much of the most recent open source reporting about the restrictions that have been targeted at specific ethnic groups. My hon. Friend mentioned Tibet, which our diplomats visited from 15 to 19 July 2019. We continue to press for further access for our diplomats as well as urging the Chinese authorities to lift the visit restrictions that are imposed on all foreigners.

A million Tibetans killed by Chinese oppression, 2 million Uighurs incarcerated in re-education concentration camps, and now 7.5 million Hong Kong citizens about to see their civil liberties and freedom of expression snuffed out. I acknowledge and applaud the Foreign Secretary’s strong statement, but closer to home, does he share my concern that a country with such a flagrant disregard for human rights is buying and bullying influence on British campuses and in British schools and British boardrooms?

My hon. Friend is absolutely right to raise the point of principle that we must be very mindful, across campuses and universities and generally, in relation to China and otherwise, to protect the freedom of expression and freedom of speech that we are now jealously guarding for the people of Hong Kong. He is right to raise the concerns around undue influence that effectively trails back to the Chinese Government. That is something we are actively looking at.

My hon. Friend and I were together on that last trip to Jerusalem. He knows that I try to take a balanced view of the middle east and previously visited the area with a Palestinian charity. Most alarming is that these propaganda books are available to children as young as six, and that those on the Palestinian side found guilty of terrorism offences against Israelis—not throwing stones at buses; I have been critical about the way such people have been treated by the courts—are as young as 11. These deeply impressionable young people are being indoctrinated by the failed Palestinian Authority, which relies on fear and the poverty of the Palestinians to foment hatred against Israelis and the wider world. That is what this amounts to. It is in nobody’s interests for these textbooks be allowed, and certainly not at our taxpayers’ expense.

I remember that trip. When we met members of the Palestinian Authority, including one of the chief negotiators back in the early 1990s, we saw the lack of drive and vision for how to reach a two-state solution. I could not agree more with my hon. Friend and will not try to better his comments, because he perfectly summed up the situation. The self-interest of these leaders in prolonging the conflict causes immeasurable long-term harm to the Palestinian and Israeli people.

I welcome to the Minister to his place, and I understand that he may not yet have had the chance to raise these issues with his Palestinian counterparts, but does he agree that we have a duty of care to children worldwide who receive UK aid to ensure that their educational experience is positive? Will he confirm that £20 million of annual UK support the Palestinian Authority contributes to the salaries of teachers and health workers through a vetted EU list? Does the UK monitor the training programme for the teachers whose salaries we pay? Who oversees that programme?

While it is not necessarily the UK’s place to determine the narrative and content of another territory’s curriculum, we are duty-bound to intervene immediately should unacceptable materials be used in education systems supported financially by British taxpayers.

I thank the hon. Lady for her question. We are concerned that the political protests on 26 January turned violent. We are monitoring the investigations into that incident closely through our high commission. The UK is clear that the right to peaceful protest and media freedom must be upheld without recourse to violence and intimidation.

Now that we have left the EU and regained control of our sanctions rules, we will be bringing into force our own global human rights Magnitsky-style sanctions regime, which will give us a powerful new tool to hold the world’s human rights abusers to account.

Does my right hon. Friend agree that any new Magnitsky legislation must be targeted at the worst human rights abusers, including those perpetrating terror against minorities in China, most notably the Uighurs and the Tibetans? To that end, will he support my Tibet (Reciprocal Access) Bill, mirroring legislation passed in the US which is throwing a spotlight on some of the worst human rights abuses against the Tibetans within China?

I thank my hon. Friend for his question and pay tribute to his tenacious efforts in this regard. When I was in Washington, on the hill, I had a number of conversations about US legislation and the approach it is taking. He is right to say that our regime should target the worst human rights abusers. He will see the individuals designated in due course, but I can reassure him that our approach will be universal in its scope.

I think the hon. Gentleman has misunderstood the UK position. There is a proposal for peace talks, which would require a two-state solution, based on both sides agreeing. We have made it clear that we would disagree with and challenge any unilateral annexation on the basis of settlements.

T6. Soft power will be increasingly important in the post-Brexit world. Among the many international treasures the UK can marshal is the BBC World Service, with an audience of over 320 million. After the BBC recently reneged on the funding agreement for free TV licences for over-75s, will the Minister ensure that the BBC does not try to compensate by raiding the BBC World Service budget and endangering this vital resource?
