Commons ChamberMy hon. Friend is clearly speaking on behalf of her constituents in Nottingham in expressing those strong views. In a number of programmes yesterday, I pointed out that for the long-term sustainable future of tourism in these countries, it is much better to have tourists shooting animals with cameras rather than with rifles and crossbows. We need to look towards a future of sustainable species and people being able to enjoy these animals not just through historical videos from David Attenborough, but by visiting themselves. That gives rise to a great and long-term industry.
I agree with everything that the right hon. Gentleman has said, as well as paying tribute to my Sussex colleague, my hon. Friend the Member for Crawley (Henry Smith), for having persevered with this issue for so long. We should not be here; this legislation should have gone through already. I have been struck by the number of emails I have had from my constituents about how important this matter is, so may I make a practical offer to Members of the House of Lords who are minded to try to sabotage the Bill again? I speak as the chairman of the all-party parliamentary group for photography, and we will have a special category in the exhibition this year for wildlife photos, so that those Members can show how brave and manly they are by getting up close with cameras rather than guns. Is that a deal?
I am not sure their knees could take it, but that is a further matter. I absolutely take the point that the hon. Gentleman makes, and he is right about expanding the scope so that people can show their skill in photography and show these magnificent creatures in their natural environment. That is the record they should have—not some grisly trophy on the wall. I fully understand his point.
I am also pleased that the hon. Gentleman raised the question about colleagues being here today. I realise where we are in the electoral cycle, and that we have elections everywhere across England and Wales in May. Many colleagues will therefore want to be out campaigning, so I thank colleagues who are here today and hope they will be able to participate to put across their constituents’ views. I hope that constituents understand the effort that sometimes has to be made to be here on a Friday, given constituency pressures.

Commons ChamberIt is important to note that councils can use the power that we are giving them to apply increased penalty fines of £1,000. The Government want those penalties to be used, so that we can drive down fly- tipping in all council areas.
This Government are absolutely clear about the need to end the use of peat products in horticulture in England. The use of peat has halved since we signalled that in 2020, and in August 2022 we announced that we would ban the sale of peat for use in amateur gardening. We remain committed to legislating for that when parliamentary time allows. In the meantime, we are continuing to work with the industry to explore ways to help it transition completely to peat-free working.
UK peatlands store over 3 billion tonnes of carbon, which is more than all the forests in the UK, France and Germany combined. The Government were right to bring in proposals for a ban, but that was back in 2022 and we have had no primary legislation yet. The Royal Horticultural Society, which is committed to being 100% peat-free, says that 40% of the industry is waiting for the legislation, so it can get on with a ban across the whole sector. The industry wants to do it, but it needs the legislation urgently.
I too have met the RHS, and went to see its wonderful experiments on peat-free products very recently, some of which the Department for Environment, Food and Rural Affairs put money into. This Government are committed to ending the use of peat in horticulture in England, and we will legislate as soon as parliamentary time allows. I can assure my hon. Friend that in the meantime we are working closely with those who want peat-free mediums, as well as the businesses supplying those growing mediums. A wide variety of work is going on, including research and experiments. As I have said, peat use has halved, and my hon. Friend might be interested to know that the Forestry Commission promises to go peat free—
The hon. Lady is absolutely right about the appalling miscarriage of justice; I agree entirely with everything she said about Horizon and the Post Office. As she knows, steps are being taken to address that and work is ongoing. On covid crime, the Attorney General and I meet regularly with the Serious Fraud Office and the Crown Prosecution Service to press for action on whatever is the pressing issue of the day. The CPS has charged a number of individuals in relation to precisely the fraud activities she refers to.
Is the Solicitor General aware that the Home Affairs Committee is currently looking at the whole issue of fraud and finding a huge problem with everything from romance fraud to fraud financing terrorism? Clearly, there is an urgent need for much better joined-up working between agencies and information sharing in this country, as well as on the international front. What discussions and experience has he had on which nations prosecute fraud more effectively than we do in this country?
My hon. Friend raises an excellent point. I commend him for his work on the Home Affairs Committee and look forward to the results of that work, which we will consider carefully. The Attorney General and I meet regularly with the SFO and the CPS to assess best practice and to see where lessons may be learned, both internally and from abroad. Intelligence sharing goes on between the respective agencies in any event, and we will look at what lessons can be learned from best practice here and abroad to take forward the points he raises.

Given the hugely impressive list that the Minister has just read out, putting the United Kingdom in the vanguard of animal welfare matters—and this is yet another piece of trailblazing legislation to add to that—is there any indication that our former European Union partners are intending to follow suit and up their game in this regard when it comes to the transport of live animals?
As my hon. Friend will know, I am not responsible for EU legislation. During conversations with friends in the EU, I have been told that they are currently looking at the issue of live animal transport, but that is, of course, a matter for them.

Commons ChamberI am grateful to the Chair of the Select Committee for his question. We take all his reports seriously, especially in this area. The CPS charges 76% of all fraud matters placed before it and has a conviction rate of more than 84%. I will commit to reflecting further on this matter.
The Solicitor General will be aware that the Home Affairs Committee has launched a review of fraud. Last week, we heard fascinating testimony on romance fraud from the victim of the Netflix series “The Tinder Swindler”. Remarkably in her case, she was treated as a perpetrator, investigated by the police and threatened with prosecution, even though she had been defrauded out of hundreds of thousands of pounds, and was led a merry dance by that chap, who is still doing what he did then. Is there not a case for bringing together Law Officers, Ministers, the police and the social media companies to ensure that we deal with the victims and the perpetrators accordingly?

That this House has considered agriculture in Sussex.
It is a pleasure to serve under your chairmanship, Ms Nokes. We are all clearly proud of Sussex, even if it represents only 2% of England’s farmed area. There is ambition and potential, and there are very many good people working in the sector whose cause we champion today.
The farmed area of Sussex makes up 550,000 acres, 59% of the total Sussex area. Tenants make up 48% of all farmed land in Sussex—that will be a key factor later in the debate. Forty-five per cent of farmed land in East Sussex is used for livestock grazing, 36% for arable use, and only 2% for horticulture, though that is still highly significant for food production. West Sussex uses a higher proportion of land—45%—for cereal and general cropping, with 32% used for grazing and dairy.
Overall, Sussex has a mixed farming picture, using different soil types and land structures. Unlike other English counties, it still has a healthy mix of livestock production, arable and dairy. For the majority of our farms, the average farm size in Sussex is under 100 hectares. A disproportionate number of county farmers therefore rely on local supply chains in order to market product.
My bijou constituency of Eastbourne, sitting in Sussex, may not be best known for its farming. People tend to think of the pier and the beauty of the seafront. Ours is a very Victorian seaside tourist town, which is most important to our economy. As important in Eastbourne are the fisheries, at the eastern end of the constituency, and our highly valued under-10 metre boats. To the west is farmland, which is by nature downland, because as well as being a popular tourist destination Eastbourne is hallmarked as the eastern gateway to the South Downs national park.
Although farming is significant in Eastbourne, food consumption is equally important to all who live there. According to figures, this year alone it is estimated that those in Eastbourne will consume a record 12 million eggs, 11 million litres of milk and 600 tonnes of beef. My point is that everyone in Eastbourne is concerned about food production and security, local provenance and quality. We are all very much in it together.
This debate was inspired by a meeting I had with my local farming community. The Minister will be pleased to know that there was much agreement about the principles of policy on public good. There was also recognition that our greatest asset is in our soils. There are shared aims on nature reset and recovery, the protection and preservation of our beautiful environment, and the need to produce as much homegrown food as possible. Those concerns are very much shared.
Today I will share the concerns expressed at that meeting, because in another guise they provide opportunities to reach greater potential in our area. The agenda centred on food security, the environmental land management scheme, trade, labour and local infrastructure. It was not a short meeting.
On ELMS, one or two of the points made by my local farmers rested on the timeliness of the schemes. They wanted to know when more clarity, guidance and information would be made available, and, notably, when the standards would be published. Unless and until they are published, farmers up and down the length and breadth of the UK will not be in a position to apply to those schemes. That concern is underpinned by the fact that the basic payment scheme is now fading away, so the need to pivot to the new schemes is becoming more important. Any kind of uncertainty about the shape of the schemes will cause consternation, so I look forward to hearing what the Minister might be able to share. From a local perspective, my understanding is that take-up has not really taken off, so I am keen to understand the issues and barriers that sit behind that, not least the elements of the scheme that might preclude farmers in my constituency, and Sussex more generally, who have SHINE—Selected Heritage Inventory for Natural England—features on their land, for which our area is very well known.
The National Farmers Union estimates that 50% of the farmland in my constituency is tenanted rather than owned, which is far higher than in other parts of the country. Therein lies a particular need for clarity on the future of agricultural policy, because tenant farmers’ access to support is perhaps less clear than that for land- owners. Of course, uncertainty is a catalyst for short-term rent agreements, which are an unlikely vehicle to return a productive agricultural system or the environmental benefit that we are looking for.
I am keen to understand more about the outworkings of the Rock review, which was carried out by the independent tenancy working group and looked at accessibility within ELMS. It made more than 70 recommendations, including on the landlord-tenant relationship and on changes to legislation and tax arrangements. The review essentially says that the schemes must be accessible and relevant to tenants and landlords alike, and that many of our counties’ farm estates are key entry points for the next generation of farmers. Of course, we want to make sure that tenants and landlords are making significant investments by upgrading and improving their holdings in terms of both infrastructure and natural capital.
Another feature of my constituency, and more widely in Sussex, harks back to the SHINE features. Our current reading is that they may well be precluded from some of the schemes. The South Downs are rich in archaeological features that were created during several millennia of human occupation. I will not cover the history and pre-history, but farming in Eastbourne apparently dates back to 4000 BC. There is a definite heritage, and there are also 28 scheduled monuments and a whole plethora of burial mounds and ancient farm systems.
As a long-standing member of the Sussex Archaeological Society who has dug on farmsteads on Beachy Head in my hon. Friend’s constituency, I can tell her that it is likely that farming went on before 4000 BC in and around Eastbourne.
I thank my hon. Friend and near neighbour for his intervention and correction. I delight in knowing that farming has been taking place in the area for more than 4,000 years. All this must surely point towards a good future, as agriculture is so well established there.
We understand that the new sustainable farming incentive scheme provides few avenues to enter if SHINE features exist on the land. Our farmers in Eastbourne and East Sussex in general would be unable to access payments from the new scheme, and that is despite the reduction in the basic payment scheme, which would put them at a disadvantage compared with other farmers.
Another critical point raised at the meeting was the sector’s vulnerability due to the vulnerability of local abattoirs. I know that the Minister has taken a very keen interest in this issue and that he is a strong supporter. The numbers continue to decline, which is definitely of concern in Sussex in general, including East Sussex, where there are only two left. The lack of local slaughter facilities can prevent farmers from adding value by selling directly to the consumer or through other small-scale marketing initiatives, such as farm shops or boxed-meat businesses, which are all important for resilience. There are also the matters of bureaucracy and competition. The industry states that without changes to regulations, nearly 60% of small abattoir businesses are expected to close in the next two to five years. I understand that, for my farmers, that could be terminal. The question of abattoirs is incredibly important.
Am I right in saying—I hope to stand corrected, again—that the funding commitment made by Ministers in the House of Lords was limited to producer-owned abattoirs? If so, that would prevent the majority of small abattoirs from accessing ancillary funding. According to industry, many of those establishments operate a model whereby the producer sends livestock for private kill, with return of the product to the producer. Can we explore how funding could be extended to non-producer-owned small abattoirs?
There are many wider reasons for wanting to keep the abattoir sector resilient, including animal welfare. Despite strong legislation and a very high-performing Sussex rural crime team, which was the subject of particular thanks at my meeting with local farmers, the NFU estimates that the cost of rural crime in Sussex last year was £1.13 million. It has gone down significantly since the excellent work of our Sussex police and crime commissioner Katy Bourne, who established the 21-strong Sussex rural crime team, which I understand is the largest in the south-east. The team has made a substantial and sustained difference. However, the incidents continue, not least in a post-pandemic world where more of the community have learned to enjoy the open space. Yet the legislative language, which says that dogs must be kept under close control rather than on a lead, means that the incidents—which are bloody and have in some cases proven fatal—have continued. Is there a need for stronger messaging on responsible dog ownership? Is there a need for tighter language?
In 2021, NFU Mutual surveyed 1,200 British dog owners and found that three quarters of them let their dogs roam free in the countryside—up from 64% in a similar survey the previous year. Just under half admitted that their dogs did not always come back when called. On livestock worrying, SheepWatch UK estimates that 15,000 sheep are killed by dogs each year. Furthermore, the cost of dog attacks on farm animals across the UK rose to more than £1.5 million in 2021. Those are figures and that is money, but it is far more impactful, beyond the financial; it is distressing for the farmers to see their livestock worried in that way.
In summary, Sussex farmers deliver environmental benefits and significantly contribute to national and local food production. In common with others, they face global challenges stemming from the Ukraine conflict, policy development and an ELM scheme that is still rather embryonic. That is compounded by the fragility caused by diminishing abattoirs and markets.
How can we find the pragmatic solutions to ensure that Sussex farmers can continue for, at the very least, another 4,000 years? What assessment has the Minister made of the ability of farmers managing permanent pasture, and with SHINE features, to access SFI payments? What further steps is the Department taking to address the decline of small abattoirs in Sussex? What assessment has the Department made of the payment rates under SFI, in the light of inflation?
I know that the Government have done significant work in this area. Ambition is high, but the challenges are equally so. My farmers are keen to work with Government policy and to deliver on those shared ambitions. I look forward to hearing what the Minister has to say, so that I might take that back home to them.
It is a pleasure to serve under your chairmanship, Ms Nokes. I had not intended to speak this afternoon, but I have been tempted by my colleagues in East Sussex—my hon. Friends the Members for Eastbourne (Caroline Ansell) and for Lewes (Maria Caulfield)—to be a voice for West Sussex and to defend us against charges of spreading avian flu, which my hon. Friend the Member for Eastbourne seems to be accusing us of. I do not know whether I need to declare an interest as the current president of the West Grinstead & District Ploughing and Agricultural Society, but I do so with great pleasure.
I am delighted that my hon. Friend the Member for Eastbourne, in whose constituency I was a couple of days ago—I have spent many happy years there, having been born in Eastbourne—has brought about this debate on Sussex agriculture. Those of us who have had the privilege of being born and brought up and having lived most of our lives in Sussex know that the artificial division into East and West Sussex as a result of the local government reorganisation was a most ghastly occurrence, and Sussex wunt be druv, so Sussex is Sussex.
I endorse all the comments that my hon. Friends the Members for Eastbourne and for Lewes made. Sussex is an interesting county in terms of agriculture. It is a hugely rural county, whereas my constituency is largely coastal and urban, although 52% of the Adur council area, which forms most of my constituency, is in the South Downs national park, which places far more restrictions on the council’s powers when it comes to planning and the availability of land for building more houses.
I often speak to the farmers in my constituency who are within the South Downs national park, and I also spoke at a dinner of the ploughing society recently, and the big issue at the moment is food security—indeed, it is absolutely paramount. Furthermore, if Ukraine has taught us anything, it is the importance of energy security and the pitfalls of becoming too reliant on imports of energy from one or two countries. Energy security is absolutely vital, and our farmers want to play their part in restoring and building our energy security.
Our farmers have greater powers and flexibility to tackle those issues now that they are no longer part of the common agricultural policy, which gave rather artificial subsidies based on what Brussels decided it was best to grow around Europe, rather than on what our farmers knew how to grow locally and what was most sympathetic to our agricultural scene and our local environments. I look forward to seeing different colours making up Sussex fields in years to come, as we grow those things that benefit us most and provide the most effective and most needed foods for local people, and help to build our food security, because we still import far too much food—well over a third.
In Sussex, we have very hilly areas because of the South Downs, which are not suitable for arable farming but which are suitable for a lot of rough grazing. Hence, South Downs sheep and many other breeds of sheep adorn the South Downs, as well as many varieties of cattle. Let us remember that pasture, and active pasture, is one of the best ways of locking in carbon. Those whose protests see them waste milk by pouring it over supermarket floors or who glue themselves to whatever it is they have glued themselves to this week should remember that farmers are probably the most important component in achieving net zero and contributing to environmental stewardship. They are the stewards of the environment. If they undermine and destroy it, they undermine their own livelihoods and their ability to produce food, which is what they are in farming for and have been for many generations. I therefore pay tribute to our farmers, and we should have no truck with people who want to thrust their own lifestyle choices on the rest of us, as if they have a God-given right to dictate what is best for the environment, our health and our welfare.
Many farmers are now moving to shallow plough methods or indeed to no-plough methods, and it will not be long before arable agriculture takes place through minimal ploughing or no ploughing at all, meaning that more carbon will remain locked into the land.
I completely agree with my hon. Friend about how important pasture-land is. The Eastbourne constituency is set to lose one of the last pockets of green space between Eastbourne and Willingdon, which is currently pasture-land for sheep grazing for one of our farms, exactly as my hon. Friend described. However, if all things remain equal, it will become a new housing estate, to the tune of several hundred homes. Does he agree that we should look to afford greater protection to such land, for all the reasons he has just cited?
I completely agree. The point is that we must get the balance right. Our part of the country is the most densely populated outside London, and we need more homes. We also need more space for businesses, and particularly higher-skilled businesses, to grow. However, we absolutely need as much land as possible for high-quality agriculture and food and drink production. I am certainly in favour of some land being used for solar farms and other environmentally friendly energy production, but not high-quality agricultural land. So we have to get the balance right in terms of what is best in which parts of our rural landscape, because each element will suffer if we do not.
My hon. Friend the Member for Lewes made a good point about farmers’ costs. I think the cost of fertiliser has gone up from something like £250 a tonne to £900 a tonne at its peak. Fertiliser is energy-intensive and comes from Russia and other such countries. In that respect, I hope the Minister is aware of the Sussex Kelp Restoration Project—indeed, his Department has given a grant to the pilots ongoing in Sussex bay. The project is one of the most exciting and environmentally friendly going on at the moment. We are assessing whether the decision by the Department for Environment, Food and Rural Affairs—for which I am glad we lobbied—to ban near-shore trawling in Sussex bay will enable us to restore the kelp beds so that seaweed can once again become a thing of Sussex beaches. Back in the 1980s and 1990s, around the time I became the MP for Worthing, you could often smell Worthing before you could see it. On hot days in high summer, seaweed would be washed up on the shore where it would rot. In the old days, local farmers would bring their tractors on to the beach and gather up the seaweed to use as a natural fertiliser. However, when industrially produced fertilisers became much more economical, that fell by the wayside. Then, the seaweed disappeared, because of the aggressive activities of trawlers—some of which came from Newhaven, in the constituency of my hon. Friend the Member for Lewes, although it is a long-running saga between Newhaven and Shoreham as to which harbour is responsible—and a whole host of other reasons.
We now have the prospect of regrowing that seaweed in a planned agricultural, farmed way. Seaweed absorbs six times as much carbon as trees and provides marine habitats, with breeding and feeding environments. It is exceedingly efficient at absorbing energy and therefore cuts down on the need for sea defences, so the Environment Agency is a big fan of this plan. Seaweed also provides cattle feed and fertiliser and is a superfood for humans as well. It ticks a whole lot of boxes. If we can make it work in Sussex bay, the prospect of it catching on along other parts of the United Kingdom coastline—we have 12,000 miles or so—is considerable. It would help with fertiliser, our carbon commitments and assorted other things. That form of agriculture could turn out to be a major benefit on so many fronts, and I very much hope the Minister will give his support to the project as the results from the pilots come in over the next few years.
Agriculture is about so much more than just arable land and livestock. In West Sussex, we have the best vineyards in the country—of course, there are a few in East Sussex as well—which produce the finest sparkling wine in the world. Sussex Sparkling is, of course, a trademark, pioneered by Mark Driver at Rathfinny vineyard in the constituency of my hon. Friend the Member for Lewes, where I grew up and spent many happy years in ancient times. It is a fast-growing and successful industry that is taking on the world with the quality of its produce.
Agriculture is also bringing tourism into Sussex. Just as people might go to Bordeaux or the south of France and tour the vineyards, they can now come to Sussex and tour various vineyards in East and West Sussex. People can go to farms, farm shops, galleries, seaside resorts—to Eastbourne pier and Worthing pier—and to decent restaurants serving local produce, such as scallops from Shoreham, which is the United Kingdom’s main centre for landing scallops. Agriculture is going to be a serious element in attracting domestic tourism—people spending time at home—and foreign visitors coming to our shores.
As noted by my hon. Friend the Member for Eastbourne, although her chronology was a little out, agricultural land houses agricultural and heritage assets as well. Our farmers are important custodians of scheduled monuments and many other important historical sites. In my constituency, we have Cissbury Ring, one of our largest iron age hill forts, which was the scene of Neolithic flint mines, a mint in medieval times and so on. We must remunerate and recognise farmers for the important duties they have as stewards of the land—not just for environmental and agricultural production reasons, but for the preservation, conservation and promotion of our heritage.
I am pleased by the pioneering work of the Sussex police commissioner and the local police force in looking after our agricultural areas. Their job is not just to look after some of the heritage sites, but to clamp down on the dog attacks we have seen. Sussex fares particularly badly in that respect, and we need to do more to clamp down on irresponsible dog owners. Farmers also have to deal with the big menace of fly-tipping, which costs them many thousands of pounds, with the hare coursing that goes on and with unlawful Traveller encampments. All of that tends to hit farms and agricultural land disproportionately. Having 21 officers across the whole of Sussex to police the crime that happens in our rural areas is not nearly enough.
I emphasise how important agriculture is. It is not just about farmyards producing wheat, some nice chickens, eggs and everything that goes with that. The knock-on effects—on the local economy, small businesses and the workforce—are considerable. The labour shortage is causing serious problems, and I would certainly reinforce to the Minister the point about having greater flexibility about agricultural worker permits.
Let us celebrate our farmers. Let us celebrate our agriculture. Let us celebrate the food security that our local farmers bring us. But, above all, let us celebrate the world-beating, outstanding food and drink—particularly the sparkling wine—that we produce in Sussex. It can take on the rest of the world with confidence and beat it. Long may it be encouraged to do so.
Certainly. As we expand trade deals and co-operate with people around the world, that will be an important factor. To turn the point around, if we are consuming those products only in the United Kingdom, there may be some tweaks that we can look at that could help smaller abattoirs that produce only for the United Kingdom, so that they may have fewer of the checks and barriers that are necessary for exports. However, I emphasise that that is only what I would like to achieve, and we must reflect on whether it is achievable. We are engaging with the Food Standards Agency regularly to look at what we can achieve together.
My hon. Friend the Member for Eastbourne talked about rural crime, which is very important. I join her in paying tribute to the Sussex police and crime commissioner, who has done great work. She referred to dog attacks, which are particularly traumatic for livestock farmers. Attacks can often lead to abortions or worse at a later date. They can be very traumatic not just for the livestock but for the farmers who find the animals after an attack. Farmers are very attached to their animals.
My hon. Friend started by talking about fertilisers—another topic that is close to my heart. We find ourselves in a very challenging position. CF Fertilisers, which currently has the only production facility in the north-east, has limited the amount of fertiliser that it is producing. It has changed to buying in ammonia to produce ammonium nitrate, rather than producing the ammonia on site. That has had a knock-on effect on the amount of available carbon dioxide, which is a very important product for the food sector. The company actually owns another factory in the north-west near the Wirral, and we have been engaging with Ministers from the Department for Business, Energy and Industrial Strategy to try to work together to encourage CF to work with other partners who may want to take that factory on. That is a work in progress. My hon. Friend can rest assured that the Department takes the issue seriously and we will try to assist if we can.
We then got on to avian flu, which is a very important topic, as highlighted by the shadow Minister. We have seen hundreds of thousands of birds—not only in the agricultural sector but wild birds—lose their life to avian flu. There is a tragedy taking place in our countryside as we stand here today. It is something the Department takes very seriously. My hon. Friend the Member for Lewes (Maria Caulfield) made reference to the ministry vets, who are working day and night to try to assist farmers and get insight.
I cannot emphasise enough how important biosecurity is. It is not just about washing boots and hands before entering one of the units; it is about thinking about where the bedding is stored, because introducing bedding into the facilities is often how the flu comes in. Vermin control is very important to stop rodents making holes in sheds that can allow small birds that may be affected into the units.
My hon. Friend the Member for Lewes asked about vaccination. It is possible that vaccination has a role to play, certainly in the laying or turkey sector. In the chicken-meat system, the turnaround of the birds is very rapid, so vaccinating all those birds is often financially not rewarding. Certainly, that is something the Department is looking at and working with the NFU and other sector stakeholders on.
My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) mentioned food security, which is an important topic. He spoke of the no-plough, minimum-tillage and no-tillage systems, which are very important. The opportunity for agritech and new technologies and systems of working is going to be fundamental if we are to increase the amount of food we produce at the same time as improving our environmental credentials and biodiversity.
I am quite excited by the opportunities that agritech will bring, whether it is robots, computers, new systems of working or a twist on some of the practices of the last 4,000 years. There is often nothing new in agriculture. We can learn a lot from the way our ancestors farmed without artificial fertilisers. My hon. Friend the Member for East Worthing and Shoreham made reference to the seaweed on the beaches of Sussex, which is also something the Department is looking at closely. In fact, one of my senior civil servants in the Department has just received a Nuffield scholarship to go and look at the benefits of seaweed. I am sure that in getting him into Hansard I have ensured he will buy the cakes for the Department very soon.
We finally got to vineyards, which I thought would be the main topic of the debate because Sussex is enormously proud of its vineyards. I think there are 145 vineyards in Sussex. My hon. Friend the Member for East Worthing and Shoreham made reference to the finest wines in the world, which some colleagues may have taken as being flippant, but it is actually factually correct. We should put on the record that the wines of Sussex have won competitions worldwide. I pay enormous tribute to the producers who have succeeded in that way.
Plumpton College is doing a lot of work to educate the next generation of wine producers and vineyard managers. That offers a huge opportunity for people to diversify into different sectors within the industry.
The Minister is absolutely right that they are world-beating wines, particularly the sparkling wines. He has just mentioned Plumpton College, which is an excellent agricultural college. I know it well and live close to it. Agricultural colleges have not come up so far in the debate, and they are really important. Plumpton is leading the way with its viticulture department. Most people connected with English vineyards will have had some connection with Plumpton now.
Agricultural colleges are often overlooked and neglected by our education Departments. It would be helpful if DEFRA would work more closely with the Department for Education to see how we can promote agricultural colleges and a career in agriculture as a really worthwhile career. That career will be higher skilled because of agritech and everything that has already been mentioned.
That is an absolutely pertinent intervention. Yesterday, I was at the launch of a new system from TIAH—the Institute for Agriculture and Horticulture—which links up all the education systems to make sure we have a continuous education process all the way through agriculture, so that young people can build a career in the industry. Education is always the answer to everything. We referred to the agritech sector; if ever there were a moment in history when we needed the brightest and most aspirational people to come into agriculture and food production, now is that moment. They need to see that career path and we need to make sure it is easy to get on and engage with.
We have had a fascinating and interesting debate. I can tell the pride this afternoon among colleagues from Sussex. They should be enormously proud of the achievements of their farmers. There are huge challenges facing them, but the Government will be there to assist them on the journey to make sure they continue to keep the people of not only Eastbourne but the whole United Kingdom fed. We will improve our biosecurity to make sure avian flu is limited. We will also improve our environmental output and make sure we improve the amount of wildlife we see in Sussex, as well as producing large amounts of food to keep us all well fed.

I hope I have made it clear that we are not content with criminal behaviour, which is precisely why we are bringing record numbers of prosecutions, having discovered a problem as a result of the monitoring that the Government required. The hon. Lady mentions dividends. As I said earlier, the Environment Act 2021 gives us new powers, and Ofwat is currently consulting on new measures that will link dividend payments to environmental performance.
At the hottest part of the summer, beaches from Hastings to Worthing were blighted by the discharges by Southern Water, even though the rain after the dry period was not particularly heavy. Many of our constituents and tourists just could not use those beaches. While I welcome the extra data and monitoring equipment, which is making the problem more transparent, what we really need is better inspection and enforcement by the Environment Agency, and better explanations from the water companies when these spills occur. If they are lacking, the companies need to be penalised. We also need better information for our constituents as to whether it is safe to go back into the water.
My hon. Friend raises an important point. As I said in my statement, we are now requiring water companies to make available to the Environment Agency all the discharge data from storm overflows, and to publish it in near real time for the public. We shall continue to bring prosecutions where there are breaches of licence conditions.

Commons ChamberSome years ago, in high summer, people could often smell Worthing before they could see it, because of the rotting seaweed on the beaches that had previously been collected by farmers before commercial fertilisers became widely available. Now that we have the Sussex kelp restoration project, to which the Secretary of State has kindly already contributed, and given that seaweed has a major environmentally friendly use in feeding livestock and fertilising agricultural lands, will he look again at how we can promote it as a good, environmentally friendly alternative to commercial fertilisers?
I thank my hon. Friend for his question. I know that the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), has been down to see that work. Fantastic work is going on in other universities, such as Aberystwyth, on the use of seaweed for feed additives and so on. That is what I am talking about. The time is ripe for us to look at those other developments; what is going on in his area is very exciting.

I welcome the tone with which the hon. Gentleman has approached the issue. He is absolutely right that it is important that we remain calm and try to de-escalate the situation. The UK Government, and the authorities in Jersey and Guernsey, have implemented the provisions of the trade and co-operation agreement. We have licensed many vessels. In the case of Jersey, for instance, although it has 65 of its own vessels in its waters, it will have granted access to its waters to well over 100 EU vessels; it has not been unreasonable.
The hon. Gentleman asks about the crew. This morning, I asked my officials to check on that point. We do not think that there are any issues with the crew. The vessel was asked to go into port in the usual way, as part of a routine inspection, so we do not think that there are any issues of that sort to be concerned about. He is also right that UK vessels, with their licence to fish in EU waters, should be allowed to do so uninterrupted. The UK will continue to implement and enforce things in good faith in our exclusive economic zone as well. We are not going to get into any sort of retaliatory tit for tat on this kind of thing. It is important that everybody remains calm.
On what the French have said they will do regarding borders, obviously France, as an EU member state, is bound by the official control regime. There will be a role for the European Commission to ensure that France does not break EU law in any approach that it takes. That is why our principal port of call is talking to the European Commission, which negotiates on behalf of France on these matters. We will also, of course, speak to French Ministers and officials.
Finally, I do not agree with the hon. Gentleman’s caricature—that is, that the situation has happened because we have lost control of a negotiation. The reason that we have these tensions is that what we secured in the trade and co-operation agreement means that there will be some EU vessels that previously had access that will not enjoy access in future. That is obviously causing a bit of tension; we do understand. Even though those vessels probably never accessed our waters and never took up the right that they had, it is an option that they would like to retain, but, put simply, that is not what the trade and co-operation agreement provided for. So it is by adhering, calmly but resolutely, to the terms that were agreed in the trade and co-operation agreement that we have some of these tensions.
I do find it extraordinary that the SNP seems to be racing to take the side of the French rather than standing up for British interests. The boat that has been detained is a Scottish-owned boat that operates out of Shoreham—the largest port for scallops, which is what this boat was involved with, in the country. It is a very important trade through the port of Shoreham that has always been done within the rules. My fishermen are more concerned about the infringement into our waters of French fishing boats that appeared not to be following the rules. Can the Secretary of State assure us that he will do everything he can to make sure that the fishing boat from Shoreham is properly looked after, and to make sure that there is proper enforcement action against infringements by French fishermen and women that are happening in our waters?
If fishermen in my hon. Friend’s constituency have some specific points around specific vessels that they would like to feed into me, I would be more than happy to refer that on to the MMO, which leads for enforcement of vessels in our waters. We have significantly increased our enforcement capacity with additional vessels and some aerial surveillance in order to be able to enforce activities in our waters properly. As I said, if there are particular instances that he is aware of, I would be happy to follow them up.

May I also briefly pay tribute to Sir David Amess and James Brokenshire for all their many decades of combined public service? I think it is fair to say that in both cases, it was always service with a smile.
It is a pleasure to follow the right hon. Member for Leeds Central. I rise to speak to Lords amendment 3, as did the Chair of the Select Committee, my hon. Friend the Member for Tiverton and Honiton (Neil Parish). A number of my constituents have understandably raised this amendment with me, given the terrible experience that we are still having in Newcastle-under-Lyme with the emissions from Walley’s Quarry. It is clear from the experience of my constituents, particularly those nearest to the quarry in Silverdale, Knutton and Poolfields, that poorer air quality has a profound effect on the physical and mental health of a community. The predominant concern with landfill gas is obviously hydrogen sulphide, but there is also methane, sulphur dioxide and particulate matter, which is the source of the amendment.
I thank the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow)—the previous waste Minister—for her engagement on this issue throughout. I also thank the shadow Minister, the hon. Member for Newport West (Ruth Jones), for her engagement and for coming to Newcastle-under-Lyme. This is not a party political matter and it has not been treated as such in the community; it is a matter of justice for the residents who are suffering so terribly. I welcome the new waste Minister, the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Bury St Edmunds (Jo Churchill), to her place, and thank her for her promised visit to Newcastle-under-Lyme, which I am sure will be arranged shortly through her diary.
Lords amendment 3 would require the PM2.5 air quality target to be less than 10 micrograms per cubic metre before 1 January 2030 and to,
“so far as practicable, follow World Health Organization guidelines”.
I firmly believe that we must improve air quality in all its senses as soon as possible, but I thank the Department for its engagement on the issue. Like the Chair of the Select Committee, I accept the Government’s view on the amendment—that is, that rushing to put targets in Bills in unwise and consultation is needed. I think that consultation is needed for two reasons. First, any target needs to be fully evidenced and deliverable, because, as we have already seen experienced elsewhere, there is not much point putting targets into law that we do not think can be delivered. Secondly, the target has to be widely accepted by the public and business. We have to take our constituents with us on all elements of this agenda. We saw yesterday with the heat and buildings strategy that a number of people are not that willing to make the sacrifices that might need to be made. That is why the Government have to take into account the sacrifices and changes that we are going to ask people to make if we are to make our lives greener and better.
As DEFRA’s own report after a workshop on modelling PM2.5 concentrations says, there is quite a lot of difficulty in accurately modelling where we are going to be five or 10 years from now on a range of different policy scenarios in relation to emissions reductions. It is clear that the vast majority of the country will be well below the 10 microgram per cubic metre limit, but the report also identifies that primary emissions of fine particulate matters in urban areas such as that of my hon. Friend the Member for Bromley and Chislehurst (Sir Robert Neill) will remain an important factor. There is considerable uncertainty on the future trajectory, but it might mean removing up to half of all cars from roads, including electric vehicles, as well as potentially a ban on solid fuel burning. This may be what some Opposition Members think is necessary, but it would be a very significant change to our way of life. It would necessitate action from all parts of society—individuals, businesses and public bodies—to manage that transition. It is not something that should be taken lightly and without due consideration. We have to take our constituents with us on these things, rather than putting impressive-sounding but unachievable targets into law.
All that said, I do welcome the Government’s commitment, as the Minister said, to a swift and thorough consultation on these matters. I hope that as part of the target-setting process she promised will take place in the coming months, sufficient consideration will be given not only to health in the literal sense but to mental health and a wider sense of wellbeing in terms of air quality. The experience we have had in Newcastle-under-Lyme is not just that there has been an effect on people’s physical health, particularly on those with pre-existing conditions, but that living with the odour has definitely impacted my residents’ mental health, and again it has been worse for those with pre-existing conditions.
I was going to speak on the targets issue but in the face of the time available I am not. On the question of air quality, I entirely agree with my hon. Friend. Without wanting to over-egg it, there is an issue about the lack of monitoring equipment. In my own authority, it turns out that the air quality monitoring equipment in certain areas has not been functioning properly for the past three years; it has been giving out false readings. It is really important that we have quality data that people can have confidence in so that we can take them with us that air quality is actually improving. Perhaps, through him, the Minister can take that on board.
I thank my hon. Friend. I could not agree more about data. I used to work in data before I was in this place. My experience with landfill was that once we got the monitoring stations around there, people would start to have more faith in the data. It is still not real-time and that needs to be addressed. However, I appreciate that that is not speaking directly to the amendment, and I think Madam Deputy Speaker wants me to wrap up.
When the Minister does the consultation, I ask her to look more broadly at the issues of odour and hydrogen sulphide, as well as limits on those, and perhaps to look at some of the suggestions I made in the ten-minute rule Bill on odorous emissions in the previous Session. What we have gone through in Newcastle-under-Lyme is an exemplar because it is about something people can smell rather than something they are breathing. There are lessons for us to learn from that and lessons that DEFRA can take forward in its consultation.
There are five hon. Members seeking to catch my eye and I propose to call the Minister soon after 7 o’clock, therefore the arithmetic can be done. If everybody takes two to three minutes, they will all get in, but if not, some people will not be called. That is not up to me; it is up to all of you.
I wanted to speak on interim targets in the first group of amendments, but given the time constraints, I have saved myself for sewage. I rise to support the Duke of Wellington’s amendment, which is the most important amendment we are faced with this evening.
I acknowledge that this is a landmark piece of legislation. I congratulate the Minister on the way that she has listened and on the length that she has gone to on the sewage issue. Frankly, however, when it comes to sewage discharge, my constituents do not want another taskforce, an aspirational target, or a discretionary duty of care. They do not even want more consultation. They just want a legally enforceable obligation on our water companies to stop them routinely discharging raw sewage into our rivers and seas. That is the bottom line.
The Bill, as it is framed, does not go far enough. Without that legal obligation, water companies can still cause harm by their sewage discharges and there is no guarantee of any immediate action to tackle sewage pollution. I shall be supporting the Duke of Wellington’s amendment because my constituency has a coastline with some of the best kitesurfing in the country at Lancing, because I support Surfers Against Sewage, and because I am a coastal MP for a constituency where we have had many instances of discharge.
I am afraid that we are served by Southern Water, which is the worst offender. Although the new management have made great progress from all the illegal cases of discharge that went on, for which they have been handsomely and quite rightly fined, it is still happening too much on a routine basis. I support the private Member’s Bill brought in by my right hon. Friend the Member for Ludlow (Philip Dunne), as did the Minister, so why are its provisions not in the Bill if the Government are serious about this?
Storm discharges are happening far too often. I understand the implications of extreme weather conditions and that, if we do not do something about it, we will have sewage popping up from under manhole covers and into people’s homes and gardens, but we should be doing more about increasing capacity to deal with those events, and I am afraid it is just not happening. We are talking not just about raw sewage, but about primary treated sewage, which is still doing a lot of harm when it gets out. This can only get worse with the huge house building pressures that we have in the south-east in particular. The pressure is going to get greater, but I am afraid that the capacity to deal with it is not increasing at a commensurate rate. The requirements on sewage companies to do a clear-up when there have been discharges are not nearly tough enough.
People have had enough of this. We are weary of excuses about learning lessons, and about how a certain company is going to do better in the future and has no greater priority. The amendment needs to send out a strong message to put water companies on no uncertain notice that enough is enough and that there will now be a legally enforceable obligation to do far more, taking all reasonable steps to ensure that untreated sewage is not discharged from storm overflows and proactively demonstrating that they have done so. They must show that they have improved the sewerage system, with the Government and their agencies bringing all their forces to bear to make sure that they abide by that, and that when they do not, they are properly punished. That is the minimum our constituents should expect. I hope that is what the Duke of Wellington’s amendment actually achieves. It is what my right hon. Friend’s private Member’s Bill would have brought in, and I urge the Government to think again about that.
I will be brief, but I will simply continue this theme about Lords amendment 45, which, as many hon. Members have said, simply does not go far enough. I pay tribute to the right hon. Member for Ludlow (Philip Dunne) for all his work on this and for his chairing of the Environmental Audit Committee, where this has been such a key issue for us.
One of the reasons why I want to speak about this follows on from the hon. Member for East Worthing and Shoreham (Tim Loughton), because I too have Southern Water in my constituency and, frankly, its record has been abysmal. In July, it was ordered to pay a record £90 million fine after an investigation by the Environment Agency found that it had caused almost 7,000 illegal sewage discharges between 2010 and 2015, which lasted a total of 61,000 hours—the equivalent of over seven years. What is shocking about that is that these discharges were happening not by accident, but because Southern Water knew that the penalties were not serious enough to deter it from doing it. That is the real concern. That followed its being fined £3 million in 2019 and ordered to pay back £123 million to customers to compensate for serious failings in the sewage treatment works and deliberately misreporting.
There is a major issue here. It has affected my constituency, where back in 2019, over 50 discharge notifications were issued in Brighton and Hove, whereas in 2020 absolutely none was issued at all. Essentially, the system is not working properly. We need to have the legal duty that was in the Duke of Wellington’s amendment. Without that, there is essentially nothing to compel water companies to take immediate action to tackle sewage and pollution. That legal duty is in line with the Government’s stated ambition, and I do not understand why they will not put it in the Bill.
Briefly, I also support Lords amendment 43. Others, including the hon. Member for Rochdale (Tony Lloyd), have made a really powerful case for why that matters so much. I simply want to put on the record as well that I was disappointed that Lords did not uphold their previous support for protecting rural residents on the issue of the impact of pesticides on human health, because that is a big exposure problem too.

Commons ChamberMy hon. Friend makes a fantastic point. I look forward to consuming Yorkshire’s Lass or Yorkshire’s Lad. We should certainly support our small producers in what is, as I will go on to say, a growing industry in the United Kingdom.
A number of other colleagues have joined me to talk about the wine estates in their constituencies. My hon. Friend the Member for Buckingham (Greg Smith) has mentioned the Chafor vineyard in his constituency, and I see on the Front Bench the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Mid Sussex (Mims Davies), who plays host to Bolney, and Kingscote in East Grinstead.
English sparkling wine has had a very busy year despite the pandemic. With the current trend to stay local and to buy local due to the pandemic, the industry has adapted well to current restrictions. WineGB data suggests that the industry saw an increase of 30% in 2020 on the previous year, with 7 million bottles sold, and we have a great deal more to look forward to. Dermot Sugrue, winemaker at Whiston Estate, wrote recently that the 2020 harvest is
“in a word: Superb. Best…since 2003 & 2011.”
Peter Gladwin, the proprietor of the Nutbourne Vineyards, told me that he believes in some ways covid restrictions have helped the UK wine industry. Buying local, staycations and the multitude of good publicity have all boosted direct-to-consumer sales.
Wine tourism has also seen an increase in the lockdown, with more visitors than ever heading to our UK vineyards and wineries for their holidays, enhancing—and this is a very serious point—the rural economy and much-needed employment. A recent report commissioned by the South Downs National Park Authority, which itself does an excellent job at promoting English wine, estimated that we have seen 33,000 visitors coming to our 51 vineyards and 11 wineries.
If the authors of a recent report on climate change—another very serious topic—are to be believed, the South Downs wine harvest will only grow. Today, just 0.4% of agricultural land is currently used for viticulture, whereas the report estimates that up to 34% of land could be suitable in the future. This potential is already apparent in the wider country, as 2021 has seen 1.4 million vines planted, and over 5,000 acres have been planted over the past five years.
With restrictions easing, we cannot stop here. We must continue to try to help this great industry grow, and one way to help is through taxation. Wine Drinkers UK explained to me that currently excise duty on a bottle of still wine is £2.23 plus VAT, while excise duty on a bottle of sparkling wine is £2.86 plus VAT. There is literally a bubble tax. Maybe it is the forerunner of a broader tax on carbon emissions, but I have to say it does seem like a really odd place to start.
My hon. Friend makes a very good point there. It is absurd of course because if it is a tax to prevent people from drinking more alcohol, the alcohol content of sparkling wine is rather lower than that of still wine, so it is actually even more healthy for people to drink sparkling wine than still wine.
I thank my hon. Friend for his endorsement of the health benefits of sparkling wine, and I am sure he himself is a sparkling example of that as well. In the long term, I am confident that such a change in taxation would be a good deal for the Chancellor.
Another current issue that the wine industry in Britain is facing is the lack of seasonal workers able to come over and help with the harvest. There is currently only one UK college I am aware of that promotes the very highest level of viticulture course, and that is in the constituency of my hon. Friend the Member for Lewes (Maria Caulfield), which is Plumpton College. Its principal, Jeremy Kerswell, is very engaged in expanding this space and stepping into that opportunity. I believe that, together, we can find a happy balance between gaining seasonal workers, but also encouraging more British people to take up the wonderful career opportunities offered in viticulture.
On the subject of Government hospitality and patronage of home-grown wine, I have tabled a number of written questions in this House, from which I learned that in March of last year English wines made up only 10% of the Government wine cellar. However, I am delighted to report that Government are busy rectifying this oversight. In 2018-19, 49% of wines purchased for Government hospitality were English or Welsh, and that has improved this year to 73%—a commendable direction of travel and one we should really celebrate in English Wine Week.
Since I became chairman of the all-party parliamentary group for wine of Great Britain, the members and I have been pushing the Government to promote English wine as much as possible. It is something I will continue to champion, and I was grateful for the commitment given in this Chamber last week by my hon. Friend the Member for Selby and Ainsty (Nigel Adams), as a Foreign Office Minister, that he will encourage all British high commissions and embassies to stock their cellars with home-grown produce. This would help, support and encourage the growth of the English wine industry on a global scale. Boosting exports is a major cause for optimism. Today we drink far more Australian wine than the Australians drink English wine, so there is an opportunity to redress that imbalance thanks to the new outline trade deal agreed by the International Trade Secretary. Such opportunities will be firmly on the agenda, or the menu, at the SussExport event to be hosted by Wilton Park this July for all export businesses in Sussex.
English Wine Week is also an outstanding opportunity to celebrate the community institutions that serve our local English wine—the great British pub. Pubs provide a warm welcome and a safe place to enjoy company, perhaps a glass of English sparkling wine, and often delicious food. Many are cherished and characterful buildings used for hospitality over the centuries.
To help our hard-pressed hostelries, I have launched a South Downs pub guide to encourage my constituents and visitors to the South Downs back to the booths, benches, beer gardens and bar stools of these local favourites. From the Foresters Arms in Kirdford, to the Thatched Inn in Hassocks, to the Holly Tree in Walberton to the White Horse in Graffham, all points of the compass in Arundel and South Downs are well served by an array of local pubs. I am thankful to Squires garden centre and Harwoods Land Rover for making this guide a possibility. It is not yet quite, as they say, available in all good bookshops, but copies will be available in time for unlocking on 19 July. In the meantime, it is at southdownspubs.com.
I believe that it is important to celebrate and support this growing British industry in any way that we can, from promoting it on the international stage to ordering a bottle or two occasionally for ourselves. It is successful, sustainable and with plenty of room to grow.
I am grateful for the opportunity to participate in this debate given that we have a little more time due to the previous business finishing early. I really congratulate my hon. Friend, and neighbour, the Member for Arundel and South Downs (Andrew Griffith) on securing it. I am very covetous of his constituency because it includes the best vineyards in the country in the county that has the best vineyards in the country. It is with great pleasure that I endorse everything that he has said about English wine.
I speak with some long-term experience. Back in the late 1970s and early 1980s, as a vacation job, I used to work at the English Wine Centre in the constituency of my hon. Friend the Member for Lewes (Maria Caulfield) in the village of Alfriston, where I grew up. In those days, English wine was an altogether different beast. It had been reinvented by Guy Salisbury-Jones down at Hambledon in Hampshire, the home of cricket, and was largely an occupation taken up by retired colonels and the like as a sideline and hobby.
The quality of English wine in those days was somewhat questionable, so we had to think up imaginative ways of trying to promote it. One of those we came up with was having an English wine festival; it was rather more down to quantity than quality, which appealed to those who came. Then, in 1984, we founded the great English wine run, which mimicked the Beaujolais race bringing the new Beaujolais across to the UK. Instead, we took English wine across to a bunch of unsuspecting Parisians, ending up at the George V hotel in Paris. About 100 teams took part. Some were dressed up as famous English generals who had conquered the French in battle; of course, there were many that fitted that bill. We had double- decker London buses, surfboards, helicopters and vintage Rolls-Royces. We appeared, each of us, with our two bottles of English wine that we delivered to the finishing point at the George V hotel to the unsuspecting French who did not really want to drink it.
But today English wine is an altogether different beast. Forty years on from when we had those English wine runs, which we did for four or five years, we can now, with huge pride, hold up a bottle of English wine and it will hold its own with the best the French champagne industry can throw it. As my hon. Friend said, we now have countless vineyards that are winning in blind tastings internationally across the globe against the French, who thought they were the masters of producing sparkling wine. English sparkling wine is better. We have benefited from climate change, we benefit from the same latitude as the champagne district and we benefit from a similar terroir, particularly on the south downs, where the 51 vineyards in the South Downs national park have that chalky terrain that makes the best grapes to turn into English sparkling wine. So it has been a great success story, Madam Deputy Speaker, and I am sure that the odd drop has passed your lips occasionally in the past.
We need to celebrate the industry, and the Government need to get behind the industry a little more. We are now producing 7.1 million bottles on 10,000 acres across the country, mostly in England but some in Wales and apparently on a vineyard in Scotland—with a certain whisky tinge about it, I should think. We have 800 vineyards —and growing—employing many thousands of people and, really importantly, encouraging wine tourism as well. In Sussex, we have something called Sussex Modern, which was invented by the proprietor of Rathfinny, which is probably going to become the largest English vineyard and is a great success story. Sussex Modern combines vineyards with cultural and artistic sites for people coming to have a holiday in Sussex, just as they might go down to the south of France, to Bordeaux or wherever. They can take in some vineyards and some culture, history and heritage as well, and they can do it all in the United Kingdom, regardless of pandemics and everything else.
This is a really important, quality industry, and we want help from the Government. It is more expensive to set up a vineyard in this country, owing to the cost of land, when you are starting from scratch, so some more generous capital reliefs as part of agricultural aid might be something the Government would like to consider rather more generously. It is absurd, now that we are no longer constrained by taxation rules from the EU, that we are paying such a high tariff of tax on English wine. The equivalent tax in France is simply pennies—or euro cents—whereas here it is a much bigger chunk of the cost of the wine. It is also absurd, as I mentioned earlier, that we are paying a higher rate of tax on sparkling wine when it has a lower alcohol content—usually 11% compared with still wine at around 13 or 14%.
I know that, when the Minister replies, she will celebrate this industry—I have seen her taste much of the stuff in her years in this House—but will she have a word with her ministerial colleagues in the Treasury as well? This is a huge success story. It is part of Britain is GREAT, it will help to sell the UK around the world, and it would be nice to get that recognition from the Government with some financial advantage. In the post-common agricultural policy world in which we now live, the world is the English wine industry’s oyster and much of the south downs still can be developed under vineyards in the years to come. Thank you very much for this opportunity, Madam Deputy Speaker, and I look forward to hearing great things from the Minister. We can all then retire to the bar and have a sparkling wine from England.
