Many members of the public will believe that this decision is because of the Human Rights Act. As the Lord Chancellor has said very clearly that it is not, will he confirm whether he supports repealing that Act?

The hon. Gentleman is quite right that the question refers back to the original convention and the structures that have been in place since the 1950s. I support reform of that system and I have been quite clear that I intend on behalf of my party to introduce proposals before the next election. If the whole House decides to adopt those proposals, that will be great. Otherwise, we will fight the campaign on them.

The consent of the Director of Public Prosecutions is what we are contemplating. The Government have committed themselves to that. This is a question of arrest; we are looking at citizen’s arrest. We want to keep the right of citizen’s arrest but we do not want it to be a publicity stunt based on inadequate evidence, so we are contemplating making it subject to the DPP’s consent. We are simply trying to find the legislative time to do it. The Government have committed to doing this as rapidly as possible.

Can the Justice Secretary tell us how many times he or his Ministers have spoken to the Scottish Justice Minister about prisoners voting rights?

I have written to Kenny MacAskill and I see him from time to time. I have not yet got a response, but I expect to be in close contact with the Scottish Government when we make any change, because I suspect that it will apply to the entire United Kingdom.

I strongly agree with my hon. Friend on both counts. First, serious violence did take place, and it is very fortunate that no one was more seriously hurt—especially given that many of us saw on the television screens someone apparently throwing a fire extinguisher from the roof of the building, which could have really hurt, and possibly even killed, people standing below. That underlines the importance of proper policing, and of a proper review of how the incident was dealt with. I agree with my hon. Friend that it is important for the review to be conducted speedily.

I am sure the House will wish to congratulate the Serjeant at Arms and her staff on the speedy decisions they took yesterday afternoon. Given that this was a peaceful demonstration that was hijacked by a small number of Trotskyites, Socialist Workers and anarchists, does the Minister agree that it is beholden on Members not to make up lies and accusations to tell to the media or put in their blogs, even when those blogs are 70% fiction?

Well, anybody in this House is free to make whatever comment they wish about the conduct of this demonstration and those who sought to disrupt it, but the Government’s view is that there were 40,000 people most of whom were marching peacefully, and that the demonstration was disrupted by a minority intent on violence.

The answer to that is yes, especially in the context of an increased use of technology.

On Sunday evening, Radio 4’s “File on 4” programme made serious allegations about Isle of Man shipping companies’ involvement in sanction-busting shipments of arms to Sudan. Given that the Secretary of State has responsibility for the relationship between the Isle of Man and the UK Government, will he hold urgent discussions with the Isle of Man Chief Minister to ascertain what, if any, truth there is to those allegations?

I will certainly follow up that matter as I did not hear the “File on 4” programme. Obviously, the Isle of Man has a good, functioning system of justice and we can confidently expect it to enforce criminal law and international sanctions to the standards that we would expect. However, I will ensure that we contact the Isle of Man to ensure that everything that can properly be done is being done to ensure that no breach of international sanctions that could be prevented is being allowed to go ahead.
