My right hon. Friend is right: we did foresee that this could be one of the reactions from the Iranian Government. That is why we took a number of steps after the detention in Gibraltar on 4 July, including the despatch of HMS Duncan and a lot of extra activity from HMS Montrose over the past few days in escorting 30 vessels, a number of which were British-flagged. There has been a lot of additional activity, but we wanted to do it in a way that was not a red rag to a bull and did not end up with even bigger consequences than the ones we faced, and that gave diplomatic channels a chance to work. I think that it was right to start in that way, but regrettably Iran has not chosen to follow the path that we hoped, so we are taking much more robust action today.

I share the Foreign Secretary’s concerns about the possibility that tensions will escalate and that the region may descend into conflict. That is why it is so important that we are clear about the legality of the decision to detain the Grace 1. Can I press him on two points? Will he tell us a little more about the legal basis? Carl Bildt, co-chair of the European Council on Foreign Relations, as the Foreign Secretary will know, has described it as intriguing. Is the Foreign Secretary confident that we, as a country, and the European Union, as a Union, are consistently applying the European Union sanctions against Syria—as we should? I agree with them, but are we consistently applying them so that there is no room for Foreign Secretary Zarif to call into question our motives?

Those were intelligent questions, and I will try to do justice to them. As I understand it, it is a requirement of EU law that if a load destined, in breach of sanctions, for somewhere that should not be receiving cargo goes through an EU port or EU waters, we have an obligation to seize that cargo. That is a matter of international law, and that is what has happened. Foreign Minister Zarif tries to argue that, unlike the United States, we do not support extraterritoriality in the application of sanctions. But that is not what happened in this case, because the ship sailed into Gibraltarian waters. One could argue that our actions would not have been consistent for us had the ship been seized outside Gibraltarian waters, but it was inside.

These attacks on, and the undermining of, the legislature, the judiciary, the civil service and the press are profoundly worrying. They have frightening historical echoes of dangerous political forces, and I applaud my right hon. Friend the Member for Wolverhampton South East for his wise and moving comments.. His illustration of what happens when we have a cowed diplomatic service should haunt us. The Minister has responded with dignity and cross-party inclusivity, so what else does he think we in this House and the other place, and particularly the new Prime Minister and Cabinet, should do to reverse those damaging and worrying trends?

We should stick together in defence of the standards that apply to us all. We should ensure that we all uphold those standards in everything we do, and try to keep our political attacks on a higher and non-personal plane than we so often see in this House, in our politics and, more deplorably, on social media.

My hon. Friend is absolutely right. We could take things even further because, in the commercial sense, if countries across the world are richer, that affords us new markets as well, which is in addition to the humanitarian reasons for aid that she rightly outlines.

DFID’s budget is around the £14 billion mark. While it is certainly a small part of our overall income, as was raised earlier, it is still a considerable amount of money. The aid budget has its critics and criticisms, of course, and I will come on to one or two of them, because some may be valid. Perhaps we can improve matters, and we should certainly never be satisfied with where we are, because we can always do better. We all have constituents who point out that some of our schools and our police are short of money, so if we are going to spend money abroad, helping people who are not from this country, then we must ensure that we spend it wisely and effectively, and this estimates day debate is about addressing the budget in the wider sense.

It is worth touching on exactly how aid works. This may come as a surprise to some, but DFID itself spends around 75% of the aid budget, with the other 25% being spent by other Departments, such as the Department for Business, Energy and Industrial Strategy, the Foreign and Commonwealth Office, the Department for Health and Social Care and the Home Office, and other outside organisations. Some of the aid that we provide is bilateral and some is multilateral, and I will come on to the difference in a minute.

The National Audit Office report, which came out just a few days ago, says that most of our aid is going to the right places and having a great effect, but it did point out that there is room for improvement. As I go through one or two areas in which we can improve, the observations that I will make are not in any way a criticism of our approach of our aid policy because, as the House has heard, I am supportive of it.

I thank the hon. Gentleman for being so generous in giving way. He is making a good point, but does he not agree that part of the reason why DFID is so good at focusing its share of the aid is that it is a discrete Department and not just part of another bigger Department? Does he share my concern that some right hon. and hon. Members have talked about amalgamating DFID into the FCO? Will he perhaps commit on the House’s behalf to talk to the candidates for the leader of the Conservative party to assure the House that DFID will continue no matter who wins the upcoming contest?

The hon. Lady raises a good point. I think it was Tony Blair who set up the separate Department, which provided it with focus. Thinking back before that, however, most right hon. and hon. Members would acknowledge the excellent work carried out by Baroness Chalker, even though the Department was then within the Foreign and Commonwealth Office.

I suppose there are two ways of looking at it. When I travel and meet DFID officials abroad, I often meet officials from the FCO, and maybe also from other Departments linked to it. Overall, I agree with the hon. Lady that this is such an important subject, and it obviously should have close ties to the Foreign Office, and probably to other Departments, too. As I say, 25% of the overseas aid budget is spent by other Departments, so there has to be a close link. I am probably persuaded that that should be the case. I will talk to the successful leadership candidate, whoever they are, about this issue in due course.

I mentioned that other Departments spend about 25% of the aid budget, and that proportion has increased significantly—it was 11.4% in 2013. That spending can be a good thing, because it draws on the expertise of those other Departments. In certain cases, money is provided that might not have been so quickly forthcoming if those Departments had to queue outside the Treasury for it.

However, the spending raises the question of whether these other Departments quite have DFID’s experience and expertise in delivering aid. The Department of Health and Social Care, for example, might be expert in handling health-related issues—I am sure it is—but DFID has that experience of delivering projects abroad. There is a question mark over whether we have got to the right level. Hopefully the Minister will give us some guidance.

As I indicated in my remarks, my local authority has also been active in this area. It is important that the process should be conducted properly, and that relocations to places of safety in the United Kingdom should be done on the basis of assessed need. We all know of heart-rending cases, particularly involving families and children, where the best option is indeed relocation to this country, and I am proud of what this country has been doing in that regard. Ultimately, however, I do not think that this situation will be resolved simply by removing people from their homes. The sense we get is that most of them ultimately wish to return home, and I am proud of the fact that this country is in the premier division of providing financial assistance to ensure that proper humanitarian aid and support is given to those in the region itself.

I am grateful to my hon. Friend the Member for Wirral South for securing this urgent question and for reminding us of the legacy of our dear departed colleague. I would like to ask the Minister to think again and to talk to his colleague, the Minister for Immigration. Her announcement yesterday about the resettlement schemes was welcome, and he is right to say that this country gives an enormous amount in aid, but my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) is also right to say that we could do so much more. There are 12 million people who have been displaced by this conflict in Syria, of whom 6 million are internally displaced and at least 6 million are in the border countries or not far off. The Minister is right to say that we want people to stay close to their country of origin, but we could be resettling so many more people and giving them a home, safety and sanctuary. I think that that is what the people of the United Kingdom expect from us in living out our values, so will he think again and talk to his colleague, the Immigration Minister, about increasing those numbers?

I am pleased that the hon. Lady welcomes yesterday’s statement, which indicated that these matters are always kept under review. The Government will have heard the views being expressed across the House on this matter, but I come back to the central point that we have relocated people. They tend to be the most vulnerable, and that is important. One of the things that characterises this country—I hope she will endorse this—is that we have looked after, first and foremost, the most vulnerable: women, children, the disabled, the elderly and the sick. That is a tribute to the people of this country and their generosity, and I do not think it is right simply to dismiss some of the other aid and assistance that we have been giving in this terrible situation.

I would agree with what my hon. Friend says. He takes these matters seriously, and has dealings with leading figures from Taiwan who are based in London. He will be aware of the constraints that we are under in the Foreign Office and the Ministry of Defence in standing up for One China. Equally, there is a terrific amount of work that goes on in relation to trade and in educational exchanges with Taiwan. Taiwan is succeeding very rapidly as a country, not least because it stands up for the rule of law in the way in which my hon. Friend describes.[Official Report, 19 June 2019, Vol. 662, c. 5MC.]

Without true democracy there is no real accountability, so protest is all that the people of Hong Kong have. I hope that they feel the solidarity from all parts of the House. What can the Minister tell us about the worrying allegations of police violence? What more can he tell us about his inquiries, or inquiries by his Department, into the nature, extent and possible consequences of allegations of violence and whether any of the alleged victims are UK citizens? What more is he doing to impress on the Chinese that this is not an appropriate response to peaceful protest?

As far as I am aware, there are none who are UK citizens, and clearly there would be consul considerations if that were the case. It is worth pointing out to the hon. Lady that it really is not for us to dictate. We would like the Hong Kong authorities to recognise that it is their responsibility, as they did in relation to the Umbrella protests, in which some police who used brutality were fined and others were imprisoned as a consequence. It really is not for us—it is a dangerous line to tread if, as an outside Government, we try to dictate what should happen in Hong Kong when it comes to what is ultimately a judicial matter. We very much call on the Hong Kong authorities to take the allegations seriously and investigate them properly.

I thank my right hon. Friend, as ever, for his charming and succinct question. He has obviously been to the same school as you, Mr Speaker, in that regard. The reality of the situation is that there is an international agreement that was signed with the UN, and we and many other international partners take it seriously. I hope that my right hon. Friend was reassured when he heard what I had to say about our discussions with our Canadian counterparts—a significant number of Canadian nationals live and work in Hong Kong—which happened as recently as 30 May. The message that is coming out loud and clear is that, as my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) said earlier, we need the international community to work together. This is clearly a crucial point in Hong Kong’s history, and our legal leverage may be more limited than we would wish, but we can maximise it by working together.

The worries about this breaking of the firewall and the possible intrusion into one country, two systems would not exist if there were not serious concerns about egregious breaches of human rights in China. What further information can the Minister provide about the discussions between the UK Government and the Chinese Government about improving human rights in China more generally?

As I have pointed out to the hon. Lady in our previous exchanges, we never stint from making our concerns clear in relation to issues in Xinjiang in the north-west of the country or more general issues around human rights. We have a strong diplomatic relationship with China that involves working together in a productive way in a range of areas, including tackling money laundering, people trafficking and, increasingly, climate change. Building up that body of trust also involves being able to have robust conversations about human rights matters. At the highest possible level, when the Prime Minister spoke to President Xi and when I speak to my counterparts in Beijing and other cities, we do not stint from making clear particular concerns where there are concerns, either on consular matters or, indeed, more generally on human rights.

Following on from the earlier answer, I am glad that the Foreign Secretary appreciates the Labour Government’s achievement in bringing in the strictest rules on arms exports, but my constituents will want to know why, given the human rights abuses in Saudi Arabia and the fact that it is one of the countries of concern for his own office, we are granting any export licences at all.

Let me explain to the hon. Lady what those rules are that Robin Cook introduced in 2001. They are stricter than the European guidelines and say that we do not give arms export licences if there is a risk of a breach of international humanitarian law. That judgment is made by someone at arm’s length, not by a politician, and the Foreign Secretary and Trade Secretary then take that assessment into account when they make the decisions. That is a better system than one that politicises these decisions. It is a Labour process that we are sticking to and the hon. Lady should be proud of it.

My hon. Friend is absolutely right: sectarian hatred needs to be stamped out. That is clearly a matter for the Sri Lankan authorities, but we obviously stand ready to co-operate and assist in any way in which we may be asked to do so.

I thank my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh) for asking the urgent question. The Minister said that 412 refugees were currently involved in the UNHCR resettlement process. May I press him on that? How many of those refugees does the UK intend to take, and what more can we do with the UNHCR to increase the number who are resettled and brought quickly to a safe haven?

I am very happy to do that. I know that our Prime Minister was hoping to speak to Prime Minister Wickremesinghe this afternoon. We absolutely want to support Sri Lankan efforts to get to the bottom of what intelligence they received—apparently, it did not reach the politicians involved, although it is important to say that, even if it had, it would not necessarily have been possible to prevent these attacks. However, we will give Prime Minister Wickremesinghe every help he requests.

I am grateful to the Foreign Secretary and to my right hon. Friend the shadow Foreign Secretary for the tone they have set. The Foreign Secretary mentioned that religious intolerance is about not just terrorism, appalling though it is, but oppression. Would he consider adding intolerance of those who do not practise religion? That is, in itself, a belief system, and a valid one, and it can also preach messages of hope and love. There are countries around the world in which having no religion is as dangerous as having the wrong religion. Would he be able to comment on that issue and on whether the Bishop of Truro’s investigations could cover it?

I absolutely support what the hon. Lady is saying, because the whole point about freedom of religious belief is that people should be free to believe what they want, and that applies to people of any faith or no faith. A fundamental tenet of a free society is that people should be free to come to their own conclusions.

The Bishop of Truro’s review is specifically about Christians. I hope the hon. Lady understands that that is because we have a concern that the plight of Christians worldwide has not had the attention that it needs, and we want to put that right. However, I will happily look into the issues she raises about humanist beliefs and other beliefs that are not attached to any particular religion, and write to her if I may.

I thank my hon. Friend, who speaks so knowledgably about these issues, particularly in relation to Hong Kong but also China as a whole. I reassure her that it remains the UK Government’s view that for Hong Kong’s future success it is absolutely essential that it enjoys, and is seen to enjoy, the full measure of the high degree of autonomy and the rule of law, as set out in the joint declaration and enshrined in the Basic Law, and in keeping with the commitment to one country, two systems.

In my earlier response to the right hon. Member for Orkney and Shetland (Mr Carmichael), I referred to issues regarding the planned extradition law, which is a good example of how difficult cases make for tough law. As my hon. Friend may be aware, it has come about because of an important case where an individual was murdered in Taiwan and the accused has ended up in Hong Kong but there is no extradition treaty in place. For that reason, given that Taiwan is regarded as part of One China, the issue suddenly has far greater implications.

I believe, as I am sure my hon. Friend does, that it is important that any changes to extradition arrangements from Hong Kong to mainland China must respect Hong Kong’s high degree of autonomy and cannot and must not affect the rights and freedoms set out in the joint declaration.

I am grateful to the Minister for what he has said so far, but may I press him further on the Sino-British joint declaration? How confident is he that China is respecting it as legally binding? If he feels that it is not doing so—which is my observation—what steps is the Department taking to represent the UK Government’s view that it should be legally binding on the Chinese Government?

I thank the hon. Lady for her question. I will see her later this afternoon for a Westminster Hall debate on other matters—it is one of those busy days. Obviously, we are concerned by some of the Chinese Government’s comments about the joint declaration. Our view is that it is and must remain as valid today as it was when it was signed more than 35 years ago. It is a legally binding treaty, as has been pointed out, registered at the United Nations, and it continues therefore to be in force. We are committed to monitoring closely its implementation and we will continue to do so.

Of course we are concerned. We only need to look at the last half a dozen or so six-monthly reports to recognise that we think there is a deterioration in the way in which China is looking at this particular issue, but we will stand up for the rights of all Hong Kong people. As I have said, this is also in the interests of China, and it is an important part of the process to make that very clear to ensure that one country, two systems prevails.
