Just as the cost of living crisis here demands urgent action for my constituents in Slough, the cost of living crisis in Wales demands it for the good people of Wales, especially as households face being £870 worse off under this Government’s tax plan. Shockingly, a Which? survey has found that one in five working-age parents in Wales is skipping meals owing to high food prices. What recent conversations has the Secretary of State had with supermarkets about keeping the cost of food down?
I hope the hon. Gentleman will recognise and welcome the fact that, as a result of the policies being pursued by this Government, inflation has fallen from more than 11% to about 4%. I hope he will also agree that workers throughout Wales will be very pleased with the cut in national insurance contributions, which means that on average they will be £642 better off. If he is really concerned about the plight of working parents in Wales, I hope he will ask his colleagues in the Welsh Labour Government to roll out the childcare initiatives that are being rolled out in England, but not by them in Wales.

Commons ChamberPassport applications from Wales may be handled at all Passport Office processing sites throughout the UK. Between March and May, 98.5% of UK applications were completed within the published processing time of 10 weeks.
This Conservative Government are presiding over backlog Britain, with never-ending travel chaos causing misery and havoc for hard-working people’s holiday and travel plans. Many of my Slough constituents have been waiting not weeks but months for their new passports to arrive. I know it is a similar story for the good people of Wales. Can the Secretary of State clarify how many of the promised 1,700 new members of staff the Government have actually recruited to deal with the crisis?
I should add, for anybody who has an interest in this particular subject, that if there are individual cases that are clearly being badly held up, they should please pass them on to the Wales Office and we will do whatever we can to expedite the service. In answer to the hon. Gentleman’s question, 850 additional staff have been brought on since April 2021, with a further 350 arriving this summer.

Friend will be aware that the UK Government recently granted £187,000 from the UK community renewal fund to help the project in his constituency to provide electric vehicle charging points across the Scottish Borders. The UK Government will continue to support the installation of electric charge points through various schemes, including the £2.5 billion that has been committed to plug-in vehicle grants and charging infrastructure programmes.
The Government have provided £2 billion to help businesses with electricity costs and to protect jobs in recent years. We also have various schemes in place—including the £315 million industrial energy transformation fund—to support businesses with high energy use, including those in Wales, to cut their bills and reduce their carbon emissions.
Seventy per cent. of small and medium-sized enterprises believe that high energy costs will negatively affect the growth of their companies. We know that businesses will already be hammered by this Tory Government’s national insurance hike, so what are the Secretary of State for Wales and his ministerial colleagues doing to help support Welsh and other UK businesses to overcome their energy cost problems, to provide much- needed stability, to help them plan ahead, and to deliver the growth that our economy so badly needs?
I am sorry that we cannot persuade members of the Labour party to support a small increase in taxes to protect the national health service, but that is a matter to which we can return.
The UK Government recognise that, as we transition from energy sources such as coal and gas, there will be a cost challenge, which is why we have committed to minimising energy costs for businesses through, for example, the £470 million that has been given in relief to energy-intensive industries through a combination of compensation and exemption.

Member will understand if I do not get drawn into any questions about Liberty, particularly given the case he mentions, but I hope he will be reassured by the fact that my earlier reference to Celsa—we were able to step in at short notice and help a company for exactly the reasons that he rightly points out—is a demonstration of exactly how committed we are to a sustainable steel industry in Wales.
Way back in 2012, in the good old days, the Conservative-led Government promised to build a western rail link to Heathrow that would benefit not only my Slough constituents, but the many Welsh businesses and families who would have a shorter, more direct route to our major national transport hub. So can the Secretary of State tell us when we can finally expect work to begin on that line? Can he also guarantee that Welsh and other UK steel manufacturers will be at the front of the queue when the line is being built?
I would be a beneficiary of that line, so I am with the hon. Member in terms of our ambition to always try to improve on our infrastructure links. It is good for the economy and particularly good for the supply chain economy, as he rightly points out. Plenty of businesses in Wales could benefit from that. I hope the recent announcement on procurement in the Queen’s Speech will give him and others encouragement that we are taking that extremely seriously.

If the inquiry consists of one sentence and relates either to Chepstow or to Gloucestershire, I will hear it. If it is about Slough, he must remain seated. Blurt it out, man.
The hon. Gentleman—who has been incredibly creative in getting his question in under Chepstow—will be pleased to hear that we are continuing to engage with the Department for Transport on this vital project.

Commons ChamberI will happily congratulate it. I met the US ambassador to the UK a few days before his visit to Wales. He shared his plans and hopes, and I said that the visits he hoped to make were thoroughly excellent. He is a true friend of Wales, and I am keen to develop a much stronger relationship with him as we attract investment and other opportunities and meet challenges such as the one between the UK and US steel industry, which we spoke about last week.
The Secretary of State has outlined how important it is for Wales to look outward. The Government committed in 2012 to the western rail link to Heathrow, which would directly connect Wales to Heathrow, going through the west country and, indeed, Slough. Does he agree that it is about time the Government built it?
