When the new, latest Prime Minister took charge, he promised integrity, professionalism and accountability, but after yet more sleaze and scandal was exposed by investigative journalists, and just minutes before Prime Minister’s questions, the register of interests was miraculously updated to include shares in Koru Kids which is owned by the Prime Minister’s wife, who would end up benefiting significantly from her husband’s policy changes. So, does the Minister not agree—[Interruption.]
Order. I warned Members earlier to be careful about what they say on this sensitive subject. There are certain matters which are sub judice or quasi-sub judice.
My honourable helper here tells me that they are under investigation. When I said quasi-sub judice, that is what I meant, but I suppose I should not have said it all in Latin. I will say it in English: under investigation. I would be grateful if the hon. Member for Slough (Mr Dhesi) would be general in his question.
Thank you for that advice, Madam Deputy Speaker. Does the Minister not agree that we now have a Prime Minister who has to be forced—compelled, if not embarrassed—into showing any sort of transparency?

Commons ChamberI pay tribute to my hon. Friend for his hard work with the other cross-border MPs, including me, to deliver the extension of the Borders railway to Hawick and Newcastleton and on to Carlisle. I was delighted to see the funding for the feasibility study in the borderlands growth deal, and we hope that work on it will be under way very soon.
Scotland Office Ministers have regular discussions with ministerial colleagues regarding cost of living support. At the recent Budget, the Chancellor announced additional support measures for households and families across Scotland, and indeed all parts of the United Kingdom. That included maintaining the energy price guarantee until June this year, which is in addition to the previously announced energy bills discount scheme. We have also made changes to universal credit to help people get back to work.
It is a pleasure to see you back in the Chair, Madam Deputy Speaker, and I offer congratulations to Humza Yousaf on becoming First Minister.
Many of my Slough constituents are struggling, and likewise in Scotland, where more than a quarter of households—613,000—are struggling to pay their energy bills and are living in fuel poverty. The situation is likely to worsen with increasing inflation and further potential energy price hikes. Does the Minister accept that the Scottish people deserve much better? Rather than stoking culture wars, more sleaze or obsessing about another independence referendum, we need the UK and Scottish Governments to work together and focus on tackling the continued cost of living crisis.
This Government continue to do everything we possibly can to support the most vulnerable in society. Taken together with all the Government’s efforts to help families and households with higher costs, the total support for an average household is £3,300 over the current year. It is right that the Government continue to provide cost of living support, while sticking to our plan to avoid added unnecessary inflationary pressures.

Commons ChamberI thank the hon. Lady for highlighting the work of the maternity disparities taskforce, which this Government set up. I have been working with its co-chair, Professor Jacqueline Dunkley-Bent, and our next meeting will focus on some of the actions to tackle this issue. From October last year, each local area has produced a local maternity equity and equality action plan, targeting specific communities within the area to try to improve outcomes. I encourage all Members to look at their local action plan, and if they have concerns that it will not meet those needs, they should please come and see me. I am very happy to work with Members on this.
It was a Conservative Government who introduced gender pay gap reporting in 2017, to motivate employers to look at their pay data and improve workplace gender equality. To accelerate progress, we are supporting legislation that enhances flexible working, extends redundancy protection for those on maternity leave, introduces carer’s leave and strengthens protections against harassment in the workplace.
The gender pay gap for full-time employees was 8.3% in April 2022, which was sadly up from 7.7% the previous year. Worse still, Labour’s analysis has uncovered that the gender pay gap for black African women is an appalling 26% when compared with the average male worker, and the figures for Bangladeshi and Pakistani women are 28% and 31% respectively. Rather than watch as the situation deteriorates, what urgent steps are the Government taking to deal with these dreadful disparities?
I do not recognise any of the hon. Gentleman’s statistics. With all due respect, I have seen all sorts of Labour analysis that misuses and abuses statistics to the point where we honestly cannot take it seriously. If he does have real evidence, I am keen that he sends it for the equality hub to analyse. Those figures do not represent anything we have found across Government.

I genuinely do not know the answer to that question. There is a process for honours and awards, which is kept highly confidential. I do not know whether my right hon. Friend was up for an award or whether that was blocked. It would have been a very tight process and I do not know if there is any ministerial involvement in that process.
Here we go once again, having a debate after being angered by the lack of ethics and the alleged serious wrongdoing of Government Ministers. Despite the Prime Minister making big promises about integrity, professionalism and accountability, we know that he will do diddly squat about it because he is too weak and he is beholden to those very Cabinet Ministers to cling to power. Does the Minister not think that the British people will smell a rat when they see that the Conservative party chairman, when he was Chancellor, was supposed to be in charge of the Government’s finances at the same time as trying to strike a multimillion-pound tax deal with HMRC for alleged serious wrongdoing?
The hon. Gentleman’s view of the Government and mine come from different perspectives. I have a huge amount of time for my right hon. Friend the Prime Minister, who is leading this Government in the right direction. The hon. Gentleman is unwise to take a view on the outcome of an inquiry that has not yet properly commenced. But it will—the independent adviser will get there and will establish the facts.

It is simply unacceptable that drug dealers are able to continue to peddle their trade so easily behind bars. Last year, there were 17,700 cases of drugs being found in prisons, an increase of well over 411% since the Conservatives came to power in 2010. Who exactly does the Secretary of State blame for this failure in law and order?

Commons ChamberMy hon. Friend is absolutely right. Our relationship and partnership with India is much broader than just a trading relationship. I was pleased to discuss increasing our security co-operation with India. That work began before my tenure, but I am keen to carry it on. We also announced the mobility scheme to enable young people from India to come here and young Brits to go there, which is a sign of what is possible. Such exchanges are positive both for our countries and for the young people who benefit.
At the G20, the Prime Minister agreed with his Indian counterpart to allow an additional 3,000 Indians into the UK every year, which in the fullness of time will inevitably lead to an increase in immigration. At the same time, the Home Secretary has been busy spouting anti-immigrant and anti-refugee dog-whistle rhetoric, including her incendiary remarks against international students that so incensed people in India. Who exactly is in charge of immigration policy? Is it the Prime Minister or the wannabe Prime Minister?
I am disappointed with the hon. Gentleman’s comments, because I know he does not believe that. He can take comfort from the announcement, which is good for both Indian students and British students who want to go back and forth—that is a good thing.
The Home Secretary is rightly focused—there is nothing “dog whistle” about it—on clamping down on illegal migration, which the British people rightly expect and demand, and it is something that she and this Government will deliver.

Commons ChamberThe Home Secretary does not deny that it was an error of judgment; she made that absolutely clear in her letter to the right hon. Member for Kingston upon Hull North, the Chairman of the Select Committee. It was an error of judgment; she recognised that error of judgment, she apologised for it and it will not be repeated.
However, coming back to the motion for return, it is critical to the functioning of government that conversations that occur around appointments are able to take place in confidence. There is therefore a long-standing practice, implemented by Governments of all political persuasions, of protecting that confidentiality. Without the ability to speak freely ahead of an appointment on matters that will be personal, that can be sensitive and that can even relate to personal security, the ability for meaningful advice to be delivered would be massively undermined. Individuals being considered for appointment need to know that they can speak freely and without reservation to the Prime Minister and officials, and if necessary share concerns, without the prospect of confidential information being placed into the public domain.
I wish to reassure hon. Members that appointments in Government are of course subject to advice on matters of propriety. In the formation of this Government, the usual reshuffle procedures were followed, as is appropriate, but the Government firmly and resolutely believe that any information relating to those procedures is not appropriate for publication, either now or in the future.
After the recent chaos and crashing of the economy, I was most heartened when I heard the Prime Minister declaring to the country that he would be conducting proceedings with integrity and professionalism. Yet the day after, he appointed as his Home Secretary somebody who had to be removed from Government just six days earlier for having breached the ministerial code, and now he has included in his Cabinet somebody who was sacked from office for leaking information from the National Security Council. So much for national security and acting with integrity and in the national interest. Does the Minister agree that the British public will simply conclude that it is the same old Tories, making the same old grubby deals to desperately cling on to power?
The hon. Gentleman’s intervention started so well. Like him, I greatly appreciated the words of the Prime Minister on the steps of Downing Street. He set out clearly what his Administration would stand for, and he was right to do so. He made it absolutely clear that Ministers in his Administration will have to adhere to the ministerial code. That is what is expected of us all.
I also believe there is a role for redemption. The Home Secretary made it clear that she had made an error, she apologised for that error, and she gave assurances to the Prime Minister, who is at liberty in forming his Administration to take a view and to decide to give someone a second chance. It is his right and his ability as Prime Minister to take those decisions.

Commons ChamberMy right hon. Friend is absolutely correct; I know he speaks from significant experience from his time in the Home Office. Tackling fraud is clearly critical. The Government work closely with the private sector to share threats, tools and practices. As an example, the Public Sector Fraud Authority’s national fraud initiative has developed pilots to use its data to help to find fraud in other sectors. The NFI assists utility companies and car hire and insurance sectors. Between April 2020 and March 2022, its work resulted in savings of £33 million.
I assure the hon. Gentleman that our Treasury colleagues hold us all to account in ensuring that value for money is secured. The Infrastructure and Projects Authority provides advice and assurance specifically on the Government major projects portfolio. It supports robust project cost estimates and builds delivery capacity and capability. Its 2022 annual report sets out the progress made across the GMPP.
Under the Conservatives’ crony approach to public spending, taxpayers’ money has been unforgivably and irresponsibly wasted. During the pandemic, a staggering £9 billion was spent on personal protective equipment that was written off, £2.6 billion was spent on items that were not even suitable for the NHS, and a whole series of contracts just happened to be awarded to friends of Tory donors. Can the Minister explain why the principles of
“public good, value for money, transparency, integrity, fair treatment of suppliers and non-discrimination”
are not in the Procurement Bill as promised in the Government’s Green Paper?
The hon. Gentleman talks about what happened during the pandemic. I remind him what it was like. Opposition Members were constantly saying that we needed PPE in hospitals and we needed it yesterday. They were right to demand it and the Government were right to deliver it. They stretched every sinew and our brilliant civil service did an enormous amount of work and good to get the PPE where it was required during the pandemic.
The hon. Gentleman raises a point about the Procurement Bill, which we will soon be able to scrutinise in this place. He will welcome, as I do, the fact that it will bring greater uniformity in regulations across Government and greater transparency across Government in terms of pipelines, and it will give more opportunities to small and medium-sized enterprises to exploit the many benefits of Government procurement.

It is a pleasure to serve under your chairmanship, Sir George. I am grateful to the hon. Member for Gedling (Tom Randall) for securing this important debate, and to all those hon. Members who have contributed. I also thank those who have listened intently; I allude to my hon. Friend the Member for Nottingham North (Alex Norris) and the new shadow transport Minister, my good Friend the Member for Wakefield (Simon Lightwood), who have a passion for the region and wider transport systems in our country. I welcome the Minister to her place; this is the first time we have met in a Westminster Hall debate since her appointment. I have been in my role for almost three years, and I seem to welcome a new opposite number most years, but I shall not take it personally.
It is a pleasure to contribute to this debate on transport in Nottinghamshire, and it seems appropriate, given the economic situation. Perhaps if the Government had adopted the economic principles of Robin Hood instead of doing the exact opposite, they might not be in this economic crisis. Although the area is nearly 150 miles from my Slough constituency and a few hours from it by train, I know that constituents in the region have suffered badly from the same mismanagement of our national transport system that my constituents have, as have countless communities across our country.
When it comes to transport, overpromising and underdelivering more than epitomise this Government’s policy direction. Trying to follow the recommitments, U-turns and cancellations is enough to make anyone dizzy. Northern Powerhouse Rail was launched, and then scrapped. Then the Prime Minister promised that it would be built in full, but that is being put into question by her new Chancellor. High Speed 2 was promised in full and then scaled back, and the Toton rail hub was removed. The east midlands is chronically underfunded and receives the lowest amount of public funding in the whole of England, and there is a lack of certainty for transport industries, which are eager to deliver on key transformative projects for the people of Nottinghamshire. It is an utter shambles.
Like the hon. Member for Gedling, I will try to decipher the ambiguities of the Government’s policies and to figure out exactly what their plan is for long-neglected midlands communities. As he rightly said, funding needs to match the ambitions of the people in the region, especially with regard to HS2. It is clear that for decades Nottinghamshire has been sidelined when it comes to funding viable transport solutions for residents. In spite of the excellent work of local leaders, organisations and local enterprise partnerships, the east midlands has consistently received the lowest public spending allocation in England, according to the Government’s own figures. The region ranks bottom or near the bottom for spending per head of population almost across the board.
The East Midlands Chamber and East Midlands Councils have produced a statistical analysis that shows that transport infrastructure spending in the region was just 64.7% of the UK average for 2020-21—the joint lowest of any UK region or nation. If the region had been funded properly and fairly, it would have had an extra £1.26 billion to spend on transport alone.
Sadly, that neglect is also reflected in national policy announcements. On rail, opportunities have been missed or delayed. HS2 commitments for the midlands have been vague or missed. Can the Minister provide clarity today? What are her Government’s proposals for HS2 in the midlands under the new leadership? How will she ensure that they are delivered on time, within budget and with minimal disruption to local residents? Is there an update on the proposed railway station at Toton?
I am becoming increasingly concerned that the draconian cuts that the Chancellor has confirmed will take place may include cuts to HS2 spending. Rowing back further on half-baked plans will not benefit Nottinghamshire, or any other region of our country. When the integrated rail plan was first published, Transport for the East Midlands noted:
“full delivery of the Eastern Leg of HS2 as originally proposed is the best way to connect the towns and cities of the Midlands and the North, address transport poverty and ‘level up’ the eastern side of Britain”.
HS2, including the eastern leg to Leeds, should be built in full. Fulfilment of that project would also open a door to improved rail services elsewhere, releasing much-needed capacity. When HS2 is running, it may be possible to double the number of services between Nottingham and Lincoln to two per hour. As the hon. Member for Rushcliffe (Ruth Edwards) noted, the region needs more train services. She also spoke about the criticality of bus services for rural areas, and gave some excellent examples from constituents. Under this Government, there have recently been 19,000 cuts to rail services and 5,000 cuts to bus services.
On Northern Powerhouse Rail, it seems that the Government do not know whether they are coming or going. Will the Minister confirm that a link to the midlands will be included in the Northern Powerhouse Rail proposals when the project is looked at again? We need reassurances that promises will be kept. The Prime Minister committed to the project in full; when will we have confirmation of that? When will the Minister be able to comment on the business case submitted in May 2021 for a line between Nottingham, Leicester and Coventry? That project is supported by 87% of local people, and has an initial delivery time of just four years. It would cut journey times and reinstate a direct rail link, so I hope that her Department looks at that proposal favourably.
The hon. Member for Mansfield (Ben Bradley) spoke about various local projects, including the Sainsbury’s junction, funding for local transport projects, the A64 and potholes, which are a perennial problem across our country. As the leader of Nottinghamshire County Council, he is looking to build on the good work of previous councils. Hopefully, there will be clarity from the Minister on those projects.
There has, however, been some progress. I am pleased that there has been progress on the electrification of the midlands main line. That must form part of a rolling annual programme of electrification that brings down costs, ensures a sustainable supply chain and helps us to tackle the climate crisis. What are the timescales for electrification? That question was highlighted by my hon. Friend the Member for Nottingham South (Lilian Greenwood), the former Chair of the Transport Select Committee, no less? She has vast experience. Many constituents in Nottinghamshire and beyond need certainty about the programme of electrification. Will the Minister elaborate and give us that certainty?
Transport can be transformative to people’s livelihoods and wellbeing, and can increase the opportunities available to them, particularly during a cost of living crisis. That is particularly true of bus services. In Nottingham, key services have been preserved, due to the hard-working, Labour-run local authority managing to secure much-needed funding. That is in the face of 5,000 services being lost nationally. Nationwide, almost 60% of areas missed out on funding altogether, which will do long-term damage to bus networks. Great Britain is the only country in the developed world where private bus operators set routes and fares with no say from the public.
The Labour party would put the public back in control of the public transport that they heavily depend on; they would have the power to set bus fares and routes, which is as it should be. Local communities and leaders know best when it comes to the transport services that they use every day, so I hope the Minister has heard what hon. Members have said today about the local council’s bid for the Toton link road. It would bring benefits to the tune of 400 jobs and 2,700 new homes, and has a potential completion date of 2026. Will the Minister look at the application very carefully and consider the significant benefits that it could bring?
We face impending cuts, and the Government have form on slashing transport commitments, but I remind Ministers that our commitments to net zero, a thriving economy and a levelled-up north and midlands cannot be achieved without transport investment. It is always the communities outside our capital hubs that get left behind, so I hope the Minister has positive news for the future of transport in Nottinghamshire.

Commons ChamberUnder the last Labour Government, patients were guaranteed a GP appointment within 48 hours, but when the Conservatives came to power they scrapped that standard. This is all part of the managed decline of our NHS. After 12 years, GP numbers are down, and more than 300 GP practices have closed since 2019 alone, with many of my constituents unable to get a GP appointment when they want one. Does the Secretary of State agree that the 2019 Tory manifesto promise to deliver an extra 50 million GP appointments and over 6,000 more GPs is not worth the paper it is written on?
