Commons ChamberMy hon. Friend will know that the Secretary of State for Health and Social Care was in Cornwall earlier this week. He spoke from Cornwall at the Cabinet meeting emphasising the vital importance of investment not just in improved health care in Cornwall, but of making sure that jobs and opportunities for people in Cornwall were extended as well. The message is already being heard in the heart of Government, but my hon. Friend’s continued advocacy for Cornwall makes the point that, while it is perhaps one of the most beautiful parts of the United Kingdom, it also contains areas that desperately need Government and private sector investment and support for citizens to flourish.
It is already Government policy to adopt and encourage greater transparency in their commercial activity. Of course, central Government buyers must publish all their qualifying tender documents and contracts with a contract value over £10,000 on Contracts Finder. We recognise, however, that there have been delays to publishing some covid-19-related contracts, and teams continue to work on publishing them as soon as possible.
Seventy-two per cent. of covid-related contracts awarded between February and November 2020 were reported after the 30-day legal deadline, with £7.4 billion-worth of that total reported more than 100 days after the contract was awarded. In comparison, it took Ukraine, which was trying to deal with a major conflict at the same time, less than one day to publish information on more than 103,000 covid contracts. I appreciate that the Good Law Project, EveryDoctor and other activists have taken the Government to the High Court, which confirmed that the Government acted unlawfully, but is it because of incompetence or because they are so imbued in cronyism that the Government lag so far behind on transparency? When will all public contracts finally be published?
All contracts will be published. As I mentioned earlier, we are doing our very best to do that. I would say two things. First, the hon. Gentleman talks about cronyism. There is no evidence of that. What there is evidence of is people in the public sector and in Government working incredibly hard to make sure that personal protective equipment and other goods were there at the frontline. I am sure that on reflection he will consider that that particular choice of language might need revisiting.
Secondly, on the point he makes about Ukraine, one of the things the Department for International Development and others were doing in the past was making sure that we invest in civil society capacity in Ukraine. I am delighted that Ukraine is making strides forward, but that is partly thanks to the work done by my right hon. Friend the Member for Portsmouth North (Penny Mordaunt), working with others, when she was Secretary of State for International Development.

Whether it is the Prime Minister’s luxury refurbishment of his flat or other things, day after day more sordid, sleazy details are unearthed about this incompetent Conservative Government, who are becoming an embarrassment for our nation, given the billions wasted on crony covid contracts. Tory donors have been profiteering at the British taxpayer’s expense, in the midst of widespread public misery. So will the Chancellor of the Duchy of Lancaster inform the House as to why he is delaying the public inquiry into the handling of the pandemic, which would allow us all to ascertain for ourselves how many Ministers have broken the ministerial code by texting or handing out Government contracts to their Tory chums?
As I pointed out in response to some earlier questions, every PPE contract that was awarded went through an eight-stage process. It was supervised by independent civil servants, and the imputation that lies behind the hon. Gentleman’s comments is unfair to those dedicated public servants, who worked incredibly hard at a difficult time to make sure that those on the frontline received exactly what they needed. Of course, it is the case that there needs to be an inquiry in due course, but that inquiry should cover every aspect of the handling of the pandemic and we should all be suitably humble in recognising that it will necessarily make recommendations that all of us should take account of as we prepare for future health and other challenges.

Lady that the role of the COP presidency is to ensure that we are working with all 197 parties to ensure that we are making progress on keeping the 1.5° C limit within reach. The UK, like any other country, needs to see what more we can do. I hope that she will acknowledge that we are seen as a leader in the world and that, since 2010, we have decarbonised our economy faster than any other G20 nation.
Climate change and biodiversity loss are inextricably linked, which is why the UK has made nature a core priority of our COP26 presidency. We pioneered and launched the leaders’ pledge for nature in September last year, and we are also driving global action to protect and restore critical ecosystems such as forests and accelerating our transition towards sustainable agriculture while mobilising the finance to support this.
In order to tackle biodiversity loss, the convention on biological diversity, COP15, in May, will support new targets on nature. However, with the Environment Bill delayed yet again, how will the Minister ensure that the outcomes from this conference will feed into COP26 in November?
The Prime Minister and President Xi have agreed that the UK and China should work together, as respective hosts of the United Nations framework convention on climate change COP26 and the convention on biological diversity COP15, to reinforce and amplify those linkages between climate change and biodiversity loss and to achieve mutually supportive and ambitious outcomes at both summits. We are working closely with our Chinese counterparts and with the UN secretariat of the UNFCCC, the CBD and the United Nations convention to combat desertification to strengthen the links between these conventions to deliver the best outcomes for nature.

Commons ChamberI congratulate my hon. Friend and the people of Rainham on the vaccine centre and everything that they are doing. He is completely right to raise mental health. That is why we are investing massively in supporting children’s and adult mental health, and I recently appointed Alex George to be mental health ambassador for young people.
As the Prime Minister charts his road map out of this third national lockdown, he has undoubtedly presided over a disastrous response to the pandemic—one of the worst in the world. The sluggishness, double-mindedness and mixed messaging has led to billions of pounds of taxpayers’ money going into crony contracts with firms with links to the Tory party. We have one of the worst economic crises of any major economy in the world, and we have the worst death toll in Europe: more than 100,000 people have died, including members of my family. Would the Prime Minister like to take this opportunity to apologise to the British people and reassure them that the steps he is now taking will not lead us into yet another lockdown?
The purpose of this road map is to be cautious but irreversible, and if I take it from what the hon. Gentleman has just said that he supports the road map, then I am glad to have his support.

Commons ChamberI welcome the opportunity to speak in today’s important Armed Forces Bill debate. Currently, over 5,000 members of our armed forces are on the frontline battling the coronavirus pandemic, in what has been described as the biggest homeland operation in peacetime. The vaccination roll-out, lateral flow testing site support, and community testing are just some of the 70 different tasks undertaken across the UK by service personnel in response to this deadly virus. My Slough constituents and I are extremely grateful for our armed forces’ work during this time. Their commitment to protecting our nation continues to be proven through their invaluable service, further proving the need for the Government to fully commit to the armed forces covenant. This Bill presents a real opportunity—a chance to practise what the Ministry of Defence preaches, and ensure legislation reflects our armed forces covenant.
I support this Bill, but I encourage the Government to widen its scope to ensure that it makes a real difference for our armed forces, veterans and their families. As we know, generally, the covenant covers a pledge that service personnel will not be at any disadvantage compared with civilians with equal circumstances, and that there will be special consideration in specific circumstances—sadly, often due to injury or bereavement—as is right. I am proud to have had family members in the armed forces, and to have had the privilege of being involved in the armed forces parliamentary scheme, meeting inspirational people along the way and learning about their essential roles. Having also served as a member of the NATO Parliamentary Assembly and headed up the national Sikh war memorial campaign, I fully appreciate the immense dedication of and sacrifices made by our brave servicemen and women. With service to our nation must come lifelong recognition of those things, but as things stand the promises made to them are not being delivered and it is clear that the Government must do more.
Last year, the Government said that they were
“concerned that the current legislation is not enough in itself to ensure the future of the Covenant and the support it offers our Armed Forces Community.”
Yet as the Bill comes to the House today, it is clear that those concerns have not been fully addressed. It also appears as though the Government, as with many other matters, want to outsource their covenant commitments but without giving adequate resources, leaving the service community with a postcode lottery of potential support based on local authority budgets that have already been squeezed by Tory austerity and this pandemic. There are too many barriers to accessing the services people need and these must be addressed rather than allowed to proliferate.
Whether in housing, healthcare or education, there is a serious risk that setting a legal standard below the current voluntary level could mean a race to the bottom. Even the assurances that the flawed investigations process introduced in the overseas operations Bill would be remedied by this Bill have yet to be seen. These are real lives, and real consequences. I am extremely disappointed that Ministers have not taken the opportunity to go further in improving the support for service protection and access to justice for our service community.

Commons ChamberYes, indeed. I thank my hon. Friend for his words about the vaccine taskforce. It was, as I say, satirised by the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), which I think was a mistake. We will do everything we can to roll out the vaccine to my hon. Friend’s constituency and all constituencies across the country.
On Sunday, the Prime Minister came on national television and, looking into the eyes of the British people, told worried parents that it was perfectly safe to send their dearly loved children to school. The following day, after being buffeted around by scientists, the Leader of the Opposition and the devolved Governments, he announced that it was not safe for children to go to school and promptly closed them all down. Does the Prime Minister agree that the constant last-minute U-turns and this erratic approach to policy making are not conducive to assuaging the anxieties of people who are desperately seeking stability, certainty and assured leadership?
I really must ask the hon. Gentleman to withdraw what he has just said. I did not at any stage say that schools were not safe—that is absolutely not what I said. In all fairness, he should correct that. I give him the opportunity to do so if he chooses.
I think the Prime Minister has put what he did say on the record. Let us move on.

Commons ChamberI am grateful to my right hon. Friend the Member for Tunbridge Wells (Greg Clark). I remember well working with him on his industrial strategy and his ideas for championing green technology and biosciences, and I can tell him that those ideas remain at the heart of this Government’s agenda. We will certainly be using our new-found legislative freedom to drive progress in those sciences and those investments across the whole UK. We will be free of EU state aid rules; we will be able to decide where and how we level up across our country, with new jobs and new hope, including free ports and new green industrial zones of a kind I am sure my right hon. Friend would approve of.
I must make an important point. If, in using our new freedoms, either Britain or the EU believes it is somehow being unfairly undercut, then, subject to independent third-party arbitration, and provided the measures are proportionate, either of us can decide, as sovereign equals, to protect our consumers, but this treaty explicitly envisages that any such action should be infrequent.
However, the treaty banishes the old concepts of uniformity and harmonisation, in favour of the right to make our own regulatory choices and deal with the consequences. Every modern free trade agreement includes reciprocal commitments designed to prevent distortions of trade. The true significance of the agreement embodied in the Bill is that there is no role for the European Court of Justice, no ratchet clause on labour or environmental standards, and no dynamic alignment with the EU state aid regime or, indeed, any other aspect of EU law. In every respect, we have recovered our freedom of action.
I give way with pleasure to the hon. Gentleman, who has been up and down many times.
Many hon. Members will face a dire dilemma because they will feel that our country has been sold short. On the one hand, we have the Prime Minister’s thin, terrible, burnt oven-ready deal. On the other hand, we face the prospect of an even more damaging and destructive no-deal Brexit. Can the Prime Minister advise us why, given that services account for almost 80% of our economy, there is so little for that sector in this deal? In particular, why could he not negotiate equivalence and passporting rights for the all-important financial services sector?
It was not quite clear from that intervention which way the Labour party is going to go on this—whether the hon. Gentleman is going to go with the leader of the Labour party and vote for the deal, or whether he is going to join other members of the Labour party and continue to dither and delay. We on the Government Benches are going to get on; we will be free of the strictures of the common agricultural policy, and we will be able to conserve our landscapes and support our farmers exactly as we choose.
On Friday—I am coming to a point that has been raised several times, but I will repeat it because it is a wonderful point—for the first time in 50 years, the UK will once again be recognised as an independent coastal state, regaining control of our waters and righting the wrong that was done by the common fisheries policy throughout our EU membership. Of course I have always recognised—
I will in one minute. There will be checks for farmers, for our manufacturers, for customs, on rules of origin, VAT, safety and security, plant and animal health, and much more. Many British exporters will have to go through two regulatory processes to sell to existing clients in the EU. To keep tariff-free trade, businesses will have to prove that enough of their parts come from the EU or the UK. So there will be significant and permanent burdens on British businesses. It is somewhat ironic that for years the Conservative party has railed against EU bureaucracy, but this treaty imposes far more red tape on British businesses than there is at the moment.
The lead-up to this Brexit deal has seen a litany of broken promises. Earlier this year, the Prime Minister stood at the Dispatch Box and said that there was
“no threat to the Erasmus scheme”.—[Official Report, 15 January 2020; Vol. 669, c. 1021.]
Among other things, he made grand statements about taking back full control of our fishing waters. Does my right hon. and learned Friend agree that, despite all the promises, it is not only British fishermen who are accusing the Prime Minister of betrayal and of having caved in to arrive at this insufficient deal?
These are examples of the Prime Minister making promises that he does not keep. That is the hallmark of this Prime Minister.

Commons ChamberThere has been a major public information campaign running for businesses and citizens, telling them exactly what they need to do. We have always been clear that, whether it is deal or no deal, there are steps that have to be taken when the transition period comes to an end. We are not going to delay the end of the transition period, because it is only by sticking to that date that people can prepare responsibly, and it also holds the EU’s feet to the fire in getting a deal. We have been clear what measures they need to take. They need to look at the UK Government website, where they can see very clearly what preparations they need to make for the end of this month.
An effective response to covid-19 does indeed need to be a co-ordinated response across the whole United Kingdom, informing every aspect of the UK Government’s response. For instance, on 24 November, the UK Government and the three devolved Administrations published a joint statement on UK-wide arrangements for the festive season. We are currently working with the devolved Administrations on the deployment of vaccines and community testing across the UK.
Last month, an opinion poll revealed that 68% of Scots want the Scottish and UK Governments to work more closely together. Minister, why is it that, despite that, the Scottish and UK Governments are not able to work in a co-ordinated manner, and why are we constantly seeing mixed messages and infighting?
It is not for me to say what mixed messages the hon. Gentleman might see in the press or get from political parties. The UK Government and all assemblies across the whole UK work together on a co-ordinated basis to deliver not just what has been delivered up to now; there was the excellent news yesterday of the first vaccines being provided across the whole UK—not in one part of the UK or another but across the UK on the same day. Vaccines are an excellent example of that co-operation between the UK Government and the devolved Administrations, and the UK Government are procuring vaccines on behalf of the UK as a whole. The prioritisation of the vaccines is a devolved matter—
It is crucial to understand that the 10-point plan for the green industrial revolution is about jobs, jobs, jobs. This plan, whether it is retrofitting homes or making wind turbines, will generate 250,000 jobs across the country in just the first few years.
Many constituents, especially those emanating from the Punjab and other parts of India, were horrified, as I was, to see footage of water cannon, tear gas and brute force being used against peacefully protesting farmers. However, it was heart-warming to see those very farmers feeding those forces who had been ordered to beat or suppress them. What indomitable spirit—it takes a special kind of people to do that. Will the Prime Minister convey to the Indian Prime Minister our heartfelt anxieties and our hopes for a speedy resolution to the current deadlock? Does he agree that everyone has a fundamental right to peaceful protest?
Of course. Our view, as the hon. Gentleman knows well, is that we have serious concerns about what is happening between India and Pakistan, but these are pre-eminently matters for those two Governments to settle. I know that he appreciates that point.

Commons ChamberYes, indeed. This is a point that many of my hon. and right hon. Friends have made to me and to the Government with great force and eloquence over the past few days. We want to be as granular as possible as we go forward to reflect the reality and the human geography of the epidemic, and we shall be so. What I can say is that, from tomorrow, across the whole country, not just gyms, leisure centres and swimming pools will be open, but churches, synagogues, mosques and temples will reopen for communal worship, organised outdoor sport will resume and, in every tier, people will be able to meet others in parks and in public gardens, subject to the rule of six. Every one of those things has been, by necessity, restricted until today. Every one of them will be allowed again tomorrow. Of course, I accept that this is not a return to normality—I wish it were so—but it is a bit closer to normality than the present restrictions. What we cannot do is to lift all the restrictions at once or to move too quickly in such a way that the virus would begin to spread rapidly again. That would be the surest way of endangering our NHS and forcing us into a new year lockdown with all the costs that that would impose.
I thank the Prime Minister for giving way. After the inconsistencies and controversies of the previous tiering system, what was required this time round was more fairness, clarity and transparency. We were promised a regional approach. However, what the powers that be have done is to place little old Slough in tier 3, despite the fact that we have been segregated from the wider region and that there are areas in neighbouring London and Essex with higher covid transmission rates. Why does the Prime Minister hate Slough? What have we done to annoy him so much?
I love Slough, but I understand what the hon. Gentleman is saying. I appreciate people’s feelings of injustice, and people do feel it. There is no question but that people feel that they have been unfairly attracted by proximity into a higher tier than they deserve. People also feel that the tiering is not working for them. I want to repeat the answer that I gave to my hon. Friend the Member for Workington (Mark Jenkinson), which is that, as we go forward—I mean this very sincerely —the Government will look at how we can reflect as closely as possible the reality of what is happening on the ground for local people, looking at the incidence of the disease, looking at the human geography and spread of the pandemic, and, indeed, looking at the progress that areas are making in getting the virus down. We will try to be as sensitive as possible to local effort and to local achievement in bringing the pandemic under control.
May I start by welcoming the fall in infection numbers, with the drop in the number of people being admitted to hospital, and crucially that the national R rate is now below 1, and below 1 in many parts of the country? That is very welcome news across the House. Before this lockdown, the infection rate was doubling every two weeks, the R number was above 1 in every part of England and rising, and the number of people in hospital was going up sharply across the country. In other words, the virus had been allowed to get out of control.
If anyone doubts that a lockdown was necessary, I would point out that since 2 November, when this lockdown started, 10,711 people have tragically died within 28 days of testing positive for covid-19. In the past week alone, that is an average of 460 deaths per day. Those are appalling numbers, and every one is a tragedy. So we can argue about why this lockdown did not happen earlier, when the infection rate was lower, as we argued for on this side of the House, but whatever view was taken of the timing, it is clear that the lockdown was necessary and has helped to reduce infections.
May I also welcome the progress on vaccines? I have nothing but admiration for our scientists and the amazing progress that has been made. This is a great moment for our scientists. I went to Oxford University the week before last, to see the vaccine group there and to see the remarkable work that it was doing, just before it announced its results. A vaccine may now be in sight, and we must do everything we can to encourage take-up and make sure that it is rolled out quickly, fairly and safely.
However, the questions before this House today are these: how can we save as many lives and livelihoods as possible until we reach the light at the end of that tunnel, and are the measures that the Prime Minister has announced today going to control the virus and provide the right support to the communities worst affected by these restrictions? Labour has supported the Government in two national lockdowns. I recognise the need for continuing restrictions and I do recognise that the tiers have been toughened, as it was obvious to everyone that the previous tiers were a one-way street to tier 3, but I am far from convinced by what the Prime Minister has said today. In particular, the economic package is nowhere near sufficient to support the communities most affected, and they have been suffering for many months.
I will just make some progress, and I will come back to my hon. Friend.
I also fear that without the right health measures in place—in particular, a working trace and isolate system—there are real risks that this plan is incapable of controlling the virus this winter. I want to set that out in a bit more detail, but before I do so I will give way.
I thank the Leader of the Opposition. Does my right hon. and learned Friend agree that the support for businesses, especially in tier 3, that are struggling—in the hospitality and in the arts sectors specifically—is just not enough, because many of them are on the brink of collapse?
I welcome the opportunity to speak in this important debate, which will have a huge impact on my Slough constituents and all those across the country who face the prospect of entering tier 3 tomorrow. Since restrictions began in March, we have all made huge sacrifices to curb the spread of the deadly virus, which, as I know from personal experience, can be devastating. We have all accepted that we have a role to play to protect those who are more vulnerable to the virus. We have all seen the impact that it has had on communities up and down the country, especially on people who are elderly, from more disadvantaged backgrounds, or from black, Asian and minority ethnic communities.
As we leave our second national lockdown this year, we must recognise that we are where we are because the previous three-tier system did not work. Nobody wants a repeat of that. We must ensure that the new system protects lives and supports businesses, and that no area is left behind. Sadly, the proposed system does not achieve that.
Despite the excellent work of our local Slough Borough Council, public health teams and volunteers, Slough’s current high weekly infection rate has placed it in a very high alert tier. It is right that, with high coronavirus numbers, stricter measures should be implemented to protect lives. However, when I checked nearby areas, I was absolutely astonished that Slough was a dot of red in a sea of orange tier 2s.
Despite committing to a regional approach, Slough has been made a special case, segregated from the rest of Berkshire and the wider region. That appears to be based on an arbitrary political decision and an anomaly nationwide. Areas in Essex, London and Surrey all have local authorities with comparable, if not higher, infection rates to my Slough constituency, yet similar action has not been taken.
For the tiered system to work, it must be consistently applied and based on scientific evidence, yet at a time when we need fairness, clarity and transparency, all we have is confusion and mixed messaging. That is particularly detrimental for businesses that, under normal circumstances, would be heading into the busiest period of the year. They are now faced with no clear plan or adequate support from the Government.
I have been contacted by hundreds of Slough constituents concerned about the impact that tier 3 restrictions will have on their livelihoods without increased support. Businesses are in the dark; there are eligibility issues with the self-isolation support payment; and the support is inadequate and does not reflect business need or length of time spent in each tier.
The Government have had months to prepare for and fix the many issues that Labour Members have been consistently highlighting. In October, prior to the month-long lockdown, I called on the Prime Minister to fix our test, track and trace system, and to hand responsibility from Serco to local public health teams that know their area. Yet the Government are not listening and continue to fail us.
The budget is now at a staggering £22 billion—more than the annual budget for the police and fire services combined. We need much more funding and resources for our local public health teams. With each day of Government incompetence, lives and livelihoods are being put at risk. Despite the doubts about the new proposals, I sincerely hope that with them, and with the excellent news of a vaccine on the horizon, things will vastly improve, or I fear that we are heading into further lockdowns in future.
