Commons ChamberLow-carbon hydrogen is critical to delivering energy security. It presents a significant growth opportunity and will help the UK to reach net zero. We have doubled our ambition to 10 GW of low-carbon hydrogen production capacity by 2030, and at least half of it will come from electrolytic hydrogen, drawing on the scale up of UK offshore wind, other renewables and, of course, new nuclear.
Will the discussions with the Scottish Government also include the problems with national grid transmission, which means National Grid is paying to turn off wind turbines because it cannot afford to get the electricity they generate to the south of the country?
By law, transmission network charging is a matter for Ofgem, which is an independent regulator. It has recently produced a report on charging reforms, and the Government are looking at that report.

Commons ChamberI thought that that was a rather smug performance from the Chancellor, who seems to have forgotten that he inherited his job only because of the economic chaos caused by the reckless stupidity of his predecessor and the woman who appointed him.
The Chancellor asks to be congratulated on his magnificent achievement of avoiding a recession. Well, after 13 years of the Tories destroying people’s living standards, that is some achievement. On investment, he promises us yet another competition—more of the begging-bowl culture that Andy Street, the Tory Mayor of the West Midlands, wants abolished. The people of the west midlands say, “Don’t make us beg; don’t foist any more of your rigged competitions on us. Just give us our rightful entitlement and let us get on with the job.”
The problem with the super-deduction scheme is that it rewards businesses, including those that avoid paying taxes in this country, such as Amazon, for investments that they were going to make anyway. What safeguards will there be to ensure that the Chancellor’s capital expenses scheme does not repeat the same error, with the taxpayer again footing the bill? There seems to be little support for small high street businesses—cafés, restaurants and hairdressers, which apparently do not matter to the Conservative party—and, of course, there is no action on business rates.
I think that the Chancellor could have added a fifth E —“eventually”— to his four pillars, because most of the worthwhile announcements could and should have been introduced a long time ago. The Government have been told about them by the Opposition often enough.
Universal support is a good idea, but it is not quite what the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith) had in mind when he introduced universal credit. How will the Chancellor pay for universal support? I hope it will not mean siphoning money from the existing Access to Work budget. Relaxing staff-child ratios for childcare will increase capacity, but will not necessarily reduce costs. I will be sure to consult with providers and parents in my constituency of Selly Oak on how easy it will be to deliver on today’s promises. I suspect that there will be quite a gap between those promises and availability on the ground.
The freezes on fuel duty and energy costs are welcome; in fact, they are the least that the Chancellor can do. Genuine measures to encourage people back to work and support those over 50 to remain in work are also welcome, but brutal and arbitrarily imposed sanctions will not work—that is just the same old Tories—and although the Chancellor’s pension plans will help with doctor retention, in reality they will benefit those with existing large pension pots, and will do nothing for those on smaller incomes. His Budget ignores the crippling loss of living standards resulting from years of Tory wage restraint. Even the Institute for Fiscal Studies casts doubt on this Government’s arguments about public sector pay. There was more scope in this Budget to promote growth and offer a fair settlement on public pay.
If, unlike his predecessor, the Chancellor worries about how to pay the bills, he could always look again at fairer taxation. Tax on ordinary families is rising relentlessly in this country, but the UK is still below the OECD average for taxation, so I am with my right hon. Friend the Member for Barking (Dame Margaret Hodge) on this: he could raise around £15.6 billion through equalising capital gains and income tax, £3.6 billion through abolishing non-dom status, and about £9.6 billion by extending national insurance to investment income. Why is it that, under the Tories, it is always hard-working families that have to pay, not the other people?
This was a rather smug and self-congratulatory Budget that ignores the problems created by 13 years of Tory misrule: homelessness, crime out of control, school buildings crumbling, record NHS waiting lists, and a public that no longer believe a word they say. It was the Budget of a tired Chancellor and a tired Government who have run out of ideas. Their credibility is shredded, and this was just far too little, too late.

Commons ChamberI know that Members across the House will want to join me in offering our best wishes to Rangers for this evening’s match in Seville. This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House, I shall have further such meetings later today.
The latest “State of Ageing” report reveals that last year in this country, 9,000 people over the age of 60 died because their homes were too cold. Will the Prime Minister give a guarantee that that figure will be lower, not higher, this time next year?

Commons ChamberI have regular discussions with the Minister for the Cabinet Office and the Scotland Office is in regular dialogue with Scottish Government Minsters to ensure that the most effective measures are put in place in all parts of the United Kingdom. Throughout the covid-19 outbreak, we have been committed to a four-nations approach.
The hon. Gentleman raises an extremely important point. We have to make it clear in Scotland, Wales, England and Northern Ireland that our NHS remains open. That message has been loud and clear. Cancer patients should be aware that we will do everything we can across the four nations of the United Kingdom to get the treatment they need and deserve, but the ultimate message is, yes, coronavirus has an impact on our NHS. Because of the actions of the Government and the public, we have been able to suppress the covid outbreak to ensure that we have not breached capacity, but we cannot allow important medical matters to go untreated for too much longer. That message is heard loud and clear throughout the Government.
When the Prime Minister ditched “Stay at Home” for “Stay Alert”, he did not appear to have been too alert to the fact that the other three nations were not with him. Is it not time to re-establish the four-nation approach as soon as possible?
I think we have seen a slight divergence in some areas, but together the four nations continue to work strongly in lockstep to ensure that we can beat coronavirus and save not only lives, but livelihoods. I am encouraged that Scotland will shortly announce similar measures to the rest of the United Kingdom to release some of the restrictions that are in place, but it is important that these decisions are taken in the devolved Administrations where public health is devolved to the respective Governments.

Commons Chamber I can confirm that the Scottish National party signed up to the Smith commission agreement, this Government are committed to delivering the Smith commission agreement, and the hon. Gentleman will therefore get what he is looking for in respect of the Smith commission agreement. There is not a shadow of a doubt about that.
Full fiscal autonomy would mean the end of Scotland pooling resources and sharing risks with the rest of the United Kingdom, and an end to Scotland being part of the UK’s hugely successful single market, which generates jobs, growth and prosperity. To all intents and purposes, the fiscal union between Scotland and the United Kingdom would end entirely, and the lesson of the eurozone is that it is extremely difficult to have a successful currency union without fiscal union.
I understand the Secretary of State’s desire to protect the Scottish people, but whether or not there is a £10 billion shortfall, if this is what the people of Scotland and the bulk of their representatives want, then why do not the rest of us, in the interests of the rest of the UK that we represent, let them have it, provided that we have a guarantee that we will not have to bail them out?
I do not accept the hon. Gentleman’s argument. A £10 billion shortfall in spending in Scotland would affect every school, every hospital, and every family by £5,000. I am not going to countenance that, and I am not going to support any amendments that would promote it.
We have had a lengthy discussion on full fiscal autonomy.

Gentleman will be aware that since the coming into existence of the Scottish Parliament, the UK Parliament has legislated in devolved areas only with the agreement of the Scottish Parliament, under the Sewel convention, and that the Bill will put that convention on a statutory footing.
On income tax, what will happen if someone is resident in Scotland but works over the border for an English company? If the income tax rates are different, will that not add to the compliance costs for that business? Who will compensate that small business in England for the additional compliance costs of the income tax variation?
That point was debated in full during the passage of the Scotland Act 2012, which introduced the Scottish income tax rate. In simple terms, for the hon. Gentleman’s purposes, it will be done by way of a tax code generally containing the letter S, allowing businesses to operate the PAYE system as they would normally do and without additional expense. There is a designation of “Scottish taxpayer” that is dependent on residence—and, as a point of fact for new colleagues, all Scottish MPs are resident in Scotland for Scottish tax purposes.
Finally, the Scottish Parliament will find itself largely responsible for how it runs itself, how it is elected and the people who can vote to elect it. I am pleased to confirm that we have already agreed to a request from the Presiding Officer to take action to ensure that the 2020 UK general election date and the Holyrood election date do not clash.
It is clear that a significant range of powers will be devolved to the Scottish Parliament and that the onus is now on the Scottish Government to be clear with the electorate about how they will use them.

Friend, first, that we are able to have these sorts of discussions and considerations only because we have sorted out the defence budget and got rid of the enormous deficit in it, and we have a successful and growing economy. In terms of maritime patrol, we are currently using the airborne warning and control system aircraft, and of course the Sea King, Merlin and Lynx helicopters, as well as Royal Navy ships and submarines. We work in very close partnership with our NATO allies, but I am sure the Ministry of Defence will be listening to my hon. Friend’s representations for the forthcoming SDSR.
Are the 24 Tory tax rises evidence of the Prime Minister’s tax-cutting instincts?
This is a great Labour campaign—I spotted it this morning. They have enumerated a number of tax increases that we had to put in place in order to deal with the deficit. Just to remind people, we said it was right to deal with the deficit with 80% spending reductions and 20% tax increases. There is a problem, though, with this Labour campaign. When the spokesman was asked, “Would you change any of these tax increases?” the answer was no. I am not the world’s biggest expert in campaigns, but I would say that was a bit of a turkey.
