Commons ChamberMy hon. and learned Friend is absolutely right, and the figures are very clear: the single market that is most important to Scotland is the single market with the United Kingdom. [Interruption.] The right hon. Member for Gordon shouts “frictionless borders” at me; of course, Scotland has a frictionless border with the rest of the United Kingdom, which is the most important single market it is a member of.
In recent discussions I have taken part in, it has been clear that there is no support among any of the parties represented in the German Parliament for the UK to retain barrier-free access to the single market if we no longer operate free movement. The Prime Minister has asserted her optimism, but does she recognise that that is the reality of the starting point we are at?
The reality of the starting point we are at is that we are going to sit down with the European Commission and, obviously, representatives of the European Council and the European Parliament, to negotiate the relationship that is going to be right for the United Kingdom and right for the rest of the European Union. The discussions I have had so far indicate that there is a recognition on both sides of the negotiation of the importance of making sure that we get a very good free trade agreement.

Commons ChamberLet me try to reassure Members. The only reason I am saying “No immediate changes” is that I am just trying accurately to reflect the legal situation, which is this: for people who are free at the moment to come and live and work in the UK—let me repeat that if they come here and they cannot support themselves, we can ask them to leave; that is important and has been the case for some time—as long as we are members of the EU, that continues. At the point at which we go, a Government will have to make a decision about what to negotiate with the rest of Europe about the rights of Europeans to come and live and work here—whether there will be visas or work permits, or what have you—and then there will be consequences potentially for British citizens going to live and work in Europe. The House is going to be able to debate all these things, so Members will be able to contribute to all these discussions and conversations, but I must answer accurately from this Dispatch Box, and what I can say is that as long as we stay in the EU those rights are protected, and I have gone further than that and said that everything I have heard from those who were campaigning to leave is that those rights will be continued after we have left.
Does the Prime Minister accept that maintaining very strong UK participation in Europe-wide scientific research collaboration needs to be an important strand of the work he has described going forward?
I very much agree with the right hon. Gentleman. This is an area where we have got more out of Europe than we have put in, and we will clearly want to safeguard that for the future.

Commons ChamberWe have heard from the former Attorney General and the former Solicitor General, who have great legal expertise. The point that they make is right: this agreement will be legally binding on member states as a matter of international law. First, of course, it has to be agreed, but once it has been agreed, my hon. and learned Friend is absolutely right that it would be irreversible because it could be amended or revoked only if all member states, Britain included, decided to reverse it. Therein lies its irreversibility.
I want us to stay in the European Union, but the Prime Minister indicated that he would use the renegotiation to seek to address the unfairness in the European sugar market, which currently affects cane sugar refiners such as Tate & Lyle in my constituency. Has the right hon. Gentleman made any progress on that specific issue?
I will have to write to the right hon. Gentleman about that issue.

Commons Chamber“Hunger stalks the land.” That is the conclusion of the all-party parliamentary inquiry into hunger in the UK. I welcome that inquiry. Thanks to the members of that inquiry and the report they have produced, the truth, so long denied by Ministers, must now be faced: a lot of people in Britain are going hungry.
I want to add my tribute to the volunteers responding to hunger. We have heard a good deal about the Trussell Trust. It has 400 food banks operating from 1,200 locations, every single one of them based on a church. Last month, the report it was responsible for, with others—referred to by my hon. Friend the Member for Garston and Halewood (Maria Eagle) in her excellent speech and launched at the meeting chaired by the hon. Member for Stafford (Jeremy Lefroy)—set out the facts. The interviews with almost 1,000 users in three food banks showed that well over half were there because of problems with the benefit system. The bulk of the problem is in the DWP. The all-party inquiry confirms that, yet no DWP Minister is going to defend the woeful record of the Department in this debate.
A newspaper article on 22 December last year told us that the chairman of the Trussell Trust repeatedly asked the Secretary State last year to meet to discuss the problems in the DWP that were driving people to food banks. The Secretary of State did not meet the Trussell Trust. Last week in the House he told us:
“I have never refused to meet it”.—[Official Report, 8 December 2014; Vol. 589, c. 638.]
I hope he will at some point explain to us what the distinction is between not agreeing to meet and refusing to meet, because he did not meet the trust. The article tells us not only that the Secretary of State did not meet the Trussell Trust, but that in his reply to the letter he accused the Trussell Trust of publicity seeking.
What gets under the skin of the Secretary of State, whom I am delighted to see in his place, is that the Trussell Trust refuses to shut up about how many people are turning up to its food banks. He was simply unwilling to face up to the consequences for the hundreds of thousands of people forced by his policies to go hungry. Thanks to no less an authority than the National Audit Office and its report on universal credit, we know that he has established a good news culture in his Department: telling the truth about the effects of his policies is simply not allowed.
Having failed to get a meeting with the Secretary of State, the Trussell Trust wrote to the welfare reform Minister, Lord Freud, who wrote back on 30 August saying he was
“unable to take up your offer of a meeting”.
Ministers did not want to know what was really going on. Last week, faced at last with the truth from the all-party inquiry—heaven knows what pressure the Secretary of State put on his hon. Friends who signed up to the inquiry—the Secretary of State made a concession. He said he would do much more to raise awareness of interim payments—at last! Let us hope he delivers, but that was exactly what the Trussell Trust wanted to speak to him about well over a year ago, when he refused to engage.
I have made it clear that I have met members of the Trussell Trust. I have never denied meeting members. The right hon. Gentleman needs to reveal his sources.

And him, too. Why did he not meet the chairman of the Trussell Trust, who wanted to explain—
Order. We need to keep the debate going. We cannot have people talking across each other.
The Secretary of State refused to meet the chairman of the Trussell Trust, because he wanted to explain to him the problems that the policies of his Department were causing for the hundreds of thousands of people having to go to food banks as a result.
As we now know, the big reason so many people are going to food banks is delays in benefit payments. Whenever that is raised, Ministers say that delays in benefit payments have fallen. The all-party inquiry has shed some welcome light on the matter. It wrote:
“We found that the Department for Work and Pensions does not currently collect information on the length of time taken for benefit payments to be made.”
It is not surprising they do not know what is going on, because they do not collect the information. The big problem is with sanctions, as we have heard: between 19% and 28% of food bank visits are the result of benefit sanctions. As Government Members have confirmed, including the hon. Member for Birmingham, Yardley (John Hemming), enormous pressure is being placed on advisers to sanction people, whether or not those sanctions are justified.
We have all-party recognition that hunger is stalking the land. The all-party inquiry is right. We need a strategy to end hunger, and a big part of that will involve putting right the terrible problems in the DWP, but with DWP Ministers not even willing to take part in this debate, it will take a change of Government to do it.
It is a pleasure to have the opportunity to close this debate.
I begin by reiterating what many other hon. Members, including the Minister for Civil Society, have said about the fantastic work food banks do and the role they play in our voluntary sector. This Friday, I will again be visiting a food bank in my constituency, run by Don Gardner, who is involved in the local church, and by many other able volunteers and church groups in the area. I also pay tribute to hon. Members who took part in the recent all-party group inquiry into hunger and food poverty. We have heard some good contributions from my hon. Friends the Members for Salisbury (John Glen) and for Truro and Falmouth (Sarah Newton) and the right hon. Member for Birkenhead (Mr Field).
The report concludes that the issues surrounding household food security are varied and complex and should be considered as a whole. Indeed, earlier this year DEFRA published a review of food aid that reached a similar conclusion. We should also note that food aid is not just a UK phenomenon. Other countries have also seen a large increase in the provision of support through food banks. In Germany, for example, food banks support about 1.5 million people every week. There has also been a large increase in the number of food banks in countries such as France and the United States.
The reasons are complex and every report that has considered the issue has concluded that much. Some have said, for instance, that food price inflation might be a factor. There was certainly a big spike in food prices in 2008, but evidence shows that in 2013 food prices in the UK were lower than those in other European countries, including Germany. UK food prices are lower now than they were in 2013. In fact, in the last year UK food prices have fallen by 1.7%, the first time we have seen such a fall since 2002.
A number of people have suggested that the inflation that happened between 2008 and 2012 might have had a compound impact on household incomes and expenditure, and that is possible, but we should recognise that in 2008 the poorest 20% of households in this country were spending 16.8% of household income on food whereas in 2012 that figure was 16.6%. The amount spent by the poorest households on food barely changed between 2007 and 2012. We recognise that there are those who are struggling to cope with the cost of food, which is why the Government are doing a number of things to help. For instance, we have extended free school meals to all infant pupils, which means that an extra 1.5 million children are receiving a nutritious meal.
Let me turn now to some of the other points that were made. A number of hon. Members mentioned sanctions and delays in payment, but the fact of the matter is that 93% of JSA and ESA claimants get their payments on time—
No, I will not. We have no time.
That figure can be compared with 86% in 2009-10, so there has been an improvement in payment times.
A number of hon. Members have mentioned sanctions. I have discussed the issue with my own local jobcentre and I can confirm that hardship payments are being paid where needed. The right hon. Member for Birkenhead raised the important question of whether there is more we can do to advertise hardship payments. I can confirm that the Government are looking at ways in which we can advertise them more. My own jobcentre has already made it clear that whenever it sanctions anyone it also explains to them the availability of hardship payments, which is important. I should also say that there are no benchmarks or targets for sanction referrals. We have also tried to speed up the payment of hardship payments to within three days of when people are entitled to them.
I want to turn to a number of other relevant issues. First, is poverty a driver to the use of food banks? It might well be—obviously it is—but the best way to get people out of poverty is to help them off benefits and into work. Since 2010 we have 1.7 million more people in work, which means 1.7 million more people with the security of a pay packet. The latest statistics show that 95% of the jobs being created are full-time jobs.
Let me turn now to food waste, food recycling and redistribution. Much has been done through provisions such as the Courtauld commitment. For instance, we have cut household waste by about 15%, a saving of 1.1 million tonnes of waste, but the Government are committed to doing far more about the redistribution of food. That is why my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs and my hon. Friend the Minister for Civil Society will convene a meeting in the new year with leaders of the major food retailers and other industry representatives to discuss how more surplus food can be put to good use.

Commons ChamberMy hon. Friend raises an important accusation that has been made by many. I do not have the expertise or information to be able to confirm exactly what Hamas’s tactics are, but certainly the accusation is made by many that it is indifferent to the loss of Palestinian life. I think that is demonstrated by its continuing to fire rockets even when ceasefires have been suggested or, indeed, implemented by the Israelis. That is the cruellest point of all. When the Israelis have adopted a ceasefire, why does not Hamas follow suit?
I agree with the Prime Minister about the need to stop the rockets from Gaza. However, does he not understand and, indeed, share the widespread revulsion at the apparent disregard for human life in the current military action in Gaza? Surely the Secretary-General of the United Nations is right that this action must now stop.
We all want the action to stop, and the best way for it to stop is for the rocket attacks to stop. For anyone watching this as a parent, you cannot help but feel huge, heartbreaking concern for the loss of life. But, as I just said, when there are ceasefires called by the Israelis, we have to ask ourselves, if Hamas cares about preventing civilian casualties, why does it not accept the ceasefire and act on it.

Commons ChamberI completely understand my hon. Friend’s concern. Obviously the gap in rail provision created by the Dawlish disaster will take time to deal with. Above and beyond that, I know that what he and people in Plymouth want is a timetable for achieving a three-hour service to Plymouth and for more trains to arrive early in the morning. As I have said, we have a longer-term programme of looking at rail alternatives at the same time as restoring the Dawlish line.
Q11. With economic growth delayed for three years after the election, we have been left—[Interruption.] We have been left with more young people out of work long term than at any time for 20 years. Surely we must do more so that we do not waste the potential of a generation.
I can only think that the right hon. Gentleman is suffering from a form of memory loss. He was a Treasury Minister when we lost 7% of our GDP, when youth unemployment doubled, and when people were being thrown out of work. Under this Government, 1.3 million more people are in work, young people are getting back to work and, while countries elsewhere are struggling, our economy is growing. That is partly because we took tough and difficult decisions to get the budget deficit, which he and his henchmen left us, under control.

Individual voter registration is a major step forward, but, frankly, we have a situation with one of this country’s political parties whereby it has become apparent that votes are being bought and people signed up without consent—all done by the man, Len McCluskey, who gave the right hon. Member for Doncaster North (Edward Miliband) his job.
Q3. There was demand for food banks from 30,000 households in the year before the general election, but the figure was 350,000 households last year. Will the Prime Minister acknowledge, unlike his noble friend Lord Freud, that rocketing demand for food banks shows we have a problem?

Commons ChamberMy hon. Friend is absolutely right. In the past two years, Jaguar Land Rover has hired an extra 8,000 new workers. That is a massive success story for the west midlands and for a great British brand. It is also, let us say so, a big success story of massive inward investment from the Indian parent company. We should praise all those things and recognise that we have to do even more to make Britain a really business-friendly country, with low rates of regulation, low rates of tax and lots of support for apprenticeships and infrastructure. That is what we are delivering, and we will continue to do so.
Q7. Hundreds of young people from outside Europe chose London Metropolitan university, confident in British higher education. The Prime Minister needs to tackle visa fraud, but will he lift the threat to deport students who have paid their fees and complied fully with all the rules? Why is he so damaging the standing of British universities around the world?
I know that the right hon. Gentleman speaks with considerable experience and wants to speak up on behalf of his constituency. Having looked at this case and at the action that the Border Agency has taken, it seems to me that there were some real abuses. I want Britain to be open to students. Let us be clear: anyone who can speak English and who has a university place is able to come here and study at our universities, but the Minister for Immigration has rightly been very hard in closing down bogus colleges and in ensuring that action is taken when good universities, like this one, are not meeting the rules. That must be right if we are to control immigration.

Friend is right that there is too much that gets in the way of charities and voluntary organisations in doing their work. That is why we are undertaking what is probably the most comprehensive review of the regulation and legislation that affects the sector.
T2. The Department for Work and Pensions has no right to data. Absurdly, its Ministers have banned Work programme providers from publishing any data on their performance. That is the opposite of this Minister’s open data policy. What is he doing about it?

The hon. Member for Ogmore (Huw Irranca-Davies) will know that we have just carried out a consultation on our statutory register of lobbyists, which closed on 20 April, and we are now studying the responses. We will publish our response to that consultation before the summer recess, and we will publish a White Paper and draft legislation later this Session.
I am very happy to agree with the first part of the hon. Gentleman’s question; the Prime Minister is, indeed, always right. On the second part of the question, the hon. Gentleman did not listen to my previous answer. I am not going to take any lectures from the Labour party, which did nothing on this subject. It is important to get this right. We have published the consultation document. He will know, from listening to what people have said publicly, that there are a range of views on how we deal with this. We are going to look at those consultation responses, publish our proposals and put them up for pre-legislative scrutiny, so that people can look at them, and we will legislate and deal with this matter in this Parliament, as we have committed to do.
The Minister still has not explained to us why the Government are dragging their feet. It was widely expected that this Bill would be in the Queen’s Speech and we have been told that the draft legislation is going to be available before long, so why not just get on with it and bring the legislation forward?
Again, I remind the right hon. Gentleman that his party did nothing about this when in government. We will take one lesson from his Government: rushing forward with ill-considered legislation that then is not brought into force or which goes wrong when it is introduced and then has to be revisited is not a good way of legislating. We have published a number of Bills in draft so far, in the first Session of this Parliament, including the one dealing with electoral registration. That is a good way of legislating and it is generally supported across this House. It is better to get it right and do it well, rather than rush it and make a bodge of it.
T10. Given the slow progress with the related legislation, will the Deputy Prime Minister tell us what share of the lobbying market is accounted for by companies that did not register with the UK Public Affairs Council? What will the penalty be for those companies that do not co-operate with the Government’s proposed statutory register?
I am afraid that I cannot give the right hon. Gentleman the statistic he asks for, but I will look into it and see whether I can provide it later. On his second point, we are consulting right now on that exact issue of penalties and sanctions.
