Commons ChamberMy hon. Friend the Member for Lichfield (Michael Fabricant) is exactly right. Time and again when we visit Jobcentre Pluses—I would recommend that people do so—we hear heartwarming, encouraging and inspiring stories of people who have got themselves out of poverty by working and being educated and trying hard. Our entire objective is to give them the tools and assistance to do so.
On average, more than 1,000 people have been employed every day since 2010. There are 816,000 vacancies—a rise of 10,000 since the last quarter and 56,000 since a year ago.
I thank my right hon. Friend for her excellent and informative answer. However, to make sure that the vacancies get filled, we need to link up jobseekers with those vacancies. What action is she taking to ensure that people know what opportunities are out there for them?
My hon. Friend is correct. This Government have brought forward new schemes like work experience, sector-based work academies and support for childcare to enable people who are job-seeking to go for those jobs. Universal credit, which is an in-work and out-of-work benefit, is giving that extra support. Let me just say this: BT Openreach, 3,500 new jobs across the country; UPS, 1,000 jobs in the east midlands; Siemens, 700 skilled jobs in Yorkshire; and Toyota, 3,000 jobs in Derby and Wales. That is what this Government are doing in supporting those people into those jobs.

Commons ChamberYes, I can confirm that work coaches and those who perform the interviews at jobcentres make people aware that they can access 100% advances, which are of course interest free, as I said. The other aspect that is available is personal budgeting support, which individuals who need it can also receive.
Since 2010, 1,272 new jobs have been created in South Basildon and East Thurrock—an increase due in no small part to my hon. Friend’s efforts. He will be aware that older worker employment levels are at a record high. In his region, 850,000 50 to 64-year-olds are in employment—an increase of over 120,000 people since 2010—and 120,000 people aged 65 and over are in employment. Again, that is another increase of 45,000 since 2010.
Does my hon. Friend agree that encouraging businesses to be flexible in how they employ older workers is one way to bridge the skills gap and keep older workers in the employment market for longer, sharing their experience and knowledge?
My hon. Friend is correct. The fuller working lives strategy, launched by the Department last year, is there specifically to support over-50s into employment and provide them with the skills and retraining that they need, and which businesses specifically value. There are a number of exemplar businesses. He will also be aware that individual people have created over 26,000 new businesses since 2011—that is for the over-50s.

Commons ChamberWhat is critical is that we get the solution right, which is why we are bringing forward the consultation and why we deferred the local housing allowance cap for supported housing until 2019-20.
We have a well-established regime of checks and balances in place, for example the Pension Protection Fund and the Pensions Regulator. The Government keep this framework for pensions under constant review, and amend it when evidence demonstrates that such change is needed.
As I have stated previously, one of the welcome provisions in the Pensions Act 2014 was the raising of the Pension Protection Fund cap. Will my hon. Friend update the House on when that clause might be implemented, because two years on it has still not been put in place and pensioners in my constituency are suffering the consequences?
Let me first acknowledge the work that my hon. Friend has done to ensure that the long service cap was established. Pensions legislation is, as he knows, a very complex and technical area, and it is important that the secondary legislation for the cap operates as it was intended in all circumstances. This process can take time. However, I can assure him that this has been a priority for me from my first day in office. As I recently announced, I intend the long service cap for the PPF to come into force in April 2017.

Commons ChamberI pay tribute to the hon. Lady for taking the time to introduce those truly inspirational young ambassadors. They were brilliant in the meeting, and I look forward to them actively engaging with our access to work team to help to improve that service. It was a real pleasure.
One of the welcome provisions of the Pensions Act 2014 was the lifting of the Pension Protection Fund cap; yet, nearly two years on, this clause is still to be implemented. Will the Secretary of State agree to meet me and a cross-party delegation to discuss how we might move the issue forward and bring security in retirement to those who have found their pensions seriously curtailed through no fault of their own?
I am very happy to meet my hon. Friend and any others he wants to bring with him. This Government have a proud record on reforming pensions. The single tier will mean that pension incomes improve dramatically, particularly for those who have broken care. We also have auto-enrolment, which is massively increasing savings among those who have never saved before. Finally, the freedom to take an annuity or not, as and when a pension comes due, is enormous. I am very happy to make sure that reform programme continues, and I will happily meet my hon. Friend.

Commons ChamberOver the past year, sanctions fell by 40%. Jobseekers are only asked to meet reasonable requirements, taking into account their circumstances and capability, including mental health conditions, disability and caring responsibilities. Sanctions are not imposed if a jobseeker has good reason for failing to meet those requirements. Also, jobseekers can always ask for decisions to be reconsidered by an independent panel.
15. What estimate he has made of the number of people who have been in full-time employment in the last 12 months.
Full-time employment has risen by more than 350,000 over the last year, accounting for 99% of the rise in total employment. The number of people in full-time work is at a record high, and is up over 1.5 million since 2010.
I am sure the whole House welcomes this Government’s success in creating more full-time jobs. I hope it will also welcome the fact that wages are now rising by 2.8%, on average, which shows that not only are more people in work, but they are being rewarded better than ever.
My hon. Friend is right: nearly 2 million more people take home a pay packet that is increasing, up 2.8% on the year, and for the last nine consecutive months, the increase in pay has outstripped inflation. Even better, my right hon. Friend the Chancellor has announced a huge rise in take-home pay through the national living wage, and we should all welcome that.
I did not quite hear the hon. Gentleman’s question, but I think he was alluding to ESA. Ten days ago, my right hon. Friend the Secretary of State gave a speech that basically outlined that we will continue to support those on ESA with the right interventions to help them get back to work.
As the Minister will be aware, the previous Government agreed to lift the Pension Protection Fund cap imposed on long-serving employees’ pensions when a pension fund collapses. Will he tell the House when he will bring forward the appropriate legislation to make that happen?
I am grateful to my hon. Friend for his question. He will appreciate that I am not prepared to make an announcement about that at the moment. When I do make an announcement, he will be the first to know.

Commons ChamberWe are clear that we will protect the disabled and vulnerable. Let us remember that under the PIP system 22% of claimants will end up getting the highest rate of support, which is higher than the 16% under the DLA. We are doing more to help the most vulnerable in society.
6. What support his Department is providing to young people seeking apprenticeships and employment.
Apprenticeships give young people the chance to reach their potential, giving them the skills and training required to achieve a successful career. The Government have funded training elements of apprenticeships in England, and between 2009-10 and 2013-14 there has been a 40% increase in the number of young people starting one.
Does my right hon. Friend agree that the Conservative commitment to create an additional 3 million apprenticeships over this Parliament will give young people the skills they need to get on in life? Will she tell the House what she is doing to work with both the Department for Work and Pensions and the Department for Business, Innovation and Skills to ensure that the quality of those new apprenticeships is top notch and improving all the time?
Let me start by commending my hon. Friend and fellow Essex MP for his work in this area, particularly with his local employers, many of whom I have met and know. He is of course right to say that our commitment to create 3 million apprenticeships will give young people the vital skills to reach their full potential. We are already working with the Department for Business, Innovation and Skills and employers as part of our apprenticeship reforms to ensure that Britain’s young people get a quality apprenticeship that will help them to reach their full potential.

Commons ChamberI read the article in The Sunday Times about an episode of “Dispatches” that is being filmed in contact centres. Contact centres do not handle emergency hardship payments, as those are dealt with by Jobcentre Plus. Jobcentre Plus staff are fully trained and no one is sanctioned without being told about hardship payments. Awareness about benefit advances is being raised at the moment, and new posters and leaflets will be coming out in March once claimants have passed on their opinions and worked with the Department to get them right.

Work coaches offer all claimants tailored support from day one of their claim. Claimants in need of experience are guided towards work experience or sector-based work academies, and those who require more focused training are supported through traineeships and apprenticeships.
One barrier to young people seeking employment is that they do not necessarily have the correct skills required to take up the opportunities on offer. Will my right hon. Friend work with colleagues in the Department for Education and across the Jobcentre Plus network to ensure that local schools and colleges are aware of the skills that local employers need?
My hon. Friend is right and we must make sure that young people are properly equipped for the world of work. I know of an ex-business man who ran a family business in printing. He knew who came through his door, which included young people who he wanted to give a job to, but they needed what people call “soft skills” and I like to call “core skills” for employability. We are working with the Department for Education on a new careers and enterprise company, and through the Inspiring The Future initiative young people are meeting business people to get a feel for what business and employment is all about, and we must support them as best we can. As my hon. Friend will know, we have increased work experience considerably and introduced sector-based work academies to that end.

Commons ChamberI do not agree at all with the way the hon. Lady has set that out. Right at the beginning of my answer I said that I was seized of the delays to PIP, and we have made a lot of progress in dealing with them. She refers to today’s judgment on the independent living fund. She will know, of course, that that has nothing to do with saving money; it is about making sure that people are using the care and support system, which will be further improved by the Care Act 2014 in the new year. The judge was very clear and gave a very clear decision today about the proper, robust decision making in the Department. The ILF is working closely with local authorities to make sure that the transition from ILF to local authority support is as seamless as possible.
6. What comparative assessment he has made of unemployment rates in the UK and other European countries.
The UK’s unemployment rate of 6% is now the fifth lowest in the European Union. In France, Italy, Spain and across the euro area all unemployment rates remain in double figures. In the past year alone, the UK has seen a larger fall in its overall unemployment rate and its youth unemployment rate than Germany, France, Italy and all the major G7 countries.
Youth unemployment in my constituency of South Basildon and East Thurrock is down by 42%. Does my right hon. Friend agree that this jobs revolution would not have happened if we had pursued the policies across the channel, which were supported by the Leader of the Opposition?
I am happy to do so. I have said before that that is not acceptable; I made it clear during my first time at the Dispatch Box. I am happy to say that the Government should have made sure that we did not make that mistake. People should not have had to wait that long. I am making sure that we are doing something about it, as has the Secretary of State, so that people will not have to wait for such a long time in the future.
My daughter is on a zero-hours contract as a care assistant, which suits both her and her employer as it allows her to choose when to work and when to study. Does my right hon. Friend agree that as long as there is no exclusivity clause, such flexibility in employment is helpful?
Yes. My hon. Friend is right. Some 2% of people in work are on zero-hours contracts and the vast majority of them choose to do it because it suits them. Many of them have caring responsibilities and cannot commit to a full period of work, and some of those are in very professional jobs. It has been a success.

Commons ChamberMy right hon. Friend has a strong track record on long-term care and making it affordable—he and our right hon. Friend the Minister of State, Department of Health, have introduced legislation on that. On the guidance guarantee, I have to be slightly wary of trying to jemmy in large numbers of different topics, but it is clear, as my right hon. Friend says, that retirees need to think about financial liabilities later in retirement. The guidance conversation offers an opportunity to start that process and to signpost people to places where they can find further information.
8. What steps he is taking to limit the availability of benefits to migrants from other EU member states.
Since January, EU jobseekers have not been able to claim jobseeker’s allowance until they have been in the country for at least three months and can then claim for only a maximum of six months. Shortly, we will further limit the claim time from six months to three months. In addition, EU jobseekers cannot now claim housing benefit.
Will my right hon. Friend join me in welcoming the recent fall in non-UK nationals claiming working-age benefits, and will he do all he can to ensure that that trend continues?
My hon. Friend raises an interesting point. Overall the total number of national insurance number registrations to adult overseas nationals is down by more than 7,000 on the year, or 1%. NINo registrations from outside the EU are down by 30,000 on the year, or 17%, and outside the EU annual registrations to all world areas have fallen to the lowest level since records began in 2002.

The benefit cap is working. The latest statistics show that 39% of those who are no longer subject to the cap have since moved into work. We will evaluate the policy thoroughly, and expect to publish the findings in the autumn.
The introduction of the benefit cap meant that, for the first time ever, people who were out of work could not end up with more than the average earnings of people who work hard and try to make their way in the world. That was the first stage of the process. Obviously, as with all our policies, we continue to look at it, but I currently have no plans to change the existing levels.
Given that Members in all parts of the House have now supported a cap on benefit spending, will my right hon. Friend tell us whether he has received any representations on how it is possible to promise to repeal some welfare reforms such as the benefit cap while at the same time avoiding a breach of the overall cap?
Interestingly, the Opposition voted against the imposition of the benefit cap, which they subsequently claimed to support. Last week they did a U-turn and voted for the welfare cap, which is the overall setting of the level of welfare. They plan to get rid of the spare room subsidy, but they have not told us where they will find the money. So here we go again: it will mean more money in taxes, more money in spending, more money in borrowing, and a bust economy once more.
