Commons ChamberIt is very clear that the confidence and supply agreement does not incur Barnett consequentials and is separate. In that respect, it is rather like the city deals. I gently point out to Scottish National party Members that Scotland has done extremely well out of the city deals—it has had something like £1.25 billion. It is all very well them gesturing that away, as if it is nothing at all, but this is real money going into important investments in local economies across Scotland, as it is in Northern Ireland as well.
I have had discussions with the five main parties in Northern Ireland since the local elections, and they have all reaffirmed their commitment to restoring a power-sharing Executive and other political institutions set out in the Belfast agreement.
As someone who is half Northern Irish—in fact, proudly half Northern Irish—I am well aware of the profound sectarian issues that have scarred the nation for many hundreds of years. Consequently, I was delighted to see that the party that did best at the local elections, with the highest increase, was the non-sectarian Alliance party. Would the Secretary of State share with me the joy at seeing that tremendous non-sectarian result?
The message I took from the local elections is that what people on the doorstep want is restored devolved government as soon as possible and that is what I am working to deliver.

Commons ChamberFirst, let me say to my hon. Friend that I congratulate Gunner Lopresti on, and commend him for, the service he is giving to our country. We have been clear, in looking at the issue of Northern Ireland and the legacy there, that the current system is not working well for anyone. On that specific matter, we recognise that about 3,500 people were killed in the troubles, the vast majority of whom were murdered by terrorists. Many of those cases do require further investigation, including those relating to the deaths of hundreds of members of the security forces. That system does need to change, to provide better outcomes for victims and survivors of the troubles. But we are working on proposals across government to take those proposals forward and of course we are looking constantly to make sure that we can give maximum confidence to our brave servicemen and women, who, day in, day out put their lives on the line for us.
The hon. Gentleman is absolutely right to say that the nature of crime is changing—or we are seeing new types of crime being introduced. The police need to have the ability and resources to deal with those, and the understanding of how best to do so. I do not think we need a royal commission to do that; one of the things I did as Home Secretary was to set up the College of Policing, and one of the points of that college is to ensure that it is identifying new types of crime and identifying how best to deal with all types of crime, so that we have the confidence that our police are using the best tools available to them.

Commons ChamberWell, there are Members of the House—I am one, and the right hon. and learned Member for Rushcliffe (Mr Clarke) is another—who have experience of dealing with the United States through negotiations on the Transatlantic Trade and Investment Partnership. Several things were very clear. First, although the United States is important, it is considerably less important than the European Union in terms of our trade—it is about 18% versus 43% of our exports. There are undoubtedly some benefits to be obtained through a completely free trading arrangement with the United States; for example, there are few high-tariff points. However, by far the largest obstacle is public procurement, which is decided in the United States at state level, not federal level. The potential benefits of opening the US market are actually very limited.
The key point is that the United States made it very clear then and is now making it even clearer that it is only interested in entering into a bilateral trade agreement if it opens the market to American agriculture. That is not compatible with the Government’s commitment to maintain the regulatory rulebook on food safety and agricultural products. It is to the Government’s credit that they have agreed to do that, but it almost certainly makes it impossible to reach a trade agreement. Indeed, Wilbur Ross, the Trump Administration appointee, has made it clear that the United States will not enter into serious negotiations if freer agriculture for foodstuffs through regulation is not permitted.
On that basis, is not one of the challenges that the severe Brexiteers never mention the fact that the Americans use a great deal of chlorine in the preservation of food, and unless we have a proper regulatory framework, as we do currently, there is a real danger that those kinds of foodstuffs will come into the United Kingdom?
Yes. There is a whole series of well-known instances relating to beef hormones, genetically modified foods and chlorinated chickens. I do not know how well based the arguments are scientifically, but clearly that will demand a repudiation of those European standards. The Government’s stance—again, this is a positive—makes it clear that concessions cannot now be given on those items and that it will be impossible to reach a trade agreement with the Trump Administration in practice, if not in theory.
The negatives are even clearer than the positives. One of them is the sheer workability of the arrangements. The right hon. Member for Haltemprice and Howden has said quite categorically that the arrangements he has been involved in designing for months are simply unworkable, and it is very clear why that is the case. If we have a differential tariff system, it is very cumbersome to enforce. There is an obvious temptation to smuggle. A company producing within the European Union but not in the UK will import through the UK at a lower tariff, and it would be necessary to have a sophisticated tracking system to identify where the product has gone. In complex supply chains with hundreds of widgets flying backwards and forwards, it is impossible to see how that could be done in practice. The right hon. Member for Haltemprice and Howden was well aware of that, and the European Commission is well aware of it, which is why it almost certainly will not pass to the next stage.

The hon. Gentleman raises a very important point. I can reassure his constituents, as I have done repeatedly at the Dispatch Box today, that yesterday’s announcement was in line with expectations. Capita is not in a similar position to Carillion. I can also reassure them that, as a result of the rights issue yesterday, a further £21 million has been paid down into the pension fund, meaning that their pensions are more secure as a result of the announcement on Monday.
The Minister has spoken several times in glowing terms about the importance of the SME sector. One of the issues that came out of Carillion’s collapse was the deplorable reality that it often did not pay its SMEs their subs for 120 days, and sometimes more. That is the way to destroy the SME sector. Given that this is taxpayers’ money, will he give me a guarantee that that is not happening at Capita and that people are getting paid within a fair and reasonable time?
The hon. Gentleman is right to raise the issue of prompt payment, and I know that various Select Committees are looking into the Carillion case. My right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy is sitting next to me, and the Chancellor announced in the spring statement a call for evidence on the prompt payment code, which governs such payments. The Government pay about 96% of our contractors within 30 days. As I said, I have written, post Carillion, to all our strategic suppliers to re-emphasise the importance of adhering to the code. We are consulting on how to exclude suppliers if they do not do so.

Commons ChamberYes, the Government did due diligence within the rules that I described earlier, and of course all the companies that signed up to those joint ventures knew that they were taking on that other potential risk, as well as the share to which they had definitely committed themselves.
How many profit warnings does a major company have to issue before this Government decide that they will probably not award it major and significant contracts—more than three, perhaps?
A large number of companies issue profit warnings from time to time. If all potential contracting parties with such a company were suddenly to pull out and say it should have no more business in any circumstances, that would be guaranteed to block any chance of the company solving its problems. The Government’s position is as I have described it: we operated at all times within the rules of public procurement as laid out in regulation and in law, but once Carillion had made the profit warnings, we took steps to ensure that greater degrees of protection were built into the small number of specific contracts that were awarded after July last year.

Commons ChamberOrder. I say to the hon. Member for Glasgow South (Stewart Malcolm McDonald), who persists in gesticulating in an extremely eccentric manner, that he seems a little discombobulated from the world he inhabits, which is a very unhappy state of affairs that cannot long continue.
Q15. The Southern rail dispute is causing real damage to the economy of Eastbourne and the south-east. My constituents have had a dreadful time, with a shocking service provided—or not provided—over the past 18 months. This simply cannot go on. Will the Prime Minister enlighten me, my constituents and the House as to why the Department for Transport and the rail operator will not meet the unions at the same time and in the same room together to negotiate a deal?
I recognise the problems that have been experienced by Southern rail passengers—the matter has been raised by a number of colleagues in the House, including my hon. Friend the Member for Lewes (Maria Caulfield), who raised it last week. I am very disappointed that ASLEF and the RMT have called more industrial action, which is completely unnecessary; all that it will do is cause more disruption and frustration for passengers. The recent independent Gibb report said that the main cause of widespread disruption on Southern rail has been union action, so I urge the unions to call off the strikes, work with the operator and deliver the services that passengers need.

Commons ChamberPeople considering how to cast their votes should pay particular attention to the work that their elected representatives do here. That increasingly appears to be the case and, given the current circumstances, I would have thought that it applied to Sinn Fein more than any.
While I wholly support the cross-party consensus on transparency in political funding in Northern Ireland, I would like a commitment from the Government that they will continually reassess the position. Until we have full transparency, Northern Ireland will not be wholly free.
We are all working towards complete normality in Northern Ireland. The assessment at the moment is that we are not there yet, and for security reasons we have to ensure that donors have anonymity. My hon. Friend must accept that, but it is an issue that needs to be kept under constant review. At some point—sooner rather than later, I hope—we will be able to normalise that aspect of election law across the United Kingdom.
Last weekend, I had the pleasure of visiting Motcombe primary school in my constituency. It has fought tooth and nail to introduce free school meals, and has been very successful. Will the Deputy Prime Minister take this opportunity to congratulate Motcombe and all the primary schools in my constituency and across England which have done such a fantastic job delivering on his policy?
Of course I congratulate everybody at Motcombe primary school and all the primary schools across the country which, despite all the scepticism and cynicism, have delivered healthy free school meals at lunchtime to 1.5 million more children. The educational and health benefits are considerable, and I am delighted that we are now doing this across the country.

Commons ChamberWhat is changed is that we have seen a massive increase in onshore wind generation in our country. We will achieve, through what is in the planning system and under construction, the provision of approaching 10% of our electricity demand through onshore wind. The question is then whether it is right to continue to overrule local planners and local people and whether it continues to be right to put taxpayers’ money in after we have built out that onshore wind provision. I do not believe that it is, and the Conservative manifesto will make that very clear for local communities. Other parties will have to make their own choices.
In the past few weeks in Eastbourne, over £160 million of private investment has been announced; we have had 3,000 new apprentices since the general election and unemployment is almost 20% down on this time last year. In short, in Eastbourne we are coming through tremendously successfully from the difficult economic downturn. Does the Prime Minister agree that where Eastbourne goes, the UK follows?
I am glad to hear that Eastbourne is leading the way, particularly on apprentices; 1.6 million apprentices have started under this Government. Our target is 2 million. We want to see a particular expansion of the higher-level apprenticeship schemes, but it is a major part of delivering our long-term economic plan.

Commons ChamberWe are very keen that all children should know of the sacrifice of our forefathers 100 years ago. Education and education policy are devolved, but the right hon. Member for Lagan Valley (Mr Donaldson) is leading on commemoration and is doing an extremely good job. The hon. Gentleman mentions VCs. The first Victoria Cross awarded to a British soldier in the first world war was won by Maurice Dease at the battle of Mons. It was posthumous and he was a Catholic Irishman from Coole in County Westmeath.
Many nationalists from the south served and died in the first world war. My grandfather was from Mayo, and he fought on the Somme. Will the Minister be able to send me precise details of the events taking place in the south to commemorate 1914?
There is a programme of events and, as I have said, the right hon. Member for Lagan Valley is leading on this in Northern Ireland. A ceremony is planned for 4 August in Dublin—probably in St Patrick’s cathedral—which will be followed that evening by a ceremony in St Anne’s cathedral in Belfast. I will send the hon. Gentleman further details.

Commons ChamberWhat I find so curious is that the hon. Gentleman’s party now seems to be attacking our student loans repayment system for being too generous. It is more generous in many respects than the one over which Labour presided. Under Labour, graduates had to pay back the moment they earned £15,000; under our system, they do not have to pay anything back at £16,000, £17,000, £18,000, £19,000 or £20,000, but only at £21,000. The figures he refers to are predictions, which will of course vary wildly from one estimate to the next, about what graduates will earn not next decade, not the decade after that and not the decade after that, but in 35 years. Surely he should focus on the success of more young people from disadvantaged backgrounds going to university, rather than trying to make political mischief about what may or may not happen in 35 years’ time.
After the general election, I had the privilege to be the first MP to introduce 100 apprentices in 100 days for Eastbourne, which was a huge success. Since then, more than 3,000 new apprentices have started in Eastbourne, which is more than in the previous seven years put together. However, I have a real concern. A lot of the apprenticeships have come through on a level 2 pathway, which is crucial for people who are less academic, and I am concerned that the Labour party appears to be pulling that rug out from under them. What does the Deputy Prime Minister have to say about that?
