The right hon. Gentleman makes a good point about remedy. There is not an arbitration process as part of the joint declaration, but it is none the less a document that is very publicly on the record after two leading members of the international community signed it freely some 35 years ago. On a direct legal remedy, I am afraid that I cannot provide the assurance that he might ideally be looking for. In 2016—he has alluded to this—we called out a breach of the joint declaration following the involuntary removal of the Causeway booksellers from Hong Kong to the mainland. This was, to date, the first and only time that we have called out a direct breach of the joint declaration. As he says, the issue of remedy is a complicated matter. However, at a time when China wishes to be trusted and to play a much broader role economically, militarily and diplomatically in the international community, I very much hope that the sense in which it is directly breaching aspects of a joint declaration made some 35 years ago will make it think twice.
Was the Minister struck, as I was, not just by the sheer size of the demonstrations in Hong Kong but by the incredibly peaceful and responsible way in which people protested, which makes the response of the Hong Kong authorities all the more shocking? Does he agree that the right to peacefully protest is one of those essential, cherished democratic freedoms that we believe in and that we believe should be in place for the people of Hong Kong?
I very much agree with everything that my right hon. Friend says.

I thank the hon. Lady for her comments, although I think some of them are a little unkind to officials, Ministers and also more particularly our excellent consul general, Andy Heyn, who has been out in Hong Kong, as we have recognised that this issue has been emerging for quite some time. As I mentioned in my earlier comments, it is also fair to say that we have consistently, certainly in my two years as a Minister, at every six-monthly report expressed ongoing concerns about the deterioration, as we have seen it, in political and civil rights.
It is probably fair to say that these proposals—the proposed extradition law—did not originate at China’s instigation, but there is no doubt that the Hong Kong Government are now under distinct pressure from Beijing. We believe that some opportunities to climb down have been missed, but even the huge public display of defiance yesterday—as I have said, up until the last few moments it was very peaceable—combined with concerted opposition from the international business and legal communities has not been able to turn the tide.
I say to the hon. Lady that of course we will do all we can. Andy Heyn is I believe in London this week, but his very able assistant Esther Blythe is back in Hong Kong, and we will do all we can to make further urgent representations to the Hong Kong Government.
This issue has highlighted that it is not the Chief Executive and not even the Legislative Council that can provide an effective check to external influence in Hong Kong; it is the presence and continuation of an independent judicial system. Obviously, again as the hon. Lady rightly alluded to, it now looks as though we are heading towards a potential pitting of the Hong Kong judicial system squarely against that of Beijing.
I agree with the Minister: the United Kingdom has a serious and special obligation to defend civil liberties in Hong Kong. One of the leaders of the Hong Kong pro-democracy movement said in a note last week that these new extradition amendments and this Bill will, if passed,
“have destructive effects on our civil liberties as well as on our economy.”
Does the Minister agree with that assessment, and does he feel we are discharging our obligation to defend civil liberties in Hong Kong as fully as we can at the present time?
I thank my right hon. Friend for his question and I broadly agree with what has been said. I hope that the work of democracy and diplomacy will ensure that we are able to do our best not only to push back but to advise and express our deep concerns. We have only to look at the recent six-monthly reports to recognise the increasing buzz of concern on our side and indeed from many in Hong Kong in relation to this matter. In particular, the extradition treaty has engaged many in the business community, many of whom have felt broadly positive over the past 22 years. One of the messages we put to our counterparts in Beijing is that a strong Hong Kong is required for their own plans, whether on the belt and road or other economic initiatives, to be fully successful. Hong Kong’s unique legal system provides an opportunity for substantial capital markets. The great success of Hong Kong therefore relies on its high degree of autonomy being maintained.

Hezbollah is arguably the most successful export to come out of revolutionary Iran. Does the Minister share my serious concern that we are talking not just about Hezbollah but about the presence of the Revolutionary Guard of Iran in Syria today? Does he share my serious concerns about the new threat this poses on the northern borders of Israel?

Commons ChamberThe hon. Lady is absolutely right. Let me also commend her for the work that she has done in championing the rights of Rohingya Muslims in Burma; I think that my first contact with her when I became Foreign Secretary was in that connection.
It is important to understand that it is an easy first step to target and attack someone because of their religion, and that in very poor countries where many people have not had a proper education it is easy to whip up feelings in a way that can be lethal.
I thank my right hon. Friend and the shadow Foreign Secretary for what they have said this afternoon. The freedom to practise a faith—in the community or alone, in public or in private—or to change one’s religion, or follow none at all, goes to the heart of what freedom means. Does my right hon. Friend agree that freedom of religion is not an optional extra but goes to the heart of our freedom values, and will he confirm that he will continue the excellent work that he has begun in his Department, which has made that a central focus?
My right hon. Friend is absolutely right. Freedom of religious belief is just a form of freedom of belief. The fact is that states which try to control what people believe will try to affect their human rights in many other ways as well. One of the points made by the Archbishop of Canterbury is that the countries that have the biggest problems when it comes to freedom of religious belief tend to have the biggest human rights problems generally. That is a kind of litmus test of the freedom that people have in different countries, which is why it is such an important issue.

Commons ChamberI congratulate the hon. Lady on securing the first question on the Order Paper, because this is a worsening crisis. The UK has been strongly engaged with our international partners to find a way forward. Of course, the UK respects the territorial integrity of Cameroon, but we also believe that, where there are calls for more autonomy in the south-west and north-west, the Government of Cameroon need to engage in an inclusive political dialogue, because the violence from both sides is creating a serious situation for civilians on the ground.
In her discussions with her US counterparts about the worrying situation in Cameroon, has the Minister asked them about suggestions made that resources they have given to help the Cameroonian Government in the fight against terror and Boko Haram are being diverted, misused and used in attacks on some of the communities in Cameroon?

Commons ChamberThe UN has already declared that missiles of Iranian origin have been fired from Houthi-controlled areas in Yemen towards Saudi Arabia, sometimes with lethal effect. Of course, it is essential to get the conflict in Yemen to an end to prevent that sort of threat, to prevent it being used as a base for the testing of weapons and to bring some comfort and humanitarian relief to people in Yemen.
Is it not the case that neither the carrot of the nuclear deal nor the stick of sanctions and other policy measures has so far encouraged Iran to be a responsible member of the international community? What more does the Minister think can be done to persuade Iran to desist from supporting terror, insurgency and pursuing its ballistics programme?
My right hon. Friend is right, and of course the short answer is that we keep on going, because the consequences of a confrontation leading to a conflict in the middle east involving Iran and others would be catastrophic. We will continue with our efforts. We have sanctions against elements in Iran. There are the economic sanctions employed by the United States and others, but we have to keep looking for a way in which we end the risk of a serious confrontation in the middle east. It is not to be encouraged by harsh rhetoric on either side, and I think that the United Kingdom’s diplomatic efforts to try to bring some resolution in the area are the best thing that we can do.

Commons ChamberWe sought to increase our funding, as I mentioned to the hon. Lady, but we also talk to other donors. It is impossible for the United Kingdom to fill the gap created, but the point she makes is extremely pertinent: if the education of those in Gaza and children of Palestinian refugees stops, I wonder what organisation in the region would like to take over the education of impressionable youngsters.
Ongoing humanitarian support for Palestinians is vital but, given the track record of Hamas in seeking to abuse and exploit UNRWA, what assurances will the Minister give about protecting the independence and integrity of UNRWA and ensuring that taxpayers’ money is used to good effect?
I hear my right hon. Friend, but it is really important for the House to be clear that UNRWA is an independent organisation run by the UN. Of course practical pressures are caused in Gaza, because Gaza is run by Hamas, but it is wrong to suggest that UNRWA is in hock to anyone else but those who contribute as donors. It does vital work—health, education and services—and it is essential that that continues, because if UNRWA does not do it—I ask the House—who would step in to provide support, where would the finances come from and what would be done with them?

Commons ChamberFirst, I have already done so. Secondly, although it is of course a matter for Israeli authorities to make those decisions, the value of the visits of the hon. Lady and her team cannot be overestimated. Thirdly, we are all in her debt for the work that she does to support those suffering conditions in Gaza.
The Save a Child’s Heart programme at the cardiology department of the Wolfson Medical Centre in Israel has now seen or treated around 6,000 Palestinian children. Does my right hon. Friend agree that these kind of projects—which bring together Palestinian and Jewish medics, and bring Israelis into contact with Palestinian families—are incredibly powerful and uplifting? Will he look at what more we can do to support such projects?
It is an often understated fact of the complex relationship between Israel and its neighbours that there is cross-border work, and that medical treatment takes place in Israel for those from both the west bank and Gaza—some of it is very high level and done in the most important circumstances. Save a Child’s Heart is not directly supported by the United Kingdom, but we certainly support all efforts to make sure there is even more contact between the Palestinians and the Israeli authorities, particularly in healthcare matters.

Commons ChamberI am pleased to announce to the hon. Gentleman and to the House that today we have taken the decision to increase funding to UNRWA by a further £7 million. I spoke just a couple of hours ago to Commissioner-General Pierre Krähenbühl to express our support for UNRWA. We understand the concerns of the United States, but we do not believe that the way it has gone about this is correct. We will continue to support the most vulnerable people, because that also forms a vital part of a just solution to the issues between the Palestinians and Israel.
Does my right hon. Friend agree that the single most important thing for both unlocking the peace process and bringing relief to the desperate lives of Palestinians in Gaza is for Hamas to renounce violence and terror, and turn its back on those ways?
Yes. Hamas’s resistance to meeting the Quartet principles and to renouncing violence, by contrast to the Palestinian Authority, who have done that for many years, is indeed a stumbling block. Talks, brokered by Egypt, are taking place in the region, as we are well aware. Who knows what will come out of those talks, but if there is to be any progress in the future, Hamas’s position on Israel has to change.

I thank the right hon. Lady for what she has said. I agree with many of her remarks. The danger that she identifies of a two-state solution slipping away has, of course, been potentially real for some time. Individual actions such as this are doubly difficult to understand and accept at a time when we have all been anticipating a development that would be workable and allow us to move forward.
No one quite knows what the boundaries of a future state might be, but we all have a sense of what the parameters would be. That is why the concerns about the E1 area outside Jerusalem have been so important and have perhaps led to some restraint over the years. But if that is to go, what is left and what is next? So that is what we need to do. As I said a moment ago, we are currently in conversation with like-minded European partners about what the response should be and there are a number of options, but the best thing we should be thinking through is what option preserves the important chances there still are for a two-state solution, which has been so long sought for and is still in the mind of the UK the only viable possibility of providing both justice for the Palestinians in some measure and security for the state of Israel. If there is a different answer, I, in 30 years, have not heard it.
Many of us on both sides of this House who call ourselves friends of Israel rightly hail that nation as a bastion of liberal values in a troubled region, so does my right hon. Friend agree that it is right that we ask the Israeli Government to abide by the very highest standards that they set for themselves, and will he underline again the point he has just made: the real solution to all this, yet again, is to keep pushing for the peace process to be resurrected and following that path forward?
My right hon. Friend has been, and is, a good friend of the state of Israel, as many of us have been over many years, and I can sense the pain behind his question. We do indeed rightly hold a democracy to high standards and will continue to do so.
