I am grateful to my hon. Friend for welcoming the money that will go to her local authority. We will make it clear in the guidance, which I hope will be welcome to you as well, Mr Speaker, that local authorities should very much involve their Members of Parliament in discussing those priorities. I hope that every Member in the north and the midlands where local authorises are getting those funds will take advantage of that.

On my hon. Friend’s specific point about accessibility and our Access for All programme, as she knows, a number of bids were made and they are currently being scrutinised. I hope that, in the near future, we will be able to set out which ones will be funded. I urge her to wait for that announcement. I wish her good luck. Obviously, I cannot prejudge that process, but I hope that she is successful.

Will the Secretary of State explain why train fares have risen almost twice as fast as wages since 2010?

The hon. Lady will know that over the last two years the Government have made significant interventions to keep rail fares rising no faster than the rise in people’s wages. She also knows that we have to balance the farebox against the taxpayer. She will know that, because of the pandemic, the taxpayer has put in £31 billion over a couple of years to protect the rail industry. Passenger figures have not yet recovered to their numbers beforehand. That is why it is important that, as soon as we can, we get rail companies on contracts that incentivise them to drive up the number of passengers using the service, which is how we will reduce the call on the taxpayer and enable fares to be kept competitive.

Obviously, we do not comment on documents that may or may not have been leaked. What I can say is that the HS2 train design has always had capacity for 500 seats; if the trains had doubled up to 400 metres in length, the capacity would, of course, be 1,000 seats. The Network North document committed half a billion pounds to look at unlocking further capacity. Let us be quite clear that the 140 miles of HS2 being built to Birmingham will reduce the journey times not only to Birmingham, but to Manchester by another 27 minutes, and to Liverpool by 26 minutes. As far as the tilting is concerned, as the Department made clear to the Public Accounts Committee, we are looking at where those speeds can still be achieved on the west coast main line without the need to tilt.

The Department for Transport issues guidance to licensing authorities in England to help them regulate the sector, including the statutory taxi and private hire vehicle standards and the best practice guidance, updated in November 2023. Last year the Government enacted legislation requiring licensing authorities in England to use a national database to share information, in order to prevent drivers who have lost their licence from applying to other authorities that would not know about their previous wrongdoing.

Local taxi drivers in Barnsley are having their prices undermined by cross-border taxi drivers who do not have to abide by the same regulatory measures. Local councils have no jurisdiction over out-of-borough hires, and concerns have been raised about differences in the training and safety precautions required. The Labour party has committed to action. When will the Government do the same?

There is already a database and already a duty on local authorities to share information. Licences can be taken away in the particular circumstances the hon. Lady identifies.

The UK Government recognise the importance of Ynys Môn to the UK economy. Decisions about the Menai crossings are the responsibility of the Welsh Government. That emphasises the damage, both to the Welsh economy and the UK economy, being done by Labour’s decision to ban all new road building, which I very much hope it will revisit.

Petrol prices in Barnsley are significantly higher than in neighbouring areas. Indeed, it is often cheaper to buy petrol in central London than it is in Barnsley. I do not think that motorists in Barnsley should have to pay a petrol price premium. Does the Secretary of State intend to include in the King’s Speech legislation on a fuel watchdog to help motorists in Barnsley?

I hope that the hon. Lady will have noted the announcement that we made earlier this year about PumpWatch, as well as the work that the Government have done to ensure that the Competition and Markets Authority looks carefully at the way in which the fuel market operates, to ensure that it does so in the interest of consumers, as we all want.

I would be pleased to meet my hon. Friend and all right hon. and hon. Friends. The Department has been working with Transport for the North, Lancashire County Council and the Skipton East Lancashire Rail Action Partnership campaign group to strengthen the case for reopening that line, but we will meet up and discuss that further.

In answer to the hon. Member for Sheffield South East (Mr Betts), the bus Minister, the hon. Member for North West Durham (Mr Holden) said that the Mayor of South Yorkshire had asked for £8 million to restore bus services. In fact, the Mayor asked for £8 million to restore bus services to 2022 levels—so just restoring those cut in the past year. Will the Minister take this opportunity to look again at the level of funding that South Yorkshire requires?

That is exactly what they said, and that is exactly what I said, too. As I said, we are seeing not only £1.6 million this year, but £1.6 million next year, and almost £8 million on top of that, but that is to ignore the huge amount—half a billion pounds—of city region sustainable transport settlement funding going to South Yorkshire for this period, which will almost triple for the next period, too. [Interruption.] The hon. Lady can shout at me from a sedentary position, but the truth is that she is just adopting our new position. It is not really opposition anymore; it is just “adopt the Government’s position”, including on HS2.

I thank my hon. Friend for his question. He is absolutely right. In Labour-run Wales and SNP-run Scotland, bus fares are uncapped. In England they are now capped at £2. I point out that on top of £18.7 million of BSIP funding, Nottinghamshire County Council will receive another £1.2 million directly. On top of that, further money will be going to his bus operators locally to enable them to provide and enhance local services.

My hon. Friend raises some good points on behalf of his constituents. He recently had an update by way of a written answer about services being withdrawn by Transport for Wales and some of the infrastructure issues. I hope that was helpful. On his specific question about workforce, I have made it clear that I want a thriving, successful railway with increasing patronage and revenue coming in through the farebox. I want high-quality, well-paid jobs. We will not see those things if we do not drive up patronage, and we will not see that if there is continued industrial action. I repeat what I said: let the unions put the pay deal to their members, to see what they think. The sooner we can settle these disputes and have the rail service be successful in attracting new passengers, the better for everyone—those working in it and those using it.

The Secretary of State says that the Government evaluate the evidence to do best for our railways, yet TransPennine Express is now the fourth operator in five years to have its contract cancelled for failing passengers. When will he accept that the evidence shows the only way to fix the broken system is Labour’s plan to bring our railways into public ownership?

I am glad the hon. Lady talked about the evidence. She is not right that other services were brought into the operator of last resort because of failures in passenger services; it was largely because of financial issues. This is the first one to be brought into the OLR for failing to deliver appropriate passenger services. As I said, I do not take decisions for ideological reasons. I look at the evidence, and I will always be motivated by making the right decisions for passengers. That is what these services are designed to deliver, and that is what I will always put first.

I think my right hon. Friend is being a little unfair in not recognising the performance improvements Avanti has made. I completely accept that its performance last summer and autumn was terrible, and I said that, but it has made significant improvements. It needs to continue those improvements, particularly in delivering reduced cancellations, improvements at weekends—its weekday services are better than its weekend ones—and improvements in how it deals with its customers. All those things absolutely need to continue happening for both him, and me, to be satisfied with Avanti.

Today, more than 30 services were cancelled by TransPennine Express. The Minister has outlined his concern about the service, so will he reassure the House that when performance figures are published we will find that TPE will not have received a penny in performance bonuses, given the misery that millions are facing?

The hon. Lady is right about TPE; I made it clear in my statement that its current performance is unacceptable. The rail Minister and I met its senior leadership and made it clear that the current performance was unacceptable. As I said at this Dispatch Box, if there is not considerable improvement, all options are on the table.

My hon. Friend is an assiduous champion for the active travel sector, and I have worked with her over the years in that regard. We are still committed to spending £3 billion on active travel schemes over the course of this Parliament. There are £2 billion-worth of additional decarbonisation spends with regard to transport. Our commitment to active travel and to working with Active Travel England remains, and I very much look forward to working with her on how we roll the plans out.

The cost of HS2 has already doubled because of poor management and costly delays. The Minister is claiming that this delay is about saving money: he keeps talking about managing the day-to-day finances. Can he confirm that it is his explicit intention to delay and to pile the cost on a future Government?

The rationale behind this is to balance the vast amounts we are spending on HS2 and other transport and infrastructure projects with the priority to grow the economy and reduce debt. I referred earlier to the sheer scale of our borrowing charges that we are having to utilise. It is absolutely right that we look at current spending and at how it can be reduced, while ensuring at the same time that we can still deliver to plan. I reiterate to the House that the only part that is changing in this regard is the rephasing by two years of the section towards Crewe. I feel that the balance between managing the day-to-day economy right now and investing in the future for our infrastructure charges is the right one.

Highway maintenance funding continues to be cut for the remainder of this Parliament, resulting in over a tenth of our roads falling into poor condition. When will the Minister finally bring our roads up to the standards that people expect?

The hon. Lady should reflect on the fact that we have put £5 billion into pothole funding between 2020 and 2025, with millions of potholes being filled every year. The three-year settlement for highways maintenance announced in the spending review is there, and as I said to my hon. Friend the Member for Blackpool South (Scott Benton), I will be pushing the Treasury for more money to go in this direction.

I am happy to confirm that bus funding has never been linked to road charging. A disagreeable pattern seems to be emerging where Labour politicians, backed by the Liberal Democrats, are not being entirely straightforward with the people they represent about road pricing schemes. I am pleased that my hon. Friend is holding them to account, even on his birthday.

T7. The north has one third of the levelling-up funding, yet train and bus services are a fraction of what they were. Every train service between Barnsley and Manchester is cancelled or delayed today and it takes two buses to get from neighbouring Rotherham to Elsecar. Can the Minister explain to my constituents, who simply cannot rely on public transport, how he can possibly think that the Government are levelling up?

Today’s announcement demonstrates that the Government are levelling up. If one looks at it from a per-population perspective, one will see that the areas are not London or the south-east, but further north and in Wales. We are proud to level up all areas. Many of the amounts that are going to areas involve transport, and we in the Department for Transport are all proud to play our part to ensure that those projects are delivered and work for communities across the United Kingdom.

My hon. Friend is a doughty champion for all transport infrastructure in County Durham, having been so before and indeed now that he is in the House. I will ensure that he can sit down with our rail Minister to discuss in greater detail the investments that we are making. The growth plan, which the Chancellor set out a few weeks ago, sets out clearly why transport infrastructure is critical to helping our economy to grow. We have a broad range of projects that we are both accelerating and continuing with the investments that we have committed.

Further to the question from my hon. Friend the Member for Barnsley Central (Dan Jarvis) on the closure of Doncaster Sheffield Airport, this is an incredibly urgent and serious issue. I am not sure what meetings the Secretary of State is referring to, but will she now agree to meet local leaders?

I have asked my officials to meet the Mayor of the combined authority in the very near future to continue the discussions we have already had, but, as I say, this is ultimately a commercial decision by the airport owners. We want to work with them and the authority to find the right solutions.
