It is a pleasure to serve under your chairship, Ms Vaz. Please accept my apologies, because I am likely to have to leave before the conclusion of the debate as I am hosting an event elsewhere on the estate. I congratulate my hon. Friend the Member for Henley and Thame (Freddie van Mierlo) on securing this debate. It is a privilege to speak on a matter that is of great relevance to communities like those in my Lewes constituency.

While cycling is often associated with urban transport solutions, it holds untapped potential to transform rural areas, if we address the challenges that prevent it from being a viable option for many. Two weeks ago, I had the pleasure of attending the Cycle Lewes annual general meeting. That dedicated group has been advocating for safer, more accessible cycling in Lewes and surrounding villages since 1998. Their work, from installing new cycle racks to critiquing transport plans that prioritise cars over active travel, is a testament to the power of local campaigning. However, as was made clear at the AGM, piecemeal progress cannot overcome the systemic barriers to cycling that rural communities face.

I thank the hon. Gentleman for giving way, and I thank you for your chairmanship, Ms Vaz. I am from Stroud and for the past six years, even before I became a politician, I have been trying to get a greenway established in the village of Dursley that would run for about six miles to the train station. I found that there was not even funding for a feasibility study, so at the moment, we cannot get it off the ground. So I want to ask the Minister whether there will be a fund to make feasibility studies of new routes.

Not being the Minister, I do not know, but I am sure that he will respond accordingly, and I hope that the answer will be yes, because that would be a fantastic thing to do. I know that county councils and other authorities have really struggled to find the funding for active travel undertakings across the country. We have certainly seen that in East Sussex, as the hon. Member for Stroud (Dr Opher) has in his area.

Cycling is more than a recreational activity. It is an essential mode of transport that can improve public health, reduce carbon emissions and ease the financial burden of transport for households. Nationally, cycling directly contributes an estimated £5.4 billion annually to the economy, including £4.1 billion from reduced mortality, air pollution, and congestion. Every pound invested in walking and cycling infrastructure generates more than £5 in benefits. Cycling also promotes land-use efficiency, requiring far less space than roads or car parks—a critical consideration for creating greener, more liveable communities. For predominantly rural areas like mine, that represents an opportunity to create healthier, greener and more connected communities. Without serious investment, rural residents will continue to face unsafe roads, insufficient cycling facilities and limited transport options.

In communities like mine, the reality is stark. Public transport options are patchy and many depend on cars for short journeys. Safe and accessible cycling infrastructure could provide an alternative that is not only affordable, but sustainable. Where we have dedicated cycle routes, such as the outstanding separated cycling routes alongside the A27 between Lewes and Polegate in my constituency, they are often unconnected to any ongoing routes, which limits the number of people that can use them.

Better road maintenance is required. We need to create conditions in which cycling is a realistic option for commuting, shopping and even leisure—not just for the young, pale and male but for everybody. Inclusivity must be central to our approach. Whether it is for children cycling to school, older residents using e-bikes or families making short trips, cycling infrastructure should cater to a diverse range of needs. It is about ensuring that everybody can benefit from the independence, affordability and health benefits that cycling offers.

The Liberal Democrats have been clear in our commitment to reverse funding cuts and in pushing for a nationwide active travel strategy. In rural areas, that includes prioritising safe cycling routes, linking active travel to public transport and ensuring that local councils have the resources to tackle potholes and maintain pavements and cycleways, as well as to invest in active travel infrastructure. I urge the Government to recognise that cycling is not just a solution for urban areas, but a vital tool for rural communities. By investing in cycling infrastructure, we can reduce transport poverty, improve public health and build a greener future for areas like Sussex. Let us not miss this opportunity to make cycling safe, accessible and inclusive for all.

I thank the hon. Member for Glastonbury and Somerton (Sarah Dyke) for initiating the debate, and I also commend my hon. Friend the Member for Dunstable and Leighton Buzzard (Alex Mayer) for her excellent maiden speech.

Public transport, including buses, is a bit of a passion of mine. I am from Stroud, and there are many small villages in my constituency—including Dursley and Wotton-under-Edge, to name just two—so I know that public transport is about more than infrastructure. It represents a range of opportunities. It is about equality and community, and that is particularly true of rural areas, because it tends to run as a lifeline for many local residents. Under successive Conservative Governments rural bus services have been run down, and it is interesting today to observe the attention being paid to the subject of public transport on the Opposition Benches. There has been a staggering 27% reduction in bus services since 2011, and in rural areas there is a £420 million shortfall. However—to answer the hon. Lady’s question—I am encouraged by the fact that we are investing £1 billion in improving bus services, including £8 million designated for Gloucestershire.

As a little aside, may I mention Stroudwater station, which was closed in the 1960s? I agree with the hon. Lady about small railway stations of that kind. They cost a great deal to develop, but when money allows and when we have got ourselves out of our current financial hole, it will be fantastic if we can invest in small stations.

The impact of nearly four decades of deregulation on our public transport system has left many communities stripped of any public transport or at the very least, of any accessibility or affordable bus services. I am therefore delighted that this Government plan to restore power to local communities, enabling local leaders to set fares, determine routes and establish timetables, taking control away from unaccountable private operators. However, I urge the Minister to confirm that rural areas without an elected mayor will have equal opportunities to benefit from the shift towards community-controlled bus services.

Wotton-under-Edge had a lifeline of a bus service, the 84/85 going south to Bristol. The problem was that it crossed a boundary line between a combined authority area and Gloucestershire. Its cancellation has caused havoc for schoolchildren, as well as those who cannot get to work, cannot get to doctors’ surgeries and cannot get to hospitals. People have written to me saying they have had to turn down job offers. That is how important rural bus services are. A key issue in this instance was the lack of co-ordination between local authorities. It seems petty, but this is a major problem. The funding for that cross-border bus service was lost because local leaders failed to reach an agreement. That is an example of the extent to which fragmentation can affect rural public transport.

Let me end by describing one of the pleasures of my week. I leave this place, take the train to Stroud and then get on to my favourite bus, the 65. I sit on the top, and I ride over Selsley common to my home. It is an utter joy, and a joy that is shared by my two-year-old granddaughter, who absolutely loves buses. So let us develop rural public transport, and take it back to what it was in the past.

I thank the hon. Gentleman for his intervention. Once again, I will come to that a little later.

I have spoken previously in this place about the rural premium that residents are forced to pay because they live in the countryside. The severe lack of decent bus services just increases people’s reliance on private cars, which they of course need to fill with fuel and maintain, thus increasing that premium. The Countryside Alliance research from 2022 found that rural households were spending almost £800 a year more on fuel than people in urban areas, and up to 6p more per litre of fuel.

Before I move on, I draw hon. Members’ attention to my entry in the Register of Members’ Financial Interests as a serving Somerset councillor. Somerset council receives around £25.15 per head from central Government to invest in bus services, while Campaign for Better Transport research reveals that 12 local authorities get around double that. One local authority receives more than £300 per head to spend on bus services.

Rural areas have a multitude of factors resulting in poor public transport connections. The lack of funding, sparsity of routes and smaller population centres have resulted in one in four bus routes ceasing to exist in county and rural areas over the 11 years between 2010-11 and 2021-22. A 2021 survey of rural residents revealed that only 18% felt they had access to frequent and reliable bus routes; 44% felt that bus routes had decreased over the previous three years; and 38% said that they did not use buses at all, due to the lack of frequent services.

That illustrates one of the issues that providers in rural areas consistently grapple with when trying to increase provision or save existing bus routes. Rural bus routes are less profitable, due to the smaller patronage. That means that routes are likely to be removed from service or be infrequent, so local people simply do not have the faith they need to use the local bus network. They do not trust that a bus will arrive, or know when it will arrive, so patronage drops, resulting in the route closing.

Key to improving the journey experience is providing easy access to information about bus timetables, clean buses, improved bus stops and bus stations, integration with other modes of transport, and giving priority to buses, especially in and around urban areas.

Sorry. We have experienced a lot of problems with cross-border rural buses in our area. The hon. Lady mentioned local authorities. If there are two local authorities, it creates enormous problems. In Wotton-under-Edge, we have just lost the 84/85 bus service because we cannot get agreement from all the different local authorities to fund it. That is putting a severe strain on rural populations. I would ask for that to be considered.

I thank the hon. Member for his intervention. I absolutely agree that collaboration with contiguous authorities is crucial. We must also provide confidence in bus services to increase footfall and make them more sustainable. I would like to thank the Somerset Bus Partnership for all the work it does to promote bus travel in my county.

In Glastonbury and Somerton, and across Somerset, we are facing a near-constant annual cycle where bus routes are threatened with closure and changes. Every year, the council and bus companies negotiate to come to an agreement to keep the route open for another year. If an agreement is reached, the bus route is saved for a whole cycle of events, until that cycle of events starts again, as a contract comes up for renewal a year later.

Earlier this year, I campaigned to save the 54, 58, 58A, 25 and 28 bus routes, which run through my constituency. Thankfully, Somerset council and First Bus South were able to reach an agreement to keep the routes, but some have had timetable changes imposed on them. Inevitably, some of those routes will be under threat yet again when the agreement needs renewal later this year. That is simply unsustainable.
