Commons ChamberThis is an incredibly difficult time for economies across the world, based on global factors—[Interruption.] Right across the world, based on global factors. We are working with local authorities to see how we can help support them to ensure that they deliver their bids to the maximum potential. We have made adjustments to the project adjustment request process, to make it easier for local authorities to take that autonomy and make decisions about what is right for their community.
The House will, of course, be aware that following the tragic death of Awaab Ishak, the chief executive of Rochdale Boroughwide Housing stood down at the weekend, but there is still so much more to do to ensure that the lessons from that tragedy are learned. I have written to local authorities and registered social landlords, to ensure that the dangers of damp and mould are at the front of all our minds, and further action will be taken in due course.
Colleagues across the House are eagerly awaiting the results of the latest round of the levelling-up fund, and I obviously want to draw the attention of my right hon. Friend to Devon County Council’s bid to cut congestion in Exmouth. Does he agree that levelling up must make a real difference in every region, including mine in the south-west?
I am grateful to my hon. Friend for his passionate plea. As a former Parliamentary Private Secretary in the Department —and a very successful one, if I may say so—he will know that at this stage I cannot comment on individual bids. I am delighted that Devon County Council has put in a bid to the levelling-up fund, and we will be announcing the results of that bidding process in due course.

As always, my right hon. and learned Friend and neighbour makes an excellent point. There is so much that needs to be done in Devon and Cornwall.
Building on the point I was making about the availability of property, today Ilfracombe has just one private rental and over 300 holiday lets. Apparently there has been a 67% reduction in rented housing between 2019 and August 2021, making North Devon the worst affected area in the south-west and the fourth worst nationally. Despite an improvement in the management of the list, the council reports a 32% increase in applications, with local affordable housing providers advising that there has been an increase of four to five times in the number of applicants for each new affordable rental property. From the data available, our district council reports that we have lost 467 houses from the permanent occupied market to second homes and short-term holiday lets, at a time when the rate of new developments has dropped right off due to the pandemic.
Does my hon. Friend agree that the Government need to consider a bold policy intervention to tackle the impact of second home ownership? One such policy could be to allow councils to reserve a percentage of new builds for people with a local family or economic connection to an area.
I agree with my hon. Friend. In my constituency many of these homes are reserved for local people, and I will explain some of the further issues later in my speech. I know that the Secretary of State has conceded that we have not built enough affordable homes, and he is right.

Commons ChamberI am sorry that the hon. Lady feels as she does. I should say that, when I was talking to representatives of the Refugee Council, one of them said as we unveiled the scheme that they took their hat off to the Government because they were so pleased with what we have done. They want us to go further and, as I acknowledged earlier, the scheme is not perfect, but we have to balance speed with breadth, comprehensiveness, safety, security and other considerations.
I am grateful for the hon. Lady’s question, because I can update the House that, since the website went live less than an hour ago, 1,500 people have already registered through the scheme in order to provide support.
I thank my right hon. Friend on behalf of East Devon for the Homes for Ukraine scheme. I have already received countless offers of accommodation from our generous towns and villages in East Devon. Could he outline the safeguarding measures in place, both for sponsors and for refugees?
My hon. Friend is right. First, we need a light-touch approach that means that, when individuals come forward, we can be certain that they do not have any record of criminality. Subsequently, local government, including the excellent council in East Devon, can visit to ensure that accommodation is right. The checks that we are placing on people coming into the country, as we touched on earlier, are there to ensure that the tiny minority of bad actors, some of whom can be particularly exploitative and malignant, are kept out so that the scheme works for those who genuinely need it.

Commons ChamberIt was a pleasure to visit Newcastle-under-Lyme once again with my hon. Friend—a town that I have known for more than a decade. It was heartening to see that a good Conservative council very ably led by Simon Tagg has a real 10 or 20-year plan for the town centre backed by tens of millions of pounds of Government investment. That is exactly what we want to see replicated on high streets across the country.
I am backing an exciting multi-million-pound bid put forward by Devon County Council and East Devon District Council to help regenerate east Devon’s largest town, Exmouth. If the bid is successful, the planned Dinan Way extension will improve journeys into Exmouth and cut congestion, and will also see the town centre spruced up around the train station. What steps will my right hon. Friend take to make sure that every corner of the country, including the south-west, sees the full benefits of levelling up?
We have already committed over £430 million of investment in the south-west alone through the getting building fund, the future high streets fund and the towns fund. My hon. Friend and I have spoken many times about Exmouth and I visited the town with him a year or so ago. It is exactly the kind of place that these funds were designed to support. I very much look forward to reviewing the advice from my officials with regard to the bid for the levelling up fund, and, if it is a successful bid, to seeing positive change for his constituents in the months and years ahead.

Commons ChamberI congratulate my hon. Friend the Member for North Devon (Selaine Saxby) on securing this important debate. I am a Devonian born and bred. When I think about my home county, I think about the breath-taking views on the south-west coast path. I think of the vast swathes of the Jurassic coast, rolling countryside, Georgian seaside towns and beautiful villages stretching from Sidmouth to Exmouth. But not just the views make me smile. The warm welcome that visitors receive in our towns and villages—in the cafés, pubs, restaurants and hotels—also makes me smile.
The hospitality industry is the lifeblood of East Devon’s towns and villages, which I am incredibly proud to represent. There is no doubt that, without the financial support the Government have provided, many of the places that residents and visitors enjoy simply would not be around to reopen their doors. That financial support kept staff on the books, helped pay the rent and paused other payments and bills. I am pleased that the Government will inject extra cash into the industry with restart grants, as well as extending cuts to VAT and business rates. We must continue to recognise how vital the hospitality industry is and consider further steps to help the sector.
Everyone who works in the industry is an ambassador for both my county and our country. Straight after the Budget, I joined a call with hotel owners in Sidmouth, who welcomed the measures that the Chancellor announced. However, recruitment and retention remain a challenge. It is quite right that the Government want businesses to invest in their domestic workforce—to train them up and improve local skills—but it is also about getting across the message that hospitality is a skilled and rewarding career.
Working in hospitality involves a positive attitude and a strong work ethic. Many locally who started out in hospitality by taking a seasonal job to earn some extra money have risen to become integral parts of the management teams in their venues, or have started new ventures with experience that they gained. I will continue to work on this issue with businesses in East Devon and to look at ways the Government can ensure that the new, fairer immigration system works for them.
I have lost count of the number of times that I have raised the need for continued financial support for the hospitality industry with Ministers and on the Floor of the House. I am glad they heard the calls and responded in the Budget. People should have every confidence that they can go back into cafés, pubs, restaurants and hotels when they reopen, whether to meet friends and family or to have a quiet drink after what has been an exceptionally difficult year for us all. I am sure everyone will be welcomed safely back to East Devon.

Commons ChamberI am interested to hear the hon. Lady’s comments and, of course, we are committed to working with anybody who takes an interest in this issue and shares our commitment to it across the United Kingdom. We have put in place unprecedented amounts of money to support this issue and to care for the most vulnerable people in our society. The Scottish Government, through Barnett consequentials, will receive their share of the funding that I have set out: £750 million in England for homelessness and rough sleeping—a 60% increase on the previous spending period, so it is a very substantial increase. A year ago, we uplifted the local housing allowance to the 30th percentile, providing further support equivalent to around £600 a year for a household, which will have ensured that many households have found it much easier to survive the challenges of the last year.
The other questions that the hon. Lady refers to, in respect of universal credit, are no doubt ones that my right hon. Friend the Chancellor will consider as he prepares for his Budget.
I am proud of this Government’s commitment to end rough sleeping for good and the multimillion-pound investment in Exeter, which has helped 85% of rough sleepers in the city to move into more permanent housing. This Conservative Government’s Everyone In programme has supported tens of thousands of people without a home through this pandemic. Does my right hon. Friend agree that we must build on this success and ensure that those helped are now able to secure a place that they can really call home?
I praise the local councils in my hon. Friend’s area, such as Exeter, for the good work that they have done, and East Devon District Council; we have seen the snapshot fall to a decrease there as well. Significant progress is being made in all parts of the country. He is absolutely right that we now need to ensure that those individuals we have helped off the streets can be moved into better accommodation. We have made very good progress in that respect, despite all the challenges of the year. Over 26,000 people who were brought in off the streets into emergency accommodation are already in more secure accommodation. That is quite an achievement, considering the constraints on capacity in local authorities. There are now a further group of individuals—currently around 11,000—that we have to ensure make the same transition, and that is the focus for my Department and those local councils in the months ahead.

Commons ChamberThis Government were elected on a clear manifesto pledge to ensure that we level up all parts of this United Kingdom, including the communities that the hon. Member serves in Scotland, and that is exactly what we intend to do. The UK shared prosperity fund will ensure that at least as much, if not more, funding goes to communities in Scotland than would have been received if we had stayed within the European Union. He seems to have a strange aversion to localism and to ensuring that local authorities in Scotland—democratically elected councillors in his constituency and others—have a say over the future of their areas.
I very much enjoyed visiting East Devon during the general election campaign, and I look forward to seeing Exmouth’s application in due course. As I said then, Exmouth is exactly the sort of town that we want to benefit from the town regeneration funds that we have made available. I am pleased to tell my hon. Friend that we are driving forward our plans to boost town centre regeneration in every corner of the country. The levelling-up fund and the UK shared prosperity fund will build on the work of the future high streets fund and the towns fund, and the prospectuses for those will be published very soon. I hope East Devon District Council will work with him to grasp this opportunity and put in good proposals that we can consider carefully.

Commons ChamberThe hon. Lady cares passionately about this issue and has raised it in the House recently. If a local authority places a household into temporary accommodation in another area, it is, as I said, required by law to notify that local authority to ensure that there is no disruption in schooling or employment. Our homelessness and advice support team should hold local authorities to account for their performance on this matter, and the Local Government Association is doing work with local authorities from London and throughout the country to develop a protocol for out-of-area placements. We are clear, from the Front Bench, that councils should adhere to this basic legal requirement.
Our £3.6 billion towns fund will drive the economic regeneration of towns to deliver long-term economic and productivity growth. The towns fund will play an important role in the support of our country’s economic recovery, bringing forward public investment to create jobs and boost confidence in towns, as well as levering investment in from the private sector.
The beautiful towns across East Devon boast many independent shops on their high streets, providing the customer service that people just cannot get with a click of a mouse. As we reopen our high streets safely and encourage people to think local first, the Government must press on with plans to regenerate town centres. What plans does my right hon. Friend have for the next phase of the future high streets fund?
My hon. Friend will be pleased to hear that we will set out our plans for a competitive round of the towns fund later this year. As I said to him when I visited Exmouth with him last year, that is the kind of town that the fund was designed to serve, and I very much look forward to seeing its submission. In terms of immediate investment, the Heart of the South West local enterprise partnership will receive £35.4 million from the getting building fund for shovel-ready projects across the area, including in Devon. We will announce 160 successful projects from across England at the end of this month.

Commons ChamberI am pleased to have the opportunity to speak in this debate, but, alas, I fear the Opposition have misjudged the mood of this House and the country by using parliamentary time for their own political flare-up and indignation. Last December, the Labour party lost vast swathes of support across the country because it came across as completely disconnected from the people and communities that traditionally turned out en masse to support it. Far be it from me to offer political advice to the Opposition, but this debate’s very existence demonstrates that that disconnection is terminal. The Labour party has completely forgone the opportunity to scrutinise the Government’s economic plans to recover from coronavirus.
It is a pleasure to follow Opposition Members, but I fear that they all have a foggy memory and a worrying lack of understanding about the planning process. It is not unusual for Housing Secretaries to call in planning decisions, just as the last Labour Government regularly did, nor is it new or unusual to overrule the Planning Inspectorate on careful and balanced consideration. As for the decision under scrutiny today, the only reason why this issue required a ministerial decision at all was that Tower Hamlets Council repeatedly failed to make a determination in the first place, cancelling five meetings to ensure that they did not make a decision. As my right hon. Friend the Secretary of State said, the planning system has robust protections and safeguards in place to ensure the rule of law and the absence of bias.
I am not going to give way.
Ministers involved in the planning process take advice from officials with full disclosure. The insistence from Opposition Members that a ministerial decision was taken after a circumstantial meeting is without basis and totally absurd. Above all, is not today’s debate a missed opportunity for the Opposition to discuss policy, not politics, and delivery in the housing system—something they failed to do time and time again? Should not the planning system be reformed to ensure that planned development for new homes, such as in Tower Hamlets, is encouraged rather than discouraged and not fudged around like it is by Opposition Members? Should we not modernise the planning system to make it easier for councils and developers to deliver more of the homes we need?
I am acutely aware that the Opposition have tried to hold this debate in a narrow political vacuum, but they would be wise to consider their own record when in power—although it was quite a while ago—and the real concerns of the country at large. The country expects us in this House to debate how to tackle the greatest economic and fiscal challenges of our lifetime, including how we are getting the economy going again, how we are safely relaxing restrictions and how we are protecting lives and livelihoods. Yet here the Opposition are trying to weaponise planning decisions to score petty political points—nul points.
