Driving tests are among the many things for which there is a big backlog due to the pandemic. I know that because my children are desperate to take their driving tests—or will be shortly. We are doing everything we can to bring them forward, particularly so that people who have already taken their theory test do not end up in a position where they have to pay again. We are doing everything we can. We have already extended the period of time. We have an issue in that we do not want people to take their practical test with a theory test that is so old that it would create new dangers on the roads, but I will look carefully at what the hon. Gentleman has to say.

Exeter airport in my constituency of East Devon will continue to access bespoke support following last week’s Budget and I thank Ministers for engaging with me over the past year. Of course, we continue to grapple with the pandemic. Passenger numbers are down 90% at Exeter airport, and it is clear that long-term solutions will be needed to ensure the recovery of my regional airport and many others across the nation. Please will the Secretary of State provide an update on the progress made so far towards the Government’s aviation recovery plan and say when it will be published?

On 12 April, my hon. Friend can look forward to seeing that report published. We will ensure that it contains a route not only out of lockdown for travel but, all being well, and as long the vaccination programme is going as it is at the moment here and internationally, for international travel. I stress to the House that while we are in control of our vaccination programme—44% of our adult population are now vaccinated—we do not have control over other countries’ vaccinations. That is why we think we will require a combination of vaccination and testing for international travel to work again. There is a lot to be done. We are working hard, along with my hon. Friend the Aviation Minister, and we will report back to the House on 12 April.

I am grateful to my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) for securing the debate. Planes transporting people to places across the UK, Europe and further afield have been a regular sight in the skies above East Devon for decades. Earlier today, I checked the number of arrivals and departures at Exeter airport. There were no flights and no connections. Passenger numbers have dropped by 95%. That should be a stark wake-up call for the levelling-up agenda. We cannot level up every region of the country if we level off regional aviation.

Everyone who flies to and from Exeter airport contributes to our local economy. Many of the remaining jobs at the airport are highly skilled, retaining local talent and bringing investment to our area. The current problems faced by the aviation sector are not solely issues stemming from the pandemic; they have firm roots in the consolidation of airport slots in London and the south-east. The lack of capacity at major hub airports in the UK and the air passenger duty regime penalise domestic air travel. Air passenger duty needs to be reformed to give the smaller, regional airlines mentioned in this debate a lifeline, and to help new, rebranded airlines such as Flybe, to get back in business.

I have repeatedly called for the Government to scrap business rates for airports for 12 months—a call that I have heard again this afternoon. It feels like groundhog day for me. I cannot fathom why my call remains unanswered. It would cost £680,000 to scrap Exeter airport’s business rates bill for a year—a drop in the ocean compared with the business rates bills for major supermarket chains, for example. I raised the issue at Prime Minister’s questions last week. The Prime Minister confirmed that the Department for Transport is looking at bespoke support for particular regional airports, to keep them going in these tough times. I support that move; I just hope it is not too late.

Regardless of whether additional support is forthcoming, it will take time for passenger confidence to return. The global testing taskforce is working with the industry on solutions to safely reduce self-isolation periods with testing. Hundreds of thousands of jobs at airports, airlines, travel agents and many more businesses depend on solutions that were needed yesterday. We all recognise the need for a cleaner, greener aviation industry, but we need the industry’s jobs and expertise to help deliver that aim. I fear that without further support for the aviation sector, that hope, those jobs and our regional airports remain at risk on our watch.

I thank my hon. Friend the Member for Bexhill and Battle (Huw Merriman), the Chair of the Transport Committee, for securing this much needed and timely debate on the aviation sector. It has been a pleasure to work with him on the Committee, under his chairmanship.

We have considered the devastating impact of the coronavirus on the aviation sector and the Government’s response to support the sector, not least travel corridors, safe travel guidance, passenger refunds and, of course, the furlough scheme. I welcome reports that the Government are looking at more comprehensive testing at UK airports to reduce the time for quarantine, which would further help the travel industry get anywhere near back on its feet.

The much anticipated aviation recovery plan is due this autumn. It simply cannot come soon enough to address the scale of the crisis still facing the sector. The Government should be commended for setting up an unprecedented level of support to protect jobs but, sadly, despite the measures in place, the obstacles to survival faced by many smaller airlines and regional airports would challenge even the most experienced pilot.

My hon. Friend represents the nearest airport to my airport in Newquay. Does he agree that the regional airports are going to play a vital role in delivering on the Government’s levelling up agenda, and that if we lose them it will make the Government’s job of investing in the regions even harder?

My hon. Friend takes the words straight out of my mouth. Colleagues will recall the collapse of Flybe in March, which was devastating for its employees, many of whom live in Exeter and East Devon.

Despite Government intervention and offers of assistance, Flybe shareholders chose to walk away from an airline that they signed up to support. It was a punch in the gut to regional connectivity, and the impact is still felt in East Devon and across the south-west. Although some form of Flybe routes from Exeter airport have been brought back to life by new airlines, the future of these routes remains on a knife edge. Back in March, a review of air passenger duty was announced as part of a package of measures to support Flybe and regional connectivity by air. Many colleagues welcomed this move to level the playing field by ensuring that regional airlines were not hampered by having to pay APD twice. It is essential that the Government use all the tools at their disposal to ensure a fair and level playing field for operators such as Loganair and Blue Islands, which operate from Exeter airport.

After months of engagement with the aviation industry, I hope that the Government are actively considering scrapping business rates for airports for 12 months, with Government support making up the difference to local authorities that would feel the pinch. Airports in England have paid more than £17 million in business rates since the start of the lockdown in March, despite passenger numbers dropping by around 97%. In response to the Transport Committee’s inquiry, the Government said that discussions on business rates were ongoing with airports. I urge the Government to speed up discussions and offer solutions that support the future of regional aviation because we will not be able to level up our regions if we level off regional connectivity.

Flybe’s headquarters are based at Exeter airport in my constituency of East Devon. This is devastating news for Devon and for regional connectivity in the south-west. Now is the time to invest in the south-west, and my colleagues and I will be watching the Budget next week with great interest. My thoughts are with the people who have lost their jobs as a result of the decision taken by shareholders to walk away despite the support offered by the Government. Everything should now be done to support those who have lost their jobs, and I know that the Department for Work and Pensions is stepping up as we speak. Will the Minister explain what steps are being taken to secure as many Flybe routes as possible?

I thank my hon. Friend, and I understand his particular concern about Exeter airport. It truly is sad for employees in his constituency, and just to reiterate, we do stand ready to do what we can for those individuals. We are working very hard in my Department, as we have been since the early hours of this morning, with the airlines to make sure that we can fill as many of the routes as possible. Those in the airline sector have been great in coming together and working with us in a very constructive way to deliver on that. I give him my assurances that I will be looking at this in the next days and weeks to make sure that we are able to continue our connectivity.

As someone who worked in the railway industry for 20 years, I come to this debate from the opposite direction to my hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown). I was a firm supporter of HS2 and believed it was the right thing to do, but I am afraid I have become much more sceptical of the project.

That said, the Government’s decision has been made, and so has the strategy for HS2. West Dorset has one of the worst rail frequencies in the country—the line between Yeovil, Dorchester and Weymouth has one of the worst frequencies—and, for those of us in the wider south-west, it is important that the Government Front Bench understands we have great concerns that HS2, and particularly phase 2a, should not deflect the Government’s attention and their requirement to deliver the infrastructure projects we require in the south-west.

Warm words for the south-west are welcome, but cold, hard cash is what is needed. The south-west voted for this Government en masse, and it is time we also saw the chequebook.

I am more than aware that some 30% of Cardiff’s passengers stem from Flybe. I reassure the hon. Gentleman that the Department and the Civil Aviation Authority are in regular touch with all the devolved Administrations to discuss the ramifications.

I apologise for my raspy tones because of a recent cold. I congratulate my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) on securing the question.

Flybe is based in my beautiful constituency of East Devon and employs around 2,000 people nationwide, contributing a great deal to our local economy and providing essential transport links. Does the Minister agree that it is wrong to politicise the situation with Flybe, as Opposition Members have managed to do so far, and that work should be done to ensure that this vital airline continues to serve the south-west and beyond?

I am grateful to my hon. Friend for his comments. He is right to observe the importance of Flybe in his constituency. I am very much aware that, wherever possible, we should work on a cross-party basis when faced with immediate challenges.
