I beg to move,

That this House has considered roads and other transport infrastructure in Devon and Somerset.

May I say how nice it is to serve under a Devon MP of great standing and long service, who knows his county better than most of us? I am delighted to be able to make this speech.

When talking about our constituents in Westminster Hall, it is rare that we are able to talk cross border. The Tiverton and Minehead seat, as you now know, Mr Streeter, is new and will cross the boundary of Devon and Somerset. This is a good chance for us to discuss my memories from my days as the Member for Torridge and West Devon before my right hon. and learned Friend the Member for Torridge and West Devon (Sir Geoffrey Cox)—we were talking about potholes then, and that was 1997.

When digging around on Google and many of these other things—which I confess not to completely understand —I discovered just how contentiously difficult potholes are. I did not know, but pothole sizes and potholes in the road have names. I know this sounds interesting, so I will read some of them out: The Canyon—I think we can work that one out; The Alligator, a little more tricky; The Sniper; The Slalom; and The Alcatraz. There are many more named on a website. On discovering a pothole, the Minister, my hon. Friend the Member for Hexham (Guy Opperman), when he is up in Hexham, can look it up and say, “Ah! There’s an Alligator,” or, “There is Alcatraz”—up in Northumberland, that is the wall.

It is intriguing: this has become a sort of national sport. In Devon, there is a Facebook page called “Devon Potholes”. It is fascinating how incensed people are by something that should really be simple to solve. Recently, in Watchet, which is in the Bridgwater and West Somerset constituency as it currently is, a little bit of private road had not been done up—because it was private—and the Daily Mail actually filled in the potholes to help a 101-year-old get in and out of their house. That is the national view of potholes.

I will give some of these ghastly statistics—which is what we all live by in this place—taking Devon first. In 2019, there were around 50,000 reported potholes, of which they claim to have repaired 50,000—I find that convenient, like all local government statistics. In 2022, there were 34,000—so there has been a reduction—of which they claim to have repaired 32,150. Okay, I hear what they say: given that we drive around the roads of Devon, I dare say this is possibly not as straightforward as it may seem.

I get out and about speaking to people across my part of Devon every single week, and our roads are a constant concern and grumble on the doorstep. We all know that MPs across the region have consistently campaigned for more funding to resurface and repair our roads—this is not just about potholes; it is also about resurfacing. By redirecting funds from the spiralling—and, to be fair, deeply questionable —cost of HS2, the Government have delivered millions of pounds for our county to speed up pothole repairs, but thanks to the Government boosting its budget, Devon County Council will invest an extra £10 million this financial year into our roads, taking the highway maintenance budget to over £72 million. Does my hon. Friend agree that Devon County Council is right to spend whatever it takes to get our roads back to the standard we expect?

My hon. Friend has championed Devon for longer than I have had the opportunity to do so, and I greatly welcome his gentle advice about the situation on the roads. I am very grateful for the work he has done. I know he has worked very hard with the leader of Devon to make sure we secured the money—I say “we”, and that is a very grand collective “we”. I know that you, Mr Streeter, were involved in that. It is a very good piece of news indeed, and I am grateful to Devon —£72 million is a huge amount.

That just shows, however, that it has become endemic that we never have enough money to do this. Although the claims are there, the reality, which I know from driving around Devon—I certainly know it from the constituency of my hon. Friend the Member for East Devon (Simon Jupp)—is that this is a never-ending battle, and one that we all must fight. Funnily enough, I do not blame either Somerset or Devon for the situation we are in. This has gone on for so long that it has become almost a self-fulfilling prophecy. We have aspirations all the time—

It is a pleasure to have secured the final debate of 2023. I understand that I have until about half past seven, but given that I am the only thing standing between the Minister and sherry, mince pies and wrapping gifts by the fire, I probably will not take the full two hours and 20 minutes.

I have a request of the Minister this afternoon. I am asking this Government to deliver the people of Cullompton a gift that everyone there has been asking for for years: the Cullompton relief road and the railway station. Cullompton is a rural market town nestled in the Culm valley. There has been a town there since Roman times—if you go out and knock on doors in the area, people will tell you that they have been waiting that long for the relief road and the railway station. The layout of the town would be familiar to anyone who has visited a small west country town: it has one major road, straddled by shops and houses. The town centre is very much the beating heart of the community. It has a regular farmers market that takes place once a month, every second Saturday. The economy of the town is built on a past involving wool, cloth and leather working, but in recent years it is very much a commuter community, with people making journeys to Exeter in particular.

Earlier this year, I distributed a survey across Cullompton to ask residents about their transport priorities. The responses made it crystal clear that a railway station was much needed, alongside a relief road and M5 junction upgrades. Residents tell me on the doorstep that new housing must come with infrastructure first, and they are right. While in the Department for Transport, I worked with the community and Conservative county councillor John Berry to secure a new railway station, after meetings with the Chancellor, the Transport Secretary and the Rail Minister. Local residents in Cullompton have waited long enough. It is time for decisive action, not just warm words. Does the hon. Member need a hand to get a relief road, too?

My neighbour, the hon. Member for Exmouth, is quite right that people in Cullompton are calling for this, but they have had enough of surveys. They have been consulted until their pens have no ink left in them. In 2018, Devon County Council ran a survey on the Cullompton town centre relief road. Another survey, organised by Cullompton Community Association fields, revealed that people were torn but would give up their community fields for the sake of a relief road to stop the awful congestion in the centre of the town. Now there is to be a further consultation, on both the relief road and junction 28, on which progress also needs to be made; I will expand on that shortly. People in Cullompton are sick of being consulted. They want to see action, and in particular they do not want to see surveys that are simply a means of harvesting voter intention data.

Huge volumes of traffic pass through Cullompton every day. The town is home to roughly 9,000 people, but it is reckoned that 37,000 a day commute into and out of Exeter, and many of them are from Cullompton. Traffic often becomes backed up and gridlocked, especially at busy times—early in the morning, or when children are picked up from school. I experienced that at first hand recently when driving to one of my advice surgeries in Cullompton. So bad was the congestion that I had to turn the engine off to stop it idling and releasing pollution.

Planning permission for the relief road was granted by Mid Devon District Council in January 2021, not without cost to local amenities. I have played football with my children at the CCA fields, and I know that members of the cricket and bowling clubs would love to have better pitches or greens, but above all else they want certainty: they want to know what the future of the town will look like. What they do not want is an enormous amount of housing with no supporting infrastructure. The Minister and other Members will have heard about the appeals that have taken place, but I should point out that Cullompton is a special case. There are plans for a north-west urban extension, and also for a garden village.

As Members will know, garden villages were an initiative thought up in 2017, and the Culm garden village is set to add 5,000 new houses to the town. If that were accompanied by promises of a new GP centre, new community sports facilities, new schools, new bus links and new cricket pitches, those might offer some amelioration, but all that people in Cullompton are seeing is more houses. We cannot keep building houses without the appropriate infrastructure to support them. Our roads cannot cope with the volume of traffic that we are seeing.

Then there is question of the motorway. The M5 goes past Cullompton, and junction 28 is one of the more congested motorway junctions. In fact, it is dangerously congested. National Highways said recently that it was

“unable to support development which introduces an unacceptable risk to highway safety, which includes queuing extending onto the M5”.

“Development” is actually a euphemism for housing. What National Highways is really saying is that we cannot afford more housing in this town, because it will simply cause queues on the motorway—but the queues are not just on the motorway; they are also through the town itself. All the motorists who get snarled up in the town, idling in traffic, know that they should be looking to Westminster and Whitehall for the solutions. Cullompton Town Council itself has said that it will “actively oppose” any residential development at east Cullompton until the town centre relief road is delivered and the capacity of junction 28 is increased. That will need to include safe pedestrian crossings over the M5, the railway and the river.

It is about time that Westminster and Whitehall took a look at that, because it is something that MPs and candidates through the ages have called for. Certainly, in the Tiverton and Honiton by-election last year, the Conservative candidate and I both called for it. As Cullompton’s MP, I have raised the issue in Parliament on multiple occasions and urged Ministers to consider how the lack of a relief road is affecting people in Cullompton. In the local elections earlier this year, Cullompton went Liberal Democrat. I dare say that that was a sign of people’s protests, and an indication that they are not prepared to put up with being overlooked on this issue by the Conservative Government here in Westminster.

We saw the welcome Network North announcements this autumn, but the opportunity to fund the relief road was passed over in rounds 1 and 2 of the levelling-up fund and, although we did not know it at the time, in round 3 as well, when Devon did not get any levelling-up funding at all. With all the furore, anyone would think that the relief road was going to be enormously expensive, but in the context of the sorts of figures that the Department for Transport is dealing with, I suggest that £35 million is not enormous, particularly as £10 million of that has already been secured by Homes England. To get best value out of that, the Government will want to match-fund against that £10 million from the housing infrastructure fund, for which there is a deadline.

It is thought that the upgrade to junction 28 would cost a further £34 million. That is a much more expensive proposition, but a lot of work has gone into it, costing £800,000 so far. That has resulted in a robust and financially sound business case. The junction 28 proposal contained 25 options, such was the diligent work that went into it, and they have been whittled down to just three. The proposal has now gone out to public consultation, with a deadline of 5 February. Members will forgive the people of Cullompton for being tired of being consulted on these matters; they just want to see action.

The case for the relief road and junction 28 is also health-related, as it relates to traffic and congestion. This is why we also need a railway station at Cullompton. There was a recent announcement of funding to reopen Cullompton station. Again, Network North was something of a re-announcement, but we were certainly glad to be part of the restoring your railway announcement in 2020. A strategic outline business case was developed last year and it will go to a full business case in 2024, with the potential opening of Cullompton railway station in 2025. I work alongside my co-chair, the hon. Member for Taunton Deane (Rebecca Pow), as part of the metro board looking at every stage of the development and at how Network Rail and Great Western Railway are doing, perhaps giving them a little bit of a nudge when necessary but absolutely supporting their excellent work.

A railway station at Cullompton, along with the improvements to junction 28 and a relief road, will help with air pollution. The air quality management area in Cullompton has good monitoring, but I am afraid it reveals very poor outcomes for people’s health. It is estimated that the building of the relief road and the improvements to junction 28 would result in a reduction in the levels of nitrogen dioxide in the air of between 69% and 79%. That would clearly improve people’s health locally.

There are also plans afoot for walking and cycling. I have had people working with me on cycle routes in the area. Sustrans is considering linking Tiverton and Exeter through Cullompton, and there is a local cycling and walking infrastructure plan for connecting Willand and Uffculme. Together, all these initiatives—the relief road, the railway station and the walking, cycling and wheeling routes—will make a very friendly part of Devon into an environmentally friendly one.

In closing, I give credit to Neil Parish, my predecessor, who worked on this during his time as an MP, and to local Liberal Democrat campaigners who have been working with me on the operational details. I hope that we can think of today’s debate in the context of Christmas present. The word “present” in that context is usually associated with a gift, but I would like the Government to think of it in the context of the present tense—that is to say, I hope that we might see some action on Cullompton railway station, the relief road and junction 28 in the present and not at some unspecified point in the future. Those would be gifts for which I know that people in mid-Devon would be very grateful.

On a point of order, Mr Deputy Speaker. I seek an apology, as the hon. Member for Tiverton and Honiton (Richard Foord) did not name my constituency correctly in response to my intervention. He referred to me as the MP for Exmouth, but my constituency also includes Sidmouth and I should be referred to as the MP for East Devon. He has done this politically in local newspapers and leaflets. I wish also to clarify that Devon was successful, to the tune of nearly £40 million, in the most recent round of levelling-up funding, just to correct the researcher or whoever wrote the hon. Gentleman’s speech. I seek an apology for my constituency being named incorrectly, and a promise from the hon. Gentleman that he will not do so again.

Does my hon. Friend agree that every step needs to be taken to ensure that seafarers are properly protected in the future?

I thank the hon. Gentleman and he is absolutely right about the USA route. I have had many conversations and a lot of communication with my opposite number, Pete Buttigieg, the US Secretary of Transportation, in the US Cabinet. We have all wanted to work towards this point. It makes a very big and notable difference to the entire aviation sector, because so many routes are dependent on the US transatlantic route. To answer his question about the non-PCR, this will reduce the cost of a confirmatory PCR. I should mention that it is a devolved matter, so it will depend on the Northern Ireland Administration, but I have every reason to believe that we will all move in line, more or less, on this issue.

I am concerned to hear about the case raised by the hon. Member. If she would like to share it with me in writing, I will ensure that that complaint is sent to the right place and addressed. I am happy to take action on that individual case. More broadly, we of course continue, across Government, to ensure that the policies we have in place are not only accurate and required but carried out to the satisfaction of all involved. Circumstances have obviously been fast-moving. We are all committed to making sure that the policy is delivered and that quarantine hotels are managed appropriately.

I am sorry to say that the further restrictions for France stretch both the credibility of the system and the patience of the travel industry. The whole industry—from regional airports, including Exeter airport, to travel agents in places such as Sidmouth—continues to watch as its reserves are dried up, Government support is reduced and its ability to trade is hampered to an extent beyond that of any other industry. Will my hon. Friend look again at bespoke support for the travel and aviation industry, to avoid further job losses affecting hundreds of thousands of people?

The travel industry and regional airports, particularly Exeter airport, have powerful voices in this place, not least that of my hon. Friend, who is exceptionally eloquent and powerful in making the case to me and others. I commit to remain in close contact with him and all in the sector so that we can best understand how we may be able to support them. As I have said, the best way to do that is to ensure that we are able to travel in a way that protects public health. None the less, we must enable travel.

It is important to know that we are in a different phase of this coronavirus now, as never before have we had the majority of our population double vaccinated, and everyone is welcome to come forward—and, indeed, should come forward—if they have not been for their vaccinations yet. The rest of the world is not quite in that situation as yet but will want to get itself to that position.

For us, therefore, increasingly the focus is not so much on the specific case rates—after all, we are not vaccinating children yet, and we wait for the Joint Committee on Vaccination and Immunisation to let us know whether it is scientifically proven and advisable to do so— but on hospitalisations and deaths. Other countries will experience the same thing, and there is no reason, as we have seen throughout the coronavirus, to think that one country’s epidemiological situation is different from another’s. We know that while we may have been suffering from the delta variant, other countries, sadly, will be in the future; I hope that they can get themselves vaccinated in time.

The whole travel industry will welcome today’s decision, which will help build confidence in the industry and among passengers. Clear and concise guidance will be needed quickly for airports, airlines and travel agents to navigate the additional paperwork required to check passengers’ vaccination status, but given that some people cannot have the vaccine for medical reasons, what can be done to provide confidence that we are not moving towards a two-tier society?

My hon. Friend is absolutely right—the airline industry, for example, says that it is looking forward to working with the Government to continue this momentum and further open up markets—and I welcome his welcome for today’s announcement. He is also right to point out that there are some people who, for various reasons—I mentioned in my statement people who have been on a trial, for example—would not qualify under the normal circumstances. The other set of people, of course, are those who are clinically unable to have vaccinations for various reasons. We will bring forward guidance on all these issues.

I urge the hon. Lady to talk to her own Front Benchers, who are trying to remove the amber list entirely and chuck all those countries, presumably, into red; the hon. Member for Oldham West and Royton (Jim McMahon) is not able to tell us how many would go into green. Meanwhile, we are supporting Newcastle airport; as I mentioned, we have paid the entirety of its business rates throughout this crisis. The best hope of all for it is to get travel going again.

I have said this several times and I do not want to labour the point, but I will be returning to the House with full details of exactly how a double-vaccinated—fully vaccinated—status could help with international travel. I have also tried to explain why it is not quite as straightforward as the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) might imagine; for example, what do we do about children, who have not yet had their vaccination status confirmed?

I welcome the decision to loosen travel restrictions on double-jabbed Brits, but I also agree with other speakers regarding the need for a clear road map. However, whatever that road map contains, it will take time for passenger confidence to recover. Thousands of jobs in the travel industry are still at stake, so what will my right hon. Friend do to explore all options for further financial support for the travel industry?

My hon. Friend will know that I have been working with the Chancellor throughout this crisis, which is how £7 billion-worth of support has been provided to the travel sector. I also think it is very important, as my hon. Friend and others have said, to be able to set out as clear a path as possible to the reopening of international travel, notwithstanding the fact that, unfortunately, the virus is raging in different parts of the world and new variants of interest, at least, and sometimes variants of concern, are coming about on a monthly basis. We will do everything we can to put in place a system that involves both the traffic lights and the double-vaccinated status in order to provide a sense of certainty—as much as can be done in a global pandemic—for the aviation sector.

I thank my hon. Friend for supporting those vital rail links. I know that he is doing a fantastic job of ensuring connectivity to his constituency; I know that he spoke to the Rail Minister about it yesterday. East Midlands Railway has introduced a new timetable, but I understand that a number of challenges arose because of a different fleet, train crew issues and sickness. This has resulted in the need to swiftly implement timetable changes, but it now needs to provide passengers with a robust and reliable service.

Confidence within the aviation industry and among passengers is at an all-time low—it is shattered. The travel industry will take longer than most industries to get back to business and will need further support to survive. Will my hon. Friend speed up the review of air passenger duty and explore extending business rates relief to regional airports to help the industry weather this terrible storm?

I absolutely commend my hon. Friend for being a continued champion for Exeter airport in his constituency, which provides jobs and employment for many of his constituents. He will know that the airport and ground operations support scheme provides eligible commercial airports with support towards their fixed costs. In the March Budget, the Chancellor announced a six-month renewal of that scheme from April. Initial payments will be made towards the end of the summer.

My hon. Friend mentions aviation tax reform. The Treasury is currently reviewing responses and will update on timing in due course.

Tuesday 4 March 2020 was a day I will never forget. Shortly before midnight, the last Flybe flight landed back in the UK. Passengers disembarking from the plane bid farewell to tearful staff. Flybe’s new owners decided to walk away from the troubled airline, despite the Government support on offer. Overnight, 2,000 people lost their jobs, many of which were based at its Exeter airport headquarters in my constituency of East Devon.

Back then, the majority of routes from Exeter airport were operated by Flybe. Some 16 months later, all but one of the routes once operated by the airline from Exeter have operators ready to take to the sky. So much work has been done locally to support the sector, with councils working together with the industry and Members of this House to secure additional bespoke support from this Government.

However, all this hard graft is at severe risk. We have an incredibly successful vaccination programme, yet we have one of the most restrictive policies on international travel in the world. I will leave others in this debate to argue the sensible case to open up safe routes, but if we cannot travel internationally planes are grounded, airports are quieter and travel agents remain closed.

Confidence is at an all-time low in the aviation and travel industry, and among passengers. Without confidence among passengers, the furlough scheme may be propping up roles that simply will not exist within months. I ask the Government to seriously consider three main asks.

The first is to extend the furlough scheme for specific sectors, including aviation. Some 50% of aviation staff are still on furlough. We must avoid a cliff edge with mass redundancies in every corner of the country. The second is to extend the welcome business rates relief package for UK airports for a further six months. Thirdly, high street travel agents and language schools have drawn on lifeline support from Government grants. Topping up these schemes with extra cash and encouraging councils to target this funding would lend a lifeline.

If we do not reopen borders, more must be done to give airports, airlines and the travel industry a fighting chance of survival. Global Britain could become little Britain if we do not.

Let me take that in reverse order. The hon. Gentleman is absolutely right that there are times when it would make a lot more sense for the money to go to the local authorities. However, for the sake of speed during this crisis, I have not wanted to add further complications, as the bus support grant has been literally a lifeline to various areas. This strategy will enable more work on the suggestions that he makes. With regard to franchising, and on his first point, we can talk about what happened in 1986, some 37 years ago, or we can talk about the future. This bus strategy and I want to talk about the future.

I welcome the steps outlined in the bus strategy to help operators and local authorities deliver frequent, more reliable, easier-to-use services. More comprehensive bus services will be needed, especially in rural areas such as East Devon, to protect both socially necessary and economically necessary routes and services. What plans does my right hon. Friend have to help people get the bus to work any time of day?

My hon. Friend is right to point out that, particularly in rural areas such as East Devon and in many other parts of the country, the social value of a route is often missed by the current formulas. That is one reason why, with this bus strategy, we have launched a £20 million fund to develop rural services that work better. A lot of that is about making sure that, to have that certainty, the service is more regular and is funded, even at times when it requires public support to be funded. There are other innovative ideas, including, for example, having buses available on demand. People are used to using an app to call a taxi. Why should they not be able to do that to have a bus route go via them in order to get to where they want to go? There are many very innovative ideas, which will be very applicable in rural areas as well.
