Commons ChamberThe Government are doing much on business rates. We have delayed the revaluation until 2015. Also, as was announced in the Budget this year, we are giving every business in the country a £2,000 national insurance credit. That will be of huge value to many small businesses throughout the country, some of which will no longer be paying employers’ national insurance at all, and many of them will be retailers. That £2,000 may compensate significantly for the high cost of business rates, which we certainly acknowledge is a problem. Many small businesses say that uniform business rate is a problem for them.
I warmly welcome the appointment of my hon. Friend, who will do an excellent job as Minister. I put it to his colleague earlier that, on one aspect of the debate, our party decided this year that we wanted a change in the law to allow a separate use class for gambling establishments. I hope that he will not forget that policy in government, and I hope he will show how good a Minister he is by persuading his colleagues before the end of this Parliament to change the law accordingly.
My right hon. Friend is always a delight and always very helpful. I am sure that that will be a hot topic for discussion at ministerial team meetings over the next 12 months.
On the point about business rates, councils already have discretion to give a reduction, and the Government fund that on a 50:50 basis. Many hon. Members talked about the effect of business rates on their communities and about the revaluation. The hon. Member for Northampton South (Mr Binley)—I commiserate with him on today’s result—made some points about valuation. Actually, out-of-town businesses are valued on the same basis as town and city centre businesses, and it is on the rental valuation. Although the valuation is based on 2008, in 2010 this Government reduced the percentage applied to the valuation, so the truth is that since 1990 there has been no real-terms rise in business rates.

Commons ChamberI am happy to follow the hon. Member for Foyle (Mark Durkan). I agree with a huge number of his comments. He and I have voted similarly pretty well throughout the passage of the Bill.
I want to pick up on a comment the hon. Gentleman made towards the end of his speech. He and I voted for new clause 10 on the implementation of civil partnerships for straight couples. I voted for the new clause not because it was a wrecking amendment but because I believe in the principle. I signed it before the Government tabled their new clause proposing a review and before Labour tabled its amendment. If people look at my record, they will see that I have argued for that position over many years, yet it is suggested that I was trying to block the Bill. The hon. Gentleman has a similar view to mine.
I originally proposed a version of new clause 10 in Committee. I did not see it as an attempt to wreck the Bill; I genuinely felt it was an opportunity to close that loophole.

Commons ChamberWe have heard four similar interventions from coalition colleagues, and I have the same answer. I do not believe there is an absolute age at which every single right and responsibility accrues. As chairman of the all-party parliamentary group on smoking and health, I agree that there are very good health grounds for tobacco control and for making 18 the responsible age for consuming a product that is harmful to health. I would say exactly the same about alcohol.
May I say, through my hon. Friend, to our more doubtful colleagues, that the overwhelming reason is that youngsters at school are, in my experience, educated to be citizens and to play a full part? If we separate the date when they have the education and the interest is aroused from the date when they can register and do something, we lose them—bluntly—potentially for five, 10 or 15 years, or for ever.
My right hon. Friend is absolutely right. He was the first Member to attempt to make this change—in, I believe, 1999, when he was crushed by 400 votes to 36. I hope we will have a markedly different result today. He is right that this generation of young people have had all the educational opportunities to understand the democratic system, yet we continue to withhold from them the opportunity to put that knowledge into practice. We should not continue to withhold the vote from the best-educated generation of young people.

Commons ChamberIt was the Bob Crow bit that I missed. That may be a fair point, but I would not put Graham Aaronson on the same moral plane as Bob Crow; I do not think that Mr Aaronson has held the public to ransom at various points. However, poachers do often make good gamekeepers. The Government commissioned the report and are acting on it, and they should be commended on doing so, given that the previous Government did nothing to put that in place.
We have talked about the domestic scene, but I wish to say something in passing about our obligations abroad to the developing world. During debates on this year’s Finance Bill, I mentioned how the rules tightening up on controlled foreign companies—that is fine, as it is our responsibility to secure our own tax base—will have unintended consequences for developing countries. It is for the Treasury to work in close concert with the Department for International Development to ensure that every time we change our tax law, we think through the implications that that will have abroad. In addition, some of our expanding aid budget should be expended on training overseas Governments to build up their expertise to make sure that they are able to levy taxes effectively and collect them from the multinationals operating in their countries. I know that a coalition of charities, including Christian Aid, is going to campaign on this issue later this year. I have been working with them, and I look forward to continuing to do so throughout the rest of the year.
Will my hon. Friend also encourage the Government to examine anti-avoidance measures involving offshore territories such as those that have been started in countries such as Finland?
My right hon. Friend makes a good point. I think that there is a duty on Parliament to make sure that we are clear about our intentions and clear about what is wrong, and on the Government to allocate the resources to catch the people who go beyond the rules.
