Commons ChamberI of course share the hon. Gentleman’s concern about the deaths of anyone on the roads, but particularly of young people. I do not recognise the characterisation he has set out. Our road safety record remains one of the best in the world. [Interruption.] Well, it does. The Department spends a great deal of resource on campaigns to get people to drive more safely, and we do that when we are engineering and delivering new roads. Safety is one of the very important things that we think about as we design and roll out new road infrastructure.
Northern is developing a final business case for a new fleet that will bring new trains to my hon. Friend’s route, and include options for greener technology such as batteries. We are also working with the Great British Railways transition team to assess options to decarbonise the whole network.
I thank the Minister for his answer. He will be delighted to know that, for once, I am going to ask not about the quality of service on the Furness line, but rather about capacity. The Government recently announced, through the Network North deal, the electrification of the energy coast line. That will take 150 million tonnes of freight off that line every year and is hugely welcome. Through the SSN-AUKUS programme and the Dreadnought programme, and the doubling of the size of the shipyard in Barrow, a similar amount of freight will be needed going the other way. Will the Minister meet me and the wider Team Barrow board to discuss the merits of electrifying the Furness line?
As my hon. Friend knows, my officials are active members of Team Barrow, alongside the Department for Levelling Up, Housing and Communities and local partners, recognising the national significance of the submarine programme. Work is ongoing, looking at improvements to the A590, and at options for the rail industry to improve the local rail network. I would be delighted to meet my hon. Friend to discuss that work.

I can give the hon. Member that assurance. We will be bringing those contract tenders forward; we now have four train manufacturers, which is to be celebrated. We have CAF in south Wales, we have Hitachi up in the north-east, we have Alstom—of course—in Derby, and now we have Siemens in Goole. All those manufacturers are bidding, and the hon. Member is absolutely right that there must be a fair process for all, which will take place.
It is not that long ago that we had the hated Pacer trains on the Furness line. We were very glad to see the back of those, but of course a new, shiny train is no good if it is not running. The Minister mentioned that if we are not seeing customer demand, that is going to hurt the industry, so could he speak to what the Government are doing to improve customer service and get the level of train service back up to where my constituents hope it will be?
We are aware that performance needs to be a lot better than it is currently, not just from train manufacturers but from Network Rail. Indeed, I was due to meet with the train operators this morning to discuss that issue; obviously, I have had to move that meeting, but I am very happy to meet with my hon. Friend so that I can take his particular points into account. We need to do more.

I am aware of that. I am also aware that the lead negotiator for the train operators is the chief executive of FirstGroup and that those two entities have had those specific issues targeted against them while other train operators perhaps have not. Again, my tone and my message is to try to bring all parties together so that we can improve the service for our passengers and give them more confidence. If we are not careful—this applies to everybody involved in rail, including me—people will give up on rail, and that will cause us even greater challenges in funding the timetable that we have. It is in the interests of management, shareholders—they continue to benefit if revenues grow—and absolutely the workforce and the passengers that we turn this around. We will do that only by working together.
My constituents are fortunate to rely on both Northern and Avanti—it feels like they have won a ghastly lottery. Yesterday, I got an email from Steve, a constituent based in Ulverston, who travels from Kirkby to Whitehaven to work in Sellafield. He says that the trains are late and cancelled, that there are horrendous bus replacements and that, on return, there are direct trains that miss out the smaller stops. It is an unviable service. The service on Avanti is abysmal, but those who rely on smaller operators are also seeing a really bad service. With that in mind, will my hon. Friend confirm that he will do everything in his power to restore trains to a level of service that our constituents all deserve and expect?
My hon. Friend is right. Of course, Northern is in the control of the operator of last resort, which is what would occur in the event that we took away a contract from one of the private train operators. Perhaps his point on Northern demonstrates that we can talk of stripping contracts away, but ultimately how the entire system operates needs to change; just changing the contracts does not change the passenger experience for the better. I am sorry to hear of his constituent Steve’s experiences. Such experiences have been relayed to me by many colleagues on the Government side who have just had enough. With Northern, we see that, while it has a 6% cancellation rate, the knock-on from TPE is causing many of its challenges. That is another example of how one part of the system can knock over another part.

Work is ongoing to ensure that the operator of last resort would be ready in April to pick up the service. I will touch on some of the issues raised, but not all are within Avanti’s control; merely changing the franchise and who operates it would not resolve issues and problems that have been caused by infrastructure or engineering works, for obvious reasons—those sit in Network Rail’s purview. However, we are certainly not adopting a laissez-faire attitude. Every day, the DFT is engaging with Avanti and TPE about the services. Every week, there are senior-level contacts as well, and Ministers are actively involved with this process. I am a traveller on Avanti trains myself of a Sunday, and the idea that we are not interested in this or that we have some sort of laissez-faire attitude is completely for the birds. As for relationships with the trade unions, the Transport Secretary has met the general secretaries, but we make the point that we are not the employer in this circumstance, and it is for the unions and the operating companies to come to an agreement.
On Saturday, I endured an almost 10-hour odyssey across the UK to go from Barrow to London, for an engagement that I then missed. No one is going to peel an onion for me, but many of us have to endure this twice a week and for our constituents it is many more times than that. They are missing trips to the airport and to see their families, and they are missing their commutes. This is simply unacceptable, and they cannot book ahead and their tickets are ridiculously expensive as a result. Will my hon. Friend confirm that if Avanti does not improve services quickly, it will be stripped of its franchise?
I hear the points my hon. Friend makes. Obviously, he will appreciate that I need to follow the due legal process in terms of any removal of franchise, but we have made clear the criteria that are set out and the need for improvement before April, which is when we would need to take the final decision on a longer-term principle. If the current situation continues, that will clearly be a very strong part of our consideration.

Any performance fees that are being referred to relate to last year’s service, not this one.
As my hon. Friend and constituency neighbour well knows—she often travels on the same train as me between London and Cumbria—the quality and quantity of services have dropped significantly. These short-term cancellations are really affecting our constituents. They are missing their connections with Northern, which, by the way, is experiencing similar issues on its line. Whether these problems are down to unofficial strike action or problems with Avanti and Northern management, will my hon. Friend assure me that the new Secretary of State will be getting a grip on this issue so that our constituents do not have to live with this for much longer?

Commons ChamberI will be brief because I know that many Members want urgently to speak on this subject. I am grateful to my hon. Friend the Member for Darlington (Peter Gibson) for this excellent Bill and am very glad to speak on it for a second time; I spoke on Second Reading. It is an excellent Bill and at its heart it is designed to keep our constituents safe. I pay tribute to the hon. Member for Cambridge (Daniel Zeichner) for his hard work in bringing this legislation through.
The Bill takes a critical function and makes it universal, so that if someone has been disqualified from driving a licensed hire vehicle, that information is passed to other local authorities. Put simply, it keeps the public safe. Crucially, it also means that people have confidence in the private hire vehicles they are getting into, which is key. We have heard much about the licensing process from my hon. Friends the Members for Eastleigh (Paul Holmes) and for Cities of London and Westminster (Nickie Aiken). It gives people confidence in the vehicles they get into. It means that people who use the services, particularly vulnerable and disabled people and those without access to decent local public transport, who use these services when there are fewer public transport options available, have faith in the drivers and the vehicles they get into.
As has been raised across the House, the vast majority of private hire vehicle drivers are excellent. They do superb work to keep our communities moving and have done so throughout the pandemic. They are of great character and are an absolute credit to their trade, but the system must not allow those who are not a credit to hang on to their jobs and continue to keep operating.
Where I am based in Barrow and Furness, we have Barrow local authority, South Lakes and Copeland up the road, home of my excellent constituency neighbour, the excellent Minister on the Front Bench. When we hire a vehicle through an app or on the phone, we do not think about which local authority or licensing authority we are sitting in. We simply think about which is the nearest, which will get us somewhere fastest and who has the best reviews. The Bill goes to the heart of why we need to share information to clamp down on the bad apples in the system.
There is no denying that the Bill will impose additional responsibilities on licensing authorities. I certainly think very carefully about any additional restrictions that we put on authorities, but these are very small compared with the benefits that will flow from the changes. I am delighted that the LGA backs the Bill and that complementary, albeit voluntary, versions of the scheme are already running across different parts of the UK. Connecting them is key, and we want to see interoperability between England, Scotland, Wales and Northern Ireland, especially at the borders, where the scheme could show the most benefit. That interoperability is not just about data sharing. It is also about sharing best practice. Where one area is forging ahead with new schemes, where it takes the system further and where it learns what information can be shared to the further benefit of the people who ultimately get in these vehicles, we want to make sure that across the borders the other nations take notice and adjust their schemes as well.
Although I back the Bill wholeheartedly, I have some concerns on it and some of the actions that will probably flow post the legislation passing, hopefully. On governance I want an assurance that, if mistakes are made—hopefully, they will not be—and an individual is impugned and placed on the database incorrectly, they will have fair recourse to get their name taken off it in good speed. Similarly, if bad data is put on the database, the licensing authority that put it there should face a penalty. I heard what my hon. Friend the Member for Darlington said on that, but I hope that can be kept under review.
On the database operation, I understand that clause 2 talks about five days in terms of how long it should take before information is put on the database and shared. I would like the Department to give decent consideration to the speed of data entry and access. We do not want authorities making decisions on poor or out-of-date data. Before I did this job, I spent 10 years in fraud prevention and learnt that as close to real time is what we should aim for.
Similarly on data matching rules, my experience in my past job showed that those who want to evade penalty spend an awful lot of time ably curating the information that they give to people. We want to be using up-to-date systems, and the best technology that uses data matching rules that help minimise the effectiveness of what those people are doing who are trying to keep their jobs when they should not have them. We want to use technology that can pick out both Daves and Davids; can pick out people switching addresses; and uses secondary and tertiary information, such as phone numbers and email addresses, to make sure that good connections are made between items of data that are shared, so that people who are trying to avoid being taken out of the system cannot do so. Getting this right is key to making the system effective.
Setting aside those concerns, I fully support this excellent Bill. I hope it passes Third Reading successfully, and makes it through the other place. I commend the work of my hon. Friend the Member for Darlington.

Commons ChamberMy hon. Friend is correct. The Bill does not change the existing licensing authorities regime and does not affect the appeals process, appeals panels or applications to the magistrates court.
The relevant information that led to the decision would not be recorded on the database but kept by the licensing authority and shared with other licensing authorities if they requested it. The information on the database would simply flag instances of applications for a driver’s licence being refused or of the suspension or revocation of a driver’s licence.
This is an important Bill. Does my hon. Friend agree that the timeliness of the information sharing is crucial? If someone has their licence revoked but seeks to get one from another authority, we do not want the information not to be on the database for the second licensing authority to check. It is crucial that information is shared in a timely manner and can be checked. Will my hon. Friend speak to that?
That very point is considered in the Bill, which gives local authorities a time limit for the entering of such information on the database. In that way, playing one local authority off against another—that circumnavigation, loophole or lacuna—is effectively dealt with.
To achieve its aims, the Bill enables the Secretary of State to provide or designate a person to provide a licensing information database. It enables the database operator to charge a fee in respect of the costs of the database, but such a fee will not be levied automatically.
I risk repeating a mantra, but better decisions are made when more information is available. The existing legislation enables only the authority that issued a licence to take action against it.
I will be brief, because I know that other hon. Members want to come in. I pay tribute to my hon. Friend the Member for Darlington (Peter Gibson) for this excellent Bill and to the hon. Member for Cambridge (Daniel Zeichner) for all his work on it in the past. I was privileged to attend the parliamentary taxi awards arranged by the hon. Member for Cambridge, through which we heard incredible stories of the role that these vehicles and their drivers play in keeping our communities together. They have done remarkable things all through covid, from picking people up from hospital to picking up their prescriptions and carrying their bags to the door. It would be remiss not to name Lee Smith from 24/7 Barrow who won the award for Barrow and Furness. Licensed hire vehicle drivers are a key part of our community, and it is essential that we do what we can to strengthen them and give the community faith in them. The Bill goes a long way towards that.
I am delighted that the LGA, with which I have worked extensively, is backing the Bill. I declare an interest: before coming to this place I worked in data sharing in fraud and financial crime, so I have some experience in the area. I have some recommendations, the wonkery of which I will not go into right now, but I will happily meet the Minister on issues such as data matching and speed of processes that we could look at and strengthen—I recognise that he may not want to meet me.
Finally, on the system’s governance framework, we need to be assured that if mistakes are made—hopefully they will not be—there is some comeback so that if someone is impugned unfairly on the database, they can seek redress. Similarly, if bad data is put on to the database, the licensing authority who did so should have a penalty put against it. I fully support the Bill and thank my hon. Friend the Member for Darlington for bringing it to the House.

Commons ChamberI want to be clear with the House: it has involved some cajoling—that is what I would describe it as—to ensure that the travel industry is in the right place more times than not. I am aware of the Which? report that the hon. Lady refers to. I am also aware that the competition authorities have been looking at this and, in the case of one or two of the larger airlines, have taken action. It is very important—I hope that she will accept this—that the Government are very much on the side of consumers, and we want to see flexibility in the system. That is why we backed the ATOL system for vouchers to be accepted, to make it easier both for travellers and for the industry, and we will do everything we possibly can to assist. I am very happy to accept the hon. Lady’s offer and arrange for the Aviation Minister, and perhaps the appropriate Ministers across Government, to meet her and discuss this issue with her.
I warmly welcome this announcement. It will bring much relief to companies such as Travel the Globe, a very successful travel business based in my constituency that has struggled over the last 18 months of uncertainty, and to families and individuals hoping to travel and reunite with family. However, given that double-vaccination is key to unlocking international travel, what message does my right hon. Friend have for those who are still yet to book their second jab?
One of the things that is important is that people are fully vaccinated. That means with the vaccines we are using at the moment—two jabs—and then waiting for 14 days, they will be able to use the new dispensation we have announced today on amber list travel and not have to quarantine. The message is simple: if you have not booked your second vaccination and have had your first, please book. If you have not booked your first, book that. We have reduced the waiting time to eight weeks for those under 40. Please use this as the reason to get on the website and get yourself booked in for that second jab.

Commons ChamberAs I have mentioned, no one feels this more acutely than I do, given that I effectively put myself into quarantine with that decision. Travel is something that we must all do with a degree of eyes open, accepting the risk at this time. As I mentioned again from the Dispatch Box, people will need to think carefully when they travel about whether, if the country does suddenly end up in quarantine—I explained, with examples such as Jamaica, that this can happen very quickly—they are able to quarantine afterwards. Otherwise, it might be best not to travel, and that is a judgment that everybody will make. The hon. Gentleman knows that the Chancellor and my right hon. Friend the Secretary of State for Work and Pensions have also made significant moves to assist, particularly where people are in local lockdown areas.
I am sure that my right hon. Friend has been contacted by dozens of his constituents, as have we all, asking whether one country or another is about to be added to the quarantine list. With that in mind, I wonder whether he might share his Department’s thinking on whether some of the Joint Biosecurity Centre’s data might be opened up, to inform those decisions by our constituents.
My hon. Friend is absolutely right, and when people ask me whether such and such country will be added, I usually say, “I don’t know why you are asking me. I couldn’t get it right in Spain and I went there myself, so I am probably not the best guide.” The virus moves in ways that are difficult to predict. I agree that the more information there is available, the better, and he may have seen that I have spent some time publicising and tweeting the various different measures that the JBC uses to assess the risk from each country. This goes way beyond the number of cases per 100,000 over seven days.

Commons ChamberI congratulate the initiative on the roads, which is fantastic. My hon. Friend will know that I have announced £2 billion, and nearly £50 million of that has been made available to local authorities straightaway. I can also inform the House that a further tranche of money will be made available over the summer as well, along with the plans that she refers to.
I thank my right hon. Friend for his commitment to cycling and his investment in it. In my constituency of Barrow, we have the opportunity now to create a safe cycle route from Walney Island all the way up the A590 to Ulverston across some abandoned railway bridges. Making that work means getting Network Rail, Highways England and our county council to pull together. What advice and support can he give me to make that happen?
It sounds like a terrific scheme, and my advice to my hon. Friend is to have the local authority work with all those other bodies, including Network Rail, Highways England and the county council. I will join him in pushing from my end to ensure that can happen.
