Commons ChamberIt is an honour to be able to pay tribute to Her late Majesty Queen Elizabeth II, and to offer my condolences and those of all of my constituents to King Charles and the whole royal family as they face their personal loss.
Right hon. and hon. Members have rightly praised Her Majesty’s admirable work ethic, her sense of duty, which has never wavered, and her unparalleled dedication to public service. Her Majesty served us right until the very end, forever committed to her people and her country. She lived and symbolised the very best of our constitutional system, the value of a royal family, what it gives to our country and the part that they play in our national life.
One of the proudest days of my life was when my dad was awarded an OBE at Buckingham Palace. My whole family just could not get over the fact that we would get the chance to hang out in the Queen’s house. On that day, it fell to the Queen’s daughter, the Princess Royal, to hand out the honours, but the whole occasion was made magical because it followed precisely the exact example of the Queen herself.
I will also never forget arriving in this place for the very first time in 2010, standing in front of the Speaker’s Chair and taking hold of this House’s copy of the holy Koran, on which I swore my loyalty to Her Majesty the Queen as one of this House’s first ever female Muslim Members of Parliament.
The Queen’s relationship with Birmingham was strong and, in return, we Brummies had a deep affection for her and gratitude for the time that she devoted to us in the 70 years of her reign. Over the years, she visited Villa Park, the Bullring, many of our railway stations, the NEC, the International Convention Centre, Pebble Mill and the Hippodrome. Of course, we have just hosted the Commonwealth games, an important moment for our city, which has such a deep connection with the Commonwealth and which is inextricably linked with the Queen.
Like so many thousands of Brummies, as much as I am a child of Birmingham, England and Britain, I am also a child and grandchild of the Commonwealth. Millions of British citizens have a similar family history, making them a part of the Commonwealth family, and we recognise Her Majesty as the loving matriarch of the Commonwealth, its guardian and its guiding light. Her commitment to the Commonwealth and her championing of it recognised and respected our heritage. She gave institutional and spiritual meaning and the heart and soul of belonging to those of us who are citizens of our great nation, equal before the laws of our land, but who do not have centuries of birthright claim upon these our islands, and we thank her for it.
For me, the Queen’s Christian faith always stood out. She was a committed Christian and, as we know, Supreme Governor of the Church of England. It might surprise some that her commitment to her Christian faith could mean so much to those of us who practise and observe other faiths and belong to other faith communities, but in a speech at Lambeth Palace to mark her diamond jubilee, the Queen said:
“The concept of our established Church is occasionally misunderstood and, I believe, commonly under-appreciated. Its role is not to defend Anglicanism to the exclusion of other religions. Instead, the Church has a duty to protect the free practice of all faiths in this country.”
She was Defender of the Faith, but she was a Queen for those of us with other faiths and, indeed, for those of none.
May God make it easy for her. May he give her loved ones strength. And if I may, I offer this House an Islamic verse, which Muslims recite when someone dies and which I hope will resonate with the Queen’s Christian faith, too:
“Inna Lillahi wa inna ilayhi rajioon”—
to God we Belong, and to God we all return.

Commons ChamberIt is a pleasure to follow my colleague and friend from Birmingham, my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne), and what I want to say is going to be all about Birmingham. Jack did not sound like me. He was not groomed as I was, just as a child loves their parents no matter what, to love Birmingham, because it was given to me at birth. Jack did not have that, and he loved it way more than me. He would talk about Birmingham in terms that made it unrecognisable to me. I love the place, don’t get me wrong, but Castle Vale, while I love it, is not a place of great beauty. The Aston expressway is not a thing to behold, yet when Jack talked about Birmingham and Brummies, he felt so much as if he was from the tradition of the place of my birth. I think much of that is to do with his Irish ancestry, which so many of us in Birmingham have, but there could be no greater advocate for the city of Birmingham.
I know that many people want to speak, so I will touch slightly not only on Jack being an honorary Brummie—not even “honorary”, Jack Dromey was a Brummie through and through, without question—but on him being an honorary sister. The first time I ever spoke in this building, it was Jack Dromey who sat next to me. He put his arms around me afterwards and said, “I am so proud of you. I am so proud to see you here”—mainly because I was a girl from Birmingham and he loved Birmingham. The last time I ever sat in this place with him was just a week before he died, and we had just been put on the same team together, the shadow Home Affairs team. He said to me, as I sat down from asking a question of the Home Secretary, “It is so delightful to be completely outsmarted and outflanked by brilliant women.” That came as no surprise to me. I say to my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), all her family and her children that Birmingham will truly miss Jack Dromey. All the love of a sometimes not very beautiful place is with you and your family.
Jack and I were both elected in the 2010 general election, and he was my constituency neighbour, but because he was selected relatively late to be our candidate in Birmingham, Erdington, we did not get to meet until we were both newly elected Birmingham Members of Parliament.
I remember in those early weeks lugging around a massive rucksack that basically had a mobile office in it, having no idea of the lobbying required to get ahead in the race for an office in this place. Jack came over to me—we had only spoken a couple of times at this point—and told me that he had secured a whole suite of offices in Portcullis House. On hearing that, I was immediately insanely jealous, but he went on to ask whether I wanted to share them with him. Of course, I went from insane jealousy to all but falling at the man’s feet with gratitude. He laughed and said he simply had to rescue me from my flipping bag, because it was practically the same size as me, and he could bear it no longer. That set the tone for our friendship—lots of gentle mickey-taking and loads of laughter.
I was always struck by how ready Jack was—we have heard so much about this today—with his praise and encouragement. It is something that his children spoke so movingly about at his funeral. Jack would always stop you, text you or drop you a note to say he had seen you make a speech or give a TV interview—whatever it might be—and that it was “first-class, absolutely brilliant, the best of Labour.” He never hedged his bets when it came to praise, did Jack, but he really believed in generous and uncomplicated affirmation not just of his loved ones, but of his friends and colleagues. The sincerity meant it always mattered to the person on the receiving end. It always made a difference.
Not every conversation with Jack was quick. He would stop you to talk about the famous “three or four quick things,” but I soon clocked that the correct number was calculated by taking the number of things Jack said he wanted to talk about, multiplying it by two and adding three. It seemed to work every time, and Jack always got a promise out of you, or maybe more than one promise, to attend a meeting, to look into something or to join one of his campaigns.
In one of our more recent conversations, he told me he wanted to talk about campaigning—four quick things were actually 11—and at the end I laughed and said, “Jack, mate, how is it that your four quick things have now led to 10 absolutely urgent, immediate priorities for my to-do list?” I soon regretted admitting those 10 priorities, because he then laughed wholeheartedly and said, “That’s the target from now on, Shabana: 10 things to be added to the to-do list.”
It is difficult to believe that a man so full of energy, positivity and generosity is gone. He leaves an immense legacy, not just as a titan of the labour movement but as a thoroughly decent, good man. Jack Dromey was first class, he was absolutely brilliant and he was the best of Labour.
It goes without saying that the loss of Jack has shocked us all, and our hearts go out to Harriet and her family.
Jack was, as we have heard, respected across this House. He was an extremely generous person, often giving praise to his colleagues and associates whether they wanted it or not. I am privileged to chair the Tribune group of Labour MPs, of which Jack was an enthusiastic member. On many occasions, he would stop me somewhere en route as he rushed off to a meeting to tell me what a wonderful job I was doing of organising the Tribune group. On one occasion, when he was particularly effusive with his praise, I stopped him and said, “Jack, not even my mother would believe what you are saying.” He just carried on undeterred, thinking his message had not got across.
No matter how much he was over the top with his praise, he always left you feeling better after speaking to him. He felt the Tribune group had a lot to offer the party, and we met regularly to discuss the issues of the day. Jack would always keep the discussion well grounded and to the point. When we were losing sight of the bigger picture, he would intervene, “Just a few quick points, may I, chair?” He would then set out his opinion, always carefully thought through, with an anecdote here and a shaggy-dog story there—sometimes long and sometimes short, depending on the audience—and always with a twinkle in his eye. He would then bring us back to the point, with the apocryphal question, “What do Joe and Josephine Soap in the Dog and Duck think?” I heard about Joe and Josephine so many times that I feel I have been to the Dog and Duck. I actually got to the point where I googled it, and there is no Dog and Duck in Birmingham. We will miss him in those discussions and, above all, we will miss his dynamism and enthusiasm, which spurred us on; and I will miss his encouragement in keeping the Tribune group going.
We are both proud long-term members of the Transport and General Workers Union. He had been a high-ranking official, becoming deputy general secretary, and I was a lowly lay member of the transport section. We got to know each other when he came to this place, and we found we had a number of mutual acquaintances from the trade union, mainly because my region—the London region—was very influential in the union, and my branch, the cab section, was very influential in London.
Many of the people in my branch were on the broad left of the trade union, and Jack back then was a member of the broad left. There is no questioning Jack’s left-wing credentials. He built a long reputation on the campaigns he fought and won as a trade union official. His determination to stand up for social justice was legendary even then, over 30 years ago, and he continued this struggle in his parliamentary career.
The negotiating skills he honed as a trade union leader enabled him to forge alliances across the divide in this place and to get things done for the people of his adopted Erdington. In my opinion, there will always be a bit of London that is Erdington, and that is Jack’s legacy for them. Jack’s indefatigable campaigning on behalf of the trade union and labour movements touched six decades. He changed the lives of countless people who will never know what he did for them.
One last thing we had in common is that 16 months ago I became a granddad. Nothing made Jack smile more than when we talked about the unalloyed joy of being a granddad. It is probably those chats that I will remember most when I think of Jack. So Jack, if out there, in a parallel universe, there is a Dog and Duck with Joe and Josephine in it, perhaps sometime in the future—not too soon—we will sit down with a pint and find out finally what they actually think. It was an honour and a delight to have known you.

Commons ChamberThe Equality Act 2010 makes it unlawful to discriminate against employees or people seeking work based on race. The Government are committed to a society where everyone can enter work and progress on merit, regardless of their background. That is why the Prime Minister has launched a consultation on mandatory ethnicity pay reporting alongside the new race charter.
I thank the Minister for her answer, but 35% of black and ethnic minority workers in the west midlands have been encouraged to adopt a western work name by their boss at least once in their career. That is a truly shocking and unacceptable state of affairs in 21st century Britain, so what is the Minister prepared to do to stamp out such discrimination in the workplace for BME workers?
The hon. Lady is quite right. Let us be clear that discrimination of any kind in the workplace is not tolerated, and is unlawful in some cases. The Prime Minister has a strong commitment, which is why she introduced the mandatory ethnicity pay reporting consultation. I would also like to highlight to the hon. Lady that the business diversity and inclusion group, which I recently chaired, very much wants to ensure that no one in the workplace will be discriminated against because of their colour or gender.

Commons ChamberLike other Members, I have struggled to work out what is the right thing to do this evening, faced with a very difficult decision, as I have done with every decision regarding military action since I have been a Member of this House. In the last Parliament, I voted in favour of action in Libya and in Iraq in 2014, and I voted against action in Syria in 2013. I know how hard it is to vote both in favour of action and against action. I have learned in the five and a half years that I have been a Member of this place that it is almost impossible to say, with the benefit of hindsight, which of those decisions was 100% right or 100% wrong. Having weighed up the arguments on tonight’s motion, I will be voting against it.
Before I explain my reasons for that, let me say that, as the House knows, I am a Muslim. Those who know me well know that my belief in God and in my religion is not just a small part of my identity or simply a box that I tick on the census, but the defining characteristic of my life. I am a Sunni too—Sunni born, Sunni raised and, since I have been old enough to make my own mind up about these things, a Sunni by choice.
Although there is a wide variety of opinion and practice within Sunni Islam, we can all agree that ISIL is not representative of our faith and not representative of Sunni Muslims. They are Nazi-esque totalitarians who are outlaws from Islam, who engage in indiscriminate slaughter and who murder any Muslim who does not agree with them. If you are different or if you disagree, you die. I am well aware that under ISIL, a Muslim like myself would be killed, so please believe me when I say that I do not simply want to see ISIL defeated; I want to see it eradicated.
However, I believe that the proposed action will not work. That is why I cannot vote for it. I fear, primarily, the chaos that might come from a vacuum or ungoverned space. Many Members have said that airstrikes alone will not work, and I agree. We cannot simply bomb the ground; we need a strategy to hold it as well. On that point, I have listened carefully to the arguments about the 70,000 moderates. Normally, we believe that our enemy’s enemy is our friend, but in this case I believe that our enemy’s enemy will turn out not to be our friend. There are too many different groups, with too many shifting allegiances and objectives.
Does my hon. Friend agree that many British Sunni Muslims and other British Muslims would agree with her sentiments on this evil sect of Daesh?
I agree with that point and believe that, on this matter, I am able to speak for the wider British Muslim and British Sunni community.
What of Russia? It, too, is acting against ISIL, but it is also bombing the very moderates that the Government will rely on to hold the ground following the airstrikes. I think back to the decision regarding Syria in 2013, when I feared that action against Assad without a more comprehensive strategy would create a vacuum that would lead to more militancy, for which we would be responsible. Now I believe that an ISIL-first strategy risks strengthening Assad and creating another deeper crisis, for which we would also be responsible.
As for our own security, my instinct tells me that the threat to us will probably be the same whether we act or do not act. ISIL will not give us a free pass if we vote against action, but we will not be any more in its sights if we vote in favour of it.
It has been suggested in the last day or so that when the time for the apportionment of blame comes, those who vote in favour of the motion will have to step forward and there will be nowhere to hide. The implication is that if Members vote against it, as I will, they can avoid the blame. To those who think that way, I say this: if only the world were that simple. There will be consequences and innocent people will die from action or inaction. Whatever we decide tonight, we will all bear a measure of responsibility.

Commons ChamberMy right hon. Friend always puts his case very powerfully. In many ways, what this shows is that it is possible to have different sorts of membership of the European Union. We are not a member of the euro or of Schengen, but when it comes to co-operation over foreign and security policy, it is often Britain that is in the lead—whether it is arguing for sanctions against Iran, sanctions against Russia or a better co-ordination of counter-terrorism policies within the EU. We should not be frightened of different forms of membership. As I have put it, Europe should have the flexibility of a network rather than the rigidity of a bloc.
May I join others in expressing my shock and sadness at the horrific events in Sousse? Our thoughts and prayers go out to those who have lost loved ones. I welcome the steps that the Government are taking to offer support and assistance to the families at this time.
The Prime Minister has been speaking about the challenge of confronting ISIL— Daesh—and its ideology, and I agree that that is the task ahead of us, but how we do it is a matter for debate. The thrust of the Prime Minister’s comments today and last week are that, as part of dealing with symptoms and causes, British Muslims must step up and call out those who are silently condoning extremist ideologies, but does he agree that most ordinary British Muslims, among whom I count myself, have no more knowledge and ability to step up to the plate and call out in that way than any other ordinary British person? Furthermore, does he agree that it will be from an acceptance of our combined lack of understanding of where we need to step up to the plate that we can better work together to find a solution?
I thank the hon. Lady for the thoughtful way in which she put her question. My answer is that British Muslims, Imams, mosques, community centres and Muslims in our communities are stepping up and saying that they condemn utterly what ISIL does and saying that it is not in their name. Indeed #NotInMyName was praised by President Obama in his speech at the UN. My argument is, I am afraid, that we all have to go on doing that—British Muslims included—for as long as this poisonous ideology exists. I say to British Muslims that, the fact is, these people are taking their religion of peace and perverting it. That is the reason for standing up and saying, “You must not do this. This is not what we believe in or what we are about.” The British Government, who include Muslims in their number, will back all Muslims who do that.
My second point is that we would be making a mistake if we said that we need just to confront those who support violence. Some people and some organisations—frankly, we know which organisations—go along with some of the narrative, think that a caliphate might not be such a bad idea, that Christians and Muslims cannot really live together and that democracy is inferior to another sort of system, and do not believe in equality. Those are people that we must call out, too. I want us to appeal to young British Muslims about what this country can be for them. This is a great multiracial democracy and a country of opportunity and we must also raise our game, as it were, and make this a society into which people want to integrate. It is time to speak out on both fronts. There is a need for integration, but also the need to confront a narrative of extremism, even if it stops short of violence.

Commons ChamberI am grateful for the opportunity to contribute to the debate today. I will support the motion before the House, but I do so with deep concern and real worry about the future. That is not because I do not want ISIL to be destroyed—I do—but because I believe that our history in Iraq, with the war of 2003, has eroded trust, created suspicion about our motives for getting involved and perhaps caused some of the factors that has led us to where we are today. Without genuine, prolonged efforts to achieve a political settlement, I have fears about where this may ultimately end. I am deeply concerned about the potential scale of civilian deaths that may occur, bearing in mind the scale of those that have already occurred and that are occurring even as we speak. Such decisions are deeply difficult—I often feel that we have to choose between the lesser of two evils—but a political solution is the only way to ensure that peace can be won and, in the end, that it can be a lasting peace.
The starting point for making my decision is that those in ISIL are fanatics and monsters; they are not Muslims. They have hijacked the name of Islam, the religion that I, as well as tens of thousands of my constituents and hundreds of thousands of British Muslims, follow and practice, and which we all love. They have hijacked and dishonoured the name of our religion. I am a Sunni Muslim, like the majority of British Muslims, and like them I abhor and am repulsed by the fact that those in ISIL describe themselves as true Sunni Muslims: they are not, and we reject them utterly.
My hon. Friend is making a crucial point. Will she join me in welcoming the fact that in Cardiff, as well as in many communities throughout the UK, Muslim leaders from across the Muslim spectrum and leaders from other communities and faiths have come together to condemn ISIL’s activities not only in Iraq and Syria, but in recruiting and perverting young people in this country?
My hon. Friend makes an important point. The coming together of the wider community has been welcome and much needed. He also makes an important point about the radicalisation of young British Muslims. We must be alive to the risk that all this action might also create such radicalisation.
I have to say that the anger and hurt of the wider Muslim community both here and abroad is secondary to the pain, the death and the destruction that ISIL has visited on its victims, Muslim and non-Muslim alike. The rightful place for those in ISIL is behind bars or 6 foot under the earth.
What then should we do? In making my decision, I have taken into account both the nature of ISIL, which I have already set out, and the fact that the action we are being asked to approve is legal. Such action is at the request of a democratically elected Government, so the situation is very different in nature from that in 2003. A sovereign state has asked for help that we can provide, and we should therefore provide it. I do, however, have concerns. The Prime Minister gave assurances on some of the issues when he opened the debate, but we in this House should continue to press the Government on such matters.
My first concern relates to the Iraqi Government. The hon. Member for Penrith and The Border (Rory Stewart) raised important and powerfully made points about the difficulty of the task. I am not under any illusions about how difficult it will be, but the Government must be one for all of Iraqi society, and one in which they all feel that they have a stake. Otherwise, there will be no future for Iraq as it currently exists. They will have to consider splitting it up into two or three countries, with each group being given its own homeland. If they do not want to break up, they will have to consider some sort of constitutional settlement involving a form of federation or on the basis of the kind of constitutional debates that we are now having about our future. They will have to come to a resolution, and we must support them in doing so.
The Iraqi army must demonstrate that it is willing and capable of protecting all Iraqis, including the Sunnis in the south of the country who are under attack from Shi’a militias. There must be even-handedness if we are to win the wider and harder battle for hearts and minds that has to be won. ISIL is presenting itself as the true protector of Sunni Muslims in that area, and we should tackle that head on, so the Iraqi army must be able to meet that call. If the Iraqi army and Government can demonstrate that they will protect and include all minorities, we can move a long way towards the stability needed both to win the fight before us today and, in the end, to win the peace.
I must give a note of caution about some of our coalition partners. It is welcome and important that they are all on board, but we cannot be blind to the regional dynamics that exist between the different groupings, and we must be alive to the risks that such dynamics pose. However, a sovereign state has asked for help, and I think that we must all answer that call.

Commons ChamberA number of points have been made about the dangers that Russia faces if it opts for a path of increasing international isolation.
Now that the Israeli ground offensive has moved into densely populated urban areas of Gaza, the death toll of innocent Palestinians, especially of children, will only rise. The Israelis say that civilians should leave these areas. Given the Prime Minister’s own description of Gaza as an open-air prison camp, perhaps he could advise the men, women and children of Gaza as to where on Earth they are supposed to go?
What we want for the people of Gaza is for them to have a country of their own—Palestine —that lives in peace next to Israel. That is the goal.

Commons ChamberI share the hon. Lady’s concerns, although I am not sure I entirely share the sweeping generalisations that she derives from them. As I said earlier, the evidence is that, under the last Government and the present Government, through the work of the CPS, the conviction rate for rape has consistently been improving. The House will want to bear that in mind.
On the very serious suggestions that Mrs Andrade was somehow misled, yes that is a matter of concern to me. As I indicated in an earlier answer, the information I have been given supports my view that both the CPS and the Greater Manchester police correctly advised her and recommended routes by which she could obtain counselling. The suggestion that some other organisation or police force might have said something to the contrary is obviously of serious concern and will be looked into.
4. Whether the Serious Fraud Office holds contracts with any companies which are subject to a criminal investigation by a prosecuting agency overseas.
The Serious Fraud Office is not routinely informed about the work of overseas prosecuting agencies and where it is properly involved, it would not be appropriate to comment in relation to current investigations or prosecutions.
The Attorney-General knows that at least one contractor of the Serious Fraud Office is being investigated for fraud overseas. Apart from being embarrassing, does this not constitute a conflict of interest? Will he tell the House when he proposes to publish the findings of the Allan report, which was completed in 2011?
I shall start by dealing with the first part of the question and then deal briefly with Sir Alex Allan’s report. I am not in a position to comment on what is or is not being investigated. That is a private matter for the Serious Fraud Office. When it takes on an investigation, wherever it can, it publishes that on its website, but there are sometimes circumstances where it cannot do so without prejudice to the investigation. If I may say to the hon. Lady, such conflicts of interest can arise quite frequently, but there are a whole series of protocols in place in prosecutorial organisations to ensure that that does not impede their efficiency or ability to carry out such investigations.
As for Sir Alex Allan’s report, the hon. Lady knows from what I have said previously in the House that I would very much like to see as much of its contents as possible published, but there are issues in respect of data protection. When I have worked through those, I hope to be able to satisfy her wishes in that respect.

Commons ChamberI thank my hon. Friend for her intervention. She is not going to have an opportunity to make a speech, owing to time constraints, but I am sure that the Scottish people will have heard her comment.
Median pay in the south-west is already £14 a week less than the national average. Many of the public sector workers there have also been the subject of pay freezes, pay caps or pension contribution increases, all of which have reduced their spending power. Plymouth is a city that is heavily dependent on the public sector; the hospital is the largest employer. There is real concern there about the damage that a decision to reduce wage levels in the region, or locally, could have on an economy that is just about keeping its head above water.
We have heard a lot about the private sector from Government Members, but does my hon. Friend believe that it would be instructive to note that many large national private sector employers have pay bargaining practices that are not dissimilar to those of the public sector?
Indeed; I shall touch on that point briefly later.
More than 18,000 people in Plymouth work in the public sector. In my constituency, a massive 25% of the working population do so—one in four people—and to dampen pay rates could be devastating. The Government’s suggestion that it is easy to compare private sector and public sector jobs is absolute nonsense. In the south-west, large swathes of people work in the hospitality and agriculture sectors, earning very low wages. There is no simple read-across, and I would ask the Government to consider that fact carefully.
