Commons ChamberIn conversation with the Prime Minister, we were clear that it did not necessarily make any sense to concrete over the wells. We are still in conversation about that. As I said, our position on the moratorium has always been the same: if fracking can be done in a safe and sustainable way, the Government are open to the idea. We have always said that; the position has not changed. With respect to the North sea, I fully agree with everything that the right hon. Gentleman said.
I thank my right hon. Friend for his statement and for the work done by Conservative Governments to increase our renewable energy capacity by 500%. As we move towards the new normal of a greener and more secure energy supply, will he commit to increase the capacity coming out of the Celtic sea and accelerate the roll-out of floating offshore wind and the target that it can deliver on?
As my hon. Friend remarked, floating offshore wind is key to accelerating our renewables offer. In the next few days, we will hopefully be setting some slightly more ambitious targets for our 2030 ambition than we have hitherto set.

It is a pleasure to serve under your chairmanship, Mr Betts. Congratulations to the hon. Member for Bath (Wera Hobhouse) on securing today’s important debate.
I want hon. Members to imagine a future where they can purchase clean electricity directly from a local supplier that is owned and run by local people. Storm Arwen this weekend certainly demonstrated the power of the elements back home in North Devon. As we transition to net zero, we need to harness more of our renewable energy resources as efficiently and rapidly as possible. Local energy supplies have the additional community benefits that every pound spent powering our homes or cars could support local jobs, help fund new facilities in our communities and contribute to more renewable energy infrastructure. That future is within reach and realising it is vital if we are to ensure that the British public welcome and benefit from our transition to net zero.
We have made great strides in decarbonising our economy. Our greenhouse gas output is 51% lower today than it was in 1990. Currently, renewable electricity accounts for 14% of our total energy use and that is set to rise significantly as we further decarbonise and build up our energy security. I very much hope that floating offshore wind generated in the Celtic sea will be part of that in the not-too-distant future. Achieving net zero presents the serious challenge of growing our electricity generation at least twofold, so that transport and heating can be decarbonised, and building the renewable generation infrastructure to power it.
Is that not the key point? We need to increase our renewable generation of electricity, but the reality is that where there are projects, especially in rural areas, there is often a fair bit of opposition, above all when it comes to onshore wind. One way of addressing that concern is that if communities believe they will have ownership of and the benefit from that development, that will bring people with us. To achieve our ambitious targets, we must take people with us, and that is one way of doing so.
I agree entirely with the hon. Gentleman’s point. It is an opportunity to bring our communities with us on this journey, which is so vital to the whole purpose of the Bill and its objectives. In the face of soaring international gas prices and global energy pressures, surely we should be welcoming that challenge.
There is remarkable potential for community energy and renewables schemes owned and run by local people in helping us reach net zero on time. As the hon. Member for Bath said, currently community energy generates around 0.5% of our electricity. As the Environmental Audit Committee showed in its recent community energy inquiry, by 2030 community energy could grow by at least 20 times, powering 2.2 million homes and saving 2.5 million tonnes of CO2 emissions every year. Other countries such as Germany already have more than 1,000 supply companies, compared with just 50 here in the UK. One does wonder what is stopping us doing that already.
Currently, the energy market rules lead to costs—the Ferrari costs—that make doing that impossible. The financial, technical and operational burdens involved in setting up a licensed energy supply company mean that initial costs exceed £1 million. It is like setting up a micro-brewery, planning to deliver beers to local pubs, restaurants and homes, and then being told to pay £1 million in road tax for a delivery van because it is using the national road network. The business would never be started. To realise community energy’s huge potential, we need to enable current and future schemes to sell their power direct to local consumers. That requires making the cost faced in selling power proportionate to the size of an energy business. New community energy schemes would then be financially viable and their enormous potential would be realised.
The Local Electricity Bill, which I am proud to co-sponsor, and which enjoys the support of 282 MPs—another joined this weekend—would do that. The Bill would improve the market rules to allow community energy schemes to flourish alongside larger suppliers. I look forward to working on the Bill, so that it can be another proud stride in our decarbonisation journey and quite literally deliver local power to the people.

As I have said a number of times, in this role and in my previous one, the green homes grant attempted to do three things. The first was to decarbonise public sector buildings, and that worked very effectively through Salix, the bank that disbursed those funds. The second element, which was disbursed by local authorities, has also worked very well. The third element is the one that we closed, and we want to get a renewed version of it.
In the final days of the last Labour Government, the UK was near the bottom of the G20 league tables for green investment and renewable energy. I therefore congratulate my right hon. Friend on his Department’s achievements on offshore and floating wind energy. Can he confirm that his Department will continue to invest in this area, particularly close to my North Devon constituency and the Celtic sea?
Absolutely. My hon. Friend will know that we have some really exciting floating offshore wind projects in the Celtic sea that I am very pleased to see being developed. She is also right to observe that during the last Labour Government, we did absolutely nothing whatsoever to ensure security of energy supply or its diversity.

Commons ChamberThe hon. Gentleman will know that I have met ITM Power a number of times; I was honoured to meet them in Grimsby. It does a great job. He will also know that, in my time as Minister of State for Energy, I commissioned the hydrogen strategy, which will be published shortly. At the core of the strategy is a twin-track approach. We are promoting blue hydrogen—which is made through methane natural gas reformation—and, more particularly in answer to his question, we are also committed to green hydrogen, or electrolyser-produced hydrogen, in which ITM Power is the leader.

Commons ChamberWhat I do agree with is the fact that we have extended an unprecedented range of support and measures. I am in regular contact with my right hon. Friend the Chancellor; he has taken a nimble approach, and I look forward to engaging with him on what further support we can supply.
The hospitality supply chain has remained open despite a significant loss of earnings to continue supplying the NHS and schools that have to be open. Here in North Devon, Philip Dennis and Savona delivered to people’s homes and operated pop-up click and collect venues when many vulnerable households struggled for supermarkets slots. However, these companies are not eligible for the same support as the hospitality businesses they normally service; will my right hon. Friend ensure that they have the support they need so they are still trading when our hospitality sector reopens?
As my hon. Friend knows, in January the Chancellor announced an additional £500 million in grant funding to local authorities for the additional restrictions; this discretionary funding enables local authorities to support businesses, including, as she pointed out, those in supply chains that have been adversely impacted by restrictions but are ineligible for other measures. This funding comes on top of the £1.1 billion allocated in November 2020.

Commons ChamberMy right hon. Friend the Minister for Business, Energy and Clean Growth is already looking at this issue and has shown a great deal of interest. He will be happy to meet the right hon. Gentleman to discuss issues around geothermal.
As chair of the all-party parliamentary group on the Celtic sea, I am working with colleagues to try to facilitate floating wind turbines in the Celtic sea, which will help us to move towards net zero. Those involved in their construction are facing issues with the Crown Estate, so will my right hon. Friend do what he can to support this project and the clean energy it could generate?
My hon. Friend will know that in August the Crown Estate awarded seabed rights for the first floating wind project in Welsh waters of the Celtic sea. She will also know that the Crown Estate has just started market engagement to seek views on how to drive forward new projects. If things are not going as well as she would like, I or my right hon. Friend the Minister for Business, Energy and Clean Growth will be happy to meet her to have a discussion.

Gentleman is right to highlight the key importance of the aviation sector, and the Government are supporting aerospace and its aviation customers with more than £8.5 billion, as part of our measures to support the overall economy. I understand that Airbus has drawn down £500 million on the corporate finance facility, and of course the Secretary of State and the ministerial team are happy to engage with him and his constituents on this important matter.
I already have one week of holiday plans and not in her constituency, sadly, but we all need to get out there to visit pubs and restaurants and cafés, which are the heart of our communities. From what I have seen, they are very much adhering to the covid-secure guidance, and that is how we will all enjoy summer safely.

Commons ChamberReducing and removing red tape is vital to enable businesses to bounce back rapidly as they reopen. In north Devon, we are blessed with vast areas of open space, so many of our pubs, cafés and restaurants will be able to open more effectively this summer if customers are able to spill on to pavements, car parks and beaches. I warmly welcome the Bill and the opportunities it presents to many of the local businesses that I love to visit, such as Johns of Instow, Lilico’s in Barnstaple, SQ in Braunton, The Rising Sun in Lynton and The Grove in Kings Nympton.
I recognise that consultation with stakeholders has been undertaken. However, with an elderly population in North Devon, I remain somewhat concerned. Clear access along pavements must be available to the disabled and partially sighted, who frequently find street furniture a hazard. I trust that that will be facilitated. I hope that the proposed amendments to the planning process will include measures to enable our town centres to revitalise themselves completely, giving speedy changes of use, and opportunities for new businesses or much needed housing to be rapidly developed in the unfortunately ever-growing number of vacant shops on our high streets.
All that will not be possible if our councils do not have the resource to deliver it. Multiple layers of councils in counties such as Devon do not always have that resource, despite their best attempts to deliver rapidly. Indeed, the interaction between different council tiers make such changes more challenging. Councils have made an unprecedented response to the pandemic, and I take this opportunity to thank the teams at North Devon District Council, the town councils and Devon County Council for their tireless commitment, despite the increased workload.
I fear, however, as we have already seen in North Devon, that some well-intentioned initiatives are hard to bring to fruition and take far too long to implement. Small district councils have small teams, some still working from home, with poor broadband that is already overloaded. Reducing red tape can only work if council teams are able to implement plans rapidly and have the necessary resources to deliver what our businesses and high streets so desperately need. That is not in any way to criticise the work of the officers and staff at my local councils, but more to recognise the structural difficulties that are endemic to multiple layers of local government. I would like to take this opportunity to urge everyone, in the coming weeks, to come and visit some of our fantastic pubs, cafés and restaurants in North Devon; to enjoy our great hotels, holiday parks and B&Bs; and to indulge in the new outdoor drinking and dining facilities that I hope will rapidly appear with the passing of this Bill.
Those of us who live in North Devon all year round know that people need to be robust to dine with us outside. It can be wet and windy, but that is part of the charm of a British seaside holiday. We have weathered many storms back home, and we will weather this economic one. The shops of Barnstaple, Ilfracombe, South Molton and Braunton will be more than happy to sell everyone additional waterproof and windproof layers as we seek innovative outfits in which to dine out in weather like we had this weekend—or people could take a leaf out of my book and wear a wetsuit more often.
