Investment in education is one of my priorities for North Cornwall and of special interest to me personally as a champion of social mobility. North Cornwall is a prime example of an area that has been historically overlooked compared with urban areas by Governments of all colours over the past 50 years, to the detriment of the life chances of children and young people who grow up in that beautiful part of the country.
The London challenge policy saw a huge investment in urban areas in 2003. Although it is difficult to isolate the impact of the policy, it is undeniable that attainment levels went up when the overall funding packages were introduced in those areas. The policy saw a budget of £40 million a year for London, Greater Manchester and the Black Country at its peak. My issue is that the children of Lanivet, Launceston and Bodmin could and should have had the same resources at the same time, and would have benefited from the uplift.
I mention the London challenge because despite the policy coming to an end there is still a huge disparity between education investment in urban and in rural areas. Cornwall is part of a group of 42 local authorities that have historically received some of the lowest allocations for primary and secondary pupils across the country. I am taking part in this debate on behalf of some of the headteachers who have spoken to me about their concerns.
My hon. Friend makes a very important point about the London challenge. It was a very successful investment, but its legacy is the huge gap in per capita funding for pupils in our constituencies. Does he agree that coastal constituencies such as his and mine, where there are pockets of deprivation, need a similar scheme to recognise the deprivation alongside the advantage, just as happened in London, but in a different way?
My hon. Friend is absolutely right. Rural deprivation is very much harder to differentiate. Urban deprivation tends to be easier to identify. Rural deprivation definitely exists and should be recognised in the funding formula.
Cornwall is one of the most beautiful places to raise a child. It is safe and has a uniquely beautiful landscape. Children are really lucky to grow up there. However, I believe that, when it comes to education, they have been short-changed over the years. Having been a Parliamentary Private Secretary in the Treasury, I understand the cost pressures of maintaining stable economic policy, ensuring stable growth and limiting borrowing, allowing us to live within our means, but if there is one sector that needs urgent investment and a spending review, Minister, it is your Department—further education, secondary education and primary education. That means revisiting some of the policies that we have looked at previously: the minimum per pupil funding levels, the 0.5% funding floor and the historic differences for the schools that have been comparatively well-funded over several decades. Moreover, there is an issue with the use of historic averages, which locks in the disparity gap between the highest-funded and lowest-funded state schools, which can be between 50% and 70%. Cornwall’s schools are particularly penalised, which is unfair.
For me, it is simply a question of fairness—fairness for taxpayers, fairness for teachers, and fairness for children and young people. Parents in North Cornwall pay the same level of tax pro rata as parents in cities, yet historically their children have received only half the educational investment from the state that pupils in urban areas have. Although the fair funding mechanisms have helped, the rebalancing is not happening fast enough; it needs to happen much faster.
As I mentioned, one of my passions, which pushed me to stand for election, is social mobility. More parity and fairness in the education system will allow social mobility to increase in North Cornwall. I cannot stand here and argue for social mobility while that disparity exists. More investment leads to higher attainment and provides teachers with the resources they need to teach their pupils. With the extra funding that went into London, with the larger budgets, those attainment gaps shrank. In an increasingly technologically based jobs market, rural pupils need to have the same level of funding to obtain the same level of skills needed to fit into that marketplace. They need to be given the fairest deal they can from this Government to develop their academic and vocational skills. North Cornwall’s pupils are no less talented, aspirational, ambitious or intelligent than pupils from urban areas, but they have historically received less funding from every colour of Government in the last 50 years. That needs to change. We need a fairer national funding formula that is not based on disparity between urban and rural areas, but unlocks the talent of every child in this country.
On behalf of schools in North Cornwall, I am asking for a fairer deal, Minister; and to show confidence in our young people in North Cornwall it is a question of not simply more investment after years of sustained economic and budgetary growth, but a reallocation of funds across the whole area, ensuring that every pupil, no matter where they live, from Cornwall to Scotland and everywhere in between, is treated in exactly the same way.
In conclusion, I strongly believe that schools in rural areas such as mine should get a fairer deal in the spending review. I urge the Minister to strengthen every sinew when he speaks to the Treasury.

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate my hon. Friend the Member for Gloucester (Richard Graham), ably abetted by the hon. Member for Scunthorpe (Nic Dakin), on securing this debate, which follows on from our debate on college funding on 21 January. That 45-odd colleagues attended demonstrates the considerable concern across party boundaries about further education funding. I wonder whether that is a record for a Westminster Hall debate—perhaps the Clerks will let us know.
I am grateful. If the Minister looks around the Chamber, she will see many colleagues who represent areas that have not benefited from globalisation. As we move into a skills-based economy, may I urge her, on behalf of the people of Cornwall, to strengthen every sinew when she goes to the Treasury to argue for this money? We are desperate for these skills.

Commons ChamberMy hon. Friend is right to identify the issue in rural areas. It is encouraging that the number of good or outstanding schools in his constituency is up from 37 to 41 since 2010, but he is correct that rural areas can face distinct barriers. Through the opportunity areas programme, among other things, we will see what else we can learn to assist social mobility in rural areas.
Recent Policy Exchange research shows that poor behaviour is holding back learning and driving teachers out of the profession. Does the Secretary of State agree that if we drive out that poor behaviour, we can give every child a chance to climb the ladder?
Yes, indeed. Classrooms must be safe, calm and stimulating places for both children and teachers. The Policy Exchange report highlights what the best-performing schools do. We recently pledged £10 million to help share best practice in behaviour management, which we know is so important to teachers.

Commons ChamberWe are working closely with the Treasury, as finance has been challenging for further education colleges, and this work will continue in preparation for the spending review. We are also undertaking a look at the resilience of the sector to make sure that the regulatory structures and funding give us the high-quality provision that we want to see. I have mentioned the £2.5 billion that will be available by 2020 for apprenticeship training. When T-levels are fully rolled out in 2020, there will be an additional £500 million a year.
I thank the Minister for that response. As we approach the spending review, may I emphasise, particularly from North Cornwall, the passion and drive that we need to make sure that this money does go into further education? In the post-Brexit world we will be living in, it is more important than ever that our young people have the skills to benefit, so can we make sure that we push the Treasury hard on this?
My hon. Friend is a doughty champion for those in his constituency. Education is crucial, and we need to help young people to acquire the skills to thrive in life and work. For many, further education offers a second, third or even fourth chance, so it is important that we make sure they have the resources they need. Sadly, further education often gets squashed between the discussion about schools and that about university. I know my hon. Friend will be making his own representations to the Treasury.
The hon. Gentleman has raised very important points about a subject in which he has considerable expertise. This is one of the reasons that we asked Edward Timpson to conduct a thorough review of exclusions policy. It is done better in some places than others, and it is important for us to learn from that. It is also important that, when children are excluded, alternative provision should be the start of something positive and new, rather than the end of positive education.
My hon. Friend has raised an important point. In 2017, approximately 91 state-maintained schools entered students for Chinese GCSE. There were 3,654 GCSE entries in that year, and 2,800 A-level entries in 2018. Maintained secondary schools must teach a foreign language at key stage 3, and we fund 64 schools for the Mandarin excellence programme, which is intended to put 5,000 students on track towards becoming fluent in Mandarin.

Commons ChamberI am pleased to take the hon. Gentleman’s advice to devote more focus, more resourcing and more capacity to T-levels; that is precisely what we are doing. The programme is well on track and, far from what he has just described, it has the support of business and of the colleges that we are bringing in in the earliest stages. At the moment, this will involve only a relatively small number of students who are starting their GCSE courses this year and who will start their T-levels in a small number of colleges in 2020, but we will see the programme grow and grow from there.
Since 2010, we have seen a narrowing in the attainment gap of at least 10% in the early years, at primary school, at secondary school and in higher education entry. Improving social mobility and widening opportunity are at the heart of everything we do in every phase of education.
When I go to speak to my secondary schools and colleges, I am amazed by how many young people think that they are going to live or work within 15 miles of where they went to school. What can we do to utilise technology to ensure that people from financially or geographically challenging areas can get access to good quality employment?
My hon. Friend raises an important point about the deployment of technology. This is a project that we are paying close attention to at the Department for Education. He and I have spoken before about our work with the Department for Work and Pensions, and some of the work that is done in jobcentres and within the job search process. There is more that could be done on work experience opportunities and on highlighting the apprenticeship opportunities that we have just been talking about, and I would be pleased to hear from him further about his ideas.

I am glad my hon. Friend has brought those figures to this debate. I can always rely on him to bring facts to the table. It is also worth mentioning that there is an opportunity for those who are privileged enough to have the advantage of taking an IGCSE qualification in agriculture offered by Cambridge Assessment, but it is clear that opportunities are limited to a small cohort of students in the UK, so I do not think that that really qualifies. We have to make sure that it is offered right across the board.
I am grateful to my hon. Friend for securing this debate. Does he envisage the GCSE being provided in secondary schools or will he broaden his remit to encourage organisations such as the Duchy College in my constituency to provide the GCSE, so that the college can broaden its remit?
My hon. Friend makes a valid point. It is important to ensure that all education facilities have the opportunity to offer a GCSE in agriculture. It should be available to all—that is the premise of the argument—and not a limited few.

Friend the Minister for Apprenticeships and Skills will shortly be holding a roundtable on such issues, but she should focus more broadly on the underlying strategy of getting more young girls and women into STEM careers. The good news is that the number of women accepted on to STEM undergraduate courses increased in England by 25% since 2010.
We are committing £84 million of new funding between 2018 and 2023 to support computing teaching in schools, which will include training up to 8,000 secondary teachers to teach the new computing science GSCE, a national centre for computing education and an online resource for the A-level. That will support schools in delivering the new computing curriculum, which includes coding from key stage 1, and our reformed GCSE and A-level, both of which have a strong focus on programming.
Cornwall is one of the fastest growing areas for tech start-ups in the whole country, and it is vital to address the challenges that we face on rural poverty as we move from a place-based economy to a skills-based economy. Does my right hon. Friend recognise that the secondary schools and the colleges in Cornwall are ready and raring to go to fill those gaps in that growing market in the economy?
We recognise both the challenges and the successes in Cornwall. My hon. Friend, of course, is one of Cornwall’s greatest champions. Cornwall and the Scilly Isles is one of the first areas where we are establishing a skills advisory panel with the local enterprise partnership to bring together local representatives, including local businesses; train providers and colleges; and develop a comprehensive analysis of the area’s skills needs to help ensure that skills provision meets those needs.

Commons ChamberMy hon. Friend will know that my father’s first job was at a Courtaulds mill. I have taken an interest in the company for a long time and what has happened is very sad. Current insolvency law already enables assets to be disposed of prior to the start of formal insolvency and before recovery. It is, therefore, possible to take action against directors for misconduct, if that is what the administrators find. We will look carefully at the report when it is published in three months’ time.
15. What infrastructure projects are using British-made steel.
Crossrail, Europe’s biggest construction project, uses 7,000 tonnes of almost exclusively British steel. Network Rail sources 96% of its steel rail from Britain and it is all made in Scunthorpe—that is 120,000 tonnes a year for the next six years. We have changed the procurement rules so that wider social and economic factors are taken into account in public procurement, both locally and nationally, giving UK steel every chance to win contracts. In fact, it would be almost impossible not to buy British steel.
North Cornwall has two new possible proposals for branch lines, one in Wadebridge and the other on the Okehampton link. Does my right hon. Friend welcome those proposals, and does she think, in the light of the recent EU referendum result, that it would be beneficial for British steel to be used in every new railway construction across the whole country?
We have changed the procurement rules in relation to Government funding, but there is really no excuse. We know how brilliant British steel is—[Interruption]—especially when it comes to the construction of railway lines. It is the best steel in the world, which is why so many people buy it when they are constructing rail lines.

Commons ChamberThe hon. Lady makes an important point, and I pay tribute to her work on this. As I said, we are investing substantially in this area, and through the Disability Confident campaign, we are actively engaging with employers of different sizes and sectors to promote access to work for people with autism. We launched the latest part of that campaign on World Autism day, on 2 April. We do not think that quotas are the right way to go. We want to encourage employers and we want those with autism to know that good employers will recognise and reward their skills.
Many skill-based jobs are perfect for people suffering from autism, with computer coding and programming being a prime example, given the rigid structure of the work. Will the Minister work with me to help promote coding within Cornwall and to support people who wish to get involved in skill-based work?
I would be delighted to work with my hon. Friend and with other Ministers in the Department for Business, Innovation and Skills and the Department for Work and Pensions, and I commend him for his leadership on this excellent initiative.

15. Thank you, Mr Speaker. The six Cornish MPs are also leading on this and my hon. Friend the Member for Truro and Falmouth (Sarah Newton) will be launching the “100 in 100” campaign in Cornwall. I thank my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) for establishing that, and may I ask the Minister to pledge his support to Cornish campaigning for apprenticeships?
I certainly will, and I look forward to visiting Cornwall during national apprenticeship week to celebrate that. In my hon. Friend’s constituency there were 82.5% more apprenticeship starts in 2014-15 than in 2009-10, and I am sure he will be able to go on and double that.
