I ask colleagues to imagine a bowl of fresh green salad, but rather than sprinkling it with the salad dressing of their choice, I would like them to imagine sprinkling it with some diseased badger urine—urine from a badger that has lesions in its kidneys, which sadly is commonly the case. Before pasteurisation made milk absolutely safe to drink, countless thousands of people died from bovine TB, because the disease can be spread through ingestion. It is very important to understand that for several reasons, particularly those related to biosecurity.

I absolutely support the comments that have been made about the importance of biosecurity and preventing cattle-to-cattle spread. However, a farmer can take all the effort he or she wants to keep badgers out of cowsheds, but those cattle are still grazing on infected pastures and will still be at risk. We are talking about closed herds with no concerns about TB being imported from outside, which is an important route for transmission.

Reference has been made to super-dairies and huge herds of cows, thousands strong, being kept inside. We do not want that. We all saw last year’s campaign, “Cows need grass, not concrete”, and I absolutely support that. However, in parts of South Hams in my constituency, putting cattle out on to infected pastures is tantamount to a death sentence—a form of culinary Russian roulette. We have to take this very seriously.

Let us look at the figures. In 1998 in my constituency, fewer than 600 cattle were culled; in 2010, that figure had risen to just short of 6,000. This is a dangerous zoonosis that is spreading inexorably year on year; we can look at the geographical maps and see the edge spreading. As other Members have said, sporadic cases are arising elsewhere which are undoubtedly due to the movement of cattle, but the inexorable spread that we see on the charts is due, in part, to the reservoir in badgers. Let us imagine how a dangerous zoonosis like this might spread out to other mammals; we are seeing it increasingly in deer, alpacas and pigs, and now in domestic pets as well. This is a real threat, so why have we not got a grip of the situation?

I should like to say something quite uncomfortable—that we are seeing the rise of the celebrity mammal. Indeed, we have a celebrity mammal here with us today, and very welcome he is too. We are beginning to focus on a single species, and that is unhelpful. I would challenge anybody to come down to south Devon and lay their hand on the side of one of the beautiful south Devon cattle and tell me that that animal is less important than the badger. All these animals are important, but there is a balance to be struck. When I step outside my door of an evening in south Devon, I frequently see badgers; they are a wonderful sight. The last time I saw a hedgehog was over five years ago. That element of balance is sometimes missing from this debate.

The rise of the celebrity mammal has been a barrier to science. Those on both sides of the debate rightly quote scientists, who will disagree about the issue; that is what scientists do. We want a robust debate, and I welcome it. The problem is that there were some flaws in the randomised badger culling trial, particularly regarding the size of the triplets and the edge effect. In that circumstance, the right thing to do is to take matters further and consider pilots that explore the edge effect, but we are prevented from doing so because of the effect on politicians and the public of a focus on the needs of a specific animal, lovely as it may be. We need to tackle that issue head on.

Will the Minister say whether we are exploring the PCR—polymerase chain reaction—test further? We want to have a test of greater sensitivity and specificity that will allow us to test badger droppings, and then perhaps look to a further trial, even on whole-sett humane underground culling. There are also issues to do with perturbation, such as the effect of picking off one animal at a time. I suggest that we would be perturbed in an entirely different way if someone picked off members of our families one by one.

Let us see more focus on the science. Let us tackle this as a dangerous zoonosis. Let us also look at vaccination. The important point is that if any Member in this House developed any sort of TB, they would be looking at weeks and weeks of a complex antibiotic regime. Any doctor who treated them with vaccination would be struck off. It is not possible to cure an infected badger with a vaccination. Of course I want to see vaccination and prevention in disease-free animals. However, we should not pretend that we can extrapolate the results from an injectable vaccine, which may indeed show a slight reduction in the amount of TB excreted in urine by infected badgers, to oral vaccines. Oral vaccines and injectable vaccines are entirely different, and so we must be very careful.

I fully support a move towards greater investment in vaccination, but perhaps that is because I am a people person. I went into medicine rather than go to veterinary school because I think that people matter more. I was rewarded for that—I was never bitten by a patient in 24 years.

No, I am going to carry on, if I may.

The point is, yes, let us see investment, but we want to see an oral bait vaccine. I want to leave a question in the air: is there something obscene about the amount of money we are going to spend on trapping and vaccinating every single wild badger in this country, year on year, when there are other things that that money could be spent on? I want to see an oral bait vaccine and an improved test, but we have to be honest and tackle a dangerous zoonosis. We have to be honest about the need for further scientific pilots and I am afraid that we have to do it now, because farmers in my constituency are suffering. These are the people who feed the nation—they put food on our plates and care for our countryside.

I will not repeat the powerful arguments that have been made by the hon. Member for Dunfermline and West Fife (Thomas Docherty) and my hon. Friend the Member for Tiverton and Honiton (Neil Parish). I just want to ask the question: who cares for the people who actually feed the nation and care for our countryside?

In this House, we know that farming families are suffering. I used to be a GP in a very rural area, and I know that farmers work the longest hours and never seem to take a day off or take holidays. All of us are prone to depression—one in four of us will have it at some time in our lives—but it is particularly difficult and risky in farmers. Members may know that farmers are two and a half times more likely than the general population to die as a result of suicide. In the week that the Government have launched their suicide strategy, I am very pleased that that has highlighted the especially high risk to farmers. We all have a responsibility to call on everyone to make it as easy as possible for farmers to come forward and talk about being in distress. Many people will be aware that farmers are particularly stoical—they have a fine tradition of just getting on with it—and we must make it clear that when they seek help, there will be people who are ready to take them seriously.

I draw the House’s attention to the fact that help is out there. I ask the House to join me in paying tribute to the Royal Agricultural Benevolent Institution, the Farm Crisis Network and the Addington Fund for the work that they do to support our farmers. I particularly draw attention to the report published in 2009 by the Farm Crisis Network entitled “Stress and Loss”. It highlighted the number of farmers who presented to the Farm Crisis Network with financial difficulties, depression and even family breakdown, for whom bovine TB was at the heart of those problems.

Other Members have mentioned the impact of TB on farming families, but over the next few months, we will see many people—particularly celebrities—queuing up to protect the badger. I would like them to be very careful about how they talk about farmers and farming families. We know that farmers and their families are at great risk from vandalism and direct action, and what people say can inflame such situations. I hope that all Members will join me in calling for them to act responsibly and to consider that there is another aspect to this debate.

We do not have enough time to go into a detailed critique of the problems of the randomised badger culling trial, but I want to make a few points relating to that debate. We cannot cure an infected badger through vaccination. We can no more cure an infected badger with vaccination than we can cure an infected person with vaccination. Treatment takes months of complex antibiotic regimes, and everyone would agree that that is just not feasible in wildlife. Another point is that, in regard to protecting badgers themselves, TB is spreading remorselessly across the countryside to previously TB-free areas. In 1998, 599 cattle were slaughtered in Devon as a result of TB; by 2010, that had risen to 5,761. Perhaps an even more valid marker for spread is the number of new herd breakdowns, which rose from 191 in 1998 to 797 in 2010. That remorseless spread will continue across the countryside, so it is wholly appropriate for the Government at least to look at some of the issues raised by the randomised badger culling trial in relation to geographical areas, edge effects and the length of time of the cull.

I actually support the move to have further field trials of vaccination, but we must be realistic. An oral live bait vaccine will not be available for some time, and it is not reasonable to extrapolate from the results of an injectable vaccine trial to an oral bait trial; they are not equivalent. In my view, it is perfectly reasonable to have a further trial that will consider such issues. Farmers themselves, and certainly I, will be the first to say, “Let’s not carry on with it, if it isn’t shown to be effective.” Nobody is suggesting that vaccination should have a wide roll-out until we know whether it is starting to work.

I call on members of the wider community at least to consider the other side of this debate and the effect on farming families, and to join me in paying tribute to the people who, as I said at the start, actually feed the nation and care for our countryside.

Yes, and I will discuss discards momentarily. Our approach has to be taken on the basis of science, and that is what is missing at the moment. We need to set clear boundaries and give direction to the role of the Commission, and we have to give member states the power to act not only independently, but together in each of the individual fisheries. We will, thus, give them genuine freedom and responsibility.

Does my hon. Friend agree that extending the limit to 12 miles is crucial? People in Brixham, in the area I represent, have done a great deal to conserve stocks, but they see Dutch vessels coming in to fish inside the 12-mile limit and that causes great resentment.

The whole thrust of the motion is very much about sustainable fishing. We mention in particular

“the introduction of greater regional ecosystem-based management and more scientific research to underpin decision-making”.

The whole thrust is about how we define what is sustainable; we clearly do not have sustainable fishing at the moment. I hope the Minister will go down the path of avoiding excessive fleet consolidation and I make a personal plea that we could give more quota to our inshore fishermen. I ask the Minister please not to go near a quota for shellfish for inshore fishermen.

Does my hon. Friend agree that there is a great discrepancy in the way that the EU and the UK define these vessels, with the EU using the under-12 metre definition and the UK using the under-10 metre definition? Would we not be better using a definition based on the extent to which vessels are high catching? There is sometimes an assumption that all under-10 metre vessels have to be low-catching, sustainable vessels, whereas some of them catch large amounts of fish.

My hon. Friend reminds me of the evidence we took in Hastings. I thought we should perhaps pursue an amendment along the under-10 metre/under-12 metre line, but this is more about the fact that such vessels do not have access to the quota under the current system and that they could be disadvantaged if there is over-consolidation—a point that was raised earlier. We were not persuaded that the under-10/under-12 issue was so significant.

I urge the Minister and his Department, when negotiating for the whole of the United Kingdom and all its constituent parts, which are well represented in the Chamber this afternoon, to press for an additional general objective for the common fisheries policy: contributing to the socio-economic development of coastal communities. By all means let us look at the new European maritime and fisheries fund to see how that can be done, particularly to help fishermen purchase and use more selective gear. I reiterate our desire to see more scientific research underpin decision making. I underline the fact that the Commission proposes a general objective of restoring stocks to levels above those that can produce maximum sustainable yield by 2015, which we believe will be extremely difficult to achieve. We suggest that the marine strategy framework directive, which aims to restore commercial stocks to within safe biological limits by 2020, is a more realistic and achievable aim.

In conclusion, we greatly welcome this opportunity and urge the Minister to grasp it and to get to Brussels or Luxemburg to make friends and use his charm to persuade our allies to introduce this groundbreaking change. We applaud his efforts and are 100% behind him in that regard.

Thank you, Madam Deputy Speaker. I agree entirely with what my hon. Friend has just said.

We also need to have regard to our fish stocks. Three quarters of the EU fish stocks are over-fished, and only eight of 47 fish stocks in UK waters are in a healthy state. There is a need to protect spawning grounds and to manage fisheries responsibly.

Fisheries from the Mediterranean to the sub-Arctic are so varied that a one-size-fits-all approach cannot continue. There is a need for a range of tailored measures designed to suit the needs of individual fisheries. Maria Damanaki’s vision of the EU as a lighthouse, with member states steering the ship, is the course that we should look to pursue. There is a need to involve local fishermen, such as those in Lowestoft, to make full use of their expertise and knowledge, which has been built up over generations. They should be working alongside scientists, such as those at the Centre for Environment, Fisheries and Aquaculture Science, which is also in Lowestoft.

The European Commission has stated that it wants a scientifically set maximum sustainable yield for all fisheries to be in operation by 2015, while the Environment Food and Rural Affairs Committee has questioned whether that is realistic and whether we should instead be aiming for 2020. I am aware that in reaching that conclusion the Committee has carried out much research and its approach is underpinned by pragmatism, but I am worried about whether the recommendation sends out the right message. Commercial fishing in many of Britain’s coastal communities is in the last-chance saloon and some fish stocks are severely depleted. There is no time to waste. We need to be tackling the problems that we face now, putting in place a more sustainable management regime as quickly as possible.

The campaign to eliminate discards should be stepped up as soon as practically possible. That is what the nation wants and as their representatives we must do all that we can to deliver. There is no single solution; there is a need for a range of measures. We should develop new markets for less valued species. Consumers and retailers have responded positively in this regard in the last year and the Government need to work with them to go a step further. For example, we should be considering clearer labelling so that shoppers can make informed purchasing choices. An extension of the catch quota system that the Minister has piloted should be considered, alongside the adoption of more selective fishing practices as trialled in CEFAS’s Project 50%. Fishermen should also be making full use of modern technology, using the equipment that organisations such as CEFAS are developing.

There is a need to win over the hearts and minds of groups and countries that might see things differently. MEPs have a role to play and, indeed, in the east of England, Geoffrey Van Orden is doing that work in Brussels, while through the media Hugh Fearnley-Whittingstall is taking his campaign on to the international stage in France, Germany and Poland and, some might say, going into the lion’s den in Spain.

An issue about which I feel strongly is quotas, the system through which the domestic industry is managed. The current arrangements are discredited and do not work in a fair and equitable way. The fish in our seas are a public resource yet they seem to have acquired proprietorial rights with companies and organisations, often with no connection to fishing, leasing them out for substantial profit. The under-10 metre boats that make 76% of the domestic fleet have access to only 3% of quota.

Does my hon. Friend accept that Marine Management Organisation statistics reveal that only 33 English vessels caught more than 80% of the monthly catch limits for quotas for more than six months in each of the past four years?

My hon. Friend makes a good point. I was going to come on to the fact that when the under-10 metre boats in my area have used up their quota they have been reduced to going to these slipper skippers with a begging bowl to rent quota, so that they can continue to go to sea to earn a living. It is not reasonable to expect people to run a business and invest in it while such a bizarre scenario prevails.

We also have the bizarre situation whereby we do not have a register of who holds quota and do not know what proportion of it is used each year. In the 21st century, no industry should be regulated in such a lazy way with such a lack of transparency. The CFP reforms envisage quota being traded at a national level, and although I can question whether such a rights-based approach is appropriate, I believe that if we are to go down that road, we must wipe the slate clean and start again. Like my hon. Friend the Member for Hastings and Rye (Amber Rudd), I urge the Minister to give full consideration to commissioning a full independent inquiry on the quota system, providing the inquiry team with a brief to make recommendations as to the future form and use of the system which takes account of the needs of the whole national fleet, not just a small part of it. We should not just tinker with a system that was originally devised in the 1970s, when conditions were completely different and the under-10-metre fleet were not as prominent as it is today.

In the past two years, the Minister has achieved a great deal. The proposals coming forward offer the prospect of a new deal for fish and fishermen, although an awful lot of work is still required on the detail of new schemes, both at European and domestic levels. I am concerned about the pace of reform and that vested interests could delay progress. My concern is that we cannot afford to wait. Fishing has been part and parcel of Lowestoft for centuries; if we delay reform, there will not be an industry left.

In the brief time that I have to speak, I shall make three points: first, about the link between food poverty and obesity; secondly, about the impact of loss leaders; and thirdly, about the role of local food production.

Data from the health and social care information centre show that one third of children are now obese, but the link between deprivation and the risk of obesity is stark. We see it in reception class, but it becomes even starker as children move through to year 6, where currently 23.6% of the poorest children, but only 12.8% of the wealthiest, are obese. The reason is the difficulty not just with buying food, but with the types of food that are the cheapest, and with people’s choices being driven by supermarkets and with the operation of loss leaders.

I would not call on the adjudicator to issue an outright ban on loss leaders, because previous inquiries have shown that such action does not reduce the cost of food overall, but there needs to be much greater clarity about the cross-subsidies that loss leaders introduce, because subsidising products such as alcohol, chocolate and crisps increases the cost of much healthier foods. We need to address that issue, because one of the Labour Government’s greatest failures, as identified by the King’s Fund, was in making progress on health inequalities, which we cannot address without tackling issues such as alcohol and nutrition. That is an important point, because obesity affects children’s life chances and costs the rest of us. We know that, unless we address obesity, by 2050 it will cost the country about £10 billion a year, so the adjudicator represents good value for money.

In addition to addressing loss leaders and ensuring that people have access to good-quality food, Ministers should also consider the role of local food production. I pay tribute to Transition Town Totnes and the Campaign to Protect Rural England for clearly setting out how supporting good, local, sustainable food webs and delivering good, fresh, seasonal produce does not necessarily result in higher prices, and for showing that we can use measures to encourage the right choice to be the healthy choice.

I refer the hon. Lady to the statement that I made in July, setting out the other important elements of the bovine TB package, of which controlled reduction of the badger population is just one part. We have strengthened measures on controlling the movement of cattle and expanded the areas for the testing of cattle. I know that that was very much wanted by the industry. As a west midlands MP, my farmers came to me and said that they would prefer to be part of the annual testing because they want to know more frequently whether their cattle are clear. In my July statement, all those strict measures were cited.

The year after Labour came to power, fewer than 600 cattle were slaughtered in Devon. This year, we are well on course for more than 6,000 to be slaughtered. Bovine TB is spreading remorselessly across the UK and many areas of the country will no longer be disease free unless we take action, so I welcome the Secretary of State’s statement today. However, does she not share the concerns of farmers in my constituency who feel that they could be targeted by violent activists? Will she assure them that those who carry out this very difficult task will have their anonymity protected?

Of course, and in the interests of the respect agenda in particular, we would be keen to work with the other devolved regions. However, it is also important to point out that Scotland is currently TB-free, and I expect that it would want us to do all that we can to ensure that that remains the case.

Can the Secretary of State confirm that badgers infected with TB and with TB lesions in their kidneys excrete large amounts of TB on to grass? We all get many letters from constituents asking us to ensure that cows have access to grass and are not reared on large factory-scale farms, so surely controlling bovine TB is an important way of ensuring that grass is safer for cows to eat.

Of course, my hon. Friend has a professional background that helps her to understand epidemiology. However, the important point is that it is beyond doubt that there is transmission between badgers and cattle. The fact that they share pastures and fields means that they can pass the disease between them in the way she has described. Even the Badger Trust would acknowledge that the disease is passing from badgers to cattle, as well as from cattle to cattle. Controlling the badger population in a particular area in the way I have described should indeed help.

I congratulate my hon. Friend the Member for Richmond Park (Zac Goldsmith) on his tireless efforts to reduce fish discards. All hon. Members understand the importance of fishing to our local economies, but I represent Brixham, which lands the highest-value catch in England. That represents more than £17 million for our local and national economy. That is real jobs, not just at sea but on land, and a very valuable export market.

I thank the fisheries Minister for his recent visit. He is now aware of Project 50%, which is being carried out in Brixham, to which many hon. Members have paid tribute. I should like to recognise the work of Darren Edwards, the net designer, and scientists at the Centre for Environment, Fisheries and Aquaculture Science. Shaun Gibbs, who presented the results of Project 50% to Maria Damanaki, and other trawlermen, have fitted cameras to their trawlers to monitor catches, so that we can get away from the existing quota system. They are taking part in the International Council for the Exploration of the Sea area 7e sole catch quota trial.

I also recognise the work of south-west fish producers, who are working with the Government through the Fishing for the Markets project to look at how to achieve better sales for unusual fish, such as pout, whiting, gurnard and dragonet. I hesitate to give anyone cooking advice—my family certainly do not miss my cooking back at home—but all one has to do with gurnard is stick it in the oven with a bit of butter and rosemary. Nothing else is required, and it is absolutely delicious. I commend gurnard to the House!

Fisherman in Brixham and surrounding areas have made extensive efforts to reduce discards—all hon. Members will recognise that—but we can imagine their frustration. They have reduced their fishing effort and taken part in a series of trials to reduce discards, at great personal cost, and improved the sustainability of the mixed fishery in the English channel, only to find that Dutch fly-draggers that have fished more than their quotas and destroyed their fishing grounds in the North sea are coming over and having the same impact in our waters. That is extremely demoralising for our fishermen.

The CFP is undoubtedly outdated and unsustainable, but we must be careful how we implement measures on discards. I was reassured that the wording of the motion was altered so that we recognise that not all species that are thrown back into the sea die. My hon. Friend the Member for South East Cornwall (Sheryll Murray), who is very experienced, drew attention to the fact that if we landed all the crab that we catch, crab would become extinct, which is an important point. We must also recognise the efforts made in the lobster fisheries, which now notch rather than land buried, egg-bearing lobsters, which has greatly increased fish stocks locally. Therefore, we need to be careful how we talk about discarding, and look at all the alternative measures that have been outlined, which I hope the Minister will consider.

I know that the Minister works tirelessly on behalf of our fishing industry, but we would also like to see some fairness. I am in the difficult position of representing both the under-10 and the over-10 metre fleets, which clearly have different needs, as we all recognise. However, if we are to have fairness, their efforts must not be undermined by foreign vessels. I am sure that all Members would ask the Minister to press home the point in Europe that this is the only way forward. However, I know that many other Members wish to speak, so with that I will take my seat.

It is very nice to have this debate under your chairmanship, Ms Dorries, and it is nice to see the Minister with responsibility for agriculture here.

There is an insidious disease hitting the south-west that, if swept under the carpet, could decimate some of our most treasured ancient woodland, and cost many of the green jobs in the forestry sector that are vital to the rural economy and to the maintenance of our environment. Phytophthora ramorum is a fungus-like pathogen that is causing extensive damage and mortality to plants and trees. In particular, it has infected commercial softwoods such as Japanese larch in the south-west of England and south Wales. It was unknowingly spread by plant movements of ornamental rhododendrons to gardens across the UK.

In 2000, Forestry Commission scientists found similarities between a pathogen that had been causing leaf blotch and dieback in rhododendrons in nurseries in Germany since the early 1990s, and a pathogen in California—and subsequently in Oregon—that had caused the death of more than 1 million oak trees since its symptoms were identified in the US in 1994, gaining it the name, “sudden oak death.” In Japanese larch, the symptoms are that shoots and foliage can be affected and are visible as wilted, withered shoot tips with blackened needles, with the infected shoots shedding their needles prematurely. Trees with branch dieback may have numerous cankers on their branches and upper trunk that can bleed resin.

It is now known that Japanese larch, when actively growing in spring and summer, can produce very high quantities of disease-carrying spores, at much higher levels than those produced by rhododendrons, and they can be spread across significant distances in moist air. In August 2009, the pathogen was found to have infected Japanese larch trees at sites in Somerset, Devon and Cornwall, which was an unexpected change in its behaviour. More recently, in March 2011, the disease was found in the European larch in woodlands near Lostwithiel in Cornwall. The fact that this lethal pathogen has now proved capable of infecting yet another species is a worrying development and a setback in tackling the disease, but given the similarities between the two species, experts were not surprised.

Regarding the threat to the industry, as of January 2011 some 138 statutory plant notices had been issued in the UK requiring trees to be felled due to infections on some 2,200 hectares. An estimated 1,745 hectares in the south-west are affected by the disease. That is a grave threat to our woodlands and to the 2,220 people who are employed in primary production and processing. The 15,000 green jobs in the south-west supported by the forestry sector are under threat.

Japanese and European larch, the primary victims of the disease in the south-west, are extensively used in the manufacture of garden furniture, fencing and pallets, and their value to the south-west’s economy has been estimated at £47 million. Wood prices have been hit, with landowners estimating that the disease outbreak has seen larch prices fall by 35%. Over-supply, the cost of bio-security measures and the need for the diseased timber to be handled carefully only at licensed mills has also affected profitability.

Current actions by the Food and Environment Research Agency include a strategy to control and contain the disease, reducing levels of the infective spores in the environment by felling infected plantings of the principal host—Japanese larch—as rapidly as possible. FERA is also continuing its programme of clearing infected rhododendrons from woodland and other sites. There is also an aerial survey programme in the south-west, Wales and western Britain, where the climate favours the disease, to identify possible sites of infected larch, which is then followed by contact with owners, site visits to check symptoms and laboratory testing to confirm the presence or otherwise of the disease. When the disease is confirmed, there is a programme of clearance on both private and publicly owned sites and the development of a package of short-term help for private woodland owners affected by the disease, which includes a licence system to enable the movement and processing of timber from affected larch.

Other actions include continued scientific research better to understand the disease and the overall risks to our trees, woods and forests, including the potential impacts on the UK forestry sector and its associated industries; a further survey of rhododendrons by FERA, followed up with funded rhododendron clearance agreements when appropriate; and, very importantly, encouraging owners to check their woodland, especially larch plantings, for signs of the disease and to report suspicious symptoms promptly. Owners have a legal obligation under plant health legislation to notify the authorities if they suspect that the disease is present.

Regarding the effect on the forestry industry and the Confederation of Forest Industries, felling diseased larch has accelerated the loss of productive softwood forest, and the area of such forestry is already in decline, with new planting falling to match ongoing losses. A report by South West Woodland Renaissance, a coalition of 35 sawmillers and woodland owners, warned:

“The forecast total softwood availability from the current potential productive growing stock is forecast to decrease”

by up to 50%. The loss of larch trees has caused the acceleration of lost softwood forestry, undermining local green jobs and damaging efforts to reduce carbon emissions and develop a low-carbon economy.

I turn to the felling of diseased larch and replanting. Many landowners are concerned about the considerable cost of clearing woodland of infected trees, and also that the lack of support for woodland creation is inadequate and the resource is diminishing, especially with the value of larch trees going down due to so many of the trees having to be cut down because of the disease. There is a huge disparity in the current grant system, with the grant rates providing a higher contribution to the cost per hectare of planting broadleaves than softwood, and providing no grant at all for replanting softwood in protected ancient woodlands.

May I back that up by talking about the experience of my constituent, Mr Rob White, who has lost 20 hectares of his Japanese larch under a compulsory felling notice? He is on a planted ancient woodland site and only 50% to 70% of his replanting costs would be covered—even if he planted wholly broadleaf species—and he is seriously considering the extent to which he will replant. He would, of course, like to use his common sense and replant a range of species; he has talked to me about replanting Sitka spruce and Douglas fir, which are relatively disease-resistant, and he would also like to mix in some broadleaf species. Does my hon. Friend feel that we should trust our constituents to use their common sense in that regard?

My hon. Friend is absolutely right. We have to use our common sense and bring a mixture of trees back into these ancient woodlands, which have suffered from the destructive larch disease. From my farming background, I know that the greater the spread of varieties of tree, the lower the chance of spreading the larch disease that might still be there. I am sure that the Minister heard exactly what my hon. Friend said, and it will be interesting to see whether the Department for Environment, Food and Rural Affairs can come up with a solution whereby we can get the forests replanted, especially the very valuable ancient woodland.

I congratulate my hon. Friend the Member for Torbay (Mr Sanders) on securing the debate and on raising this really important issue.

I shall start by reading from an e-mail that I have received from a hard-working 52-year-old constituent of mine, Mr Bamber. This is the first time that he has written to his MP:

“I’m having a pay rise of 0.0% this year, but being a good bloke it’s for the good of the country. Then my water bill arrives—it’s risen by 9.75635%. I’m mad, and I’d like something done about it.”

He is not alone; I have received several e-mails. Another disturbing fact was raised in an e-mail from a constituent who pointed out that his elderly mother, who is 80, has a water bill of £1,040, despite existing on a post office pension and being in substantial difficulties.

Although we all appreciate schemes such as WaterSure, many constituents have great difficultly in accessing them. I was particularly disturbed by a visit to my surgery this week by the husband of a constituent who suffers from severe multiple sclerosis. He brought with him evidence that he had sent to South West Water of her very much increased water usage as a result of her condition, and of the fact that she is on the higher rate of disability living allowance. They have, however, been declined access to WaterSure, which I am sure hon. Members agree is a complete disgrace. I hope that South West Water address that matter immediately.

The issue is one of unfairness. As my hon. Friend the Member for Torbay has pointed out, our constituents do not have any choice in the matter, other than to live somewhere else in the country, which is clearly ludicrous. The rises have been described as 8.1%, but for many constituents, they are nearer 10%.

Does my hon. Friend agree that there is a case for suggesting a cap, which would not allow the 8% rise to apply in the south-west?

I agree completely. If Ofwat were doing its job properly, it would see that that is inherently fair. It is completely unreasonable to expect anyone to deal with a rise of more than 5%. Near 10% is totally outrageous, particularly given that our constituents have no choice whatever in the matter.

As other hon. Members have said, we are not, as is often assumed, a wealthy area. Some 22% of people in the south-west are pensioners, which is well above the national average. No one would suggest that pensioners are a wealthy group, but they are none the less being subjected to outrageous rises in their water bills. Will my hon. Friend the Minister take all those points into consideration? It cannot be fair for 3% of the population to shoulder the burden of cleaning up 30% of the coast. Of course, none of us feels that we could have continued using 200 sea outfalls to dispose of sewage, and we all welcome the economic boost from the infrastructure programme instituted by South West Water, but it is clearly unfair that the burden of that necessary programme should fall on our constituents.

It is a great pleasure to serve under your watchful eye today, Mr Amess. I congratulate my hon. Friend the Member for Torbay (Mr Sanders) on securing this important debate. I also congratulate him on his long association with this issue and on standing up for his constituents, like so many other hon. Members, of all parties, this afternoon.

My hon. Friend raised several issues, but a key point was about the role of Ofwat. Other hon. Members, not least the Opposition spokesman, mentioned its role, and it is important to understand how it operates. I am surprised that the hon. Member for Copeland (Mr Reed) has not quite grasped the fact that it is an independent body. It would be entirely wrong of me, as the Minister, to try to influence its approach to its independent role, which is written in statute. That is not to say that we are sitting back and allowing the status quo to go on existing. We are testing, deeply and in great detail, whether Ofwat is fit for purpose and in a suitable condition to go to the next phase. Twenty years after privatisation, it is right for us to examine all aspects of the water industry.

David Gray, a highly respected individual who has great experience in the regulatory world, is carrying out a detailed review. I urge the hon. Member for Copeland and all those who are interested in this fascinating subject to understand the review that is taking place, and the role that Ofwat plays. I am determined that the constituents about whom so many hon. Members have spoken so movingly should be at the forefront of our minds while we consider the issues in question. Ofwat has an important duty to protect and stand up for them, independently of the Government. When the Government get things wrong Ofwat has a duty to tell them so. It also has a duty to ensure that the water companies, which have monopoly interests, are responsible to the people concerned. I take that duty very seriously.

The hon. Member for Plymouth, Moor View (Alison Seabeck), who is no longer here, made a point about water poverty. My hon. Friend the Member for Torbay and others mentioned that there might be some people in the House—I am yet to meet them—who believe that the south-west is full of comfortable people who have moved there in retirement and are relatively wealthy. I know that, largely, the opposite of that is true and that many people and communities suffer high degrees of deprivation. Of course, there are wealthier communities. However, if people assume that any community in the south-west can take such a water bill increase because there is no poverty, they make a fundamental error. That is something I take very seriously.

Yes, I speak to people from the south-west, and, yes, I will listen. That point was raised by my hon. Friend the Member for Totnes (Dr Wollaston). I have listened and will continue to listen to people in the area. I know what an important issue this is and that it is a political as well as a social issue. The matter is fundamental to the concerns that hon. Members have voiced for much too long. I recognise that we must come forward with solutions and, in a moment, I shall talk about how we will achieve that.

I hope that I can address some of the other issues during my remarks and, of course, I remain willing to deal with them. A point was made about the adoption of private sewers. I cannot say precisely when we will introduce proposals on that, but the coalition has a very clear commitment to dealing with that important issue and to ensuring that we do so as equitably as possible. The hon. Member for St Ives (Andrew George) also has a long background in talking about the subject, and I appreciate the support, the many conversations that we have had and the assistance that he has given me on the matter. I accept his point about a default position, and I will follow that up with South West Water and continue to have conversations with him.

My hon. Friend the Member for Camborne and Redruth (George Eustice) has provided me with an interesting idea. I can tell him that officials are crunching his numbers as we speak and that he has contributed some thoughtful suggestions. At this stage, I cannot say how we will take that forward, but I will keep in touch with him. In passing, comments have been made about privatisation. All I shall say is that £90 billion has been invested in the water industry, which is a considerable achievement, and that other Governments have had endless opportunities to reverse what happened 20 years ago. I recognise the very real belief in the south-west that, in the case of that area, not enough thought was given. I will address some of those points, too.

First, I shall discuss the specific issue at hand. Ofwat has announced that average bills for household customers of South West Water in the coming year will increase from £486 to £517, which is an increase of 5.1%. Nearly all that increase is due to inflation, as water bill increases are linked to inflation.

May I raise the point that the accepted figure is 8.1% because the figure that the Minister quotes assumes that people will be switching to water meters?

My understanding is that that is the figure over the piece. However, I am happy to look into that and give my hon. Friend an absolutely clear and unequivocal answer, because it is important that we know that figure. In her earlier remarks, I think she raised the point about why we use the retail prices index rather than the consumer prices index. [Interruption.] Sorry it was not her; it was my hon. Friend the Member for Torbay. Bills have been tied to inflation since privatisation because, when inflation is higher, water companies’ costs increase. As is the case with other regulators, Ofwat uses RPI. Although RPI was higher than CPI this year, it was actually lower than CPI when last year’s bills were calculated, so average bills that year were lower. We can argue about percentage points, but that is an important factor. Let us take that matter forward in our consultation, which I will come to in a moment.

I am acutely aware that nobody wants to see higher bills, particularly in these tough economic times. However, we should not lose sight of the fact that the money raised will pay for £159 million of investment in the region during the next financial year, which will benefit customers. I know that that sounds trite, and I am not diminishing the effect of the increase, but we must recognise that there are also benefits, including £14 million to improve tap water quality, £10 million to repair crumbling sewers and £28 million to further reduce pollution incidents.

My hon. Friend will find that I am coming to that very point. There are two models according to which the New Forest can be run. There is the old model, with many sources of power intermixing, interacting and influencing each other, and there is the overarching model, with some authority in place to which everything else is subservient. My dear and hon. Friend the Member for New Forest West (Mr Swayne) was right when he said that we stood shoulder to shoulder to battle against the national park authority being imposed on us, because we felt that that was an overarching model rather than an interacting model of different organisations.

That is where I fear my Front-Bench team has lost its way. It is not as if the Forestry Commission has, or ever has had, overall control. The Forestry Commission is one of a number of bodies in this universe, along with the verderers, the New Forest Commoners Defence Association, and voluntary bodies such as the New Forest Association, all of which have to work together and persuade each other before they can go forward. The Forestry Commission is not just about commerce or timber; it is also about conservation and disease control.

Does my hon. Friend share my concern that when phytophthora ramorum, otherwise known as sudden oak death, is starting to devastate large forests and mixed woodland, it is not the right time to do something that might put at risk measures to control it?

I share that concern. It comes back to the exchange that I had with the Secretary of State during her initial contribution. There is a deficit in the running of the New Forest, and there is a good reason why there is a deficit. It is precisely because the Forestry Commission has duties, such as trying to address matters concerning disease and matters concerning conservation, as well as trying to make what profit it can from the commercial management of the timber industry.

When we consider what the future holds, we are told not to worry because either the Government will be convinced that a new or existing charitable trust will be able to take on the burden, or they will not give up the forest and it will remain in public ownership. This is not dissent; this is me participating in the consultation. Here is my answer: do not give up the forest or give it to a charity, either a new one or an old one, because they will be unable to take on the £2.9 million deficit. If the Government say, “Don’t worry, we’ll pay for that,” why the heck are they bothering to make the change? We really do not need this.

There is particular concern about the Public Bodies Bill. The New Forest has traditionally always been governed by its own legislation, which is laid out in the New Forest Acts, but there are provisions in the Public Bodies Bill that look as though they will take precedence over those Acts. If I seek any assurances at all from those on the Government Front Bench, it is an assurance that no provision in that Bill will have supremacy over the provisions of the New Forest Acts. It is terribly important that we have a constellation of organisations and that the verderers are able to say no. We need a sort of mixed economy, with neither statism on the one side, nor total privatisation, or hand-over to a private organisation or charity, on the other.
