Commons ChamberIt is an absolute pleasure to follow my hon. Friend the Member for North East Derbyshire (Lee Rowley), who made an outstanding speech and demonstrated yet again what a champion he is for his constituents.
When I was asked to second the Humble Address, I felt honoured, but I also felt some consternation. Of course, it is always an honour to represent my constituents in this place. Although the House may very much tire of my talking about Cornwall, I will never tire of speaking up for the Duchy and its great people. I imagine there are many people watching this debate at home, and I think they might prefer to be casting their eyes over that dark-haired and handsome Member of Parliament for the 18th century—of course, I am referring to Ross Poldark, my fictional predecessor who represented Truro. I have to confess that even when I was in the Whips Office, I was not any use with a scythe. As my ancestors were Cornish tin miners, I think of myself more as a Demelza than a Ross, but we can all occasionally indulge in a bit of wishful thinking. I felt a degree of consternation —probably along with my hon. Friend the Member for North East Derbyshire—because I was asked to give a speech that I felt was reserved for those people the Whips had found to have reached the high water mark of their career in this place. I do not know about you, Mr Speaker, but I still very much feel like I am 35 and that the best years are ahead of me.
It is nearly 10 years since I first spoke in the Chamber, when I described beautiful Cornwall and highlighted my creative, inventive, enterprising and determined constituents. Those qualities are as evident today as they were then. Thanks to the steps taken by Governments since 2010 and the work done with the many can-do people in my constituency, we are making real progress in improving the quality of people’s lives. Along with the recently announced increased investment in our public services, the Bills announced today will mean that we will be able to move further and faster in ensuring that everyone has the opportunity to reach their potential—from improving education opportunities and access to high-quality health and care services, to better paid and high-quality jobs. The increase in the number of detectives who painstakingly research and gather evidence to solve crime in our streets is most welcome. The funding attached is enough for 20,000 officers—or one Coleen Rooney.
Most important of all is that we will be leaving our natural environment in a better condition than we found it in. Our excellent local enterprise partnership has rightly identified Cornwall’s abundance of natural resources, which, when harnessed, will make a massive contribution to the Government’s clean growth strategy. In my maiden speech, I singled out the potential for deep geothermal energy as a significant renewable energy technology. I am delighted to report to the House that we now have the hottest, deepest hole in the UK, and the trials to generate electricity are well under way. It has been a long journey and the determination of all involved in the project clearly illustrates the UK’s global leadership on tackling climate change. We are now working on floating wind in the Celtic sea, which has even greater potential.
The UK has decarbonised faster than any major economy, reducing our emissions by 38% since 1990. We know that we need to go further and faster, which is why I am proud that it was a Conservative Government who supported the world-leading net zero target and who have today set out measures that will enable us to do that. The landmark environment Bill is a huge step in ensuring that we leave the natural environment in a better state than we found it in. The Bill will enable a comprehensive framework for legally binding targets, including a target for air quality and the establishment of a new office for environmental protection. Together with the threat to our natural environment, climate change is the most serious challenge that we face today. Our response must be comprehensive, with action taken across the whole economy. I am confident that we can do it. Why? Because there is now widespread concern and support for action, and because we have what it takes to rise to the challenge. It is a real opportunity to grow our economy more sustainably, but also an opportunity to grow our economy more successfully.
Like Members across this House, I have meetings every week with a wide range of people who are fully invested in wanting us to succeed in meeting our net zero target. If we are to harness that enthusiasm and expertise, it cannot just be about distant international summits with acronyms that few people understand.
When the UK hosts the international UN climate summit in Glasgow next year, it must ensure that every sector of society is involved in the conversation. With an issue as big as climate change, we need everyone’s collective brainpower to find the right solutions, and we must have everyone on board if we are to implement them. Post Brexit, the country needs to unite around a shared national purpose, and I believe that this is it.
By enabling comprehensive action on climate change across the whole of society, with everyone involved and no one left behind, we can start rebuilding a truly United Kingdom—one of which we can all be proud. But that is the thing, Mr Speaker, to have that unity of purpose, we now have to agree on the one thing on which we have not been able to agree—the one thing that is holding the nation back—and that is our future relationship with Europe. It has been tough going, and we have debated the subject thoroughly for years, but it is this week—this week above all others—when we must redouble our efforts, compromise and find a consensus on our way forward.
I have been thinking about what we could do in this place to create the right atmosphere and the right mood—one that will promote trust, generate harmony and result in consensus and that unity of purpose. I was thinking about what we do when we are under pressure, when we are anxious, when success seems so far away. What do we do in our personal lives with our families, in good times and bad, and in our communities when we get together—whether in collective acts of worship or when our beloved football or rugby teams are playing? What we all do on those occasions is sing. We sing because it makes us all feel good. Gareth Malone has inspired the nation’s workplaces and has proved that singing together increases feelings of trust and common purpose between people. So I thought about what songs we could sing to help us on our way this week. I thought that, perhaps, we should begin with Queen’s “Under Pressure”, which would be apt as the ticking of the Brexit deadline approaches at the end of October. “Don’t Stop Thinking About Tomorrow” by Fleetwood Mac could focus our minds on our future relationship with Europe—
It could also focus our minds on the need to respond to the threats of climate change. To encourage greater co-operation between all Members in this House, we could be singing, “We’re All In This Together” from “High School Musical”, or “Meet Me Halfway” by The Black Eyed Peas. I hope that, as we work our way through this songbook, we would eventually unite in a rousing rendition of Johnny Nash’s “I Can See Clearly Now”, leading us ultimately, I hope, to Gloria Gaynor’s “Let’s Make A Deal”. Returning to our own shores, the Beatles can point us in the right direction with their song, “We Can Work It Out”. After all, that is what the nation expects us to do.

Commons ChamberAs the hon. Gentleman well knows, the parliamentary franchise that was applied to the referendum was the same parliamentary franchise that applies in other elections, because there was not a case for changing it.
I thank my hon. Friend for giving way; he is being very generous.
It is great that we are celebrating the extension of the franchise and that more people are voting in all elections, but does my hon. Friend agree that one issue is very concerning? If our democracy is to work well, citizens must have impartial information. They need to be well informed in order to make informed choices. Websites such as that of 38 Degrees are not providing information about the work of MPs in an impartial way. Will my hon. Friend agree to work with the Hansard Society, which does such an excellent job, to demystify the work of MPs in this place so that our constituents understand it and can make informed decisions when they come to the ballot box?
My hon. Friend has made an excellent suggestion. I am sitting next to the Minister for the Constitution, my hon. Friend the Member for Torbay (Kevin Foster). We would have to proceed on an all-party basis, but I should be happy for us to take that suggestion further.

Commons ChamberI am grateful to the Chairman of the Exiting the European Union Committee for making that point. Let me stress again that Operation Yellowhammer is a reasonable worst-case scenario. The scenarios that it outlines are those that would happen if no mitigation steps were taken. However, he is right to say that Northern Ireland businesses would face specific challenges in the event of a no-deal exit as a result of having to face a common external tariff. Indeed, agri-food businesses across the UK would face those challenges. There are steps that we can take—economic interventions and others—to help those businesses, and it is important that we do so. It is also important that we continue our conversations with the European Commission and the Irish Government about making sure that the position of businesses and individuals in Northern Ireland is safeguarded.
The right hon. Gentleman made a broader point about no deal. A deal is preferable, which is why I hope that he will vote for one in the future, having not been able to do so in the past.
I very much agree with the Chancellor of the Duchy of Lancaster that it is essential for us to agree a deal with the EU, but while we are making those preparations for a no-deal Brexit, can he assure the leaders of the NHS in Cornwall that his plans will include social care services alongside NHS services, because they too are so essential?
My hon. Friend was a very distinguished and effective Minister, and she is absolutely right to focus on some of the challenges that the NHS and, indeed, social care will face in the future. We have taken steps—the Secretary of State for Health and Social Care has taken steps—to make sure that we can have all the medicines that we require, both by ensuring that we have unimpeded flow in the short straits and by ensuring that we can procure additional freight capacity.
The broader adult social care sector does also require close attention. In leaving the EU, we must take account of both the impacts on the labour market and the potential impacts of any devaluation of sterling. We are taking a close look at that particular sector, and at the vulnerable people who should be our first concern.

Commons ChamberIt is a huge privilege to stand in the House today. We have a special word in the Cornish language: hireth. There really is no direct translation into English, but it is about a feeling that comes from being Cornish. It derives from our inspirational natural environment and from our history and culture.
As someone whose family has lived and worked in my constituency for generations, it has been a huge privilege to represent my home town. [Interruption.] Mr Deputy Speaker, just before you leave the Chamber, let me say that you were in the Chair when I made my maiden speech. As the general election is just around the corner, this may well be my last speech in this House, and it will be a speech standing up for the people of Cornwall who sent me here. Thank you, Mr Deputy Speaker, for standing and listening to me say that.
There is no doubt in my mind that the funding that Cornwall has received via the European funds has been absolutely essential. Despite the many natural wonders of Cornwall, and the hugely talented, creative and resourceful people, the fact remains that we are still the poorest region in England. There is no doubt that a huge amount of progress is being made. In no small part, that is down to the funding that we have received via the European Union. Let me explain why.
Just before the summer recess, colleagues from across the House, including my Cornish colleagues and I, supported by 14 first tier local authorities, launched a report called “Britain’s Leading Edge”, which demonstrates beyond doubt that the English regions that do not have a major city have been historically underfunded and that there is a bias in the system of the allocation of public money towards the English regions that do have cities. I am delighted that the Government have responded positively to the report and that we have seen some real progress in some of the funding formulae used to allocate funding, particularly in the NHS and the recent moves on the national funding formula for education. However, the models that the Treasury uses in the allocation of funds for transport and economic development are systematically biased against regional peripheral maritime regions such as Cornwall.
This is where the European funding that Cornwall has received comes in. It has enabled us to put that money on the table in our negotiations with the Treasury when we are securing vital investment for our infrastructure, such as roads, rail, superfast broadband and education. It is vital for future progress that anyone and everyone who represents Cornwall and the regions of the UK that do not have major cities ensures that there is dedicated funding to close those gaps and to make the progress we want.
Cornwall, like all these regions, has huge potential and capabilities that need to be unleashed. We want to play our full part in our nation. We do not want to be the poorest region. We certainly have the talent and the capability to deliver, particularly on some of the key challenges and opportunities our country faces. I think we can all agree that there is no greater challenge than facing up to climate change and environmental degradation, and our regions have the solutions; we produce the nation’s food as well as vast sources of renewable energy. We have talented people, great businesses and wonderful universities. With dedicated funding, we are more than able to meet the challenge of closing the gap. I know that the Government want to ensure that no one and no region in our country is left behind, and dedicated replacement funding for the EU funding will enable us to ensure that.
I wish the hon. Lady all the best for the future, as she has indicated that she will not be in this place after the election.
It is important that areas such as Cornwall get the continuation of the funding they have had in the past when we are outside the EU. But there are other areas such as South Yorkshire, which are not currently objective 1 areas but which would get objective 1 funding in the future if we were still in the EU. It is important that that is recognised in any future settlement, so that areas such as South Yorkshire get the proper funding as well.
Let me put this beyond doubt; I am just being respectful of the fact that no one has a right to a seat on these Benches. If we have a general election, I do not make any assumption about whether I will be returned to this place, but I absolutely plan and hope that the general election does send me back to this place. Far too many people in this House are complacent and see themselves automatically being re-elected. In a forthcoming general election, I know that I will have to go out and earn my right to represent my constituents here. [Interruption.] I appreciate that Madam Deputy Speaker would like me to complete my speech, which I am very happy to do.
I would like Ministers to make an unequivocal commitment in our manifesto for the forthcoming general election that Cornwall will receive, pound for pound, what it would have received had we stayed in the European Union, so that we can unleash the huge potential that we can deliver to our great nation.
I am sorry, but I must make some progress, and I would like to briefly get on to responding to the debate.
Specifically, I want to deal with the two pertinent questions, which were repeated by many others, asked by the hon. Member for Aberavon in an extremely good speech. The first was about whether the UK shared prosperity fund will respect the devolution settlement, and the answer is absolutely yes. We are clear about that, and we want to work with the devolved Administrations and metro mayors as partners. We do not want to set the UKSPF up against the devolution settlement, which we will celebrate in the country.
The second question was about when the quantum will be clear, and it will not become clear until we have completed the comprehensive spending review. I will point out, however, that the quantum from the European Union would also not be clear until 2020. People have referred to the Conference of Peripheral Maritime Regions report, but that is of course a report by a think tank. It is not a report from the European Union setting out the quantum at this stage.
Finally, turning to the guarantee provided by the Government, it is quite right that areas are worried about the future of their funding, which is why the Government have set out a guarantee—deal or no deal. This week, I was involved in discussions approving new spending in the current period of European funding, and the guarantee enables commitments to be made until 2021, and it will apply to commitments that are paid out between now and 2023, so there is certainty for projects. Projects are still being approved. With the guarantee, there will be no gap, and clarity about the quantum and the form of the UK shared prosperity fund will become clear at the comprehensive spending review, notwithstanding the fact that we are already involved in deep consultation with both the recipients of the funding—British taxpayers’ cash—and the mayors and devolved Administrations. Official level consultation is ongoing between the devolved Administrations and the UK Government. The most recent meeting took place on 2 August, and additional consultations will happen later this month.

Commons ChamberWe are indeed continuing our work on tackling modern slavery. I was pleased that the Government responded yesterday to the independent review of the Modern Slavery Act; we have taken on board the majority of the recommendations from that independent review. That includes, of course, looking at the independent child guardians—a concept that we created—and how they can give support.
The issue that the hon. Gentleman references of the criminalisation of those forced to undertake criminal activities was addressed in the Modern Slavery Act when it was put through this House, but we continue to look at what more we can do to ensure that we are bringing an end to that crime—not just in the UK, but internationally as well.
Due to extreme pressure on services across Cornwall, leaders of our health and care services have declared a critical incident. The pressure has impacted on the Royal Cornwall Hospital in particular. That is extremely worrying for all families across Cornwall who rely on Treliske. Will my right hon. Friend assure me that she will do everything she can to enable Health Ministers to support leaders in Cornwall to resolve the situation as soon as possible?
Obviously, this is a very important issue for my hon. Friend and her constituents. We are aware of the issues at the Royal Cornwall Hospital, and we know that the hospital is taking steps to rectify them. Of course, last winter Cornwall Council was supported with over £2 million of additional funding to help alleviate the pressures on the local NHS trust, but I can assure my hon. Friend that my right hon. Friend the Secretary of State for Health is going to meet MPs to discuss this matter and recognises the importance of this issue for my hon. Friend’s constituents.

Seldom have I had such a welcome in this House. I have to do this more often.
I very much welcome the announcements that the Prime Minister and the Secretary of State for Work and Pensions made yesterday. Will the Prime Minister update the House on those plans, and how she feels that they will enable more people living with disabilities and health conditions to play their full part in our society?
I thank my hon. Friend for the work she did as Minister for disabled people; she did a lot of the ground work for the announcement that we were able to make on the disability strategy. Many disabled people in our society would love to be able to get into the workplace. One of the key issues underpinning that strategy is support to enable people to take their full role in society, to get into the workplace, and to ensure that they have access to the support that they need. I am very proud of the fact that about 950,000 more disabled people are now in the workplace, thanks to the actions of Conservatives in government. There is more for us to do; the disability strategy sets our path to do that, and to enable disabled people to play their full role in our society.

Commons ChamberThe way out of this gridlock is for the House to identify the deal that it can agree and take forward and that can command a majority of the House. It is for this House to deliver on the result of the referendum that took place in 2016.
Clearly the Prime Minister has won the respect of the European Union leaders. It is really important that we have good relations with our near neighbours and allies. It is essential for our prosperity and security. I urge her to ignore the bullies on our Back Benches, stick to her guns and deliver the Brexit that was in our manifesto so well described by the Leader of the House.
I thank my hon. Friend. We are aiming to deliver what I believe people in this country voted for: a Brexit that protects jobs and livelihoods, protects our security and protects our Union but also ensures that we bring an end to free movement, that we are no longer under the jurisdiction of the European Court of Justice and that we no longer send vast sums of money to the European Union every year. That is what we are aiming to deliver, and I want to see a deal that enables us to do that gaining a majority in this House.

Commons ChamberFirst, may I echo Mr Speaker’s comments and say how good it is to see the right hon. Gentleman back in his place?
I was trying to make a very simple point last week, which is that this is a moment of decision for Parliament. We gave the people the choice. The people gave their decision. Parliament needs to deliver on that decision. The time has come for Parliament to decide.
I very much agree with my right hon. Friend that this is the moment for Parliament to decide. While I would very happily vote for the withdrawal agreement and the future declaration for a third time, other colleagues will not. Will my right hon. Friend give us a bit more information about how the Government are going to enable the House to come to a solution for a plan B, so that she can go back to the EU and make sure that we deliver on what all of us in this House said we would do—what the main political parties said they would do—and deliver Brexit with a deal?
I am grateful to my hon. Friend for her question. The opportunity will come for the Chancellor of the Duchy of Lancaster, in the debate that follows this statement, to set out in a little more detail how the Government see the processes going forward over the next few days. It is of course the case that the European Union Council has made it clear that the withdrawal agreement remains closed and will not be reopened. It is against that background that Parliament would look at any options it brought forward.

Commons ChamberThere is a matter of constitutional principle here. We are saying that it is for the Government to control the Order Paper, as is normal, but in this case we would devote our time to consideration of the measures that the House wanted to see debated and decided.
Is it not the case that it is common practice in a debate for the Government to welcome an amendment proposed by Members on the Back Benches or representing Opposition parties? From what I have heard, my right hon. Friend is going to do on Wednesday exactly what amendment (a) says, so would not the easiest thing to do be just to accept amendment (a) tonight?
The difference between me and my hon. Friend on this occasion is that I take the view, and the Government take the view, that amendment (a) would upset the balance between legislature and Executive in a way that would set an unwelcome precedent, and it is for that reason that we are not supporting it.

Commons ChamberThat is a very difficult question. We do not have an entirely voluntary approach with social media companies. We passed a law through this House, the so-called DRIPA legislation—the Data Retention and Investigatory Powers Act 2014—so that we can enforce the extraterritoriality of our desire to see the data and content of communications between potential terrorists. We have that legal power because of the work we have done during this Parliament. The point I made in my statement, and which I will continue to make, is that getting organisations such as Twitter, Facebook and Google to help us, where possible, to combat terrorist extremism voluntarily—by taking down pages with extremist content, and revealing to us people whom they think might be at risk of radicalisation, extremism or worse—is all to the good, but when it comes to combating terrorism, we have legal remedies as well.
The Government have made real progress in this Parliament in raising awareness and preventing the online sexual exploitation of young British people. Will my right hon. Friend commit to putting just as much effort into preventing the radicalisation and recruitment of young British people into these hateful terrorist organisations?
My hon. Friend is absolutely right. It is interesting that when we started down the path of saying to internet companies that they must help us to get child pornography and disgusting child sex pictures off the internet, the response was, “We’re not responsible for what people look for; we’re not responsible for doing anything other than supporting free speech.” To be fair to those organisations, they have moved miles from that position. They have now banned something like 40,000 repulsive search terms: if people plug them into their computer, they will get a nil return on them. They have done that not just in Britain, but all over the world. My hon. Friend is absolutely right that we now need to get them to apply the same thinking to the problems of extremist violence and terrorism. There are some differences, but I am quite clear that if we ask companies to employ some social responsibility, they can work with us to take down even more pages than they do today.
