I start by thanking the right hon. Member for East Antrim (Sammy Wilson) for securing this important debate, and by acknowledging the many thousands around the country affected by the loan charge. I know that some of them are in the Gallery today, including some of my own constituents. I pay tribute to their dignity and determination in pursuing their cause. I will focus first and foremost on the fundamental unfairness of the loan charge, but also, as has been mentioned, on the Morse review and the need for greater transparency.

I have been contacted by a number of people whose lives have been turned upside down by the charge. While it is not possible for me to give voice to all of them today, I would like to share one story that I think speaks to the experience of many.

“I have been forced to raise huge sums, including borrowing from my mother and by borrowing huge sums against my home, leaving me in a position where I cannot plan for my own or my family’s future. The impact on my mental and physical health and my relationships has been huge and I am in genuine fear for my future wellbeing if HMRC is allowed to continue unencumbered.”

Another constituent in great distress told me how she made the difficult decision to have an abortion, based on concerns about affordability stemming from the loan charge. Combined with the number of suicides that have taken place, this paints a truly harrowing picture of the impact this unfair charge is having.

The report by the loan charge APPG published in 2020 found that there was direct interference in the Morse review by both the Treasury and HMRC, and that both organisations made clear attempts to direct the review from the outset. Given the tragic impact of the charge and the public interest in this matter, surely it is time the Government set up a genuinely independent review that achieves a fair and final resolution for all.

I shall end by raising a final point about the need for greater transparency. Late last year, one of my constituents was successful in overturning the Information Commissioner’s decision to allow the Treasury not to release the final draft of the loan charge review. The original freedom of information request was made in December 2020, yet over three years later the material has still not been released. My constituent tells me that their attempts to obtain the documentation have been met with what they consider to be “deliberate attempts” to avoid FOI obligations, including being told by the Treasury that the information had been destroyed, then that it could not be found and eventually that it was prohibitively expensive to locate it. Such lack of transparency undermines trust in our institutions and must be addressed. I hope the Minister can assure me that the Government will look into this particular matter and take all reasonable steps to ensure that the information is released as soon as possible.

With over 50,000 people directly impacted and the tragic death of 10 people, it is vital that we do everything we can to find a fair and final resolution to the loan charge scandal. To gain public trust, far greater transparency from HMRC and the Treasury is needed. Most importantly, we need a new and genuinely independent review to take place.

I share my hon. Friend’s concerns that even the Government’s attempts to keep construction of HS2 in budget will, in practice, only add to the already spiralling costs. Surely this shows that spending on HS2 is completely out of control. Whatever our views on this particular project— I personally think it is no longer value for money and should be scrapped—does she agree that it demonstrates a clear need for the Government to more closely monitor the progress of such projects, particularly where the taxpayer is pouring in billions of pounds?

My hon. Friend’s intervention goes straight to the issue. What were the initial contracts the Government signed with contractors? We have to scrutinise the plans for delivery to make them viable for taxpayers. To pick up my hon. Friend’s point, the National Audit Office has said that the decision to delay will lead to additional costs and potentially a more expensive project overall. The Transport Secretary himself even admitted that the delay would not save money—I would be interested to hear how much it will cost the taxpayer. I agree with my hon. Friend that, whatever our views are on HS2, it is important to know what the overall delay will cost the taxpayer.

The Institution of Civil Engineers says that delaying HS2 could make the building process

“more difficult as construction firms shift their focus to other countries.”

Whether or not we agree with HS2, this incessant delay and further uncertainty benefits no one.

Another example of this Government’s short-sightedness is the M4 to Dorset coast strategic road network, which is due to undergo major upgrades. This is a matter of great importance to my Bath constituents. The present strategic route is a mixture of the A36 and A46 and goes right through the centre of Bath—a world heritage site. My local Liberal Democrat council has rightly argued that the route should not go through Bath. I recently met with the Under-Secretary of State for Transport, the hon. Member for North West Durham (Mr Holden), and National Highways to hear more about how the M4 to Dorset coast study is progressing.

National Highways said that the route through Bath has high accident rates, is heavily congested and has more cars passing through than it was designed for; it also said that the A350 route via Chippenham delivers greater benefits and has fewer challenges. However, it is still considering using the Bath route. I understand that money does not grow on trees, but why are the Government not giving enough attention to the long-term benefits to people, which include health? The A36-A46 route through Bath is not fit for purpose. The Government know this, but they are paralysed when it comes to promoting and delivering alternative routes.

The Government also fail to deliver for rail electrification. We need to electrify our railway to get to net zero. The Railway Industry Association notes that an electric railway is the cheapest to operate, saving £2 million to £3 million per vehicle. Electric trains are also up to 300% more reliable than diesel trains, and are three times more efficient than diesel or hydrogen trains. Electrifying our railway is a no-brainer. However, the Government cannot see past the short-term cost. Network Rail has said that 278 miles of track must be electrified every year to reach net zero. Last year, the Government added only 1.4 miles of newly electrified track.

Absolutely, I will look at that. The Government have already committed £1.3 billion of funding to help those with health conditions or disabilities to get into work and to thrive. This is a complex area with a number of interlocking factors, at which we are looking very carefully at this moment.

We want everyone to have appropriate access to banking services. Decisions on branches are commercial decisions for firms to take, but we have ensured that the regulatory structure treats customers fairly. As well as digital and telephone banking channels, alternative in-person services are available via the Post Office, through industry-driven initiatives and through new shared banking hubs.

Following a string of local bank branch closures in recent years, news of yet another branch shutting up shop in Amersham on 1 March has caused great concern to my constituents. Some of those affected will struggle to make the journey to the next nearest branch, and they are not confident that the promised alternative provision will meet their needs. Does the Minister agree that the creation of banking hubs should be triggered by the communities that need them? Will he meet me to discuss the need for such a hub in my constituency?

I would be happy to meet the hon. Lady to talk about the challenges her constituents face. In its information pack about the closure, Barclays revealed that only 22 customers use the branch regularly, and that 92% of users are able to fulfil their services through other means.

T4. The Government have confirmed that eight people facing the loan charge have lost their lives to suicide. One of my constituents recently told me that they are a totally nervous wreck and have contemplated ending their life on numerous occasions. In the light of the heavy toll that the loan charge is taking on the lives of those facing it, will the Government commit to a fresh and independent review of the loan charge?

The hon. Member will know that an independent review has already been carried out by Lord Morse, and the Government accepted all but one of its recommendations. HMRC does have a helpline, but it is important to continue to ensure that we look after those who are most vulnerable.
