I thank my hon. Friend for his intervention. I can only say to the Minister and her colleagues that whatever is happening in renewables, we need to double or triple it if we are to meet our carbon reduction targets. My experience is that we have seen it stalling, whereas we need to be increasing it. I will be interested to hear what she has to say in her remarks.

What commitments will the Minister make to policies and resources to support and expand the impact of transition towns to end our use of fossil fuels? The rapid development of renewable energy sources over the past few decades had helped to reduce hugely the UK’s carbon emissions. Transition towns show how emissions can be reduced in practice by involving people in sustainable energy choices, but individual and hyper-local actions can only go so far. They need Government leadership and support.

The Transition Bristol linked organisation, the Bristol Energy Co-operative—this is similar to the example cited by my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard)—has raised more than £10 million to build solar farms in our area. These projects reduce emissions and build support for transition, but, frustratingly, recent Governments have cut support for the feed-in tariff introduced by the last Labour Government for small-scale renewable energy and changed planning laws, which apparently makes it harder to get planning permission for onshore wind.

Does my hon. Friend agree that the Minister ought to be made aware of the places where onshore wind was planned but, because of the changes in the financial regime, has been dropped, such as the two large turbines just south of Ipswich?

I was not aware of that particular example, but I am sure that the Minister will be interested to hear that and will perhaps have a response to it in her summing up.

I understand that the deployment of solar and new onshore wind has fallen drastically since 2016. I am also worried by the interest in fracking, because that is surely pouring fossil fuel on the fossil fuel fire, when we really should be doing everything that we can to put that fire out. Does the Minister agree that we should support transition towns by leaving fossil fuels in the ground?

On a study fellowship that has been organised for me by the Industry and Parliament Trust, I have learnt about the potential for expanding renewable energy. That includes the potential for energy from wave and tidal—from marine sources. I believe that it is the Government’s job to help to fund, invest in and support emerging technologies precisely at the point when they cannot yet turn a profit but have the potential to do so. Only by supporting these early stages can this country become a world leader in these technologies, allowing us to export them, as well as to create jobs and reduce fossil fuel use. This reflects the transition towns’ spirit of involving communities in the transition away from fossil fuels. For instance, in Swansea, everyone seems to be very knowledgeable about and supportive of the Swansea bay tidal lagoon project and the science behind it.

Other forms of marine energy are of course available, as I know the Minister knows from a recent meeting that she and I were both involved in. I would be interested to know whether she has had chance to reflect on what we learnt in that meeting, because the UK has massive untapped potential for marine energy generation, but it needs investment and support. Will the Government commit to investing in helping emerging renewable technologies to move from the developmental stages to being fully commercially viable, with subsidies or other support, especially in industries of the future?

One of the most striking places that I visited was the Offshore Renewable Energy Catapult in Blyth. That area, devastated by the collapse of the traditional coalmining and shipbuilding industries, is now helping to creating the jobs of the future as it tests the biggest wind turbine blades in the world—I have been to see it and it is pretty impressive. This is transition in action, but I would like to see more. Will the Minister tell us what the Government are doing to invest further in renewable energy industries, such as wind, tidal and wave, especially in the most deprived parts of the UK?

We can also do much more to make our homes more efficient. Labour’s zero carbon homes standard was designed to reduce energy use in new houses, but unfortunately, the standard was scrapped in 2015, causing great disruption to industry preparing for it to implemented. It would also have saved families living in new properties around £200 a year on increased energy bills. Labour policy is to reinstate the zero carbon homes standard, but in any case, new standards only deal with new houses. What about existing homes, which are some of the poorest insulated in western Europe? Our cold, damp homes lead to recurring illnesses that Age UK and the Institute of Health Equity have warned are costing our NHS over £1 billion each year.

Transition Bristol members have taken on that challenge, insulating existing homes and making them more energy-efficient, but unfortunately, we have seen a Government cut to the energy company obligation, resulting in a 97% fall in the installation of new boilers and home energy-efficiency measures under this scheme and a significant fall in funding for cold homes. Labour policy is to bring all homes up to a good standard by 2035, with all fuel-poor homes fixed by 2030. I would love that to be something that the Government decide to take on, because frankly, we need this now. Given that insulating homes reduces fuel poverty and energy demand, what are the Government doing to reinstate energy-efficiency measures?

Transition Bristol and campaigners have been very effective in changing our ideas about travel, and I am proud to represent a constituency where people walk and cycle more than almost anywhere in the UK. However, freezing fuel duty for almost a decade has effectively subsidised car use by tens of billions of pounds, while train fares have gone up by approximately twice the rate of inflation. I therefore ask the Minister what more can be done to encourage more sustainable transport use, thereby supporting transition towns in their efforts to reduce fossil fuel use further.

There are many other ways the Government could support and build on transition towns’ excellent work, and I would like the Minister to consider some suggestions, which are meant in the spirit of generosity. Recent analysis from the European Commission found that the UK gives the most subsidies to fossil fuels of any EU country, while equivalent subsidies to renewable energy industries were apparently much lower. I would like that to be rebalanced. If the Minister wants to correct me in summing up, I would be grateful.

We also need to stop supporting polluting projects abroad. UK Export Finance has a record of financing fossil fuels in low and middle-income countries. It is estimated to have provided £551 million in support of fossil fuel production overseas per year between 2014 and 2016, and that must stop.

Currently, the planning application fee for a large solar farm is the same as that for developing a shopping centre covering the same surface area. That should also change. If we continue to support the excavation of fossil fuels, and fossil fuel power stations, these fuels will continue to be burned. The barriers are no longer technological or even financial; they are political.

On Friday, I met some young women at the climate change demonstration on Parliament Square. Rosa, Rebecca, Tilly and Grace were all so inspiring, and they made so many great suggestions, such as a real ban on single-use plastics. I know that that is the Government’s intention, but they would like a real ban, and they would like it right now. They told me they want that sort of leadership from the Government; they do not just want to see individuals being made responsible for making all the changes. They also said they wanted the net zero carbon emissions target to be met by 2025 and that they did not want us to wait to 2050.

As I draw to a close, let me say this. For all the young people demonstrating in Bristol, in Parliament Square and everywhere else against climate change; for the people of Bristol West who tell me how much this issue matters to them; for their children and grandchildren; and for my own nephews and nieces and their children—the next generations, for whom the Minister, myself and all hon. Members come to work every day to make the world a better place—I ask the Minister: will she consider declaring a national climate change emergency and work with Members on both sides of the House to do everything she can to support the local work of transition towns through Government action and take a lead internationally as well as nationally?

To conclude, I return to Aliyah and to Svalbard. Svalbard and its extraordinary geography and ecosystem need us to act right now. Meanwhile, Aliyah has recently finished all the field and lab work for her PhD, and she gave birth earlier this month to the first Debbonaire of the next generation—baby Olive Emilie Debbonaire-Crabb. I am going to meet Olive for the first time this weekend, and I cannot wait, but she and others of her generation also cannot wait for us to act. I know the Minister will share my ambition, because children being born now in Bristol, in her constituency and across the country depend not just on transition towns but on businesses, scientists and us politicians to protect them from climate change.

When new baby Olive turns 18, I want to be able to look her in the eye and I do not want to say, “I tried to stop climate change, but I failed. I’m sorry.” I want the polar bears on Svalbard to survive, and I want this beautiful planet to thrive for her. I want to say to Olive, and to all the next generations, “My generation of transition town campaigners, businesses, scientists and politicians in the House of Commons and in local councils everywhere, motivated by our love for you and for our beautiful planet—from Svalbard to the south pole—stopped climate change.”

That sounds like an absolutely brilliant initiative from Ards and North Down Borough Council. I think that the hon. Gentleman also has an oyster fishery in Strangford lough, the produce of which I have enjoyed on several occasions. I am not aware of what funding is available, but I am sure that officials will write to him on that issue.

I thank my hon. Friend and congratulate her Committee on its excellent and challenging report. It is likely that much of the plastic entering the oceans has been collected supposedly for recycling. Does she agree that, at the very least, this country needs to institute comprehensive and rigorous checks of all recyclable materials exported for processing? We need to put our own house in order as well as demanding an international agreement to protect our seas from the dumping of supposedly recycled material.

I enjoy taking part in e-petition debates, because although our world is governed by the parliamentary timetable, which often relates to Brexit, e-petitions are a good insight into what people are talking about and what they care about—they reflect thoughts that have captured the moment. Petitioners would not get to 100,000 signatures by getting 100 every day for 1,000 days. That is not how it works; it is about capturing the energy. The level of support for the petition, as well as the time of year that it was garnered, shows that it has captured a mood. It is important that we have a proper debate about it, and that the Government act and are clear about how they intend to do so.

When I talk to people in my constituency of Nottingham North, I hear familiar refrains—I suspect hon. Members will have heard the same in their communities—such as, “Bonfire night used to mean fireworks a couple of nights a year but now it means a good fortnight or so of disruption,” or “Fireworks are being set off earlier and earlier every year”. By any measure, there has been a fundamental shift in the availability of fireworks and in the way that people view them.

My interest in the subject is not about banning a good public fireworks display. For families and everyone else in the community, it is an event on the annual calendar on which we come together and enjoy an exhilarating night. I do not seek to discourage such events, which are traditions just like Christmas, Easter, Halloween and new year’s eve. As long as they are done properly, with safe displays and people who know what they are doing, these events are safe and exciting fun for everyone in the community.

We have an enormous fireworks display in the centre of Ipswich every year. Getting on for half the population of Ipswich seems to turn up. It is a wonderful occasion that is not just about fireworks—people come together for singing, dancing and food—and it is all absolutely safe. Does my hon. Friend agree that such events are the way forward?

I think I shall be going to Ipswich next November—that sounds wonderful. The situation is very much the same in Nottingham; we have big events, and they are a good way to celebrate and enjoy. The petition shows that it is the things happening beyond those events, in our streets and in our parks, that cause real distress. Technology has moved on and the availability of fireworks has changed, and we have to move with the times.

I am conscious of time and know that many colleagues wish to speak, so I will come to my focus, which is the impact of prolonged periods of firework displays on household pets and the lives of their owners. Since my election to Parliament, I have been working closely on that with the Dogs Trust, and am keen to continue supporting them in championing the issue. I am the proud owner of two border collies, Boomer and Corona, who are such wonderful border collies that, as Members might know, they were joint winners of this year’s Westminster Dog of the Year competition. Please excuse that digression—I tell everyone that I meet. That can never be taken off me. The theme of the competition this year was fireworks, and the reason that we won was that Corona is particularly badly affected by them. We talked about some of the coping strategies we have developed, which I will touch on shortly. One of my commitments as an MP is to tackle the issue and it is something I am keen to do.

We are a nation of animal lovers, and that is not just about dogs. Cats Protection, Blue Cross, the Kennel Club, Battersea Dogs and Cats Home and many others have called for action. For these charities and more, it is clear that the sheer number of fireworks displays that take place in the UK around bonfire night is having a detrimental impact on animal welfare. I use the word “display” broadly; this is not just about organised displays, but all fireworks events—from someone letting one off in a park, to the full-blown displays.

Why is it such a problem? Why, as a pet owner and having spoken to pet owners in my constituency, do I think that the issue requires action now? As my hon. Friend the Member for Warrington North (Helen Jones) said, people have been setting off fireworks in their gardens for years. What has changed? Well, the situation is different in terms of the scale and availability of fireworks. From 1 November—if not from Halloween, but certainly from the moment it has passed—pet owners get home from work, it is already dark as the clocks have changed, and they know they are going to have a shivering pet to deal with. They try to do all the things they need to do when they get home, but cannot take the dog out because it is petrified and, when there are fireworks going off, the dog might not want to walk or will not walk on certain streets, which is also a problem.

Dog owners might unlock their front door to be greeted by their dog cowering in the corner, and spend their time trying to ameliorate that with whatever tactics they can. We put a shirt on Corona, which acts like a swaddling coat, and that eases it a bit. Others have other solutions. That takes time and—I do not have children, but I suspect that this is analogous to having a baby— the moment we get peace and think “We have resolved this for now”, it starts again, because somebody else on the road is letting off fireworks. Whole evenings can pass like this, with no peace for the pet. Critically, that happens not just on 5 November, but from Halloween and, for us, it went on for a good week afterwards this year.

We accept that on 5 November, fireworks are inescapable, so our coping mechanism for bonfire night was to put our two dogs in the boot of the car and drive to the middle of nowhere. We thought, “Let’s try and get out of the city, as far away as we can”, and as hon. Members can imagine, that is actually really hard. Part of the problem with the countryside is that sound carries, and clearly we are such city dwellers that we had not grasped that. We spent our evening sat in the middle of Derbyshire.

We are here to debate not just the minutiae of the Chancellor’s figures, but the consequences that will flow from it. I want to draw the House’s attention to the fact that, although the Chancellor feels able to allow another £15 billion into the economy, with an £11 billion increase in spending and a £4 billion cut in the tax take, that represents just 1.8% of the £842 billion total managed expenditure estimate for next year, a smaller percentage than the rate of inflation. This is not a game-changing sum and it is easy to be bamboozled by all the mentions of “billions” in the discourse into thinking otherwise. The majority of my constituents will not notice any significant difference in their taxes from this Budget.

Like Robin Hood in reverse, the Chancellor is rewarding the wealthiest with the bulk of the £4 billion tax cuts, while reducing the amount available via universal credit for the worst-off. It is shameful that we will not be able to vote against the raising of the higher rate threshold on tax without also voting against the lower rate threshold. It is unjust and misleading to put us in that position of having to do both at the same time.

What my constituents will notice is the effect of all the things the Chancellor is not doing. Significantly, he is not deploying the significant capital investment in our economic capabilities that Labour promised in our 2017 manifesto and that we have reiterated at every opportunity since then. Conservative Members consider themselves to be the party of business and constantly call for tax cuts rather than spending increases. But in an economy that suffers from low productivity and a lack of demand, the sensible approach is to massively increase the Government’s capital expenditure. Where is the national transformation fund that Labour promised? Instead, we get a pathetic additional £200 million for the British Business Bank—that is about £2.50 per person. Where is the green investment bank? Where is the financial support for greening the economy through investment in renewable electricity generation, through zero emissions vehicles and through insulation grants?

This is what my constituents in Ipswich will notice. They will notice that, while we are getting new trains, we are not getting all the rail infrastructure investment that would make those trains run faster, run more reliably, or, judging by my experiences on Monday, run at all. They will notice that there was no additional funding to provide the north Ipswich bypass or to improve the junctions on the A14—that is vital not only for the economy of Ipswich, but for the smooth transport of goods to the UK’s premier port at Felixstowe. They will notice that the Crown post office has been franchised out, and that the number of post offices, their convenience and location, and the range of services they are able to deliver continues to deteriorate. They will also notice that, although Suffolk is lucky enough to have won first prize in the local full fibre networks challenge fund contest—about £9 per Suffolk person—that will provide full fibre connections only to key public buildings and comes nowhere near creating ultra-fast coverage for all.

My constituents will notice that, because Amazon and other online shopping giants continue to be able to get away with paying almost no tax, the shops they trust and rely on in what used to be called our “Golden mile” in Ipswich continue to close. They will notice that councils are not being enabled to support the bus services that people need to get to work. They will notice an almost total lack of council discretionary spend, leaving projects such as Ipswich’s creative computing club, which teaches coding to disaffected pupils and which has gained recognition from Google for its outstanding achievements, struggling to find the money to provide a premises for its classes.

My constituents will notice a lack of investment in small-scale capital highways projects. Instead of inadequate roads being rebuilt, all we get is a pothole grant to fill in the gaps temporarily. They will of course notice that, while Ipswich Borough Council will continue to build as many houses as it can afford, there will be no national fund to enable the far more rapid creation of the houses so desperately needed for current and future young families. If they run their own small business, they will notice that the Chancellor has done nothing to end the scourge of late payment, which so often brings otherwise perfectly sound businesses to, or over, the brink of bankruptcy.

I believe that Ipswich will thrive in the end—I believe in my town—but I know it would thrive a whole lot sooner if we had a Government who believed in this country.

We all welcome the new trains on the region’s railways, but they will clearly not be able to perform as well as they might unless we also get infrastructure investment in the track itself. Furthermore, does the right hon. Lady agree that one of the things holding back parts of our region is the extraordinary and anomalous cost of our rail tickets? Some parts of the region are some of the most expensive places anywhere in the country to get to by train per mile.

The hon. Gentleman is absolutely right. Our constituents as rail passengers are paying some of the highest fares in the country, which also means that we are cross-subsidising other railway networks elsewhere, without reaping money that should be coming back into our own rail lines. That is exactly the purpose of the taskforce—to argue for that infrastructure investment.

Greater investment in digital and broadband has been touched on, so I will not cover that, but it is essential, in particular for connectivity in the rural economy. Instead, I shall end with some comments on fiscal measures, because the debate has come about as a pre-Budget discussion. We want to invest in key infrastructure to boost productivity and jobs, but the Government should also look at fiscal measures to support the economy not only in our region but throughout the economy. That means cutting the tax burden to unleash more job creation and to give entrepreneurs and investors more scope to invest.

More than 80% of my constituents work for SMEs. A worrying trend is politicians constantly looking to introduce tax rises to solve the country’s problems. The Government need to use the tax system to encourage and nurture the entrepreneurial spirit, instead of punishing entrepreneurs. We need to be much more dynamic about addressing that issue, as well as looking at business rate reform and support for our high streets and town centres—frankly, we are seeing their death. In a county that has two airports, we need to look at slashing air passenger duty; it is a cost that affects passengers as well as businesses. We could develop many more flight routes as we trade our way around the world post-Brexit.

Fundamentally, when we get to the Budget and the comprehensive spending review, we must review the tax burden on businesses and do everything possible to ensure that we support enterprise and growth across the east of England.

It is a pleasure to serve under your chairmanship, Mr Walker. I congratulate the hon. Member for Streatham (Chuka Umunna) on securing this important debate and on his opening remarks, which I listened to intently.

I am pleased to have the opportunity to respond to this debate and I want to make it clear that the Government take blacklisting extremely seriously. We hope and trust that blacklisting has already become and will remain a thing of the past, but we are not complacent, and I am even less complacent, having heard from the hon. Gentleman who introduced the debate about evidence that he wishes to put before me afterwards. I was shocked by what I heard and I share his view and that of other Members that blacklisting of trade union members and activists is completely unacceptable. It has absolutely no part to play in modern employment relations.

As hon. Members have noted, we have in place regulations targeted specifically at trade union blacklists and I believe they are both proportionate and robust enough to prevent abuse from occurring. I accept the point that has been made that the horrendous abuse of the past, which was overt, organised and clearly in breach of the law as it stands today, may have been replaced by a more covert approach. That must be borne in mind, but the Employment Relations Act 1999 (Blacklists) Regulations 2010 made it unlawful for an individual or organisation to compile, sell or make use of a blacklist of trade union members or those who have taken part in trade union activities.

Since the introduction of those regulations, no evidence has been presented to the Government or the Information Commissioner that these practices are recurring. If that is no longer the case, naturally I want to know about it. Any individual or trade union who believes they have been the victim of blacklisting practices has the right to take action. They do not have to wait for an independent investigation. They can enforce their rights under the regulations through an employment tribunal or the county court. Anyone who believes they have been affected has the right to pursue justice through these means and we would encourage them to do so.

The measures in the 2010 blacklisting regulations are reinforced by powers in the Data Protection Act 1998, which protect the use of personal data—that was very much needed in the examples we have heard this afternoon. I emphasise that this includes information on trade union membership and sensitive personal data. The Government take the protection of personal data very seriously.

The Information Commissioner’s Office is the regulatory body and was set up to investigate breaches of the Data Protection Act 1998. It has power to take enforcement action, including searching premises, issuing enforcement notices and imposing fines of up to £500,000 for serious breaches. The Government continue to bear down on those who seek to exploit personal data. We have published a statement of intent in relation to the proposed data protection Bill that was announced in the Queen’s Speech. The Bill will implement the general data protection regulation into UK law and will give us one of the most robust and dynamic sets of data laws in the world. It will give people more control over their data, require a higher standard of consent for its use, and prepare Britain for exiting the European Union.

As a result of the general data protection regulation, the Information Commissioner’s fining powers will increase substantially from 25 May 2018, to 4% of an organisation’s annual global turnover or €20 million, whichever is greater.

It is clear that data collection and data analytics in the workplace are gaining in importance. In the light of that and the strengthened framework that the general data protection regulation will create, the Information Commissioner’s Office intends to open a call for evidence, to which hon. Members have alluded, on the implications of modern employment practices in recruitment and selection, and the obligations of employers. The hon. Member for Streatham says that that should happen sooner rather than later. I agree with him. I believe that the call for evidence is scheduled for next year. I will talk to the Information Commissioner’s Office to see whether it can be brought forward.

The call for evidence is an important step in trying to establish not only the true picture of the level of blacklisting that may or may not take place in practice now, but how growth in digital services has created potential new risks for employees and how those may be addressed.

In my previous capacity on Suffolk County Council, when the council decided to outsource its highways to Kier, we took a motion to council calling for it to ensure that there was no blacklisting in relation to employees of Kier working for Suffolk County Council. That motion was passed unanimously, because Conservative members of Suffolk County Council—like, I am sure, Conservative Members of this Parliament—were vocally opposed to blacklisting. However, nothing was done to find out whether blacklisting was actually taking place. The Minister is talking to us about a search for evidence, but without a public inquiry to find out what has actually taken place, surely there is no way we will get to the bottom of this.

I thank the hon. Gentleman for his intervention. I can reassure him. If people in his borough have any evidence, the best thing they can do at the moment is to take it to the Information Commissioner, who will investigate it. In fact, the Information Commissioner does not need particular examples even. If they are seeing allegations made against a particular employer or within a sector, they will commit to investigating the issues that his constituents have raised.
