I agree with the hon. Gentleman that a very serious accusation has been made about what the special adviser did and the information that has been passed, and that does need to be properly investigated.

Charlie Whelan and Damian McBride were both special advisers to the former Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), and both resigned in disgrace. Can the Prime Minister tell the House whether a ministerial inquiry was held at the time or, indeed, whether the matter was looked at by a judge-led public inquiry?

My hon. Friend makes a very good point. There have been occasions when special advisers have misbehaved and the Minister involved, far from taking responsibility, as my right hon. Friend the Culture Secretary has done in coming straight to the House, has just tried to shrug it off.

The establishment of the commission was announced by written ministerial statement on 17 January and the commission is due to report during the next parliamentary Session.

I am sure that my hon. Friend will want to take the opportunity to make his views known to the commission. As my hon. Friend the Parliamentary Secretary has just explained, the commission is of course focused on procedures in this House, as they are affected by the process of devolution. I am not sure whether the concerns of my hon. Friend the Member for Harlow (Robert Halfon) will be directly relevant to the commission’s central terms of reference.

The recent debate on Scottish independence has shown that, unfortunately, a significant proportion of English people believe that Britain would be better off without Scotland, so may I press the Deputy Prime Minister a little further on English votes for English laws? Does he think that such a change will help to restore English faith in the Union?

That is why I believe that the commission is important; if we can get the balance right in this House, such that the changes brought about by devolution are properly reflected in our procedures here—in how matters are dealt with and votes are cast—that will, I hope, address some of the concerns raised by my hon. Friend’s constituents. It will also allow us all to make the argument that the vast majority of us in the House believe that Scotland is stronger as a strong part of a strong United Kingdom.

T7. This May, 11 English cities, including Sheffield, will be holding mayoral referendums. There is considerable evidence that elected city mayors lead to better local leadership and wider political participation, so will the Deputy Prime Minister join me in urging people to vote yes?

It would be wrong to start taking sides on referendums that are taking place across the country in different cities. The key thing is to make sure that the referendums are held in a way that allows the debate to be played out. I suspect some areas will opt for mayors and others will not; that is the great virtue of all this—it will be entirely dependent on people’s decisions in each local area.

At this stage we are concentrating on simply reducing the footprint of the Government’s property estate, which was allowed to grow massively out of control under the last Government because there were no controls whatever. Rather than looking to relocate, at this stage we are simply looking to reduce what the Government occupy. I know that Croydon, which my hon. Friend represents vigorously, is a very good location out of central London for Government services to operate from.

T7. Small and medium-sized enterprises in my constituency warmly welcome the steps that the Government are taking to make it easier for them to win Government contracts, but they also need better access to finance to win such contracts. What steps is my right hon. Friend taking to help with that?

My hon. Friend is absolutely right that without the finance, SMEs cannot take part. I am delighted to be able to tell him that in the first half of the year, SME lending has almost lived up to the target set in the Merlin agreement for SMEs—it is within £1 billion—which is a major achievement.

That is an entirely reasonable point. So far the cost of our contribution to operations has been £120 million. The cost of spent munitions is in excess of that figure—I think around £140 million. Clearly Britain has spent money to help the Libyan people to free themselves, and, as my hon. Friend says, Libya is a wealthy country. We have not had conversations about that to date, but I am sure that those are matters we can take into account for the future.

I congratulate the Prime Minister on the leadership role played by him and his team, but does he agree that this is ultimately a Libyan and not a foreign triumph?

My hon. Friend has made the important point that this would not have happened without the Libyan people. They took the initiative, although we were able to help them. I think it important to the future development of the country for young Libyans in the future to learn about the incredibly heroic things that their fathers and grandfathers did. This was something that the Libyans did for themselves rather than our doing it for them, and—in terms of their history, their pride, and what I hope they will build in their country—that will be fantastically important for the future.

Let me reassure the hon. Gentleman on that point. Of course, the police inquiry and the judge-led inquiry must look across all the newspapers. I want to pick him up on his point about the BBC, however. The BBC is much more tightly bound by public interest guidelines than newspapers. That is right, because there is a distinction—I disagree with the former Labour leader, Lord Kinnock, on this point—between broadcasting and newspapers. I think that distinction is likely to be maintained and I support that. We should be careful, however, about lumping the BBC in with all this because it is in a different category.

In yesterday’s Committee, Rebekah Brooks said that she had not had a single meeting with the Prime Minister in Downing street but that she had visited the former Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), six times each year. The Leader of the Opposition was a key member of the previous Government. Did he share his concerns about the power of News International with the former Prime Minister?

I do not think that was the most helpful intervention from the point of view of the Prime Minister. The reason Rebekah Brooks was not coming to Downing street was that she was seeing him in Oxfordshire and elsewhere. It is fairly obvious, is it not? I think we should save the Prime Minister embarrassment and move on.

Let me turn to the police. Confidence and respect in policing is vital. Recent events have created a cloud and it is important that the excellent work being done by police officers is not tarnished.

The discussion I had was to ensure that I was not involved in that decision, so I did not discuss it with the Culture Secretary, I did not know about the timing of many of the key announcements—I was not involved. That was the sensible thing to do—conduct in which my predecessors did not necessarily engage.

The former Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown) said that he wanted to hold an inquiry into phone hacking and journalistic practices, but he astonishingly claimed that civil servants stopped him doing so—presumably the same civil servants who told him not to sell our gold at record low prices. Did the Prime Minister inherit any plans from the previous Government on the inquiry?

All I can say is that the former Prime Minister’s idea to have the inquiry was never raised with the official Opposition. One of the things that I read in the press in the last couple of days was one of his former colleagues saying that he thought that it was a proposal that Gordon made to himself. [Interruption.]

I agree. There is nothing wrong with meeting editors or proprietors and trying to explain why your vision is the right one for the country. People expect you to do that. Where it can go wrong, and where it has gone wrong, is where politicians start doing things, perhaps influenced by those media companies, that they would not otherwise do. I well remember standing at the Opposition Dispatch Box opposing 42-day detention, which I do not think for a minute most of those on the—sorry—then Government Front Bench believed in. I think they were doing it because of the pressure that they felt from some parts of the press. It is profoundly wrong, and the sort of thing that we must stop in the future.

I welcome the Prime Minister’s statement. Does he agree that the Press Complaints Commission as currently constituted is clearly not fit for purpose, and that it would have been most helpful if its reform had been initiated back in 2007, when the phone hacking inquiry at that time failed?

Many people on the Press Complaints Commission have tried to make it work. I would argue that it has made improvements in recent years from when it was originally established, but when we look at what has happened and the trail of reports, problems and the rest of it, the conclusion we must come to is that the PCC did not do enough to pick that up. Reform is therefore needed. That is one of the starting points for the inquiry.

I can promise my hon. and learned Friend that he will see a summary position of the advice before the debate on Monday. I would say that, although I am never one to denigrate lawyers and their important work in any way, if he wants to see the legal basis, it is all there in the UN Security Council resolution. It is the strongest possible statement. I am glad to see the Attorney-General sitting next to me while I make those kind remarks about lawyers. I would very much recommend reading the resolution to see how strong the legal basis is.

May I thank the Prime Minister and the Foreign Secretary for showing world leadership in an hour of need? The biggest risk to our national security would have been to do nothing at all. We cannot risk the emergence of another failed state at our southern tip exporting terror and human misery. Now that the UN has agreed on action, will the Prime Minister ensure that the action is swift, powerful and precise, and will he involve the broadest coalition possible, especially our Arab allies?

We should do everything that is necessary to bring about the UN Security Council resolution’s conclusions. That is what our aim should be and is what should guide us, and everything we do should be proportionate to that. I say to my hon. Friend that yes, we have made a choice, and it is a choice to play our part in joint international action to enforce international law, to uphold the will of the UN Security Council and to respond to the calls from Arab countries and the Arab League, and also to do the right thing for the people of Libya, who want greater freedoms, and above all, I think, for the UK’s national interest as well.

I am grateful to the hon. Lady for her recommendation, which I shall certainly pass on to the Electoral Commission. I thought that that already happened. Obviously it does not, so I shall make representations, and we will write to her with our response.

10. What discussions the Electoral Commission has had with electoral registration officers on their performance in respect of voter registration.

Since 2008, the Electoral Commission has monitored the performance of electoral registration officers in Great Britain against a set of standards, and it publishes an annual assessment of those standards which covers the key planning and management processes put in place by EROs. The Electoral Commission advises and works closely with EROs who do not meet these standards in order to improve their performance.

I thank my hon. Friend for his answer and welcome the steps that he has outlined. Should those steps not bear fruit, has the Electoral Commission considered any other, more directly interventionist actions that it could possibly take?

Once again, my hon. Friend makes a very important point. The Electoral Commission does work with EROs who underperform, but they remain at all times employees of the local authority, and the commission has no statutory power to intervene. It is of course a matter for this House whether we wish to consider further powers to enable the Electoral Commission to do an even better job.
