There are some good initiatives happening in Humberside to tackle antisocial behaviour, particularly where the police are working alongside active Labour councillors such as Rosie Nicola, Gary Wareing, Steve Wilson, Gwen Lunn, Marjorie Brabazon and Anita Harrison, who are all determined to tackle antisocial behaviour in their areas—for example, by using a mobile cop shop to move to areas where problems develop. With the current problems with attacks on buses, there are also plans to use a Trojan bus with police aboard who can take action if stones and other items are thrown at the bus. They can stop the bus, get off and deal with it.
The police are showing a video in local schools demonstrating the effects of antisocial behaviour. I think the video came from Dundee and contains the example of a child throwing a stone at a driver who then swerved, hit a pram and killed a baby. That kind of video is useful in educating children and young people about the effects of what they think might be a prank. Humberside has also pioneered Operation Yellowfin to combat crime with motorbikes—another big problem in my area—and has received national recognition for its work with local petrol stations to prevent people who commit antisocial behaviour on motorbikes and mopeds from being able to buy petrol. That said, we need a routine long-term police presence to deter and detect antisocial behaviour, not just special one-off operations when things get really bad.
Does my hon. Friend agree that the fundamental problem is that, with 21,000 police officers having been taken out of the system, along with PCSOs and others, it is an uphill struggle and that the Government must take seriously the need to put in significant resources if we are to tackle antisocial behaviour? At the moment, the police are having to deal with violent crime, which has gone up by 19% in the last year, and so of necessity are deprioritising antisocial behaviour, which is making people’s lives a misery and terrorising our constituents.
My hon. Friend is absolutely right. I could not agree more.
We should recognise the important work that my hon. Friend the Member for Kingston upon Hull West and Hessle (Emma Hardy) has been doing in identifying the off-rolling of school pupils. Owing to changes in the education landscape and the academisation of schools, there has been an increase in the number of children who are being home-educated. They disappear from the school system, and many then become part of the antisocial behaviour problem. I should be interested to know the Minister’s view. I should also like to know whether she is willing to speak to her colleagues in the Department for Education, and whether she thinks that including education representatives in the community safety partnerships might be a way of dealing with the problem.
We also need to do much more in relation to mental health. We need to understand what antisocial behaviour does to people’s health and wellbeing, to understand that mental health issues can be one of the reasons why perpetrators become involved in antisocial behaviour, and to understand the help that they require.
One idea that could be rolled out nationally came from New York in the 1990s, when the mayor adopted a zero-tolerance approach to antisocial behaviour, fly-tipping, rubbish-dumping and graffiti. The outcomes were very positive. If a window was broken it was fixed, if rubbish piled up it was moved, and if people behaved in an antisocial way they were dealt with. If that is to work here, however, it will need stable funding, and, as we heard from my hon. Friend the Member for Bethnal Green and Bow (Rushanara Ali), the money must come from central Government. It will also need a multi-agency approach, and strong political leadership both nationally and locally. I understand that there is a plan to adopt this approach in Beverley Road in my constituency, where there are multiple issues connected with antisocial behaviour, but sadly, although it has been much talked about, not much progress has been made so far, and communities are still suffering from the blight of antisocial behaviour.
I should also like the Minister to consider the effects of supported housing for those who have drug and alcohol problems or mental health issues, or have recently left prison. In Hull there are many projects in Victorian terraced housing in tightly packed neighbourhoods, with limited support. I often receive complaints about shouting, swearing, drinking, drug-taking and threats of violence in those properties. There is also a large hostel, Westbourne House, in a residential area. Along with the police and crime commissioner, we believe that the hostel is in the wrong location and causes antisocial behaviour problems in the neighbourhood. Establishing such hostels and supported housing in settled communities can cause real problems. I hope that the Minister will be able to say something about better guidance on where they should be located, better monitoring and better enforcement of contracts, and will also consider whether the Care Quality Commission needs more powers.
A report by the National Audit Office shows the scale of the funding reductions in my city since 2010. There has been a 37% decrease in Government funding for the council. Early intervention schemes have been cut back, and now focus only on those who are most desperately in need and in crisis. Children’s centres no longer have their original purpose of providing a universal service for all families, and voluntary and youth groups have been cut. Those cuts, along with all the others, are creating a perfect storm in our most disadvantaged communities. Cuts in services are often a false economy, because they will cost taxpayers much more in the longer term.
Another aspect of antisocial behaviour involves neighbour disputes. Constituents tell me that they have to fill in numerous diary sheets, and nothing ever happens. Hull City Council has told me that it has to demonstrate a “pattern of behaviour”, and needs the sheets in order to do so, but even then the behaviour may not be serious enough to lead to enforcement action, namely eviction. I am also told that owing to the current pressure on the courts, when the council does go for eviction and has all the evidence to hand, it can take as long as eight months—or more—for that to happen. Even when dates are given for hearings, they are often adjourned. Antisocial behaviour of that kind causes real upset and distress, and I should like to hear from the Minister what more she thinks she could do to tackle it.
When the coalition Government took office in 2010, they changed antisocial behaviour legislation. I believe that that action was led by the Liberal Democrats, who thought that Labour’s legislation was too draconian, and obviously felt that they should be more on the side of the perpetrators than on that of the victims. Community protection notices can work quite well, but they cannot be issued to those under 16. In the case of under-16s, the only option is the use of injunctions. The council tells me that the problem with injunctions is that they are very hard to enforce. Hull City Council has to get good evidence and signed affidavits and it has to apply to the court and pay fees. It has to bear the burden of getting the injunctions, but if they are breached, very little happens.
This is linked to my concern about criminal behaviour orders, which are available only when a conviction has been achieved. I recently came across a young man who had been given a CBO and who had breached it multiple times. He went to court, but no action was taken even though he was terrorising the local community. I have written to Justice Ministers about this several times, but I have not had a satisfactory response, so I hope that the Minister will be able to help me to get one. I suggest that it is time for a review of the legislation and of the training of the judiciary and their understanding of the effects of antisocial behaviour.
In conclusion, I want to remind Members of a story that my friend, the former right hon. Member for Holborn and St Pancras, Frank Dobson, used to tell about Lena Jeger when she was campaigning as the Labour candidate in the 1953 by-election. Canvassing a woman in a block of flats in a Camden Town, Lena launched into the great left-wing issue of the day: German re-armament and the threat that it posed to international peace and security. When Lena paused for breath, the constituent asked: “Did you come up in the lift?” “Yes dear,” replied Lena. “Stinks of piss, doesn’t it?” said the woman. “Yes dear,” said Lena. “Can’t you stop ’em pissing in the lift?” asked the woman. “I don’t think I can,” said Lena. “Well,” said the woman, “if you can’t stop them pissing in our lift, how can you expect me to believe that you can stop the Germans re-arming?” In 2019, if we cannot get all our agencies working together to stop youths throwing stones at buses in Orchard Park or to tackle aggressive begging in Newland Avenue on my patch, how will voters believe that we can sort out the big challenge of Brexit?

I very much agree with my right hon. Friend about the tone of the debate on immigration—on anyone who has settled in our great country, regardless of where they came from, why they came here and how long they have been here—and with her point about our taking more opportunity, across the House, to highlight the benefits of immigration, whether from the Commonwealth or elsewhere, and how those people have helped to make this country great.
The Macpherson definition of institutional racism is:
“The collective failure of an organisation to provide an appropriate and professional service to people because of their colour, culture or ethnic origin. It can be seen or detected in processes, attitudes and behaviour which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness and racial stereotyping.”
There is no doubt that that—and much worse—has been the experience of the Windrush generation. Is not it time that the Home Secretary learned lessons and took action to prevent further institutional racism from continuing against the Windrush generation and others?
The hon. Lady chose not to listen to the point that my right hon. Friend the Member for Broxtowe (Anna Soubry) made about the tone of the debate. If she is trying to suggest that there is institutional racism, she must accept that that was what existed under the previous Labour Government.

Commons ChamberI am extremely grateful to my right hon. Friend for raising this point, and I pay tribute to my right hon. Friend the Prime Minister, for whom this Bill and helping victims of domestic abuse are a personal priority. I would be delighted to meet my right hon. Friend, not least because we share the same ambulance service, and I would like it to be doing right by victims of domestic abuse.
The hon. Lady will know that action is required on many fronts to fight the rise in serious violence, and that is why we have our serious violence strategy, which includes more than 60 different measures. On resources, if that is what she really believes, the best thing is for her to support the Government’s police settlement.

I join the hon. Lady in paying tribute to the Speaker. He has shown compassion at every point; many of us saw how powerfully and emotionally he spoke at the reception last week. The Speaker’s office was on to my office last week when there was talk of a possible announcement by the Prime Minister. He is really keeping a keen, close eye on developments. That is as it should be; none the less, it is an absolute testament that we should pay tribute to him.
There is no doubt that we need to do everything we can to build and retain trust with a community who feel left behind. Those of us who spent a few moments on Parliament Square just before the debate will have seen the raw feeling that is still there 11 months on—and we can absolutely understand why. There are so many unanswered questions and so many people still unhoused—an issue I will return to.
Last week, a resident described what had happened as a tragedy in three acts: being ignored during the refurbishment of the tower, the fire itself, and the sense of abandonment at certain times afterwards. The Minister and other members of the Government have updated the House on several occasions about what is being done to rehouse those who lost everything last June. I do not underestimate Ministers’ efforts and the work they are undertaking to allow survivors to rebuild their lives, but we need to ensure that the Government go as far as they can to assure residents that they will not simply kick the inquiry—or any part of it—into the long grass. I dare say that the Lakanal fire will be mentioned a good few times during the debate, but we cannot countenance any situation in which recommendations are filed in the “too difficult” drawer. There can be nothing too difficult to ensure that there is no repeat of the Grenfell fire.
While I was speaking to Grenfell residents, they naturally raised other issues of concern, which I am sure will be mentioned in this debate. I heard that some people were still unable to move into new homes. A number of reasons were given, but the one that struck me were the considerable delays in getting gas certification for the properties. We need to address that sort of bureaucracy in some way, shape or form, so that efforts can concentrate on the more complicated rehousing needs, while the higher duty of care as a social landlord is still being met. I used to be involved with residential properties, and I know that gas certification is a relatively straightforward process that should take days to organise, not weeks, so will the Minister update us on what is happening in that regard?
People living in tower blocks around the country will be following the Grenfell situation carefully. I have been in touch with my constituents many times over the last 11 months, especially those in Chaucer House and Balaam House—two tall, recently clad buildings in Sutton. I understand their fears, and I will continue to be in touch with them until we have all the assurances and the remedial work they need. I hope that the Minister will continue to keep us up to date with fire safety testing. Will he tell us whether the new Secretary of State will continue to evaluate both the merits of banning desktop studies entirely and Dame Judith Hackitt’s recommendation to restrict their use?
Does the hon. Gentleman agree that it is taking far too long to ensure 24/7 security provision for tower blocks where the cladding has been found, and that the Government need to step up and ensure prevention work as a matter of urgency? That is not to mention the private blocks—Ministers have confessed that even they do not know how many are affected. There needs to be greater urgency in dealing with the prevention of future risks. Surely it is vital that the Government take that on board.
When I was in the hon. Lady’s constituency, and in Newham—I was going around the boroughs campaigning in the local elections—seeing some of the tower blocks was a real eye-opener. There was one with, I think, 20 floors, that had 14 people working in it—one in reception and then fire wardens looking after two floors each. We find ourselves in that extraordinary situation when basic fire regulations should be put in place in those people’s stead. Yes, we can always do more, and I am interested in hearing what the Minister will say.

I am extremely grateful to my hon. Friend for that question. Of course, increasing the amount of data helps to give us answers and helps to direct our resources in the right way. We very much hope that disaggregating the different types of hate crime that exist will help individual constabularies to work out how better to prioritise their resources to deal with them.
The level of hate and violence against Muslims has become utterly intolerable. For years, many of our constituencies have faced the onslaught of threats from the English Defence League, Britain First and others. What action will the Minister take, first, to provide protection for the communities who feel particularly under threat on 3 April and in the run-up to 3 April and, secondly, to proscribe groups that are actively seeking to incite violence and hatred across our communities?
Again, the hon. Lady will understand that I must not comment on the investigation going on at the moment, given that it is, by definition, a live investigation. Communities that may be affected by any such communication will be uppermost in the police’s mind with regard to protection and their vulnerability. Tackling far right extremism more generally is part of a cross-Government programme that also supports victims of such behaviour. This is where the Prevent strategy, which is a safeguarding programme for people who may be vulnerable to radicalisation, has such an impact, because, sadly, a quarter of the referrals to it in 2015-16 involved far right extremism. The strategy is about trying to lead people away from the path of radicalisation, so that they do not commit these terrible acts.

Lady will know about the limitations on my announcing any such statement, but may I nevertheless take the opportunity to thank her for the good work that she has done in this area, including in ensuring that, for the first time, the women of Northern Ireland have access to abortions? We now have a new system—a centralised system—for those women so that they find it much easier than ever before to access the health support that she, like me, thinks is so vital.
The consultation will last 12 weeks, and I urge every Member of the House to engage with it. Domestic violence is not the only type of violence that demands our urgent attention, though. Internationally, too, we must continue to combat violence against women and girls. Globally, one in three women are beaten or sexually abused in their lifetime. We are generating world-leading evidence through our £25 million “What Works to Prevent Violence Against Women and Girls” programme. This year, results from 15 innovative interventions being evaluated across Africa and Asia will provide new global evidence about what works to stop violence before it starts. We want this evidence to be a game-changer in supporting more effective UK and international support for ending violence against women and girls globally, and it is essential that we put what we learn into practice.
I welcome the announcement that the Minister is making about the international dimension to protecting women against violence. Will she assure the House, as part of the consultation on tackling violence against women here at home, that refuges will be properly resourced? Many have closed down in recent years, including in my constituency. Women need proper support when they have to go to refuges because they face violence. Can she assure the House that she will make sure that happens?
Quite simply, I can assure the House that ensuring that women have the right support at refuges is an essential part of the support that we will provide women when they become victims of domestic abuse. I know that there are concerns in the sector about funding, and there is a consultation ongoing, but we will not oversee a reduction in beds. We are looking for the most efficient, effective way of delivering that support, and nothing is off the table.
It is a pleasure to follow the hon. Member for Erewash (Maggie Throup) and to hear so many inspirational speeches across the House today. In particular, I want to thank my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) for her moving tribute to the victims of violence in our country.
It is fitting that we should mark International Women’s Day alongside the 100th anniversary of the Representation of the People Act 1918. My constituency has a proud history of women being pioneers and fighting for women’s rights and workers’ rights, going back to the matchwomen’s strike of 1888 and to the establishment of the East London Federation of the Suffragettes, led by Sylvia Pankhurst, which was based in Bow and had branches all over the east end. The suffragettes grounded their campaign in the everyday reality of working women’s lives and fought for a living wage, decent housing, equal pay, food price controls, adequate pensions and much else. They saw the vote as just one aspect of the struggle for equality, and while it was an important step towards equality, it represented a partial victory rather than a complete one. We owe a huge amount to them for giving us the opportunity to stand here today and speak in this debate, and to make a contribution to public life in our country and internationally. Much progress has been made since then, but we have so much more to do in relation to women’s status, safety, rights, pay and representation.
I am incredibly proud of the fact that I am one of the three Muslim women elected to Parliament in 2010, along with my hon. Friends the Members for Bolton South East (Yasmin Qureshi) and for Birmingham, Ladywood (Shabana Mahmood). I am also proud of the fact that many other Muslim women and women from other faith backgrounds and from black and minority ethnic backgrounds have entered Parliament, but there is much more to be done to increase the number of women and those from other backgrounds in our Parliament. I want to pay tribute to the women in Parliament who enabled us to get here. They were the pioneers who first arrived here, and I want to single out two in particular.
The first is my Labour predecessor, Oona King, who is now a member of the House of Lords. She was only the second black woman to be elected to this House. The other is the former deputy leader of our party, my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), who has done so much for us and for our country, and who commands the support of women across the House. I certainly would not be here were it not for the encouragement and support from her and from many other women in public life.
I hope that we can continue to build on that by ensuring that women have the confidence, the encouragement, the support, the networks and the back-up to enable them to charge ahead and to stand for positions in public life. That is why I took the step of setting up the UpRising leadership charity, which has cross-party support. It supports women and men—particularly women—from white working class and ethnic minority backgrounds to enter public life in the professions and, particularly, in politics. We work in different constituencies so that the next generation can have the support it needs and does not have to struggle in the way that previous generations have done.
I have heard many stories of people deciding to stand for Parliament and being told, “You can’t do that because people won’t support a woman.” Having the audacity to stand is still a challenge for many women. Too often, they are told that they cannot make it because they will not have the support of the people in their communities or that they will not have the support of the men. It is when women push forward and stand, as I and many others have done, that those preconceptions and prejudices are shown to be wrong. That is why we must continue to encourage young women to stand for public life and for positions in politics locally and nationally, despite all the online abuse and all the stories of abuse and injustice that we have heard in the past year. I hope that we can all continue to work together on that effort.
We have achieved a great deal, as we have heard today, but the focus on progress must continue. Progress comes with pressure. Over the past year, we have seen the #MeToo campaign and other campaigns relating to the plight of women emerging in countries where we do not expect women to suffer in this way, and that tells us that we still have much to do. Around the world, women continue to bear the brunt of poverty, of war, of sexual violence and of climate change. There are 130 million girls not in education, and 15 million girls of primary school age who will never get the chance to learn to read or write in primary school. Globally, more than a third of women are subject to violence, and 750 million women and girls are married before the age of 18. Far too often, women still bear the brunt of the conflicts around the world. They are exposed to brutal attacks, often as deliberate tools of political and ethnic violence. In the Democratic Republic of the Congo, women are far more likely than soldiers to be victims of violence. In Sudan, rape has been used as a weapon of war by Government and opposition forces. A report published by the International Rescue Committee last year stated that the scale of violence against women and girls in South Sudan was double the global average.
The hon. Lady is making an important point. A longer-term consequence of children in those communities growing up with violence around them is that domestic violence rates, even after peace is secured, are way higher than in other countries. It is vital that she makes that point, and she is quite right to do so.
I thank the right hon. Lady for that intervention and for her work when she was International Development Secretary. As a former shadow International Development Minister, I cannot stop being affected by the experience of women in conflict zones and other parts of the world. The ongoing crisis in Syria has forced the displacement of women, who have fled to other countries in the hope of finding safety. However, as the right hon. Lady points out, women continue to experience violence long after they have fled the instability in their own countries. The women living in temporary refugee settlements in Turkey, Lebanon, Jordan and elsewhere have limited access to support and live in constant fear of further violence and forced marriage.
The hon. Lady is making a powerful point. Does she agree that much more should be done to encourage more women to take part in making peace? There should be greater recognition of the valuable role that women can play in creating peace agreements and trying to end conflict. In Northern Ireland, very many women helped to bring about the peace that we enjoy today.
I could not agree more with the hon. Lady. We have seen the important contribution that women can make, but they are too often left out of the negotiations. Our Government must continue to push forward and ensure that women have a strong voice in peace negotiations.
Many girls whose lives have already been devastated by conflict in their own countries are being forced into situations that no child should have to face. They are living cycles of abuse, exploitation and trauma. Some 70% of the Rohingya who have fled to Bangladesh from conflict in Myanmar are women and children, and the United Nations has identified what has happened in Myanmar as a textbook example of ethnic cleansing and that genocide cannot be ruled out. It is increasingly apparent that the Burmese military has systematically used rape and violence against Rohingya women as part of their campaign of terror. They have torched villages and tortured civilians, particularly women. According to a UN report, girls aged as young as five or seven were raped, often in front of their relatives and sometimes by three to five men taking turns, all dressed in army uniforms. The report goes on to detail accounts of summary executions, torture and disappearances. I have visited the region several times in recent years and have spoken to refugees who have fled violence and who have shared stories of rape and violence against them. As the world watches on, our Government must ensure that those who have perpetrated the violence—the Burmese military—are held to account and that a referral is made to the International Criminal Court.
Violence against women is a violation of human rights, and we have a collective responsibility to protect women here in this country and around the world from the appalling suffering that they face and to address the implications of that suffering for their children. Britain has a proud history as a leader in international development, and we must continue to press for progress. As other hon. Members have pointed out, the millennium development goals galvanised efforts from countries around the world to meet the needs of the world’s poorest and most vulnerable, particularly women. We must also continue to support the sustainable development goals and encourage other countries to do the same. The 2030 agenda for sustainable development, which has gender equality and women’s empowerment at its heart and which was adopted by world leaders in 2015, offers a significant opportunity for progress. The first SDG aims to end poverty in all its forms everywhere, and the fifth seeks to achieve gender equality and empower all women and girls. I urge Ministers across Government to champion the need to achieve those goals and to continue to support our aid effort.
In conclusion, I want to share a personal story. I was born in a country, Bangladesh, that was born out of a conflict in which millions of people lost their lives. Rape and violence were used as weapons of war, and that continues to be the case in many other countries today. We must all continue to work hard to ensure that we bring an end to sexual violence in conflict.

Commons ChamberIt is fair to say that that is exactly the sort of instance I was referring to in my comments earlier. We must look at tougher sentencing, as Max Hill has suggested, in those sort of instances.
On behalf of my constituents, may I express our deepest condolences to the victims of the terror attacks and their families? We utterly condemn the horrific attacks, as most people in our country do. Will the Home Secretary heed the warnings of the Mayor of London and the head of the Metropolitan police about the £400 million cuts, which would put prevention at risk? Will she also update the House on where she has got to on ensuring that internet companies immediately take down religious extremist and far-right sites that promote violence?
I thank the hon. Lady for her important question. I have had several meetings with the Mayor of London and I commend him on the work he has done. He has been working closely with us to make sure that we are really united on getting the right approach. Again, let me say that there have been no plans for police cuts and we have protected the budget; I hear the numbers she gives but I simply do not recognise them. In terms of the internet, we are making good progress. We have set up, in the UK, an internet forum to try to get more action. The companies are taking down—after we ask them to do so—2,000 pieces of hate material a week. There is more to do and we are hopeful of having a constructive international agreement with them so that we can get a really proactive approach from them.

Commons ChamberAs someone who grew up experiencing considerable racism and Islamophobia, I am utterly shocked by what we have seen. My parents’ generation are even more shocked and sickened, because they thought we had conquered that level of racism. Does the Minister agree that some of our national leaders have been utterly irresponsible in playing the race and anti-Muslim card? That has to stop, and we need cross-party agreements between our national political leaders that it will not happen in future. Politicians need to take responsibility where they have acted irresponsibly.
Even before the referendum in the run-up to the campaign, Britain First and other far right organisations targeted constituencies such as mine, mosques and other institutions in acts of provocation wilfully to cause disorder. There is a lack of resources for policing, and inept legal provision in tackling the hateful groups that are trying to stir up intolerance and violence in our communities. Will the Minister take action immediately? Will she insist that the Prime Minister leads the debate and ensures that we actually step up to the plate?
I agree with the hon. Lady—we all thought that hate crime was something we had left behind and it is shocking that that has proved not to be the case. I also agree with her that, as politicians, we have a responsibility to be measured and responsible in our language, in what we say and in the actions we take. We must never try to pit one race against another, one gender against another or one sexuality against another. That is totally and utterly irresponsible.
The hon. Lady asks about far right extremism in her constituency. Our counter-extremism strategy has specific measures to deal with extremism of all forms. People looked at the strategy and thought that it was perhaps just about Islamic extremism, but it is not—it is about all forms of extremism, including neo-Nazi and far right extremism. The new civil orders that we will consult on as part of our counter-extremism Bill will address part of that.

Commons ChamberMy hon. Friend is absolutely right. The people at GCHQ will have responded in support of the authorities in Belgium. Day in, day out, they work to keep us safe and are a vital part of the security and intelligence agency and law enforcement response in the UK. GCHQ is world leading and respected around the world, and long may it continue.
Our thoughts are with the victims of the terrorist attacks and their families. The Home Secretary will be aware that the number of racist and Islamophobic incidents goes up following terrorist attacks, as far right and other extremist groups seek to exploit that space, and that takes up huge amounts of policing resources. Will she assure the House that the police will have the support they need to ensure proper security, support and reassurance in communities such as mine?
