Commons ChamberLet me be clear: this will be the first strategic review to have a specific address to our people. They are our finest asset. They are rewarded not only financially but through the choice of career on offer to them. I encourage the hon. Gentleman to read that when it comes out and I am more than happy to have a conversation with him after that.
The Office for Veterans’ Affairs champions our veterans’ mental health and wellbeing needs at the heart of Government. This month, NHS England launched Operation Courage, bringing together three NHS England veterans’ mental health services with a single point of access. Op Courage is truly a game changer for veterans in the UK, including in the north-east.
The Royal British Legion has said that the current extortionate charges to Commonwealth veterans to settle in the UK are unfair and should end. We completely agree, so what is the Minister doing to end this unjust treatment of those who have risked their lives for our country?
Let me be absolutely clear: that is a policy that started under the previous Government. This is the first Government who have promised a pathway to residency for those who serve. We will deliver that. We are looking to consult in the coming months. This has been a long-term injustice for our foreign and Commonwealth service personnel and under this Government we are going to correct it.

Commons ChamberFirst of all, I am grateful to the hon. Gentleman for his kind words about the service personnel who have been at work in his constituency. Defence will generate as much as we can possibly generate to meet the needs of the Government. At the moment, 13,500 personnel are in readiness. We are looking at how we might generate more if required. No such demand signal has yet come from the Health Secretary, but if it did we would see what we could do. Of course, we have the opportunity, given that we have placed the mobilisation orders in the House, to look at how we might generate our reserves to participate in the response as well.
Our armed forces have helped to deliver successful whole-town testing in Liverpool, and we have heard today that the Ministry of Defence plans to use MACA—military aid to the civil authorities—support for more testing and preparations to roll out covid vaccines. Can the Minister indicate whether good quality local accommodation, together with extra funds, will be provided to the armed forces to help them with this vital work?
Clearly, these are matters for operational commanders, but my expectation would of course be that those we deploy to do this important work at such an important moment for our nation are properly accommodated and fed while doing those duties.

15. What assessment he has made of the likely defence budget post-2015.
The defence budget for the financial year 2015-16 will be set in the current spending round, which is expected to conclude in the summer. The budget for subsequent years will be set in the next spending review. The Ministry of Defence has an agreement with Her Majesty’s Treasury that we may plan on the assumption of a 1% real-terms annual increase in the equipment budget—about 40% of the current defence budget, rising to 45%—from 2015-16 to 2020-21. Our equipment plan, which we recently published, is based on that assumption.
On 14 May last year the Secretary of State boasted that he had balanced the budget over 10 years. To prove his claims, he said:
“I have agreed with the National Audit Office that it will review the equipment plan and confirm that it is affordable.”—[Official Report, 14 May 2012; Vol. 545, c. 264.]
However, in January the NAO’s report damningly said that it could not
“offer a definitive view on the affordability of the Equipment Plan.”
Will the Secretary of State tell us how we can believe a word that this Government say on defence when their central claim to competence cannot be confirmed by the independent auditor?
I think the hon. Lady needs to go away and read the National Audit Office report carefully. To put it into context, she probably needs to read some previous NAO reports on equipment plans. For example, in its 2010 report the NAO discovered that in a single year under Labour just two programmes—Typhoon and the Queen Elizabeth-class aircraft carrier—rose by £3.3 billion in cost. In 2009, it said that
“the budget remains consistently unaffordable over the next ten years”
and that attempts to rebalance the defence budget had represented poor value for money. We are very happy with the NAO’s review of the equipment plan, which recognised the huge steps of progress that we have made and set out an affordability assessment model for the Department’s assumptions.

Lady did not tell the House what was the strategic reason for Labour having delayed the programme for five years, before we grasped the nettle and decided to cancel it. We take decisions on the basis of advice from the Armed Forces Committee, which takes the budget available and decides what the priorities should be. In this case, the First Sea Lord and his colleagues on the Armed Forces Committee have decided that the programme is not a high priority for naval spending.
2. What his policy is on providing life insurance for service personnel.
The Ministry of Defence provides pensions and compensation for personnel injured due to service, and benefits for the dependants of those whose death is due to service, through the armed forces pension schemes and armed forces compensation scheme. However, we also have a duty of care to ensure that personal accident and life insurance cover is available to those service personnel who consider they require it. This cover is voluntary and separate from the benefits provided by the Government. The Ministry of Defence arranges personal accident and life insurance cover through the PAX and service life insurance schemes provided through Aon Ltd and the Sterling Insurance Group respectively.
I think most military families will not be entirely happy with the Minister’s answer. How much would it cost to provide fully funded—100%—state-funded insurance to all those on the front line, and will he and his Department consider doing that?
In a sense, we already provide cover for those on the front line in the matter I have described—through the armed forces compensation scheme and the armed forces pension schemes—so that anyone who suffers in consequence of their military service is compensated appropriately. The hon. Lady will be aware that, after the previous Government ordered an independent review of the armed forces compensation scheme, the amounts payable were substantially increased. If members of the armed services decide, for personal reasons, that they want to seek cover additional to that, we are determined to ensure that they are not disadvantaged or prevented from doing so on account of their service in the armed forces. That is why we intervened in the market to ensure that the schemes I mentioned are available, but it would not be right for us to go out and procure those policies on behalf of individuals: these are personal decisions that those individuals make.
