Commons ChamberIt is an honour to close this debate, which has been characterised by many impressive maiden speeches. They began with the speech of my hon. Friend the Member for Wantage (David Johnston), who recalled his predecessor. It made me think back to the first time I encountered Ed Vaizey, which was when I, as a, I guess, very young-looking new MP was sworn in here, in front of the whole House, after Prime Minister’s questions; it was after a by-election. The House was very silent and then there was a heckle from across the Chamber—it was Ed Vaizey saying, “Is he here on work experience?” Everyone laughed. However, I am delighted that on all sides of the House there are now far more MPs who are younger than I am. I was also struck by some of the superb maiden speeches that Members gave, including those Members on both sides of the House who bring direct experience of education, whether as teachers, school governors or having supported schools in other ways, such as my hon. Friends the Members for Wantage and for Stoke-on-Trent North (Jonathan Gullis). I am sure all of them will be great contributors to debates in this House.
With regard to my own Department, Members on both sides of the House bring direct experience of local government: my hon. Friend the Member for Bury North (James Daly); the hon. Member for Luton South (Rachel Hopkins), following in her great family tradition; my hon. Friend the Member for Eastleigh (Paul Holmes); and my hon. Friend the Member for Ipswich (Tom Hunt), who has been involved in the mayoral combined authority in Cambridgeshire. I share and echo the comments of the shadow Secretary of State in paying tribute to all those, from all political parties, who contribute in the democratic process as councillors and council officers across the country. It was also a particular pleasure to listen to the maiden speech of my constituency neighbour, my hon. Friend the Member for Gedling (Tom Randall). I enjoyed working with his predecessor, Vernon Coaker, and I very much look forward to working with my hon. Friend in the future.
As my hon. Friend the Member for Poole (Sir Robert Syms) said early on in the debate, we stood at the general election on a platform of breaking the deadlock that was holding the country back. The election result has, without question, delivered that. It has enabled us to get Brexit done and honour the outcome of the referendum. It has probably contributed to breaking the deadlock in Northern Ireland, as referenced by the hon. Member for Strangford (Jim Shannon). I am sure that is welcomed by all of us across the House. It has provided certainty to businesses and individuals across the country, and it has enabled us to get on with delivering on the public’s priorities: levelling up across the country and making Whitehall work for local communities.
As my right hon. Friend the Education Secretary said, and as we heard in numerous contributions from across the House, the central role of high quality education in ensuring that young people can fulfil their full potential has been very clear and is shared on a cross-party basis. We heard about the importance of funding schools properly. The Government are doing that, with every pupil in every school seeing an uplift and by providing a fair floor for all, beginning with £5,000 per pupil in secondary schools.
We also heard, again on both sides but perhaps more on the Government side, that funding alone is not the outcome. The outcome is better standards. Under this Government, 1.8 million more young people have been in good or outstanding schools since 2010. That is underpinned by outstanding teachers, such as the one referenced by my hon. Friend the Member for Stoke-on-Trent North. They have played a role in all our lives and, no doubt, in getting us here to this House. We will repay that by ensuring that they have higher starting salaries and rigorous and transparent inspections by Ofsted. They will also see a willingness to innovate and set teachers free to create new and exciting schools, such as the Michaela free school co-founded in London by my hon. Friend the Member for Fareham (Suella Braverman).
On both sides, we heard that further education colleges and quality apprenticeships matter. That is why we are providing a £400 million boost for education for 16 to 19-year-olds next year and 20 new institutes of technology.
I was just wondering where all the women had gone from the Tory Benches. Maybe they are off at a party somewhere else. On apprenticeships, I am looking forward to chairing the all-party group on apprenticeships with the hon. Member for Chichester (Gillian Keegan), but I understand that there will not be a dedicated apprenticeships Minister. That would be a concern. I am a strong supporter of apprenticeships, but we need to address what has gone wrong. It makes a massive difference to my constituents and I wonder whether the Government would like to address that.
Absolutely. Unusually, in this Government it is the Secretary of State himself who has chosen to take on that responsibility as a sign that apprenticeships matter to this Government, as they have since 2010.
We heard throughout the debate that we have a special responsibility to support those with special educational needs. That is why we are funding local government to provide those services with a 12% year-on-year increase.
I shall now answer the points that relate to my Department. Last year we built more homes than we have built for 30 years—241,000 new homes and 1.5 million since 2010. We built more affordable homes per year on average than the previous Labour Government and more council houses were built last year than in 13 years of the previous Labour Government put together. However, there is no room for complacency and we know there is a great deal more to do. That, I hope, is set out in the ambitious legislative programme of the Queen’s Speech.
We will take this forward in a number of ways—first, with further planning reforms. We have announced a White Paper on planning reform, which I will introduce in the coming months. As my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) said, we need a fair planning system that allows new homes to be built, encourages densification and gentle building upwards, and ensures that homes are built in the right places with a planning inspectorate that listens to local communities and is brownfield-first.
I am grateful for the towns fund, from which Harlow can access up to £25 million. My right hon. Friend talks about changing planning law. Will he also look at changing permitted development rights, so that we ensure that we have quality homes—not ghetto homes—and that London councils do not use it to send their most vulnerable families to my constituency?
Absolutely. My right hon. Friend showed me some of those properties when we visited Harlow last year, and we will take forward reforms to permitted development rights in future.
We will also invest more in infrastructure. We did that in the last Parliament with our housing infrastructure fund, and we have been very clear that more investment in infrastructure is required, as we heard in numerous speeches, so that we build communities with the forethought of planned towns and cities such as Milton Keynes, which we heard about in the maiden speech of my hon. Friend the Member for Milton Keynes North (Ben Everitt).
The Secretary of State will know well that there are issues with South Oxfordshire District Council that relate to the housing infrastructure fund bid that we put in. Will he consider meeting me and council leaders to ensure that we develop a plan to deliver that money and that infrastructure funding?
I would be happy to meet the hon. Lady—in fact, I have written to her council leader suggesting that we speak as soon as possible.
We will also invest more in affordable housing. We know that we cannot meet our objectives without more affordable homes. The Government have built 450,000 so far and we intend to go further. We will be replacing our affordable homes programme with a new one and we have lifted the housing revenue account borrowing cap so that councils across the country can build more homes. We want better designed, safer, more beautiful homes, rooted in communities, and we are creating a design code so that every community can have a right to demand good-quality, well-designed homes that work for them.
We are also going to boost home ownership, as a good in itself, because we believe that a home is more than four walls and a roof—it is about someone investing in their future and their family, and putting down roots in a community. As my hon. Friend the Member for Poole said, it is about building an ownership society. We will do that with our next step, on first homes, with a 30% discount for local people buying homes in their community, which was championed by my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake).
We will also ensure that homes that we build in this country are safe. We have learnt a great deal following the tragedy of Grenfell Tower and we know that our building safety regime needs urgent reform. We have two Bills in the Queen’s Speech, one of which is a building safety Bill, which will be the biggest change to our building safety regime in this country for 40 years. That will be a complex piece of legislation that I hope—as the hon. Member for Sheffield South East (Mr Betts), the former Chair of the Housing, Communities and Local Government Committee said—will command cross-party support so that we can build a robust system that lasts into the future.
On my right hon. Friend’s next step on homes—I appreciate his reference to me—it is an excellent policy that will make home ownership much more affordable for lots of local first-time buyers. Will he consider blending it with Help to Buy to make it even more affordable and therefore even easier for people to get on the housing ladder?
I will consider that a Budget bid and pass it on to my right hon. Friend the Chancellor. We will certainly blend it with things such as shared ownership and reform that model to take out some abuses that we have seen in recent years.
In addition to the building safety Bill, we will bring forward another Bill on fire safety sooner than that to ensure that we act urgently on the recommendations of the judge in the Grenfell inquiry. Again, I hope that those Bills can command cross-party support. We will answer some of the questions raised by numerous Members on the position of leaseholders not only through publishing a draft Bill shortly to outlaw leasehold for new homes and to reduce ground rents to a peppercorn, but by listening to the recommendations of the Law Commission and the Competition and Markets Authority to ensure that leasehold works for everyone and is a fair and sustainable system into the future.
The draft Bill we intend to publish shortly will be about the future. A second piece of legislation will follow, following the reports from the Law Commission and the CMA, which is the right way to approach the task.
My right hon. Friend the Member for Haltemprice and Howden (Mr Davis) and my hon. Friend the Member for Thirsk and Malton, among others, in different ways spoke of levelling up. It is a challenge that we have confronted as a country since the second world war and which Conservative Prime Ministers since Harold Macmillan have taken forward. It is a difficult challenge that will involve closing the productivity gaps and raising living standards sustainably across the country, with more transport investment, education and skills and full-fibre broadband. It will also mean ensuring that the benefits of Brexit are felt across the country, such as through new free ports—the proposal from my hon. Friend the Member for Ipswich is duly noted—and the £3.6 billion towns fund, which is working in over 100 communities, including the constituency of the hon. Member for St Helens North (Conor McGinn). As I said, it will not be easy, but levelling up all parts of the country and making sure that prosperity and opportunity are shared by everybody is one of the Government’s central missions.
We will also publish a devolution White Paper showing how we can spread the devolution revolution we saw under the last Conservative Government across more parts of the country: more Mayors, more combined authorities and more opportunities for local authorities that wish to reform to do so—I note the proposal from my hon. Friend the Member for Carlisle (John Stevenson)— and by doing so to earn further autonomy and control over public funds. We know that Mayors can work. In that regard, we heard from the hon. Member for Bristol South (Karin Smyth). Incidentally, we are indeed taking forward the western powerhouse, only we call it the western gateway, as it will combine parts of Wales and the west country. It has now been launched and I hope she will get behind it. There will then be routes to devolution for great metropolitan areas and for non-metropolitan areas, and we will publish those proposals shortly.
As the shadow Secretary of State said, we must ensure that local government, which provides so many important services in all our lives, is properly resourced, and that is why we are bringing forward the best settlement for local government in a decade. This includes a 4.4% real-terms funding increase, a £1 billion grant for social care and measures to place the sector on a sustainable financial footing ahead of the three-year settlement, which will come forward in the spending review and which I hope will answer some of the critical questions we have heard today, including on the future of social care. I take the shadow Secretary of State up on his offer to work on that on a cross-party basis.
In conclusion, one could not have listened to the fantastic maiden speeches today and failed to be optimistic about the future. The gridlock is broken and the country is no longer going round in circles. We have a functioning majority Government, Brexit is being delivered, and now the task for this Government is to repay the trust the public have placed in us and get on and deliver on the people’s priorities. That is exactly what we will do and what is in the Queen’s Speech. In education, in housing, in levelling up, in funding local government properly and in ensuring that public services are reformed and delivered, we will take forward the people’s priorities and get on and deliver for the people of this country.

Commons ChamberThey can take reassurance from the statement that was put out on Friday. We will participate in Horizon 2020 and Erasmus+ beyond the point of Brexit—until the end of 2020. That is of fundamental importance to our scientific endeavour.
School standards are rising in England thanks to the Government’s reform, and the hard work of teachers and students. Last month, Ofsted published data showing that there are now 1.9 million more pupils in good or outstanding primary and secondary schools. International results show that England is rising up the league tables and that English students are outperforming their peers across the world on reading literacy. We held the first skills summit with leading British employers at the Department for Education, and we have just published our new careers strategy to ensure that every single young person, whatever their background, gets the right advice that they need for a career. Finally, we have just launched our consultation on accelerated degrees, which will not only be more cost-effective for students, but will enable university to be an option for more students.
If we want to promote opportunity and reduce inequality, we have to start in the classroom. That is where the pioneering reforms such as the phonics revolution, which was set in chain by the Minister for School Standards, have made such an important difference. But it is the teachers who have made it happen, so will the Secretary of State thank the teachers of Newark and Nottinghamshire—and those across the country—for their hard work?
Absolutely. Teachers in Newark should be congratulated on the results that they are achieving for local children. It is telling that Labour Members opposed every single change to the schools system that is driving up standards, with the help of teachers and students, including academies and free schools, the phonics check, the new curriculum, GCSEs and A-levels, and accelerated degrees. They never miss an opportunity to talk down schools and teachers, but there is always a deafening silence on welcoming actual improvements in standards. In the end, it is all about party politics.

Indeed, and there are now almost 400 free schools. I very much congratulate the Nova Education Trust on opening the Suthers School. I know that, as the chair of the governors, my hon. Friend will ensure that that school provides young people in his constituency with an excellent education.

This system helps people precisely like that, because it is not a system where people pay and reclaim—the money is reimbursed to the nursery by the local authority. Indeed, staff at one of the nurseries I spoke to in York said that one of the best aspects of the scheme is that they would not have to chase parents for money or, on occasion, withdraw childcare because the parent had not paid their bill. This scheme makes the administration easier for nurseries, which are already collecting the 15 hours’ funding from local authorities. That will exactly solve the hon. Lady’s constituent’s problem.
I strongly support the Government’s policy, not least because one of my daughters starts nursery tomorrow. In Nottinghamshire, we have an issue with capacity, and particularly convenient capacity, in rural areas. Parents who commute long distances and who live in villages want childcare close at hand—childminders as well as nurseries. Will the Minister highlight the Government’s childcare business grants of £500 or £1,000, which are available to people who want to set up small businesses as childminders or small nurseries, and will he perhaps consider increasing the grants to a level that enables providers to do more?
We have talked a lot about nurseries, but I must make it clear that there is flexibility in this scheme. Indeed, we have 5,500 dormant childminders, who could see this as an opportunity to get back into that business, although I suspect that a number of them may be working in other jobs, and particularly in nurseries, as jobs are created in them. However, this is a flexible system, and I hope the voluntary sector will also step up to the mark and increase capacity in its nurseries—indeed, we could see a number of new nurseries opening because of this policy.

Commons ChamberToday’s statement is, of course, about the core schools budget and high needs funding. There will be higher per pupil funding for every school and every local area. That will enable schools to do a better job in their local provision. The hon. Lady sets out some of the challenges of sixth form funding, but I want to reassure her and the House that we are absolutely committed to ensuring that children stay in a well-funded school system. I know that Bristol has successfully focused on education in recent years, and it is important that we work together to see that success continue.
This statement will be welcomed by parents across Nottinghamshire and I know that the Labour party will be outside the school gates in my constituency once again, helping us to disseminate the good news. May I press the Secretary of State on free schools? I am glad that she is still committed to them, and we in Newark have seen the absolutely transformational effects of a good free school on a community. Will she confirm today that all the free schools due to open either this September or next September, including the brilliant one in Newark, the Southers School, will open?
Absolutely. There is a strong pipeline of free schools and we are getting on with things in that regard. Indeed, more than that, what I have said today is that we are underwriting the next 140, and I am simply setting out that I think we can deliver that more cost-effectively. The reward is to release additional funds for the frontline of schools, including in constituencies such as my hon. Friend’s.

We take mental health in our school system extremely seriously, and we will publish a Green Paper on young people’s mental health before the end of the year. We want to ensure that every child is taught about mental wellbeing and the mental health risks posed by things such as the internet. We take the matter very seriously, but, as I have said repeatedly in my response to this urgent question, no school will lose funding under the national funding formula.
It was notable that the shadow Education Secretary did not mention standards in schools once. In the county of Nottinghamshire, which is one of the worst funded in the country, standards are rising and 90% of my young people now go to good or outstanding schools; that figure is 30% higher than it was in 2010. Thousands of young people come out of the city of Nottingham, where pupils receive 25% more funding, to go to school in the county, because standards there are higher despite schools receiving less money. Will the Government continue to focus relentlessly on standards in education?
My hon. Friend is absolutely right. Academic standards are key in our schools, and standards of behaviour are hugely important in underpinning a rise in academic standards. That is why we have focused on improving the curriculum in both the primary and secondary sectors.

Commons ChamberThere is £420 million available under the healthy schools capital programme. That is all part of £23 billion that we are spending between now and 2020-21 to maintain, rebuild and replace buildings in the worst condition. None of that would be possible if we did not have the strong economy that we have today and that we did not have when the hon. Gentleman’s party was in power.
I thank the Government for the new fund that has been made available for capital projects on special schools, £2.5 million of which is coming to Nottinghamshire to help rebuild the Newark Orchard school in my constituency. Will the Government go to greater efforts to publicise that fund so that colleagues and constituents across the country who are worried about special schools in poor condition know that it is there for them?
I am grateful to my hon. Friend for his question. This is a £250 million package that was recently announced, and it is part of a capital spending commitment by this Government to ensure that we have the right fabric of schools in our system. Again, that was possible only by our having a strong economy.

Commons ChamberWhen I met headteachers in my constituency campaigning for fairer funding in the county of Nottinghamshire, my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke), who is my parliamentary neighbour, told those gathered there that he had only ever met two people who understood how these formulae work; one of them was dead and the other had gone mad. It gives me a lot of pleasure to see that my right hon. Friend the Secretary of State has at long last grasped the nettle and is tackling an issue that our right hon. and learned Friend, as a former Education Secretary, said no Education Secretary would ever take on.
The funding formula was manifestly unfair, as many hon. Members have said. On behalf of schools across the county of Nottinghamshire, which was one of the f40 counties, I am delighted to welcome an increase of 0.8%—admittedly small, but an increase none the less.
I also think that it is incredibly important to take on difficult issues and not to kick these cans down the road, as happens time and again in politics, for example with tax credits. It is immensely difficult to take money away from people, even if the reasons for providing the money have been proven to be wrong and the formulae are outdated—the opposition to that is considerable. This is an example of the Government taking on a difficult issue, rather than kicking it further down the road.
This formula also sends out a signal that there is poverty in rural areas, and no county exemplifies that better than Nottinghamshire. I may be privileged to represent the more affluent rural parts of the county, but at least half of it is made up of ex-coalfield communities, such as Ollerton, Ashfield and Mansfield, with deep-rooted social problems, left to fester by the Labour party. This formula will not benefit my constituency; it will benefit those deprived parts of Nottinghamshire. I am proud of that, even if it is a difficult conversation to have with most of my headteachers.
My last point—given that so little time is available—is that there are parts of this country that have been well funded but produced appalling results, and nowhere exemplifies that better than the city of Nottingham. We have heard today from representatives, colleagues and friends who represent the city that their funding has fallen. I feel sympathy for that, but those relatively well funded schools have let down generations of students, with an appalling local authority and poor-quality leadership. As well as increasing funding for my schools in Nottinghamshire, I look to the Secretary of State to find a strategy to address the intergenerational failure in places such as Nottingham, which desperately needs it.

Commons ChamberI do not think that anybody can argue in favour of a system that is simply a postcode lottery and in which there is very little, if any, relationship between, on the one hand, the needs of a school and the underlying cost base of where it is operating and, on the other hand, how much the school and the child get in funding. We are today setting out a formula that genuinely addresses that. It is a 14-week consultation, so there is plenty of time for Members to look at the impact on their local area and then take part in that consultation. I hope that MPs will do that.
May I warmly welcome today’s statement on behalf of schools in Nottinghamshire, which have been poorly funded for a long time? In particular, does my right hon. Friend agree that this is part of addressing the lazy assumption that there is no deprivation in rural areas and counties? Counties such as Nottinghamshire and towns such as Newark have pockets of extreme deprivation—in former coalfield communities such as Ollerton and in Ashfield and Mansfield—and it surprises me that Opposition colleagues do not recognise that.
I agree strongly with my hon. Friend. The funding formula now enables us to take a proper, validated, evidence-based approach, including to deprivation, which was often driven by data that were 10-plus years out of date. It is time to fix that, and that is what we are launching today.

Commons ChamberIn January, the ceremony to open the new £25 million Newark Academy was cancelled because the teachers were out on strike. On the same day, a window cleaner from South Leverton who came to my surgery said that he could not send his bright son to the local grammar school in Gainsborough, which is across the border in Lincolnshire, because he could not afford the £400 a year it would cost to get him there every day. This year, more than 50% of the children in my town are going to schools out of town, and they are the 50% who can afford to do so, not the 50% who might need that the most. It is no coincidence that Newark and Sherwood district is among the areas in the United Kingdom where social mobility is at its lowest.
The story of Newark secondary schools is a near-complete description of the failings of our state schools since the 1960s: the destruction of a successful grammar school, the Magnus, which had been established in 1531; the pre-emption of places at the good schools in neighbouring, better-off towns by articulate parents with the resources to work the system to their advantage and to afford the cost of travelling to them, given that such an option was not available in their own town; the flight of middle-class parents to Lincolnshire for grammar schools, for which demand was extremely high, but for which one needs £500 to £1,000 a year to bus one’s child to school; the tolerance of failure—or at least of consistent underperformance—and a great deal of complacency and hand wringing, with lines such as, “What do you expect? It’s only Newark”; and the gradual decline in aspiration and a pervasive culture of low expectations, including the kicking away of the ladder out of ignorance and poverty by neglect and complacency dressed up as egalitarian, progressive education policy.
Does my hon. Friend agree that the culture of low expectations and the soft bigotry of a “prizes for all” culture is exactly what needs to be changed and what this Government are standing up against?
I could not agree more with my hon. Friend.
In Newark, social inequality is not the problem, but the symptom of a real malaise. The condition of the town’s education has been allowed to reach an appalling level. Having diagnosed the problems—the lack of a choice of school, an unwillingness to intervene, and an unwillingness to embrace selection in any form, even when parents are crying out for it—there are many solutions. In my town, armed with a range of tools, we are starting to make progress under this Government, and I am convinced that we have finally turned the corner.
We intervened to remove the sponsor of the Newark Academy, which was not working, and brought in the No. 1 school in the county to run it, thanks to Conservative policy. In September 2017, we will open a new free school in Newark, of which I have the pleasure of being a governor. It will be committed to the highest standards of education, discipline and character formation, and to repatriating children from across the county whose parents have had to send them away. The diocese of Southwell and Nottingham, which runs the other school in the town—the Magnus—has now increased its commitment to driving up standards as a result of the competition and choice that we are now putting into the system. The apprenticeship levy is forcing a long-overdue conversation between the employers in the town and the schools.
The common thread that runs through all these policies is parental choice. Parents in my town want the choice to send their children to the school that suits them and their needs, rather than being told by others that only the privileged few who can afford the bus fare or the fees at a private school deserve it.
