Commons ChamberThe hon. Member is absolutely right. This is a particularly pernicious crime. It often targets the vulnerable and, sadly, in an interconnected and digital world, it is likely to increase. We will look very closely at all such matters. A number of joint strategies are shared between agencies in any event, but I am certainly very happy to look at her suggestion.
There were 36 failed personal protective equipment contracts during the pandemic, costing over £1 billion, but only one company, PPE Medpro, has been named. If the Government are serious about tackling fraud, why are they refusing to disclose the details of the other companies? How exactly were those contracts awarded, and can the Solicitor General update the House on how many prosecutions are pending?

Commons ChamberThe hon. Member raises a key point. There is nothing more tragic than the circumstances he outlines. I am happy to meet him to talk about any specific case concerns he has, but more broadly, I am acutely aware of the pressures, and I will look at whether there is anything I can do to ensure that the pressures and stresses on his constituents are alleviated.
I am absolutely certain that the Attorney General and the Solicitor General will have been as shocked as I was to read this week’s report by researchers at Warwick University on the recent handling of rape cases by the CPS. In far too many areas, the picture it paints is simply appalling: poor communication, poor quality control, poor decision-making, outdated attitudes, stereotypes and victim blaming, added to the constant problem of staff being overworked and under-resourced. The one positive is that it was the CPS that commissioned the report in the first place. It has not shied away from the findings, and researchers are clear that the roll-out of Operation Soteria will take things in the right direction. Do the Law Officers agree that we simply cannot leave things there? Will they undertake to come back to the House with an action plan based on the findings of this report, and a clear timetable for its implementation?
The hon. Lady is quite right to draw attention to the seriousness of this crime, but the Government accept the urgency, which is why, for example, we have the CPS available to provide early advice to law enforcement in exactly the cases that she refers to. We have specialist prosecutors providing that advice, so that we have the right advice and the right charges against the right people at the right time.
Even in freezing conditions at the start of the year, thousands more men, women and children crossed the channel in small boats. For all the talk that the threat of deportation to Rwanda will act as a deterrent, there is no evidence whatsoever of that deterrent working. Perhaps that is why the Government have changed tack and plan a £3,000 incentive for refugees to get on planes to Rwanda. Does the Solicitor General now accept that the only way to stop the boats is to crush the trafficking gangs and prosecute the criminals?
The hon. Gentleman is quite right that the country faces a major challenge from the cruel people-smuggling gangs who are exploiting people financially and emotionally. We have to put an end to that. The Safety of Rwanda (Asylum and Immigration) Bill has passed through this House, but there will be further opportunities for debate on its return here. What he has underlined is how important it is that we take action: I agree, and that is what we are doing.
Last week, the Prime Minister’s flagship Rwanda Bill was defeated 10 times in the House of Lords, with calls for the UK Government to protect victims of modern slavery and human trafficking from being removed to Rwanda without their consent until a decision, based on conclusive grounds, about their safety and not being placed at risk of being re-trafficked has been completed. Does the Solicitor General not understand that modern slavery protections for vulnerable children and adults appear to be expendable under his Government?

Commons ChamberYes, I can. My hon. Friend is right to draw attention to this, as people being taken advantage of is one of the great issues of our age. It happens to members of society of all kinds, but particularly to those who are elderly and vulnerable. Work continues on a number of sector charters, which have been successful in bringing forward positive outcomes. For example, 870 million scam texts have been blocked. We have taken forward work on the Online Safety Act 2023, as well as the charters I referred to, but I assure my hon. Friend we will continue to see what more can be done.
It is two years since the former anti-fraud Minister, Lord Agnew, resigned in embarrassment over the Government’s oversight of covid business loan schemes, describing it as “nothing less than woeful”. Can the Solicitor General tell us, in the past two years, how much of the missing billions, seemingly written off by the Prime Minister as Chancellor, has been recovered and what the Government are doing now to chase down the covid crooks?

Commons ChamberMay I take this opportunity to formally welcome the Secretary of State to his position? I am grateful for his comments on military accommodation being a priority for him. The Select Committee is undertaking an inquiry into that as well. One of the issues that has come up is the absence of a military uniformed accommodation officer who is responsible for continually inspecting accommodation and then liaising with the contractors to ensure that the repairs take place. Is that something my hon. Friend the Minister will consider?

We recognise that the cost of fuel, driven by global factors, means that businesses are of course facing increased operating costs, and we are taking steps to mitigate that. My hon. Friend will be aware that we cut fuel duty by 5p in the spring, and we have recently instructed the Competition and Markets Authority to conduct an urgent review of competition in the fuel retail market to ensure that customers and businesses are not getting ripped off.
Mr Speaker, I apologise for my lack of a tie earlier this morning. You know that I usually take my sartorial choices incredibly seriously, given how much the media like to comment on them.
From fashion to transport chaos. We know that the Government have allowed supply chains to deteriorate to breaking point over the past few weeks. Countless businesses are on the verge of going bust, and the knock-on impact on families has been heartbreaking given the full force of the cost of living crisis. Throughout this, the Secretary of State has been and continues to be missing in action. Time and again, he has refused to meet the Mayor of London to agree a long-term funding deal for Transport for London, jeopardising UK-wide supply chains. He did nothing—nothing—to halt last week’s rail strikes, and instead just attacked the workers, who had legitimate grievances. It is clear that the Secretary of State does not care about fixing supply chains; instead, he spends his time making TikToks. So will the Minister get a grip on the transport chaos?

First, I pay tribute to my hon. Friend for her fearless championing of her constituents. There is no one who speaks out with more persuasion, force and passion than she does for the people of Dover and her constituents, and I pay tribute to her for that. She asks whether the national minimum wage is a floor, not a ceiling, and I am very keen to say that there is a package we are considering. We will come to the House and explain what that package is in due course, and I hope the House will look forward to and welcome that when it comes.
Can I, through the Minister, thank the Secretary of State for what he has said and the content of the letter that he and the Secretary of State for Business, Energy and Industrial Strategy sent to P&O today? These actions have been utterly reprehensible, but I do have to ask where the progressive zealot intent on protecting jobs was when British Airways threatened to fire and rehire 30,000 staff. If some action had been taken at that point, we might not have been in this position today with P&O. However, it is better that a sinner repenteth, and the Government are indeed on the right side of the road now, which I very much welcome, because the actions of P&O are abhorred by everyone not just in this House, but right across the country.
The Minister said in his response to the shadow Secretary of State that he cannot give any details now, but can I please reiterate that the deadline is on Thursday and this place breaks for recess on Thursday? This is of the most urgent nature, and we need details on that as soon as possible.
The Chairs of the Transport Committee and the Business, Energy and Industrial Strategy Committee—this is my final question, Mr Speaker—have written to the Secretary of State today with a number of points, including stating:
“The Government should prosecute P&O Ferries and remove its licence to operate in the UK.”
What consideration is the Minister giving to this action, and to showing P&O that it cannot operate where it does not abide by the law?

Commons ChamberMy hon. Friend is right to draw attention to the disruption that is undoubtedly being caused to his constituents and others. I entirely recognise that concern, and he is right to raise it. I know he will understand, however, that the action we have taken is to protect public health, which is, of course, the first duty of any Government in these circumstances and is what I think people would expect us to do. All this policy is kept under constant review in any event. As my hon. Friend will know, there is an assessment of the country listing every three weeks, and there is of course the policy listing as well, which comes up at the end of this month. If he was referring to the concern that existed over Malta’s accepting AstraZeneca vaccinations, my understanding is that that confusion has been resolved.
As it happens, Mr Speaker, I am joining you from Glasgow airport, where I have just been updated on the latest developments.
I have spoken many times about the impact of the pandemic, with more than 3,000 aviation-related jobs in and around the airport having already gone. Notwithstanding the UK Government’s criminal dither and delay over the decision relating to travel from India and the importation of the delta variant, we do take a four-nations approach to international travel, so may I ask whether the Government gave the devolved Administrations notice of the decision on travel from France so that they could prepare?
However, whether we are talking about the decision about France or the fact that, owing to the delta variant, international travel is increasingly not in our gift—for example, Bulgaria added us to its red list just as we put it on our green list—the Minister must surely see the need for a specific package of support for the entire sector. The UK Government’s support does not even compare well domestically, let alone with that of the UK’s international aviation competitors. Is the Treasury not listening, or are the Minister and his colleagues just not shouting loudly enough?
The travel industry and regional airports, particularly Exeter airport, have powerful voices in this place, not least that of my hon. Friend, who is exceptionally eloquent and powerful in making the case to me and others. I commit to remain in close contact with him and all in the sector so that we can best understand how we may be able to support them. As I have said, the best way to do that is to ensure that we are able to travel in a way that protects public health. None the less, we must enable travel.

Commons ChamberI join my hon. Friend in paying tribute to hauliers such as Stewart, who have literally kept the country moving over the past 18 months. My Department will continue the work started last year to engage with stakeholders, including the freight associations, to encourage the development of more safe, secure and high-quality lorry parking.

Commons ChamberThere are obviously many alternative options and avenues to go down, such as an urgent question on Monday. I know that the Chair of the Home Affairs Committee will not leave the matter at that, and I think that different approaches will be being used by Monday.
On a point of order, Mr Deputy-Speaker. The hon. Member for Bootle (Peter Dowd) complained of not having advance sight of the Budget. If my understanding is correct, that is only the convention for the spring statement, not for the Budget. Can you confirm that advance sight has only happened once in 20 years of Budgets, 13 of which were covered by Labour Budgets?
The Government decided not to provide an advance copy, so that was a Government decision. What people will believe is the norm, they will believe, but others will say that it is not the norm. For clarification, somebody said on Facebook that the Opposition did not receive a copy but I did, and unfortunately for the person who said that, I am the Chairman of Ways and Means, and the Budget has been delivered to the person in that position for over 100 years. It was not delivered me to personally, but to the office that I hold.
