I am grateful to be called to speak in this important debate. I congratulate the hon. Member for Reading East (Matt Rodda) on the campaign that he has run to emphasise the importance of being able to access the free childcare to which hard-working parents are absolutely entitled. He reminded us of its value, which I am acutely aware of, having been the governor of a primary school and nursery many years ago. The benefit of access to early childcare was made clear to me then.

I will pick up on clause 3 and, I hope, provide some reassurance in terms of awareness. I gently suggest that what the hon. Gentleman is calling for represents duplication, in that a huge amount of information is easily accessible. I will take the opportunity of mentioning it in the House to remind people who watch the debate what is already there. If people search for “free childcare” on Google, Bing or any other search engine, within less than a second the gov.uk site is the first to come up. That takes people to an entire portal designed to assist parents in accessing that childcare.

The portal is clear and easy to understand, and there is even a function where people can enter their postcode to find out their local authority so they get the right information for their area. I am pleased to say that, for Government IT, it does work. I tried it this morning for Aylesbury and I was clearly and correctly directed to the Buckinghamshire Council website and all the necessary facts. Another excellent Government site is called childcarechoices.gov.uk, which is very easy to navigate and attractively set out. Those websites work alongside the plethora of help and support across civil society, including citizens advice bureaux and charities, to make sure that we are well informed.

There is also statutory guidance to local authorities that tells them that they must

“Maintain a service that provides information for parents”,

and that, importantly, says that those who do not have access to the internet must be able to get the information they need about eligibility for free childcare and how to obtain it. I hope that I have highlighted that there are those requirements and that information is available.

The overriding point made by the hon. Member for Reading East is well intentioned. It is incumbent on us all, including MPs, to promote awareness in our local areas. I congratulate him on his work to highlight that availability.

I thank my hon. Friend for his kind comments, and I join him in paying tribute to teachers and staff in schools in Kettering—indeed, throughout the country—for what they have achieved during the pandemic and for the way that they have managed to cope with the teacher-assessed grading system this year, which has been very well handled. He raises an important point that, of course, this year’s year 12 have not taken GCSEs. All this was taken into account when we devised the adaptations that we have proposed for 2022, and I can give him the assurance that we will return to normal in 2023.

As teachers and students across the Aylesbury constituency begin their summer holidays, I thank them all for their incredible efforts this year. Will my right hon. Friend join me in doing so, and will he reassure them that the plans he has announced today will not penalise them for the disruption that they have suffered, but will mark an important step back to an exam regime that is both rigorous and fair?

I am very happy to join my hon. Friend in paying tribute to teachers and staff in schools in Aylesbury, who I know have worked as hard as teachers throughout the country in making sure that children can catch up as swiftly as possible on lost education. He is right that we want to get our exam system back to normal as swiftly as possible, but I believe that, given the disruption that students have suffered over the past 16 or 17 months, the adaptations that we proposed, together with Ofqual, in the consultation document that we published on 12 July are the fairest approach to exams in 2022, as a stepping stone to full normality in 2023, which I know will please my hon. Friend and, indeed, my hon. Friend the Member for Kettering (Mr Hollobone).

In the digital age, it is more important than ever that school and college courses reflect the skills needed by employers in the future. Will my hon. Friend outline the steps she and the Department are taking to bring forward new technical qualifications that will ensure that students from Aylesbury, especially at the university technical college and the further education college, are well equipped to meet the demands of the modern economy?

Some of the students who have missed out most because of the pandemic have been those doing technical and vocational courses. Will my right hon. Friend join me in congratulating staff and students at Buckinghamshire University Technical College on all they have achieved, despite the challenges of coronavirus? Will he confirm that the Government support he has announced will help them to gain the skills that employers are looking for?

From conversations I have had with my hon. Friend I know about the importance of Buckinghamshire UTC to his constituency, and the many youngsters who go there and get such a quality education. I reassure him that the interventions we have announced, and the additional funding, will benefit Buckinghamshire UTC and those youngsters who wish to pursue a brilliant technical education that opens doors to so many opportunities and incredibly high earnings—often much higher earnings than from pursuing a graduate route. Those youngsters will benefit from that, as will all schools across my hon. Friend’s constituency.

The best place for vulnerable children and those with special educational needs is at school. That is why we kept schools open throughout the pandemic. The high needs budget has grown by £1.5 billion in two years, and £42 million has been made available for specialist organisations to support children with special educational needs.

I join my hon. Friend in recognising the important role of this new free school, led by the Prosper Learning Trust. It will make a real impact on so many children in his constituency, and I look forward to working closely with him and with the new school to ensure that we deliver the very best special educational needs education in his constituency.

The all-party parliamentary group for special educational needs and disabilities heard some very moving and sometimes concerning personal experiences from young people about the impact of the pandemic on them. I know that schools and local authorities, including in Buckinghamshire, worked incredibly hard to provide the best services they could, but could my right hon. Friend reassure the House that help and funding will be made available specifically to support the mental health of young people with SEND as part of the recovery from the pandemic?

My hon. Friend is absolutely right to highlight some of the challenges that young people suffer, especially in the area of mental health. That is why, just a short while ago, we announced extra provision and extra money and resources to support children in schools and make sure they have the very best mental health, and we are supporting schools in doing that.

While we are not in a position to be able to provide independent schools with funding to roll out testing, we are providing them with facilities, testing equipment and all the other additional equipment that is required for the full testing regime. That is being provided to all schools and all settings that are teaching and providing education facilities for children in years 7 and above.

My right hon. Friend has been consistent throughout the crisis in insisting that we balance the need to keep people safe with the vital need for children to continue their education. In the light of that, can he reassure parents of primary school children in tier 4 areas such as Aylesbury that he has fully considered the safety of pupils and staff in reaching his decision that those primary schools can reopen next week and continue their very valuable education?

As my hon. Friend will recognise, at every stage the safety of pupils and those who work in schools is at the very heart of every decision we make. We all recognise the impact of not being in school on children’s life chances. It is always important to balance the need to get children in with ensuring that they are in a safe environment. The measures we are taking on testing go so far to ensure that children not only get the benefit of that brilliant education but have the surety and confidence of knowing that they are going into a safe and secure environment.

The hon. Lady raises a really important point on which there is a lot of shared concern on both sides of the House. This was one reason that we particularly weighted the covid catch-up fund to deliver extra money for those schools supporting children with special educational needs. We recognise there are some acute and difficult challenges, and certainly I know that the Minister for School Standards would be happy to sit down with the hon. Lady, along with the children’s Minister, my hon. Friend the Member for Chelmsford (Vicky Ford), to discuss any extra support or intervention she thinks would be of use and benefit.

May I congratulate my right hon. Friend on achieving a compromise that enables students in Aylesbury to sit exams that they have long worked towards and actually want to take, while ensuring that they have the best possible chance of receiving a fair result? Can he assure me that this strategy will be able to withstand any future shocks that might arise due to covid-19, so that teachers and pupils in Buckinghamshire can plan the next two terms with certainty?

This is why we have taken the decision to make the announcement at this stage. I think the four nations in the United Kingdom believe this is the most comprehensive and detailed plan for how we are going to proceed with assessment, examinations and the awarding of grades. I hope this gives every school leader and every teacher, but most importantly children, a clear sense of what they are going to be assessed against, so that they can achieve the very best grade that they are capable of getting.

It is a pleasure to serve under your chairmanship, Ms Nokes. It certainly seems a long time since Second Reading. The Bill passed that hurdle only 10 days before the UK went into lockdown. Even then, I could not have imagined that it would be six months before it came to Committee. The Bill has woken in a different world, but the events of recent months make it more important than ever that we get it through Parliament and that the Government bring forward the new statutory guidance.

Considering the amount of correspondence I have received from across the country, thousands of children, parents, carers and schools will be glad to hear that the Bill has made another step towards becoming law. Many families in our constituencies have faced large cuts in household budgets. Many are out of work for the first time. With the support of the Minister and members of the Committee, the Bill will provide a much-needed helping hand as we transition out of the covid-19 crisis.

I reiterate that I am decidedly pro school uniform, and so is the Bill. I went to a secondary school that did not have a uniform, and I do not believe that that was a positive thing. I believe instead in the power of the uniform to be a great leveller. A well-designed, thoughtful uniform policy can work out considerably cheaper for parents and carers than having no uniform at all. A uniform helps pupils to learn in an environment away from the pressures of the latest trends and fads in fashion. However, some school uniform policies are failing students and undermining the very principle of having a uniform at all.

The purpose of the Bill is not to water down uniform policies or to start a slippery slope towards the end of the school uniform entirely. It is instead to ensure that uniforms are maintained as a way to help children’s education. Uniforms do not do that if students are forced to wear ill-fitting uniforms, or if pupils go without meals or miss school because their parents simply cannot afford the cost of a uniform.

The Bill is very short. It would simply ensure that the Government bring in statutory guidance on the cost of uniforms. I seek from the Minister an assurance that if the Bill completes its journey through Parliament swiftly, he will aim to have the guidance in place for the next school year. That is six years after the Government originally promised statutory guidance. Because of its brevity, I also request that the Government quickly publish a draft form of the guidance.

There is a lot to like about the current guidance, which I believe will form the basis of the new guidance. Within it are several elements that I would like to see kept or in some cases strengthened. First, the importance of affordability must be centre stage. The current guidance states that schools should give high priority to cost considerations. I would like clarity on how that particular aspect will be continued once the guidance has a statutory footing.

Another important element that must be expanded on is the prevalence of excess branding on school uniforms. One parent, Lisa, contacted me about her experience of the cost of her child’s uniform, which must be purchased from a single supplier. When comparing the cost of the items with very similar school items bought at a supermarket chain, she found that it was at least £180 more. Pushing up the price were custom shirts, logoed shirts, polos and pullovers, an extensive logoed PE kit and—my favourite of all favourites—branded school socks.

I congratulate the hon. Gentleman on getting the Bill to this stage. I was pleased to speak in support of it at Second Reading. On his point about individual suppliers, does he accept, though, that there are many responsible suppliers of school uniform who are very keen to supply affordable clothes? An example is the company in my constituency called the Print Lab. It supplies 22 schools, and its total cost for a branded uniform is £107.50, so there are people in the business who want to do the right thing.

I thank the hon. Member for that intervention, and I concur. There is a school uniform manufacturer in my constituency called Buccaneer, which certainly provides good-quality and very competitive products for the school environment. Its frustration is the limited access that it has in the marketplace at the moment.

Compounding Lisa’s case was the fact that pupils had to buy pullovers and polos with their house colours embroidered on them. That limits the ability of families and friends to use hand-me-downs. Lisa found that many parents she knew, who were often unwilling to discuss the financial difficulties, were worried about how they would afford the school uniforms in the coming school year. That indignity, as I am sure Members across the Committee Room would agree, needs to end.

The current guidance encourages schools to keep compulsory branded items to a minimum, but the issue of excess branding has dominated my inbox since I announced my intention to introduce this Bill. I have come to strongly believe that no more than two branded items are necessary for a school to establish a sense of identity, and I would like to see that included in the guidance. Other elements could, for example, be sewn on or provided as badges. I look forward to the Minister’s response on that issue, as I know that it is not straightforward.

Another key element of the guidance will be how it deals with the issue of single suppliers and the tendering process. The current Department for Education guidance stipulates that exclusive single-supplier contracts should be avoided unless regular, transparent tendering competitions are run whereby more than one supplier can compete for the contract and governing bodies can secure the best value for parents and carers. In too many cases—Members will be familiar with this—that simply is not happening. That is shutting good, competitive manufacturers such as—I will mention it again—Buccaneer in my constituency out of the marketplace. That is limiting choice and increasing costs.

One parent from Bristol emailed me to say that although several suppliers sell a brand of trousers that his son’s primary school requires, the school stated just this summer that the trousers can be purchased only from one particular supplier and must now be embroidered by that supplier to prove where they were purchased. That comes alongside the need for a branded polo shirt and sweatshirt, which, again, can be purchased only from a single supplier. I do not see how this arrangement can stand up to competition laws. Indeed, the Competition and Markets Authority has contacted me regarding the Bill, having long been concerned about the practices of many schools.

Several avenues have been suggested by the Department for Education. One is to do away with single-supplier arrangements completely to ensure competition. Another option, based on the current guidance, is to ensure that regular, transparent tendering processes take place. That part of the statutory guidance should be looked at very carefully. Despite the clear guidance from the Department for Education and the warnings from the CMA, some schools continue with utterly opaque practices that do not ensure value for money or easy availability of uniform for parents. Without clear directions, these practices will simply continue.

Finally, one aspect of the guidance that I know the Minister believes in very strongly is around sustainability. We should encourage people to reuse uniforms and suppliers to make lasting, sustainable clothing. However, I do not want that approach to become an alternative to making sure that school uniforms are affordable first hand to pupils. I have been contacted by many volunteers across the country who run excellent uniform banks in their local areas. I respect their work hugely, but they themselves will say that parents should not have to rely on charity to afford school uniforms, and they strongly support the measures outlined in the Bill. None the less, schools should be required to provide parents with regularly updated information about second-hand suppliers, school swap shops and clothing banks, as well as information on locally available grants. I would like to see that requirement included in the statutory guidance.

I very much join my right hon. Friend in congratulating South Gloucestershire Council on the work that it has been doing and rolling out across schools in its area. I would be delighted to look at that work and maybe to meet my right hon. Friend and colleagues from South Gloucestershire Council to understand some of the work that has been undertaken and what we can use from that to roll out in different parts of the country.

The pandemic has been challenging for all families, but it has been particularly challenging for children with special educational needs and disabilities and their families. We have published a range of guidance to support children, families, carers and educational settings, and I wrote an open letter to all children and those who support them last week. We are increasing high-needs funding by £730 million next year on top of this year’s £780 million, which is an increase of nearly a quarter over the two years, and providing additional catch-up support on top of that.

Special schools for physically disabled children, such as the superb Pace centre in my constituency, have faced especial challenges over the past few months. How will my hon. Friend ensure that, as term gets under way, they receive advice and support that is tailored to the specific physical needs and circumstances of their pupils and the wider circumstances of their families, so that all children, whether they are disabled or non-disabled, can benefit from a full and varied education?

I thank all the staff at Pace and special schools across the country for all that they do. We have worked with the sector to provide detailed guidance, which we continually update as needed, and we will continue to do so going forward. Those who need tailored support will be glad to hear that specialist therapists, clinicians and other support staff can attend school sites and provide those interventions as usual. In terms of our £1 billion of catch-up funding, there will be three times more going into special schools than into mainstream schools.

My hon. Friend raises an important point. I join him in paying tribute to all those who work in the schools, nurseries and colleges across the Aylesbury constituency for the work they have been doing over the summer to welcome children back. We recognise that there are some unique challenges for children with special educational needs not just in the mainstream sector, but in special schools. This is why we have consistently provided targeted advice on how to support them, recognising that some of their needs are going to be extra for them and that schools are in the best position to be able to support them on their return.
