May I encourage my right hon. Friend, in his one nation approach to growth, to remember that there are towns, such as Bedford and Luton in my county, with above-national levels of unemployment? May I also say how nice it is to have a Secretary of State for Business who understands entrepreneurship and is prepared to put small businesses at the forefront of his policies?

We fully accept, as the figures show, that we did not meet the net migration target, but it is absolutely right that we retain that ambition. The question for Labour is: does it think that immigration into this country is too high, and if it does, what would it do about it? Interestingly, during the election campaign, immigration was a subject on which Labour was surprisingly silent, but I was not at all surprised given its record in Government.

My right hon. Friend is right to point out how completely inadequate the previous Labour Government were in controlling immigration, but she missed out one important issue: their immigration policies led to children being imprisoned. Those policies were reversed under the coalition Government, but we still have a far too pervasive estate of immigration detention. What measures is my right hon. Friend considering to move us further away from the terrible immigration policies of the previous Labour Government?

My hon. Friend has raised an important point. One of the early moves that the coalition Government made was to prevent the detention of children for immigration purposes. He also raises an important point about the detention estate. The Home Office is looking at what estate is required and at the whole question of periods of detention. I and, I suspect, my hon. Friend would prefer to see people detained for a very short period—in fact, many people are detained for only a matter of days, and the majority of detentions are for less than two months. It is important that we have a system for identifying and quickly deporting people who should not be here. That is why we took some measures in the Immigration Act 2014, and I will come on to the further measures that we intend to take to enable that to happen.

The point I just made was that in a global economy, and also given Britain’s history, we have long seen benefits from people coming here from all over the world, making this country their home and contributing to our economy, and setting up some of our biggest businesses, including Marks & Spencer. But we also need a system that is fair and that is controlled and managed. That is why we have highlighted areas where we think stronger controls are needed in order to make the system fair; for example, better enforcement is needed. We want to see lower migration as well, but the system has to recognise the different kinds of migration, which I think is the point the hon. Member for Na h-Eileanan an Iar (Mr MacNeil) is making.

The problem with the gap between the Government’s rhetoric and the reality is that in the end it undermines confidence in the whole system and faith in any immigration promise the Government might make. It also allows some people to exploit the issue in order to divide us. The Government are taking the British public for fools.

I congratulate the hon. Member for Torfaen (Nick Thomas-Symonds) on his maiden speech. He painted a vivid picture of his constituency and spoke with great eloquence and fluency in making his points. He also spoke with great soul and with a great sense of compassion for his constituents. That will hold him in good stead in this House, and all Members will benefit from his contributions in the years ahead.

The hon. Gentleman brought with him what I hope we all bring, which is a sense of energy from our engagement with the electorate over the past few weeks, as we participated in and celebrated our fantastic democracy. I am sure that he, along with me, will have heard one message from his constituents, which is that their main interest is to ensure and assure a better future for their children and grandchildren. We may differ on the prescriptions to achieve that objective, but that will be the thing we both remember from the recent election.

This idea of a better future arises not only in the sense of a better economic future for our constituents, but in the sense that we have a Government that will stand up for and defend the freedoms of our country, and reflect the best aspects and values of our great nation. Let me try to cover three aspects of that future in my contribution on Her Majesty’s most Gracious Speech.

On the issue of values as it pertains to the Home Office, work particularly needs to be done on the future of immigration detention. The Yarl’s Wood detention centre is next to my constituency, and it is part of a detention estate in this country that has grown under Governments of all colours and all stripes. It has grown from being one that focused on a range of people to being not a minor part of our immigration policy, but more of a default position. As the all-party group report published just before the election showed, we need to reconsider a number of aspects of immigration detention. First, we need to bring in a time limit for detention, so that people are not detained indefinitely. Secondly, we need to ensure that vulnerable people are not detained at all. I was encouraged when our Home Secretary said earlier that she and her Department are looking at a positive way in which immigration detention in this country can be reformed. At the moment, immigration detention is ineffective and costly, and a too frequently it leads to instances of injustice that are a stain on our country’s values. So I look to her and her ministerial team to engage positively with people from all parts of the House to reform immigration detention.

Also on values, I have some concerns about the Prevent strategy. Some of my constituents who are in positions where they will be or have been asked to engage in Prevent have told me alarming stories about the lack of precision in the guidance provided to them on how they can perform their role in ensuring that extremism does not take root in their particular areas of responsibility, be it in education, social work or other activities. During my term of office here, I will be looking critically at the Prevent strategy to make sure that it is being implemented with the best of intentions and in the way intended by the ministerial team.

This is a perilous area, because if we get the Prevent strategy wrong, we risk giving succour to those who say that it is an attack on a particular religion and that we are setting one part of society against another. I do not want that to happen; everyone in this country, no matter what their background, should have the right to freedom of expression. They should have the right to express their own religion and to say what they believe in their own way. They should not feel that they are targeted by some form of shadow organisation of activities that will point them out and sanction them if they behave in a way or say things that are thought, for not a very precise reason, to be extremist. So I will be a defender of those rights against the extremes of any Government policy put in place under the title of “Prevent”.

Our freedoms also depend on a strong military force that is engaged actively in preventing the decline of freedom around the world. I have concerns that the UK Government are not doing enough in a number of arenas around the world. We are not doing enough in our work with China to push back on China. It is an assertive power in the South China sea, where it is creating new land embattlements on the Spratly islands and other islands, and having a domain that is far in excess of any internationally recognised limits.

I am also concerned about freedoms in Bangladesh, and I hope the Foreign Office and the Department for International Development will look at the decline of the democratic space there and ensure that we are putting all the pressure we can on to ensure that democracy can flourish. I am concerned at hearing about people being targeted and murdered on the streets of Dhaka because of what they write. I am also worried about the fact that the Rohingya Muslims who have left Burma are not even welcome in Bangladesh, and I am worried about the last election in Bangladesh and about how the country will move forward in the next few years.

I am also concerned about the Government’s response in Nigeria in tackling the threat from Boko Haram. In all those things we see that there is a role to play for not only our military force, but our engagement through our international development efforts. I fear that if the UK Government do not assert themselves internationally in both ways, and have the resources to do so, the freedoms we have in this country, which we have taken for granted for generations, will be under threat.

The Government also need to take account of the most fundamental threat to our country’s future and our future generations; we need to continue the work of getting our economy back on track and of reducing our deficit, and then to begin the important task of repaying the debt. One crucial thing the Labour party did not understand in the last election was the importance of not only getting rid of the deficit, but reducing debt. The debt burden that we pass on to future generations is a stain on this generation’s excess. I want to support a Government—and I know I will be supporting one—that are determined in their efforts to ensure that we do not do that to future generations. An important part of that policy will relate to how we understand the work of wages in the UK. We need to find a way to encourage our private sector employers to pay the living wage. We need to find ways in which we can reduce the massive amount of corporate welfare paid out in tax credits, not by reducing people’s wages, but by reducing the dependence of companies on the wages they pay people being subsidised by the taxpayer.

We also need to move forward assertively with the Government’s extension of the right to buy. That policy offers something that also eluded the Labour party in the last election; it takes account of the fact that most people want the opportunity to own their own home, regardless of whether they live in a council house or one provided by a social housing association. I look forward to seeing the Government’s proposals on the right to buy.

Beyond that, there are one or two specific policies I hope we will cover in this Parliament. The arrangements for our emergency services—our fire, ambulance and police services—could do with reform. We could reform their boundaries so that they are contiguous; we could consider a merger of the red 1 and red 2 ambulance services with our fire service; and we could consider how to make greater use of national procurement so that we reduce costs in our emergency services. I hope the Government will engage with the unions and others to ensure that that happens successfully.

As a Parliament, we need to have a proper debate about the right to die. That may not be an issue to deal with in Government time, but we need to discuss it as a Parliament. I have constituents, as do all hon. Members, who confront this issue with very different perspectives, and we need to make sure we give them voice while we are here.

Finally, let me mention an issue that has affected some of my constituents significantly: safety for our taxi drivers. This is covered in the Law Commission’s proposals and is due to be covered in legislation, and I hope that taxi safety is one issue to which the Government will also give time.

It is very disappointing that the right hon. Lady comes to this House, not having called for the urgent question, and makes comments about the Home Secretary not being here. She knows that the Home Secretary is at No. 10 at the moment dealing with child abuse—something that we all agree is an incredibly important, urgent matter that needs to be dealt with.

It is also disappointing that the right hon. Lady talks about abuses at Yarl’s Wood. Let us remember what the report on the announced inspection of Yarl’s Wood immigration removal centre in 2008 said. Let us remember who was in government at that time. The report stated:

“we were dismayed to find cases of disabled children being detained and some children spending large amounts of time incarcerated.”

It said:

“Escort vehicles with caged compartments were inappropriately used to transport children.”

It is this Government who have legislated to end the detention of children for immigration purposes.

In 2008, just 68% of detainees said that most staff treated them with respect. The figure is now 84%. The report said:

“Not enough was done to communicate with detainees who spoke little English”.

It said:

“Women complained about the food. Healthcare needed further improvement, particularly to address mental health and child health needs.”

That was the report in 2008 under the right hon. Lady’s Government. It is this Government who have looked to ensure that those things are dealt with.

We have set up the review. We have set up the review into the whole immigration detention estate that is being led by Stephen Shaw. I am confident that he will uncover the abuse.

The right hon. Lady asked about the renewal of Serco’s contract. Let us remember what the policy is. The rules that determine the renewal of contracts were drawn up by Parliament in 2001. That is a rigorous and robust process, and it was set up by her Government. We will take no lessons on this matter from the Labour party. We have a proud record and we will root out the abuse.

The individual employees at Yarl’s Wood let down their colleagues, their company and their country with their vile comments, which were exposed on Channel 4. However, the issue is not just individual people; it is the policy of the overuse of detention in managing immigration. That policy was introduced by the last Labour Government and has been continued by the coalition Government. When will the two Front Benches wake up and smell the coffee? Immigration detention is costly, ineffective and unjust. It costs millions of pounds a year. Some 70% of people who go into immigration detention go back into the community. These experiences in Yarl’s Wood are a stain on the conscience of this country.

I thank my hon. Friend for his question and for the work that he has done as the constituency Member of Parliament for Yarl’s Wood. He is right that the individuals in question have let down many people. He is also right that it is not just about the individuals. We need to get to the bottom of what is going on there and to understand it exactly. The measures that we have insisted that Serco undertake urgently, including the use of body-worn cameras by all staff, will make a difference by exposing where there is abuse.

My hon. Friend talked about people being in detention for too long. I agree that people have been kept in detention for too long. That has happened because the previous Government’s immigration system allowed up to 17 appeals. The Immigration Act 2014, which we brought in, brings that number down to four. I hope that we will see a difference in the length of time people spend in detention. It is not something that any of us want to see, but it is a necessary evil if we are to have a fair, robust immigration system.

Alas, I am not quite at the same stage of happy reassurance as my right hon. and learned Friend the Member for Beaconsfield (Mr Grieve). Will my right hon. Friend reassure me that the additional judicial step will not mean that, in the time we understand it will take for a return to be made, people can get back into the country while legal proceedings are ongoing? The purpose was to say to those with a family member subject to terrorist infiltration that if they went abroad it would be a one-way ticket. My concern is that this additional legal step might stop that in some cases.

As my hon. Friend will recall, we have retained the initial decision by the Secretary of State, but, as with the legal process for terrorism prevention and investigation measures, it would then be for the court to consider whether it was right for the Secretary of State to have taken that decision. That process would be followed and then the order would be served, so I do not think that the timing issue, which he is concerned about, would arise.

I absolutely agree with the hon. Lady that online radicalisation has become increasingly important as technology has developed. Many young people are drawn into the most horrific websites and see the most horrendous content, which inevitably affects how they view these issues. I personally believe that the service providers have a great responsibility on this agenda and would like them to be much more active. Google, for example, has done some excellent work on gangs and I would like to see it replicate that work for the counter-terrorism agenda. We need a more inclusive conversation with the service providers on all these issues.

Does the right hon. Lady agree that we should not focus too much on the individual, as it is that individual who is at risk and who cannot put the circumstances into context in making decisions? Secondly, does she agree that communities are dispersing around the country and if we do not equip families to have those conversations, the strategy will not be as effective as it could possibly be, given those changes?

I agree, and I do not think that the two are mutually exclusive. We need to tackle individuals and we need action plans for individuals, but individuals live in families and in communities. We therefore need a much more holistic engagement programme.

There have been significant and difficult changes to the pensions for police officers and they will obviously want to have informed discussions with their families. Is the correct and sufficient advice from people with a knowledge of pensions available to police officers, or does my right hon. Friend think further action could be taken?

If someone were in a country such as France or Turkey, and the Government of that country requested us to take back the individual, it would be possible in those circumstances for us to act in exactly the way that we are proposing in the Bill. I am talking about managing the return of that individual. For example, they might be accompanied by a police officer who would go out to bring them back into the UK, and various actions might be taken on their return. There might be an interview with the police, the introduction of a TPIM notice or a requirement to go on a Prevent programme. Those sorts of measures could be judged on a case-by-case basis.

As someone who wants to protect civil liberties in this country, may I warmly welcome this measure from the Home Secretary? There are many in my constituency who would like to see people in this situation given a one-way ticket and not allowed back into the country, so she has found a balance. Does she not think that one benefit of this piece of legislation is that it empowers mothers and fathers of impressionable teenagers to have a clear conversation with them about the consequences of their mind being warped by people on the internet trying to induce them to acts of terrorism overseas?

My hon. Friend makes an interesting point. That is part of the process of trying to disrupt people from travelling to Syria and Iraq or from being active with terrorist groups. We want to get the message across to young people that if they want to help people in Syria there are better ways of doing it than crossing into the country. They can, for example, assist the humanitarian efforts in the UK to support refugees from Syria, which can be of genuine support to people in Syria. In recent weeks, I have met some very impressive women from Muslim communities around the United Kingdom. They have been working with young people and their families, developing a number of programmes, which relay the message, “Don’t go to Syria.” The #MakingAStand campaign and the work that is being done by the charity FAST are about helping families to ensure that young people get the message that they should not be going over to Syria.

Part 2 of the Bill relates to TPIMs. It gives effect to the recommendations of David Anderson QC, the independent reviewer of terrorism legislation, in his most recent report on TPIMs. The changes to the Terrorism Prevention and Investigation Measures Act 2011 will provide the police and MI5 with valuable new capabilities. That includes allowing TPIM subjects to be relocated to different parts of the country. We will also be raising the legal test for imposing a TPIM—

In fact, I talked about the importance of protecting both liberty and security when I opened my remarks. We need both in a democracy and it is the responsibility of Government to protect both. On TPIMs, I think that the Government were wrong to remove the relocation powers. They are important and effective, and it has been recommended that they should be restored by the independent reviewer of terrorism legislation, whose judgment has proved to be balanced and sensible on a series of issues. There are other areas where additional safeguards are needed, and I will come to them shortly.

The right hon. Lady will understand that there is some sensitivity on this issue, given the rather poor record of the last Labour Government on protecting civil liberties. For example, we had 90 days’ detention without trial and the imprisonment of children for immigration purposes only. Does she at least agree with the Home Secretary’s move to raise the threshold for when relocation can be imposed from reasonable belief to the balance of probabilities?

I do support the proposals, because they came out of David Anderson’s report about changes to the TPIMs regime. He looked at the evidence and came up with sensible recommendations. However, I warn the hon. Gentleman against playing party politics on this issue, because that is what got the coalition into trouble in the first place. The reason the coalition removed relocation orders was that it wanted to make party political points, rather than look at the evidence. That is why it has had to do a U-turn: it has finally had to look at the evidence. I caution him about doing the same again.

The hon. Lady raises an individual case. I know how hard Passport Office personnel are working to ensure that passports are delivered on time to enable people to travel. If she gives me the details of her constituent’s case, obviously I will look into it.

May I commend the staff of the Passport Office for dealing with constituents from Bedford and Kempston who have had passport difficulties, and the Minister for his calm handling of the issue? When looking forward on the handling of passports, will he consider advising people a year early that their passports are due to expire so that they can renew them without having to wait until the last minute?

I am grateful to my hon. Friend for recognising the incredible work being undertaken in passport offices up and down the country to meet this exceptional demand. Clearly we will reflect carefully on a range of issues once we get through this exceptionally busy period to see where further improvements can be made and to ensure that service is improved further in the years ahead.

I recognise my hon. Friend’s point, which is why in my statement and in some of the answers to questions I have underlined the support that is being provided to students who, through no fault of their own, may have concerns or be affected. We will certainly keep information on gov.uk up to date. The new hotline has opened this afternoon, so students will be able to contact that. As I have said, we will be working with the sector more generally to ensure that support is provided appropriately.

The Minister has suspended the right of the university of Bedfordshire, which has a campus in my constituency, to sponsor foreign students. Will he clarify whether that is because of its involvement with ETS, or because of broader aspects of abuse of student visas? Has he had an opportunity to speak to the vice-chancellor so that he may reassure students throughout the university on valid foreign visas that their studies will not be affected?

We are in regular contact with the university of Bedfordshire. There has been a conversation with the vice-chancellor this morning and a meeting has been arranged either for later today or within the next few days for the precise purpose of assessing the next steps and to see what may be required in relation to reassurance for students. The action taken by the Government has been linked to ETS in terms of the certificates provided that were questionable or incorrectly issued. It is as a result of looking at the records and the way in which that academic institution has been fulfilling its responsibilities as a highly trusted sponsor that we have taken the action today in respect of its inability to take on new students. We will clearly be working with each of the institutions that I have identified in my statement.

I certainly do. March is three months ago, and people should get their passports within three weeks, according to the Government’s targets. That simply is not happening.

I have also had constituents contact me with concerns, and in most cases those have been sorted out, but in addition I am being contacted by constituents before the target time has been exceeded. Does the right hon. Lady share my concern that perhaps people are unnecessarily getting the message that they should be anxious about their passport applications?

The unfortunate thing is that the message on the Government’s websites and helplines still says that passports will be processed within three weeks. Families are making decisions on that basis: they think it will be done within three weeks and then it is not. It can be delayed by many weeks, and that is a huge problem, because they have made plans and invested in booking holidays.

I am, of course, aware that there are different pay structures for HMPO and Home Office staff, and I will come on to address the issue of what people are referring to as a backlog and whether the figures people are referring to as being a backlog are actually a backlog. I take issue with the figures the hon. Gentleman has given. I want to turn to some of the claims that have been made.

Just before my right hon. Friend moves on, may I ask her about something that I raised earlier with the shadow Home Secretary? A number of my constituents have had concerns about their passports taking longer than the established time to arrive, and many of those concerns have been addressed. But I have also been contacted by constituents who are within the normal time for passport applications. Is my right hon. Friend concerned that raising people’s anxieties unnecessarily is making the situation worse, because they are chasing for the return of their passport in a shorter period than normal? What is her advice to people in those circumstances?

My hon. Friend is right. When I was at the passport office in Peterborough, staff told me that a number of people, on hearing the publicity, had been contacting them about what was happening. These were people who would be getting their passports within the time frame, but their anxieties had been raised by what they had been hearing about the Passport Office. As I said, we must be clear that while some people have not been getting their passports within the normal time frame and while some people have been having difficulties in relation to their travel—we have been taking steps to alleviate that, as I announced last week—the vast majority are still receiving their passports within the three-week period. It is important that we provide that reassurance to people.

Before I deal with some of the Opposition’s claims about what is behind the surge in demand for passport applications, I should emphasise that it is clear that HMPO’s modelling failed, and we will need to address that. Likewise, there will undoubtedly be measures that we will need to take to improve the productivity and efficiency of the organisation in future. I have already said that I am considering removing HMPO’s agency status so that it can be made directly accountable to Ministers. I want to correct some of the claims that have been made in the past week or so. First, it is not true that this happened as a direct result of the decision to move the processing of overseas passport applications to the UK. HMPO and the Foreign and Commonwealth Office estimated that demand for overseas passport applications would be between 350,000 and 400,000 per year. Coincidentally, the surge in demand for passports represents about 350,000 more applications than last year. The vast majority of the surge is caused by domestic applications.

Secondly, it is not true that the delay in processing applications was caused by staff reductions. In fact, over the past couple of years, staff numbers in HMPO have risen, not fallen. On 31 March this year, HMPO had 3,444 full-time equivalent staff, up from 3,260 in 2013 and 3,104 in 2012.

Like my hon. Friend the Member for Aldridge-Brownhills (Sir Richard Shepherd), when I hear phrases such as “review by SIAC” I shudder on the question of process, but I am interested to hear what the right hon. Gentleman would say to my constituents who want us to move quickly on all immigration issues—who say we are not moving fast enough, we are not making change quickly enough. What is the relative merit of his proposal to support Lords amendments that would delay enactment as opposed to the Government proposal to see and review the impact after enactment?

That is a legitimate question, and it is one that deserves an answer. The point I would make is that we are legislating. If we legislate for this and if it goes back to the other place in the form the Minister has brought forward, it will be enacted: it will have Royal Assent within a matter of, presumably, days. We will therefore have one year of operation between May or June 2014 through to May or June 2015. That is fair enough. We will then review it and make changes. All the concerns raised by Members today would potentially be applicable in that 12-month period. The argument I would make is that if we accept the amendment that has been considered by the Lords, we can look at this, get it right and ensure that the concerns that have been raised not just here today but by Members in another place are dealt with. The measures that are taken will then have the full confidence of both Houses of Parliament. At the moment, given the vote that was taken in the other place—242 in favour and 180 against— the proposals the Minister brought forward previously do not have the support and confidence of both Houses. The removal of citizenship is such a challenging and extreme measure to take that it must have the confidence of both Houses of Parliament.
