All lives are indeed sacred. That anyone, in any circumstances, should cheer the results of actions in which people lose their lives means that they are losing a connection to something very valuable. It is the duty of this House, notwithstanding the anger and upset that we often feel, to try to find a way through. The hon. Gentleman’s concern that all lives should be held in the same regard is absolutely correct.

Well, I wish there was more on the table than there currently is. There is an urgent need for that process to be rekindled. We await hearing from the US envoys. I know from personal experience that they have been working extremely hard on this, but they have to come up with something that is realistic and just and that provides the possibility of working on both sides, not something that will be too one-sided.

As for honest brokers, as I indicated earlier, the United States position has probably changed in relation to some of the decisions made recently, but it is very clear that it remains an important partner. During the recent visit of Vice-President Pence to the region, and also new Secretary of State Pompeo, we urged that there should be meetings with the Palestinian authorities, and we will continue to urge that. But others will, I hope, have a role to play when proposals come forward.

I thought that we made a series of very fruitful suggestions, and we will continue to make such suggestions. The central idea is that, around the core of the JCPOA, we build a superstructure—a follow-on agreement—that addresses the problems of the sunset clauses and the issues of the ICBMs, and satisfies the anxieties of the President and of many colleagues in the House today.

My right hon. Friend is obviously much better briefed than I am but, as I understand it, Iran is not in compliance with all the letter of the agreement. Can he assure me that Israel, which the Iranians have sworn to wipe off the earth, will not now strike Iran in a counter-attack to prevent any further escalation in building nuclear missiles?

What action can my right hon. Friend or the British Government take if Mrs Zaghari-Ratcliffe is not released? I am assuming that if we are in a hostage situation and if we do not win this case, there is a danger that others will be taken on a similar basis.

When President Obama came over here during the EU referendum, he voiced his concern about what we were trying to do. We told him in no uncertain terms that it was none of his business—it was entirely ours. Friends should be able to speak to each other, but does my right hon. Friend agree that the American people have voted Donald Trump to be their President and it is their business how they defend their borders?

I agree with my hon. Friend up to this point: it is also our duty, as many Members have said today, to make our views about this measure clear to the American President. We do not like it. We disapprove of it. We think it is divisive, discriminatory and wrong, as I have said repeatedly. As he rightly says, however, this is a sovereign Government of a friendly country and they have taken this decision by due process.

I do not want to get drawn into discussing the hon. Lady’s latter point, which is an unhelpful comparison. The will of the House has been made clear and the Executive are looking seriously at what we can do to support the concept of airdrops, but they involve all the dangers and caveats that have been discussed. We take the lead from the United Nations personnel who are on the ground. If we are to do this in a neutral manner, it must be done through the UN. If we step in and start doing things ourselves, our involvement in the Syria campaign will take on a very different perspective, for which we would need the permission and support of this House.

I share the concern of my hon. Friend the Member for Newbury (Richard Benyon) and point out that the airdrops that are being pushed by many in this House come with huge risks. Does the Minister, who is in a difficult situation, agree that if they are to be done unilaterally we would inevitably need aircraft to deliver, fighter cover above, and helicopters and special forces to pick crews up if they get downed and wounded? We risk the awful prospect of seeing our service personnel being dragged through the streets or killed in some horrific manner by people down there who are behaving like barbarians. Does the Minister agree that there is a lot of concern?

My hon. Friend and Dorset neighbour spells out some of the intricacies involved in airdrops. It is not simply about the Hercules transport or C-17 aircraft that would provide that; it is about the air cover required, the emergency operations in case the pilots have to bail out and the rescue missions that may have to take place. We are also left facing the stark challenge of hostages being taken. All those factors need to be taken into consideration, from an operational perspective, in deciding on the best method of getting our aid to where we want it to go. As I say, the UN conducts airdrops, but only when it has clear permission from the Syrian regime.

I am not a pacifist, personally. I believe in using military force when it can be effective, if we can achieve the ends that we have identified, and if we know what we want to achieve. I believe that in a multi-layered, multifaceted civil war such as that in Syria, the last thing that we need is more parties bombing. We need a ceasefire and for people to draw back.

I am grateful to the hon. Lady for her comments. I absolutely agree with her on this rare occasion. Her Majesty’s Government strongly opposes the death penalty, which is the view of all like-minded Governments. It would be a deeply retrograde step, causing incalculable damage to Turkey’s standing at a time when it is important to embrace it within the world community and not see it become more isolated.

I welcome my right hon. Friend and other colleagues to the Front Bench. We have heard today about democracy, due process and the rule of law, but we are talking about a repressive regime that has arrested thousands. Does he share my concern about the conditions that these men and women and being kept in? When he goes to Turkey, will he ensure that their human rights are respected?

I assure my hon. Friend that when I am in Ankara tomorrow I will not be mealy-mouthed in saying what we think needs to happen. Human rights, not reintroducing the death penalty and the proper due process of law will of course form a large part of what we will urge upon the Turkish Government.

Weapons of mass destruction were held to be a vital part of the justification for war. The Chilcot report found that WMD development programmes were far more advanced in Iran, Libya and North Korea than in Iraq. The imminence of an Iraqi threat to the United Kingdom was simply non-existent. The report notes that a November 2001 Joint Intelligence Committee assessment found that Saddam Hussein

“refused to permit any Al Qaeda activity in Iraq”.

I believe that many of those who voted for war and are now seeking to justify their support for it should be held to account, particularly the former Prime Minister. The Chilcot report is absolutely clear—this is a message for all of us ordinary Back Benchers—that there were severe doubts at the time, even in published documents, that Saddam Hussein held weapons of mass destruction.

That is correct. I want to read from Hansard what I said on 24 September 2002, not in any sense to say, “I told you so,” but to establish that we as Back Benchers do not necessarily always have to believe what we are told by Front Benchers, experts, Whips and the Government. We have a duty to look at our conscience. I said:

“I do not believe that it is the job of the UN—or, even more problematically, of the US backed by the UK—to change a regime in the middle east. Leaving aside questions of international law, what are the practicalities? There are nearly 30 Arab nations, and not one is a democracy. Trying to impose our ideas of democracy on Iraq may unleash democratic Kurdish and Shia movements that could lead to the dissolution of the country. It would be wrong to believe that, from the Arab point of view, our system is necessarily superior to theirs.”—[Official Report, 24 September 2002; Vol. 390, c. 74.]

I believe that those messages are as right today as they were then. We have to distinguish between totalitarian movements such as ISIS, which are a real threat to us, and authoritarian regimes, however unpleasant. We should not necessarily seek to overthrow the latter.

On 24 September 2002, I went on to say:

“An attack, or the threat of an attack, may be justified on the basis of the breaking of UN resolutions, but I suspect that that will not be the real trigger—many countries are in breach of UN resolutions. Let us be serious. There are three sides of a triangle to justify a war: capability, means and intent. Does Saddam have the capability to manufacture weapons of mass destruction? We have the dossier, and I am prepared to accept that he does”—

but I was misled on that, as were many of us—

“but I would like to hear more about the weapons of mass destruction held by other countries in the region—Iran, Syria and Israel—and by other rogue states, notably North Korea.

Does Saddam have the means to deliver those weapons of mass destruction to the west? Nobody seriously suggests that he can do so militarily…The suggestion, then, is that Saddam will deliver the weapons not by conventional military means but by clandestine means. Where is the evidence of his links to al-Qaeda? What would he gain by such links? Are there terrorists already capable of inflicting devastating damage on our economy? Would not our acting alone make us a more likely target for Muslim fundamentalists? Are we not uniquely vulnerable to terrorist attacks, as an open society with no identification cards, and with the London underground, Heathrow and the channel tunnel? Means of delivery—the second side of the triangle—is problematical, not proven”.—[Official Report, 24 September 2002; Vol.73, c. 75-76.]

Given the messages from Chilcot and from this debate, that message is as apposite today as it was then. In trying to change the middle east, we should not look to overthrow authoritarian regimes that we do not like. Rather, we should deal with what is a threat to our society and our people. ISIS is a threat to our society and our people, but regimes such as that of Assad are not necessarily such a threat.

I went on to say:

“The most difficult of the three factors is intent. What would Saddam gain by attacking the west, apart from his own immediate destruction? Has he not outlived all his foreign and domestic opponents by being at least rational and not suicidal? I do not think that anyone seriously suggests that he intends to attack the west. Would he attack Israel, which already has a nuclear deterrent?...Is the proposed attack really about a new concept of global thinking? That is the issue. Is the Truman doctrine—the concept of deterrence that has preserved peace and stability for more than 50 years—to be replaced by a new Bush doctrine of using a pre-emptive strike to overthrow dangerous regimes that could pose a threat?”.

I repeat that these messages are as true for us today as they were then. We should abide by the Truman doctrine of containment and deterrence, and not necessarily seek to impose our ideas on regimes that we dislike.

I went on to say:

“Where will the Bush doctrine take us? Where will it stop? What are the tests? A military junta is allowed to acquire a nuclear weapon in Pakistan but not in Iraq and, presumably, not in North Korea or Iran. Pakistan was only righting the balance with India, and Saddam would claim that he was righting the balance with Israel.

I do not believe that the case for attacking Iraq unilaterally, without the UN, has yet been made. That is not to say that it is wrong to threaten force—that is the only language that Saddam understands. No doubt there will be weeks of frustration. No doubt when the UN teams go in there will be more frustration and delays. However, the fact remains that after 1998, the UN contained Saddam and kept him on some sort of leash.

Finally, I remain of the belief that it is safe to contain rather than to threaten destruction of Saddam’s regime. If he is threatened with destruction, he could act irrationally, with incalculable consequences for the world community. Let us march in step with fellow permanent members of the UN Security Council and insist on weapons inspections, backed by the use of international force if they are not complied with. That is the right path to take”.—[Official Report, 24 September 2002; Vol.73, c. 76.]

I believe that Chilcot is a powerful testimony for us all today. Never again must we be led astray along a path towards a dangerous war such as the one that has unleashed untold misery in Iraq. Hundreds of thousands of people have died as a result of decisions taken in this House. I say never again. As ordinary Members of Parliament, if this ever happens again, we must be prepared to question the Executive and, whatever the cost to our career, vote against that Executive and vote down war.

It is a pleasure to take part in this debate. I want to look at two elements: first, the legal recriminations against our soldiers, as touched on by my hon. and gallant Friend the Member for Tonbridge and Malling (Tom Tugendhat); and secondly, the point raised by several Members about our preparedness for war. I would like briefly to comment on that, as a former soldier.

First, I pay tribute to the 179 members of our armed forces who lost their lives, the many others wounded and, of course, the tens of thousands of civilians who died as a consequence of the war. It was an appalling tragedy. I make no apology for returning to the subject of servicemen and women being persecuted for fighting a war in Iraq at the behest of their political masters and under the most difficult circumstances. During the now former Prime Minister’s response to the publication of the report of the Chilcot inquiry on 6 July, I asked for his assurance that, just as there would be no recriminations against those who sent our armed forces to war, so there would be none against our armed forces themselves. He replied:

“We are doing everything we can to get through and knock down these wholly unjustified inquiries, because by and large, as we would expect, British forces behaved entirely properly.”—[Official Report, 6 July 2016; Vol. 612, c. 907.]

The fact remains, however, that in an official statement to The Sunday Telegraph on 2 July, the International Criminal Court confirmed that it had already begun a preliminary examination of claims of torture and abuse by British soldiers after receiving a dossier from human rights lawyers acting for alleged Iraqi victims. The ICC prosecutors will comb through the 2.3 million words in the report for the evidence of war crimes committed by British troops. The ICC has added that the decision to go to war remains outside its remit. That, of course, exonerates former Prime Minister Blair, but I do not want to get deeply involved in that particular point in my short speech.

Many of us have already put on record how deeply disturbing we find the relentless pursuit of our servicemen and women by unscrupulous and opportunistic lawyers, actively inviting fabrications and fantasies. Although, regrettably, there is a need for the Iraq Historic Allegations Team, known as IHAT, its most recent report published on 31 March this year makes it clear that many of the claims are indeed fabrications and fantasies.

At that point, IHAT had received 3,281 allegations of potential criminal behaviour. Nearly 1,000 of them were screened out and did not progress to the investigations stage, while 742 remain at the initial assessment stage. IHAT is therefore currently investigating allegations relating to 1,558 potential victims, of which 288 are alleged unlawful killings and 1,270 are alleged ill treatment, ranging from common assault to serious sexual and violent assault. IHAT has closed, or is in the process of closing, investigations into 59 allegations of unlawful killing. In 56 of those cases—95%—the allegation of criminal behaviour was found to be not sustainable, meaning that there was no truth in it. Let me make the point that if we in this place send our brave men and women to war, we have got to protect them from this sort of activity when they come back. In my view, it is a disgrace.

Let me finish by briefly touching on several points raised by several hon. Members of all parties about whether we are prepared for war. Chilcot touches on this and criticises the Government of the day because the armed forces were not as prepared as they could have been. Speaking as someone who served in the military for nine years and as an avid reader of military history—my hon. Friend the Member for Tonbridge and Malling would agree with me on this—I cannot think of a time at any point in our history when our armed forces have been 100% ready for a specific operation. In the second world war, our tanks could not outgun the German tanks for at least two or three years into the war. I wonder what we would say now if that circumstance were repeated—it would be interesting, would it not? Of course our armed forces should have the best kit. The point I am trying to make is that when we send our brave men and women to war in future—regrettably, we will—we have got to think very hard whether they have the right kit for the particular type of warfare required for the particular conflict zone.

I appreciate the hon. Gentleman’s speech, but does he accept that what was then a politically expedient decision of the Prime Minister to delay the military in preparing, and the subsequent lack of equipment, could have cost some of my brother’s colleagues and some of the colleagues of the hon. Member for Tonbridge and Malling (Tom Tugendhat) their lives? That is the fundamental point.

Because of the delay and the realisation that this was going to be a major conflict—an invasion of a country—one could sensibly argue that there was not sufficient kit to back the invasion. I absolutely concur with that. The first thing that goes into chaos—the first thing that goes wrong—the moment troops are sent into battle, is at the point of contact. It all goes haywire because that is what war is about. We in this place must learn that if we send troops into a conflict zone—a desert environment, for example, as it was in Iraq—we must make sure that they have the right kit for that environment. If they are going to fight in a jungle, we will need to make sure that there are plenty of helicopters to support them.

Look at the Falklands war. I was serving at that time, and many of my friends went there. We were desperately short of all kinds of kit. In fact, had the Argentinians dug in and fought harder, it is questionable whether the number of brave men and women we had down there would have actually won that war. We were literally at the point of running out of ammunition, helicopters and all the things we needed to execute the war.

My point is this. When we send those men and women to war again—as sadly we will—we must think very seriously indeed in this place, “Have they got the kit to do the job we are asking them to do?” There is no point, months down the line, bleating, “Oh dear, they haven’t got enough helicopters”—or ships, or whatever it is.

Let me end by saying exactly what my hon. Friend the Member for Tonbridge and Malling said. If we are going to send our brave men and women to war again—and they are incredibly brave—we must look at the Chilcot report and learn the lessons. I am not in the blame game; I was not here at the time so I did not vote, but for heaven’s sake, let us think very carefully next time.

What can I say to that? I thank my hon. Friend.

The total cost of the leaflet and the website and marketing that go with it is £9.3 million of taxpayers’ money. On top of that, the Treasury is publishing documents and the Government continue to have propaganda at the top of every gov.uk web page. At least that is not being posted to every house in hard copy at the expense of the resident receiving it.

I hope the Minister takes note of that and perhaps saves the taxpayer a little bit of the money that the Government have so unscrupulously chosen to spend.

I want to look at one section of the leaflet—the wider issues have already been raised by other hon. Members and will no doubt be covered in more detail. The heading on page 7 is, “What happens if we leave?” That is clearly an open question—it sounds like an A-level question. One would expect the answer to cover both sides of the argument, presenting the for and the against, and giving a bit of detail and a concluding position, but it is clearly from one side of the argument. Apparently, voting to leave would create uncertainty and “potential economic disruption”. “Potential” leaves a little uncertainty. I think we have had definite economic disruption forever. Economies go up and they go down. Anyone who suggests that staying in a particular bubble will maintain some kind of economic stability has not been looking out of the window much.

My hon. Friend is right. It is always a little confusing when leaders of opposing camps in any election start to talk about the other side’s views. I hope that uncertainty and economic disruption will not be caused by Brexit. It is safe to say that we see much ahead of us that could cause that anyway.

The question of what happens if we leave is presented in the leaflet. What is not offered for those who have had the pleasure of having it through their door, or who have that pleasure still to come, is the question of what would voting to stay look like, since we know what would happen if we leave. It would ensure that we remain wedded with almost no influence, as several colleagues have already said. We are outwith the battered and struggling eurozone framework, but we are wedded to it. We are seeing Greek residents yet again put under unbearable financial strain so that EU bankers can circulate IMF money through Greece to ensure that the bankers do not come off too badly because of the euro chaos going on there. That is something we will definitely stay attached to in our uncontrolled sector outwith the eurozone, but that will cost us money. We will have to continue, as required, to bail out future eurozone crashes.

Jim Mellon, a successful entrepreneur who works across a large number of EU states, has made it clear—his forecasts, unlike the Treasury’s, have often been accurate—that the likely next crash of the euro, possibly a complete crash, will be within the next three years. It seems to me that voting to stay in will almost certainly ensure that we are wedded to a big bill over which we have little control, watching nations around us suffer even greater debt. The reality is that France’s and Italy’s debt balance sheet is pretty unsustainable. The chances are that the bill will be a lot bigger than just Greece’s costs. It is clear what will happen if we choose to stay.

The Government leaflet briefly suggests that we might strike a good deal in terms of trade with the EU if we were to leave, but it goes on to dismiss that as a pie-in-the-sky idea that is incredibly unlikely, because, somehow, there is no reason why a trade deal would be struck. The leaflet indicates that 8% of EU exports come to the UK and that 44% of UK exports go to the EU. That sounds terrible: 8% in, 44% out. That is a big imbalance, but let us look at that in real terms—my hon. Friend the Member for Stone (Sir William Cash) mentioned this earlier—and in the terms that businesses and those who make the exports and provide the services that we sell abroad would actually understand: the terms of money.

I am an accountant; percentages can be a useful way to present an issue, but also a useful way to create a level of dissimulation. There is a £67 billion deficit of goods and services this year.

It is a pleasure to serve under your chairmanship, Mr Stringer. I congratulate my hon. Friend the Member for Sutton and Cheam (Paul Scully) on such a brilliant introduction to the debate, and thank the many Members who have already spoken so well and so clearly. I shall not speak for long.

I have a copy of the leaflet—I sent mine back to the Prime Minister personally. As I said in an intervention earlier, I am delighted that I have the opportunity to speak about it before war breaks out and I am summoned. I am an ex-serviceman, my uniform is still hanging in the cupboard and I am ready to serve again, but I hope that we do not have to use armed force against our European allies. If they are allies and the EU state is so wonderful, as the Prime Minister and others believe, it is simply beyond me as to why one country’s leaving should cause war and genocide. The argument just does not stack up. As the hon. Member for Vauxhall (Kate Hoey) and others have said, it is shameful that the Government are using such language.

When we hear from the Minister later, I am sure we will hear what we have heard from him before: a lot of—well, I cannot think of the appropriate word because he and I so fundamentally disagree. I wish this could be a light-hearted debate, I really do. I wish a sense of humour could be injected—although occasionally it is because the arguments for staying in are so farcical—but this is all about our country and its future. It is not about individual politicians or political legacies; it is about the future of our country and the freedom of the people who live in it. It is as simple as that. It is about our right to our own destiny and to guide our country in the direction we wish her to go.

On the back of the leaflet it says, “Protecting jobs”, and next to it is a tick. Tell that to half the members of the EU. They have huge rates of unemployment and are crippled by the euro and bankrupt. Italy was run by bureaucrats for a short period. Could that happen to us? The same people advised us to sell off the pound and join the euro. What an absolute disaster that would have been! One of the main reasons why our economy is potentially strong now is because we retained the pound. The leaflet also says, “A stronger economy”, with a tick. Again, tell that to the millions of people who are struggling to find work. It says, “Providing security”—security! Look at the evidence: civil unrest, terrorism, uncontrolled immigration and the rise of the left and the right. That is just what everyone feared all those years ago and, as has been mentioned, why so many millions died to keep us free. The EU is creating that same fear again because none of this makes sense.

I am staggered. I find it very difficult to comprehend how my party is in league with left-leaning parties, except for a few honourable exceptions. That is not to defame anyone for being on the left, right or centre, but it seems to me that the socialist-leaning parties want the EU to survive because it is a bureaucracy. Bureaucrats run it and are paid God knows how much money, with pensions, huge offices and secretaries—the cost is astronomical—and they are unaccountable.

The hon. Gentleman mentioned EU pensions, which is something that really bugs me. There are all those Members in the House of Lords who have worked for the European Union as commissioners and so on and now have big pensions—really, they are signed up to never bringing the European Union into disrepute. Does he agree not only that should they have to declare an interest, which they do not, but that they should not be allowed to take part or vote in anything to do with the European Union? They are deeply committed to it because of their huge pensions and if they say anything wrong they might get that taken away.

I agree with the hon. Lady. It certainly seems from those who have contributed to the debate so far that people are easily manipulated, or bought, or whatever. If the allegation is one of corruption, perhaps that is a bit strong, but certainly for ex-servicemen to speak out as they did is most unusual. Generals and highly respected people who have served this country should not be politicised. They should never have been asked to write that letter on behalf of the Government. It was an absolute disgrace. I have since spoken to one of the signatories, who shall remain nameless, and I have to say that I do not think he is particularly proud of signing that letter.

Let me return to the document. Interestingly, it has seven pictures. It does not have very many pages, but it has seven pictures: a calendar; a gentleman working on a bit of engineering; a basket of food; a ship; a “UK Border” sign; a family in the kitchen, washing up the breakfast, lunch or dinner; and a family walking down the street with a baby. You could not make this up. If the argument to stay in is so strong, why are these pages not full of facts trying to persuade people to stay in? The fact is that the Government do not have sufficient facts to fill this tiny, shabby leaflet.

Is my hon. Friend as surprised as I am that there is no real image of what staying in looks like? There is absolutely no mention of the accession of Turkey. There is no mention that 70-odd million Turks will soon be able to be part of the European Union or that it is our official position to welcome and support that. We have not resiled from that and it should be in the leaflet.

I absolutely agree with my hon. Friend about the potential mayhem that could be caused by uncontrolled immigration continuing. We have seen the evidence now: people are dying trying to cross seas to get to us. I do not blame them; if I were living in terrible conditions and I looked at my telephone and saw Dorset, I would say, “Darling, children, we’re off!” but we cannot allow uncontrolled immigration to continue. Turkey is a classic case.

Nor does the leaflet refer to the defence of our country. In a letter to The Daily Telegraph, I warned that staying in the European Union would inevitably lead a Government—I suspect a socialist Government more than this one—to look at the European army, navy and air force and say, “We’ve got all these ships, planes and men and women in uniform. Why do we need 80,000 British soldiers, 12, 13 or 14 squadrons, or whatever we have, and 19 warships? We don’t need to spend billions of pounds on our defence, because we are being defended by the Europeans.” The temptation to cut our armed forces to pay for other socialist agendas will be enormous.

Let me talk about the Falklands briefly. I was serving at the time. Friends of mine in the Welsh Guards and the Scots Guards were sent down there, and some lost their lives. Where was Europe during that war? It was nowhere in sight. We stood alone again until the Americans came to our aid and provided us with equipment to pursue the war more effectively.

This is about our democracy, our decision making and—dare I say?—our royal family, whom no one has mentioned yet. Is a 28-nation bureaucracy run from the centre going to want to see little England waving its Union Jack? Is it going to want to see our royal family reminding our great country of the country we used to be? The Head of State is the Queen. They ain’t going to like that for much longer, I warn you now.

We have heard about the special status. We have also heard that the deal, if it can be called that, struck by the Prime Minister has been lodged with the United Nations. We were promised a treaty change but we do not have one. As I understand it, MEPs and the European courts can overrule the reforms that we have achieved, pathetic though they are. I fear that if we vote in and fall for this con trick, they will.

Over the page, the leaflet talks about a stronger economy and how the EU is creating all these marvellous jobs, but, as my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan) has said, it is not the EU that does that, but the brave entrepreneurs who go out there and put their houses at risk to build and generate jobs. They then trade with other nations, as has been done since the world began. That will not change, because the Germans, the French and everybody else will want to trade with us, as we will with them, whether we are in or out.

We need strong economic partners to trade with. What if they are all basket cases? What if we simply cannot trade with Italy, Greece or Portugal because they are bust because they are trapped in the euro? The nature of those countries—they enjoy the sun and the wine—means that they do not make cars quite as effectively as the Germans. They make beautiful wine and enjoy life. They are different. The euro does not respect that. In the past, we would go and have amazingly cheap holidays and restore their economies. That can no longer happen, and it is to their detriment.

The leaflet talks about healthcare. We know that the pressures on the NHS are enormous. The many millions who come here are free to use it. My hon. Friend the Member for Berwick-upon-Tweed mentioned the trade deals. What happens if we leave? It says that:

“The Government judges it could result in 10 years or more of uncertainty as the UK unpicks our relationship with the EU and renegotiates new arrangements with the EU and over 50 other countries around the world.”

So what? We can do it, and we will be in the driving seat. We are told that Canada has taken nine years to negotiate with the EU. I challenge anyone in this room to negotiate anything with 28 people from different backgrounds and come to a solution. It takes a long time.

Regrettably, I think this document is a sham, a disgrace and a complete waste of taxpayers’ money. I am ashamed—the hon. Member for Vauxhall used that word, and I will too. I thought better of the in campaign. We are going to see more fear sprayed around the country in the ensuing days.

I will end on this note. I was enjoying a ride with a taxi driver the other day. When he learned what I did—to my relief, he did not press the ejector button at that point—he said, “Look, guv; in or out?” I said, “What do you think?” He said, “Just the very whiff of having our country back makes me feel proud.”

This afternoon, many of the arguments and—dare I say it?—many members of the cast have been an extended reprise of the exchanges that took place following my statement on the publication of the Government’s leaflet on 11 April. The Government’s position remains as I set out then: we believe that the referendum is potentially the most important decision that the British people will make on any political issue in their lifetime.

Independent polling carried out on our behalf made it clear that 85% of people wanted more information from the Government to help them to make an informed decision. We believe that the leaflet that we have distributed, the footnotes that we have published on the Government website so that the evidence on which we have made the statements presented in it can be examined and challenged, and the other Government publications, deliver on that commitment and help to fulfil that need.

Yes, as others have said, the Government are not neutral in the debate. The Government have a very clear collective position to support the United Kingdom remaining in the European Union.

The Minister uses the word “collective”. The position is not collective, in that the Cabinet is split and the party is split—it represents, in effect, the Government; we are the party in power. It is not a collective decision at all.
