When I have looked at the way in which the February European Council meeting has been reported in the media around Europe, I have seen comments aplenty about this being a big win for United Kingdom diplomacy, and, in some cases, outrage at what people in those countries have seen as a betrayal of federalist ideals. I simply say to my hon. Friend that the President of the European Parliament has made it clear that he wants the deal that was agreed in February to go through and will work to that end, and that the head of the Council Legal Service in the EU has made it clear that the agreement reached in February is legally binding on every member state.

The Prime Minister promised this country, and the people of this country, a treaty change by 23 June. We have no treaty change, so the propaganda that the Government have pushed out cannot guarantee 100% that any of the reforms that we have—pathetic though they are—will exist in law. The moment we are consumed by the EU, if we vote to stay in, MEPs and the European Court will have the power to change what we have tried to do.

What was agreed in February, including the aspects of the agreement that require amendment to the European Union treaties, takes the form of an international law decision which is legally binding on every one of the 28 EU member states, and which cannot be changed unless there is unanimous agreement from all those 28, including the United Kingdom. That is why I am very confident that this will go through.

My hon. Friend, who served with me in the Ministry of Defence, will know that no one is as alert as I am to the risks of undermining NATO’s crucial role in underpinning the defence of western Europe. We have always been very clear that any role played by the European Union in our defence must be complementary to, and in no way undermine, the role of NATO. I remind him that, when we took part in the counter-piracy operation to interdict terrorists pirating ships crewed by British citizens off the coast of Somalia, it was led by a British admiral based in Northwood, but it was a European Union mission that carried out the task. We have to look for roles in which the European Union can augment our security and safety. We are seeing that across the piece in organised crime and counter-terrorism. We see it today, and we have seen it in past years.

My hon. Friend is right. These are the complexities: obviously, if we were outside the European Union, we would not be bound by any foreign policy of the European Union, but, equally, we would not have any influence and, in this case, that influence is decisive because of our veto over that policy. It is a judgment, and people will have to weigh up the pros and cons.

The Foreign Secretary used the expression “the political elites”. He slipped into using it just naturally. The political elites are the main problem, because they ignore the voter. If that goes on, it will just happen more and more.

Rather to my surprise, I agree with my hon. Friend. I shall use the phrase “the political elites” again in my speech, because he is absolutely right: there is a gap between what the political elites in some European countries are thinking and what their voters are thinking. However, on the subject we are discussing—a putative negotiation on Britain’s future relationship with the European Union—the reality is that our negotiators would have to engage with those political elites.

To be perfectly honest, I am less interested in what happened in the 1990s. I am more interested in what is going to happen in 2016, which is the big decision that the British people will have to take. I argue that our national security is served by our membership of both the EU and NATO. Co-operation across Europe is essential if we are to deal with terrorist threats. The European arrest warrant is a really good example of that. The case of the failed 21 July 2005 bomber who was returned here from Rome, where he had sought to escape British justice, demonstrates the benefit of working with our allies. That is why the director of Europol, Rob Wainwright, warned recently that British exit would

“make Britain’s job harder to fight crime and terrorism because it will not have the same access to very well developed European cooperation mechanisms that it currently has today”.

Let me start by paying tribute to the Prime Minister—not something I have always done. He has delivered on our manifesto commitment to hold a referendum, and he is the first Conservative leader and Prime Minister to do so in more than 40 years. Even Margaret Thatcher, who I am sure all those on the Government Benches still adore, did not deliver a referendum and did not negotiate any pre-referendum reforms, bar getting the rebate back for the United Kingdom, so credit where it is due. The Prime Minister may not have obtained the impossible, but many of us think that he has obtained the improbable. He went to Brussels with demands that many people thought he would never get.

On what the Prime Minister achieved, does it not strike my hon. Friend as odd that the Prime Minister gave in before he went by saying he wanted to stay in the EU even before the negotiations had started?

It is always difficult to set out the defined and true position at the outset of any negotiations, otherwise one would not negotiate the position one would want to find oneself in at the end of it, so I do not agree with that. I think the Prime Minister achieved more than many people thought he would achieve. Of course, for some people even if he had parted the English channel it still would not have been good enough. Perhaps some even might have wanted him to fail. Overall, it is a good reform package for the United Kingdom.

I agree with the hon. Member for Wolverhampton North East (Emma Reynolds) about tone. The parliamentary and national debate needs to be done in the right tone with the right language, in a measured and respectful way. I hope that will be the case. We have heard some reference to scaremongering today and in the media, but it was Nigel Farage, in a recent Oxford University debate, who said that the EU referendum issue would be “settled by security”. My hon. Friend the Member for Harwich and North Essex (Mr Jenkin), in the penultimate paragraph of his remarks, suggested that security was a key issue too. It is unfortunate that the issue of scaremongering is coming into the debate. It is legitimate to talk about national security, both for those who want to remain in the European Union and those who want to leave, and it is on national security that I would like to focus my main remarks.

The hon. Member for Barnsley Central (Dan Jarvis) wrote in the Daily Mirror this morning:

“The threats posed to the UK’s security are just like the threats posed to the rest of Europe”.

He is right. Common threats require a common response. Europe’s threats are our threats too. The UK’s threats are Europe’s threats. In an unsafe world this is not the time to be walking away from our friends and allies. This is a time to stand together. This is not the time for the United Kingdom to be quitting Europe. My view is that the UK is safer in a reformed European Union and the European Union is safer with the UK standing by its side, now with our own special status.

The Paris attacks have been mentioned a couple of times today and in the media over the past few days. Some say that it is less likely that the United Kingdom will be subject to Paris-style terror attacks if we leave. I disagree and think that is a very, very bold statement to make. Some say the Syrian refugee crisis has had an impact on terrorist incidents across Europe and will therefore have an impact on the UK. That may well be the case, and I will come on to those points in more detail later. Specifically on the nationality of those involved in the Paris attacks, however, the majority were EU nationals. In fact, they were led by a Belgian national.

Some have referenced open borders in the United Kingdom. We do not have open borders in the United Kingdom. That is inaccurate and, unfortunately, misleading. The fact is that under Schengen we do not have open borders. That is a fact.

Thank you very much for calling me to speak in this interesting debate, Mr Deputy Speaker. I believe that 23 June will be the most momentous day in this country’s history, or certainly in my lifetime. We have the opportunity to get our country back, and I very much hope for all our sakes that we take it.

I was inspired by the speech of my hon. Friend the Member for Gainsborough (Sir Edward Leigh), because it was so positive. That is what the out campaign is. Today we have heard from the in campaign that leaving would be a leap in the dark. We have heard about the risks—shut the curtains, close the door. Not quite “Dad’s Army”-style “doomed”, but not far off it. Let me tell those who do our country down, as I believe they do by speaking like that, that we will have huge aspiration, hope and opportunity if we leave the EU. We have absolutely nothing to fear from leaving what has, in effect, become a welfare state or the equivalent.

We are now reliant on nanny—let us call the EU nanny. Nanny has bred us, suckled us, brought us up and given us things when we asked for them, even when we did not deserve them. When we reach a certain age and it is time to break free from nanny and the cot and to get out there and start to grow up, we are told that we may not do so—or worse, we have been bred to the point that we do not want to leave. Sadly, that is the position of this great country.

My right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) mentioned his grandfather, for whom I have the most huge respect, as does the nation. I did not know him; I wish I had, but from the history books that I have read, I believe he would be on the side of those who want to get their country back. We often hear from the newspapers, commentators and those who want to stay in that we are all, as I recall the hon. Member for North West Durham (Pat Glass) describing us, middle-aged grey-haired gentlemen. I hope that I have got that right. We are portrayed as swivel-eyed lunatics who want to leave the EU, dig a hole in the garden, stick up the Union Jack and sing “God Save the Queen.” Oh, if only it were that simple.

We do not want that at all, but we do want to be free to control our destiny, our sovereignty, our democracy. Every speech I have heard warning of the risks of leaving predicts that suddenly we will not trade with Europe, and all communication and intelligence will shut down overnight. We are told that there are 5,000 terrorists heading into the United Kingdom, or certainly to Europe and then, no doubt, on to us. Are our former partners in Europe not going to tell us? Are they going to sit there mute while London is blown apart, or Glasgow, Manchester or Birmingham? Those are, so the Europhiles say, our allies. They are friends; they are decent people. We do not dislike them. We love the Europeans. I am British and a European, and I am extremely proud of it. I want to be in Europe and to trade with Europe. I want to enjoy their culture, their languages, their mountains, their seas, their more efficient trains, their wider and faster roads and their beautiful wine; I want to enjoy it all, as we all do. But, like millions of people in this country, I do not want to be ruled by unelected bureaucrats.

I sit on the European Scrutiny Committee, which is a great privilege, under the most able chairmanship of my hon. Friend the Member for Stone (Sir William Cash). He might like to hear about the conversation I had with my taxi driver last night as I was heading home—I always talk with the drivers, because they are always fascinating men and women. When he asked me who I was, I replied, “I’m an MP, but please don’t press the ejector button.” He promised not to. Then he said, “Tell me, guv, what do you think about the EU?” I said, “It’s simple. Do you want to control the future of this country, or do you want to hand it across to unelected bureaucrats and a political elite who are completely out of touch with the electorate?” He said, “Guv, do you know William Cash?” I explained that I did and that he is a great friend of mine. He said, “He sat in my cab 25 years ago and said the same thing.” That story is absolutely true. My hon. Friend, who is far-sighted, was right then, and he is right now. Let us get our freedom back on 23 June.

In the same year as the 1975 referendum, Peter Finch won an Oscar for his role in the film “Network”, with its cry, “I’m as mad as hell, and I’m not gonna take this anymore!” It is that sense of alienation from the elites that I believe will drive the vote to exit the European Union on 23 June.

Look around us. Why do hon. Members, particularly those who advocate our remaining in the European Union, think that the Chamber is barely full? Can they not see a link between the growing power of the European Union and its influence on our democracy, and the fact that we are trapped here in this Ruritanian palace, with diminishing powers to influence our fellow citizens?

I have always been a consistent patriot in terms of my opposition to the sometimes defeatist, sycophantic and self-loathing attitude of too many people, which has been rampant in my party for too long. I opposed the crazy policy in 1997 of ruling out the single currency for one Parliament, and I opposed the policy of “wait and see”—as if people would “wait and see” whether they wanted to board the Titanic. I have supported the policy of opposing the single currency, which my party has held for 10 years.

Like many Conservative MPs, I wished the Prime Minister well in his negotiations with other EU states, and I kept my counsel, hoping that the pledges he made in the Bloomberg speech in January 2013 would be enacted. Sadly, they were not. The EU is not willing to reform itself in a way that I believe would be beneficial and desirable to secure its own long-term future, and its leaders remain wedded to a bureaucratic, sclerotic political behemoth, disdainful of popular democratic accountability and national sensitivities, hurtling towards greater and ever closer union, and unconcerned by the serious and profound reservations of the British people and their elected representatives. As I said, in my opinion the European Union has already inflicted huge damage on the economies of Greece, Spain, Italy, Portugal and Ireland in the pursuit of monetary dogma and ideological obsessions, driven by the mania of a single currency that operates across a hugely disparate and discrete economic area, primarily at the behest of German monetary policy.

In truth, the EU is a concept whose time has come and gone—an anachronism. Within 20 years, only $1 in $6 of world trade will be within the European Union. In the past six years the UK has run a £59 billion deficit with the EU, but a massive surplus across the world, and we cannot truly exploit those opportunities because we are locked into EU trade agreements, rather than our own bilateral agreements with places such as China, Mexico, Brazil, India, South Africa and Canada—markets that would generate British jobs and prosperity.

The negotiations have been a failure. They are crumbs from the table. The process has been depressing, and an historic opportunity for proper reform has been lost, perhaps forever. The Prime Minister asked for very little and he got less than that. Any changes have been given grudgingly. We have failed to abide by our manifesto commitment on child benefit, and no powers have been repatriated to the House of Commons. The European Court of Justice still takes precedence over UK law, there is no guarantee that the UK’s demands or “exceptions” will be incorporated in any new treaties, and the whole deal is legally unenforceable.

One always views issues through the prism of one’s own constituency, and I am surprised and disappointed that my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) did not mention immigration, given that he co-chairs the cross-party group on balanced migration. My constituency has seen the effects of globalisation and the free movement directive. Part of that has been good, but it has also meant slum housing, low wages, welfare and health tourism, and people trafficking. People have concluded—quite rightly—that the UK must control its own borders, who comes to the country, and for what reason. The EU denies that aspiration and makes such control impossible now and at any time in the future.

I will not I am afraid because I do not have the time.

We have been told by the plutocratic, self-interested elite, the City, the media, the establishment and the snobby intelligentsia that looks down on ordinary voters that we must stay at the heart of Europe, fight our corner and reform within. That has failed and it is a fool’s errand to believe that it will not be a calamitous failure in the future. We know what Brexit will be like, as my hon. Friend the Member for Harwich and North Essex (Mr Jenkin) has said.

In conclusion, all power is a leasehold given to us on trust, and it is not ours to give away. For too long we have been selling the democratic family silver—as Macmillan would have said—traducing our own sovereign Parliament and its powers. I trust my constituents to make the right decision, and I will campaign enthusiastically to leave the European Union.

No, I need to make some progress and the hon. Gentleman made a lot of interventions earlier this afternoon.

I want to look at the second part of the motion, which goes to the nub of the EU membership debate. We have heard the term “ever closer union” being repeated as though it was some kind of threat and we were going to be swallowed up by a big two-headed monster, probably in Germany but possibly in Brussels. I urge Members to look at the wording of the preamble to the European treaties to see what the term was originally intended to mean. The exact wording varies from time to time, but we are talking about ever closer union between the peoples of Europe so that decisions can be taken as close as possible to the people.

I want to ask those Conservative Members, and some on the Opposition Benches, who are determined to argue against the concept of ever closer union: are we really saying that we want to drive the peoples of Europe further apart at a time when we are facing the greatest humanitarian crisis in our history, which nobody believes can be addressed by individual nations acting on their own? Are we really saying that we are against the concept of ever closer union between the peoples of Europe? I also draw Members’ attention to the fact that my use of the word “peoples”—plural—is not some kind of mistake written by Alexander the Meerkat. I am using it deliberately to recognise the diversity of cultures, faiths and beliefs among the peoples of Europe.

Are Members against the idea that decisions should be taken as close to the people as possible? I believe that the term “ever closer union” can still be turned into one of the greatest assertions of the rights of the peoples of Europe that we have ever seen. However, I willingly accept that it is a vision that has not been followed by the institutions of the European Union. Those institutions have failed, and continue to fail, to fulfil the vision that was set out in the original treaties. I would much rather we continued to be part of the European Union so that that vision can be delivered, because I find it not only welcoming but exciting. Just imagine living in a Europe in which monolithic power-mad Eurocrats, whether in Brussels or closer to home, were no longer able to ride roughshod over the will of the people. I remind the House that there was a Prime Minister not long ago who chose to ride roughshod over the will of the people, when the immovable object that was the late Margaret Thatcher met the irresistible force that was the will of the people of Scotland over the imposition of the poll tax. Within two years, that immovable object had been moved. The irresistible force that is the sovereign will of the people of Scotland is still there and will be there forever.

I assure the hon. Gentleman that the one thing the irresistible force would not be able to compete against would be an irresistible force from Brussels—he would never get his way, ever again.

Nobody knows; during the independence referendum, when people asked why I was still happy for Scotland to be in Europe, I said it was because we have never had a chance to be a part of the European Union with a voice. Questions were asked about fishing earlier, and I can tell hon. Members that Luxembourg gets a vote on fishing policy whereas Scotland does not. Scotland’s fisheries Minister was not allowed to be part of the UK delegation; an unelected Lord who knew nothing about fishing was sent, instead of possibly the most respected fisheries Minister—one who is actually respected by fishermen. My constituency has a bigger coastline than Luxembourg, yet Luxembourg gets a vote on fishing policy and nobody in Scotland does. These are the kinds of areas where we need to see reforms.

I long to see the day when the dream of Europe, as originally set out, is realised, when the peoples of Europe are genuinely brought closer together—not the institutions, the civil servants or the Governments, but the peoples of Europe—and when decisions are taken closer to the people than they are now. I long to see a Europe where

“Man to Man, the world o’er, Shall brothers be for a’ that.”

More than 70 years ago, our great island nation stood alone against the tyranny of the jackboot and the lash. Our freedom, our democracy and our sovereignty were in mortal peril. Led by Winston Churchill, we did not flinch in protecting them. Hundreds of thousands of our brave men and women—whether in uniform or not—gave their lives to defend our island and everything we stand for. Because of their sacrifice, we have a daunting responsibility to respect what they fought and died for. I must therefore ask: why are we so prepared to hand the destiny of our proud island nation to an unaccountable bureaucracy with barely a murmur? How dare we? How dare we? How would anyone dare to go down that road? I simply cannot understand it.

We have a duty to those who fought and died to stand up for our country and to ensure her sovereignty is kept intact. This sham of a renegotiation does not do that, and we all know it. Sadly, one treaty after another has undermined our will to resist. We have already handed over the UK’s head, torso, arms and legs. Now we propose to surrender our very soul. And to whom? The answer is a group of unelected Commissioners who sit in their multimillion-pound glass towers, surrounded by all the trappings of cars, secretaries and expenses, pontificating over lobster and Chablis about plans to create a wonderful new centralised state—a federal Europe—where uniformity is pressed on an unwilling electorate by guile, persuasion or threat. Democracy my foot!

Is that not the central point about the EU’s unwillingness to devolve sovereignty to individuals—to voters—and Parliaments? The EU cannot afford it. If it is going to centralise functions right across Europe, forcing states and individuals into arrangements they do not want, sovereignty is the last thing it is going to tolerate.

I could not have said it better, and I will expand on that very point a little later in my speech.

Who will lose out? It is the voters—the man and woman in the street—whom Opposition Members claim to represent, and who will increasingly rail against an authority over which they have no control and no say. Meanwhile, our political elite march on, deaf to the cries of those who elected them.

This madness will continue, at least in the short term—Germany has too much to lose. To control the experiment further, closer integration is not only necessary but inevitable, with more and more power going to the centre, whatever our Prime Minister says to the contrary.

We are told we are safe from all this. We are not. I am sure that the Prime Minister, who is an intelligent man, knows that in his heart. I have watched, appalled and dismayed, as we have ceded powers to the EU in an insidious and gradual erosion of our sovereignty. There was a time when all the laws affecting the people of this country were made in this House by directly elected Members like us. As we know, that is no longer the case. As we have been dragged kicking and screaming down this truly undemocratic path, we have been assured by one Prime Minister after another, “Don’t worry. We have a veto over this, and a veto over that. We have a red card we can wave.” Now, apparently, to block laws we do not like, we have to persuade at least 15 EU members to agree with us. Will they hell!

To me, sovereignty means the ability to govern ourselves free from outside interference. We are not free to do that today. For heaven’s sake, we have to ask 27 countries for permission to change our welfare rules. Meanwhile, our borders remain dangerously porous, permanently open to EU citizens and horribly vulnerable to infiltration by those who would do us harm. What staggers me is how we wandered into this trap.

I have always been suspicious when political parties agree, and with the notable exception of a few Members, our future relationship with the EU is a very good case in point. As a member of the European Scrutiny Committee, I see first-hand the raft of legislation that comes in boatloads from across the channel. It interferes in every single facet of our lives.

I will not give way.

The arrogance is mind-blowing, the intrusion truly terrifying, the accountability non-existent. We have nothing to fear from leaving the EU except fear itself. That is what the Europhiles are peddling in their genuinely misconceived belief that we are better in than out. I often hear the retort that we are more secure inside the EU than out. Why? As the problems of the euro, unemployment, the refugee crisis and uncontrolled immigration tear the EU apart, I can see no logic in that argument. It is NATO that has held the peace over the past decades, not the EU.

As ever closer union forces more conformity on member nations, the wider the chasm between the electorate and the elected will grow. That is where the wound will fester, and there are clear indications of that already across Europe.

Who would have thought that the biggest threat to our freedom, democracy and sovereignty since the second world war would come from within? I shudder at the implications of staying in the EU and the consequences that that will have for everything that I, and millions of others, hold dear.

What we need is the enterprise, flair, intelligence and determination of one nation to get out there and do business with the world, safe in the knowledge that the country is sovereign, free and truly democratic. Let the lion roar!

It is a pleasure to take part in the debate. I congratulate my hon. Friend the Member for Bracknell (Dr Lee) on calling for it and the Backbench Business Committee on letting it happen.

The title of the debate on the Order Paper is the “UK’s role in the middle east”, which is a wide-ranging subject. My position is simple, which on a complicated subject may give the impression that I am being boring and arrogant. Let me explain. On the UK’s role in the middle east, my answer is that we keep out militarily unless our way of life or the existence of our nation, or that of an ally, is directly threatened. If we had pursued that line, we would not have invaded Iraq or got involved in Libya, for example.

Hindsight is an invaluable ally when judging past actions, but it is history that we should use to guide us in deciding future actions. We react, sometimes violently, when others try to impose their will on us, so why do we keep trying to impose ours on them? If we learn nothing else, we must recognise that many countries in the middle east will always be run by unsavoury regimes. Iraq was a prime example. Under Saddam Hussein Iraq was stable and fairly secular. He pushed his luck in Kuwait and was rightly sent packing. Sensibly, in 1991 we did not pursue Saddam into Iraq, knowing that to do so would destabilise the region. Unfortunately, Mr Bush junior did not quite understand that simple philosophy and was determined to outperform his father. The consequent chaos is there for all to see.

ISIL, or Daesh—call it what you will—is a different matter altogether. How wonderful it would be if a political solution were possible. All options must be explored, but I doubt that jaw-jaw will win through on this occasion. ISIL is a repugnant organisation which now runs significant territory in both Iraq and Syria, imposing its twisted and hateful fundamentalism on innocent people, who have in effect been enslaved. The threat to us here in the UK is very real and, although the terrorist might be home-grown, he or she is likely to have been encouraged and radicalised by the evil spouted by so-called Islamic State, or to have fought there and returned to the UK.

As the saying goes—I love this saying, which I will paraphrase—if good men do nothing, evil thrives. That is so powerful. It is such a powerful moral guide for me personally, and I have no doubt that evil will thrive if we turn a blind eye to this most recent challenge to our security and way of life.

To take our country to war is always the most serious decision that any of us here have to make, but we are already at war. We are bombing ISIL in Iraq. I pay tribute to our brave pilots, crew and all those who service our aircraft for the fantastic and brave job that they are doing, as they always do. The moment those terrorist thugs cross an invisible line in the sand, they are safe from our aircraft. They are safe to kill, maim and torture for another day—unless our allies do the dirty work for us. Can that be right, when we all face a common enemy? Can that be right when citizens of one of our closest allies are butchered in their capital city? Can that be right when those same allies call for our help? Can that be right when an organisation as hateful as ISIL is allowed to operate unimpeded, enslaving, raping and killing perfectly innocent people in their own country for the sake of some twisted form of Islam? I do not think so.

There is no doubt in my view—and I am a former soldier—that bombing alone will not solve the problem, nor will it end fundamentalist Islam, but it will degrade ISIL’s capabilities, kill and dispirit its operatives, and bring hope and relief to those fighting these terrorists on the ground. I am not as well briefed as the Prime Minister, unfortunately, but from what I have read and heard about the 70,000 members of the Free Syrian Army, they are not in a position to prosecute a meticulously planned ground campaign against Assad or ISIL; neither are they as moderate as we are led to believe. All sides in this horrific war behave as badly as one another, but that is not a reason for sitting on our hands.

Left to its own devices, ISIL will flourish and its apocalyptic vision of a new caliphate will only grow in the twisted minds of those who seek it. Following the Prime Minister’s excellent statement last Thursday, I asked him how many further atrocities on the scale of those in New York, London and Paris the west could tolerate before the clamour—indeed, demand—for boots on the ground forced him and other western leaders to put them there. Ultimately, this is the only way that we can deal effectively with this scourge. I am not banging the drums for war. I do not want to see our men and women on the frontline again, but if we follow the logic of the process, that is probably the only solution. I believe that, working with the Russians, a large multinational force could sweep ISIL from Syria and Iraq.

From a military perspective, one destroys an enemy by taking and holding ground; one cannot do it just from the air. Understandably, there is no stomach for a ground war at the moment. We are told that that will be prosecuted by disparate groups already on the ground—an optimistic notion at best. Therefore, the question we need to ask is this: what happens if bombing does not succeed? The only logical answer is to send in ground troops of sufficient size and capability to crush ISIL once and for all. Yes, there is a risk that this fanged head could rear itself elsewhere but, again, that is not a reason to sit on our hands.

Even as I say this, I shudder with anticipation, not at the task in hand, but at whether voters would ever support another venture into that troubled part of the world. They were duped over Iraq, led with all good intentions into Libya, and by revenge into Afghanistan. I wonder whether the will to fight has been knocked out of us, and what it will take to regain it. I pray and hope that it will not take another attack on the scale of that which brought down the twin towers finally to convince us that if we are truly to protect our way of life, we need to put our armed forces and those of our allies in harm’s way one more time.

As I have said, I hope that does not occur, and I hope that all the diplomatic efforts being made will work, but let us face it: we are dealing with an organisation that does not do talk very well—it kills, tortures and crucifies extremely well. I doubt whether talk will solve the problem. I hope that our armed forces are not called, with those of our allies, to be put on the ground. However, if we follow this through logically and do some form of appreciation, as we were taught to do in the armed forces, we must conclude that the only solution, regrettably, is to put a massive armed force on the ground, to take ground and to crush ISIL once and for all.

I note the constraints suggested by the Prime Minister that the free movement of peoples is not working and will never work. Even Sweden and Germany are realising that today. Would not a visa system for all be fairer and safeguard our borders?

The Home Office always keeps our visa arrangements under review, but I ask my hon. Friend to think about the consequences for the way in which both business and tourism operate between us and our neighbours in other democracies in Europe were there to be individual visas of the sort that he has described. It would certainly have to apply in reverse to British tourists and business visitors as well.

I rise to give the Government my wholehearted support.

It is a pleasure to welcome you to the Chair, Madam Deputy Speaker, and it is a joy to follow two new Members whose constituencies I know well. In the run-up to the 2010 election, I spent plenty of time in Sutton and Cheam and I listened very carefully to the maiden speech by my hon. Friend the Member for Sutton and Cheam (Paul Scully). I particularly congratulate him on making his speech on the basis of light notes only. Like him, I know what it is to stand up and make a maiden speech when the time limit is short. I congratulate him on the grace and flexibility with which he made his speech.

I remember my time in the RAF at Grantown-on-Spey very fondly, exhausting myself running around the beautiful constituency of the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry). He made a noble and bold speech, and I congratulate him on coping with a shortened time limit. I am sure both Members will be steadfast defenders of their constituents. I wish them both very well indeed.

When the Foreign Secretary opened the debate my heart was lifted. I got a real sense, listening to his words, of the betrayal he felt that he had been sold a proposition other than the facts of the treaty at the time. As he explained, as an 18-year-old he had not read the details. All of us in this House can now read the details. If we read the Lisbon treaty, we will understand that the current circumstances do lead to ever-closer union and a single nation state.

This is a very happy day indeed. There are many subjects I care about extremely deeply, but the one thing that got me into politics was the treatment of the European Union constitution and, in due course, the Lisbon treaty. I am a sinner who has repented. I confess to the House that for many years I annoyed my wife most sincerely by being thoroughly in favour of European integration. What I realised with the handling of the EU constitution was that integration meant surrendering our democracy and I decided that I simply would not have it.

The House does not need me, in the time available, to rehearse that process, but the Lisbon treaty was a mess. I fondly recall the cover image of an issue of The Economist with the headline: “Just bury it: what to do with Europe’s Lisbon Treaty”. It has, rather appropriately, an arrow through the heart of what looks to be a sparrow with the EU flag on it. That is indeed what should have happened to the Lisbon treaty when the EU constitution was rejected. It was not appropriate to continue positively with the process of European integration against the democratic will of the people. This is where I have common cause with Opposition Members from the Scottish National party. We wish to see democratic self-determination peacefully at the ballot box. I wholeheartedly say that I am delighted we have this common cause.

Some disputes have been rather synthetic. It has been posited that those of us who are Eurosceptic are against international co-operation. Actually, I am for international co-operation. The question is: on what basis? Is it to be voluntary or is it to be compulsory, without adequate democratic control? There is then the question of nationalism. Of course, some Eurosceptics are ugly nationalists with an aggressive—militaristic even—nationalism which is wholly unhealthy and is to be resisted everywhere it is found. My critique of the European Union, however, is a classic liberal critique. I rather regret I have only two and a half minutes of my speech left.

The issue of equal treatment has been raised. In a constituency such as mine, one of the most pressing problems is that a large minority of my constituents have family outside the EU, whether in Kashmir and Pakistan, Sri Lanka or the Caribbean. They face fundamentally different migration circumstances compared with people from the European Union. I recently dealt with the case of a grandmother whose visit visa was rejected repeatedly. All the family wanted was for her to come from Pakistan to see the newborn baby and support the mother. The process of applying and reapplying for a visit visa was just causing more and more stress. It was, frankly, inhumane. Of course, if a grandmother wishes to visit from Spain, she can simply come.

I am for the free movement of people. I think it is a wonderful thing. All the great and liberal advantages of Europe are a wonderful thing, but surely most of us would accept that we cannot have open borders in relation to the welfare state. There must be some border controls. I would like to see a fair migration policy that applies equally to all. So as I have said, on co-operation, the critique of nationalism and equal treatment, some disagreements are rather synthetic.

We are reminded every day in this House during Prayers that we should keep in mind our duty to further the interests of all mankind. I will not pick up on the exact words, but in doing so we should remember that each and every one of us has a duty to promote peace and prosperity not only in the UK, but in Europe and the world. In doing so, we should oppose nationalism; we should proceed thoughtfully and with kindness to one another in this difficult time which will affect all our lives for a very long time.

I recently discovered a book by a very good trade economist called Razeen Sally. He described something called neo-liberal institutionalism, which is about the idea that we should impose liberalism from the top down rather than from the bottom up. I recommend his books and his work to the Government, because what we are suffering from, above all, is the imposition of a system of Government and a system of society to which people have not consented. The world has changed.

My hon. Friend is making a fine speech. On the economy, is it not the case that one does not have to look any further than the eurozone itself to see what a complete and utter disaster—a basket case—putting everyone into one currency has been for the economy of freedom-loving peoples?

My hon. Friend knows my view about money and banking, which is that we should have market-based moneys. That is one of the things that has gone profoundly wrong. He prompts me to say, however, that we are very clearly, across the world, in the midst of a profound crisis of political economy, and that is what we must wrestle and cope with. Some of the old, simplistic and unpleasant arguments of the past must be put to rest. We need to rediscover a true liberalism, one in which people are accepting of one another.

Many Russians living in this country are not exactly friends of the current regime. Indeed, some of them live in pretty much permanent fear of the long arm of the current regime, so I do not think we should tar all Russians with the same brush. We need to be clear that while we have a fundamental disagreement with Mr Putin’s Government, we do not have a fundamental disagreement with the people of Russia. In the medium to long term, we must want to see Russia joining the international community of nations, becoming a normalised economy and the Russian population getting richer, more integrated and freer as the populations of the eastern European countries that lived under the Soviet yoke for so long have now done.

I agree with my right hon. Friend that a full-scale invasion could be mounted by Russia if she wanted to—she has the resources and there is nothing we could do about it. Her policy is “softly, softly catchee monkey”—not full-scale invasion, which would of course alert NATO, whose reaction to that would be far more aggressive than it has been to date. I agree, too, that jaw-jaw is better than war-war. However, there surely comes a time when the jaw-jaw no longer works, and we have to ensure that NATO’s counter-measures are up to the standard to meet such a threat. Let me reiterate a point made by my hon. Friend the Member for New Forest East (Dr Lewis) that we in this country and the rest of NATO must meet this minimum 2% commitment to NATO. I hope my right hon. Friend can tell us today that this will be in our manifesto for the general election.

It is not my role to write the election manifesto for the Conservative party, and still less to announce the details of it from this Dispatch Box today. I have a certain degree of sympathy for what my hon. Friend says, as he will be well aware. It is essential to maintain our defences against Russia’s asymmetric aggression, but it is also important to understand that economic sanctions are now a weapon in our toolbox alongside military forces. We have used them against Iran, and we are using them in respect of Ukraine. They are part of the new pattern of asymmetric warfare. We should hone and nurture these sanctions so that we can use them effectively in the future.

May I apologise for missing a large part of the debate because of Select Committee duties? Personally I find great danger in these types of debates, because I do not have all the facts. If I had been fully and properly briefed by a general and by MI6, my words would, I hope, be wiser, but I will do the best I can with what I have learned and read.

This is a debate on world security, particularly in the middle east and the Gulf states. I want to touch briefly on two points relating to the NATO summit and any possible military conflict in Iraq.

I am delighted that NATO appears to have woken up to the fact that responsibility must be shared and that the share of the budget must be increased to at least 2% over the next 10 years. Why, however, should it take 10 years? If we look around the world, we see what a chaotic state it is in, so I would suggest that it should be done in one year or even less. Why should the United States continue to bear so much of the responsibility for world security? Every time they do something, they are often pilloried for it. They may get it right or wrong, but surely we would be in a better place to criticise if we took a bigger share of responsibility.

To a certain extent, I agree with the hon. Member for Islington North (Jeremy Corbyn) that we should stop intervening in countries such as Iraq. In my view, the intervention in Iraq was a disaster—and so it has been proved. However, if we go into countries such as Iraq with promises that we will save them, restore all the things they want and help them live as near as possible to a law-abiding life, do we not have a responsibility when we pull out? We have lost brave members of our armed forces who have been killed or severely wounded. To simply leave such a country and abandon it to its fate would be a dereliction of our duty. Future politicians should ask the question raised by the hon. Gentleman: do we go in, can we afford to go in and how on earth do we get out; and if we do get out, should we go back in if what we were attempting to do has not been achieved?

I am not for one minute advocating boots on the ground, but if we were asked by an international confederation, including the Iraqis, to send troops to help deal with this minority group of 13,000 people—militarily we could succeed and teach a lesson to this barbaric group—would the Government consider putting British military boots on the ground?

Finally, if any British military action, including bombing, is to take place, will the Prime Minister and the Executive come to the House to ask its permission to send our armed forces into harm’s way?

Does my right hon. Friend agree that the preparation of these games by the city of Glasgow and both the Scottish and UK Governments is a prime example of how well we all work together and how important it is that we remain a United Kingdom to ensure that 300 years of history, union and co-operation continue in the years ahead?

My hon. Friend is absolutely right. It is another example of how Scotland has the best of both worlds. Scotland is the proud host nation of the Commonwealth games, but the UK is the host Commonwealth member state. We are working together on this very successfully. We are confident that the games will be a success and, of course, together in Team GB we have become a sporting superpower in the world. It is very important that we keep working together on sport.

There are many things that can be done, some of which are under way. Countries can develop alternative energy supplies—[Interruption.]—including fracking, as I hear some Members behind me say. As the United States becomes an energy exporter, there could be alternative sources of energy in the future. In December I attended the inauguration of the new pipeline project from the Caspian sea, which will be a new route for gas supplies into Europe that does not pass through or from Russia. That infrastructure will take time to develop, but it is important put it in place.

The world is becoming increasingly unstable, and this latest example to world peace is a classic case. Does the Foreign Secretary agree that our Government and country must rethink the funding of our armed forces to ensure we have the ships, and the Royal Navy, the Army and the Air Force, to meet potential threats in the future? I do not hint for one minute that we should go to war in this case, but it is surely a reminder that we need to keep our defences up.

In an unstable world we need to keep up our defences. That is absolutely right and it is why the country is investing in very sophisticated military projects for the future. As things stand, we maintain the spending of 2% of our GDP on defence, and I think that many NATO countries have reduced their defence spending too far. We are one of the few NATO countries that maintains spending of 2% of our GDP, and there are countries across NATO that need to re-evaluate that and increase their defence spending in the coming years.
