Gentleman is right to raise the importance of the automotive sector to south Wales and he is correct in saying that the Government are seeking a full free trade arrangement that will allow full access to the European market. If for any reason the EU does not realise that that is in its interests—it exports more cars and automotive parts to us than we do to the EU—I cannot absolutely say what will happen, but it will be at the forefront of my mind and the minds of all my colleagues that we would want to support the automotive industry in south Wales.
Earlier this week, we announced 2,000 extra weekday seats on CrossCountry trains between Cardiff and the midlands. We have already reduced journey times by 14 minutes on the Great Western main line between Swansea and London, and connectivity to north Wales will benefit from the introduction of HS2, which will shorten journey times and drive economic growth throughout the region.
I thank my hon. Friend for that answer. As well as rail links—not just the ones he mentioned, but the offshoots from the Great Western line to Guildford and Gatwick—does he agree that to unleash Wales’ potential it will be critical to improve links between the M3 and M4, as Transport for the South East has recently recommended?
My hon. Friend is absolutely right to draw attention to the importance of the road network, particularly the M4, to increasing economic productivity in Wales. I hope that Labour Members are aware of the importance of the M4 and will encourage the Welsh Labour Government to accept the borrowing made available to them to build the M4 relief road in south Wales.

Commons ChamberI start by congratulating coach Warren Gatland and captain Alun Wyn Jones on their most magnificent victory in Cardiff on Saturday. Speaking as a proud Englishman, it was a joy to watch the game. There is no better way to kick off Wales Week in London, in which we champion and celebrate everything that is great about Wales, including its rugby team.
The Wales Office works closely with the Department for International Trade on promoting Wales’s trading opportunities. From trade missions to his work with trade commissioners and sitting on the Board of Trade, my right hon. Friend the Secretary of State works continually to create potential both for Welsh exports and for foreign direct investment projects to come to Wales.
I associate myself with my hon. Friend’s remarks, although I preferred the first half.
Many people will have used the M4 this weekend. Given the M4’s potential for promoting international trade in Wales, and indeed in the rest of the country, will my hon. Friend tell me what progress has been made towards honouring the commitment from the 1960s to build the M31 from Reading down to Gatwick Airport, via the M3?
I know that my hon. Friend is a great champion for that project, and rightly so. He is right to raise this important issue. The Department for Transport recognises the importance of cross-border connectivity. It has been gathering evidence to inform the second road investment strategy—RIS2—which will govern investment in England’s motorways and major A roads between 2020 and 2025. Economic growth is one of RIS2’s five stated key aims and will play a part in the appraisal of schemes. It will be published in 2019.

Commons ChamberOrder. I remind the House that an hon. Member should not leave the Chamber until the exchanges on his or her question have been completed. It really is the height of parliamentary discourtesy, and I hope that I do not have to say it again. I have just been alerted to someone doing that, and it should not happen again.
Leaving the EU allows us to establish new trading opportunities across the globe, forging ahead as a global leader in free trade. Welsh exports have outperformed the UK average over the last year, and I am working closely with the International Trade Secretary to build on that success.
Order. I see that the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) has beetled back into the Chamber. It is good of the fellow to drop in on us. We are grateful to him.
What is my right hon. Friend doing to encourage Welsh businesses and consumers to seize the opportunity of a global Britain by boosting imports and exports to increase consumer choice and helping businesses to create more good jobs as we leave the EU?
My right hon. Friend the Secretary of State for International Trade has established the UK Board of Trade, and I am pleased that Lord Rowe-Beddoe and Heather Stevens sit on it as Welsh representatives—their reputation goes well before them. Businesses are already responding. I have already quoted the encouraging export data, but clearly there is more work to do.

As I mentioned to the hon. Member for Islwyn (Chris Evans), I am encouraged by their interest and commitment. Japanese companies, by tradition, make long-term investments. The first was in Bridgend—Sony was one of the first—in 1973, and they have similarly committed that they want to remain with us for the long term to come. [Interruption.]

My hon. Friend is absolutely right. North Wales has a huge contribution to make in terms of employment not just in North Wales but throughout the UK. The Government’s emphasis on having a north Wales growth deal is dependent on linking north Wales to the northern powerhouse. To develop that link, I was pleased to visit north-east Wales and Chester recently with the Minister responsible for the northern powerhouse. There is an appetite in north-east Wales to work on a cross-border basis for the benefit of our local economies.

Commons ChamberI am grateful to my hon. Friend for that question. When we move from the basic minimum wage to the national living wage next April, there will be an increase of 7.5%. That means that 100,000 people in Wales will benefit immediately from next April.
9. What assessment he has made of the effect in Wales of the Government’s measures to support small businesses.
Small businesses are the lifeblood of the Welsh economy and are leading the way in creating new jobs and driving growth. There are now 22,000 more businesses in Wales than in 2010. Supporting these businesses to grow is a key part of the Government’s long-term plan for Wales and the UK.
Does the Secretary of State agree that infrastructure is critical to supporting small businesses and that the electrification of the Great Western railway, which serves my constituency too, will unlock social and economic opportunities for his constituents and mine?
I totally agree with my hon. Friend. Of course, investing in the Great Western line is just one part of the largest programme of investment in British railways since the days of Isambard Kingdom Brunel.
