Commons ChamberI am grateful to the shadow Secretary of State for his questions, but I have to say that I will take no lessons from those on the Conservative Benches on good government. The approach to funding allocation is based on need, on deprivation, on population and on bus mileage, whereas his Government wasted millions of pounds in forcing areas to compete against each other, picking winners and losers, raising expectations and leaving some Tory-controlled areas such as Essex, where I was this morning, with absolutely nothing from the bus service improvement plan process. This formula and the funding allocated is a fair arrangement, ensuring that every area of the country gets the service levels it needs and can build the improvement plans that it wants.
I have to say that I will also take no lessons on ideology. For four decades, England outside London has experienced the failed deregulation of bus services, leading to a steady decline in passenger numbers. This funding is backed up by a once-in-a-generation reform to our bus policy, ensuring that we can deliver better bus services in every corner of the country, with public control backed up by funding and a Government who believe in buses.
I welcome the Secretary of State’s £9 million investment in the bus system across my constituency. Given the comments she has just heard, does she agree that it takes a Labour Government to really understand not just the cost but the value of public transport, and that our Labour Government are getting on with the job of delivering better buses for our communities?
I am grateful to my hon. Friend for her support. Not only are we ensuring record funding for the majority of areas in this country; we are pushing ahead with reform. There is no point throwing money at a broken system, as the previous Government were so content to do. I am delighted that we are able to deliver better bus services for the people of Luton.

Commons ChamberI completely empathise, and agree that the situation in Oxford is not good enough. The hon. Lady’s characterisation of Network Rail is partly why it is being abolished as we establish Great British Railways. I will of course meet her to discuss how we can improve the situation.
I welcome the Transport Secretary’s comments today, and her emphasis on good industrial relations in the rail industry. Why does she think that this Labour Government were able to work with trade unions such as ASLEF to end the national strikes, improving services for passengers within weeks of taking office, when the previous Conservative Government were unable to do so over several years?
The truth is that the previous Government deliberately provoked and prolonged that strike, the longest in the history of our railways. They budgeted for a pay settlement not far off where we landed, and that pay settlement has already paid for itself through increased revenue and improved services for passengers.

Commons ChamberI congratulate you on your new role, Madam Deputy Speaker. I also congratulate the hon. Member for Hertford and Stortford (Josh Dean) on making his maiden speech. I am sure that he will learn and appreciate, as the weeks, months and even years go by, that there are times when we will argue and debate in this place, but there are many things that we also have in common. Like him, I left school and did not go to university until much later in life. The other common point I will mention—I will come to this in my contribution—is the importance of rail links to our local communities. They create a link to opportunity for young and old alike. I sincerely wish him well.
I was clear in my contribution to the King’s Speech debate that where I agree with the Government, I will say so. As a former Rail Minister, I would be one of the first to agree that the rail system needs reform. Post pandemic, we have seen that commuting and business travel have changed beyond all recognition, but so too has leisure travel, and the demand has changed greatly. The current system needs to make greater use of the public-private model, but crucially, it must also have a greater passenger focus.
There are 20 franchise train operating companies in Great Britain, with—let us be honest—levels of operational performance and cancellations that vary dramatically, as I am sure all across the House would agree. There is nothing more frustrating for someone than arriving at the train station on their way home at the end of the day, or at the end of the week from this place, only to find that their train is delayed or, worse still, has been cancelled.
For example, at one end of the spectrum, we have Avanti West Coast, one of the worst performers; its contract expires in 2026. Let us contrast that with West Midlands trains, one of the much better performers; its contract expires in September this year. I would hope that if the new Government were truly passenger-focused and wanted to get us moving forward, they would seek to address the worst performers first.
I have a few questions that I hope the Secretary of State or her Minister will answer in their summing up. What does the Bill actually mean for passengers? I have yet to understand that fully. I have yet to hear the Secretary of State confirm that prices will be cheaper, but perhaps she can do so today. We have heard that there will be a focus on the taxpayer, but what about the traveller? For too many, rail travel is still unaffordable, and I fear that it will become more unaffordable under these proposals.
What about the other aspects of the services? Will cleaning contracts be nationalised? What about catering? Will we see a return to the days of the British Rail sandwich? I do not think I am quite old enough to remember those days, but I have it on good authority that the British rail sandwich is somewhat emblematic of the unappetising fare of the nationalisation of our railways.
What about ticket offices and ticketing? We have heard that there should be improvements to ticketing, but what plans does the Secretary of State have? Will she keep them open or close them? Will there be more staff out on the platform to help passengers?
The right hon. Member mentioned ticket office closures. I remind her that that was the proposal from her previous Government.
I congratulate all those who have made maiden speeches this evening, especially my hon. Friends the Members for Hertford and Stortford (Josh Dean) and for Stevenage (Kevin Bonavia), fellow eastern region MPs with whom I have campaigned long and hard. It is a delight to see them here in the Chamber.
It is a pleasure to speak in this important debate, and to express my full support for the Bill. I welcome the ministerial team who are taking forward one of the early Bills of a Labour Government. For too long, my constituents have paid high fares in exchange for unreliable train services and crumbling infrastructure. Having commuted throughout my working life—nearly 30 years—I have experienced at first hand the effects of three decades of a fragmented, failing privatised system. Under the Tories, fares rose almost twice as fast as wages and cancellations soared to record levels, while failing train company executives boasted of receiving “free money” from taxpayers. The privatisation experiment has failed; Britain’s railways are broken.
UK Government subsidies and passenger fares have benefited not only private companies but foreign Governments. Trains on UK railways are almost entirely owned by foreign state entities. Ironically, that means that my commuting constituents are effectively subsidising rail passengers in France, Germany and Italy, as was explained so well earlier by my hon. Friend the Member for Middlesbrough and Thornaby East (Andy McDonald). Labour’s bold and progressive plan to bring rail passenger services into public ownership—a popular policy supported by 54% of voters in May—will address and rectify those failures. I might add that it is because we have left the European Union that we now have the freedom to implement this reform without being constrained by the EU’s third railway package, which requires that passenger services be opened up to international market competition and the extraction of profit that entails.
Our Bill will save taxpayers tens of millions of pounds annually that are currently paid out in fees to private sector operators, as demonstrated by the now publicly run LNER, which submitted a £40 million dividend to the Department for Transport in 2022. This money will be used to introduce a best-price guarantee for ticketing, to improve timetable co-ordination, to reduce delays, and to grant automatic refunds for delays and cancellations, putting passengers back at the heart of the service. Our plan will also benefit workers across our rail system, including some of my friends, who are very loyal to our railways.
I commend both ASLEF and the RMT for their long-standing campaigns in support of the renationalising of our railways, and I stress the importance of working closely with unions to ensure fair conditions and respect for all rail workers. I, too, refer Members to my declaration of interests, and I am proud to do so. While this Bill addresses passenger services, it is only the beginning of our plans. The wider future railways Bill will deliver root-and-branch reform of the railways, and will be crucial to reviewing rolling stock and rail freight operations to ensure that environmental issues are taken into consideration, and to working towards a fully integrated railway system.
Given that we are talking about railways, I must take the opportunity to highlight, briefly, the state of Luton station. Despite the long-awaited Access for All commitment to the installation of lifts—due to start this summer—the station is not fit for purpose for the 21st century, and needs full regeneration. Having campaigned on the state of Luton station since I was first elected as an MP—with a few small wins, including ensuring that part of the station canopy was fixed and successfully keeping the ticket office open—I should like to raise the issue of its full regeneration with the new ministerial team and their officials, and I will be in touch with the new Secretary of State to raise it on behalf of my constituents.
I am very pleased that the Labour Government will provide a reliable, safe, efficient, accessible and affordable transport system that supports our five national missions by, for example, promoting greener transport options and facilitating key workers’ commutes. This Bill marks a historic first step towards creating an integrated, publicly owned railway, an achievement of which Labour can be truly proud.

Commons ChamberThe Government are providing the largest public investment in buses for a generation, providing more than £4.5 billion-worth of services in England outside London since 2020, as we rebuilt post covid.
My constituents are deeply concerned about the proposed cuts to the 78, 79 and 200 bus routes linking villages and towns in Bedfordshire. That is in the context of the Government’s own latest bus statistics, which show that in the last decade the bus sector in England outside London lost 15,000 workers and had around 600 million fewer annual bus passenger journeys. The Government’s bus strategy, published in 2020, is not reversing that decline. Will they commit to reversing the ideological ban on municipal bus companies and ensure that all local authorities get sufficient funding to deliver the bus services our communities need?
The hon. Lady seems to have forgotten the covid pandemic. The number of local bus passenger journeys in England increased by half a billion—that is 19%—in the financial year ending March 2023. Her local authority received extra BSIP-plus—bus service improvement plans—funding of £19 million. I urge her bus operators to sign up to the £2 bus fare, which has been transformational across the country in raising bus numbers.

The Prime Minister’s Network North plan did just that—electrification for Hull, between Sheffield and Manchester, and between Sheffield and Leeds. They are vast projects, not small projects. With regard to East West Rail, that is the upgrade of an existing line, which has its bridge sizes all the way through from Winslow to Bletchley, so it is difficult to put electrification on to that part. Let me remind the hon. Lady that there has been more than 1,200 miles of electrification in the past 12 years compared with just over 60 miles in the 12 years before that. I think that is a pretty good record.
I, too, have met workers from the Alstom plant in Derby and, as a Unite member myself, representatives of Unite as well. It was pleasing to hear that workers, representatives and management are united in their desire to retain good, high-skilled manufacturing jobs and train production there. I want to press the Minister again about recognising the importance of retaining the only end-to-end train production facilities in the UK during this short-term blip in production, so to speak. Does he agree that this investment in public transport is vital if we want to tackle the net zero challenges we face?
The hon. Lady is correct: that is vital. The challenge, and it is a good challenge, is that we now have four manufacturers, and we need to help them with international orders. That is why I sometimes go abroad with trade envoys from those companies to export around the globe. The average age of our rolling stock is down to just under 17 years—six years ago, it was 20 years—and as it gets fresher, there is a challenge with pipelines as well. However, we are bringing contracts forward so that we can fill the order book better.

The Beatles analogy rather flew past me, I am afraid. Let me repeat the statistic to my hon. Friend: 99% of all tickets can be purchased from a ticket machine or online. In terms of the 1% we need to work on, I have asked the industry and officials to speed up the process, so that more tickets can be purchased in that manner and ticket machines can be changed so that that can occur. I seek to work with my hon. Friend to convince him that that is the right approach.
As the former Chair of the Transport Committee and having spent all my time on transport since I became a Member, I would not be making this statement if I did not believe this was the right thing for the railway and for passengers. That matters to me hugely. I am not a stooge; I do this because I think this is the right thing to do, it will create a better passenger experience and it guarantees our future in rail.
The Minister spoke of modernising passengers’ experience of railways. Having visited, he will know that Luton station is not fit for purpose and that the ticket office is integral to the upper level walk-through from the town centre to High Town. Any closure of the ticket office will pose risks to the security and safety of staff and passengers. Crucially, can the Minister assure me that the proposed closure of ticket offices will not be used as a reason to delay, decrease or halt refurbishment of stations that are in need of renovation in the future, such as Luton station?
I have stood at the Dispatch Box and assured the hon. Lady that the maintenance improvements for Luton station will start in August and will be delivered by the beginning of next year. I can give her that assurance. This programme is completely separate and does not have any knock-on effects regarding the Access for All programme, through which 400 stations will have been given step-free access by next year.
As part of the process for the programme, passengers will have a three-week period during which they can provide their views on individual stations, so they can give their views on Luton station. There will then be a 35-day period during which passenger groups will assess what they have seen, and they can work with train operators on issues with which they are uncomfortable, perhaps for reasons of meeting accessibility needs. Finally, the Secretary of State will determine matters, if the two parties cannot agree. So there is a process in place to ensure that every station meets its requirements, which they must do from an accessibility perspective. None of that changes through this mechanism.

Commons ChamberMy hon. Friend might know that I visited Devon in a previous incarnation as roads Minister precisely to look at its innovative work on potholes. She will also be aware that the Government are investing £5 billion in local highways maintenance outside London, with the mayoral combined authorities already receiving CRSTS—city regional sustainable transport settlement—money. It is up to each local highway authority to decide how best to spend that money, but of course we do expect them to be able to account locally and we also think about how roads are surveyed and assessed and how well they are being treated as assets by those authorities.
With Luton Town being promoted to the premier league last week, many fans will be travelling by train, including from London clubs such as Arsenal. However, as the Minister knows, Luton station is sadly not accessible for many people with mobility issues, and while he has confirmed Access for All money is forthcoming to put lifts in the station by next year, what recent conversations has he had with the Sport Minister, the right hon. Member for Pudsey (Stuart Andrew), regarding accessibility of the rail network for travelling sports fans?
I congratulate Luton Town. As the hon. Lady knows, my family are big supporters; they have been there through the bad times and they will be there in the good ones as well. I also thank her for showing me around Luton station. I am committed to ensuring that Access for All is delivered at that station on time; any attempts to push back will not get signed off by me. On her campaign on the leaky roof on platforms 1 and 2, which she showed me, the work will start in August and complete in early 2024—I thank her for that.

Commons ChamberI am grateful to the right hon. Lady for welcoming today’s decision. It is a moment to reset relationships to improve services for her constituents. On the specific question of the toilets at the station, I do not have the details to hand, but on that and her specific request to meet MPs from the Humber area, I will make sure that the rail Minister responds accordingly and sets up that meeting, at which she can discuss that issue and other colleagues can discuss appropriate issues for their areas.
Privatisation has led to the break-up of not just track and train but infrastructure, such as at Luton station. I am thankful that the rail Minister visited and has seen it for himself. He knows that I am very passionate about standing up for my constituents, and we will soon get our lifts installed. The leaks in the roof have impacted a small local business —the café—and commuters cannot get their cup of tea in the morning. Despite that, the small business moved back in, with the leaking roof, in order to survive. Will the Secretary of State please press upon Network Rail to at least fix the leaks in the roof at the station, if nothing else?

Lady and I co-chaired the all-party parliamentary group on the western gateway, so I am very familiar with the requirements for connectivity between south Wales and the south-west. On the specific scheme she mentioned, the south Wales relief lines upgrade is now being progressed to a full business case and that will receive very careful consideration by my Department.
Good morning to you, Sir. The jet zero strategy was published in July 2022, and sets out the Government’s approach to decarbonising UK aviation. The strategy focuses on the rapid development of technologies in a way that maintains the benefits of air travel while also maximising the opportunities that decarbonisation brings for the UK.
The new electrically powered Luton DART—direct air-rail transit—is critical to the future sustainable growth of London Luton airport. It will help increase the number of passengers accessing the airport by rail and support the delivery of Luton Council’s 2040 vision of a carbon-neutral town. Do the Minister and the Secretary of State agree that the Luton DART will help reduce the environmental impact of journeys to and from the airport and congestion on surrounding roads, and may I take this opportunity to invite them both to come and visit?
How extremely kind of the hon. Lady to extend that very interesting invitation. I would accept in a flash except that I do not want to usurp the prerogative of my colleague in the House of Lords, so maybe I can pick up with her. I am very interested to hear what the hon. Lady said and very grateful for the update. I will ask my officials to look closely at that.

That, may I tell my friend, is a question that the Minister will be delighted to answer. Net zero is exactly what it says: net zero. The production of electric vehicles is part of the net zero calculation, but the Minister understands that better than I do. I wonder whether the Minister would update us on the ZEV mandate.
I congratulate the hon. Member on securing this important debate. I want to reference the ZEV mandate, particularly in relation to van production. The hon. Member mentioned manufacturers; I am alive to the fact that van production in Luton is currently diesel, but we want to see a transition to electric vans. That is the target, but we need to see Government support for the electric van manufacturers to ensure that we can make that transition. Does the hon. Member agree?
I agree with that point. I would expect the hon. Member for Luton South (Rachel Hopkins) to raise van production for obvious reasons. The mandate is a fine idea, but we need the response to the consultation on the mandate. I suspect the companies that the hon. Lady talks to in her constituency want to know the rules of the game before they can work with those rules. I am sure she is looking forward to that point being raised.
The transition to electric vehicles brings into question fuel and excise duty. It is well known that the Treasury is set to lose a lot of money and a new source of revenue will be required. Fuel duty revenues pre-pandemic were about £28 billion per year, and vehicle excise revenues were approximately £6 billion. I cannot believe this has not been discussed in the hallowed halls of the Treasury, but does that mean that road pricing is a serious possibility? There has been no mention of that as a solution from the Government. Does the Minister concur?
