Commons ChamberSuch is the need in York that I have undertaken a comprehensive project on SEND. At a recent constituency SEND summit of parents, agencies and charities, all were desperate to see children have their care needs met. To put it into context, York is the 17th worst area for school funding, and it is in the bottom third for higher needs funding. Children in York deserve the same as children across the country; there should be no differentiation.
I recently met York Hospital’s paediatric team. They highlighted the change that they are seeing. In 2018, they assessed 42 children for autism. By 2022 that figure had risen to 118, and last year it rose again. The story is that funding is not rising with the needs that those children have. The same is occurring for education, health and care plans. We need those rises to be met with increased funding for the workforce—health visitors, physios, psychologists and speech and language therapists —and for special school places and mental health services. We need a comprehensive, multi-agency workforce plan. That is my first ask of the Minister.
Secondly, we know that early investment saves money over a lifetime. We should see that not as spending but as investment in young lives. We need to ensure that children with physical impairments have the equipment they need, so that they are not waiting forever for a wheelchair, for example, but getting it on spec and on time. One of my constituents has now been placed in residential care halfway across the country because they need an accessible shower in their home. As I read this week, saying goodbye brought tears to both parents’ eyes. Goodness knows the long-term costs. We need to smarten up when it comes to children with needs.
This is not just about health or local authority funding; it is also about education. I have seen the travails of teaching assistants in York who have been stripped of 52-week contracts and given term-time only contracts. They are juggling at least two jobs just to survive on the lowest pay scales imaginable. Every day, they teach, nurse and support emotional, physical and mental health needs with a high degree of skill. We need a proper job evaluation scheme and a national pay spine for teaching assistants. They need recognition and wages that reflect it.
As we have heard this week, we also need to consider excluded children. We know from the data that autistic children are almost twice as likely to be excluded with or without a plan, which comes at a heavy cost. The disciplinary process at South Bank Multi Academy Trust in my constituency, about which I am meeting the Minister shortly, is turning away children with SEND at such a high rate. Children there are melting down at home because they are not getting the support they need. My third ask of the Minister is that, when he leaves the Chamber, he goes to the Department, rips up the draconian guidance on discipline, and starts again by instituting therapeutic schools.
Fourthly, we need to have a look at the shortage of childcare and special support after school, during holidays and out of school. I thank York Inspirational Kids, Snappy, Choose2, the Island and so many more for the provision that they offer, but their funding is also challenged. We need to ensure that they get the resources that they need to provide support for children outside school.
For far too long, parents have battled. They are battling, they are fighting, and they are exhausted because they are not getting support. They wait for months and years to get the diagnosis that is key to unlocking everything. We need to ensure that parents who are waiting for a diagnosis get the advice and help that they need to best support their children in those early years. What a difference that could make for them.
I thank all those who work in SEND in my constituency. I know how desperate they are. They are stressed and stretched because they are trying to deliver far more than their time allows. We value every penny spent in their direction, but we need to look again at the funding formula, which is simply not working, and ensure that we see it as an opportunity for the future. Invest in these children—ensure that they have the opportunities they need.
Finally, we need a complete overhaul of the SEN improvement plan. It needs to be far more evidence-based, based on the data as well as the best therapies possible. We need to look around the globe at where they get things right first time, and ensure that our children get that benefit too. Ensuring that services are properly funded will make such a difference to these young people. It will give them the opportunities in life that they are currently being denied; it will help to heal the relationships between children and parents, which are often so stressed as they struggle to get by, week by week; and it is the right thing to do.

Commons ChamberI congratulate the hon. Member for Brighton, Pavilion (Caroline Lucas) on securing this important debate and the Backbench Business Committee on granting it. Research in 14 different European countries has shown that the UK’s record is woeful, with biodiversity, wellbeing and natural connection the worst among those countries. Among the G7, we come bottom and across our world we are in the lowest 10% of countries. So today’s debate should kickstart the Government’s thoughts, as well as drive forward the Opposition’s ambitions to establish a plan for nature. I welcome that the Government this year published the environmental improvement plan, but its 10 goals lack ambition and teeth, and the rigour we need to ensure that the commitments in that project are delivered in a timely way.
In the south-west, only 5% of land is accessible to the public. A lot of green-belt land is privately owned and therefore not accessible to them. Does the hon. Lady agree that part of the plan should be to open up green-belt land to the right to roam?
I absolutely agree. The historic injustice in who owns our land across our country has to be addressed. We have much work to do on that. The environmental improvement plan does not address those issues, which must be addressed, so that everybody can have access to our natural environment.
The plan also lacks ambition when it comes to addressing inequality. The word “inequality” is not sewn through the plan and it must be. Inequality is why we are standing here today, whether that involves the historic injustice of who owns the land in Britain, or the diversity of our communities, where access is far more restricted for those from the most deprived communities—something I recognise within my constituency. Just 8% of England is covered by the right to roam, and 3% of our rivers and 15% of our woods.
We are indebted to Chris Smith, and the work he did in bringing in the Countryside and Rights of Way Act 2000 to open up access to mountains, moors, heaths, downlands and common land. However, even after those efforts, most of our country locks us out. We need a fresh start and I believe my hon. Friend the Member for Leeds North West (Alex Sobel) will have that ambition when a Labour Government come in. Even in York, with our incredible bioeconomy, pathways are still closed to the public as developers buy up land and lock them out. We need to address that injustice too.
I personally have known the enrichment that access to nature gives. It is my place to go for restoration. It is a privilege to walk many national trails, over hills and mountains, to be lost in complete wilderness when finding myself, and to cycle the breadth of the country. Even in my constituency, each day, I seek to have a brisk walk to enjoy the rivers and strays, and the environment that comes into the heart of York. I always say that the most important skills I ever learnt were to ride a bike and use a map and compass, yet many of our young people today have no access to either. It is so important that young people learn those vital skills as part of their formal education process. Many youth organisations such as the Brownies, Guides, Scouts and Cubs teach those skills, but every child should have that enrichment.
I will never forget talking to a teacher at Carr Junior School in Acomb in my constituency, who talked about how the children in her school had never seen crashing waves at the seaside and never felt the “sand between their toes”. We have incredible assets across our country, but our children cannot necessarily access them unless their schools have proper funding to afford those trips, or unless we have a strategy that really focuses on young people getting that love of nature.
I agree with the hon. Lady’s point. One visit that I did during my time as Schools Minister was to a primary school in Hastings and Rye, which was all of a mile and a half from the sea—admittedly up quite a high cliff—and I was struck by the headteacher saying that probably two thirds of the children there had never been to the seaside. That is an extraordinary example of how, even with very small distances, communities sometimes get locked in and do not have that opportunity to go and enjoy the natural resources right on their doorstep. It is crucial that schools are resourced but also challenged to provide that engagement with those natural resources, which might be close by but are still considered inaccessible.
I thank the hon. Gentleman for that point and could not agree more. It often comes down to funding in schools and being able to afford those opportunities for young people to experience the natural environment. That should not be the case, because we know how that further bakes in inequality. Of course, at a time when children really need to access nature, they are denied it. We have such incredible assets all around us, so we need to provide that opportunity to young people.
My hon. Friend is making an excellent speech. Will she join me in congratulating Second West Kirby Sea Scouts on the work they do to take children out on the water and give them the experience of enjoying water sports? I met them recently at a May Day fair, where they said they were sure that they would have about 15 children sign up to go kayaking and so forth, but they were looking for volunteers. Does she agree that the work of volunteers is invaluable in that regard?
I am grateful to my hon. Friend. As a former Beaver Scout leader and someone who is much involved in the scouting movement, I know the value that scouting and guiding bring to many of my constituents. Of course, we need scout and guide leaders—that is always the issue. Volunteers gain so many skills as well, so I urge people to come forward and enjoy that too.
We often talk about these things in this place, but if we do not see that opportunity hardwired into legislation and Government strategy, it often becomes talk and not action. For example, I spent six months on the Bill Committee for the Levelling-up and Regeneration Bill, bringing forward amendments that aimed to provide greater access to nature, whether by developing one of the missions to focus on nature or by bringing forward opportunity for access to nature and protection of nature, which is vital at this time.
In that Bill Committee I made arguments about how we use our brownfield sites. I would like the Minister to respond on this. In debates in this place, we often hear that we must drive development on brownfield sites. However, I have witnessed in York how a brownfield former rubbish dump has been turned into St Nicks nature reserve, providing real access to nature in an urban environment. When we are developing brownfield sites, we need to think about opportunities to create wildernesses and parks. We even need to be thinking about exchange with green- belt land so that we do not push everything into the urban centres, denying access to nature to people living in urban environments while there is so much for everybody else. We could look at that policy to ensure that we get a fairer share. With that legislation, we talk about using little pockets of land for development, but those are often where people in those communities have the opportunity to enjoy nature. We should look at protecting those areas for community interest purposes.
I thank those who have campaigned long and hard to provide access, right back to the Kinder Scout movement and to this very day. In York, I see the work that York Cycle Campaign and Walk York are doing to open up access. It is not always just about getting there. That is a major issue, and for that I thank the dales and moors buses who take people out, including facilitating day walks for people from the urban environment, giving them an opportunity to experience the natural environment while ensuring that there are things to do.
That is where i-Travel York comes in. It has created interactive maps so that as people go on cycle routes and walks, they can know what places to go, what they are looking for and what kind of nature to spot. That is why we must ensure that we facilitate the travel. I welcome reducing the cost of buses that go out into the environment, but there is too little infrastructure. We need to address that. People also need to know what to do when they get out into the natural environment and how to enjoy and get the most out of it.
We recognise how during lockdown so many people were trapped in flats and urban environments. Getting that reconnection is really important. Social prescribers are doing fantastic work by opening up opportunities, but we must ensure that they are properly funded and that that programme can be built up even more. We know that when people access nature, their physical and mental health improves. We have heard how about £2.1 billion could be saved, but I agree with the hon. Member for Worcester (Mr Walker) that it could be far more. There is talk of £7.4 billion to the wider economy, and of course there is the difference that could make to people in our communities. The mortality gap in my constituency —just in York—is 10 years, so we know that inequality is clearly embedded in people’s ability to walk and enjoy the natural environment; that must be closed.
We need that programme of nature recovery to be integrated with human recovery. I think hard about what happened after the pandemic in many schools and getting that focus on children’s wellbeing. Some independent schools put farming and engagement in the natural world on their curriculum. However, in many state schools it was a case of young people having to work harder at the core subjects, which the Government identified, in order to catch up—as opposed to being able to catch up with themselves. In fact, that caused greater harm to those individuals rather than the replenishment that nature could bring.
We also need to look at where people can stay when they are out in the community. We have heard much about the opportunity to visit places, but I would argue that people should have the right to wild camp and stay in locations. There is nothing like waking up to the dawn chorus or seeing a spectacular sunset in a wild area and getting that connection with nature. The opportunity to wild camp is therefore really important. Of course, we must preserve that land and take care of it while there. In just a week’s time, I will be packing up my tent and walking the hills with my father, who is now well into his 80s. We are both really excited about spending time together, recharging and climbing those hills once again. It is such a privilege, and I want everyone to enjoy that.
I want to raise with the Minister the decline in youth hostels across the country. I am a life member of the Youth Hostels Association. Rural hostels have been in decline and disappearing, and it is really important that we deal with that so that all ages can engage. In fact, the Government could do so much more to ensure that people have those stopping points. Certainly, for those walking a national trail without the infrastructure there, trying to find somewhere to stay can be a nightmare. I think about the Pennine way—I think it is 276 miles—where several of the youth hostels on the route have now disappeared, which makes it a difficult journey. It is really worth looking at where people can stay, whether camping or indeed in a youth hostel, so that everyone can access nature and enjoy those rural retreats.
In this debate we have talked about such joy, such opportunity and the amazing landscapes we have. Before I close, I want to touch on one more issue: bringing nature into the urban space. In York I want to see a city farm. I have long talked about the therapeutic benefits that could bring. We know from research that when animals are brought into care homes, it has helped residents and older people re-engage, re-live memories and feel connected. I want young people to be able to learn the basics of animal welfare, and for people with mental health challenges, and indeed all of us, to enjoy the opportunities and enrichment that a city farm can bring. We need those facilities in our urban environments to draw out the interest of young people to help them find themselves and to connect.
We need to see so much more ambition. We have a Labour Government coming, and I am excited about that because we can create wonderful connection and restore our rhythm of life.
I must say that, although I have no policy views, I am delighted to represent the Ribble Valley during this debate, and I cannot wait to get back there this afternoon.
Of course, Mr Deputy Speaker. I was just going to reflect on the variety of references that we have had—from Beatrix Potter and Fred Flintstone at Yabba Dabba Do Town to the introduction of paleontology.
Let me set the record straight on publicly accessible land across England. It is not quite accurate to say that it is just 8%. Although I enjoy a hike and getting out on my bike, I also recognise that it is simply not safe to consider the fell tops and mountains to be truly accessible. So I wish to draw the House’s attention to the physically demanding, courageous and relentless work of our mountain rescue and inshore rescue teams and many other volunteers who give up their time—often, their weekends and family time—sometimes at risk to themselves, to rescue others.
On that theme, may I take the opportunity to restate the countryside code, which has been mentioned many times ? It is especially important right now, during the lambing season. In brief, it says: keep dogs under control and in sight at all times; take litter home; leave gates as you find them—if they are open, leave them open, and if they are shut, leave them shut; and, most important, leave no trace.
Members have raised the importance of accessing nature, so I will set out how we can access nature at the moment and how we will improve that. Our public woodlands and forests are mostly open to people, too. Forestry England has 258,000 hectares. There are national parks, as we have heard, including England’s largest, the Lake district, where I live, at 912 square miles. But we do not just want to improve access to nature.
There are 1,800 miles of existing national trails in England and, increasingly, we are committed to making these trails as accessible as we can. It is not just about the square miles; it is about the linear miles too. When complete, at 2,700 miles, the new King Charles III England coast path will be England’s longest national trail and the longest continuous coastal path in the world. The Coast to Coast national trail will add another 197 miles of national trail. When both the King Charles III England coast path and the Coast to Coast national trail are complete, the total length of national trails in England will be 4,952 miles. There are also 43,910 miles of inland waterways in England and Wales. The national cycle network spans 12,000 miles of signed routes for walking, wheeling and cycling and includes more than 5,000 miles of traffic-free paths.
I think that I have well and truly set out that there is far more that 8% of the countryside and indeed urban areas for people to enjoy. That is important because we know the links between greener living and higher life satisfaction, including improved mental health. I am delighted that there have been 7,000 referrals through green social prescribing and we look to do even more of that.
As has been mentioned many times, we published our environmental improvement plan on 31 January with its 10 goals—I recommend it to all Members. In that plan, we have announced our intention to work across Government to ensure that everyone lives within a 15-minute walk of a blue or green space. This recognises the fact that 68% of trips to green space are made within two miles of home, so it is crucial that nature is close to where people live. We will be working with Natural England to achieve this. We have already put in place our green infrastructure framework, which is being used to identify those areas where Government funding should be prioritised, especially where we have higher levels of deprivation.
We are also taking steps to increase the number of routes to and through nature. For example, last week the Bridlington to Filey stretch of the King Charles III England coastal path was opened, connecting thousands of people to the Yorkshire coast.
Mr Deputy Speaker, I really could go on and on about the existing access to nature, but I know that it is important to talk about what we are doing in the future. We have our Farming in Protected Landscapes scheme, which is increasing access to national parks and areas of outstanding natural beauty. It has been incredibly successful, and we will be extending it through to 2025. There has been much reference to the environmental land management scheme, which is enabling farmers to make their land more accessible to people too.
Our local nature recovery strategies will be across all 48 upper tiers of local authorities in England, and will involve working with farmers, private landowners, trusts and local authorities to make sure that we are increasing access to nature. I also wish to mention what we are doing with trees. Our target to increase tree canopy cover to 16.5% by 2050 means that we need to plant about 400 million trees. That will also bring people closer to nature.
In conclusion, connecting people with nature is at the heart of our environmental improvement plan. We are beginning to tackle the inequalities that have been referenced in the debate today and we are doing that particularly in urban areas where there are levels of deprivation, but there is much, much more to do.

Commons ChamberMy hon. Friend is right to raise this issue. Such people are often associated with fly-tipping, which is a blight on our landscape. I will ensure that I raise all the issues he has raised with me with my right hon. Friend the Secretary of State for Levelling Up, Housing and Communities, who has ministerial responsibility.
I am sure that a ministerial colleague in the Department of Health and Social Care will be happy to have that meeting. I would just say that this Government have put more money into mental health services, and we are funding 150 wider capital schemes. This Government have made mental health services a priority.

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for Bristol South (Karin Smyth) and her analysis of “nothing for Bristol South”. I feel that it is the same for York and York Central. The Government have had 13 years and the OBR is hardly complimentary, with productivity dragging, growth the lowest in the G7 and the pace of change far too slow. Of the last 13 wasted years, the past six months have been the hardest for families, businesses and communities; we now have 13.4 million people living in poverty. With sanctioning regimes now to become more brutal and ill people forced into work, we know who is paying the price for this Budget.
For those who got us through the last few years—the health workers, teachers, care staff and so many more—there is the longest pay squeeze for 200 years. Where is their pay rise? Household budgets are set to fall by 5.7%, and 5.1 million people will be hit by stealth taxes. It is the people who have worked their guts out over the last few years, while the top 1% have gained, who are paying for the chaos in Downing Street that has besieged our economy. Take Brexit, which is now costing the economy £100 billion in lost output every year as Britain is becoming increasingly isolated and irrelevant; take the 44-day Prime Minister, wiping £30 billion off the economy overnight. With our global reputation now in tatters, our influence to attract investment, jobs and the very best from across the globe has been stymied.
Thirteen years, and Britain is not booming; it is burning—burning with the injustices that we see each day in our constituencies. Our NHS is grinding to a halt without the staff to heal the sick. There are second homes and Airbnbs for the rich, while ordinary families are locked out of home ownership or even a place to rent. Yet there is nothing in today’s Budget to ignite a new generation of house building. If we on the Opposition Benches had not been fighting each and every day to highlight the prepayment scandal, where the very poorest were forced to pay the most for their energy, the injustice would have just continued. I am glad the Chancellor has at last taken heed, and I trust that compensation is also on its way. Swimming baths were closing their doors as the float never came in time, while the Prime Minister spent tens of thousands on his own; again we had to fight, and at last the lifeline has been thrown.
Let me turn to childcare. It is right to invest in our children, but ratios matter because quality matters. The cost of childcare in my community is stripping parents and children of any opportunity. The average monthly cost of childcare in York is £1,083.33, while the average wage is just £1,980: 54.71% of wages spent on a service that enables parents to access work. Today’s announcement takes us forward but we need a workforce plan to ensure that those working in the sector—mainly women—receive a wage that reflects the value of their job. It is always the same with the Tories: too little, too late. It matters, and it matters to my community in York.
On hearing about Great British Nuclear, I think of the Great British Railways competition, which would accelerate investment in Britain’s rail supercluster and place York back on the global map for rail. The competition was launched over a year ago and the announcement is over nine months late and still to come. Of course, that has an impact on the 5,500 jobs in advanced and digital rail in our city, with nervousness that it may not come at all in favour of political expediency elsewhere. Had it landed in time, we would already be accelerating the economic, research and innovation opportunities, as well as getting our trains running.
BioYorkshire—Britain’s largest green new deal—is about transitioning to a sustainable future while creating 4,000 green collar jobs, upskilling 25,000 people, generating income through start-ups and spin-outs, cutting carbon and landfill, returning value back to the Treasury, and creating new insect and hemp technologies. Quite frankly, it is one of the most globally transformative projects around. It was first raised in this House two and a half years ago, but we are still waiting. We have been waiting years for this Government to make up their mind how to fund it. All the time, opportunity is wasted, and our planet is melting and burning.
Born out of XR Stories, our creative sector has made York a UNESCO creative city of media arts and is leading the sphere in generating digital creative jobs in digital film, games and creativity, but where is the funding opportunity? Brilliant artists, technicians and so many more are waiting for the chance to help Britain back to its feet, but there is not a penny in the Budget for York’s science and technology superpower. Of course, we also have York Central—a site that is begging for attention and a major opportunity for investment—but yet again the Government pass it by: too little, too late.
Those are three brilliant clusters that the Government should be fighting to invest in—three brilliant projects that will not just level up my city by creating the jobs that are desperately needed in post-industrial York, but will benefit the region and the country and advance tech, science and climate mitigation around the world.
In York we think big, we plan hard, we build strong relations and partnerships, we attract the very best brains and we determine the greatest opportunities, but we have a Government who do not back those opportunities for our young people. As we have shown in the past, when people put confidence in York, we go far in what we achieve. Instead, we have seen nothing today. The next generation is losing hope and losing the chance to do something special. The Treasury is losing income and ultimately my community is losing the chance to create the next generation of jobs in our city, which is desperately needed to close the ever-growing inequality.
While some will be breathing a sigh of relief as they scoop funding for investment zones, York has been left with nothing in this Budget to enable our well-planned investment opportunities to flourish. This decision fails the people of my city, who are fighting for a decent job, a decent home and a decent future. Today, it feels as if the Government have missed a chance once again, aimed below the bar, looked down instead of up and reverted to type, dishing pots of money out here and there in desperation to win the next general election, not the next generation. But the next general election is coming, and the next generation is rising. It is their jobs, their hopes, their planet, their dreams and their future. They are clear that they have had enough. Let us have that general election and let us have a Labour Budget.

Commons ChamberThe House is united this afternoon as we are the voices of our communities—the very thing the BBC should and must be into the future. I congratulate the right hon. Member for Hemel Hempstead (Sir Mike Penning) on securing today’s timely debate, as the BBC is well into its consultation. However, when I spoke to the BBC just this week, my conclusion was that it had got the question wrong that it is trying to solve. It is almost running in the opposite direction of the challenges it is trying to address, but also of the way our country is moving.
Ever more we are seeing devolution and therefore more localism and more need to hold local politicians to account. In the midst of the identity crisis we face as a nation, people are drawing into their local roots to find and build that identity. That is the one thing the BBC can do so well because it is not just about broadcasts; it is also about being in the community. The journalists and programmers live in our communities and know them. They have the connection with the people across the communities. What the BBC is doing with this proposal is drawing everything back to the centre. This centralised idea of what the BBC should be to local people will be determined in London, as opposed to in our communities. That is where this proposal is fundamentally wrong. It asks the wrong question of the problem.
When I met BBC representatives earlier this week, I said to them, “Over the next two years, you should set a challenge to every local BBC station across the country and say to them, ‘We want to move in the direction of digital, because that is where the world is going and we understand that, but we also need to keep a strong broadcasting sector in place. Why don’t you, as local BBC teams, take that problem away, sit around the table, find your own local solutions, and see where that takes us? Let us see the innovation that comes from our brilliant journalists, programmers and staff across the BBC. Let them set the pace for their communities, because they know what their communities need.’” Instead, what is happening is that everything is being sucked into the middle—into the heart of London—where decisions are being made by somebody who does not know our communities, who does not understand the different populations that need to be served, and who does not know the stories that people want to hear.
We have heard about the importance of connection. Across our country, we have 9 million people who are lonely. That is shocking, but the BBC is a friend to those people. We know that 25% of lonely people switch on their radio as a way of making their connection to the outside world. Will we seriously make them withdraw even further from our society as a result of this programming process? It just does not make sense, and it does not address our societal needs, which is exactly what a public sector broadcaster should do.
Redundancy notices, or at-risk notices, have been issued to staff just weeks before Christmas. Forty-eight jobs will disappear across the BBC. They are the jobs of broadcasters and planners—people who worked right through the pandemic and who served us so well over that time. Now they are worried about their future and about having their professionalism undermined, at a time when their advice is needed to shape the future of British broadcasting.
The BBC faces challenges: local radio and local BBC have been massively cut already. Instead of managing that decline, which is what is happening, the BBC should grasp the reality of where it is and where it needs to get to and then rise to the challenge, embrace this as an opportunity, draw in all the skills from the broadcasting community and ensure that it is ahead of the curve. It should be strategic and think about what broadcasting and its unique selling proposition could be, to shape the future of broadcasting across our country. It should be not following but setting the agenda. That is what it did on its inception 100 years ago, but it seems to have lost its mission. That is why I say to the BBC that it is following the wrong course.
Moreover, as we see more and more devolution and more elected Mayors, people across the country are demanding to know more about what is happening in their area. As they need jobs and housing within their community, they want to know what is happening. It is important that those stories are told. After all—I mean this with no disrespect to friends and colleagues across Yorkshire—people in York want to know what is happening in York and North Yorkshire. They do not necessarily want to know what is going on in Leeds, Sheffield or elsewhere in North Yorkshire, because they are different communities. What matters to them is what is on their doorstep, what is going on in the local school or the local community centre, and what is happening in their city with jobs, housing and so on. That is why local radio is so important.
BBC local radio is also the authentic voice of what is happening across our airways. What happens in this place is almost BBC entertainment at times, but when we think about the stories, we realise that they do not break in Westminster. They happen in villages, towns and cities across our country. Sadly, that is where tragedy happens, too. I think of Claudia Lawrence who went missing in my constituency. Would regional BBC really care about reporting that story 13 years on? Will they keep coming back to that story? BBC Radio York does, however, because she matters to our community and it matters to her family. We need to keep those connections in place—to remember people, to tell those stories, to reflect on the good times and the bad times—and the BBC can only do that if it is located and broadcasting in the community.
In York, we will see a serious cut in the number of hours of broadcast, from 105 to just 47—nothing at all. At 2 o’clock we will switch off from having our own identity and will be merged into the mash of all the media outlets out there. That will certainly not deliver to our people.
I remind the BBC of what happened during the floods of 2015, a really challenging time—we have heard about covid and about other weather event—when day and night journalists were out across our communities, reflecting and telling the story, helping where no other messages were coming through, able to get out vital messages about safety and security, and comforting people at a time of real fear. It sticks in everybody’s mind how they were always there, because the BBC is always there—out in the communities, out in the reaches, telling the stories on their doorstep. That is why we need good, strong local radio, day and night.
It almost feels as though the BBC has lost confidence in itself, its purpose and its mission. I know the people working across BBC Radio York, who do an incredible job, are not just names, but part of our York family. That is why the station is so special and why we must keep fighting for it. Whether it is Jonathan, Adam, Elly or Georgey, they are part of our daily diet as they share what is going on in their own way. Often people say, “Oh, local radio—that’s where people do their training before they get on to the serious stuff in Westminster or move on.”, but in my experience, these are the very best of journalists, the very best of planners and technicians. They know their trade and they are skilled at it, and they have so much to pass on for the future of radio.
That is why it is vital that the BBC asks the real question: what does it want of itself for the future? The only way it can do so authentically—the only way it will have a future—is if it goes back to its communities and its experts across the field and asks them, “What is our future?”. Instead of determining it from here in the centre, the BBC must go back and start the process again, determining its way forward by saying, “We need to be part of the communities from which we once came.”
Indeed, and the Media Minister was actually due to meet Ofcom this morning, I believe, but unfortunately that obviously changed because of her illness. However, she will continue to work with Ofcom to make sure that the greatest pressure is brought to bear on this.
Separately, we have asked the BBC for advice on how it would manage a major local incident—we have heard a lot about flooding today, for example—that requires a dedicated rolling news service, given the BBC’s important responsibilities under the charter and agreement to support emergency broadcasting. The latter is really important. At its best, for example during covid, BBC local radio is able to bring communities together. It plays a vital role in reflecting local experiences and delivering local news. It is a lifeline, as we have heard, for many older people living in rural areas, and it is a source of reliable information in emergencies, which is part of its public value.
The Secretary of State also raised the BBC’s proposals with Ofcom last month, and it has confirmed that it is monitoring the BBC’s local radio proposals in England. In particular, it will scrutinise the BBC’s detailed plans for sharing programming on local radio. Ofcom has made it clear that it expects the BBC to continue to deliver for all audiences as it transitions to a digital-first organisation, and will hold it to account in areas where it needs to do more. As I say, we will continue those discussions with Ofcom to make sure that happens.
I want to take this opportunity to stress that the BBC is, rightly, operationally and editorially independent from the Government, and decisions on service delivery are ultimately a matter for it. The BBC agrees with the Government on the need for the organisation to reform over the coming years, and recognises that there will be challenges as the BBC moves towards becoming a digital-first organisation and that those reforms will involve difficult decisions.
I held something back from my speech because I wanted to put it specifically to the Minister. If the BBC were to put the question I suggested to local radio about making its own reforms, would the Minister and the Department step in if it was to build new partnerships, perhaps with universities and other community groups, to strengthen the local position of the BBC and to have further reach but also greater capacity for the future?
The hon. Lady raises an interesting point, but I would not want to put words in the Media Minister’s mouth. I will certainly make sure that she reflects on that, because I do not want to be treading on her toes or to make her decision. I know she will have heard that. I am sure she will be flicking over from BBC Radio London, on her sickbed, to the Parliament channel to hear what is discussed today, so she will have heard what the hon. Lady said.
The Government welcome the BBC’s plans, as part of the reforms, to maintain its overall investment in local services, and that includes £19 million from broadcast services being moved to online and multimedia production to adapt to audience changes. The BBC has also confirmed that it is protecting local news bulletins throughout the day and local live sport and community programming across all 39 stations. There will be fully local programming between 6 am and 2 pm, with neighbouring or regional sharing in most of the remaining listening hours. We have heard the difficulties that Members have with that regional sharing. In Northern Ireland, we understand that the changes will result in local investment in BBC iPlayer, which in itself is to be welcomed. But the recent announcements do appear to fundamentally change important BBC local services, particularly BBC local radio, which is an essential part of the public service remit.

Commons ChamberHigh Speed 2 will transform rail travel in this country. It will build opportunity and boost the economy through national regeneration and the widespread creation of jobs. HS2 will go to Preston from the moment that it opens for operation. That means that facilities at Preston will be upgraded, including a new platform that will also see a direct HS2 service from Birmingham, increasing the frequency of connections to the UK’s major economic centres.
Turning to the east, better connectivity strengthens the economy and strengthens opportunity—Labour’s twin ambitions for Scotland. With York having such a pivotal role on the whole network, what discussions is the Secretary of State having about investing in rail north of York to ensure that connectivity right into the heart of Scotland?
The hon. Lady and I share exactly the same ambition: faster rail to York, which will mean faster rail to Scotland.

Commons ChamberWe have agreed a deal with the EU that fully delivers for Scotland and the rest of the UK. Our deal provides Scottish businesses with exceptional access to the EU’s market: it is the first time the EU has ever agreed a zero-tariffs, zero-quota deal. But of course we also now have the freedom to strike new deals with the fastest-growing parts of the global economy.
But almost one in six jobs in Scotland is based in the financial and business services sector, which is dependent on the UK Government negotiating a trade in services agreement with the EU, having failed to do so before the end of last year. What progress have the Secretary of State and his Cabinet colleagues made since leaving the transition arrangements in this area? What further steps is he taking to ensure that these jobs are secure for the future?
Alongside the agreement, we agreed a joint declaration on regulatory co-operation in the area of financial services. The parties will codify that in a memorandum of understanding by March.

I regularly meet Scottish Ministers to discuss matters of importance to Scotland. Funding for the voluntary sector and community organisations in Scotland is a matter for the Scottish Government. I take this opportunity to pay tribute to the enormous work that charities and voluntary organisations do, in Scotland and the UK, to support our communities through this very challenging period.
Charities and social enterprises are never more needed across the UK, but may I correct the Minister? The Government put forward a fund of £60 million for charities within the devolved authorities, so I would like to know how much the Scottish charities have received from that fund and what representations he has made for its extension, because charities are never more in need.
The funding that is given to the Scottish Government does not necessarily have to be used exactly for those purposes. They can supplement that as well out of the general funds that are transferred—the £8.2 billion. I am very happy to look into how that money is being spent, and I refer back to the point that my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) made about the questions over how the £2 billion has been spent.
