Commons ChamberWe have the most amazing resource in the armed forces—our people—and we want to give them the very best opportunities as they leave the armed forces. The bursary scheme offering up to £40,000 for them to train as teachers is a great opportunity. Our armed forces often have some amazing technical expertise that they will be able to bring straight to schools to benefit future generations.

I entirely agree with my hon. Friend. Some of what we have been discussing, such as the fundamental requirement for hard power that we can project around the world—the doctrine and force plan—was contained in the strategic defence and security review laid out in 2015. The concept of joint force 2025 was sound. It laid out that we need a war-fighting division of 50,000 soldiers, carrier-enabled power projection and a significant air group, including Typhoon and F-35. As a concept and a plan, it was sound. The problems with the SDSR 2015 were on two fronts. First, there were significant funding problems. The budget for SDSR 2015 was predicated to a degree on significant internal savings of £11 billion that had to be made by the Ministry of Defence. When that is done by cutting inefficiencies and waste, that is good, but when things such as training and the defence estate are cut, it is probably not so good.
On the issue of the defence estate, Imphal barracks is due to close in 2031, yet it is the jewel in the crown for those coming to York and in particular for their families. Is there not an impact on recruitment and retention from the closure of barracks such as Imphal?
I am sympathetic to the hon. Lady’s point, and I know the Minister is particularly well positioned to respond to it. The other difficulty with SDSR 2015 was the depreciation of sterling and the ongoing fluctuation of Trident within the MOD budget, which have caused considerable problems. Taken in the round, that means that the MOD budget has a black hole of £2 billion or thereabouts. That is why we are here today. That black hole has been driving the discussion about possible cuts. I would like to lay it clearly on record that I think all of us in the Chamber agree that any form of capability cuts is an entirely untenable prospect that we should resist.

Commons ChamberThat is a very fair point. Indeed, at the moment, no advice has been put on Ministers’ desks about the outcome to which the review is leading, but it will be based firmly on military advice.
The Ministry of Defence holds personal information on former armed forces personnel for lawful defence and security purposes. Information is held if the individual is receiving an armed forces occupational pension, has made a claim for compensation, or is being provided with welfare assistance. The MOD is determined to ensure that veterans who require help are provided with appropriate support through the Veterans UK helpline and website, the welfare service and the veterans information service.
The help has not been available to my constituent Mr Joseph Palmer, who has lived in the UK since he was three. He served our country as a regular in the Army between 2008 and 2014, and served in Afghanistan. The only place that holds his records is the MOD, because the immigration and visa service has lost his details and his documents. Will the Minister work with me to ensure that my constituent can remain in and work in the UK?

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate the hon. Member for Aldershot (Leo Docherty) on opening this debate so thoughtfully.
I want to pay my tribute to the armed forces and the incredible work that they do in an ever-changing and complex world that evolves day by day. We owe a debt to the vital strategic and critical thinking and actions of our serving men and women as they seek to de-escalate the risk of conflict and bring reparation when not in the throes of the theatre of war.
We know that building strategic alliances secures greater global resilience. We know too that warfare is changing and therefore the shape of our armed forces needs also to evolve. What is really important is that the needs of our armed forces are met. One thing that is clear is that they are not necessarily content at this time, as we saw in the continuous attitude survey this year, which did not make good reading for the Government. They feel let down. Only half are satisfied with the standard of their accommodation and less than a third with the maintenance programme—and those figures are in free fall. We know that low morale in the Army is up by 12% and satisfaction with service life has fallen by 18% since 2009. Yesterday’s Pay Review Body announcement will not help either. Only 33% of personnel are satisfied with their pay, 27% with their pensions and just 23% with the recruitment and retention pay. That is serious, and that is why it is so vital that we listen to our armed forces—which is exactly what I have done in York.
I can tell this Government very clearly that the community wants the armed forces to stay in York. The economy needs the armed forces to stay in York. The armed forces want to stay in York and the families do too, and they are a crucial part of our armed forces. After 2,000 years of the armed forces being in York, the cry from my city is that they should remain there. The City of York Council, which is a Conservative-Lib Dem coalition, has resolved to oppose the Government’s plans to remove the Army from York. All stakeholders, except for Government Ministers, have gathered together against “A Better Defence Estate”.
The Queen Elizabeth barracks in Strensall and Towthorpe is where the 2nd Medical Brigade and 34 Field Hospital are based. We know of the work they do, not least their work in the recent Ebola crisis. They have recently received a £2.3 million investment, yet are due to close in 2021—a waste of taxpayers’ money—despite wanting to remain in York. Imphal barracks in my constituency is also due to close by 2031. That will have a devastating impact, and not only due to the loss of 1,600 jobs from my city. The proper checks and balances have yet to take place, including economic and social impact assessments. Document JSP 507 says that those assessments must take place before closure proceeds, but they have not been carried out. I was told by the Minister’s predecessor that it will take 18 months to do that.
The armed forces want to stay in York because Army families’ children catch up with their education with our excellent education system, and the spousal employment opportunities and opportunities for future career development are there for all to see. The Nepalese community also wants to remain in my city, and their needs must be addressed. Most of all, I want to stress to the Minister that guarantees were given to my predecessor as late as 2015, after the rebasing programme, that the Army would remain in York. My plea is for the Minister to listen to my city and ensure that they do.

Commons ChamberI declare an interest in that I was an air cadet and an Army cadet before I joined the armed forces many, many years ago. St George’s Academy—a comprehensive school—in my hon. Friend’s constituency has expressed an interest, and we hope to give the school an indication of whether that has been approved in the autumn.
“A Better Defence Estate” is a military-led review. This estate optimisation strategy was developed in consultation with senior military officers to optimise defence infrastructure to better support military capability. The MOD has engaged with, and will continue to engage with, local authorities in order to maximise and enhance local economic development as well as value for money for defence.
“A Better Defence Estate” will result in more than 500 civilian and contractor jobs lost in York, where the local economy is already struggling with low wages and job losses. Why is the Minister not following joint service publication 507, which determines that an economic and social impact assessment has to take place first? Will he work across Government to ensure that we can secure jobs in York?

It is a pleasure to serve under your chairmanship in this important debate this morning, Mr Rosindell. I congratulate the hon. Member for Maidstone and The Weald (Mrs Grant) on securing the debate.
The armed forces have more than 1,000 years’ history in the city of York, which was built on trade and also on defence. Imphal Barracks in my constituency, now listed to close in 2031, was built between 1877 and 1878. Two years ago my predecessor received assurances from the Ministry of Defence that the Army would stay in York. The Army basing plan on 5 March 2013 secured York as a garrison for the future, and serious investment was put into upgrading the buildings on the site. The city therefore believes that the Government are wrong to close the barracks.
No economic or social impact assessment has yet been carried out, even though MOD procedures say that it should be. Can I turn the Minister’s attention to joint service publication 507? It says that an impact assessment should include
“redundancies or impact on the local economy”
and goes on to say that
“MOD investment appraisals are concerned with appraising public value; that is the value to UK society of a proposal or option rather than just to the Exchequer or the Department.”
That work has not even been undertaken—I understand from discussions with officials that it could take at least 18 months—so it is rather premature to announce the closure of Imphal, without that essential work being done first.
The Army provides some of the largest employment opportunities for the city of York. We have 728 serving personnel, who of course bring with them their fantastic families. We know that the MOD is wrestling at the moment with the issue of spousal employment, and there is no better place to look for opportunities than in a city such a York, with its two universities and a college, which provide excellent education, as well as York schools. The opportunity for armed forces personnel to base their children in York schools, where they can catch up with their education and do well, is so important. There are 376 highly skilled civilian jobs based in York—a city where the average wage is below the national and regional average at around £22,000. That is important for our local economy. If we also consider the more than 100 contractors as well, and the jobs at Strensall that will disappear, we are talking about 1,500 jobs in a city the size of York. That will have a very serious economic impact, and the impact assessment of that is yet to be done.
I am grateful to senior armed forces personnel who talked through the operational issues with me. As the hon. Member for Aldershot (Sir Gerald Howarth) highlighted, these measures will have a real detrimental impact on recruitment and retention in the armed forces. In France, this experiment was tried, and was halted in its tracks because it created real difficulty for recruitment and retention. There is already a retention problem for the Signals, which are based in York. This will escalate that and clearly destabilise the armed forces, which is not what we want.
I wear this khata today as we have a Gurkha community in the 246 Signal Squadron based in York. They form a central part of my community; their families are integrated. They worship at the barracks and are part of the reach into the city. I met with them on Saturday night—they pleaded to remain part of York, because they see it as their home, where they want to settle.
The reality is that the work has not been done behind the scenes. This is a Treasury-led issue, not a Defence-led issue. It is about time a pause button was hit and we reviewed the reality of the impact that these closures will have.
As I described at the start of my speech, we own 2% of the United Kingdom. Even if we reduce the estate by 30%—someone can do the maths— we will still own 1.4% of the United Kingdom. After the reduction, we will still have an area twice the size of Greater London. There is still scope, if needed, to expand.
In these straitened times when budgets are tight but the threats to our country are growing, efficiency and productivity are the watchwords of successful defence. Let us not mince our words: an inefficient defence estate undermines the effectiveness of our armed forces and the security of the nation they exist to protect. Those are the hard facts. We need to act, which is why the 2015 strategic defence and security review committed to invest in a better built estate that will reduce in size by 30% by 2040, and that will, most crucially, better support the future needs of our armed forces and enhance our military capability, ensuring that our armed forces are the best they can be.
In November, we set out how we plan to do that, when the Defence Secretary unveiled our strategy for a better defence estate, which is the most significant change to defence land since the second world war. The strategy is based on advice from the service chiefs and all decisions in it have been predicated on military need. It has two strands, the first of which is to rationalise our estate, selling off sites that are surplus to defence needs and bringing people and capabilities into new centres of specialism. Secondly, we will invest, spending £4 billion over the next decade on improving our infrastructure and modernising our accommodation. In short, our vision is to create a world-class estate for our world-class armed forces.
Those are lofty words, but what does that mean in practice? For the Royal Navy, it means continuing to focus on operating bases and training establishments around port areas and naval stations, with surface ships in Portsmouth and Devonport; all the UK’s submarines on the Clyde; a specialist amphibious centre in the south-west, based around Devonport; and helicopters based at Yeovilton and Culdrose. For the Army, it means specialised infantry will be concentrated in Aldershot; mechanised, wheeled capability, including two of our new strike brigades, will be in Catterick; air assault forces in Colchester; armoured and tracked capability around Salisbury plain; medical services in the west midlands; and hubs of light infantry battalions in London, Edinburgh, Lisburn, St Athan, Blackpool and Cottesmore. For the RAF, it means building on its existing centres of specialism, with combat air in Coningsby, Marham and Lossiemouth; intelligence, surveillance and reconnaissance at Waddington; air transport at Brize Norton; force protection at Honington; and support enablers at Wittering and Leeming.
The strategy will also see our joint forces command consolidate as much of its capability as possible in centres of specialisation, with defence intelligence at RAF Wyton, the defence academy at Shrivenham and information systems and services at MOD Corsham all due to absorb units relocating from elsewhere. No less importantly, for our servicemen and women and their families, it will mean a better quality of life, which is a key factor for us when we consider that the welfare of our personnel and their loved ones is the key to efficient and effective armed forces. By locating our servicemen and women together with capability, we will provide better job opportunities for their partners, more stable schooling for their families and increase their ability to buy their own home. For those continuing to live in service accommodation, we will invest in creating more modern and more comfortable homes.
I thank the Minister for giving way on that point, because that is contrary to what the armed forces families are saying. They want to be integrated into the wider community. Personnel are saying that, too, because they want to know that their families are stabilised while they are focused on operations.
The whole purpose of consolidating into larger garrisons, often near large centres of population—York is one but not the only one—is to give that stability so that people are not constantly being moved. For example, the consolidation of three armoured engineer regiments around Salisbury Plain means that, as a soldier progresses in their career and is posted between the three regiments, they can stay in the same home. That is the sort of stability that we want to create, rather than having them posted from one end of the country to the next every three years.
Finally, a better defence estate will deliver better value for money for taxpayers. By releasing sites we no longer need, we can help build the houses that we do need. Our strategy includes plans for the release of sufficient land to build up to 55,000 homes in this Parliament. Yes, some areas will lose their military establishments, but the timely publication of our better defence estate strategy will give the MOD and the affected communities both the time and the opportunity to plan the future uses of those sites.
My hon. Friend the Member for Maidstone and The Weald gave a passionate opening to the debate. I understand her concerns, but the simple fact is that her barracks, Invicta Park barracks, is too small. I know it well as a Royal Engineer. She knows that the Engineer regiment currently on that site has to have one of its squadrons displaced at Rock barracks up in Suffolk. It is difficult for a commanding officer to command a regiment when one of their sub-units is more than 150 miles away, and there is no opportunity to expand the site of their barracks.
Both my hon. Friend and the hon. Member for York Central (Rachael Maskell) mentioned the Gurkha community. As my hon. Friend knows, I joined the Queen’s Gurkha Engineers—the regiment she talked about—as an 18-year-old in 1988 and served for three years in Hong Kong. Subsequently, the regiment moved to Kitchener barracks in Chatham and has now moved to her location. I think only four of us in the Chamber were in Parliament at the time of the great debate about our fight to try to equalise the terms and conditions for Gurkha soldiers in the British Army. That was absolutely the right thing to do, but she and the hon. Lady now seem to suggest that we should treat Gurkhas differently from other British soldiers. I find that worrying, and it could be the wrong thing to do. As someone who is a strong advocate for the Brigade of Gurkhas and probably the only Member of Parliament who has served—twice—in the Brigade of Gurkhas, I urge a degree of caution about how we make progress on that front.
I met the hon. Member for City of Chester (Christian Matheson) recently and talked about Dale barracks. I confirm that Fox barracks—the reserves barracks—will remain in place, and the Mercians will relocate in the north-west, co-locating in the King’s Division.
In many ways, my hon. Friend the Member for Aldershot (Sir Gerald Howarth) articulated the vision for the future. We want to invest in our infrastructure in the years ahead to create the first-class environment. Hon. Members on both sides of the Chamber spoke of their concern about the lack of infrastructure, but no one who argued against the estate strategy explained where the money would come from if we do not have the opportunity to dispose of some of the estate. I confirm that all of the money we will release from disposal of the estate will be reinvested in defence.

Commons ChamberDefence in the UK is grounded on the strength of our relationships with our closest allies and partners. We work extensively with them, principally through NATO but also bilaterally. The UK’s decision to leave the European Union does not change that approach.
In the first year of this Government, over 1,800 properties within the married quarters estate were left empty for the majority of the year. Since then, the number has more than quadrupled. Can the Minister explain why that has been allowed to happen and why the properties are not being used?
My understanding is that there are just over 10,000 void properties at the moment under the service family accommodation estate. We need to have void properties to ensure that when people trickle post they have a property to go to. Equally, the hon. Lady will be aware that we are moving the Army back from Germany at the moment so we need spare properties, but up to half of those properties are currently up for disposal.
The fact is that departmental policy is for about 10% of such properties to remain vacant. In fact, there are more than 20%. The reality is that there is such a high proportion of empty properties because they are not in a fit state for people to live in. They cannot be released for sale by the leaseholder, Annington Homes, because it would cost too much for the Government to repair. The taxpayer is having to spend more than £30 million every year for the MOD to rent these properties. Will the Minister explain why his Department is wasting £30 million?
I am not sure whether the hon. Lady heard my answer. It is not every year that we seek to bring back the Army from Germany, which is why we need extra properties. However, more than half the properties are currently up for disposal and we have also invested more than £200 million in building 1,200 new service family accommodation units to ensure that we get the best quality accommodation for our troops.

Commons ChamberWethersfield, the facility to which my hon. Friend is referring, has been identified for disposal, and the new site is yet to be selected. However, I can reassure him that we are strongly committed to gliding, and 614 Volunteer Gliding Squadron, when it moves from Wethersfield, will expand into its new role as a regional hub. Our immediate priority is to get cadets back flying again, after a gap of about two years. That will start again this year, and should be fully delivered by 2018.
Those injured in the course of their duties should receive the financial support they need, but currently the value of compensation payments is being eroded by a comparative third under the armed forces compensation scheme’s guaranteed income payments and the war disablement pensions supplement. Applying the triple lock to military compensation payments would ensure that the highest of earnings, inflation or 2.5% was paid. When will the Government take evidence to review this payment and examine the impact of the real-term loss under the current system?
We always keep our payments systems under review. The hon. Lady will of course be aware that, in the recent Budget, the Chancellor decided that, for the first time, payments under the war pensions scheme would be set aside for care costs. These are the sort of positive measures that we keep under review in support of our veterans.

Alcohol misuse and dependency continue to create serious health risks, including those that can lead to loss of life, in the armed forces, where its use is three times higher than in the civilian population. It is now a year since the Defence Select Committee highlighted the fact that the Government’s alcohol strategy for the armed forces had made no noticeable difference. What steps is the Secretary of State now taking to set targets to manage alcohol consumption patterns and to address this serious issue?
The Army is taking steps to address this problem, particularly under the new Army leadership code. If I may, I will write to the hon. Lady with further details.

Commons ChamberI thank my hon. Friend for his kind words about our armed forces, which afford me an opportunity to thank the public, too, for the great efforts they made to express their gratitude—largely in calorific form, I understand—to all of our armed forces. I assure my hon. Friend that we remain engaged with other Government Departments and with our network of regional liaison teams with local authorities, which is something we do permanently. The UK stand-by battalion remains at high readiness and we are able to provide further support very quickly if the need arises.
I witnessed for myself the crucial role that the services played during the floods over the Christmas period. Without their intervention, the situation would have been far more serious. The British Army and the rest of the forces were seen yet again at their best, despite being overstretched. In the light of the fact that the Army has been cut by 20,000 personnel in the last five years, that there is a 10.6% shortfall in the number of reservists, and that the civilian staff will be cut by 30% before the next election, will the Government explain how they can ensure being able to provide a comprehensive response to future national emergencies, let alone international crises?
I must correct the hon. Lady. It is not true that we have a shortfall in reservists; we are actually ahead of target in recruiting them. Close to 9,000 individuals have stepped forward in the last year alone, so we have a very strong pipeline in recruiting. We can give assurances to the British public up and down the country when such terrible events happen because we have taken the decision to invest in defence—in our kit and in our people—and keep our armed forces strong. That is how to reassure people. As we saw over the Christmas period, we were able to generate enormous numbers of people when the need arose in short order. They did a terrific job, and I think any suggestion to the contrary fails to take account of the facts.
