Commons ChamberThe hon. Lady will know that for young people in particular, the climate crisis is an enormous priority. As she knows, we have announced that we are co-producing and creating the national youth strategy with young people. I would be amazed if the impact of climate change on the things that matter most to them is not an essential part of that strategy.
Copyright and the protection of artists’ moral and economic rights is an absolutely essential part of ensuring that they are properly remunerated for their creativity. We will do everything in our power to make sure that the copyright regime remains, is strong, and is strongly enforced.
Churches nationwide provide chaplaincy and grief counselling services to hospices, patients and their families. Many modern hospices started off as Church-affiliated institutions thanks to the pioneering work of Dame Cicely Saunders. They are largely now affiliated to Hospice UK, which supports over 200 hospices across the UK, including the Royal Trinity hospice, near my constituency of Battersea. Only a third of adult hospices in the UK receive funding from the state. The rest rely on charitable support, and there is considerable concern that the Terminally Ill Adults (End of Life) Bill may divert much-needed funds from frontline care.
Hospices have charitable aims to provide palliative care at the end of life, but these could be compromised by the Terminally Ill Adults (End of Life) Bill, which comes before the House tomorrow. What consultation and impact assessment of this measure has there been with hospices that have a faith foundation? I am hearing that some hospices need an exemption, or they might close.
I do not believe there has been consultation with any faith-connected organisations, and I do not believe that an impact assessment has been carried out. However, Hospice UK, the body to which most Church-associated hospices are affiliated, has surveyed providers, staff and practitioners, who have expressed concerns about the Bill’s implementation. They are concerned about the following: who will qualify; the impact on those working in hospices, palliative care and end of life care; the ability of providers and staff to opt out; the practical operation of a conscience clause; the financial impact on the future funding of hospices; and the lack of public awareness of end of life care and the available choices.

Commons ChamberI am very grateful to my right hon. Friend, who has had a long-standing interest in these and other Church matters. He is right in what he says because, with two thirds of special schools at or over capacity, the recent decision to allow faith education providers to run special schools will enable the Church of England to alleviate some of those pressures and give families more choice and opportunity in the New Forest as well as across the whole of England. I would say that our strong ethos of community care makes our schools well suited to providing a nurturing environment for all children with special educational needs.
The Church of England calls for the immediate release of the hostages in Gaza and an end to the fighting, which has caused the loss of so many lives and caused so much suffering to the Palestinians. The diocese of Jerusalem and the worldwide Anglican communion continue to support financially the al-Ahli Anglican Hospital in Gaza City, which, as I know from the diocese of Jerusalem synod last week, is still operating with the wonderful medics in it and is still providing care.
I thank the hon. Member for his answer. Of course, while Parliament is not sitting we know that the horrendous situation in Gaza will continue, and it is really important that we put the focus on those institutions that can make interventions over the next few weeks. I therefore ask him: how is the Church of England using its soft power and leverage to bring peace and justice to the region, particularly to the people of Gaza?
I thank the hon. Lady for her very pertinent and important question. She will know that the Archbishop of Canterbury himself went out to the Holy Land just after 7 October. I can tell her that the Bishop of Chelmsford was there very recently and the Bishop of Suffolk is also a frequent visitor. The worldwide Anglican communion, as well as the Church of England, will absolutely continue to play its part in bringing peace and justice to this terrible conflict, which has gone on for far too long.

Commons ChamberMy hon. Friend is absolutely right to highlight that important piece of work in Karen Carney’s review. I know that football authorities such as the FA, for example, are starting work in this area, but that is precisely why we will be introducing the implementation group, because we want to ensure that pressure is put on to do the work that is needed, and to do it quickly.
Labour has a programme for a new generation of youth hubs, because we know that our young people are struggling with mental health challenges, school, themselves and others, and some are being picked off by criminal gangs. In contrast with our programme, the YMCA has identified a 70% cut in funding since 2010 and a loss of 4,500 frontline youth workers. When will the Government invest in our young people and in a comprehensive youth service?
I am grateful for the hon. Lady’s question, because this is something I feel very passionately about. I am very proud that we are investing £500 million in our national youth guarantee, and that we already have in place a programme to build youth clubs—we have already built 87 throughout the country, spending £300 million. We want constructive things for people to do, which is why we are spending £300 million on our sports pitches. I have strengthened the statutory guidance in relation to what local authorities are required to do, and we are working across Departments to ensure that our young people have something to do, somewhere to go and someone to talk to.
I am very pleased to be able to tell the hon. Lady that the Church of England has transformed its use of digital and social media in recent years, including through Instagram and TikTok, and our digital team has won over 30 prestigious awards for its work. That has led to hugely increased online engagement—as the hon. Lady and I were learning about earlier this morning—not least among those who have difficulty attending church.
In a multimedia age, there are 2 million people in the UK who are housebound, and globally many Christians across the persecuted church are unable to gather with others. With good Christian online content such as services and podcasts, and popular series such as “The Chosen” through to the Alpha course, how is the Church equipping people to navigate that content safely and easily, in order to extend its mission with the equipment and skills needed to access it?
I commend the hon. Lady for such an important question, which takes in the housebound in England and people persecuted across the world who cannot attend church safely; she is absolutely right to raise those issues. For those who are not online at all, the Church of England offers DailyHope, which is a free telephone line providing 24/7 worship, prayer and talks. Of course, our digital content can be followed not just around England but across the world, to help make Jesus known.

Commons ChamberClubs that are subject to the all-seater policy—such as the wonderful Leeds United—may now apply to offer licensed standing areas, provided that they observe stringent criteria set by the Sports Grounds Safety Authority. For instance, they must ensure that the density of spectators is no higher than it is in seated accommodation. I welcome the news that Leeds United wish to sign up for this opportunity, and I should be more than happy to meet my hon. Friend in the new year, after I have met the SGSA to discuss this very issue later in the month.
As I think the hon. Lady will know, in my previous role I fully understood the issues and challenges involved in this. We have received 4,000 responses to the call for evidence, which we are currently looking at. We are also working on the issue with colleagues in the Department for Levelling Up, Housing and Communities. I recognise that we need to sort it out.

Commons ChamberI commend my hon. Friend on his plug for the Worcester Warriors. He is right about the very specific stories that are covered by BBC local radio and their importance, particularly in times of need and difficulty during the pandemic or local floods. It is that content that is so valued by communities of the kind that he represents.
It is simple—no local BBC, no BBC. It is where the news breaks and where communities are served, and in York BBC Radio York served us incredibly well during the floods and continues to be part of our community all day and through the night. The most worrying part of the proposals is that we will lose public service broadcasting time in our communities, something that needs to be protected in the light of the commercial sector and its interests. When the Minister meets the director-general, will she ensure that she stresses the importance of public service broadcasting and the need for it to be reinforced in the role of the BBC and its responsibilities to licence payers?
The hon. Lady is right to highlight that—it is what public service broadcasting is about. My worry is that such proposals stand to undermine the social compact between licence fee payer and the BBC. We have a special arrangement for the BBC because we expect it to provide the kind of content that is not otherwise provided by the market.

Commons ChamberAgain, I assure the right hon. Gentleman that the gambling White Paper was comprehensive, and the response will be comprehensive. We have taken evidence and information from across the entire sector, so views such as those he has represented we are absolutely taking into account during the consideration.
The hon. Lady will be aware that, just last week, we announced a review of this very area. It is vitally important, particularly in tourism-affected areas of the country, and I know that her city, which I have had the pleasure of visiting, is one of them.
Short-term holiday lets and Airbnb are blighting my city: we have nearly 2,000. That is undermining the regulated bed and breakfast and guesthouse sector. It is taking away houses from people in my city who are desperate to get homes, but it is causing antisocial behaviour and party houses on residential streets. Will the Minister ensure that the Government introduce a licensing system as opposed to a registration scheme, and also enable local authorities to create areas where there are no Airbnbs? Will the Minister meet me to discuss the crisis we are currently facing?
I am always delighted to meet the hon. Lady. She raises some important points, articulating precisely the need for the review, which we have brought in because we are very aware of some of the issues she raised. Some of the individual entities—Airbnb and so on—are already taking action on antisocial behaviour and the number of people who can be at parties. We expect, and require them actually, to continue to be responsible for and responsive to their customers and, indeed, local communities. We have not pre-empted the conclusions of the review, so I ask her to please contribute to that review.
I am sure Mr Speaker has a response on Westminster, but as of July 2022, London has 81% gigabit coverage. It is an urban area: it is easier to cover and easier to reach homes. Birmingham is at 93%. Those figures are up from just 14% and 21% respectively in November 2019.
We are looking at the long list of potential future bids for UNESCO world heritage sites. Many people will be surprised that York is not already on the list, for many of the reasons the hon. Lady outlines. I am happy to have a conversation with her. I do not think there is an expectation of financial support, but we should be able to provide support and advice.

I am indebted to my hon. Friend the Member for Swansea East (Carolyn Harris), who secured today’s debate. My biggest challenge is perhaps for the Minister, because we do not have a public health Minister sitting in his place and we are talking about a public health issue. I am pleased that in York, after much persuasion, we have now got somebody from our public health team appointed to look at the problem, but they are starting with a blank sheet of paper because we do not have the local data that they need to drive the health initiative.
As a country, we were shocked to hear that 55,000 children had a gambling addiction. Some 14% of young people aged 11 to 16 had spent their own pocket money to gamble in the week before the report was carried out, spending an average of £16 a week. The report also found that, over the year, 39% of children had gambled, with 6% using their parents’ online account to do so.
The next generation of gamblers are being drawn in by not only the gambling industry, but the gaming industry. That industry has not been mentioned today, but with 31% of gamers opening loot boxes, it is causing equal harm. One young constituent was thousands of pounds in debt from gaming—what a way to start their life. Young people are really at risk.
The behaviour of the gambling industry is to groom young people and put them in a place of harm. We see the lobbying that takes place in this place—the gambling industry just does not hold back. We see the intrusive behaviours online and the grooming techniques. We have heard so much today about the advertising, the free bets and those luxury days out that are offered to lure people into that space and draw them into debt. The industry has the data—it knows what it is doing. It is therefore a deliberate act. We have to approach that with an equal and opposite bold approach and not be fearful of the industry.
I am really grateful for the work that people are doing across the health sector to take this issue seriously. Matt Gaskell, who runs the northern hub of the NHS gambling service, is exceptional at the work that he does.
We have to break the links through which the gambling industry thinks it can control what health interventions are made. Yes, we should tax the industry up to the hilt, but we should use that general taxation to fund proper investment in the public health measures that are now being put in place.
The treatment provided by the service is 92% effective. However, only 8,500 people have accessed it, while only 6% have accessed the helpline provided. We know that it is not effective intervention. It expects very vulnerable people to be able to access those services.
We need to open up the conversation and the dialogue. It is really important that we start talking about this issue and open it up, so that people feel they have a safe space in which to talk about their debt problems, as opposed to feeling at risk.

Commons ChamberI am grateful to the hon. Gentleman for raising that important case. Under the victims code that we introduced in April last year, victims have the opportunity to seek a right to review—in other words, a right to ask the CPS to reconsider a decision—and I know many individuals will take up that opportunity. We have outlawed several offences, such as upskirting, coercive control and non-fatal strangulation, to ensure that more victims get the justice they deserve.
The UK is playing a leading role in supporting the Ukrainians in their fight against Russian aggression. Over recent weeks, I have had the privilege of speaking to Ukraine’s Prosecutor General, Iryna Venediktova, for whom I have the greatest respect, as she fights tirelessly for justice and accountability for the people of Ukraine. She and I have signed a memorandum on co-operation, which underlines the UK’s support for accountability and reinforces our joint efforts to gather and preserve evidence for use in future criminal trials.
A month ago today, this aggressive war of Putin’s was unleashed on Ukraine. We continue to stand with the people of Ukraine as they fight for peace. However, I question why the UK’s sanctions, which continue to be slow, have also failed to be robust. Mr Usmanov is clearly laughing at this Government; he has moved hundreds of millions of pounds into irrevocable trusts. Why did the Attorney General not insist that the sanctions regime be made watertight?
I reject that characterisation of our sanctions regime. The UK is leading the world and our allies in terms of the extent and the unprecedented nature of our sanctions package. We have sanctioned more than 1,000 individuals and entities; there were 65 more announcements today. We are seeing the impact, and that is what counts—the impact of the sanctions is having a huge effect on the Russian economy. The rouble has plummeted in value. The stock market has crashed. Inflation has risen. That, not political point scoring, is what is going to beat Putin in this war.

We are all completely indebted to our British journalists in Ukraine who are serving not just us but the Russian people who are tuning in to hear the truth—often for the first time—about what is happening. For that to continue, we need to ensure that the digital and telecoms infrastructure is intact. What is the Secretary of State doing to ensure that we make our contribution to keeping that infrastructure in place?
My officials have been holding conversations day and night—many operators are based in the US, not the UK—since Putin launched his horrendous war on Ukraine. We are doing everything that we can to assist both with telecoms structure and with ensuring that the messaging gets through to the people in Russia as people in Ukraine about what Putin is actually doing. As I said, as a result of some of those conversations, WhatsApp has launched an end-to-end encryption service that the Ukrainian people can access to find out what is happening in their location on a minute-by-minute, real- time basis and where they can get emergency support and help. All such services happen as a result of international discussions that are ongoing on an hour-by-hour basis.

General CommitteesIt is a pleasure to serve with you in the Chair, Sir Gary, and I am pleased to speak on the Opposition’s behalf. I thank the Minister for his introductory remarks and echo his thanks to everyone involved in the passage of the Bill through the Lords and in cleaning it up into the good state that we see it today.
Like probably all of us in this Committee, I am a member or supporter of several charities. For the record, I refer the Committee to my entry in the Register of Members’ Financial Interests and note that I am a trustee of Drug Science.
The charity sector’s contribution to society could not have been shown more clearly than during the coronavirus pandemic, with countless organisations and volunteers doing fantastic work to support vulnerable people. Charitable groups and organisations have ensured that rough sleepers have had access to food and shelter, delivered food to those in need and supported the vulnerable and those who had to shield during the darkest days of the pandemic. I pay tribute to all volunteers and staff in the charity sector, which forms such an important part of our civil society. Charities play a vital role in our communities and will continue to be vital to Britain’s covid recovery in the months ahead.
During the Bill’s passage through the Lords, there was agreement on all sides that the new measures represent important progress towards allowing charities to amend how they operate and making it easier for them to achieve their core purpose. The Bill seeks to make a series of changes that will make it easier for charities to navigate the law and to carry out their functions effectively, while retaining important safeguards.
I will not repeat the detail that the Minister outlined, but the Opposition support the Bill, which takes on board the majority of the Law Commission’s recommendations and makes several significant changes for charities, reducing red tape and making it easier for them to amend their governing documents, such as small changes to charitable purposes, to dispose of land efficiently, to use their resources more effectively and to avoid disputes over whether a trustee has been correctly appointed or elected.
The Law Commission’s “Technical Issues in Charity Law” report, which informs the changes in the Bill, was published in September 2017. Labour backs our charity sector and backed the report. We wonder whether these changes could have been brought to the House more swiftly, but we are pleased that the Government have finally brought the Bill forward.
Approximately 169,000 charities are registered with the Charity Commission in England and Wales, with a combined annual income of over £83 billion. The sector employs 3% of the total UK workforce, and more than 944,000 trustees are supported by over 6.2 million volunteers. All those charities and the millions of people who support their work might have benefited if the recommendations has been brought into law more quickly, but the Labour party supported the Bill’s passage in the Lords and will of course be doing the same in the Commons. We do so because the recommendations will fundamentally make running a charity easier and more efficient.
Among other things, the Bill clarifies certain powers of the charity tribunal, expands the Charity Commission’s role to deal with misleading, offensive or duplicate charity names, allows charities to amend their governing documents or royal charters more easily, permits more flexibility in the use of permanent endowments and makes it simpler for charities to combine their operations.
The implementation of the Law Commission’s recommendations is estimated to deliver cost savings for charities of at least £28 million over a 10-year period. The uncertainties in the law and the unnecessary regulation that discourage participation, delay charities’ activities and compel them to spend money on expensive legal advice will be removed, which will make life easier for charities to fulfil their charitable purposes.
However, in supporting the Bill, I ask the Minister to clarify why the Government did not accept all the Law Commission’s recommendations. In particular, recommendation 40, which states that
“it should be possible to obtain authorisation to pursue ‘charity proceedings’ under section 115 of the Charities Act 2011 from either the court or the Charity Commission in circumstances where the Charity Commission would face an actual or apparent conflict of interests”.
My hon. Friend is making an excellent speech. I too wanted to pick up on recommendation 40, because the Government’s response refers to non-legal remedies without setting out what they are. As a result, how to seek proper restitution must be made clear to trustees and charities.
I am grateful to my hon. Friend for making that point, and I hope that the Minister will respond in his summing up. The sector was widely supportive of the suggestion, which would provide reassurance for those seeking authorisation and ensure that the Charity Commission is not compromised when making judgments in such cases.
Will the Minister also expand on the Government’s decision not to adopt recommendation 43, which sought to remove the requirement that the Charity Commission obtain the consent of the Attorney General before making a reference to the charity tribunal on a question concerning charity law or its application to a particular case. Organisations from across the charity sector share the view that the Charity Commission is well placed to highlight potentially challenging issues within charity law and that the current requirement for consent presents an unnecessary barrier to ensuring that issues of charity law can be considered and addressed by the tribunal.
On the topic of the Charity Commission, Members will have seen the Digital, Culture, Media and Sport Committee’s hearing last Tuesday regarding the rather shambolic appointment—and now resignation —of Martin Thomas as chair of the Charity Commission. It is remarkable that the appointments system did not pick up the allegations of inappropriate behaviour, despite the charity in question formally reporting the incident to the very regulator that Martin Thomas was appointed to head up, so perhaps the Minister will set out how the Government plan to tighten the system to avoid a similar situation.
As I said earlier, the changes set out in the Bill mean that charities can spend less time jumping through excessively bureaucratic hoops and more time focusing on their core mission. They will also help to protect the public by, for example, stopping them being misled by a charity that deliberately adopts a name similar to that of another charity. We accept that phased implementation will allow charities to put processes in place to manage the new regime.
Like the Law Commission and the Charity Commission, Labour supports the sensible measures in and principles of the Bill and recommend that it be read a Second time.
