This is a matter of diary management between the right hon. Lady and the Home Secretary, but I think the general principle is that if a Minister has for some reason to duck out of appearing before a Select Committee, which sometimes has to happen, an alternative arrangement is made.
I am grateful to the Home Secretary for signalling, with her usual good nature, that she is willing to appear before the Committee.

Commons ChamberOn a point of order, Mr Speaker. May I ask for a retraction of a statement that has been made? The hon. Lady referred to something that she claimed I had written in a book, but those were not my words, and I should like that to be corrected.
It is incumbent on each Member to take responsibility for the veracity of what he or she says in the Chamber. If a Member feels that an error has been made, it is the responsibility of that Member to withdraw. We had a similar exchange yesterday with roles reversed. The Minister in that case did not feel the need to correct the record. If the hon. Lady does, she can. The Home Secretary has made her position extremely clear, but I must leave it to the hon. Lady to exercise her own judgment in this important matter.

Commons ChamberI am delighted to speak in the debate, and I broadly welcome the Bill. The sheer number of Members who have participated means that there will be a lot of scrutiny, which is of course a good thing. As an Essex MP, I have the privilege of representing a part of the country with some brilliant food producers and farmers, and some fine landscapes and environmental features. The Secretary of State will recall from his visit to Tiptree just last month, where he was hosted by Wilkin & Sons, the finest producer of jams and preserves in the world—I think he enjoyed some when he was there —that farmers across the country will judge the success of this legislation on how it enables the right kind of stewardship, not just for food and farming, but for agricultural policy going forward.
One of the biggest advantages of leaving the EU should be that we will have the freedom to establish our own regulatory frameworks for agriculture, food and farming. This is an enabling Bill, with much legislation to follow, but I welcome the Government’s commitment to ensure that every possible approach, regulation and detail both supports and promotes our farmers as well as UK agriculture, food and produce. We have the benefit of enjoying much of that produce domestically, but we also know that our farmers and those who work in the agricultural sector want to do much more to export globally and showcase their products internationally. We now have a fantastic opportunity to demonstrate that we are great producers and are ambitious to export more, so I would welcome a commitment from Ministers that there will be a strong focus on exporting and that we will do everything possible through this Bill to back exporters.
Farmers in my constituency often find themselves dealing with the costs of rearing animals to welfare standards that are higher than those in the rest of the European Union. As we have heard today, our EU membership has prevented us from blocking imports when they fail to meet our high standards, but we can now address such concerns. For example, while pig farmers in my constituency adhere to the ban on sow stalls, they know that producers in other EU countries are flouting the rules. We should get on the side of our pig farmers and bat for them on the challenges that they face. Farmers want assurances that our post-Brexit agricultural policy will not place them at a competitive disadvantage when there are lower standards across the EU.
I welcome this important Bill for so many reasons, and we now have the chance to back our farmers and to support them on animal health, welfare standards, high-quality food production and the all-important public goods that we have heard about in today’s great debate. The Bill is vital, just as it is vital, while the negotiations with the EU are ongoing, that the Government protect our agricultural sector, our farmers and our producers. We need to challenge some of the controls from Brussels that the Secretary of State mentioned earlier on.

Commons ChamberFor prisons to be effective, we must get the basics right. This means creating prisons that are safe, secure and decent. It also means tackling the ringleaders of serious organised crime, so that they cannot continue to profit from their crimes and ruin people’s lives through drugs, deaths and violence from behind bars. I can announce that we are investing an extra £14 million to tackle serious organised crime. This includes creating new intelligence and serious organised crime teams to support work with the National Crime Agency, and enhancing our intelligence and information-gathering capacity across the country. I will also look at how we categorise prisoners to make sure that we are using our most secure prisons to tackle ongoing criminality behind bars. At the same time, we will reset the system of incentives in our prisons, so that they work much more in the favour of prisoners who play by the rules and want to turn their lives around, while coming down harder on those who show no intention of doing so.
The number of foreign national offenders from EU countries in our prisons remains at around 4,000. As part of the negotiations on leaving the EU, is my right hon. Friend liaising with other Government Departments, including the Home Office and the Department for Exiting the European Union, to ensure that we can deport more of the thousands of EU nationals who are in our prisons and remove these dangerous people from Britain?

Commons ChamberMy hon. Friend is right to make a point about the charitable contribution that has been made across the United Kingdom to all the aid efforts for Syrian refugees. There are many examples of that happening in which we have all been involved. The situation continues to deteriorate, and DFID and the Government continue to provide all the support that is needed. Through our aid match scheme, we are providing help directly to many of the charities, as well as contributing to the relief effort.

Commons ChamberMy hon. Friend is absolutely right. The UK is committed to ensuring that developing countries can reduce and combat poverty by focusing on free trade and open markets. We are at the forefront of an economic development strategy and are encouraging trade preferences with poor countries to help to trade their way out of poverty. DFID is absolutely focused on that area.
Order. So that the whole House can benefit from the mellifluous tones of the right hon. Lady, perhaps she would be good enough to face the House in answering, and then we can always have a richly satisfying experience.
School students from Wrexham and Leribe in Lesotho in southern Africa have had a tremendous relationship over 10 years as a result of personal contact between students in Europe and Africa. How are we going to enable that to continue?
We are of course providing a great deal of support and humanitarian aid to migrants and refugees in north Africa. We are working across the Government on how to deal with migration routes: we are looking at the flows of people so that, when we need to, we can send them back to their home country.
I do not want the hon. Member for Havant (Alan Mak) to feel excluded.
T8. The British Government are leading the response to the famine in east Africa. Will the Minister update the House on the Department’s work in this area?

Commons ChamberI thank the Secretary of State for all the work she is doing in Syria, but I draw her attention to the humanitarian crisis in the Lake Chad region, where around 450,000 children are at risk of severe acute malnutrition. Can she assure me that the Government’s response to this crisis is purely humanitarian, and does she think the UK is acting in good time?
I am sure that the hon. Lady meant also to refer to Syria—it was probably a slip of the tongue—as that is the question on the Order Paper. She probably did, but I did not hear it.
I thank the hon. Lady for speaking about the humanitarian crises in Syria and in the Lake Chad region; she is right to mention the awful situation there. UK aid is clearly directed and focused on providing food, water and shelter to give protection to the most vulnerable people who need that life-saving support at this very difficult time.
I did not fully hear the question, but I did hear the most important point, which was that of Africa and economic development. The British Government, through UK aid, are at the forefront of leading the way when it comes to prosperity and economic development. We will continue to do exactly more of that. [Interruption]

Commons ChamberI am pleased to confirm that we are indeed working on a range of co-existence programmes in Israel and the Occupied Palestinian Territories to support tangible improvements, as my hon. Friend the Minister of State has said. The programme is now in its final design phase and will be launched at the beginning of the financial year. [Interruption.]
Order. I understand the air of anticipation in the Chamber just before Prime Minister’s questions, but I remind the House that we are discussing matters that affect the poorest people on the face of the planet. They should be treated with respect.
The protection of civilians in Aleppo must remain our absolute priority, but if we are to provide food, water, shelter and humanitarian relief to civilians who, for four years, have faced the horrors of an inhumane war, we need to ensure that the ceasefire, although currently holding, remains more than a brief pause. Can the Secretary of State therefore say what efforts the Government are making to ensure that conflict does not reignite in Aleppo? What contingency plan does DFID have in place to continue providing aid to civilians should the conflict reignite? We must not see humanity in meltdown again.
Like all Conservatives, I, too, want to focus on making sure that every penny of taxpayers’ money goes to helping the world’s poorest, which is exactly the mission of our Department. At the same time, my hon. Friend will know that overseas development assistance saves lives and transforms lives. He specifically refers to money spent on consultants, which is something that my Department is currently reviewing. [Interruption.]
Order. The Secretary of State’s replies must be heard with courtesy. It is rather alarming when some of her own Back Benchers are not according her the proper respect. She must be accorded the proper respect.
We have been unequivocal in our commitment to 0.7% and, in addition, it is a manifesto commitment. Let me restate again, for the benefit of the House, that the focus of my Department is on poverty reduction and on ensuring that that money is spent to drive taxpayer value and deliver programmes for the poorest in the world.

Commons ChamberMy hon. Friend is absolutely right to raise the appalling scenarios we are seeing in Yemen right now. There is a deteriorating situation and a humanitarian crisis, with an increasing number of Yemenis facing food shortages and suffering malnutrition. There has been a recent outbreak of cholera as well. The UK is the fourth largest donor, and has committed to spending £109 million in Yemen, helping more than 1.3 million Yemenis—[Interruption.]
Order. There are far too many very noisy private conversations taking place while we are discussing the fate of some of the most vulnerable people on the planet. The message is quite clear: hush or, alternatively, leave the Chamber.
Last year, we helped more than 1.3 million Yemenis to get access to food, medical supplies and water. My hon. Friend will know that we have recently helped to raise over £100 million, via the UN, to strengthen humanitarian support for people in Yemen.

Commons ChamberI hope, Mr Speaker, that the hon. Gentleman heard my words earlier about the tremendous work of our Department when it comes to humanitarian aid, support and saving lives. The hon. Gentleman is absolutely right: we will continue to champion those individuals whose lives need saving where support is required in many countries around the world. That includes a lot of the institutional reform and the support that we bring.
I always hear the Secretary of State’s words. I have been hearing them for at least 20 years.
I welcome my right hon. Friend to the Dispatch Box and assure her that I, too, enjoyed reading the Daily Mail this morning. As part of getting proper value, would it not make sense to reward those organisations that are working for peace within the middle east rather than to have money going to those who seek to encourage terrorism?
As the world is changing, so must our approach to aid. That is why we have a cross-Government strategy to ensure that official development assistance meets Government priorities while also recognising and tackling the global challenges that we face. DFID will continue to be a leader when it comes to accountability and transparency, and that will, of course, apply to my colleagues throughout the Government as well.
Order. These are extremely important matters affecting some of the most vulnerable people on the face of the planet. They really do deserve—[Interruption.] Order. They really do deserve a more attentive audience. It would show some respect to very vulnerable people if we listened to the questions and to Ministers’ answers.
It was reported in The Guardian today that the Secretary of State has plans for a drastic overhaul in the direction of foreign aid, which will be based on “core Tory values”. Can she explain to us what the overhaul will look like, and how it will affect the most vulnerable?
The hon. Lady is absolutely right once again to highlight the appalling crisis and the conflict we see in Syria right now. Further to the points I made earlier, with the new cessation of hostilities coming into force we are of course focused on all avenues of access to get humanitarian aid and support into many parts of Syria that have not seen aid or any humanitarian support for a considerable time. With regard to the discussions I have been having, I have been speaking to colleagues in the region and colleagues across government, and I have also been speaking to our international partners about how we can get that aid through to these critical locations.

He will be aware, as will all Members, of the ongoing economic turmoil in the eurozone and the double-digit unemployment, which is really where the European Union is right now. The employment challenges that they face serve as a warning to us. I am delighted to say that the UK is a bright spot when it comes to employment, which is thanks to the long-term economic plan of this Government.
Does my right hon. Friend agree that one way in which Members can help young people to find work is by hosting jobs and apprenticeships fairs? Does she look forward to the first-ever jobs and apprenticeships fairs in my Louth and Horncastle constituency on 2 September?

Commons ChamberI wrote to the Secretary of State over the summer following the news that his Department has been publishing fake quotes which it attributed to benefit claimants who had been sanctioned. As I am yet to receive a response, perhaps the Secretary of State or his team could answer one of my questions today. Has this practice of fabricating people and quotes been used by his Department in other instances? If so, can he provide details of when, and, if not, will he apologise to the British public for misleading them and commit to ensuring the practice is never undertaken again?
The answer to the hon. Lady’s question is very clear: that issue has been addressed and my right hon. Friend the Secretary of State has made some very clear statements. I bring the hon. Lady back to the overall question, which is about people with deteriorating health conditions. This Government are committed to supporting the vulnerable and have put in place a great deal of support to help those with deteriorating health conditions manage their conditions and, where they can, get back into work.
I reiterate what has been said previously: no one will lose out in financial support. [Interruption.] This is for those who are already on the benefit. Importantly, those in the WRAG will be given support to prepare for a return to work in the short or medium term. It is wrong to assume that their condition will automatically deteriorate. Everyone who participates in that group will have the appropriate support, and the expectation on them is both appropriate and reasonable for the individual claimant, with their circumstances taken into account.

I say to Labour Members chuntering away and shaking their heads that Labour had 13 years to publish the data and failed to do so. Is it any coincidence that they are now showing some interest in this area?
My hon. Friend raises a very valid point. When it comes to deaths, these are personal and individual tragedies, in circumstances—[Interruption.]
These are personal and individual tragedies that affect both the individual and, obviously, their families as well. It is absolutely wrong for any political party to engage in handwringing and scaremongering to the extent that we have seen in this House.

Commons ChamberIt is a pleasure to conclude this extensive debate on the Welfare Reform and Work Bill, and I thank all hon. Members who have contributed. Two weeks ago the Chancellor’s Budget was a key moment in the Government’s plan for a one nation Government. It was a Budget underpinned by the Government’s approach to rewarding work and supporting aspiration. It was a Budget that supported working people through the introduction of the new national living wage, providing greater financial security to working families, whom the Labour party has not supported, just as it failed to support our reform measures last time around.
The Bill, alongside other measures, will ensure that the welfare system is fair to taxpayers while supporting the most vulnerable, and, as all hon. Members on the Government Benches have said, ensuring that work always pays more than a life on benefits. It will ensure that the economy is based on higher pay, lower taxes and lower welfare.
The Bill will continue to tackle the unsustainable and unfair system we inherited from Labour. When Labour was in government, welfare spending went up by 60% and the benefits system cost every household £3,000 a year. Under Labour, a life on benefits paid more than having a job. That is the system that this Conservative Government are now reforming.
After opposing every welfare reform in the previous Parliament, and voting against the benefit cap, Labour’s acting leader appeared at some stage to acknowledge where her party failed in its approach when she said that it would no longer pursue blanket opposition but would instead respond to what the public were saying. The Opposition have since retreated and gone back to a belief in an unaffordable welfare state that is far removed from the original principles outlined by Beveridge.
That is in stark contrast to our reforms. Our policies and our approach have led to the creation of record numbers of jobs, and the number of children being brought up in workless families is now at a record low. From Birkenhead to Amber Valley, and from Islington South to Weaver Vale, we have seen the claimant count fall from the record highs under Labour, with reductions ranging from 36% to 62% since 2010. Those jobs are the result of policies that support working people, create financial security and bring fairness back into the system.
Let me address the points raised in the debate. My hon. Friends the Members for Enfield, Southgate (Mr Burrowes) and for Weaver Vale (Graham Evans) spoke about encouraging and rewarding work being a guiding principle of the Bill, and they were quite right. The Bill focuses on achieving full employment. My hon. Friends the Members for Erewash (Maggie Throup), for Cannock Chase (Amanda Milling) and for Horsham (Jeremy Quin), along with many others, spoke about the value of apprenticeships.
Colleagues also spoke about reforming employment and support allowance and how we will continue to halve the disability gap and transform people’s lives by empowering them to make choices in the same way as those in work do, which failed to happen under the previous Labour Government.
We know that 61% of those in the work-related activity group want to work, but only 1% of people in that group actually leave the benefit each month. The system has failed them, with financial disincentives leaving them trapped on welfare. We will ensure that that changes. We will provide new financial support to get them into employment, increasing that to £100 million by 2020-21.
Many Members spoke about child poverty. I thank my hon. Friends the Members for Hertsmere (Oliver Dowden), for Norwich North (Chloe Smith), for Mid Dorset and North Poole (Michael Tomlinson) and for Cheltenham (Alex Chalk) for their thoughtful contributions. It is right that we identify and tackle the root causes of poverty, rather than focusing on the symptoms. The Bill will amend the Child Poverty Act 2010 and focus on the root causes and, importantly, life chances, which will drive action and changes in the lives of children.
As colleagues on the Opposition Benches have failed to acknowledge, work is the best route out of poverty. Some 74% of poor workless families who have found work have escaped poverty. Of course income is important, but we know that tackling the symptoms and the causes is crucial. Rather than the arbitrary targets that everyone on the Opposition Benches seems to want to produce, we will continue to publish the households below average income statistics alongside the new statutory measures for a wider suite of life chances measures, including family breakdown, debt and addiction, as outlined earlier by the Secretary of State. Together, this will present fuller data on poverty and life chances, which can be used to hold the Government to account as we address the root causes of poverty, rather than the symptoms.
On the changes to tax credits, it is right that families on benefits should have to make the same financial decisions as families supporting themselves solely through work. I emphasise that child benefit will continue to provide additional support for the first child. There are no cash losers, contrary to what Opposition Members have been saying.
We have been bringing welfare spending under control to a sustainable level. That is at the heart of the Bill. It will correct the disproportionate, unfair and unaffordable rises in benefits compared with earnings by freezing working age benefits. The Bill will rightly protect taxpayers—the very taxpayers whom the Labour party chose to ignore during the general election campaign and towards whom Opposition Members have shown contempt—from the costs of subsidising rising social housing rents through housing benefit.
The Bill will restore fairness to the system and fairness to working families, as outlined by my hon. Friends the Members for South Suffolk (James Cartlidge) and for Faversham and Mid Kent (Helen Whately). It is not fair for someone on benefits to be receiving—[Interruption.]
Order. There are far too many noisy conversations taking place in the Chamber. The hon. Member for Ealing North (Stephen Pound) should get a grip of himself.
It is not fair that someone on benefits receives more than many people in work. The benefit cap reintroduces fairness. We are turning support for mortgage interest into a loan. The welfare system is not about supporting lifestyles and rents that working families cannot choose. This is why we are limiting support through child tax credits and universal credit. We are also, as the Bill clearly states, continuing to ensure that the welfare system will support the elderly, the vulnerable and the disabled by protecting pensioners and benefits relating to the additional costs of disability from the freeze on working age benefits. We are making the most vulnerable disabled people exempt from the household benefit cap, a point that seems to have been lost on the Opposition. While we are reforming the ESA WRAG so that the right incentives and the right support are in place for those who are capable of taking steps back to work, we will continue to protect the most vulnerable.
If nothing else, today’s debate has shown that the Labour party has not changed. Labour Members continue to make the same mistakes as they did in the last Parliament, when they refused to support every aspect of welfare reforms that we proposed. Today we heard them make the same speeches as they made back in 2010, 2011 and 2012. They speak against reform.
Unlike the views of the Opposition, our proposals resonate with the British public. When three in four people—and the majority of Labour voters—think that Britain spends too much on welfare, the right approach must be one that enshrines the fundamental principle that it is better to earn a higher income from work than receive a higher income from welfare. This Bill will help people do just that. It will establish the principle of economic security, so that those who work hard and do the right thing are able to get on in life. It will ensure that the welfare system is fair to taxpayers and it will build an economy based on higher pay, lower taxes and lower welfare. I commend this Bill to the House.

Will the Government tell the European Commission that we should have a new system by which people have to pay tax for at least three years before drawing any tax credits or benefits?

The Prime Minister will be aware of the brutal murder last year in Germany of my constituent, Lee Heath. The murder trial is set to start in March and will last for a good couple of months. Will the Prime Minister ensure that the Government do everything possible to support Lee’s mother, Marie Heath, in dealing with the ever increasing financial costs that she faces in seeking justice for her son?

What advice does he have for parents in my constituency when schools refuse to test their children for special educational needs?

On the eve of European health and safety week, is the Leader of the House aware of the excessive bureaucracy that Essex county council highways department has imposed upon the village of Coggeshall in my constituency just to put up its village Christmas tree and lights? Can he please reassure my constituents that he will work across Government to ensure that the over-zealous bureaucrats at the highways department do not kill Christmas in Coggeshall?
