That this House has considered health and wellbeing services in Essex.
I am grateful that you are chairing the debate, Mr Henderson, and pleased to see that my right hon. Friend the Member for Pendle (Andrew Stephenson) is the Minister responding. He has been very good on many issues that I have taken to him thus far. I will cover a wide and diverse range of health-related issues affecting my constituents and people across Essex. I appreciate that some of those issues fall outside of the Minister’s portfolio, but I know he will take them on board and will feed back to colleagues. He is an excellent Minister, and I know he will respond in a helpful way. I am particularly pleased to welcome to the debate colleagues from neighbouring constituencies, my right hon. Friend the Member for Maldon (Sir John Whittingdale) and my hon. Friend the Member for Colchester (Will Quince), because we care about the provision and quality of health and wellbeing services. It is important to our constituents, and it is important that our constituents know we will work together as neighbouring MPs on some of the issues.
As the Minister and colleagues will be aware, just over a year ago, in March 2023, we were in this very Chamber having a similar debate with a similar title—I think we stretched it to the east of England last time round—and this debate follows on from that one. Everyone here will know that Essex is an amazing county. Our residents, businesses and communities are hard-working, resilient, entrepreneurial, ambitious and aspirational. They obviously back all the Conservative values around lower taxes, being a county of entrepreneurs and the engine of economic growth. We are net contributors to the Exchequer. I never tire of saying that because, as net contributors, we in Essex do not always get our pound of flesh back from the Exchequer when it comes to investment in our public services. It is fair to say that our constituents expect that from the Exchequer, particularly the fact that we should be supported when it comes to our public services, including the NHS, but also wider health and wellbeing services that do not always require medical interventions or diagnostics.
Parts of our county—mid-Essex in particular—have experienced considerable population growth and demographic changes, and that covers the constituencies of Colchester and Maldon. For clarification, we share district boundaries, so our council boundaries are intertwined—we are effectively three integrated MPs, I think it is fair to say, on many of the issues that we stand up and speak for. Those living within Essex County Council’s boundary totalled more than 1.5 million at the 2021 census, up by more than 100,000 people on the 2011 census, which is more than 7% and above England’s average of 6.6% at the time. That includes areas such as Southend and Thurrock. When we include those areas, our county population totals just under two million, at 1.9 million. We are one of the fastest-growing counties in the country, and growth in the city of Colchester, which covers parts of my constituency, continues to grow. With that, demand on public services continues to grow. We see from the census that we have over 300,000 people aged 65 or over, which is 21% of our population. That is higher than the average in England of 18.6% and, by 2035, that number will grow by up to 27%, so just under 400,000 people in Essex. The number of those over 85 will rise by 60%, so we can see that the numbers are growing. We are an ageing not just county but country and, that impacts on the working-age population of 18 to 65-year-olds which, by contrast, is set to rise by only 4%.
We can see the counter-cyclical issues resulting from the fact that a greater part of our population will be elderly. Interestingly enough, with that ageing population we are seeing increasing numbers of young families coming to Essex, which will mean more house building. Our schools are rated good and outstanding, and we are commutable territory, so our towns are thriving and growing.
As I said in the debate last year, there are pressures on social care which have had a very significant impact on the integrated care systems that have been introduced, with further integration taking place. In particular, those pressures have had an impact on spending at the county, district and city council level. We have a number of integrated care boards that cover Essex: NHS Hertfordshire and West Essex; NHS Mid and South Essex, which predominantly covers mid-Essex; and NHS Suffolk and North East Essex, covering Colchester and Tendring.
We also have a number of hospitals, the biggest being Broomfield Hospital, Colchester Hospital, the Princess Alexandra Hospital, Basildon University Hospital and Southend University Hospital. Our emergency services are provided by the East of England Ambulance Service NHS Trust, and the South Essex Partnership NHS Foundation Trust provides mental health services. I am shortly going to discuss those areas, and those trusts in particular.
As hon. Members have heard, we have a range of trusts, hospitals and challenges in Essex. When I was first elected we had the old-fashioned primary care trusts and strategic health authorities. Those were deeply unpopular, hugely problematic and bureaucratic and massively resource-intensive, and the changes in structures we have seen now provide greater integration. What really matters to all my constituents and residents across Essex is not so much the configuration and structure of services, but how those services work together effectively to deliver what those people and their families need: primary care, appointments and access to health services.
I commend the right hon. Lady on the debate. It is clearly about health services in Essex, and is therefore not to do with Strangford. However, to add my support to what the right hon. Lady is saying, I note that the problems in Essex she has outlined are replicated across my constituency as well. They include the closure of the local minor injuries unit, which is integral to the local community. That means that constituents have to travel further to get their healthcare—the very thing that the right hon. Lady is referring to. Does she agree that health bodies must focus more on community health and wellbeing to ensure that all constituents have the local access they deserve to efficient health and care services? Again, I commend the right hon. Lady on introducing the debate.

I thank my hon. Friend for making that point. The British Dental Association has been pressing for reform probably for as long as I have been in Parliament, and I am very familiar with its case. My hon. Friend speaks very clearly about access and inflexibility. Importantly, if there is no flexibility in the system, there is no opportunity to provide services to meet local need accessibly and in a way that means people do not think they will be charged or subject to barriers to access.
I commend the right hon. Lady. She was a very effective Home Secretary and it is good to see her just as active on the Back Benches—well done. This subject does not affect me personally, but I want to ask her about a similar issue: face-to-face GP appointments. It is vital for a GP to assess what they see as well as the words they hear. My constituents wish to have face-to-face appointments, but they seem to be restricted. Is the right hon. Lady experiencing the same problems? What would she suggest should be done to solve them?

Commons ChamberThe hon. Gentleman is right to refer to what we, as a House, need to do for our country to preserve our democracy and the function of our political and democratic institutions. All-party parliamentary groups are a well-trodden path when it comes to inquiries and investigations, and various Committees, including the Select Committee on which the hon. Gentleman is represented, have also touched on this issue. These are exactly the areas in which we have to raise the bar, and I believe that others around the world will look to us, particularly through this legislation. There are areas—I will deal with them later in my speech, and I know that the House will debate them later this evening—in which we know that exposure has been significant, and we have to shut that down. The risks are very high.
Diplomacy and diplomatic engagement at every stage is the proper way in which we should work with other countries and Governments. That means not letting hack and leak operations force Governments into positions or lead to the risk exposures that colleagues have touched on and that many reports and wider work have highlighted. As for the type of threats that we are exposed to, hack and leak is just one example relating to cyber; there is also the threat from trolling and organised crime, which persists in many of the domains that we are discussing.
The UK is a leader in this, with our Five Eyes and international partners. Our commitment to NATO remains steadfast and we should never, ever lose sight of that. Those institutions and organisations are also adapting to the threats and risks that we face globally.
I understand that there will be a programme in Northern Ireland tomorrow night that confirms what the Secretary of State referred to—that there are economic crime gangs stretching from Russia right through Europe across to the United Kingdom. Will the Bill address the issue of organised crime gangs that stretch into Northern Ireland and are laundering money?
I thank my hon. Friend for his incredibly important question. The Bill will cover aspects of hostile state activity, and he will hear the details of that as I make progress with my remarks. Much of the work on organised crime and criminality in the United Kingdom is led by the National Crime Agency, and it is heavily involved in this work as well. As well as money laundering, we have debated sanctions in recent months. Some of our financial work to follow the money is embedded in the Economic Crime (Transparency and Enforcement) Act 2022, which is part one of the legislation, and we will introduce the economic crime Bill—part two of the legislation—in which there will be much more of that work.
Money laundering is one aspect of organised gangs’ criminality. For people to have the money to launder, a whole sequence of criminality goes with that. That could involve drugs and firearms and, tragically, as we know, people smuggling. We know that the case in Purfleet, in which 39 people died tragically in the back of a lorry, emanated from organised criminality in Northern Ireland. We were able to take that case to court through the work of the police and the National Crime Agency. There is, of course, much more that we need to do collectively.
We have to ensure that we have every possible domestic lever to keep our country safe and prevent terrible acts of criminality and harm from occupying a permissive environment in which they can fester and grow. The Bill brings together vital new measures to address the evolving and ever-changing threats that we face and to protect the British public—to protect our country and our citizens—by modernising aspects of counter-espionage laws.

Commons ChamberMy hon. Friend makes probably one of the most important points about support for victims, and also about how we can help victims to rebuild their lives and live their lives with confidence going forward.
Within this work and the framework is the question of how we integrate many of our mental health service supports and the NHS more widely. The funding for victims, particularly in the areas of independent sexual violence and domestic violence advisers, is just one part of that. Legislation is only part of the solution. It is about how we deliver integrated services within our communities and also how much of the triaging takes place, whether that is through police and crime commissioners, the Victims’ Commissioner or even local policing, as well as mental health services in the community.
I thank the Home Secretary for giving way. She mentioned £187 million, I think, for victim support. Will some of that money come to Northern Ireland? Will it be new money? Will it be part of the Barnett consequentials? How will it filter through?
Many of these issues are devolved matters, but this is such important work—a lot of good work is taking place through the integrated end-to-end approach, and also through the scorecards that we are now setting up—that I would be very happy for the hon. Gentleman to speak to our Ministers about best practice, learnings and how the work can come to Northern Ireland. There is, it is fair to say, a great deal more that we do need to do in Northern Ireland, and I know we have had these conversations many times.
The data reform Bill will modernise the Information Commissioner’s Office so that it can take stronger action against organisations that breach data rules. We now have more than 490 Crown court places available for use, which is comparable to pre-pandemic levels, and more than 700 courtrooms that can safely hold face-to-face hearings are open across the civil and family justice system. An additional 250 rooms are available for virtual hearings. In March, we announced the extension of 30 Nightingale courtrooms, and we have opened two new super-courtrooms in Manchester and Loughborough. Furthermore, we are ensuring sufficient judicial capacity by expanding our plans for judicial recruitment.
The Nationality and Borders Act 2022 will mean that we can focus our support on those who need it most, not on those who can afford to pay the evil people-smuggling gangs to come into our country. The Act increases the sentences for those coming here illegally and means that people-smugglers face life behind bars. It also makes it easier for us to remove dangerous foreign criminals, as demanded by the British public but not by those on the Opposition Benches or those lawyers working to undermine the will of the public. The British public’s priorities are those of this Government. We are on their side, and we will continue to do everything we can by making this Act viable and workable and delivering for the British people.
We are hospitable and charitable as a country, but our capacity to support the more than 80 million people worldwide who are on the move is not limitless. Many Labour Members and others on the Opposition Benches do not seem to understand that, but we do. It is why we have developed our world-leading migration and economic development partnership with Rwanda to deter illegal entry. We are providing solutions to the global migration challenges that countries across the world are facing. As ever, we hear very little from the Opposition, who seem to support the same old broken system and uncontrolled migration to our country.
Two terrorist incidents highlight how we can never be complacent. The attack outside Liverpool Women’s Hospital last year would have been a disaster, had it not been for the incredible quick thinking and courage of the taxi driver involved on the scene. The terrible murder of our dear friend Sir David Amess was shocking, but not without precedent. We have worked closely together, Mr Speaker, to tighten security for Members, and we will continue to do so, and this Government will continue to work with our Five Eyes partners to keep the United Kingdom and our allies safe.
The “National Cyber Strategy 2022” outlines my approach to tackling cyber-crime. We have terrorist activity committed online and information circulated by terrorist individuals and organisations. Going further, the G7 forum on ransomware launched new programmes, such as our work on economic crime, to counter illicit finance and commodities. Improving our international partners’ ability to disrupt organised crime and terrorist activity is a priority to which this Government are committed.
In the past 12 months, we have completed a review of police firearms licensing procedures in response to the terrible and tragic shootings in Plymouth last August. New statutory guidance came into force in November. It improves firearms licensing safety standards and will ensure greater consistency in decision-making. The measures in the national security Bill will further protect our national security, the British public and our vital interests from those who seek to harm the UK. It delivers on our manifesto commitment to ensure that the security services have the powers they need.
The Bill represents the biggest overhaul of state threats legislation for a generation. We have world-class law enforcement and intelligence agencies, but they face an ever-present and increasingly sophisticated threat. The Bill gives them an enhanced range of tools, powers and protections to tackle the full range of state threats that have evolved since we last legislated in this area. It will also prevent the exploitation of civil legal aid and civil damage payments by convicted terrorists. The Bill enhances our ability to deter, detect and disrupt state actors who target the UK, preventing spies from harming our strategic interests and stealing our innovations and inventions.
The Bill also repeals and replaces existing espionage laws, many of which were primarily designed to counter the threat from German spies around the time of the first world war. It will introduce new offences to address state-backed sabotage, foreign interference, the theft of trade secrets and the assisting of a foreign intelligence service. The Bill will for the first time make it an offence to be a covert foreign spy on our soil. A foreign influence registration scheme will require individuals to register certain arrangements with foreign Governments, to help prevent damaging or hostile influence being exerted by them here.

Commons ChamberAgain, for clarification, as I set out in the House last week, we are surging capacity across our VACs to ensure that as many people as possible are getting access. Let me—[Interruption.] If the right hon. Member would like to listen to my response rather than shout from her seat, it is absolutely right that we have already had people in Calais. Let me therefore again clarify—I said this over the weekend—that we have staff in Calais and support on the ground. It is wrong to say that we are just turning people back; we are absolutely not. We are supporting those who have been coming to Calais. It is also important that we do not create choke points in Calais but encourage a smooth flow of people. In particular, I confirm that we have set up a bespoke VAC en route to Calais but away from the port because we have to prevent that surge from taking place.
Mr Speaker, this does not relate to the Bill, but there is another issue about our checks that the House should know about. Not only are people-smuggling gangs roaming around Calais but, over the weekend and today before coming to the House, I have been on calls about the human trafficking cases that are manifesting at the border. It is therefore right that we have the right process in place to check people and to safeguard them.
I thank the Secretary of State for what she is doing and the staff put in place to try to help move things on. However, only 50 people have been processed so far, and my constituent, whom I spoke about in the Chamber last week, is in Ukraine today to collect her son and daughter but uncertain about how to bring them home. I seek the Secretary of State’s clarification on how we can make the process better for people with families here who are going through Poland or Romania to come here.
The hon. Member makes an important point. Having been to Poland myself and seen the processes—I am also due to speak to my Romanian counterpart later today—I know that they have issues about capacity. We have had requests for technical capacity and support not just through our VACs but to help the host countries to do a lot more work at the borders. We are doing everything that we can.
The hon. Member also mentioned his constituent. If they are in Poland, we have got a huge amount of capacity and plenty of spaces for people to be processed, but they do need to come to our centres. If he would give me their details, I will ensure that we are joining that up in country.

Commons ChamberIt is an important point. Discussions have taken place; the Immigration Minister started discussions last week with Neil Gray. Those discussions must take place on a near-daily basis. Particularly for the sponsorship route that I have just spoken about, there will obviously be further statements and updates to the House and there is a lot of work taking place in Government on it.
I first thank the Secretary of State and her ministerial team for all that they are doing on the matter, particularly the Immigration Minister.
It is important to tell this story. A lady from my constituency who lives in Killyleagh contacted me on Sunday and I met her yesterday morning. She has two children and a husband living in Ukraine. She has lived in my constituency for two years and works there. Her husband has been called up to fight in the army, which we understand, meaning that her 15-year-old boy and seven-year-old girl have to be looked after by elderly relatives who perhaps, with respect, cannot do so. She wants to get them home as soon as possible. Her option is to go there next week, on 7 March, to bring them home—the Immigration Minister has the information. I make a plea to the Home Secretary to ensure that she has the assistance that she needs so that she can get home to Northern Ireland with her children as soon as possible.
Many others in my constituency who have elderly relatives have also contacted me, and I understand that the Home Secretary is working on that as well. I also gave the Immigration Minister some information about Willowbrook Foods, which is offering jobs to Ukrainians. It already has a Ukrainian workforce and it is there, willing and able. People are generous—they are so great, we just cannot get over it.
I thank the hon. Gentleman for his kind words and comments. He is absolutely right that we will hear many more cases of elderly relatives and grandparents—that is a fact—which is why we have created the family route. I have also been clear that we will give those who come here access to public benefits and the chance to work. We have an established diaspora community in the United Kingdom that works in key industries and key locations, and we will build on that. The Government, and not just the Home Office, have had many offers from employers who absolutely want to help.

Commons ChamberMy hon. Friend is absolutely right; that is spot on. In the changes that the Government have brought in, we are very clear about the legal routes and also about the issues. We are open and honest about the fact that for 20 years our asylum system has remained in aspic. It has not been touched or reformed, and it needs reforming. With that, we have set up resettlement routes, including those for Hong Kongers and BNOs. Look at the way that scheme has worked—it has been phenomenal, and it is incredibly moving to see how people have been resettled across the United Kingdom. The same applies to Afghanistan, and there are many other schemes including those for Syrian refugees. We need to build on those successes and do the right thing for people who are fleeing persecution. This is about a bond of trust with the British public. They are warm and generous and we need to deliver for them, but we cannot be walked all over by other countries that are not stepping up and taking responsibility. That is why we have to continue the co-operation with all our neighbours.
I thank the Secretary of State for her commitment to finding a solution for this, and it is clear that she is doing just that. My heart aches at the lost lives that have become a reality today, and on behalf of my party, the Democratic Unionist party, I convey my sincere sympathies to all those who grieve for the loved ones they have lost. Will the Minister consider utilising private patrol companies offering services with boats ready and equipped to help patrol the sea, such as one called Osiris Marine Solutions that has emailed me to highlight its facilities? Is there a role for private enterprise in helping in the fight against these dangerous crossings?
The answer is yes, there is a role. The Home Office has been tasked to look at private sector companies and support. In fact, I put the offer on the table to my French counterpart this morning, not for the first time, to have other contractors join the collective effort.

Without going into operational details, we discuss all options. We absolutely do discuss all options. Whether it is naval patrols or alternative patrols, we are constantly exploring and discussing options. It is not appropriate for me to comment on the responsibilities of other Government Departments, but work is taking place with our counterparts and other Departments in Government.
I thank the Secretary of State for her responses to very difficult questioning. Will she outline what discussions have taken place with her counterparts in France regarding the prevention of small boat crossings, which have trebled in the past year? Has she impressed on the French that their responsibility is not simply a diplomatic one, but a moral responsibility and a safety issue, and that their abdication of that responsibility can and will result in injury and death?
Absolutely right. The answer is of course yes. Pressing the moral and humanitarian case, and breaking up the criminal networks, is exactly what this is all about. The gangs and networks have not flourished overnight. They are long-established, which is why we have to look at it from that perspective. I can assure the hon. Gentleman that I am doing that constantly.

Commons ChamberThe hon. Lady is absolutely right, as have been many other right hon. and hon. Members, to touch on the cyber-security threat to our country. Of course, cyber-threats manifest themselves in many forms and guises, from attacks on key and critical national infrastructure right down through attacks on local government, financial institutions and retail outlets. Extensive work takes place across the entire UK intelligence community. The National Cyber Security Centre is led by incredible individuals with whom we have the privilege to work on a daily basis, and there is work across the Cabinet Office as well. Extensive work is taking place in the cyber space, and not just Russia but other countries are involved in the cyber-threat. When it comes to cyber, all Members have a responsibility to ensure that we take all the necessary measures and steps, and our local authorities and the organisations that we come across on a daily basis should also make sure that they are doing everything to enhance their cyber-security.
I thank the Secretary of State for her statement. Among those in and outside the House, there can be no doubt about the Secretary of State’s determination to catch those responsible for the murder of British citizens on British soil by subversive Russian agents. Will the Secretary of State confirm what discussions she has had with other countries regarding the parameters of diplomatic immunity and whether we need to and should reconsider them?
The hon. Gentleman is absolutely right about the need to work with other countries and, as I said earlier, to use every diplomatic lever we have. Post the appalling Salisbury incident in 2018, we saw the work led by our then Prime Minister, my right hon. Friend the Member for Maidenhead (Mrs May), and the collective diplomatic effort in terms of expulsions and sanctions. I touched on the fact that the Foreign Secretary is currently in New York at the UN General Assembly, and we are in no doubt that we are pressing every single lever. The FCDO and the Foreign Secretary will rightly lead on the key discussions.

I thank the Home Secretary for giving way. One of the things that greatly concerns me and others in this House, and I know it concerns her, is the children held in immigration detention. The figure has dropped since 2019, down to 73, but they often arrive having been separated from their family, or they arrive unaccompanied, unaware that they will be placed in detention straightaway. What will be done to help children in particular?

Commons ChamberMy hon. Friend is absolutely right. When he looks at the new plan, he will see a chapter in the policy paper on the judicial reset that is required when it comes to the immigration tribunal, immigration bail and the appeals process. We will streamline that and we will also deal with the wasted costs that British taxpayers are paying for. We want to use that resource to ensure that the money is going to those who are in need and not just to those who are gaming the system.
I thank the Home Secretary for her statement. I agree that those seeking asylum must do so in the appropriate way and that those who smuggle illegal immigrants must face the full extent of the justice system. However, I have a concern over the role of children in these situations. A child has no say over whether they are brought over legally or illegally, so will the Home Secretary outline what special circumstances will be in place when it comes to children and minors, who are totally innocent of deceit or of trying to play the system?
The hon. Gentleman makes such an important point about vulnerability, and children in particular. We need to find the right way in which we can safeguard them, and that is exactly the work that we are going to undertake with partner agencies to look at bringing them not just from camps in Europe, because Europe is a safe continent, but in particular from those parts of the world where we are seeing the most appalling levels of conflict, instability and persecution.

I thank my right hon. Friend for his important question. First, all announcements were made both in the conventional way and to the House, as Mr Speaker would expect. Secondly, as my right hon. Friend will understand, measures are always under review. Decisions will be taken through the consultative process within Government based on evidence, based on discussions and based on a number of facts. The virus, of course, is changing, although it is still with us. The vaccine roll-out is a new element, a new consideration, in terms of the nature of the measures that are being taken. It is fair to say that there has been a layered approach with these measures. As we have seen, there has been escalation and de-escalation. Right now, we have escalated the measures through the banning of the travel corridors, so these measures will be under review. Naturally, as the roll-out progresses, new strains may or may not materialise internationally. We will obviously have to take everything into consideration when it comes to permanency or the timetabling of the application of certain measures.
I thank the Secretary of State for her answers today to the urgent question. She will be aware of the substantial concerns that exist around the Northern Ireland border with the Republic of Ireland as pertains to covid travel. Further to the announcement from the Republic of Ireland, can the Secretary of State confirm what, if any, contact has been made to ascertain the current situation and to share information regarding passengers’ travel to the Republic of Ireland and, potentially, to Northern Ireland, which should not have been withheld at any stage? Furthermore, what steps will be taken to save lives by being sensible about our shared border?
The hon. Gentleman makes a really important point. First of all, the advice is not to travel. It is to stay at home for the very reason that he has given: we are in a pandemic and we need to protect public health. He has highlighted some of the things that are taking place right now. Secondly, it is important for me to emphasise that this is a joint effort. Collaboration takes place in relation to the common travel area, the sharing of information and the sharing of data around passengers and flows. That has always been the case, and that will continue. None the less, I still emphasise that there is no need for individuals to travel. When it comes to the CTA and to the areas to which the hon. Gentleman is referring, we are also thinking predominantly about the movement of goods and hauliers, and, of course, there are checks in place for those particular examples.

Commons ChamberMy right hon. Friend makes a really important point. As I have already said, we are embarking on this work and I intend to look at all aspects of equality pay and diversity, and also at equality impact assessments as well. These are some of the key pillars of policy development that the Department will be looking at and, obviously, I will report back in due course on the steps that we undertake.
I also thank the Secretary of State for her statement, for her control of the Windrush issue, and for her deep interest and commitment. There are some 30 recommendations in the Wendy Williams report. How does she believe that these can be implemented to ensure that applications adhere not simply to the letter of the policy, but to the spirit of the policy, which would never have intended for this generation of people, who did so much for the UK when we needed them the most, to suffer so needlessly?
The hon. Gentleman is absolutely right, and he touches on some of the sentiment that has already been echoed in the House around fulfilling the recommendations and not just paying lip service to them. As I have said, the report itself is a report like no other. That is why it is important that we have the time and space to give it the determined attention and diligence that is required to make sure that these recommendations are implemented in the right way, working not only with Wendy, but with other stakeholders, too.

Friend in paying tribute to his assistant and to all other first responders, who showed great humility and that sense of duty in coming together on Saturday in Forbury Gardens to respond and prevent further loss of life. As I said, they are the very best of all of us, and I pay tribute to everyone who was part of the emergency response, because, frankly, the resilience, courage and bravery they have shown is to be commended.
Coming from the Province, as I do, we have been subject to many terrorist attacks over the years, as the Home Secretary and others in the House will be aware. On behalf of the Democratic Unionist Party, may I offer my sincere condolences to the families of the victims? We understand your loss and will be praying for you in the days ahead.
Will the Home Secretary outline what steps the Government will take to ensure that the families will see justice for their loved ones and, more than that, see lessons learned within the MI5 system, with improvements made? While no one can accurately predict the future, we must ask whether we can do better with these persons of interest to prevent any future tragedies and violence.
I thank the hon. Member for his comments and understanding. He asked about support for the families. The Home Office, along with Thames Valley police, is providing all the necessary support, particularly through family liaison officers but also through the victims of terrorism unit at the Home Office. He referred to one particular agency, but of course many other agencies work across the intelligence and security spectrum. We work with all of them, because they are part of that integrated network along with policing, frontline policing and counter-terrorism policing. That work will continue and, as I have already said to the House, if there are any issues, lessons or lines of inquiry to be followed up which we can proactively address and deal with, either in this House or through my actions as Home Secretary, I will absolutely follow them up.

Commons ChamberNorthern Ireland is the only part of the United Kingdom with a land border and is therefore literally on the frontline. Can the Home Secretary tell us more about the discussions and talks with the Northern Ireland Assembly that she referred to? How does she believe she can marry the health measures at our ports and airports with those in neighbouring Republic of Ireland to ensure the viability of our ports and airports for trade and tourism as well as safety and wisdom?
I thank my hon. Friend for his question. He is absolutely right. When it comes to trade and keeping passenger flows going, we have been working with my right hon. Friend the Secretary of State for Northern Ireland. The hon. Gentleman will be aware of some of the discussions that have been taking place. As ever, we undertake these measures for the right reasons: to collectively stop the spread of the virus and to protect public health. I would be happy to talk to him over future days, in the run-up to 8 June, about the work we are doing in Northern Ireland.

It is with a sore heart and great sadness that I associate my party, the Democratic Unionist party, with the sentiments expressed by everyone and convey our deepest sympathies to the families of the 39 people who have died. Some families may not yet know that they will grieve today for their loved ones. Our thoughts and prayers are with them, each and every one. That is the sentiment of the House. Will the Home Secretary outline what arrangements will be made to identify the victims of this tragedy? How will contact be established with the families? It is so important that the families know what is going on.
I thank my hon. Friend for his remarks. He hits a raw nerve when he speaks about the families of the victims. The investigation is taking place. There is much more work to do to identify the individuals, their families and their country of origin, and that work is taking place. If I may, I have said that I will come back to the House or to individual Members. I will provide updates once we have more information.

Commons ChamberI thank the hon. Lady for her comments, and it was a real honour to be with her at the cathedral on Monday to pay tribute to Andrew Harper. She is right; there are many good examples of social enterprises across all our constituencies that do tremendous work to give offenders a second chance. Importantly, they educate and train offenders and give them the skills to move on and rebuild their lives. As with many of the Bills I have mentioned today, we can come together to demonstrate strong cross-party support on this issue.
The Government recognise that freedom and security are not opposite but equal and that ensuring that people can live their lives free from fear is the essential foundation of a life of liberty. There is no greater service that a Government can perform for the public than keeping them safe. That is at the very heart of our agenda. Monday’s Gracious Speech contained improvements for every stage of policing in the criminal justice system, each designed to make the United Kingdom a safer and a fairer nation. We live at a time of new and acute challenges to policing and justice, whether they involve tackling the established evils of serious violence, domestic abuse, the arrest of foreign national offenders or keeping people safe from online harms. Officers need to know that the Government have their backs, so we have brought forward measures to extend the protections offered to police officers, to establish a police covenant and to give the police the necessary powers to arrest foreign national offenders. We are also clear that tough measures to bring criminals to justice must be balanced with a fair approach to those who have served their time and support for those who genuinely want to turn their lives around.
The Home Secretary has outlined the Government’s strategy to deal with criminal gangs here in the United Kingdom. She will recognise, as we all do, that criminal activity reaches beyond the borders of the United Kingdom of Great Britain and Northern Ireland and is international. Will she outline what discussions have taken place with other countries to ensure that the problem of criminal gangs from Europe, including Romania, China and elsewhere, which we heard about in the Select Committee on Northern Ireland Affairs today, is dealt with internationally and together?
The hon. Gentleman is absolutely right. As an outward-looking country that prides itself on its security both domestically and internationally, a tremendous amount of work takes place not just bilaterally but across many other institutions. We have our own agencies, such as the National Crime Agency, working internationally to ensure that many of the issues in terms of serious organised crime, criminality and the sheer extent of the crime taking place are addressed, while at the same time preventing further criminal activity from taking place.

Commons ChamberThis debate is quite extraordinary. There is no doubt that the British people feel anger, resentment and a great deal of disappointment towards this House and politicians over Brexit. They expected us to be leaving the EU today. I do not think we need to go over old ground, which has already been articulated, on why we have had to postpone our leaving by legislating through statutory instrument in this House.
The motion is yet another disappointment to everyone who voted to leave the EU. It follows a demand from the EU, made through the European Council decision of 22 March, to agree to extend the period under article 50. Under the provisions of that decision, the UK will be bound into staying in the EU until 22 May, if the motion is agreed to. Of course, agreeing to the motion also means accepting the withdrawal agreement in full and as drafted. Paragraph 11 of the preamble to that decision makes it clear that, by agreeing to the motion, the withdrawal agreement as drafted would be locked in, with no change possible. It binds the United Kingdom into accepting the withdrawal agreement, stating that it
“excludes any re-opening of the Withdrawal Agreement. Any unilateral commitment, statement or other act by the United Kingdom should be compatible with the letter and the spirit of the Withdrawal Agreement.”
I thank the right hon. Lady for giving way and commend her for the stance she has taken so far. May I say very gently to her and to the House, and to the Government in particular, that my party has been consistent in its stance over the past two years? A legally binding, time-limited backstop is what we have always asked for; that has not changed and we have not deviated. My right hon. Friend the Member for East Antrim (Sammy Wilson) has referred to that. Does she too hold to that stance?
I absolutely agree with my hon. Friend. Of course, the purpose of today’s motion—he and I have commented on this—is that once the withdrawal agreement is agreed, there is no turning back, because the UK will be bound into an international agreement with the EU. As right hon. and hon. Members will know, that means there will be no chance to change the withdrawal agreement, no chance to change the Northern Ireland backstop, no chance to put safeguards in place to protect our democracy from the harmful laws that will be imposed on us, no chance to freely negotiate new trade deals with the rest of the world, and no chance to change in any meaningful way the legislation coming forward to implement the withdrawal agreement, because seeking to amend the legislation would risk putting the UK being in breach of our international obligations.
Agreeing to the motion means facing a Brexit deal that is dreamed up, drafted and decided by the EU. Once the motion is passed, we will be forced to comply with the EU’s demands. That is not what the country voted for, when 17.4 million people voted to leave the EU in the greatest show of democracy this country has ever seen. However, once again we will see the EU’s will being imposed on the British people. Of course, the withdrawal agreement represents a legally binding treaty, which will deny the British people and our Parliament the sovereign right to choose our future and be in control of our destiny.
I was elected to the House of Commons with a mandate to deliver Brexit, and the withdrawal agreement does not give this country the freedoms, independence, democracy and control that people voted for. It is becoming increasingly clear that MPs elected on a mandate to take Britain out of the EU and the customs union are—we have to be honest—going back on those pledges and want to impose a customs union on this country. The withdrawal agreement already includes a single customs territory, which is a form of customs union, and we know that many MPs want to go further. That would prevent Britain from negotiating its own trade deals with the rest of the world and effectively keep us as a rule taker.

Commons ChamberI am grateful for the opportunity to speak about this subject. This is one of many interventions I have made on the health issues that affect my constituency since being elected in 2010. I am sure the Minister will respond appropriately.
Like many other parts of the country, the Witham constituency and mid-Essex are experiencing significant demographic changes, with the proportions of people aged over 60 and over 80 increasing faster than the national average. Those demographic changes, and the population growth that is occurring, place huge new pressures and demands on our services, including our local health economy and the complex network of hospitals, health trusts, councils and providers that support it. One of the most effective ways we can improve our health economy and services is by investing in better primary and community care.
Since being elected, I have campaigned repeatedly for a new multi-purpose health centre in Witham town to address the growing demand in the town and our villages, and to provide more local services to increase the town’s health capacity. Whenever I hold debates on health services in Witham, I highlight the patient to GP ratio. While the national average number of patients per full-time equivalent GP is around 1,700, there are nearly 1,800 in mid-Essex and 1,900 in north-east Essex. However, the overall figure for the four GP surgeries in Witham town is a staggering 2,500, nearly 50% higher than the national average. That number has grown as patient numbers have increased and GP numbers have fallen, and it will worsen as some GPs approach retirement. As a consequence, residents in Witham struggle to get appointments. In fact, in my time as Member of Parliament, some GPs have closed their books and stopped taking on new patients.
Bringing the four GP surgeries in Witham under one roof would add much-needed capacity, integrate health services, grow and strengthen our local health economy, improve access to local services and reduce demand on hospitals. The case is compelling, and the campaign for such a centre is universally supported. Witham Town Council backs it, local politicians from all parties back it, local businesses back it, my residents absolutely back it, and Braintree District Council has backed it from day one. To its credit, the district council has put money aside from a capital receipt to support the development of the new centre. It understands the long-term benefits.
Until recently, it seemed all the plans for the health centre were on track, with GP surgeries in Witham and the clinical commissioning group supportive of it. In fact, the CCG took on a consultant to develop a business case for the centre over the past few years. Shockingly, despite all the lobbying, advocacy and business cases, it appears that either some GP surgeries are rowing back on this opportunity for Witham to join forces to deliver an outstanding health centre for my constituents, or the CCG has not been able to advance the plans.
Only last month, on 15 October, the CCG informed me that it was pleased to say that it had had a “positive response” from three of the GP surgeries. However, just last week, on 2 November, I was notified that during the latest round of discussions their reactions suddenly had been mixed. Douglas Grove surgery is still strongly supportive, but there is less enthusiasm and support from the other practices.
I will touch on many aspects of health, but the purpose of the debate really is to ask the Minister and his Department to go back to the CCG and, where they can, to GPs to ensure that we deliver a new centre for the residents of Witham town and the surrounding area. They want answers, and they deserve action and delivery.
I have always been here to support the right hon. Lady over the years, and I am pleased to be able to do so again tonight. She mentioned action, and I want to refer to that very quickly. Given the pressure that nurses and healthcare professionals are under in every trust area—including my own, by the way—does she agree that the Government must consider a complete overhaul of the way in which things are done in the NHS? We want to see action rather than words. We do not want to see reviews or reports. We want to see action. Is that not what it is all about?
The hon. Gentleman is absolutely right. Ultimately, we should be seeking to drive health outcomes. As I have said in the House again and again over the last eight years, we can achieve that through integration of our health services at a community level. Driving outcomes is the very purpose of the facility in Witham town. We should think about the integration of mental health services, ambulance services and all sorts of prescribing, including social prescribing, and about the future of social care and healthcare.
However, this is not just about Witham town. I represent many neighbouring villages. Tiptree, which is well known for its jams—I am sure that you have sampled some of them, Mr Deputy Speaker—has a large and growing population, but it also has just 3.28 full-time equivalent GPs to serve a population of more than 11,000. That is a patient-GP ratio of 3,400 to one, which is more than twice the national average, and it needs to be addressed. Branch surgeries have been lost in Birch and Tolleshunt D’Arcy in recent years, and there is a growing population in Stanway and Hatfield Peverel. All that places more strain on GPs, so the integration of services is vital. We are hoping to increase the GP base through a new partnership at Anglia Ruskin University, at whose new medical school the first wave of GPs will be trained.
One of those neighbouring villages, Silver End, is expanding provision but has a terrible history. I know that the Minister will be aware of Virgin Care Services, which has run the Silver End general practice since 2016. This year’s rating from the Care Quality Commission was “inadequate”. Members speak about money and funds. Interestingly enough, Virgin is paid £134.37 per patient, 60% more than the standard payment of £83.64 that other GPs receive. That is a staggering sum: it seems that Virgin is almost being rewarded for failure. Just two months ago it failed to refrigerate its flu vaccines, which meant that a batch had to be disposed of. That wasted taxpayers’ money, and also caused local problems with flu vaccinations at a critical time.
I want to touch on some wider issues affecting social care in the Essex County Council area. To its credit, the council has worked diligently to address social and winter pressures. I welcome the additional £5.9 million for the council from the £240 million that was announced last month, and, of course, the Budget funding as well, but, as the county council has said, we want to see a meaningful Green Paper when it comes to social care funding. A new Witham multi-purpose healthcare facility will make a positive difference, enabling us to integrate funds and care and drive better outcomes and performance.
That brings me to another company that is in the news. A CQC judgment on Allied Healthcare highlighted a considerable risk of service disruption to the delivery of domiciliary care services, which has caused much concern. Essex County Council is one of Allied Healthcare’s biggest clients, and has been working with the CQC and the company, but we want to be certain that the Department itself is aware of the situation and able to help to resolve it. We need clarity about some of the services that could be at risk.
There is also much more work to do in relation to social prescribing. Last week I held an advice and information fair in Witham, which focused largely on the older demographic in the constituency, but was also concerned with healthcare provision through charities and other voluntary organisations. Another issue that I think we should consider—and a new healthcare centre at Witham would help with this as well—is how patient commissioning and NHS referral systems can be improved.
My final point is about the delivery of mental health services. The Essex Partnership University NHS Foundation Trust has been in the news today because of a police investigation into the deaths of 25 patients who were under its care. The Department knows of a case involving one of my constituents, a mother who has been fighting for justice and accountability for years. Today we have learned that the police inquiry has concluded. What they have found might not have led to a charge of manslaughter, but there are serious problems that still need to be addressed.
There are so many health issues that obviously need to be addressed, but the purpose of this debate is to drive the change and produce the outcomes we want to see in Witham town in terms of the delivery of the new health centre. I trust that the Minister will be able to help us: that he will be able to help my constituents overcome the challenges we are now facing with the CCG and GPs in Witham town to deliver this new health service.

My hon. Friend is absolutely right. I will come on to the ladder of opportunity, the moral obligation and responsibility, and the progression pay that the right hon. Member for Hornsey and Wood Green mentioned earlier. In fact, we have a good economy right now, but we are faced with a shortage of people in the key sectors that cover the health and wellbeing of our economy: construction, nursing, social care, engineering and a whole range of other sectors. Full-time employment and part-time and temporary employment are all incredibly vital to our labour market.
We have record levels of employment, but we should look beyond that to the next generation and ensure that, while they are at school, they are engaged and nurtured to think about the world of work. The Government have the Careers & Enterprise Company and other models of engagement, but that is simply not good enough in terms of overall coverage—engagement with schools and the requirement on our education establishments to open their doors to businesses, so that they may talk to young people about careers, and to bring into schools sectors that reflect the local economy.
I feel strongly about the role and significance of devolution. In my short apprenticeship as the Employment Minister in the Department for Work and Pensions, I oversaw some of the devolution deals around the Work programme. I worked with the combined authority in Manchester and on other devolution deals. Employment programmes and employability were a major factor in giving devolution to local authorities up and down the country. At the heart of that success is working with the private sector, not just the public sector, to ensure that the private sector and the needs of the local economy are fully reflected in devolution deals. Importantly, the combined authority and local authority models require an absolute understanding of what is going on in the local economy, where the skills shortages are and where future demand might come from. There is also a need to look at succession planning and how businesses can work with their workforce.
In Northern Ireland we have recognised it is important to address the issue of skills shortages and to go into secondary schools. Some people have suggested we should even go into primary schools, although I am not sure that is entirely appropriate. We have also addressed the skills shortage in engineering. We should encourage ladies and girls to look to engineering as a possible job for the future, because they can do it as well as we men.

It is an honour to serve under your chairmanship, Mr Dobbin. I am grateful to Mr Speaker for granting this debate. I commend the Minister because this is her second debate in a row.
The issue of the newspaper supply chain and independent newsagents is covered by two Government Departments, so it is important that independent newsagents know which Minister and Department they can go to. I am delighted that my hon. Friend the Minister is responding this afternoon. I would be grateful if, in her response, she told us whether there are plans for one Minister to take the lead on this issue and oversee the policies that affect independent retailers.
Independent newspapers have been an integral part of many communities for decades. I am the daughter of former shopkeepers, and I spent more than 35 years living above a shop. My parents would go downstairs at the crack of dawn to open the shop, mark up newspapers and deal with the many challenges of the newspaper supply chain, so I have first-hand experience of the benefits to local communities of independent newsagents and the challenges of the newspaper supply chain.
Today is Budget day, so we should remember that our economy benefits from having prosperous, dynamic, independent newsagents; it is an important sector. Whether it is a friendly face at the counter who knows exactly what each customer comes in to buy, or a paper boy earning money for the first time and getting work experience—I have plenty of experience of delivering newspapers—independent newsagents offer high-quality, personalised services. As much as we welcome choice in where we shop, we all recognise that large supermarkets and online platforms do not do that.
Conservative Ministers deserve credit for taking action to support the sector. In particular, they have cut the small profits rate of corporation tax, increased the cap on business rates—that is an important step—cut fuel duty by more than Labour planned, reduced the burden on employers of national insurance contributions, and cut red tape, which has made a significant difference. The announcements in today’s Budget, apart from the usual increase in tobacco duty, with which we would not argue, also give independent newsagents a helping hand.
However, it is clear that over a number of years independent newsagents have faced difficult challenges that have forced many out of business. New tobacco controls have harmed responsible independent retailers. They have also driven many customers into the arms of illicit traders and smugglers, but that is a subject for another debate. The expansion of supermarkets brought more challenges. Changes to the newspaper and magazine market, including the expansion of existing newspapers’ online media platforms, new entrants to the market and the growth of free newspapers, have led to a decline in newspaper sales. The terms and conditions imposed on independent retailers by wholesalers are a part of the challenge they face.
I want to concentrate on the relationship between newspaper and magazine wholesalers and independent newspapers. The underlying trends and changes in how consumers digest newspapers and the news is highly relevant, because it has led to change in the marketplace.
Since the turn of the millennium, independent newsagents have suffered a fall in sales caused by the emergence of free newspapers—we all pick them up—that target the commuter market. The Metro and the Evening Standard, which are available in railway and underground stations, are two prominent examples. However, newsagents have also felt the impact of technological changes; more and more content is available online. All the main newspapers now invest heavily in their online platforms, which are updated minute by minute, particularly on Budget day. The growth in the use of smartphones and tablets has enabled news groups to provide news in a much more user-friendly way. Consumers are able to seek out and read news stories on other platforms, such as blogs. As a result, hard copy sales are falling. In the past two years alone—between March 2012 and February 2014—sales declined by 16% from 18.3 million to 15.4 million.
Despite the challenges that those changes pose to the traditional ways of selling newspapers, there are still some positive features for independent newsagents. Many people still go to their newsagent on the way to work and value the service they receive, and national news groups still see a role for print editions, which is important for independent newsagents. Few of us would find fault in news groups’ entrepreneurial and commercial decisions to use new technologies—we have all got to embrace new technology—or the cost-effective ways in which consumers digest news.
However, an issue that needs to be addressed, which places independent newsagents at a disadvantage and hampers their ability to compete and respond, is the wholesalers’ control of the newspaper supply chain and their vice-like grip on independent newsagents. The Minister is aware of the campaign that the National Federation of Retail Newsagents, the Association of Convenience Stores and many others in the sector ran to raise awareness about the lack of competition in the wholesale market. The are only two main wholesalers that operate in Great Britain: Smiths News and Menzies Distribution. They operate in what can be described only as a near monopoly, or near duopoly. National publishers of newspapers and magazines sign exclusive distribution rights deals with those wholesalers. Prices are set and there is no scope for independent newsagents to get involved in the negotiations, so their voices are not heard. A third wholesaler, Dawson Holdings, ended its magazine and newspaper distribution activities in 2009 after losing out on contracts with publishers.
Smaller independent wholesalers that traditionally operate at a local or regional level have been squeezed out as publishers have concentrated their contracts with Smiths and Menzies. As a result, if a newsagent wishes to trade in newspapers, they are effectively at the mercy of the wholesaler when it comes to terms and conditions, the quality of service—which many newsagents would question—and charges.
I commend the hon. Lady for raising this issue. Like her, I have been contacted by constituents and small newsagents who are penalised by Menzies and other wholesalers, and have had their contract conditions changed without negotiation or consultation. Will the Minister respond to that issue? If an independent newsagent has a contract, how can they be charged extra money without consultation? There is no thought for the independent newsagent, who makes little money as it is.
I completely agree with the hon. Gentleman. The shops that we are talking about are the lifeblood of many communities. I have seen, over 35 years, a massive change; there is no doubt that we have seen many big changes. Increases in carriage charges are relevant not only to Great Britain but to Northern Ireland. Newsagents there have faced huge increases in the past 12 months alone. I would be interested to hear from the Minister about where there is scope to review the changes to carriage charges.
On that subject, the costs in Northern Ireland are exorbitant—I believe they are greater than here on the UK mainland. Independent newsagents have informed me and other elected representatives that it is getting to the point where they will have to decide whether to carry newspapers at all, because the margins are so tight. At the end of the day, it does not add up. Let us be honest: small shops are selling perhaps 100 newspapers, or 200 at the very most—there is no profit in that.
The hon. Gentleman makes a really interesting point. I make it my business to visit many independent shops, particularly newsagents, and I always ask about the number of newspapers they are selling. The figures are staggering, because they are declining at such a rate. I remember, when I was a child, the bundles of our Sunday newspapers being enormous—we were dealing with hundreds and hundreds of newspapers on a weekend alone. That landscape really has changed completely.
Along with all the additional costs, independent retailers are frustrated by the appalling service that they receive from wholesalers. Of course, that has a knock-on effect on their business and the quality of service that they can offer to their customers. When their newspapers are delivered late, people stop going to those shops. I hear many reports from newsagents about late paper deliveries. Other newsagents find that the wholesaler has given them the wrong order or the wrong number of newspapers, or that the supplier has gone to the supermarket down the road, and not to their shop.
Although there is a process by which a newsagent can complain, it does not change a thing. It just adds to the stress and frustration of running a business. Newsagents feel increasingly powerless to get redress for their situation. With the latest promotion by one supermarket chain—it gives away free newspapers to customers spending more than £5—the squeeze is being felt even more. Will the Minister update us on what action the Government are taking to investigate possible abuses in the supply chain and to ensure that independent retailers are not unfairly disadvantaged?
In conclusion, independent newsagents, some of which are dependent for 75% of their business on newspaper sales, deserve to be treated with fairness—the debate is all about fairness in the supply chain. Unless changes are made to boost competition and give them a fair deal, including involvement in negotiations and decision making, more and more newsagents will struggle to compete. We will see more withdraw from the marketplace because they will not be able to survive, and our communities will be much poorer as a result. One newsagent put it clearly:
“the big point that needs to be made is that falling sales, shrinking margins and disproportionately high carriage charges will before long drive many smaller news retailers out of the market, to the detriment of consumers—notably the elderly who may not be tech-savvy and digitally aware of the alternatives to print editions.”
I hope that the Minister will give due consideration to the points I have made, and will help us to see what can be done to support the future of independent newsagents. These are small and micro-businesses, and the Government are doing great things for similarly sized companies. The issue should be reviewed by the Competition and Markets Authority, and the Government should work with newsagents to assess the reforms that are long overdue. I look forward to hearing what the Minister has to say.

My hon. Friend is absolutely right. As I touched on earlier, immigrants are entrepreneurs and business people, and immigration touches on the skills agenda—another issue we could debate for a long time. Where people make a positive contribution, we should find the best routes—the right routes—to make them welcome and support them in visa applications and so on. We must be proactive on that front, but we can only do that and change the system in their favour once we have tackled the catalogue of problems, some of which I have highlighted.
The devastation left by the Labour Government was so great that we cannot overestimate the challenges faced by the Government and the Minister. Repairing the damage will no doubt take a long time. Labour’s legacy can still be seen across the country. I am sure that many hon. and right hon. Members see cases in their constituencies involving immigrants who have been deemed to have no right to remain in the UK, but, quite wrongly, pursue every legal avenue to remain here. In my constituency, there have been cases of immigrants who have outstayed their welcome. Such cases demonstrate the systemic failures of the controls put in place under the previous Government. I could reel off many cases, but I have a couple that I would like to highlight.
One lady from the Philippines was granted permission to enter the country in 2006 on a 48-month work permit to work in a care home. Since then, her husband, family and children, who have gone to local schools, have all come over. Once the visa expired and she was asked to leave, little action was taken, so the family remain in the UK. Last summer, the case was brought to my attention and an appeal to remain in the UK was rejected. To avoid deportation, the family lodged a further application to remain in the UK on human rights grounds in January this year, which was refused in June. The case is now going on and on. In July, they lodged another appeal, which is still pending. If that appeal is rejected, the family may undertake another appeal and prolong the process even more. Surely that cannot be right.
Another case in my constituency that has been ongoing for years involves a family from Nigeria who are here without any right to remain. They were informed that they should leave the UK two years ago, but they, too, embarked on a series of applications and appeals. Such actions are all about delay and prolonging the process for people who have no right whatever to remain in the country. That undermines public confidence in the immigration system. A stop must be put to repeated applications and appeals.
I welcome the measures in the Immigration Bill to limit the number of appeals that immigrants make. I urge the Minister to look at ways of going further in speeding up cases—the issue is the efficiency and effectiveness with which cases are determined—so that those who are deemed to have no right to remain in the UK can be removed without delay. Once someone has lost their case or appeal, unless there are genuinely exceptional circumstances, there is no reason why they should not leave voluntarily or be deported, if that has to be done, within a couple of weeks. They should certainly not be here for a prolonged period. That would obviously restore public confidence in the system and send a powerful signal to those who have abused the system. It would send a message that Britain is not a soft touch and will take tough action.
I also welcome the approach that will be taken to deporting foreign criminals before their appeals are held. I ask the Minister to consider extending that approach to other persons staying in the UK illegally and involved in repeat applications and appeals. An aspect of immigration controls that greatly concerns my constituents and the wider public is the way foreign offenders, prisoners and terrorists are able to remain in the country, despite the overt threat they pose to public safety and national security. The Abu Qatada case is symbolic of the wider problem with immigration controls and human rights laws: judicial activism and judgments from Europe that, frankly, undermine this country. We should be able to remove the likes of Aso Mohammed Ibrahim, who killed a 12-year-old girl, and serial Somali criminals Abdisamad Adow Sufi and Abdiaziz Ibrahim Elmi, without the courts and human rights laws interfering and our courts being lectured on what we should be doing.
Killers, sex offenders, violent criminals, persistent offenders and supporters of terrorists should face the automatic expectation of deportation. They should not expect to be protected by the ridiculous interpretations of human rights laws that the European Court of Human Rights, and sometimes even our own courts, provides. We should have a prison-to-plane approach, whereby foreign national offenders who have served custodial sentences are removed. When they leave prison, they should be taken to an airport and deported at the earliest opportunity. My constituents and the British public would feel greatly reassured if they knew that such dangerous criminals were not able to set foot again in our country and their communities. I welcome the fact that the Government are taking the matter seriously; that is shown in the way that they are initiating deportation proceedings sooner. As a result, the average time taken to remove a foreign national offender following the completion of a custodial sentence was lowered to 77 days in 2011. We still have 11,000 foreign national offenders in our prisons and thousands more who avoid custodial sentences.
The Minister knows of my concern about the fact that more than 3,100 foreign nationals who are subject to deportation orders are still in the country. Shockingly, that includes 2,300 people who have been on the list for more than a year, 25 of whom have been here for more than 10 years. Every day, hard-working British taxpayers are left to pick up the hefty bill for legal costs and other expenses for those individuals. We must put an end to it, and if that means going further on the Human Rights Act, reforming the European convention on human rights and taking unilateral action to defend parliamentary sovereignty from European judicial activism, my constituents and the British public would expect nothing less from a Conservative Government acting in the national interest.
I urge the Minister and his colleagues in the Ministry of Justice to look at ways to deport European prisoners to their countries to serve their sentences. As he is aware, the Council of Europe convention on the transfer of sentenced persons enables European national prisoners to be deported to serve their sentences in the country of their nationality, but unfortunately, it is a voluntary agreement. There are 4,000 or so European national prisoners in our jails, but only 138 applications were received in 2011, with 127 being referred to other jurisdictions for consideration. The numbers being deported under the convention are too small. In 2007, 111 prisoners were deported, but that number is declining and has since dropped, meaning that not even 1% of European national prisoners serve their sentences in their own countries. Slightly more than 1,000 foreign national offenders from the European economic area were deported in 2011. I hope that the Minister will make that issue a priority in his discussions in Europe and seek to secure the deportation of more European national offenders.
The final aspect of immigration controls I shall raise relates to immigration from Europe. The free movement of goods and peoples is an important principle of the European Union, but the unrestricted access given to European nationals has added significantly to our population and the strain on public services. Of the 2.7 million residents in this country who were born in other EU countries, 1.1 million are estimated to have been born in those countries that joined the EU since 2004. In 2003, more than 500,000 nationals from other EU countries and 50,000 from countries about to join in 2004 were employed in the UK. By 2011, that number more than doubled to 1.29 million, which included more than 700,000 nationals from the 2004 intake of member states and more than 500,000 from the pre-2004 accession.
On top of that, there are an estimated 600,000 economically inactive EU nationals in the UK, many of whom will be accessing public services and benefits. This morning, I read that one person in 25 claiming jobseeker’s allowance is an EU immigrant, so the pressure on the public purse and public services is clearly enormous. Meanwhile, child benefit is being paid in respect of 40,000 children living in other European countries.
It cannot be right that our country faces an uphill battle, and legal action with Europe, to reduce some of the benefits being paid to EU nationals. I encourage the Minister and the Government to consider how we can renegotiate the position with Europe to bring common sense and sanity to our immigration controls, so that they do not prevent the working of the free market but enable us to limit immigration, prevent abuses of free movement rights and remove those who should not be here and are pushing the boundaries by accessing benefits and public services.
I also press the Government to make greater use of the powers already available through the free movement directive to restrict the right of entry and the right of residence on the grounds of public policy, public security or public health. It is almost inevitable that we would be challenged by the European Commission for doing so, but there are many cases, especially involving European national criminals, where we must take a firm approach and give the public confidence.
I thank the hon. Lady for bringing this matter before the House for consideration. I apologise for not being here at the beginning of the debate; I had problems with the tube and was 45 minutes behind time. I understand that there is a top 10 list of countries that contribute to the crime rate in the United Kingdom. Not all of them are European; they are: Poland, Romania, Lithuania, Nigeria, India, Jamaica, Somalia, Portugal, Pakistan, and our neighbour, Ireland. Does she feel that the Minister should focus on those top 10? If we can deal with the top 10, we will deal with the majority of the crime rate.
I thank the hon. Gentleman for his timely intervention. I was about to come to that list. It is right that we start focusing. There has been too much generalisation in the past, so we need a focus on some countries.
I have urged the Minister to take firm action on European national criminals. I also urge him to consider the transitional controls on Romanian and Bulgarian immigrants. The transitional controls are due to expire at the end of this year. First, immigration is about sustainability, and Britain cannot sustain or cope with a large influx from eastern Europe. Secondly, criminal gangs are an issue that is well documented; the hon. Member for Strangford (Jim Shannon) read out the list of countries. In the last 10 days, we have seen reports of Romanian criminal gangs committing crimes. They are flying into some of our airports daily. The experience of the last decade has led the public to feel anxious about new waves of immigration. This is an opportunity for the Government to reassure the public and give confidence about the new accession countries.
It is almost inevitable that we will feel the impact of new countries’ accession to the free movement directive. The Minister knows as well as anyone that more action is needed to establish an immigration system that is finally fit for purpose and has public confidence. The Government are taking the right steps towards creating a system of controls that enables wealth creators and entrepreneurs—those who want to make a positive contribution—to come to our country, as well as tourists, whom we invite, while keeping out people who should not be here. Once the excellent new Immigration Bill has gone through Parliament, I trust he and his ministerial colleagues will continue to focus on strengthening our immigration controls and taking action to secure our borders. As I have stated throughout this debate, we must send out positive messages to those whom we should welcome to this country and, importantly, reassure hard-pressed British taxpayers that we are fixing the broken system. We should give the public confidence in the immigration system.

My hon. Friend’s assessment of the culture in the NHS is absolutely correct. Let us not forget that the Under-Secretary of State for Health, my hon. Friend the hon. Member for Central Suffolk and North Ipswich, alluded to the rotten culture in the NHS. I will come to the fact that cultural change is required and that we must stop this revolving door and this recycling of people in the NHS.
I congratulate the hon. Lady on bringing this matter to the House. Although the debate is specifically about the East of England Ambulance Service NHS Trust, the same rationale applies across the whole of the United Kingdom of Great Britain and Northern Ireland. The response by paramedics relies on data and modern technology, so it is important that funding restrictions do not limit what they can do. Does the hon. Lady feel that it is essential that funding is always available so that they can do the work they need to? Does she also feel that training is important?
