Please be assured that that work continues internationally. As I have pointed out, it is difficult to do this in the usual context, which is a UN Security Council resolution, because it would be vetoed. We had the President’s statement in November, to which I referred. Understandably and rightly, much of the world’s focus must be on the humanitarian catastrophe that is happening and that could get worse on the Bangladeshi side of the border. Equally, there is now an increasing focus—I have had many meetings in recent weeks and months here in London and beyond—on the diplomatic and political solution, not least addressing the very issues that my hon. Friend raises.
I visited the Kutupalong Rohingya refugee camp at the end of last year with the Commonwealth Parliamentary Association, and two nurses from Kettering General Hospital recently returned from the Rohingya camps, where they were successfully combating the spread of disease. May I draw the Minister’s attention to the problem on the Bangladeshi side of the border? Bangladesh has been incredibly generous in hosting the Rohingya refugees and going out of its way to assist them, but the Bangladeshis are overwhelmed with visa applications from international aid workers and the like, and they are having difficulty processing those visas in a timely way, which is holding up some of the delivery of aid. Is there anything we can do to assist the Bangladeshis in overcoming that problem?
My hon. Friend is absolutely right. That is something we have identified. We are working with DFID to try to speed it up, and our embassy in Dhaka has made and will continue to make representations, to ensure that as far as possible, NGOs and others, particularly in relation to medical help, are properly and quickly able to get people on the ground in Bangladesh.

Commons ChamberThe answer has already been given several times in the House this afternoon: the greatest fear and constraint upon Bashar al-Assad and other members of the Assad regime are the eventual consequences that they will face in terms of prosecution for war crimes.
Meanwhile, just up the road in Afrin, our friends the Kurdish peshmerga, without whom we would not have been able to defeat ISIS, are being backed by Assad’s military forces against a Turkish invasion. Whose side are we on there?
I am grateful to my hon. Friend. I neglected to answer that part of the question from the hon. Member for Walthamstow (Stella Creasy). We view the Turkish incursion into Afrin with grave concern. Everybody understands Turkey’s feelings about the YPG and the PKK, and everybody understands Turkey’s legitimate need to protect its own security. However, we do have concerns about the humanitarian consequences in Afrin, which I raised with my Turkish counterpart yesterday morning. We are also concerned about the possibility, which seems to be happening, of the diversion of Kurdish fighters, who have been so effective against Daesh, from the eastern part of Syria back to Afrin and the Manbij gap area to take on the Turks. We simply do not welcome that diversion in the fight against Daesh.

Commons ChamberI very much welcome the NATO Parliamentary Assembly’s work, and the hon. Gentleman is right that that is an excellent forum for discussion. However, I should say that the Turkish Government have not only the right, but the duty to protect their population against terrorist attacks and, if they feel threatened, it is incumbent on them to take action. I would much rather see both parties separating, so that we do not see conflict and the peace process can begin, with different groups not engaged in immediate battles.
I praise my hon. Friend for his statement and commend his Committee for its report. He is setting a very good example to other Chairs of Select Committees, who really ought to come to the House on Thursdays to present their reports. Is not the truth about the Kurds that British foreign policy towards them has been wrong for about 100 years? They were abandoned by us in 1918; we ignored them in the treaty of Versailles; and the problem has persisted ever since. Is it not true that, without the Kurds, ISIS would not have been defeated? We now face the extraordinary scenario where the Assad regime is backing the Kurds against the Turks in northern Syria. Given the fact that Turkey has an enormous border with Syria, will this not be an enormous problem for the international community to solve?
I am extremely grateful for my hon. Friend’s kind words. I have been clear since the time that I was elected to chair the Committee that I answer to the whole House, not just the Committee. I therefore feel that it is my responsibility and not a choice—it is simply a duty—to respond to the House and to be available to respond on anything that we have covered.
My hon. Friend is absolutely right: Britain’s history has not been good. We must not forget the air policing, as it was then called. The then Colonial Secretary, one Winston Churchill, was the first person to use chemical weapons against the Kurds. Indeed, it was the RAF that dropped them. One reason that the RAF still exists is that it cut the cost of colonial policing by reducing the number of battalions required. I am afraid that that is true—we do not always have a glorious history.
The truth is that our role today is as a peacemaker and as an engaged friend of the whole region. In that, we should recognise that the Kurdish people have the right to self-determination, and we do recognise that, but we should encourage them to stay as part of the Republic of Iraq in the areas where they are within Iraq. Many witnesses we spoke to said that, although the referendum had called for independence, they were looking for greater autonomy within the Republic of Iraq, so there is more tension within the Kurdish position than appears immediately obvious. It is, of course, a tragedy that Syria remains governed by such a barbarous dictator and it is a great shame that he is being supported by so many around the world. The fact that he is now supporting Kurds to take on another NATO ally does not make us any happier.

Commons ChamberI find the right hon. Lady’s analysis extremely bizarre, particularly as the YPG has been reported as wishing to ally itself with the Assad regime in order to fight back against Turkey’s activity.
Further to that point, what is the Minister’s assessment of the veracity of reports that the Assad regime and the Kurds are joining forces militarily to resist the Turkish incursion?
That is exactly the issue to which I have just referred. We are assessing it, and I am sure that there will be further reports later, but it is too early to say exactly what may be happening.

Thank you, Mr Hollobone. I must say that it is also a pleasure to serve under your chairmanship, since I see the Chair has changed in the past few minutes.
I was coming to my conclusion, but I will reiterate the point I was making about the notion of the national interest, which is that it does not mean very much. I have to reflect on what the hon. Member for Rochdale (Tony Lloyd) called the moral interest, because it is in all of our interests to serve the needs of the poorest and most vulnerable internationally.
I cannot emphasise enough that the delivery of aid must remain focused on ending extreme poverty and supporting a fairer, more sustainable future for all. Although that sounds obvious, it needs to be reiterated time and again. It is in all of our interests. It is a promise we made to the world’s poorest and most vulnerable, and that is what the UK taxpayer has the right to expect.
It is also critical to ensure that all our aid is high-impact, transparent and accountable and that it delivers real change for people living in poverty, no matter which Department it comes from. That is why I urge the Minister to commit to investing more funding to resilience and recovery for those living in the fragile nations most at risk of climate-related extreme events and economic and social disasters. Lastly, I urge him to channel more funding as directly as possible through local and national actors on the ground in the affected area, working with local communities and organisations.
Because of the votes, the timings of this debate have changed. The debate now finishes no later than 4.26 pm.

This is my first effort responding as a member of Labour’s Front Bench, and I am delighted to do so. It is perhaps a slight shame that today, of all days, it has been an all-male debate, but I am sure that the Minister and I can both say that our Departments are finely led by female colleagues. It gives me great pleasure to follow in the footsteps of distinguished colleagues, and even more to have managed to be here on time, which hopefully forestalls any demands for me to follow in the footsteps of Lord Bates—although I am glad to say that he has not been asked to resign as Minister of State for being 60 seconds or so late to the Dispatch Box. I also pay tribute to my hon. Friend the Member for City of Durham (Dr Blackman-Woods), who served admirably in the shadow role in DFID.
I am rapidly learning that perspective is important in politics, as is the ability to recognise when Government Departments are doing a good job, even if their Ministers are sometimes late. I am pleased to commend DFID on the hugely important work it does—work that is recognised and appreciated by the United Nations, among others. I congratulate the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) on securing this important debate, and pay tribute to all hon. Members who have taken part. There have been some fine contributions, not least on my own side, from the Chair of the Select Committee, my hon. Friend and neighbour the Member for Liverpool, West Derby (Stephen Twigg), and from my hon. Friend the Member for Rochdale (Tony Lloyd).
When it comes to international disaster relief, the UK continues to set an enviable example, although of course we could always do more. The Organisation for the Co-ordination of Humanitarian Affairs commends Britain on the commitments it made following the 2016 World Humanitarian Summit in Istanbul. In common with us, OCHA would like to know whether the UK Government will continue to report to the platform for action, commitments and transformation on how it is meeting those commitments.
The sheer scale of the global humanitarian crisis risks making us all feel like powerless bystanders. In recent weeks, upward of one quarter of a million people have fled their homes in north-west Syria, the largest single exodus in a savage civil war that has lasted seven years—taking place, by the way, at a time when we are being told that the Syrian civil war is coming nearer to its end. This year’s United Nations response plan for Yemen describes the war-torn country as
“the worst man-made humanitarian crisis”
in the world, with more than 22 million people—around three quarters of the total population—in need of help.
Since the escalation of violence in March 2015, when conflict broke out, Yemen, already the poorest country in the region, has been left on the verge of a humanitarian collapse. We know that in both Syria and Yemen, conflict has been intensely aggravated by the fact that those countries are being used as proxies by others to further other agendas. We know, too, that because of that the demands placed on those charged with delivering disaster relief have been unrelenting. It is important to name and praise all those who struggle daily with the tide of human misery caused by these wars with no end.
I will mention one unsung hero, who in so many ways personifies what is best about the often-maligned United Nations and its agencies. Over the past few years, it has been the voice of the UN humanitarian co-ordinator, Jamie McGoldrick, that has drawn the world’s attention most loudly and most often to Yemen’s plight. He felt that he had to, as journalists had been banned from the country. He has just stepped down, having overseen one of the most difficult and challenging aid operations in the world. When asked how it felt to deliver aid to an increasingly desperate population in Yemen, Jamie McGoldrick said that there is
“no point in getting angry, there’s no point in getting frustrated, the point is to get smart.”
It is high time that we in this place got smart. We owe it to people like Jamie McGoldrick and to the tens of thousands that he and his colleagues struggle to care for. Being smart means that we simply cannot tolerate a situation where the British Government sanction arms sales to Saudi Arabia, whose aerial bombardment of Yemen has caused so much death and destruction, while salving our collective conscience by asking people like Jamie McGoldrick to ensure that, if possible, traumatised women and children are pulled out of the rubble. The situation is simply not acceptable, nor is it sustainable.
In response to the points raised by the hon. Member for West Aberdeenshire and Kincardine, I will say that the UK Navy has played an important role in international disaster relief, for example in the Caribbean hurricanes and the UK’s response to the Ebola crisis in Sierra Leone. Our defence forces can and should contribute to humanitarian relief, but I want to exercise a note of caution. Whenever we spend our aid budget, it must be about getting the biggest bang for our buck for the world’s poorest. The priority must always be poverty reduction and humanitarian relief, in line with internationally agreed rules. Where the armed forces can offer real added value and where they are explicitly doing humanitarian work, then it is an option worth exploring further.
We also need to get smart by standing up to those we believe we have a special relationship with, especially when they slash funding to organisations such as the United Nations Relief and Works Agency, the main relief lifeline for hundreds of thousands of Palestinians. Their displacement from their homeland has continued, in some cases, for over half a century. If we are to use our influence to ensure that funding mechanisms are found for the longer term and for development financing for refugee countries, why are we leaving it to other countries to fill the funding gap left by the Trump Administration?
Returning to the World Humanitarian Summit of 2016, I would ask the Minister what progress his Department is making to ensure that at least 25% of humanitarian funding is delivered as directly as possible to local and national actors by 2020. I also ask whether the UK is increasing the proportion of aid spent on disaster risk reduction from 0.4% to 0.5% on the timelines laid out.
Today, the world is facing the largest humanitarian crisis since 1945, with 20 million people at risk of starvation as a result of drought and conflict in South Sudan, Somalia, Yemen and Nigeria alone. The scale of suffering is almost unimaginable and the task of reversing this tide of human misery so enormous that the temptation to simply slink away and pretend nothing is happening is too much. We can begin by at least recognising where we are getting it right and by turning our attention to what more we can do as one of the richest nations on earth.
We can also start by comprehending that a second world war that left millions dead and even more without shelter gave rise not only to the United Nations, but to a generation of people prepared to put their collective shoulder to the wheel to ensure that such conflict never happened again. With far fewer resources, and in a Europe and Asia whose cities had been flattened, that generation not only rebuilt, but strove for a better society—one without conflict. We still have much more to do to put an end to the conflict that is fuelling so much human misery today.
After that glittering debut, I will ask the Minister to conclude his remarks no later than 4.23 pm, to allow Mr Bowie three minutes to sum up at the end.
I am coming to my hon. Friend.
I would like to concentrate on three points that were made. The first, which was made by quite a few hon. Members, including the hon. Member for Dundee West, was the huge humanitarian crisis that we face now. It is probably the biggest that we have faced since 1945 and responding to it presents challenges for every Government. The second point was made by my hon. Friend the Member for Strangford, who must have Aberdeenshire blood in him somewhere given how strongly he wants to account for every grain of rice that is being sent out by DFID.
I will end on the comments made by my hon. Friend the Member for Stirling (Stephen Kerr) regarding the incredible generosity of the British people. Every year, they take our collective breath away with the amount of money and time that they are willing to give in order to send money overseas whenever crises occur. My hon. Friend pointed out that, last year alone, £97 million was donated by the British people for crises overseas and charitable works. It is on that point that I end the debate. I thank everyone very much for contributing to what has been a genuinely very good-natured and consensual debate.

Commons ChamberI absolutely share my hon. Friend’s concerns. He will be aware that the recent sale of an embassy in Thailand, which admittedly raised an awful lot of money to address some of the holes in the capital spending of the Foreign Office, will inherently have diminished our presence in some way. These symbolic buildings, these iconic places, are essential to getting people through the door—and, of course, what is the purpose of a diplomatic mission but to get people in to talk to us? Although these palaces may look glorious, and none more so than our embassy in Paris, the work that our ambassador, the right hon. Lord Llewellyn, is putting into that building—not into the bricks and mortar, but into it as a living body, as an embodiment of Britain in Paris—is essential to ensuring that our network is increased, that our reach is augmented, and indeed that our economy is promoted. That is only possible when we resource it correctly, which is why I absolutely agree with my hon. Friend that we do need to increase the resources available for the Foreign Office in order to promote the United Kingdom and to get better return for this country on the investment that we are making.
On page 26, my hon. Friend’s Committee looks at the issue of NATO and the new EU defence pillar. He encourages participation in some EU defence integration measures. On behalf of my constituents in Kettering, may I caution his Committee against that as a slippery slope, because NATO is the main pillar of western defence and will always remain as such? The EU is in great danger of undermining that, and we should not go down that slippery slope, because it would not be in our national interest.

I agree with the hon. Gentleman that essentially, there has only to be a political and diplomatic solution. The military cannot be enough and we recognise that in our relations with Afghanistan. In fairness, he slightly misquoted Lord Reid in talking about the idea of not firing a shot. That was felt to be an ideal, but we all recognised that by going into Afghanistan we would be in a dangerous place. Anyone who is as keen a student of history as the hon. Gentleman is will recognise that Afghanistan has been a difficult place for—I was going to say for a couple of hundred years, but I suspect that it is rather longer than that.
The United Kingdom has an enduring commitment to Afghanistan. We will continue to support the defence forces there to help to prevent it from becoming a safe haven for terror and to keep space open for a politically negotiated solution to the conflict. In truth, whether we like it or not, a safer Afghanistan is the only guarantee of a safer United Kingdom. A peaceful, prosperous Afghanistan is crucial for wider regional stability and the dismantling of global terrorist networks.
There have been attacks on foreigners in hotels, attacks on aid workers and bombs in ambulances. None of that is new, but perhaps the recent attacks in Kabul have taken this to a new level. To what extent should we be concerned that Afghanistan is an incubator for new terrorist techniques that then disseminate around the world’s trouble spots?
To be honest, I think it would be somewhat premature to suggest that Afghanistan is somehow an incubator for new terrorist events. Unfortunately, as has been pointed out, humanitarian workers have been targeted, not just in Afghanistan, but in many other parts of the world. We keep an eye open and have as much intelligence on the ground as we can to determine whether there are new terror techniques. Although we all very much hope that my hon. Friend’s somewhat apocalyptic claims about new terror are incorrect, we will keep an eagle eye on progress on the ground. When I speak to my counterparts in Afghanistan, I am always struck by the fact that a lot of very good people who have other options, who have spent much of their lives living elsewhere, have returned to Afghanistan because they have a strong commitment to that country. That gives the best possible push not only for peace, but for prosperity and stability in that country.

Commons ChamberI pay tribute to the hon. Gentleman. He is a new member of the Committee, having joined after last year’s election, and serves with distinction. He is absolutely right that if there is to be any sort of process of repatriation we need assurances about the legal status made available to any returning refugees. There is a particular issue about babies born in refugee camps and what status they might have if they return. We say in the report that as well as the Governments of these two countries, we need to listen to the Rohingya themselves, and we need the community leaders in the camps to be heard and to have their say on behalf of the Rohingya if there is to be any possibility of voluntary repatriation.
I commend the hon. Gentleman for his statement and his Committee for its report. It says that 870,000 Rohingya have fled Burma to Bangladesh since 2012 and that 660,000 of them have done so only since last August. The largest camp, Kutupalong, which I visited with other MPs in November, is now equivalent in size to Bristol but does not have a hospital, has inadequate schools and not enough roads, is one of the most densely populated refugee camps in the whole world and is very vulnerable to an outbreak of disease. Does the hon. Gentleman agree that, whether the Rohingya are in Burma or Bangladesh, the fundamental problem is that they are stateless and that until that issue is resolved, their rights will never be properly protected?

Commons ChamberIt is perhaps slightly beyond my pay grade to say that I refer the hon. Gentleman to the answer I gave some moments ago, but indeed I do. These are matters for the Department for Exiting the European Union and for the negotiations. They will be discussed in phase 2 of those negotiations, which is now beginning.
Perhaps the most important bilateral relationship the United Kingdom has with an EU member state is in the location of British immigration controls in France. Will the Minister ensure that post Brexit, we do all we can to maintain this very important relationship?
My hon. Friend has put his finger on a very important issue. Indeed, that is an essential part of our relations with France that needs to continue smoothly. I have little doubt that it will be discussed to some extent at the UK-France summit that will take place later this month.

It is a pleasure to serve under your chairmanship, Mr Hollobone. You and I share a birthday, 7 November, although we were not born in the same year. Thank you for undertaking to chair this debate.
I am told that Sir David Attenborough’s one great regret in life is that he has not done enough to protect the world’s environment. Well, he does not need me or anyone else in this House to reassure him that he has probably done more than any other human being to protect the world’s environment, and I cannot think of a better way of marking that contribution than the very welcome decision to name the Natural Environment Research Council’s new polar research ship, to be launched next year, not Boaty McBoatface, as some people had predicted, but the RRS Sir David Attenborough. That is a fitting tribute to a very great man.
The BBC’s “Blue Planet II” and Sir David’s stark warnings about the threats posed to the world’s oceans from over-fishing, plastics and, of course, climate change will stand for a very long time as a beacon of all that is wrong in our oceans, but it is also a clarion call for “action this day”, as Churchill would have put it. It is a call to all of us in this House to do what we can to lead the world in a variety of environmental initiatives, including taking steps to protect the waters around Great Britain, Northern Ireland and our 14 overseas territories.
However, before dealing with that, it is worth noting that my right hon. Friend the Prime Minister recently reaffirmed our commitment to tackling climate change and my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs committed us to taking action on plastics in the oceans. Both those initiatives are very much to be welcomed. The Wildlife Trusts, among others, have called for the Government to develop a national marine strategy to safeguard the cleanliness and biodiversity of our own territorial waters after we leave the EU.
My right hon. Friend, who knows a great deal about these matters, makes two points. One is that there will be some interference with the krill fishing, which has not actually occurred for many years. That is not one of our concerns: there is no such fishing, therefore it is not something we would necessarily be concerned about. His second point is that we might somehow be sacrificing the opportunity for this fantastic protected area. That protected area already exists under the MPA. We already have that protection for the waters around the South Sandwich Islands, and therefore I am not certain that what is being proposed would necessarily add very much to it.
My right hon. Friend mentioned the Foreign Office. I pay particular tribute to the department in the Foreign Office that runs these matters, in particular the outstandingly good Jane Rumble, who has done this work for many years and knows more about Antarctica than most of us know about anything else. I certainly do not want to be thought to be blocking efforts to enhance marine protection around South Georgia and the South Sandwich Islands, Antarctica or anywhere else in the world, but we do need to be aware of the law of unintended consequences. I think that what my right hon. Friend proposes may suffer from exactly that law—in other words, protection for the South Sandwich Islands may be the worse if what he proposes is allowed to occur.
The public reaction to “Blue Planet II” offers us one of those rare opportunities to make a real difference in the world, and that must now be seized. We must remind audiences at home and in the world of our utmost commitment to the Blue Belt programme. The Government must listen carefully to the latest proposals for the South Sandwich Islands, but they must never forget that those also form part of a bigger picture of environmental protection and marine conservation in Antarctica and the Southern ocean. The Blue Belt programme of marine protected areas around the 14 British overseas territories is world-leading. I hope that in his response the Minister will reassert our commitment to it and our determination to lead the world in the ocean protection so passionately demanded, most notably by Sir David Attenborough, and now by a fast-growing percentage of the British electorate as well.
If we have the consent of the Member in charge, we are in receipt of an extraordinarily generous offer from Her Majesty’s Government. The Minister has agreed to confine his remarks to eight minutes, which means that we have five minutes of time if anyone else wants to make a contribution. If no one wishes to take your offer, Minister, the floor is yours.
That is exactly the kind of expert advice that we are assessing at the moment. We want to ensure that any policy decision is founded on scientific advice of the highest possible quality and a sensible understanding of possible unforeseen consequences in the practical world, so that we can bring all the threads together to take the most responsible decision. As I said earlier, there are no party politics involved. We just want to do what is good for the world, the waters and the islanders, and what is good for conservation and the preservation of our planet.
I am proud that this Government have been in the vanguard of marine protection. We recognise our essential role as custodians of one of the largest marine areas on the planet, and we understand the importance of protecting our oceans, as well as the magnitude of the challenge. Our commitment to delivering on the promises that I made in Washington last year is absolutely steadfast and enduring. I am grateful for the support of those who have engaged in this debate, and I hope that we can all work together for a better planet in the years and decades ahead.
