Commons ChamberFirst, it is not an experiment; it is a carefully thought out approach to improving children’s services in Doncaster and Slough. A whole system of checks and balances is of course in place to ensure that those standards are rising—both through Ofsted and the evaluation of the close monitoring by the Department in the early stages. Evaluation is in place, but our principal aim is to ensure that we raise standards for children in those local authorities so that they get the care and protection they need.
T7. Given the low proportion of men working in primary schools and given the Secretary of State’s joint role as Minister for Women and Equalities, what steps will my right hon. Friend take to encourage the recruitment of more male primary school teachers?
My hon. Friend is quite right to say that we need to do more to attract male teachers into primary schools. A low percentage—15%—of current primary school teachers are male. We are trying to improve our communications to attract more men to teach in primary schools. We are improving the level of bursaries and since 2010 there has, in fact, been a 10% increase in the number of male teachers in primary schools, but we need to do more.

Commons ChamberI was recently at an event at Tate where we were praising the Ofer family, who not only have given millions to the National Maritime museum but recently gave £10 million to Tate Modern. There is a great deal of philanthropy in London. I am also pleased that there is a lot outside London—for example, the recent donation by Andrew and Zoë Law of £1 million to the Lowry in Salford.
May I impress upon the Minister the popularity and importance to small local communities of highly localised heritage and arts centres such as those in Desborough, Rothwell and Burton Latimer in the Kettering constituency? For relatively small sums of money, very big things can be done in small local communities, to the immense benefit of large numbers of people.
I completely agree with my hon. Friend, which is why I am so pleased that the majority of arts funding is now going outside London. However, it is also important to stress that many of the organisations that are funded in London—because they have London postcodes—are touring organisations whose work is seen far and wide outside the capital.
I congratulate the Minister on the fact that England’s museums and galleries attracted almost 5.9 million visitors in August. That figure was up more than 10% on the year before and represented the highest monthly total ever recorded. To what does he attribute that success?
In fact, I have noticed. I entirely agree with the hon. Gentleman and would like to congratulate all the women who are setting up businesses in this country and obtaining funding, whether via crowdfunding or any other sources. It is worth pointing out that in 2012 20% of our small and medium-sized entrepreneurs were either run by women or by a team that was over 50% female, which is an increase from 14% in 2008.
The Minister will recognise the importance of the Federation of Small Businesses in encouraging women to come forward and become entrepreneurs, particularly the FSB breakfast clubs, such as the one in Kettering, which give women the opportunity and confidence to get plugged into local business networks.
I entirely endorse my hon. Friend’s comments about the importance of the support that organisations such as the FSB can give to anybody thinking about setting up a business. I would like to draw the attention of all entrepreneurs, but particularly female entrepreneurs, to a new web page for potential and existing female entrepreneurs on the Great Business website—greatbusiness.gov.uk.

Commons ChamberI thank my hon. Friend. He knows me well enough to know that I do not listen to the siren voices from the Opposition Benches. As I said yesterday, I remain committed to the Government’s reform agenda, but the most important thing at the heart of all this is the education of our children, their future and making sure that they are able to take their place in a modern Britain and a modern world. That is exactly what the Department, working with teachers, head teachers and governors across the country, is focused on.
I hope the House now has a ready appetite for the rare delicacy which is the hon. Member for Kettering (Mr Hollobone).
In my right hon. Friend’s statement, she made reference to the council’s own report by Ian Kershaw which concluded that the council’s inability to address these problems had been exacerbated “by a culture of not wanting to address difficult problems where there was a risk of accusations of racism or Islamophobia.” Does my right hon. Friend agree that there is a chilling effect which prevents effective local government governance or effective governance in schools, where people do not have the confidence to tackle issues involving ethnic minorities because of the risk of being accused of being racist? How are her Department and the Department for Communities and Local Government going to come together to give such people the confidence they need to tackle these issues head-on?
My hon. Friend is right to highlight that part of the report. It will be the experience of all Members on both sides of the House that, when dealing with issues in their communities, if we ignore a problem, it does not go away; it only gets bigger. That is what has happened here. The problems were highlighted, but they were not taken on board and they got bigger. I sincerely hope that the reports being published and the further work that all of us who are involved will do will give confidence to the governors, as my hon. Friend suggests.

Lady’s first point about women in senior roles in Government—of course I want to add again compliments to my colleague—she may have noticed that the last of the FTSE companies that did not have a woman on the board, Glencore, has listened to our clear advice that it should proceed, and Mr Glasenberg appointed a woman director this morning. On the £30 million, which is of course the local fund that was hitherto administered through the local enterprise partnership but will come under the local growth fund when it is available from 2015-16, the local enterprise partnership will have discretion over how to use the funding available to it. I am sure that it will, as before, continue to support development in Hull.
For Kettering’s sustainable urban extension to be sustainable, the Department for Transport says that a new junction on the A14 called junction 10A is required at a cost of £39 million. That is supported by both the Northamptonshire LEP and the South-East Midlands LEP. Given that the junction could release economic activity worth up to £1 billion under the Treasury green book rules, will the Secretary of State look favourably at this bid from Kettering for this new road junction?
That is an issue that the Minister of State, my right hon. Friend the Member for Sevenoaks (Michael Fallon), the Department for Transport and I will have to examine. As I understand it, under the arrangements that will prevail in 2015, this is very much a matter for the two LEPs involved to exercise their priorities.
We will have an opportunity to discuss this in detail, because an open register of beneficial ownership will be one of the elements in the small business Bill. Britain will pioneer work in this area. Of course there are issues with our offshore territories. We are not a colonial power that can send in gunboats to solve these problems; we rely on persuasion, and that is what we will do.
What does the Secretary regard as his finest achievement in office? What is his main goal for his last year in the Department?
There is a very long list of achievements that would bore the House considerably were I to dwell excessively on it, but the set of advances that we have made in giving business a long-term perspective through the industrial strategy, the collaboration with business and the associated work that we have done on access to finance, the build up of apprenticeships and the developments in innovation through the Catapult make up a considerable legacy of achievement.

Friend, who will be interested to know that the allocation of money to Hampshire for basic need has almost quadrupled between the time of the previous Labour Government and the present coalition Government. We have allocated £88.9 million to basic need in Hampshire between 2011 and 2015; that compares with just £23 million over a comparable four-year period in the previous Parliament.
18. What change there has been in educational attainment in a) Kettering constituency, b) Northamptonshire and c) England since May 2010.
Attainment has risen in all the areas mentioned from 2010 to 2013: in Kettering from 55.4% to 57%, in Northamptonshire from 51.9% to 58.1%, and in England as a whole from 55.3% to 60.8%.
Northamptonshire is one of the fastest growing counties in the country and Kettering is one of the fastest growing parts of Northamptonshire. What special extra help is Her Majesty’s Government giving to boost educational attainment chances in constituencies such as Kettering that have a high population growth rate?
I agree that there are challenges in Kettering and Northamptonshire, including from the rising pupil population. In that part of the world not only are we delivering the pupil premium and the additional interventions to support better school leadership, but we have almost doubled the allocation of money for new places for basic need from £29 million in the last Parliament to more than £55 million in this Parliament.

My hon. Friend makes a very good point. We have increased the amount available for new primary school places in Reading from £8.3 million under the previous Government to £34.7 million under this Government. He also gives me the opportunity to say that in addition to the new school provision offered by free schools, university technical colleges are providing parents with high-quality options and choice at the age of 14. Let me take this opportunity to thank Lord Adonis and Lord Baker for the leadership they have shown at the head of the university technical college programme.
May I thank the Secretary of State for his role in securing the provision of an extra 2,660 primary school places in Northamptonshire since 2010 and congratulate him on securing the funding massively to increase this programme so that an additional 4,490 primary school places will be provided by 2016?
I am grateful to my hon. Friend. He, like me, is a hawk on public expenditure, but by making savings elsewhere we can invest more in primary school places where they are needed. He is right that investment in primary school places in Northamptonshire has increased: it was £29 million under the previous Government and in the equivalent period under this Government it has gone up to £55 million.

Before I call Mr Robin Walker, in the interests of good order, I have two announcements to make. First, the screens in the middle of the Chamber are not working, so, to see the time, Members will have to refer to the screens at either end of the Chamber. Secondly, I believe that a lot of Members wish to speak. May I ask those who wish to speak to rise now in their place?
Thank you. My supplementary point is that it would greatly enhance the chances of everyone getting called if those who wish to speak do not intervene on other speakers. I cannot enforce that, but that is my encouragement, so that everyone gets in.
Changes to the system for free schools and to the LACSEG—local authority central spend equivalent grant—a couple of years ago have produced some effects that have tended to hurt the lowest-funded areas more. That is a consequence of unfair funding, rather than of the changes, and the key thing is to get the funding system right, so that we do not have such pernicious effects in future. I thank my hon. Friend for his intervention, because it gives me the opportunity to welcome the Government’s decision to fund the Aspire academy in Worcester, a free school that is taking over pupil referral unit provision in the county, which is badly needed and supported by a wide range of secondary schools in Worcester.
I want our party to set down clearly in its manifesto our commitment not only to a fair, transparent funding formula in years to come, but to its rapid implementation. I am proud that, with the help of so many colleagues, I will be able to face the electorate of Worcester and say that we have won a better deal and that fairer funding is on its way, but the fight is not yet over—it has scarcely begun. We have secured the first down payment on fairer funding. F40 MPs must keep campaigning together to secure the real fairness that our schools, their teachers and, most importantly, their pupils have been denied for too long.
I thank hon. Members for that excellent start. To get all 10 speakers in, there will be a time limit of four and a half minutes each, which should leave the Front Benchers with 10 minutes each at the end of the debate. It will not work, I am afraid, if there are interventions. To assist Members, this nice bell next to me will be rung by the Clerk, which will indicate that there is a minute to go. Commons ChamberThe Northern Ireland Executive is doing an excellent job in attracting inward investment. I have been to see some of these high-tech companies. The Titanic quarter is a good example of the growth that is taking place. I am delighted to hear the news that the right hon. Gentleman has announced. We are certainly happy to continue to work with the Executive.
My constituents in Kettering were very worried when told by the Opposition that 1 million jobs would be lost in this country as a result of the Government’s attempt to rebalance the economy. Does the Secretary of State therefore share my delight in the latest figures from HM Treasury showing that since 2010 an extra 4,800 jobs have been created in Kettering—a massive 11% increase?
My hon. Friend describes a trend that is apparent across the country. As I said a few moments ago, almost half a million new jobs were created last year, and I am delighted that Kettering is sharing in that positive story.
We are perfectly happy to provide information where it is available. It is obviously easy to quantify jobs created in projects. Collecting a vast inventory of information on fluctuating wages is a much more difficult proposition.
May I commend to the Secretary of State “A Blueprint for Britain: openness not isolation” by Iain Mansfield who is a former employee of his Department? It was the winner of the prestigious Brexit prize by the Institute of Economic Affairs, and it concludes that
“if the right measures are taken the UK can be confident of a healthy long-term economic outlook outside the EU.”
To correct the hon. Gentleman slightly, I think the gentleman concerned is employed by UK Trade & Investment, and he wrote this in his personal capacity, and it is perfectly reasonable to do so. I look forward to responding to his essay, which seems to me fundamentally mistaken, but no doubt we will argue about that.

Commons ChamberMay I report from Northamptonshire that businesses are not having to go to lending to invest, but generating their own cash? The latest survey from the Northamptonshire chamber of commerce shows that
“44% of manufacturers and 21% of service sector respondents reporting an improvement”
in their cash flow
“with 24% proposing to invest in plant and machinery and 44% in training.”
Businesses are not necessarily dependent on lending from banks.
Of course some businesses are dependent on lending and it is very important to ensure that that problem is sorted out, but my hon. Friend rightly raises the fact that many businesses have an increasing amount of cash on their balance sheets. Encouraging them to get out and spend that cash and invest is an absolutely critical reason for increasing business confidence. I am delighted that business confidence is at record levels. Northamptonshire is one of the most supportive places for business and has recently won an award for exactly that.
UKTI is now regarded as an excellent service for business. It has a dedicated unit devoted to high-value opportunities and big inward investment in the UK. I visited India recently and met a substantial number of Indian companies, both in the service sector, such as call centres, and in manufacturing, such as aerospace, that are targeting the UK to re-shore production here from India.
Tomorrow in Kettering, with local employers, Tresham institute will launch Experience Kettering, a workplace experience scheme for hard-to-place young people aged 18 to 24. Would the Skills Minister congratulate Tresham institute on this initiative and send some words of encouragement?
I would be delighted to congratulate Tresham institute on what it is doing to help young people into work. Work experience is a vital part of getting a job and I hope it is also working on the new traineeship programme, which is designed to help people into an apprenticeship or a sustainable job.

Commons Chamber2. If he will take steps to ensure that schools stay open in adverse winter weather conditions.
Our Department’s clear view is that head teachers should keep schools open during adverse weather conditions unless it is really not possible to do so. Our advice to schools makes it clear that they now have a great deal of flexibility to work creatively; for example, bringing together classes with teachers and volunteers working together.
When schools are closed owing to adverse weather conditions, that has a knock-on effect on other public sector provision, as well as on small businesses, as parents who are unable to arrange alternative child care are unable to go to work themselves. For local authority schools, will the Minister make clear whether it is the responsibility of head teachers or the local authority, or a combination of both, that schools remain open?
I entirely agree with my hon. Friend’s views, and I know that he has taken a keen interest in this issue. It is a responsibility for all individual schools and head teachers to keep their schools open in adverse weather conditions. The Department has issued clear guidance. We are conscious that the unnecessary closure of schools causes disruption to children’s education, and to parents and to the economy.
