In 2016, 53% of pupils at the end of key stage 4 in Northamptonshire achieved five or more A* to C grades, including English and maths GCSEs. This is an increase of 1.1 percentage points from 51.9% in 2010.

Although the figures are going in the right direction, educational attainment and performance in Northamptonshire are still below the national average. Through the Secretary of State, I thank the Schools Minister for meeting a delegation of county MPs last month and for agreeing to see us again next April. What are the main things that the Secretary of State thinks local schools need to do to get the figures to much improve over the years ahead?

As my hon. Friend recognises, as a Department we have worked very hard with his local authority to try steadily to increase and improve results. In addition to the work that is already under way, we want to see stronger school improvement via schools collaborating more effectively and by ensuring that more of the UK or England-wide programmes, such as Mathematics Mastery, are properly rolled out in his local area.

As the hon. Gentleman will anticipate, I am not going to prejudge the outcome of the negotiations and discussions we will have. It is of course right that the European arrest warrant and other measures like it are of huge benefit not just to this country but to our European partners as well. For that reason I am optimistic that we will be able to put in place measures that benefit both sides.

Once we are freed from the freedom of movement rules, will the Crown Prosecution Service seek to prosecute EU nationals who commit crimes in this country and to ban them from returning to this country, which we are not able to do at the moment?

My hon. Friend will know that at the moment the CPS does indeed prosecute European nationals who commit crimes in this country. Some of the measures I have just described are of assistance not just in returning those individuals to be tried in this country but in gaining the evidence necessary to secure their conviction. As for the measures taken thereafter, sentencing decisions are of course for the courts. We will look carefully at what other measures might become available to the courts once we have left the European Union.

International Men’s Day in the United Kingdom takes a very gender-inclusive approach, which is why issues affecting women and girls are also involved. The hon. Gentleman made an important point about the gender pay gap. We welcomed reports this week that it has been reduced again, and is now narrower than it has ever been. However, he was also right to point out that, while focusing on the very important issues that International Men’s Day raises, we must never forget all the women around the world who are suffering every single day.

I know that 60 countries celebrate International Men’s Day in various ways, focusing on men’s health and wellbeing, discrimination against men and any inequalities that they face, improving gender relations, and promoting gender equality. That creates a safer world for everyone, and is always to be commended.

As the hon. Lady knows, the Government take the view that the triggering of article 50 is a matter for the Executive to determine. This, as the House knows, is an issue that is being contested in the courts at the moment, and we are currently awaiting a judgment.

I applaud the initiatives that the Leader of the House is taking to ensure maximum debate about Brexit and the establishment of the Select Committees. Will he ensure that there are no procedures of this House that could block the will of the British people to leave the European Union?

The Government’s intention, whatever side of the referendum debate individual Ministers took, is that the will of the British people has been clearly expressed in a referendum with a very high turnout, and that the House voted by an overwhelming majority to enact the European Union Referendum Bill and hand that decision to the British people. That mandate from the British people now needs to be respected.

I welcome the hon. Lady back to the Front Bench. I know that she has had a number of epiphanies in the past few months, going from a remainer to a leaver to a returner, but I am pleased that she has taken up her present role, where I know she is a good fit. It is Dyspraxia Awareness Week, and I know that she is a very strong supporter of the work that the Dyspraxia Foundation and others do. She knows a lot about that issue and I wish her well in her role.

The Green Paper looks at raising standards across all schools for all children, and it includes, as I said previously, children with special educational needs. I hope that the hon. Lady will work with us to make sure that they get the best possible deal.

Will the Minister ensure that those areas that do poorly in the inspections are made not only to work with, but to visit, those areas that do the very best, so that the worst can learn by the example of the best?

My hon. Friend makes an excellent point. One of the reasons why we want to hold local areas to account is to make sure that they do not just sit on their failures, but learn from other areas that are bringing about success. One of our intentions is to make sure that we give them the opportunity to learn from others that do it better.

I have to tell the Secretary of State that in Kettering, where five of the six secondary schools are already academies and we have one of the fastest housebuilding rates in the country, and where recent exam success was very encouraging, the debate is not about whether we bring back grammar schools or not; it is about having more school places. Will she confirm her support for the Conservative manifesto commitment that all good schools, whether maintained, academies, free or grammar, be allowed to expand?

Yes, absolutely. Our desire is to make sure that it does not matter what kind of school a good school is, but that it has the chance to create the additional good places that our country needs. For areas that do not have any good schools, we need to ensure we have a school system that is freed up enough so that schools can be set up there that really do improve prospects for children, or that we network those schools with other good schools nearby that are delivering. I have to say, however, that there are some parts of our country where that has proved challenging, which is why we need to leave no stone unturned.

I make two points in response to the hon. Gentleman’s important point. First, we have to make sure that although we set policy at the Whitehall level, we understand how best to ensure it can have the impact we seek at the individual child level. That is not always easy. We can learn from examples such as city deals, where local areas have taken ownership of physical infrastructure to make sure that there is a common plan that the Government nationally are investing in alongside a local plan. His point is a really strong one.

Secondly, I want my Department to be a central engine for social mobility more broadly. We need to challenge ourselves across government, and the Department for Education has a key role to play in this in saying that not only do we want children to be coming out of our schools better educated, but we want to make sure that the jobs and careers are there for them to be able to make the most of their potential. In the end, a country’s most important asset is its people, which is why I am so delighted I am in the job I am in.

May I highlight to my right hon. Friend that Kettering has 8,879 primary places, rising to 9,677 by 2021, and 6,700 secondary places, rising to 7,637 by 2021? The county council says that all places will be full by the 2017-18 academic year. Will she ensure that when she looks at the issue of fairer funding, counties such as Northamptonshire and places such as Kettering, which have some of the fastest rates of house building in the whole country, get the funding they need to make sure we have enough school places for our children?

My hon. Friend raises the important issue that alongside many of the reforms we have introduced, a demographic shift is taking place which means we simply need to scale up our education system to keep pace with the number of children who need it. We have created 600,000 school places, but we need to do more. I assure him that the funding formula statement that I am setting out today means we are in a better position going forward as we introduce it to make sure fair funding follows the child, including in Kettering.

What the public are seeing is a Labour party that is equivocal about whether it agrees with strike action that is disrupting children’s education. The hon. Lady is not prepared to condemn strike action that is not only damaging children’s education but hugely inconveniencing working parents, who have to make alternative arrangements for looking after their children.

The hon. Lady talks about class sizes, but the average infant class size has remained at 27.4—unchanged from 2015. Indeed, of the 3,066 infant classes with 31 or more pupils, 80% have just 31 pupils, and that is because of the flexibility we have built in to allow one or two extra children—for example, twins—to have access to those schools. Will the hon. Lady condemn that policy?

I have said that we will publish the STRB report when consideration of it is complete. We will consult teachers and stakeholders about the future of the STRB and about the arrangements when all schools are academies. However, let me give the hon. Lady one final chance to say, on behalf of the Labour party, that it condemns this unnecessary and futile strike by the National Union of Teachers.

Working mums and dads in my constituency will today be hugely inconvenienced by this completely unnecessary strike action. Many of them work in the local NHS and in local public services and social services, and their patients and customers will be inconvenienced by their absence as part of a politically motivated strike that is, frankly, an embarrassment to many members of the NUT itself. Will my hon. Friend the Minister praise those teachers who have walked across picket lines today to teach children in our local schools? They are the shining example, not the NUT.

Yes, my hon. Friend is absolutely right. Nothing is more important than ensuring that young people get a good education—that they master the basics of reading and writing, get good GCSEs and are prepared for life in modern Britain. I do pay tribute to all those teachers who have gone into work today, despite the NUT’s action, which is based on a ballot of less than 25% of its members. We want to make sure that no child’s education is disrupted, and I pay tribute to the fact that seven out of eight schools have refused to close.

Of course there will be a number of companies, whether in textiles or other sectors, that will have concerns, particularly about the short term. That is why my colleagues and I are already in touch with a number of companies and businesses around the country. This afternoon, for example, I will be holding a round table with businesses representing every sector of the economy, and we will be following up on precisely those issues.

The innovation that British industry now needs is a range of innovative trade deals with the world’s super-economies outside the European Union, and we need to act on this now rather than waiting to start until after our exit. What steps is my right hon. Friend taking to supercharge the trade unit within his Department to get crack trade officials working on these agreements straightaway?

My hon. Friend is absolutely right. With this decision, there are of course short-term challenges, but he highlights the fact that there are also medium and long-term opportunities, one of which is trade. The Department had already thought about that in case the decision went in favour of Brexit. I am pleased that we did that preparatory work and we will now be putting it to use.

I am grateful for the opportunity to respond to the hon. Member for Scunthorpe (Nic Dakin)—or should I say the Lady Bracknell from Scunthorpe. I have to say to him that this Government are committed to raising standards in schools. Given the way the Opposition address this issue, I sometimes wonder whether they are as committed to raising standards as we are. In 2011, we conducted a review of the primary curriculum to ensure that it was closer to the curriculums being taught in the most successful education systems in the world. The review was overseen by the national curriculum review panel, which was made up of highly experienced headteachers and teachers in this country. We introduced the phonics check to ensure that six-year-olds were learning to read properly, and as a consequence of that reform 120,000 six-year-olds are reading more effectively today. We reviewed the reading curriculum—the English curriculum—to ensure that children became fluent readers who developed a habit of reading for pleasure. We reformed the maths curriculum so that children learn how to perform long multiplication by year 5 and long division by year 6, and so that they know their multiplication tables—up to 12 by 12—by heart by the end of year 4. Under the last Labour Government, one in three pupils were leaving primary school still unable to read, write and add up properly. Our Government are determined to address those issues.

Let me address some of the issues the hon. Gentleman raised. He talked about the removal of levels, but level descriptors were only ever intended to be used for the end of key stage statutory assessments, and yet over time came to dominate all assessment and teaching practice. That had a damaging impact on teaching and failed to give parents an accurate understanding of how their children were doing at school. The removal of levels allowed classroom assessment to return to its real purpose of helping teachers evaluate pupils’ knowledge and understanding of curriculum content. When we introduced the reception baseline in September last year, we said we would carry out a comparability study to establish whether it was fit for purpose. The study is now complete, and it has shown that the three different assessments being used by schools this year are not sufficiently comparable for us to create a fair starting point from which to measure pupils’ progress. We remain committed to the assessment of pupils in reception, and over the coming months we will be considering options for improving these assessment arrangements for beyond 2016-17. We will engage teachers, school leaders and parents in that work.

The hon. Gentleman brought up the spelling test. The investigation has uncovered further weaknesses in some of the Standards and Testing Agency’s clearance processes. I initiated that investigation, and the STA is now taking appropriate management action with the members of staff involved. We have already reviewed and tightened up the publication clearance processes.

This is a Government who are committed to reviewing the curriculum and to raising academic standards in our schools. This was always going to be a challenging month as schools got used to the new, more demanding curriculum and the new, more demanding assessments that follow that curriculum. I am confident—the Government are confident—that this is the right thing to do to raise academic standards in our schools to prepare young people for life in modern Britain and for an increasingly competitive global economy.

Parents in Kettering, of whom I am one, want their children, when they leave primary school, to be able to write neatly and legibly, spell correctly, read confidently, be able to add up, take away, multiply and divide, know all their times tables by heart, mix well with other children, realise that they in themselves have lots of potential, and have a thirst for knowledge that they can develop in their secondary school career. To what extent are we achieving that in modern Britain?

My hon. Friend rightly summarises the issues that we need to address. We need to ensure that we return to a knowledge-based curriculum, and that children become fluent in arithmetic and reading before they leave primary school. I am afraid that, under the previous Labour Government, too many young people left primary school without those skills to equip them for secondary education. I am convinced that our reforms will deliver the objectives that my hon. Friend set out. [Interruption.] The evidence is that 120,000 more six-year-olds are reading more effectively today than they were in 2012, and that 1.4 million more pupils are being taught in good and outstanding schools today than they were in 2010.

This is a shabby political episode. The Government have been caught diluting trade union legislation to persuade the trade unions to come on board with the campaign to stay in the European Union. Is it not clear that the Government, big business, the big banks, the BBC and now the big trade unions are all ganging up on the British people to try to persuade them to stay in the European Union?

Nothing pains me more than to have angered my hon. Friend, as I clearly have. I have huge liking and respect for him; whenever he asks me to visit his constituency I drop everything to come, because I just think he is a great man. But I reject what he has said. Unlike in any other case, perhaps in this case he is blinded a little by his passion for the issue. I simply point out that all he need do is look at the front pages and editorial pages of every single newspaper that is traditionally seen as a Conservative supporter to see that there is a balance of opinion in this debate and his arguments are being well represented.

The professional autonomy that comes with academy status does the opposite—it encourages the profession in a way that has not happened in the past. We have the highest number of teachers of all time in our schools—445,000, which is 13,000 more than in 2010. The National Audit Office acknowledged that despite the very large increase in numbers of pupils— 9% in the past few years—the number of teachers has kept pace. In terms of retention, 90% of teachers are still teaching one year after qualifying, 70% are still there after five years, and over half of all teachers are still in teaching 18 years after qualification. These figures are broadly in line with those in other professions.

One of the very best ideas that the previous Government had was the Troops to Teachers scheme. Given that personnel in Her Majesty’s armed forces are among the very best that Britain has to offer, what success is the Minister achieving in getting personnel from the Royal Air Force, Navy and Army into our schools to teach our pupils?

I am grateful to my hon. Friend. This is a two-year scheme that started only in 2014, and the current cohort is the first to qualify. Applications by eligible candidates are up, and over 140 former troops are now working in schools across England as part of the scheme.

I had the opportunity to appear in front of the Education Committee during its inquiry into exactly this issue, which I welcome. The hon. Lady is right to highlight the fact that this area needs a better response. That is why we have set up a joint working group with the Department of Health to create new care pathways specifically for looked-after children to improve their mental health prospects. We also have the strengths and difficulties questionnaire for children who are looked after, which is collected every 12 months, but we need to look at what more we can do to follow their progress and ensure that they really achieve what they are capable of.

T7. At the end of last week, Tresham College, which has its headquarters in Kettering, announced draft proposals to end its A-level provision. I join local parents and students in opposing those plans but, should the worst outcome be realised, will the Minister make it clear to the college that it must do everything it can to ensure that those students who have already completed one year of their A-level course will be able to complete the second year at Tresham College?

I am happy to reassure my hon. Friend that the college would have a clear responsibility to ensure that those students were able to complete their A-levels at another high-quality institution, and I would be happy to work with him to ensure that it lives up to that responsibility.
