Commons ChamberThe hon. Lady raises a terrible case, as all those cases are, not just for the individuals involved but for their families and loved ones. We raise all the dual nationality cases that we have at every level. I am confident that the Prime Minister raised those cases with President Rouhani, and I can assure the hon. Lady that I raised them all directly with Foreign Minister Zarif.
My right hon. Friend rightly referred to the vital work of the International Maritime Security Construct, in which the UK plays an important part. Indeed, the Royal Navy vessel on duty this summer experienced more than 100 confrontations from the Iranian revolutionary guards, according to newspaper reports. Will my right hon. Friend update the House on efforts that are being undertaken at the UN General Assembly or through bilateral relationships with other nations to broaden the construct to ensure that as many nations as possible are involved in order to maintain freedom of navigation in the strait of Hormuz?
My right hon. Friend is absolutely right. We want the broadest possible support for policing freedom of navigation in the strait of Hormuz and the wider region. The IMSC has broadened its support, but we also want the European-led initiatives to come on board. Ideally, we would like to join them together. It should not be a question of whether it is a US or an EU flag on the initiatives or the operations; we want to broaden them and bring them together because that is the most effective way to police freedom of navigation.

Commons ChamberWe are seriously concerned, and increasingly concerned, about the situation in Hong Kong. Of course we condemn any violence, but we absolutely support the right to peaceful and lawful protests on Hong Kong. The route to resolution through the current situation is via meaningful political dialogue, taken forward under the high degree of autonomy that Hong Kong has under the model of one country and two systems.
My hon. Friend is right. I have raised those issues with both the Chinese Foreign Minister and the Chief Executive. In relation to the conduct of the police, let us recognise some of the violence on the ground that they have to deal with, but in relation to disproportionate actions and overreactions it is very clear: the Independent Police Complaints Council is carrying out an inquiry. The point that I have made is that it has to be credible, and has to command the trust of the people of Hong Kong. That is what international observers will look to see.
I welcome my right hon. Friend’s comments on the Sino-British joint declaration and how he is using it to engage with his counterparts in China. Can he give the House any information on whether international forums can be used to support the case that we are making that China should uphold its obligations to the people of Hong Kong, with the one country, two systems approach?
I share my right hon. Friend’s concern. The route through this is to de-escalate the tensions and to respect the one country, two systems model. At the international level, more and more interlocutors are expressing their concern about this matter. It is not just an issue for the people of Hong Kong, or for us, given our historical relationship with China and Hong Kong; it is now an issue of widespread international concern.

Commons ChamberI share the hon. Lady’s frustration—I really do. I want this brought to a conclusion as soon as possible. She has to appreciate, though, that the United Kingdom has a limited number of tools in its toolbox, which is part of our frustration. I would love to be able to resolve it tomorrow, but all we can do is what we do diplomatically, which is to put pressure on our interlocutors and try to explain to them what the benefits are, not only for the individuals concerned, but for the country concerned, of bringing it to a satisfactory resolution. It is truly a win-win situation—it is clearly a win for Nazanin and her family that she should be released as soon as possible, and it is a win for the reputation of Iran.
I congratulate the Minister on the manner in which he has conducted his response to the urgent question. There is widespread support across the House for the humanitarian challenge that is before us, and particularly before the Ratcliffe family.
Does the Minister agree that this is not the time or place for any attempts across the House, however gently put, to seek party political advantage or division as a result of the changes to the Conservative leadership? We should all focus on ensuring that Nazanin can be returned to this country and on doing whatever we can to make representations to the right people in Iran to secure her release, irrespective of other political events surrounding our relationship with Iran.
Of course I agree with my right hon. Friend. I recall the remarks that you made a few minutes ago, Mr Speaker, about how this sort of issue sees the House is acting at its best, that we are not being partisan and that we are clearly focused on the interests of Nazanin and other dual nationals. That is where we need to be focused. I urge right hon. and hon. Members to approach these matters in that light and in the manner to which you rightly alluded, Mr Speaker.

Commons ChamberYes we can, and indeed we will. This November, we will host a major conference on the prevention of sexual violence as a tool of conflict. I have met Nadia Murad and Dr Denis Mukwege, the Nobel peace prize winners who have campaigned on this issue. Whether it is Colombia, the Democratic Republic of the Congo, Iraq or Burma, we are clear that this has to become an international taboo.

I take on board what the hon. Gentleman says and support the idea that there is a leadership role, not least within the UN Security Council, where clearly, long-standing connections between the UK and both India and Pakistan will be brought to bear. We will continue to be in the closest possible contact at senior level in both India and Pakistan to try to avoid escalation and ensure regional stability. Part of that is obviously about the capacity building to which he refers. I think he will understand that quite a lot of work goes on both in India and Pakistan to try to ensure that this is brought to bear and hopefully make lives better for all concerned.
My right hon. Friend referred to the discussions and channels that are being used through diplomatic routes both with the UN and directly, and it is very fortuitous that he happens to be visiting the region in the next few days. Before he goes, will he also engage with the Ministry of Defence to encourage senior military leaders and Ministers to engage with their counterparts both in India and Pakistan to make sure that there are senior-level military-to-military back channels between the two armed forces, so that they can help to avoid the accidental escalation of conflict?
I thank my right hon. Friend for his comments. He, of course, was a Defence Minister and will understand that those back channels exist. Clearly they are not always entirely avowed, but the UK has back-channels with both the Indian military and the Pakistani military, and I am well aware that conversations have already taken place and will no doubt continue at pace.

I am grateful to the hon. Lady, who makes her own points very strongly. I have touched on this matter with one or two neighbours in the general context of perceptions of Iran, but each case is separate and individual. We do what we can in the best interests of all our dual nationals. Some are known and some are unknown to the general public. We always have to bear that in mind.
In the light of the role played by British diplomats, and my right hon. Friend and his colleagues in the Foreign Office, in engaging with the Iranians successfully before Christmas to persuade them to persuade the Houthi to go to the Stockholm peace talks on Yemen, while not conflating that issue with this, may I ask whether there are any pointers from that recent diplomatic engagement with Iran that could help to bring some satisfaction in this case?
I congratulate my right hon. Friend on the recent announcement and thank him for his question. Iran is a complex country. The way in which there was indeed help and assistance at a vital stage to ensure that the talks in Stockholm went ahead was an example of what Iran can do to move its position as far as many outside Iran are concerned. As one would expect, in all our dealings with Iran, while never being blind to issues that we consider to be very difficult, in terms of its conduct and what it might be doing, the UK constantly looks for opportunities to change the nature of relationships in a confrontational region. As the shadow Foreign Secretary said, in the region as a whole there is too much confrontation, too many opportunities for conflict and too many situations in which people feel threatened and act in a way that increases that threat rather than decreases it. One would expect the UK to play its part in trying to decrease that threat, and Iran is part of the process whereby those threats might be decreased. We will continue to work on that basis.

Commons ChamberEver since it became clear that these protests were going to continue and the risk of confrontation was very real, we have been at pains to work with both the Palestinian Authority and the Israeli Government to minimise and reduce the tension. It is a matter of horror and regret to us that yesterday’s events happened; we will continue to urge restraint on all responsible and seek the peace agreement that is so urgently needed.
Would my right hon. Friend like to take this opportunity to congratulate the former Prime Minister of Malaysia on his re-election after an interval, and pass on the best wishes of the British people to the Malaysian people during this important transition?
I thank my hon. Friend for his thoughts. The recent election in Malaysia was historic: the outcome, while a surprise, represents a genuine victory for democracy and is a testament to the Malaysian people. Our relationship with Malaysia is of course both deep and long-lasting, and I look forward to working closely with the new Prime Minister and his Government on many of our shared interests.

I could not agree more. As I said, numbers are not everything. Diplomats’ ability to influence and to project Britain’s engagement abroad is of course down to the skill of individuals and their capacity to get that message across. The number of countries where we do not have anyone is missing from the list of personnel in the FCO’s annual report and accounts. We need to look at that.
I said that I would come back to the point that my hon. Friend the Member for North West Norfolk (Sir Henry Bellingham) made about defence attachés. France deploys a cadre of highly professional defence attachés who are proficient in local languages and who develop their careers and are rewarded as resident experts in countries across the middle east and north and west Africa. They often attend local staff colleges. Their career involvement in the regions to which they are posted is considered a virtue. I, too, have met some outstanding defence attachés. I know that there has been a change in recent years to try to develop longer-term postings, and that we send people to staff colleges, for example. However, the French colonel I met who had a direct way in to the Minister of Defence in a particular country had that because he had been in that region for 15 years, was fluent in the language and had embedded himself in the politics of the region.
Developing my right hon. Friend’s theme, I too have experience of the outstanding work that defence attachés do in our NATO partner countries, such as the United States, and way beyond, in the Gulf and the far east. Their role extends further than military-to-military relationships; they also play a vital role in assisting commercial exploitation of defence capability and supporting British companies that seek to secure defence and security orders overseas.
My hon. Friend is absolutely right. The role of defence attachés in our defence manufacturing capability and our ability to market that important part of our economy is so important. I entirely support what he says.
France also has a truly impressive integrated soft power strategy. The opening of the Louvre museum in Abu Dhabi is a key indicator of that. Off the back of Government investment—not private investment, but cultural investment by the Government—flows influence that directly benefits France’s Exchequer. It is hard to compare like with like, but it is possible to argue that Germany spends about three times what we spend on its posts abroad. Even if we strip it down, it spends at least £4.6 billion, which is well over twice what we spend. We spend way more than Germany on development aid in Zambia, yet we employ about 11 people to deliver it, while Germany has around 150 people delivering its aid projects there. That is because we deliver our aid through a variety of organisations, including non-governmental organisations and international institutions such as the World Bank, whereas Germany uses a well-developed cadre of in-country experts in education, health, agriculture and other disciplines to implement its projects. At the end of the day, that means that German taxpayers get a better deal because German business is intrinsically linked to the soft power investment that its Government makes.
I am here not just to whinge, but to suggest a way forward. I want the Minister to reassure us. If he cannot, I want him to take on board the genuine concerns of people who have seen how our country operates abroad and believe that, impressive though that is, we need a dynamic shift in our ability to engage in the dangerous and highly competitive world in which we find ourselves. Can he assure us that every penny of official development assistance that can be used to develop a growing number of highly professional diplomats, defence attachés and other personnel is being used to maintain us as a relevant power in the coming decades? Can he convince me that the Foreign and Commonwealth Office understands Africa? Does he understand my concern, as someone who has travelled widely in Africa and was for some years our trade envoy in Ethiopia, the Democratic Republic of Congo and Mozambique, that our position as a favoured partner may be under threat?
In a few years’ time, a quarter of the world’s population will live in Africa. It is a continent of huge natural resources and has massive potential as a partner in trade and so many other areas, but it feels like Britain risks being left behind. China’s investments abroad are not altruistic. In many ways, what it is doing is good—I have seen new roads, electricity generation projects and vast business parks, including in Ethiopia, that are changing people’s lives and providing wealth and opportunities for female empowerment, among other things—but it has a massive benefit to China, too. There can be a similar benefit to Britain if we play to our strengths on a continent where we are still admired and where such things as our language and our time zone are distinct advantages.
