Commons ChamberThe hon. Gentleman is absolutely right and that is one of the problems with the cod recovery plan. We want to see a much more localised management of the long-term management plans. I like long-term management plans because to an extent, although not totally, they take power away from politicians. The frankly ridiculous process we go through every December will become less of a horse-trading event if plans are written into a solid long-term process. That is why I am pleased to see this development in the document and that the Government’s firm views on this matter have been listened to.
I commend the commissioner for her statement and the Minister for his hard work on this subject. There are two scandals with how fisheries are managed in Europe: discards, which are now out in the open; and slipper skippers, that is, people who hold and trade quota and have no connection with the industry. What is he doing to address that elephant in the room?
I thank my hon. Friend for raising that issue. I share his concern and with many issues relating to fisheries I always start by thinking, “I would not have started from here.” We have these so-called slipper skippers—although we do not have quite as many as are sometimes declared—because many of the trades of fishing opportunity were done privately. We have never created a clear right; we have created a deemed right of access to a national resource. That is why I hope that a rights-based management scheme, as I have outlined, will offer the opportunity for clarity. I believe the work we are doing in DEFRA and through the Marine Management Organisation to identify who owns quota will go a long way towards dealing with the urban—or aqua—myths about quota being held by football clubs and celebrities.

Commons ChamberI am grateful to my hon. Friend the Member for Richmond Park (Zac Goldsmith) for seeking this debate and to the Backbench Business Committee for granting it. It is important for me to speak in it because the future of the fishing industry is of crucial importance to Lowestoft in my constituency, where fishing has a long and proud record.
Last October, I secured an Adjournment debate on the future of the inshore fishing fleet on these coasts. The crisis facing the industry at that time and the solutions remain the same, so I will not repeat them, as they are on the record. There have, however, been four significant developments since last October.
First, Hugh Fearnley-Whittingstall’s Fish Fight campaign has brought into the nation’s living rooms the scandal and obscenity of discards. As a result, our inboxes have been full. The nation has spoken; it will no longer put up with this practice.
Secondly, it is clear from her speech on 1 March that Commissioner Maria Damanaki understands the problem and appreciates that drastic action is required. She said:
“Let’s be honest, if we continue this it is like treating a serious illness with aspirin”.
There will be vested interests opposed to the commissioner as she seeks to reform the common fisheries policy next year. Our Members of the European Parliament need to give her the support she needs and deserves.
Thirdly, my hon. Friend the fisheries Minister has launched his own consultation on the future management of the domestic fisheries in England. This contains some positive proposals. It is encouraging that DEFRA appears to accept that fishing stocks are a national resource and that no third parties have acquired any proprietorial rights.
The final development since last autumn is that the Lowestoft industry continues to decline. The fishermen are allowed to catch fewer fish; they have extra costs to bear; and it is an increasingly difficult struggle for them to carry on. Only last month, the Europa café in the fish market, which has served breakfasts to fishermen for decades, was forced to close due to a continuing decline in business.
It feels as if an ambulance is now on the way, but I worry about whether the patient will be alive when it reaches the scene of the accident. The sands of time are running out for Lowestoft fishermen. I support the motion. It is important that none of us sits back and rests until a fishing regime that has almost destroyed the British fishing industry is itself discarded and thrown overboard.

Commons ChamberLet me say a couple of things in response to that. With the 250,000 trees a year planted as part of the big tree plant campaign, the challenge is that the majority will be in urban areas, particularly in deprived communities, so significant plantings in those areas will benefit those communities. As for the Forestry Commission, I suggest that the hon. Gentleman, rather than reading the newspapers as a guide to Government policy, should adopt the better-informed approach of waiting for the launch of the consultation proposals, which I have discussed closely and successfully with the Chief Secretary to the Treasury.
11. What recent discussions her Department has had on reform of the common fisheries policy; and if she will make a statement.
As UK fisheries Minister, I have had discussions with a range of organisations and people about common fisheries policy reform, including discussions with the EU Fisheries Commissioner and other member states’ Ministers during November’s EU Agriculture and Fisheries Council. I have also met representatives of the fishing industry—both the large-scale and under-10-metre sector—MEPs and non-governmental organisations. I plan to have further discussions in pressing our case for radical reform of the CFP.
I thank the Minister for that reply, and for meeting a delegation of Lowestoft fishermen last week. I wish him well in his negotiations at next week’s Council of Ministers meeting. The future of fishermen and communities all around Britain depends on a successful outcome. Will the Minister confirm that in the review of the CFP, his priorities will include a fair deal for the under-10-metre fleet and the elimination of discards?
I am grateful to my hon. Friend for his good wishes for next week’s negotiations, and I confirm that the UK is committed to genuine fundamental reform—to achieving healthy fish stocks, a prosperous fishing industry and a healthy marine environment. Part of that agenda is to ensure that we have regionalised decision making and an end to the top-down failure of the current common fisheries policy, and that we give fishermen a stake in the long-term health of fish stocks. That involves those in the under-10-metre sector; I am deeply mindful of the problems that they have faced in recent years, and I want to give them and the communities that they support a long-term future under a reformed CFP.

it is a pleasure to serve under your chairmanship, Mr Owen. I am grateful for the opportunity to speak in my first annual fisheries debate. Like others, I wish it were taking place on a larger stage, which would have done credit to the industry that we are here to represent. I congratulate the hon. Member for Banff and Buchan (Dr Whiteford) on securing this debate.
Although I am pleased to be here, I am acutely aware that these are difficult times for the fishing industry in Lowestoft, in my constituency, and around Britain. In many respects, the industry is in the last-chance saloon. It is up to all of us to ensure that it is sustainable and not only conserves fish stocks but gives our constituents who work in the industry a viable future in which they can earn a reasonable living and have the certainty needed to make long-term investment decisions.
As I said in the Adjournment debate that I secured on 14 October, the Lowestoft fishing industry is a shadow of its former self. However, I believe that it could have a viable and brighter future if the European Commission and the Government make the right decisions now and in the coming two years. To get to that better future, a number of obstacles need to be overcome and a number of vested interests challenged. A difficult and tortuous road lies ahead of us.
I would like to thank my hon. Friend the Under-Secretary for the way in which he has approached what many may regard as an unenviable task, and some may describe as a poisoned chalice. He has been to Lowestoft to meet fishermen on two occasions, and this morning he hosted a delegation of fishermen from Suffolk to listen to their concerns and hear their ideas for the future of their industry. One of those fishermen is in the Public Gallery this afternoon and I thank him for listening to us.
Time is short, so I shall first set out the problems that confront the Suffolk fishing industry, and then make some proposals for the way forward towards a brighter future. In my opinion, five problems need to be addressed. First, the current regime fails to achieve its prime objective of conserving fish stocks, and causes untold damage to the marine environment. Young fish are caught before they are mature and there are no adequate incentives for the management of stocks.
Secondly, the current regime is not only bad for fish, it is bad for fishermen. The industry lurches from one crisis to the next, and it seems that the role of each successive Minister is continually to apply a sticking plaster to ensure that a particular fishery or group of fishermen gets over those crises. Fishermen find themselves unable to make a living or make long-term investment plans. Ultimately, many leave the industry.
Thirdly, one immediate problem faced by the industry is ensuring that fishermen survive the next year before the review of the common fisheries policy in 2012. The initial prognosis is not good; Lowestoft fishermen are faced with a cut to their whiting quota from 4 tonnes to 500 kg per month. The European Commission’s proposals for TACs and effort control mean that British fishermen are facing severe cuts in quotas. Regulation by TACs is a flawed process, and I question whether some of the proposed quota reductions are based on genuine, well-founded science.
Fourthly, we must throw overboard the obscene practice of discards as soon as possible. It is destroying fish stocks, it repulses fishermen, and the British public are appalled by it. As I mentioned in my Adjournment debate, in Suffolk we estimated that in five days in late September, nine under-10-metre boats threw overboard 11.5 tonnes of skate.
Finally, the British under-10-metre fleet gets a raw deal. It makes up 85% of the British fishing fleet, but it gets under 4% of the available quota. Today, most of the Lowestoft fleet is made up of under-10-metre boats that fish inshore in a sustainable way with long lines. That is the type of environmentally friendly industry that we should be encouraging. At the forthcoming CFP review, that fleet must receive a more equitable share of the quota.
Looking to the future, the first challenge to confront in the short term is to ensure that our fishermen get the best possible deal in the forthcoming Council of Ministers on 13 December. The Minister’s task is not an easy one and I urge him to do all that he can to secure the best deal for Britain. The National Federation of Fishermen’s Organisations set out a clear guide on the course that he should pursue, and I urge him to challenge the science behind the Commission’s proposals, which in many respects appears illogical.
There is also a role for our MEPs, as this year for the first time, fisheries policy needs to be agreed jointly with the European Parliament. The future of many fishermen depends on whether those negotiations can provide them with an income with which to pay their mortgages and living expenses. If they go out of business, the boats go, as does much of the supporting infrastructure, and they will never come back.
Looking ahead to the CFP review, much good work has been done on which the European Commission and the Government can build. That includes the SAIF—sustainable access to inshore fisheries—report from August 2010, work by the WWF and GLOBE, and the catch quota pilot study carried out by the Centre for Environment, Fisheries and Aquaculture Science, CEFAS, details of which were set out in its interim report in September.
I urge the Minister to pursue a four-pronged approach. First, there should be a move away from the current top-down micro-management that has worked so badly and led to so many of the problems faced by the fishing industry today. In future, the EU’s role should be to set high-level objectives. The day-to-day management of fisheries should be carried out locally by fishermen, CEFAS scientists and a more streamlined regulator. It may be that the Marine Management Organisation should devolve its responsibilities to the inshore fisheries and conservation authorities.
Secondly, there must be an increased use of science, with fishermen themselves playing the lead role in monitoring the amount of fish caught and recording that activity. That information can be used to manage fisheries in a proactive, responsible and sustainable way. It is vital that all parties work together and that trust, which has been missing in recent years, be re-established. It is important to remember that fishermen are the custodians of the sea. Lowestoft fishermen always say that they do not wish to be aboard the vessel that catches the last fish. Fishermen want to create and then manage sustainable fisheries.
Thirdly, a variety of tools should be used in the local management of inshore fisheries. It is such fisheries that I am concentrating on, as the Lowestoft fleet is almost exclusively an under-10-metre fleet today. Effort control in the form of a maximum-hours-at-sea approach has a role to play in eliminating discards, but other controls should be used as well, such as catch limits and a variety of technical measures.
Finally, there must be an equitable redistribution of quota to ensure that the inshore fleet is treated fairly. The quota system needs to be put on a more commercial footing, rather than being based on “grandfather’s rights”. It is very much the elephant in the room. If necessary, the legal status of quotas needs to be clarified and challenged.
I am grateful to you, Mr Owen, for bearing with me. In conclusion, I wish the Minister well in the tough and difficult negotiations that he faces both in the next few days and over the next year or so. He has approached his job with serious resolve, enthusiasm and a willingness to listen. Many people and communities around Britain are dependent on him for a successful outcome to his negotiations both next month and at the CFP review. I wish him well.

Commons ChamberI am grateful to you, Mr Deputy Speaker, for giving me the opportunity to debate the future of the east coast inshore fishing fleet. This matter is of great importance, both to the fishing fleet in Lowestoft, in my constituency, and to other ports along the east coast and elsewhere in Britain. Although there is much wrong with the way in which the industry is governed today, I shall say from the outset that I exempt from any criticism the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Newbury (Richard Benyon), who is responsible for the natural environment and fisheries.
As a shadow Minister and now as a Minister, my hon. Friend has spent a great deal of time travelling around the coast, meeting and listening to fishermen, hearing at first hand their worries and subsequently doing what he can to address their concerns. That includes obtaining additional sole quota in August when the east coast fleet had no fish to catch. Last month, he and I met Lowestoft fishermen and discussed with them the problems that they face, and he subsequently came back with considerable speed to arrange for a delegation of fishermen from Lowestoft to meet him in Whitehall in December to discuss their plight more fully.
Much of Lowestoft, as it stands today, was built on the back of the fishing industry. As well as a substantial deep sea fleet, a network of supporting industries grew up, including shipbuilding, net and rope manufacturing and processing factories. Ross Foods has long since gone, though Birds Eye remains as an important employer, despite no longer processing fish from its factory in the town. The railway used to run into the fish market, and fish sold in the morning was on London dinner tables in the evening. “Fresh fish from Lowestoft” was and still is an evocative cry, although sometimes today it rings hollow because the fishing industry is much diminished and is facing a fight for its very survival. Most of the deep sea trawlers have long gone, as have all but one of the shipyards and many of the supporting industries. However, an inshore fleet remains, which, with the right policy framework, can not only survive, but flourish.
I am conscious that time is short, Mr Deputy Speaker, so I shall set out the problems that the fleet faces, not only in Lowestoft but along the east coast, and conclude with a few thoughts on how a sustainable and financially viable long-term future can be secured.
Inshore fishermen face five problems. First, the common fisheries policy is over-centralised and fails to respond to local needs. It is too cumbersome, unwieldy and centralised, and the forthcoming review in 2012 provides an opportunity to address the problem.
Secondly, the regime palpably fails to achieve its prime objective of conserving fish stocks and causes untold damage to the marine environment. Young fish are caught before they mature and there are inadequate incentives for the long-term management of stocks. Thirdly, the British under-10 metre fleet gets a raw deal, despite making up 85% of the British fishing fleet.
Does my hon. Friend agree that the Minister has inherited a disastrous problem with the under-10 metre quota? The previous Labour Government introduced fixed quota allocations, pinned the under-10 metre quota to a grossly underestimated figure and then failed to address the situation when it came to light with the registration of buyers and sellers. Our Minister has inherited a problem arising from the inaction of the Labour party when it was in government.
I thank my hon. Friend for that intervention, and I agree that the Minister has inherited an unenviable problem. There is a common perception that all fishermen have overfished the sea and are now reaping their own whirlwind. However, it is important to distinguish between deep sea trawlers and the inshore fleet, which fishes sustainably with long lines.
The quota system, which is meant to conserve fish stocks, has spawned the obscene practice of discards. Fishermen go out to sea and once they have reached their quota they throw back perfectly healthy fish that they cannot land owing to the threat of criminal prosecution hanging over their heads. A Lowestoft fisherman has told me how only two weeks ago in five days he had to throw back dead 1,300 kg of skate; eight other similar sized boats have probably been forced to do the same. That makes 11,700 kg of dead skate thrown back into the sea in just five days—11.5 tonnes in one fishery. When one takes into account the fact that this is happening all around the British coast, one realises that the waste, destruction and pouring of money into the sea is mindboggling. In that fisherman’s own words, the system not only stops him making a living and making long-term business investment plans but is decimating a national resource. If he was allowed to land just 20% of his discards, he could cover his expenses instead of operating at a substantial loss.
The final problem that we face is that quota has become a tradeable commodity, with legal entitlement. It is often owned by faceless investors, known as slipper skippers, who have no connection with the fishing industry and who lease the quota to fishermen at a substantial profit. That should be contrasted with the sugar beet regime, where ownership of quota remains with British Sugar, which makes it available to individual farmers both large and small.
The problems have created a frankly ridiculous and unsustainable situation. As I mentioned earlier, most of the deep sea-trawlers have left Lowestoft. However they still operate and fish the same grounds, although, as the quota was sold to a Belgian, the boats are now based in Belgium. Now and then the boats come to rest in Lowestoft, where the catch is unloaded and driven by lorry to Belgium or Holland. Much of it is then bought by Lowestoft-based processors and driven or flown back.
That is the position in which the inshore fishing fleet finds itself today. If the regime remains unchanged, the fleet, both in Lowestoft and elsewhere around the UK coast, will cease to exist. It is important to remember that just as farmers are the guardians of the land, fishermen are the custodians of the sea. None of them wishes to be aboard the vessel that catches the last fish. They all have an interest in creating and managing sustainable fisheries.
There is a solution, there is a way forward and there is a better way of running the industry. I do not have the answers and nor do the bureaucrats or officials, but I know the people who do: the fishermen, the scientists and the others who work in the industry.
Let me set out five ways in which the situation can be improved. They are based on proposals made by the WWF and those running the east sea fisheries district. First, there must be a move from the current top-down micro-management. The EU’s role should be to set high-level objectives. The Commission should not get involved in the day-to-day management of fisheries around such a large and diverse continent.
That takes me to my second point: the day-to-day management should be carried out locally by fishermen, scientists such as CEFAS—the Centre for Environment, Fisheries and Aquaculture Science, which has its headquarters in Lowestoft—and representatives from the Marine Management Organisation and the Department for Environment, Food and Rural Affairs. These are the people who know the fisheries best. Such an approach, with management decisions being taken by those who are involved in each specific fishery, is very much the big society in action. It involves politicians getting out of the way, departing the scene and leaving those who know best to run their own industry.
Thirdly, the quota system should be relaxed and replaced with a maximum hours-at-sea means of maintaining fish stocks and controlling fishing. That will eliminate discards with fishing hours being varied over a year to take account of the level of stocks and weather conditions. If necessary, fisheries can be closed when stocks run low.
Fourthly, it is important to use science in the future management of fisheries, both monitoring the amount of fish caught and recording fishing activity. For example, a vessel monitoring system—a VMS—could be fitted to all vessels that would provide detailed information on the state and seasonality of individual fisheries. That will help provide better information to assist in marine planning decisions, not only on fishing but on wind farms, dredging and marine conservation zones.
Finally, I am mindful of the fact that today the North sea is an increasingly crowded place. As well as fishing grounds, there are shipping lanes, dredging areas and wind farms. The latter have an important role to play in Lowestoft’s future, but more about that on another day.
It is important that the marine environment is managed sustainably and responsibly. The Marine and Coastal Access Act 2009 provides a framework for that, although it is important that decision making takes place locally, that all interested parties are involved and that decisions are made promptly with the benefit of all the facts that science can provide.
At the current time, the outlook for the fishing industry in Lowestoft and along the east coast does not appear bright. In the past, however, Lowestoft has adapted to change and has bounced back. The challenge that politicians across Europe must address as a matter of the highest priority is to provide a proper policy framework in which the inshore fleet can rejuvenate itself and move forward, providing a fair living for all those working in it. The comments of Maritime Affairs and Fisheries Commissioner Maria Damanaki, which were reported in today’s Financial Times, provide encouragement that the seriousness of the situation is now appreciated.
The Sam Cole Food Group, fourth-generation Lowestoft fish merchants, has recently made a bold decision and invested £2.5 million in a new processing factory. We owe it to those fish merchants and all those working in the fishing industry in Lowestoft and elsewhere around the British coast to do all that we can to reverse 30 years of decline in an industry that is at the heart of this island nation. I personally will not sit back and rest until a fishing regime that has almost destroyed the Lowestoft fishing industry is itself discarded and thrown overboard.

Commons ChamberI am grateful for all those questions, and I look forward to debating this matter with the hon. Gentleman and other colleagues to whom it is important. I know that he is particularly interested in the heritage of our waterways. The answer to his question is yes. For the third sector model to work, British Waterways will have to have access to its estate, or a large proportion of it, for it to gear up funding for sustainable funding in the future. I can assure him that it will not proceed unless it is locked in in that way. Those are the negotiations that we are taking forward with British Waterways.

I will be publishing my Department’s priorities shortly in our structural reform plan, but I can share with the House that they are: to support British farming and food and encourage sustainable food production; to enhance the environment and biodiversity to improve the quality of life; and to support a strong and sustainable green economy, resilient to climate change.
Fishing and farming are important industries in my constituency of Waveney in north Suffolk, and the forthcoming reviews of the CAP and the CFP provide a great opportunity to improve the prospects of those two industries. Can the Minister and her team assure my constituents that they will stand up for British farmers and fishermen and show the leadership to get them the best possible deal?
I can assure my hon. Friend that the coalition Government are engaging effectively and constructively with the EU in the UK’s national interest. I hope that the early evidence of the invitation to the commissioner, which was accepted last night, will demonstrate that we are taking the concerns of British farmers and fishermen right to the heart of European matters.

Commons ChamberThank you, Mr Deputy Speaker, for giving me this opportunity to make my maiden speech. I will start by paying tribute to the hon. Member for Swansea West (Geraint Davies) for his passionate, detailed and knowledgeable speech on climate change. Indeed, it has been marvellous to listen today to some great speeches. We heard the speech of the new hon. Member for North Antrim (Ian Paisley), whose brother is a minister in my constituency, Waveney in Suffolk. We then heard the speech of the new hon. Member for Ealing Central and Acton (Angie Bray), who listed some films that had been made in the famous Ealing Studios. She actually missed out the most famous, “Kind Hearts and Coronets”, where the star had a particular way of getting into the other place. I think that constitutional reform will put an end to that.
I chose this debate to make my maiden speech because energy and offshore renewable energy is vital to the future of my constituency—Lowestoft and the surrounding area, which have suffered from industrial decline for the best part of 30 years. I pay tribute to my predecessor, Mr Bob Blizzard, for the work that he has done over the past 13 years. He has been a passionate advocate for Waveney and a hard-working and diligent MP. I thank him for all the work that he has done.
Waveney is the most easterly constituency in the country. Perhaps at times, we Suffolk people hide our light under a bushel and do not make the most of the virtues that we have. The constituency’s make-up is diverse. We have the coastal town of Lowestoft, famous for its fish, its maritime history, its decent, honourable people and its clean beaches. There is the fishing village of Kessingland, and the market towns of Bungay and Beccles, and wide open rural expanses in between. The people up there do at times feel that they have been forgotten down here. It is as if we were at the end of a line.
We have been crying out for better roads and railways for what seems like many, many years. I will continue to make that cry, as other Waveney politicians have done. In November 1959, Jim Prior, now in another place, described the road and communications system in East Anglia as the Cinderella of the country. It seems as if we have not got very much further in the past 50-odd years.
We have industries that have declined. The fishing industry is no longer what it was; shipbuilding has gone; and the canning factory has gone. That is what we need to address. I am not going to moan; offshore renewables present us with a great opportunity to bring Waveney into the 21st century. It was an opportunity that Bob Blizzard recognised, and I will be taking the baton from him to make sure that we deliver on that goal.
We need a new and radical energy policy. If we do not have it, the lights will go out. We need to be in control of our own destiny. We need energy security. We owe it to future generations to take a major step towards a low-carbon economy. We need a mixture of energy sources—green energy sources. To me, nuclear has a vital role to play; so, too, does clean coal, and micro-energy is also of great importance, but it is offshore renewables on which I want to focus. We have to get 15% of our energy supply from renewables by 2020. We have a lot of work to do, being at just over 5% now. There are great opportunities for green jobs; I see that it is estimated that there will be 1.2 million by 2015. If we do not do the work, we will fall a long way short.
Lowestoft has a great opportunity, and great advantages in setting about giving us those green jobs and taking us forward. It has a great location, close to where the offshore turbines will be—the East Anglia Array and the Greater Gabbard. We have a skills base, built up over many years, in fishing, in shipbuilding, and in the North sea oil and gas industry. Those skills are transferrable, and we can make best use of them in the renewables sector.
We have to improve our training and education. We have a further education college that is delivering skills, and there is the opportunity for University Campus Suffolk to provide higher education with regard to those skills. We also need to reinvigorate the apprenticeship system, which, in Waveney and Lowestoft, has been so important in our past. There are measures in the Queen’s Speech that will help to deliver that.
I am here to represent Waveney, but I must not be parochial. To deliver green energy, and get the renewables that we need, I have to think outside my constituency, and think about the surrounding constituencies. In East Anglia, we have great opportunities. There is a deep-sea port in Yarmouth; that will help us to bring opportunities there. There is land elsewhere in other constituencies, too. I see that my hon. Friend the Member for Great Yarmouth (Brandon Lewis) is not here at the moment; in the past, Lowestoft and Yarmouth have spent a lot of time fighting each other. We fought on opposite sides in the civil war, and we had the herring wars, but we are united now in seeking to deliver the renewable energy opportunities.
The energy Bill will be a foundation stone; we have to build on that for the benefit of Britain, East Anglia and—to go back to being parochial for a minute—Waveney. Looking at it from Britain’s point of view, we have the opportunity to lead the world in a transition to a low-carbon economy. We owe it to future generations to grasp that opportunity.
