The right hon. Lady raises an important point. We have, over the past five years, significantly increased the amount of quota in the inshore pool managed by the Marine Maritime Organisation to give increased fishing opportunities to the under-10 metre fleet, but we want to go further. Indeed, the White Paper sets out our approach to doing that. In the short-term we will not depart from the fixed-quota-allocations sharing mechanism that we have with vessels, but any new quota that comes as we depart from relative stability will be allocated in a different way. We have said that it is our intention to use some of that increased inward quota to increase opportunities for the inshore fleet.

The fisheries management plans in clauses 6 to 9 will provide a comprehensive framework to manage stocks in a way that respects the devolution settlements and improves accountability. The Bill also sets out, in clause 45, the extension of competence for Senedd Cymru in relation to fisheries to the Welsh offshore zone. That will allow Welsh Ministers to manage the full extent of Welsh waters in future.

My officials have been working closely with all the devolved Administrations. Their collaboration on the Bill has improved it. In fact, on fisheries, the Department for Environment, Food and Rural Affairs has always worked closely with the devolved Administrations. Each December, the UK delegation, in annual fisheries negotiations, is supported by Ministers from all the devolved Administrations. Ministers may come from different political parties, but we all work together to secure the best outcome for the UK fleet. I welcome the fact that the Administrations in Scotland, Wales and Northern Ireland have all indicated that they are happy with the Bill.

I turn now to some of the issues debated in the other place and the amendments that were made there. Our view is that we must avoid the pitfalls of the cumbersome common fisheries policy. That is why, in Committee, the Government will be seeking to remove overly prescriptive amendments to the Bill made in the other place. Although they were well intentioned, they risk becoming counterproductive in practice. We must maintain the flexibility required to develop domestic policy tailored to the needs of the United Kingdom without creating complexity or uncertainty. We owe it to our fishermen and coastal communities to help them to benefit further from the fish caught and landed in UK waters as we take back control. We will therefore seek to overturn clause 18, which is unnecessary in light of the national benefit objective already set out in clause 1 and which reduces the flexibility we currently have in using licence conditions to implement an economic link. The fisheries White Paper made clear that we will be reviewing the economic link conditions in England. The Government are committed to doing so.

On that particular point, the Minister is quite right in that what has motivated local communities so much for Brexit is the need for them to gain benefit from that. The economic link is vital for that. Can he perhaps set out when the Government will complete their review of the economic link?

My hon. Friend makes a good point. As with all the work we are doing, this work is under way and we will be consulting the industry on it. I am not in a position today to give him an actual date for the completion of that work, but I can assure him—I know he has been a long-time campaigner on this issue—that we take this issue very seriously. We do want to strengthen the economic link. That is likely to include requirements on vessels to land more of their catch in UK ports. However, we have to proceed with some caution because the right economic link will vary depending on the species of fish. It is important that we do not inadvertently deny fishermen the ability to sell their fish at the best possible price by requiring them to land everything in the UK. That is why some balance has to be struck.

We will seek to remove clause 27 because a proportion of quotas is already guaranteed to the under-10 metre fleet and neither will the drafting of the clause address the need to attract new entrants. We will also be seeking to overturn clause 48, which is unnecessary and too prescriptive. We already have powers to increase the use of remote electronic monitoring, which we will be able to do once we have a greater understanding of how it would be deployed.

It gives me great pleasure to respond to the Bill on behalf of the Opposition on its second outing in the Commons. Our fishers risk their lives every day to bring home food for us all. It is not a profession that comes without risk, and I join the Secretary of State in taking a moment to remember the six fishers who did not come back after their trips to sea last year.

Fishing matters to me. It matters to the people of Plymouth who I represent, with 1,000 jobs in the city, and to coastal communities across our four nations. Fishing is knitted into our national identities and our culture, our local flavours and, of course, our coastal economies. Recreational fishing—now larger than commercial fishing in GDP terms—matters to even more people. Labour will be supporting the Bill, defending the enhancements made in the Lords and proposing further necessary provisions.

The hon. Gentleman touches on a good point when he mentions recreational fishing. I think we have all received representations from the Angling Trust, but does he agree that, with the pandemic and more staycations, the opportunity for sea angling to bring real benefits to our coastal communities is crystal clear?

I do agree. There is a real opportunity in the waters around the south-west for a catch and release bluefin tuna fishery, for instance—it is a shame that DEFRA did not quite agree with me on that one—and there is certainly a real case for more support for the charter boat sector, which has been denied much of the support that it should have had throughout the coronavirus.

Fishing is a policy area where up to now soundbites have often triumphed over substance and where dogma has often won out over detail. That must end now, because fishers in our coastal communities cannot feed their families on soundbites and vague Government promises. Fishing needs to be more sustainable, both economically and environmentally. We need not only a fishing net zero approach and better management of lost fishing gear to stem the plastic pollution that it causes; we also need a replacement plan for dirty diesel engines, and better science to inform better quota decisions to protect fish stocks and jobs. Fishing needs a strategy to widen employment, to make fishing a career of choice for more young people in our coastal communities. It needs new methods and quota allocation to encourage new entrants, and a firm focus on viability and sustainability.

We know that coronavirus has hit fishers hard. The closure and disruption of export markets, the throttling of imports, the closure of restaurants and cafés and the huge drop in prices have made going to sea unprofitable for many of our fishers. The help for fishers that Labour argued for eventually came, but it took too long to come, and sadly it excludes some of the most innovative projects, such as the brilliant Call4Fish initiative that I have spoken to the Secretary of State about. DEFRA needs to learn the lessons here. It needs to look again at how it raided fishery support funding pots to pay for those schemes and at what the long-term cost to the industry will be of those pots having been raided.

Just as fish do not respect national boundaries, so our fishing sector is cross-border too. I support the move to zonal attachment from relative stability, which is an outdated method. There is a real case for that change. We import two thirds of the fish we eat and we export two thirds of the fish we catch. We do not eat enough locally caught fish, and our diets have been calibrated over decades to eat more of what is caught around Iceland and Norway than the wondrous ocean harvest of our own waters. We need to change that. That is why there can be no new delays at the border, no new burdensome customs checks and no new expensive Government red tape in implementing these and any future trade deals. We need to ensure that we can import and export as well as celebrating the fish in our own waters.

I thank the hon. Member for that. I am not sure it is the main purpose of the Bill, but it is certainly a power that the Secretary already has. One of the key things about the amendments that Labour has tabled is that they are about using powers that the Minister already has. Whether or not there is more fish from any negotiations with the EU in the future, these are powers that the UK Government—the Conservative Government—could use today if they chose to do so. They do not need to wait until after 31 December or for the passing of this Bill. It is in requiring them to use the powers that they have chosen not to use that we are making our case for this provision. There is a good case for banning supertrawlers of over 100 metres from fishing in marine-protected areas; Ministers should have acted already, and there is an opportunity to put this in law here.

I was on the Bill Committee for the last Fisheries Bill, which left Committee in December 2018, went off into orbit and was never seen again. This Bill, which is a variation of its predecessor, is in a better shape, but there are issues that need to be addressed if the Bill and the policies that it spawns are to revive the Lowestoft and East Anglian fishing industry, a blueprint for which was provided in the report by REAF—Renaissance of East Anglian Fisheries—of October 2019.

It is good news that the Government have commissioned both a project on the future of inshore fisheries and a study on low-impact vessels, which the New Economics Foundation is carrying out. However, it is concerning and disappointing that no East Anglian representative is on the project board for the former and that a workshop for the latter has not yet taken place in the region.

It is important that the benefits of the new UK fishing policy accrue to local communities. As I mentioned earlier, it is concerning that the economic link remains under review after three years. I accept that this is a complex subject, but the issue cannot remain in the long grass. Powerful companies may well be resistant to change, but with our departure from the EU, the status quo will become even more unacceptable. This criterion must be reviewed.

If we are to make the most of this once-in-a-lifetime opportunity to reset our fishing policy, we must recognise the need to invest in infrastructure right along the supply chain, from the net to the plate, as my hon. Friend the Member for Totnes (Anthony Mangnall) articulated so well. Eventually, we will have the answer the question of who owns UK fisheries. The Blue Marine Foundation takes the view that ownership has been squatted, not by those in need but by a combination of high-net-worth individuals and non-UK interests. It is good news that the Government are consulting on the distribution of additional quota, but time is running out for decisions before 1 January, and the indications are that any changes will be phased in over a number of years. I accept that this is not an easy task, but I would highlight the Blue Marine Foundation’s call for a commitment from Government to reform the current fixed-quota allocation system and ultimately to replace it with a more socially and environmentally equitable distribution mechanism.

My final point is about the need for the new UK fishing policy to be truly sustainable. Very simply, we will have failed if supertrawlers continue to fish in UK waters and if practices such as electric pulse fishing are allowed to continue.

In conclusion, I believe we are moving in the right direction, though we are not there yet. Post Brexit, fishing must be different. Benefits must accrue to local people and local communities, and we must ensure that we do not just carry on with the same old system in a new set of clothes.

I absolutely agree that moving away from the CAP provides the opportunity for a more prosperous, competitive and self-reliant industry. We will support UK farms to focus on their business modelling and to improve efficiency, which may well, in turn, reduce their environmental footprint.

We understand that this is a challenging time for the fishing industry and we have taken steps to support the sector. In April, we launched a £10 million financial assistance package for England’s fishing and aquaculture businesses, which included a £1 million grant scheme to support the sale of fish locally. The sector is also able to benefit from the wider financial support measures available for businesses. In addition, the Sea For Yourself campaign has encouraged people to eat more fish.

I am grateful to my hon. Friend for that answer. The process of determining which businesses received funding through the domestic seafood supply scheme has been criticised as being unfair. While one project in the Lowestoft area was successful, two good applications were not. What assistance will be available to these and other businesses so as to enable the East Anglian fishing industry to meet the infrastructure and other costs in preparation for the end of the transition period?

I cannot discuss the individual cases, but I can say that applications were reviewed by a panel of experts, including several representatives from the catching and processing sectors. The judging panel awarded funding to projects that best met the criteria, especially those that could deliver benefits to a range of fishing businesses.

I start by paying special thanks to my hon. Friend the Member for Romford (Andrew Rosindell), who is such a champion for zoos in chairing the all-party parliamentary group, as he was in his inspirational speech. He set the scene so well and provided the framework within which we are all now talking.

I want to speak for a few minutes about Africa Alive! in Kessingland, just south of Lowestoft in my constituency, which is run by the Zoological Society of East Anglia, which also has Banham zoo in the constituency of my right hon. Friend the Member for South West Norfolk (Elizabeth Truss). This organisation does great work in so many aspects, as I shall explain.

The best part of my job—this tremendous job we all have—is that each summer, I spend half a day at Africa Alive! It is a wonderful experience and probably the thing I look forward to most. My hon. Friend the Member for Southend West (Sir David Amess) referred to zoos being controversial. I sense that, in many ways, we have moved on from that; we have moved on from the cages. Zoos used to be very inward-looking, and they are not now. Africa Alive! is outward-looking, and that is what so special about it and why it is a linchpin of the local community and the local economy. I want to highlight five points about it.

Africa Alive! does great conservation work, looking after and supporting species from that wonderful continent of Africa. I have never been on a safari, and I do not think I ever will, but Africa is there on the doorstep of places like Lowestoft, Beccles and Bungay for people who will never have the opportunity to go and see those animals.

Africa Alive! also provides employment opportunities, with highly specialist jobs as keepers. For so many people in the area I represent, it is their first rung on the employment ladder—that first job that can lead on to others. So many people I have met say, “I did my first job at Africa Alive!” There is also the education and outreach work. Schools come to it, but it also goes to the schools. The Zoological Society of East Anglia gets out across East Anglia into 1,000 schools.

It is a tremendous tourism attraction. Tourism is very important on the Suffolk and the Norfolk coast, reaching out into the Norfolk and Suffolk broads. As part of someone’s week in our area, they want things to do, and they go to Africa Alive!, which is one of the biggest tourist attractions in East Anglia.

I will make one final point about what Africa Alive! does. I got a number of emails over the last week. One of them was from someone I had not heard from or seen for over 40 years and who is now working in Thailand, saying, “Come on! Pull your finger out! We need to save this wonderful treasure.” The email that struck me most was one that said, “Me and my mother have had tremendous mental health anguish. Going to Africa Alive! and walking round that 70-acre wildlife park gives us the comfort, the rest and the assurance that we need to get away from some very difficult challenges for us.”

The announcement this week was extremely welcome, and it is very good news. I think Africa Alive! would say that it gives it a fighting chance of survival, and that is wonderful. But as my hon. Friend the Member for Romford said, more needs to be done. Animals are not like rides—you cannot turn them off, and flexible furloughing is therefore very important. The zoos support fund is welcome, but as we heard from my hon. Friend the Member for Isle of Wight (Bob Seely), there is an issue with the conditions of it. A lot of zoos are charities, and they have requirements for the amount of money they have in the bank, which automatically precludes them from being able to access that fund. We need to look at that again, and I urge the Minister to do that. As I said, the best part of my job is going to Africa Alive! every summer. I want to be able to do that for the next few summers as well.

I welcome both the Bill and the Government’s vision to ensure that we have a vigorous and ambitious environmental strategy as we leave the European Union. Generally, I believe that the Bill provides the necessary framework to protect and restore our natural environment, as promised in the Conservative general election manifesto. I acknowledge the work that the Government have done, and I will highlight briefly four areas of particular importance to the people I represent in Waveney and north-east Suffolk.

The Bill will enable the development of a nature recovery network, providing over 1.25 million acres of additional wildlife habitat to protect and restore wildlife. Such schemes should be widely encouraged, and I pay tribute to those involved in projects locally, including Bonds meadow in Oulton Broad, an historic landscape in a now urban area run by local community group, and Carlton marshes, an exciting and ambitious project promoted by the Suffolk Wildlife Trust to create a unique Suffolk broads landscape right on the edge of Lowestoft.

The Government’s clean air strategy should help to cut air pollution and save lives, and while the commitments to tackle air pollution in the Bill are welcome, I believe that we need to go further to tackle this threat head-on. A report by the British Lung Foundation, published in October 2018, found that 2,220 GP practices and 248 hospitals across the country were in areas with average levels of fine particulate matter above the limit recommended by the World Health Organisation. From my perspective, given that that is one of the most dangerous forms of air pollution, it is a matter of serious concern that Lowestoft was included in the top 10 most polluted GP surgery locations in the country. The Government must make significant improvements in this area and introduce a legally binding commitment in the Bill to meet the WHO guideline level for fine particulate matter pollution by 2030. We must also improve the monitoring of air pollution at both national and local level, to include accessible and robust health information and alerts.

Managing water is vital, and I will briefly highlight the impact of recent storms on coastal communities, such as those in Lowestoft, Pakefield and Kessingland on the Suffolk coast. In adapting to the impact of climate change, it is important that coastal communities are not forgotten and that the risk of harm to people, the environment and the economy from coastal erosion is prioritised. It is also necessary to have in mind the importance of water to agriculture in East Anglia, for irrigating vegetable crops. I declare an interest as a partner in a family firm. It is important, as my hon. Friend the Member for Broadland (Jerome Mayhew) has highlighted, that the Government promote a collaborative approach to managing this vital resource.

Finally, it is good news that the Bill provides for the creation of the Office for Environmental Protection. It will play an important role in holding the Government to account, and it will be able to provide written advice on any proposed changes to environmental law. To maximise its impact, it will be crucial that the OEP has independence from Government and a strong enforcement capability. As the Countryside Alliance charity highlights, the upper tribunal of the OEP must be empowered to grant meaningful, dissuasive and effective remedies. Crucially, just as policies to ensure the transition to a low-carbon economy must be embedded across all Departments and layers of national and local government, so must our environmental protections pursue the same course and be subject to the same test.

In conclusion, the Government have frequently stated that as we leave the European Union our current high environmental standards will be not only upheld but enhanced. This Bill can play an important role in ensuring not only that we have a green Brexit but that we continue to forge ahead as international environmental leaders.

There are a number of examples of projects that use lagoons to manage surplus water during times of flooding, including one at Salford. Either I or another ministerial colleague will be more than happy to meet the promoters of the scheme that the hon. Member has mentioned.

May I urge the Secretary of State not to forget the devastating impact of recent storms on coastal communities such as Pakefield on the Suffolk coast? A few months ago there was no worry about the homes there, but now their very existence is at risk.

My hon. Friend, who represents a coastal community, highlights an important issue. It is important to recognise that it is not just fluvial flooding that is a threat, and that coastal flooding and coastal surges are also a major threat to our coastal communities.

It is a pleasure to serve under your chairmanship, Sir George. I congratulate my hon. Friend the Member for South East Cornwall (Mrs Murray) on securing the debate.

Over the next few months, the future of fishing in the UK will be the focus of much attention in Westminster, in the media and, most importantly, in those coastal communities that all here represent. We have a great opportunity to revitalise the industry, so that it can play a full role in the economy of towns such as Lowestoft, where in recent decades its importance has greatly diminished. Time is short, so I will make some brief comments, first on the Fisheries Bill, then on the upcoming trade negotiations and finally on how we should set about rebuilding the industry post Brexit.

The Fisheries Bill provides the framework within which the industry will be rebuilt. Generally, its provisions should enable us to do that, although consideration should be given to amendments to address the following issues. First, we should ensure a fairer distribution of fishing opportunities in favour of those inshore boats, the under-10-metre vessels that make up the majority of the East Anglian fleet. Secondly, full consideration should be given to how best to strengthen the economic link, so as to ensure that coastal communities have every opportunity to benefit from increased landings. Thirdly, the ability to fish sustainably should be ingrained in the Bill, and there must be no loopholes whereby unacceptable practices, such as electro-pulse fishing, can continue.

As the Government commence negotiations on our future trading relationship with the EU, I urge them to bear in mind at all times the importance of fishing in regenerating coastal communities and the role it can play in levelling out the economy right across and around the UK. The Renaissance of East Anglian Fisheries report, launched on 17 October 2019 in the Minister’s presence, highlights the opportunity to generate an additional £32 million per annum at the quayside in the southern North sea alone. That can only be achieved by changing the way in which fishing opportunities are allocated between countries, by moving to a geographical-area means of allocation—zonal attachment—from the relative stability rule of the common fisheries policy. It is important that, throughout negotiations, the Government adhere to that principle.

In the coming months, the Government must be proactive not on two fronts—the Fisheries Bill and trade negotiations—but three, because they need to put in place the management systems and infrastructure needed to rebuild the UK fishing industry. The REAF report sets out how we can do that in East Anglia. I am grateful to the Minister for his support for the project, but we need to implement the report’s recommendations. I will briefly outline how we should do this.

First, I would be grateful if the Minister asked his officials at the Department for Environment, Food and Rural Affairs and the Marine Management Organisation to engage proactively with East Suffolk Council, which is supporting the project, to ensure that it moves forward quickly to the implementation stage. Secondly, the Minister has previously advised that the Government will carry out an hours-at-sea pilot. Our request is that this should take place in East Anglia. Thirdly, there is a need not only in East Anglia but all around the UK to invest in infrastructure. The fleet, our ports and our processing facilities are in urgent need of upgrading, and I urge the Minister to ensure that there is provision for that in the 11 March Budget. If the right signals are sent out, they can act as a catalyst for significant private investment. We have a once-in-a-lifetime opportunity, and we must not squander it.

The purpose of this Adjournment debate is to highlight the vital importance of the Lowestoft tidal flood barrier, which will provide much needed protection for many homes and businesses in Lowestoft. Moreover, it will act as a catalyst for inward investment in the offshore wind sector, the post-Brexit fishing industry and the town centre, where the high street is under considerable pressure at present and businesses need reassurance that their investments will not be at risk from flooding.

East Suffolk Council has prepared a flood risk management project, which includes the barrier in the outer harbour. At present, the project is only partially funded and while work will be starting this year, the outstanding money needs to be secured so that the project can be completed in its entirety and it delivers its full benefits to the UK’s most easterly town, which has been exposed to the worst excesses of the North sea for far too long.

It is appropriate that this debate is taking place at the beginning of the Environment Agency’s Flood Action Week. At the outset, I shall provide the national context. It is good news that in the Conservative manifesto at the December election and in the subsequent Queen’s Speech, which we have just concluded debating, the Government have committed an additional £40 billion to flood defences.

The National Infrastructure Commission has highlighted that this investment is badly needed. It points out that over 5 million homes in Britain are at risk of flooding and coastal erosion; management of floods in the past has been short term and reactive, rather than preventive; and while the six-year capital programme to 2020-21 has provided certainty on funding for the issue of floods, there remains no clear long-term objective for flood resilience and defence. It makes a variety of recommendations for how the situation can be improved. First, it proposes a national standard so that by 2050 we can be sure that communities are resilient to flooding for 99.5% of the time whenever feasible.

As the hon. Member knows, he is my brother’s Member of Parliament, and this is an issue that affects him. I understand that one of the key questions is whether there are predictions of tidal surge in the area. If there are, how devastating an impact could they have on his constituency, and indeed my brother’s home?

I congratulate the hon. Member on bringing this matter to the House. The Ards peninsula in my constituency has 96 coastal erosion points, so this is happening in my constituency as well, and there is much concern about the erosion, the loss of land, and the impact on homes and livelihoods. Does he agree that the Government must find the money to address these concerns as they are quickly escalating to crisis point—that crisis point being the point of no return?

As I will highlight, we must not forget that some coastal areas face devastating flood risk problems too. They might not emerge quite as often as fluvial floods, but their impact on communities is very real. I will highlight the 1953 flood, which is still remembered vividly right along the East Anglian coast.

The second point the National Infrastructure Commission raised was that the existing catchment flood management plans and shoreline management plans should be updated to take into account the commission’s new standards and should set out long-term plans for flood risk management. Thirdly, it argued that currently—at the beginning of 2020—the Government should be putting in place a rolling six-year funding programme in line with the funding profile the commission set out. This would enable the efficient delivery of projects addressing the risks from all sources of flooding. It is vital that when these improvements to the country’s flood defences are made—this comes back to the point the hon. Member for Strangford (Jim Shannon) raised—coastal communities are not overlooked. Storm surges, such as those in 1953 along the East Anglian coast and more recently in 2013, have a terrible impact from which it can take communities a long time to recover—some never do.

I commend, as always, my hon. Friend’s tremendous advocacy for his constituents, and I am delighted that that was so well reflected in the election result in his constituency. Does he agree that the wider economic damage done by the tidal surges in East Anglia can be felt for many years and have an economic impact on businesses in his constituency, many of which have employees who live in central Suffolk and elsewhere? It is particularly important that the Government take note of this as they seek to support economic growth in and protect the economy of the east of England and Lowestoft.

My hon. Friend is right that these storms can have a devastating impact on homeowners and businesses, but that the supply chains of those businesses extend far outside Lowestoft into places such as his constituency.

The 1953 floods caused devastation and loss of life all the way down the east coast—not least in Lowestoft, where the Beach Village, known locally as the Grit, ultimately had to be pulled down and made way for industrial development. Hundreds of families lost not only their homes, but their families’ fishing heritage. The 2013 storm surge, which I shall describe in more detail shortly, thankfully did not have the same impact, primarily because we have better defences than we did 60 years ago, and because we were warned. However, there is a sense in Lowestoft that we “escaped by the skin of our teeth”, and that next time we will not be so lucky.

The needs of coastal communities have been highlighted by the Committee on Climate Change. It has pointed out that coastal communities, infrastructure and landscapes in England are already under considerable pressure from flooding and erosion; that 520,000 properties in England are located in areas that are at risk of damage from coastal flooding; that damages as a result of flooding and erosion amount to an average of more than £260 million per year; and that coastal management around the country is covered by patchwork legislation. In short, we need to do better.

On 5 December 2013, a storm surge caused havoc down the east coast. Lowestoft was one of the worst-affected communities, as I highlighted in another Adjournment debate in the Chamber later that month. In the Lowestoft and Oulton Broad area, 158 residential and 233 commercial properties were flooded, including 90 residential and 143 commercial properties in the low-lying central area of Lowestoft. In addition, tidal flooding resulted in the closure of key transportation links, including Lowestoft railway station, the A47 through Lowestoft and the A12 to the south. Lowestoft was essentially cut off.

The impact on many people and their properties was dramatic. In Levington Court, which provides housing and care for vulnerable older people, 19 flats on the ground floor were evacuated. Residents’ possessions were lost, and they did not return to their homes until several months later. In the nearby Fyffe Centre, which provides accommodation for the homeless, 27 people had to leave. Again, it took many months to refurbish and repair the property.

In adjoining residential areas, including St John’s Road and Marine Parade, many properties were hard hit, including homes in the rental sector. Some people lost all their possessions, which in many cases were not insured. The community rallied round superbly to support them, but full compensation—and I do not mean just financial compensation—can never be provided for the loss of belongings and possessions that can mean so much personally.

Businesses were badly hit, including the Ling’s car showroom, East Coast Cinema—Britain’s most easterly cinema—and Buyaparcel. Wetherspoons’ Joseph Conrad pub in Station Square was badly damaged, and traders in Bevan Street East, close to the town centre, were dealt particularly savage blows. The doctor’s surgery in Marine Parade had to move, and has never returned.

The challenges of rising sea levels and climate change mean that such events will take place more frequently. Sea levels along the Suffolk coast have been rising by 2.4 mm per annum since the 1950s. In Lowestoft, research carried out by Halcrow and BAM Nuttall concluded that a 1953-type flood, which was previously considered to be a one-in-1,000-years event, would now take place every 20 years. There is thus a need to move quickly, and to put proper and full flood defences in place as soon as possible. As climate change continues to drive an increase in severe weather events, significant investment in Lowestoft’s infrastructure is required to provide resilience, to facilitate regeneration plans, and to encourage businesses both to grow and to move into the area.

If—although I should say “when”—we get another storm surge, similar to those of 1953 and 2013, the impact on the town could be profound and far-reaching. Not only could many homes and businesses be badly damaged, but vital infrastructure could, in effect, be taken out. That could include 38 electricity substations, three water-pumping stations, one gas facility, and multiple telecommunications and IT assets.

Transport infrastructure could also be impacted, including Lowestoft railway station again. Up to a mile and a quarter of rail track and signals would be submerged, the bascule bridge across the port could be seriously damaged, and two and a half miles of A roads and 30 miles of minor roads could be affected. In addition, vital community assets would be impacted, including three doctors surgeries, two Government buildings, three community centres and facilities, and up to eight schools and colleges. The results would be devastating and people would quite rightly be very angry, pointing a finger at the council, at the Government and at me, saying, “You had advance warning in 2013, why have you not done anything?”

Actually, since 2013, the council has been proactive. It has acquired temporary barriers that have been deployed on two occasions, when thankfully they were not really tested. It has also been hard at work on preparing a scheme that provides Lowestoft, its residents and businesses with the protection and peace of mind they are entitled to expect. The scheme is oven ready and ready to go, but funding has not yet been obtained for its final phase, the provision of the tidal flood barrier. That gap now needs to be filled.

East Suffolk Council, along with Suffolk County Council, Associated British Ports, the Environment Agency and the New Anglia local enterprise partnership have developed a comprehensive flood protection scheme that brings together tidal, fluvial and pluvial flood risks under one umbrella. The project includes the tidal barrier in the outer harbour to the east of the bascule bridge, with tidal walls to the north and south of the barrier. It also includes separate but equally important work to protect a number of properties that have experienced significant flooding, especially in periods of heavy rainfall, along Kirkley stream, in Aldwyck Way and on Long Road. The project will protect vulnerable parts of the town and has strong political and community support.

The Port of Lowestoft is owned by Associated British Ports and this includes the outer harbour. The port is undergoing a period of expansion, primarily as a result of the large number of wind farms either in operation, being constructed or being planned off the East Anglian coast. There is also the exciting prospect, post-Brexit, of a revival of the fishing industry. Lowestoft used to be the fishing capital of the southern North sea—a crown that I hope it will acquire again. The port is strategically well placed to serve the wind farms, both for project management during their construction and for their subsequent operations and maintenance. The port is the main base for the Greater Gabbard offshore wind farm and the East Anglia Array. Last year, Scottish Power opened its new £25 million operations and maintenance base in the Hamilton dock.

The original programme for the construction of the tidal barrier envisaged the port closing for up to six months. It has subsequently become clear that this is not practical, as it would make the port unattractive to current and future wind energy companies and business would be lost that we would never be able to get back. The programme for building the barrier has thus been amended to enable it to be constructed over three short windows each winter, without the necessity of closing the port for any significant period. These plans are now fully developed, but the cost of amending the design and elongating the programme has resulted in the cost of the project rising from approximately £30 million to approximately £70 million. This is the funding gap that now needs to be filled.

There are now three phases to the project. Work on the first two phases—the fluvial and pluvial works, and the tidal walls—will start this year, and the final phase of the flood barrier will be carried out once funding is in place. The project has three particular advantages. First, it is highly innovative. It involves a tidal barrier that will be installed while still accommodating a 24/7 operational port, and it will not impact on the port’s activities. Its delivery will still enable the port to attract new business that will help revitalise the town by bringing new jobs to the area.

Secondly, the need to be low carbon is ingrained in the project’s DNA. East Suffolk Council has made a commitment to carbon neutrality in its procurement procedures and, as such, its existing and future procurement arrangements will reduce the carbon footprint of all new council development. Moreover, the scheme will help to promote the offshore wind industry, which is so important in reducing the nation’s carbon footprint.

Finally, there will be a high level of local and UK content. Local businesses have been involved at the design stage, and their participation will be strongly encouraged and promoted during construction. Moreover, once completed, those businesses will be able to grow as part of the offshore renewables sector.

The construction of the Lowestoft flood barrier will be a catalyst for the regeneration of the town, not only for the offshore energy sector but in fishing through the REAF—Renaissance of East Anglian Fisheries—budget. This is not just a barrier in name, but in its impact: it removes barriers to growth. The overall benefits of the barrier to the town are significant, as the protection provided will remove the risk of flooding, which will allow much-needed regeneration and redevelopment projects to proceed. In the town centre, it will allow new commercial and residential development, which is currently held back due to the risk of flooding.

A study carried out by Mott MacDonald showed that 71% of the current economic value in the town is at risk due to flooding—a significant barrier to jobs and growth creation. The flood defence project reduces the risk to 3% over five years. The Mott MacDonald study also shows that the scheme will support the generation of 3,500 additional direct jobs locally and 8,000 indirect and induced jobs nationally. It will generate an additional £195 million per annum of gross value added. In summary, the barrier will remove barriers to the regeneration of growth in the UK’s most easterly town.

While Lowestoft and the surrounding area are benefiting from the emergence of the offshore wind sector, the opportunity to raise funds from the many developments taking place off the East Anglian coast to improve infrastructure is currently constrained. The coastal communities fund, which is financed by money received by the Treasury from the Crown Estate out of royalties received from the granting of licences for the wind farms, runs until 2021. In reviewing the fund, I ask the Government to consider targeting projects directly related to the offshore wind industry, such as the Lowestoft flood barrier, that will have a significant economic impact.

Madam Deputy Speaker, you will be pleased to hear that I have nearly finished.

The Lowestoft tidal flood barrier provides the town’s residents and businesses with the protection and peace of mind that they are entitled to expect. It is also the key to unlocking many great opportunities for the town. I have sought to highlight some of them, and I ask the Minister to set out the pathway that East Suffolk Council and I should pursue to ensure the project secures full funding as soon as practically possible and that we build the Lowestoft tidal flood barrier without delay.

That this House has considered the recommendations of the Renaissance of East Anglian Fisheries study.

It is a pleasure to serve under your chairmanship, Mr Pritchard. I also welcome my hon. Friend the Minister to his place. He has been very supportive of proposals to revitalise the UK fishing industry, and through the Fisheries Bill, which I hope is only temporarily stalled, he has provided a framework for doing that.

My interest is in the East Anglian coast, which runs for 208 miles from King’s Lynn in Norfolk to Leigh-on-Sea in Essex, with Lowestoft in Suffolk, in my constituency, geographically at its centre. Lowestoft is historically the fishing capital of the southern North sea, and the hope is that in the future, if we make the most of the opportunity that Brexit presents, it will be the regional hub port at the heart of a revived but modern fishing industry that plays a key role in the regeneration of coastal communities.

REAF—the Renaissance of East Anglian Fisheries—is a community-led group that has come together to produce a long-term strategy for fishing in the region. Work began in 2018 as a result of the joint endeavours of East Suffolk Council, June Mummery, Paul Lines and me. A partnership was formed between the regional industry, East Suffolk Council, Suffolk County Council, Norfolk County Council, the New Anglia local enterprise partnership, Seafish, and Associated British Ports. Funding was provided by the participating councils, Seafish and the European maritime and fisheries fund, via the Marine Management Organisation. East Suffolk Council has given invaluable administrative and project management support and has hosted our meetings.

The REAF report was prepared by its members, with advice from Rodney Anderson and research and analysis from Vivid Economics. The strategy builds on the insights of numerous stakeholders and expert interviews across the whole industry, as well as conversations with regulators and public bodies. Special thanks go to all those who have contributed to the project.

There is a long history of fishing along the East Anglian coast. However, over the past 40 years, its importance to the area has significantly declined, and in Lowestoft, where it used to underpin the local economy, the industry is currently a very pale shadow of its former self. Across the region, the industry covers a diverse range of fleets and activities, including a shellfish fleet; an inshore fleet catching flatfish; some offshore demersal and pelagic fleets; processing, with some international exports; port and market services; and various other ancillary activities.

I thank the hon. Gentleman for initiating the debate. Is he aware that UK vessels land some 40% of the catch from UK waters, whereas Norway and Iceland, for instance, land 83% and 90% respectively of theirs? The report to which he is referring makes it clear that East Anglia’s inshore fleet does not get a fair slice of the cake and there is scope for renewal of the fisheries employment sector in that area. It is very similar to my own area, the constituency of Strangford, and indeed my own village of Portavogie, which once had two fish processing plants. Does the hon. Gentleman agree that, with the correct exit policy—the Minister will probably confirm this—we could again see business opening up and thriving in all our fishing ports and surrounding areas across the whole United Kingdom of Great Britain and Northern Ireland?

I thank my hon. Friend for that intervention. I shall cover a lot of the issues that he has raised in my speech, but I will highlight two things immediately. First, he is correct to say that, with the opportunity to land more fish in UK ports, the whole of the country and particularly our coastal communities could benefit. Secondly, the point I will be making is that although the REAF report is very much bespoke to the East Anglian area, there is no reason why similar reports could not be produced for other regions, such as the one that he represents.

The total reported value of the catch of commercial species from the southern North sea has in recent years varied between £190 million and £260 million, and only between 7% and 8% is landed by the UK fleet. Most fin fish are currently landed overseas, in ports in the Netherlands and France, with shellfish landings taking place off the west Norfolk coast and in the Essex estuaries. A varying but low number of UK-registered offshore vessels are operating in the southern North sea, but the vessels land only low values into regional ports because of their foreign ownership. The Lowestoft Fish Producers’ Organisation lands its fish in the Netherlands, not in Lowestoft.

The specialist modern vessels represent a substantial investment, made possible by access to UK waters under the common fisheries policy and through the purchase of access to UK quotas. They are said to comply with the CFP’s economic link obligation, mostly by gifting some quota to the UK. However, although East Anglia sits next to one of the richest fishing fields in Europe, very little local benefit is in practice currently derived from it.

Some Dutch demersal trawlers have used pulse fishing, which employs electric currents to force fish from the seabed—a technique that the European Parliament voted to ban with effect from January of this year, although 5% of the fleet of the North sea is permitted to continue for scientific purposes until 2021.

At present, we have a system that not only brings very little benefit to the East Anglian fishing industry, but is extremely environmentally damaging. This study’s main finding is that the UK’s departure from the CFP provides a remarkable opportunity to bring about a renaissance of East Anglian fisheries. However, that will be achieved only if our leaving the EU is accompanied by well-designed national policy and regulation that provide the framework for regional strategies such as REAF.

The report concludes that there is the opportunity to increase UK vessel quota catch in the southern North sea by seven times its value and UK vessel non-quota catch by 25%. That will together add 25 or more vessels to the UK fleet, creating jobs both offshore and onshore. Up to 13,300 additional tonnes per year of allowed catch will become available to UK-registered vessels in the southern North sea, potentially being able to be landed and processed in the UK. That will come about through a change in the way the fishing opportunity in the North sea is allocated between countries as we move to a geographic area allocation under the international law of the sea, known as zonal attachment, replacing the current basis for fish catches, known as the relative stability rule of the common fisheries policy. It is vital that zonal attachment and a requirement to land fish in the UK are the basis of any future agreement with the EU. Such a change would allocate the aforementioned sevenfold greater catch of quota stock value to the UK from the southern North sea; it would be worth approximately £28 million to £34 million at the quayside. That includes an eightfold volume increase in sole, a tenfold increase in herring and an elevenfold increase in plaice.

In addition, the economic link rule, which the UK uses to regulate the activities of vessels fishing UK fish stocks, should be strengthened so as to promote the landing of fish in UK ports. The potential benefits could increase further as fish stocks improve through effective management and as the regional fleet becomes more competitive and more efficient. In addition, there may be more opportunities to start harvesting crabs further offshore and to expand oyster cultivation.

To realise that opportunity, the REAF strategy makes 11 recommendations, which I will briefly outline. They fall into three categories of change. The first is economic change, bringing potentially rewarding and well-paid jobs to the East Anglian coast for not just the catch sector, but the whole length of the supply chain, from the net to the plate.

I pay tribute to my hon. Friend’s strong advocacy for his fishing fleets in Lowestoft, which he has always demonstrated in his time as the Member of Parliament for Waveney. In East Anglia, we are proud of our food and drink produce. Does he agree that the opportunities he has just outlined would have an impact in constituencies further inland, such as mine, where we have the UK’s biggest producer of sushi, Ichiban, which produces 60% of the UK’s sushi?

My hon. Friend and neighbour is right. While I concentrated on the coast, where my constituency is located, the supply chain goes much further inland in East Anglia, into those constituencies, such as his, which are landlocked—for example, the merchants and the type of processing industry he highlighted. The tentacles of the industry’s supply chain extend a long way.

The second category into which the recommendations fall is environmental—the importance of promoting sustainable fishing, helping to avoid the overfishing mistakes of the past, so that we leave our fisheries to the next generation in a better state than we inherited them. The third category, linked to that second objective, is regulatory change, putting in place a local, bespoke system of management, which includes fishermen, and which avoids the past mistakes of the common fisheries policy, which was too centralised and distant at times.

In brief, the 11 recommendations can be summarised quickly as follows: introducing a new system of control in the inshore fleet through hours-at-sea restrictions and the use of gear; requiring the offshore fleet to land its catch in the UK and restricting it from fishing within 12 nautical miles of the coast; considering restricting offshore vessels to 500 hp and banning beam trawling; investing in a regional hub fishing port in Lowestoft; providing access to finance for the scaling-up and automation of the processing sector; upgrading the control regime for anglers; removing barriers to aquaculture expansion by de-risking developments and improving access to finance; setting up an apprenticeship scheme; combining the two inshore fisheries and conservation authorities and the Marine Management Organisation into a new single East Anglia regional fisheries authority; managing fishing stocks as a mixed fishery and introducing more effective controls over fishing mortality; and, finally, making more use of data to manage potential conflicts between fishermen and other marine activities, such as wind farms and dredging.

The REAF study is very much a living document. It is not a piece of academic research purely designed to provoke contemplation and debate. It sets out a range of practical recommendations that, if implemented, could bring significant benefits to local people, communities and businesses. Brexit on its own is not a magic wand that will revitalise our fishing industry, but it gives us the opportunity to start again with a clean sheet of paper, to pursue innovative and radical policies that can bring real benefits to East Anglian coastal communities. We need to get Brexit done, so that we can get on with putting in place strategies such as REAF.

So that East Anglia can get on with this work, I ask the Minister in his response to confirm support for the following first steps. First, it would be appreciated if he could ask his officials at the Department for Environment, Food and Rural Affairs—who have been extremely helpful in this process—to continue to work with the REAF team, so that a strategy can be agreed for starting work on implementing the study’s recommendations. This regional approach to fisheries management will help to secure the Brexit dividend, and REAF provides a blueprint that could be used elsewhere around the UK coast.

Secondly, seedcorn funding should be provided, so that REAF can carry on into its next phase. East Suffolk Council has confirmed that it is prepared to continue to offer support and host meetings. It will convene a new REAF group and oversee the preparation of the first year’s programme of works. However, it does not have a budget to fund anything more than basic secretarial support. To take the project forward, there is a need for a full-time outreach worker, a liaison officer, who will foster, galvanise, encourage, interpret and explain. This person would spend the first six months of their time visiting ports and landing places, working with fishermen, talking to processors and hauliers, and generally obtaining further background information. This person will play a crucial role in advising the steering group about the practicalities of what is or is not happening on the ground. They will feed back to the different sectors of the industry and ensure that they continue to be fully supportive of the project. This will mean constantly getting out and about at times that suit the industry, not standard office hours. They will be the linchpin of the project. A dedicated project manager and administrative backup are also required, as well as a modest level of specialist consultancy support.

Thirdly, we need to promote a new approach to managing mixed fisheries by controlling the inshore fleet through hours-at-sea restrictions. The Minister has previously indicated that the Government will carry out an hours-at-sea pilot; we ask for that pilot to take place in East Anglia.

Fourthly, it is important that we put in place an apprenticeship scheme for those wanting to pursue a career in the industry. That will include establishing an apprenticeship training programme for future skippers, funded by the national apprenticeship levy; preparing a careers in fishing brochure to accompany the scheme; and making available finance for graduates from the scheme, to support them in acquiring a vessel and a licence. East Coast College in Lowestoft wishes to be involved in this scheme, and there is a need to forge the proposals into a deliverable project.

Fifthly, Lowestoft wants to regain its crown as the capital of the southern North sea. That will require a fishing port development study to be prepared, working in close collaboration with Associated British Ports, the owners of Lowestoft port. The scope of the project could include a new fish unloading quay, berthing and provisioning facilities, and the creation of a new fish market. This would provide the port with the capacity to handle shellfish and both inshore and offshore vessels.

Sixthly, following Brexit, there will be a need for investment in the processing sector, not just in East Anglia but nationally. A scheme needs to be set up for which East Anglian processors can apply, and it should mirror the support that Marine Scotland provides to Scottish processors. My seventh and final ask is that we start work on forming the new single East Anglia regional fisheries authority, which will provide clear and visible signs on the ground of improvement in regulatory operations.

I suspect that I have spoken for too long and I apologise. I hope that I have illustrated that we have a detailed plan for securing REAF—the Renaissance of East Anglian Fisheries. We now want to get on with delivering that plan, and I look forward to hearing from the Minister that he supports that local ambition and that his Department will work with us to secure what I believe is a very exciting future.

I welcome the Bill and will briefly home in on three issues. The first is the Office for Environmental Protection, which in some respects is equivalent to the Committee on Climate Change. It is a good idea, but for the OEP to be as effective as the CCC, it must have teeth and independence. I ask the Minister to consider two improvements in order to achieve this. First, will she consider introducing a duty to achieve five-yearly interim targets similar to the carbon budgets set out in the Climate Change Act 2008? Secondly, will she commit to a principle of non-regression in environmental standards?

My second point relates to air pollution, a problem that is creating significant health challenges in Lowestoft. The Bill provides a framework for removing this blight by setting a legally binding target to reduce fine particulate matter. Consideration should be given to being more ambitious and making a commitment to achieve the World Health Organisation’s current limit values, as well as to giving further powers to local authorities to tackle local sources of air pollution.

My third point relates to the need to empower local communities, and it is important that the Bill does this. In and around Lowestoft, there are some environmentally rich and diverse areas that are bringing, and could bring, much benefit to nearby residents and local people. These include Bonds Meadow, an historic landscape in a now urban area run by a local community group, and Carlton Marshes, an exciting and ambitious project promoted by the Suffolk Wildlife Trust to recreate a unique Suffolk—not Norfolk—broads landscape right on the edge of the town. There are provisions in the Bill that will promote and help such initiatives, including the strengthened duty on public authorities to take account of biodiversity in their decision making, and the requirement for local authorities to produce local nature recovery strategies. These measures are to be welcomed.

In conclusion, this is a good Bill with plenty of good proposals. We have heard them described as groundbreaking; I will call them innovative. Let us get on and give the Bill a Second Reading, then work together to make it even better: a great Act that stands the test of time.

Our focus is on ensuring that effective monitoring and protection are in place. Since 2017, we have increased the protection of seabirds by creating five new marine special protection areas and extending a further nine sites. I draw your attention in particular, Mr Speaker, to the SPA at Flamborough Head, which has been extended to protect nesting and foraging areas for a range of seabirds, including kittiwakes and puffins.

I am grateful to the Minister for that reply. The UK’s seabird population is in serious decline. Will the Minister use the forthcoming review of the UK marine strategy to set out a recovery plan that includes both targets and a timeline?

Yes, we will. The plan will include targets to ensure that good environmental status is met for seabirds and set the indicators that we use to assess their status. Of course, we will continue to do other work such as reducing the impact of invasive species, which are damaging seabird colonies; carrying out the UK plan of action on seabird bycatch; and, as many across the House support, reducing marine litter, particularly marine plastic.
