The hon. Gentleman raises an important matter. He is speaking to somebody who represents, bar London, the most densely populated city in Europe, so I understand the issues he is talking about. He will know that we have done a number of things nationally to help ensure that, where HMOs are being built, they are of good quality and do not cram people in—for example, the reforms that we have made to the Valuation Office Agency and council tax rebanding. I recommend that he speaks to his local authority, which should have a clear map of where HMOs are and have its own local policy about the density of those HMOs. It has the powers to do that, and that is what it should do, and its planning committee should be making decisions on that basis.

Sadly, we all know that misogyny can lead to acts of violence and sexual attacks, and it is right in those circumstances that we use exclusions to safeguard staff and Members in this place. But we should not forget that misogyny can also be part of everyday culture in workplaces in this country, where women are talked over, their ideas ignored until men put them forward, and inappropriate comments are made—so-called banter culture. All of that can lead to so much more, which we want to prevent. Can the Leader of the House set out what more the Government want to do to attack that culture? Can we have a debate in Government time to discuss how we can protect women in the workplace?

Regulators have very clear responsibilities —that is well understood. Members of this House will work with them on a whole raft of issues to raise concerns about the sector they cover and how they are operating in their local area. If the hon. Gentleman has any specific charges of a regulator not doing its job, as he knows, the Department for Business and Trade will shortly be bringing forward a White Paper about how we improve regulators in the UK. We are always interested in what can be improved, but he has made quite a serious allegation today, which he should follow up with the Secretary of State.

As millions of people across England and Wales go to vote in today’s council elections, will the Leader of the House join me in recognising the work of my constituent, the right honourable Lord Provost of Edinburgh, Robert Aldridge, who this week marks 40 years of continuous service as a councillor in Edinburgh? That longevity is the envy of many others in Scottish politics, and I am sure will be the ambition of many of those who are starting their career today.

However, like this place and many other parts of our democracy, councils do not always reflect the diversity of their area. In 2022, the Local Government Association found that 92% of councillors were white, 40% were retired, 46% had caring responsibilities and just 12% had a disability, so may we have a debate in Government time on how we could make local government roles more accessible and more representative of their communities?

I am sure that the whole House sends its congratulations to Councillor Robert Aldridge on this landmark anniversary, and thanks him for both his service and his stamina in the role. The hon. Lady raises a very important point: we want many people from many different backgrounds and with many different skills to come forward and run for office. It is an excellent topic for a debate—she will know how to apply for one—but of course we can all encourage people in our communities to come forward, step up and serve.

I thank my hon. Friend for raising that important matter. She is absolutely right. She will know that in March the Treasury launched a consultation on anti-money laundering regulations to further strengthen the effectiveness of that regime, and to ensure that they responding to emerging changes and that the burdens placed on businesses are appropriate. I will make sure that the relevant Minister has heard her interest in this matter and that she is updated.

Unfortunately, this morning many of my constituents find themselves in the same position as the two now former Scottish Green Ministers, in that they have been cut off from government services. In Kirkliston, the post office is going to close, which will deny many of my constituents access to vital government services and to cash, as no banking facility is available within easy reach by public transport. I know that the Minister of State, Department for Business and Trade, the hon. Member for Thirsk and Malton (Kevin Hollinrake), is very busy dealing with the Horizon scandal, but could he come to the House to give us an update on why so many post offices across the country are closing and leaving constituents in the same position as mine?

I am sorry to hear that that is happening in the hon. Lady’s constituency and I will certainly make sure that the Post Office Minister has heard what she has said today. I will also ask officials at the Department for Levelling Up, Housing and Communities to get in contact with her office. She will know that where this has happened in communities and people are not able to get access to free cash services, or banks or other bricks-and-mortar premises are closing, there are ways in which to ensure that businesses and individuals have access to those services. The Department for Levelling Up, Housing and Communities has a good best practice guide on how that can be delivered.

I congratulate my hon. Friend on all her achievements: the freeport; the partnership between the county council and Stena Line, which will be a huge boost to the local economy; and of course her championing of energy projects, the prosperity park and the inaugural trade centre of excellence in Wales. She has helped to secure all those things. I will be very happy to do all I can to help her latest campaign, which sounds like a good one. Although I cannot commit to a date until she gives me one, I hope that if I am able to attend, I will be able to help cut the ribbon—perhaps with a sword.

I was recently able to visit California, in the United States, with the Scottish Affairs Committee to look at the opportunities there and the ecosystem that has been created. Everyone we spoke to in the space sector spoke very highly of our universities and the sector in this country. However, we regularly hear of a skills shortage in that industry, which is a massive opportunity not just for Scotland, but for the whole of the UK. It is some time since we had a debate in this place on the opportunities in the space sector. Would the Leader of the House consider setting aside time for such a debate?

I thank the hon. Lady for all she is doing to support this growing and important sector in every part of the United Kingdom. The Government are very aware of the need to ensure that we have skills and a growing workforce that can contribute to it. We are delivering on our commitment to build a whole-UK space ecosystem by working with business, academic institutions and the devolved Administrations, and we have backed that with funding. She will know how to apply for a debate, but I shall make sure that the Secretary of State has heard her keenness to give this very important matter more of an airing.

My hon. Friend raises a very important matter. I am glad that he welcomes the Football Governance Bill. He will also know that the Government appointed independent advisers last year to work on the future stability of rugby union. We will continue to work with the rugby authorities, including the Rugby Football Union, premiership rugby and Sport England, to support rugby in all its forms. I shall ensure that the Secretary of State has heard his particular concerns in this regard, and he knows how to apply for a debate.

The UK Government recently awarded councils in England emergency funding of £700 million, much of which was in response to the crisis facing social care. The Scottish Government received consequential funding on top of the normal block grant as a result. However, Scottish councils are still facing budget issues in this area. Yesterday, my own council in Edinburgh had to agree to close two care homes, reduce packages and cut some funding by 10%. May we have a statement from the Treasury, or perhaps the Scotland Office, on how it could be made easier for Scottish councils to apply directly for this emergency funding—[Interruption.]

As I was saying, may we have a statement on how Scottish councils can apply directly when this fund is made available, rather than continue to wait for the Scottish Government to act?

The hon. Lady makes several very good points. The devolved Administrations continue to receive about 20% more funding per head than the UK Government spend on the same things in England, and there are many examples of the Scottish Government hanging on to those funds and not passing them on to councils or passing relief on to businesses, for example, which is very disappointing. She makes an interesting suggestion, and I will ensure that both the Cabinet Office and the Department for Levelling Up, Housing and Communities have heard her words.

As an experienced parliamentarian, the hon. Gentleman will know that each Department will have a permanent secretary and monitoring officer to ensure that any such payments are correct, proper and justified. The propriety and ethics team at the Cabinet Office also oversees such things. Not having been directly involved in the matter myself, I am pretty confident that what has happened is perfectly correct. What the hon. Gentleman is getting at is whether it is right. I point him to what that particular Secretary of State has done herself in other circumstances. She very much understands that taxpayers’ money is involved and has taken action in the past to turn down things that she was entitled to because she felt that it was morally wrong to take them.

I hope the right hon. Lady knows that I am not a fan of the “go for the player rather than the ball” type of politics that is so popular with so many in this place, but following so many comments today, I have to say that, as public servants, we owe the public the right to question whatever we do. I fully respect what the right hon. Lady has said about the right hon. Member for Chippenham (Michelle Donelan) turning down payments, such as for her redundancy after two days as Education Secretary. However, the matter will not go away until the public have the right to ask questions.

There is also the issue of whether the ministerial code was breached in any of what has happened. The Prime Minister promised us a Government of transparency, so will the right hon. Lady please take back to him the suggestion that there should be a statement to the House to clarify the situation, if nothing else?

I completely understand the legitimate issues that the hon. Lady raises. She has a reputation for playing the ball and not the man or woman, and I take her question in the spirit in which I think it is intended. From what I know of the situation, and because of the oversight that is given to such matters, I believe that this issue has been dealt with in line with the rules. I refer her to what I have said about the character of the individual in question.

My hon. Friend will have heard the support expressed throughout the House for what she has said. Being able to read is a wonderful gift. It is not just about getting an education; it is about an individual’s whole self, and families should be encouraged to read together. My hon. Friend is right to draw attention to our nation’s success in climbing the international literacy tables. We should be very proud of that, and place on record our thanks to everyone who has enabled it to happen, including our incredible teachers.

Happy birthday, Madam Deputy Speaker.

On 12 January last year, I asked the Leader of the House how I could pursue my search for a way of putting bereaved children in touch with charities that want to help them, so that the charities know where the children are and can offer them support. It seemed to me a simple matter to come up with a protocol, but since then we have had two debates, I have met two Ministers, and a petition has been presented to 10 Downing Street by bereaved children who want something to be done for others, so that others do not suffer in the way that they did. Many of us who have been through that kind of grief want to see progress. Both the Ministers with whom I discussed the issue were schools Ministers; they talked about the work being done in schools, which is very supportive, and no one has any criticism of it. At the end of both meetings, however, the Ministers said, “Actually, we think that you need to speak to the Home Office”, which is where everything grinds to a halt. We do not seem to be able to make progress and obtain clarity, although what we want is quite simple. It is not a new law, but merely a change in practice. Can the Leader of the House advise me on how we can get clarity and move forward, and perhaps secure that meeting with the Home Office?

I thank the hon. Lady for her continued work in this area. I know that many Members from across the House have been in the situation she described of losing a parent at a young age, and it is so important that people are properly supported. I will write to all relevant Departments. I know from my own experience of dealing with health and work issues that getting the right people from the right Departments in the right room together, and then locking the door until they arrive at a solution that we can take forward, is sometimes the only way of doing things. I thank her for her diligence, and I will talk to all Ministers in the relevant Departments to ask them to put a plan together and to come and talk to her.

I thank my right hon. Friend for raising that question. The Secretary of State for Energy Security and Net Zero made a written ministerial statement on 22 November presenting the five revised energy national policy statements for parliamentary approval. She deposited copies of all those documents in the Libraries of both Houses, and they were available on gov.uk. She also sent a letter to all hon. Members on 9 January highlighting the scrutiny period of the NPS. Following the expiry period of 21 days, no objections were received, and the Secretary of State designated them on 17 January. I fully appreciate that while all the i’s have been dotted and the t’s crossed, my right hon. Friend and other Members may feel they have not had the chance to discuss or offer their opinions on them. She knows how to apply for a debate, but I will certainly ensure that the Secretary of State has heard her concerns.

I was pleased to hear this week that the UK Government have recognised the funding pressure on local councils in England and confirmed that there will be Barnett consequentials. However, we in Scotland can only hope—and as a keen follower of the problems that we have with the Scottish Government, the Leader of the House will be aware that it is probably a forlorn hope—that the Scottish Government will use the consequentials to cover funding gaps in our local councils and speed up repairs to mould and damp in social housing, which is becoming a critical problem. In Edinburgh we have a housing crisis, and even as we speak my council and others across Scotland are trying to figure out how to fill the gaps that the Scottish Government have left. I was, however, disappointed that there was no clear mention in the statement about how the UK Government would enforce measures in Awaab’s law to improve social housing. May we have a statement on the steps the Government are taking to enforce those new rules, if only to provide a template for the Scottish Government on how one can support local councils?

I join my hon. Friend in paying tribute to all the work that the police have done. Since we have given them some new powers, they have done an incredible job ensuring that activists do not disrupt traffic or stop emergency vehicles and keeping areas running, including our major motorways and, in particular, our capital city. My hon. Friend is absolutely right that those protests are costing taxpayers and using police resources—if he were to found a campaign called Just Stop It, Just Stop Oil, I think it would be very well supported. I will ensure that the Home Secretary has heard his concerns about resourcing.

First, may I associate myself with the comments of the shadow Leader of the House about Alistair Darling? He was someone I knew. He was a huge figure in Scottish politics, and the perfect example of a public servant. I also wish to pay tribute to Lord James Douglas-Hamilton, the former Conservative MP for Edinburgh West, who was always the perfect gentleman and another example to us all of public service.

A constituent of mine recently raised the issue that he and a number of other marines had been exposed to asbestos during a training exercise. They are currently trying to pursue an adequate response from the Ministry of Defence on this potential breach of health and safety. Can the Government find time for us to discuss both this issue and the general issue of how we better protect our armed forces on training exercises?

The hon. Lady raises a very important matter. I know that, in recent years, the Ministry of Defence has been looking at how it can mitigate things that happen and injuries caused on training exercises, from its joint service publication to ensuring that people have the right equipment and that it is all in good order. The issue that she raises would be of most interest to the Minister for Veterans’ Affairs. I will make sure that he has heard what she has said, and I think the topic would be an excellent one for an Adjournment or Westminster Hall debate.

I take these matters very seriously. Indeed, when I was International Development Secretary it was because of the regard that nations had for international humanitarian law that I was unable to unblock Hodeidah port and get aid into Yemen. These are very important principles and we must ensure that they are upheld. We as a nation must ensure that people understand that we place them at the heart of everything that we do.

What I would say to the hon. Gentleman, though, is that we need to be led by the facts in this case, and saying that Israel is collectively punishing Palestinians is quite wrong. In an earlier answer I gave quite detailed information about the framework that Israeli defence forces adhere to and the training that they undergo. He can look up previous conflicts and information that has been put out about how the Israeli defence forces conduct themselves, the care that is taken when undergoing targeting boards and the scrutiny that is applied to that, and the legal frameworks covering those things.

Hamas does not have the equivalent, and it is important that the language that we use in this place is correct and factual. There are extremely serious consequences in this country and across the middle east region of promoting information that is not correct. That is incredibly important. I know that the House of Commons Library will take its responsibilities seriously. This is a legitimate action that Israel is taking to defend its own security and defeat a terrorist organisation. We and other nations have stressed that that must be done according to international law and the principles that I set out earlier. The hon. Member has the Government’s assurance that we will not waver from that view.

Over the recess, I met representatives of Dementia UK, a fantastic charity that is providing research, support and much needed hope for people suffering from this dreadful condition. It is currently working to provide more of its specialist admiral nurses in primary care settings, including in my city of Edinburgh, where there are 8,500 people currently coping with dementia. I was unable to put the question directly at questions this week, but could we please have a statement on the progress that the Government are making on dementia care under the major conditions strategy and their Dame Barbara Windsor mission, particularly with an emphasis on training and support for specialist dementia nurses?

I thank the hon. Lady for raising that incredibly important point and highlighting the work that that organisation does on research and, critically, care. She will know that it has been a priority for the Government under successive Administrations to ensure that we are having the current breakthroughs on new drugs, with the second drug that is able to combat this terrible disease, and that we have the best possible care across the UK. I shall ensure that the Secretary of State has heard of her desire to have an update on these very important missions.

My hon. Friend raises an important point. He will know that we have published over £1.5 billion-worth of high needs provision capital allocations for the 2023 and 2024 financial years. This is a priority for the Government. As the Secretary of State will not be at the Dispatch Box for a little while, I shall ensure that she has heard the concerns that he raised.

I thank the Leader of the House for confirming that we can have a sitting Friday on 20 October. One important private Member’s Bill, introduced by my hon. Friend the Member for Bath (Wera Hobhouse), deals with worker protection. It has secured cross-party support in both Houses and its importance was underlined this week with reports of sexual harassment suffered by female surgeons in the workplace. As it has now passed its final stage in the other place, with Government support, we need just half an hour to do the same in this place. Will the Leader of the House commit to a short window of Government time, if not on the sitting Friday then at the earliest possible time, to ensure that workers across this country have the protections that they deserve?

I congratulate all Members who have worked on that Bill, particularly on the cross-party work that they did to secure its passage through the other place when at one point it looked like it might be in jeopardy. I thank all hon. Members who did that, and the Government are very supportive of these efforts. The hon. Lady knows that I have just announced that, subject to the House’s agreement, we will be able to consider private Member’s Bills on 20 October. Our default position remains that, in accordance with the Standing Orders of this House, private Member’s Bills will take precedence on Fridays.

First, I associate myself with the remarks that have been made about Craig Brown. In my previous career as a journalist, I was fortunate enough to meet Mr Brown on several occasions. He was a gentleman and our thoughts are with his family.

A recent report by Shelter revealed just how bad homelessness has become in Scotland’s four main cities, with Edinburgh being the worst case. Figures show that 5,000 people are living in temporary accommodation, including more than 2,000 children. That is a tenfold increase since 2002. Given the shortage of financial support from the Scottish Government for local authorities and the fact that homelessness is not confined to Scotland, is the Leader of the House willing to set aside time for a debate on how we can kick-start a co-ordinated approach with agencies to tackle this growing problem, and on how we can increase the number of social houses and the financial support available to local authorities?

I thank the hon. Lady for raising this important matter. As she knows, we have provided more than 2.2 million additional homes and delivered 632,600 affordable homes since we came to office. We have also helped many people take that step on to the property ladder. However, this is about not just housing supply but a whole raft of challenges that individuals and families face, and I know that this is a concern to many Members across the House. I am very happy to make sure that the Department has heard her call for time on the Floor of the House, and her plea has also been heard by the Chair of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), who is sitting behind her.

I thank the hon. Lady for raising that important matter. Not only are regular exams crucial for ensuring good oral health; they can also detect other health conditions that need to be dealt with early. This problem has been exacerbated by the pandemic, with children and vulnerable and looked-after children in particular not getting check-ups. She will know that this issue has been a priority for the Minister responsible. In addition, the Health Secretary has created a mechanism so that we can see and compare what care boards are doing. That is an incredibly valuable tool. I have been talking to him about how Members in this place can access that data on a real-time basis and I will make sure that he has heard the hon. Lady’s comments today.

The discussion in this place and in public about the controversial proposals for highly protected marine areas has rightly focused so far on the potential impact on fishing and coastal communities, in Scotland, in particular. I was reminded by the Scottish Government’s policy paper that:

“It is intended that no new renewable energy projects will be allowed in an area designated as a HPMA. This includes exploratory activity or construction of new infrastructure.”

May we have a statement on whether the UK Government are aware of the potential implications in this reserved area and whether any discussions are ongoing with the Scottish Government about it?

The hon. Lady is right that there are concerns about the scheme. Understandably, we tend to focus on the impact on coastal communities and they have been very vocal in their concerns. However, there are other implications, which is why we need to ensure that, when such schemes are proposed, there is proper consultation and engagement with all communities and all parties. Clearly, we would hope that there are ambitions for energy generation; that is certainly what the Scottish Government say. These are matters for them, but I know that the hon. Lady and my Conservative colleagues will do everything they can to make sure that all voices are heard and that this scheme makes sense.

Thank you very much, Mr Deputy Speaker, although I do find my concerns about gambling now reinforced.

May I add my congratulations to the Leader of the House on the manner in which she conducted her role in the coronation last weekend? I also welcome the reassurances that she gave earlier on the Government’s commitment to animal welfare. However, the lack of progress of the Animal Welfare (Kept Animals) Bill has provoked a lot of concern both from my constituents and the Dogs Trust, which was here just this week. I raised the timescale that we now face and this lack of progress in Environment, Food and Rural Affairs questions back in February. Can the Leader of the House give us any reassurance today that the Bill will come back in time and be heard?

My hon. Friend is speaking to a Member of Parliament for Portsmouth, which is the home to the Mary Rose Museum, so she is preaching to the choir. The subject is incredibly important, and underwater cultural heritage can be an important source of economic regeneration to areas. I would be interested to hear about my hon. Friend’s plans for the London. Many wreck sites are protected and many are grave sites as well, so raising the wrecks is not necessarily the right thing to do. I will make sure the Minister has heard her ambitions in this area; the next Department for Culture, Media and Sport questions will be on 27 April.

Many of us in this place and in my constituency of Edinburgh West get a little tired of Scotland’s economic and other issues always being addressed through the narrow, negative prism of the Scottish National party. We would like to discuss the benefits and the positives of the Union, not just for Scotland but for all four nations of the United Kingdom. Will the Leader of the House consider setting aside Government time to have a debate on the benefits of the Union and how it can be used positively to address the issues of all four constituent nations?

I thank the hon. Lady for raising that important point. She will know that I cannot comment on what is in the Budget, but I shall make sure the Chancellor has heard her concerns, and I am sure she has made representations to him. She will know that we are focused on particular aspects of healthcare at the moment, to ensure that we have the diagnostics we need to reduce waiting lists, but she is right: public health is key to this. It is absolutely key to prevention, which will be a fundamental part of ensuring a thriving NHS into the future, and I shall make sure the Secretary of State has heard her concerns.

The Edinburgh international festival is world renowned, but last year it shrank in size for the first time in seven decades. The King’s theatre in Edinburgh, which is in a neighbouring constituency, is facing a shortfall of £9 million. Its owners have described it as being in “the last chance saloon”, and it failed to get levelling-up funding last time round. The cultural life of Edinburgh is a massive contributor to the health of the Scottish economy and the UK economy. Does the Leader of the House think it would be appropriate to make time for a debate in this House on how the UK and Scottish Governments can contribute to the future stability and wellbeing of this vital industry?

I am very sorry to hear about the plight of that particular venue. The hon. Lady will know that we have Department for Culture, Media and Sport questions on 9 March, and I encourage her to raise the issue with the Secretary of State. The levelling-up scheme was hugely over-subscribed, but officials and Ministers will be meeting colleagues who did not have a bid granted in this round to look at what more can be done for the venues and projects concerned, or to improve the bid so that it is successful in future rounds. However, I understand the time concerns that the hon. Lady has, and I shall make sure that the Secretary of State knows about them.

I thank my hon. Friend for raising this important issue. Whatever the merits or otherwise of setting up such a scheme, to do it at a time when businesses are recovering from a pandemic—this obviously affects not only businesses in London, but also those in surrounding areas, with tradesmen and others who will be coming in for materials or to do jobs, and I know it has had a hugely detrimental impact on many firms. I will raise the issue with the Secretary of State, but I encourage my hon. Friend also to raise it at Transport questions on 19 January.

I wonder whether the Leader of the House would consider giving time to a problem that affects many families in my constituency—indeed, in every constituency in the country—but which we have no way of gauging or recording, so we do not know its scale. On the death of a parent, we do not record at any point that there may be a child who is grieving.

I know from personal experience and from my sister’s experience that, no matter how stable the family, how supportive the family network and support system or how well the child appears to be coping with that grief, they may need support. Winston’s Wish tells me that there is no way of knowing how many children are bereaved at the moment. It would be simple to resolve that if, along with every death, we recorded whether there were dependent children. They will need support. It is not something that goes away with growing up, and they will need the most support at the point at which they are bereaved. Could we find time in the House to consider a way of ensuring that we know where these children are? If they have not previously been in touch with social services, we have no way of ensuring that they get the help they need.

The hon. Lady raises a very good idea. I know that other Members of the House have been campaigning on ensuring that people in general have more support and that, whether it is the state or those wonderful organisations in the third sector who support families, we can really tailor support to those people. I encourage her to raise it directly with Ministers, but I will also ensure that they hear what she has said.

I have heard about the case on which my right hon. Friend has been working on behalf of her constituent. It is appalling. To be robbed of any property is bad enough, but to rob a person of their home, which they have put their heart and soul into and in which they may have brought up a family, is incredibly distressing. I know my right hon. Friend has been doing a huge amount of work to put a rocket up the Land Registry. I want to assist her in doing that and I will write to the Secretary of State. She will also know that there are questions on Tuesday and she should raise that matter there.

I have raised concerns recently with the Home Office and the Ministry of Defence about a 13-year-old girl living in my constituency and separated from her family in Afghanistan, despite assurances they were given when they assisted forces there. Will the Leader of the House advise on how I might go about raising this matter with the Minister directly and on whether we could have some time in the Chamber to debate the Afghan relocations and assistance policy and its progress?

I accept what the right hon. Lady is saying about the Prime Minister not being here—that there may be a very good reason. I also agree with her when she says frequently that, at the moment, we must be acting in the national interest. For me, the national interest is what is in the interests of our people—our constituents. What they are telling me in Edinburgh West, and I am sure what constituents are telling many other hon. Members, is that they no longer have any confidence in this Prime Minister. Although she may have had the courage to sack her partner in presenting the growth plan to the country, what they would like is for her now to have the courage to accept that she was also wrong and to step down. Will the right hon. Lady and her Cabinet colleagues please take that message back to the Prime Minister wherever she is?

The Prime Minister, in her current and previous roles, has always acted in the national interest and will continue to do so. Her Government will continue to support her. This country needs some stability and some assurance now, and she always takes decisions in the national interest.

The River Nidd sounds absolutely delightful. I will certainly raise with the Department for Environment, Food and Rural Affairs the issues that my hon. Friend has raised. I wish him good luck with that bid; if he is backing it, I think it will be successful, because he has that reputation. If successful, the bid will no doubt bring economic benefit to the area, so I will certainly raise those issues. My hon. Friend will know very well how to apply for a debate in the usual way.

First, I thank the Leader of the House for and welcome her suggestion of a debate on the issues in Scotland; many of us who live in Scotland would relish the opportunity to question the SNP on its record—[Hon. Members: “Hear, hear!”]

Secondly, we are currently in the midst of the airspace-management exercise and reshuffling, which is affecting every airport in the country. It is causing uncertainty for a great many constituents in my constituency and, I recognise, for those in the constituencies around Edinburgh West. Would it be possible to have a debate in the House on the progress of the airspace-management realignment and how it is affecting air transport as the sector tries to recover from the pandemic?

I completely agree with my hon. Friend. UK exports to that country were up 7.2% on the previous year. He will know that recently we have had a UK-led consortium committing $8 billion of investment into telecoms, which will significantly increase growth and jobs and help the digital economy in that country. I thank him again for the role that he played in securing that investment.

T5. This morning, much has been made of our links with Ukraine, and that comes at a time when the Prime Minister is in India for trade talks. We also hear reports of a $2 billion increase in India’s trade with Russia. What implications does that have for our relationship with India and for our sanctions on Russia? Will that be taken into account in the Prime Minister’s dealings? Will he be putting pressure on India to sanction Russia?

I thank the hon. Lady for raising this important issue and for the work she has done on improving the situation. We have been working intensively with the RNIB. Any systems and reforms that are brought in do need to be tested, and it is unfortunate that the cancellation of the elections this year has meant that we have not had that opportunity. But we will do next year. We are determined that, whether someone wants to vote in person or via post, they have a method of doing so that meets their needs and is secure.

I thank my hon. Friend for his remarks. I would say that we have compromised on a great deal. We have not been intransigent in these negotiations. We have compromised on all sorts of things, including accepting an overarching framework to the agreement. We are going to be as creative and as determined as we possibly can be in the next few days in order to try to secure that deal, but he is right: we will not compromise on those fundamental issues.

Can I assure the right hon. Lady that no one, as far as I am aware, on this side of the House in any way wants to undermine the negotiating position of this Government in Europe, because so much about the future of this country hangs on successful negotiations with the European Union? But in the rollercoaster of emotions that we have been through in the past few days—there is going to be a deal, there is not going to be a deal—and at the end of four years of a rollercoaster, would she accept that what we need is some reassurance that if, by Sunday, there is not an agreement, the Government will not give up on trying to reach a trade deal with the European Union that does not see us crash out on 1 January, with all the catastrophic effect that could have for our local businesses and for the economy?

The Department for Business, Energy and Industrial Strategy is leading on a number of pieces of work. The women’s economic empowerment strategy is considering all these policies in the round to look at what more we can do to ensure that women are supported and treated fairly, and can have full careers. It will be published later this spring.

It is estimated that more than 50,000 children have been orphaned in Yemen since 2015, but the orphanages are struggling with a chronic lack of funds and are in constant danger of being closed. What discussions is the Minister having with her Saudi counterparts and others to ensure that the orphanages are getting the support they need?

This is a complex area, and I thank the hon. Lady for raising it. In addition to the efforts we are making with the Saudis and the Emiratis to try to get supplies into Yemen, we are also aware of in-country issues with moving supplies around, including basic vaccines and so forth. My right hon. Friend the Minister for the Middle East is in frequent contact with all parties, as am I.

The message that that would send is hugely important, and I know that it is the message that all those missions and offices wish to send. However, we do have to leave it to the judgment of the people working in those countries, because I know from my experiences in the Department for International Development that we must bear in mind the safety of the people doing such work. I hope that as many buildings as possible will be flying the rainbow flag in the coming days and weeks.

I welcome not just the fact of the action plan, but the sentiment behind it and the Minister’s obvious commitment to the culture change that we all recognise is necessary. Home Office statistics from 2017 show that 70% of claims for asylum on the basis of sexuality were rejected, so will the Minister use her influence in Government to press for a change to end the deportation of asylum seekers to countries where they could face torture or even death due to their sexuality?

Contrary to some media reports, there are some specific actions in the action plan relating to asylum seekers. We want to ensure that the process of making an application and going through the system is tailored to LGBT people, whether or not that is the basis of their claim. We will want to work closely with the Home Office and with others involved in the process to ensure that they are delivering for LGBT people.
